northern Army Commander meets Governor Srinagar, July 09: Lt. Gen. Sanjiv Chachra, GOC-in-C, Northern Command, called on Mr. N. N. Vohra, Governor, at Raj Bhavan, here this evening. During their more than an hour long meeting, the Governor and the Northern Army Commander discussed certain recent incidents of terrorist violence and related issues concerning internal and external security management, infiltration from across the LoC, and the overall security scenario in the State. They also discussed issues relating to the security of the ongoing Shri Amarnathji Yatra. The Northern Army Commander was accompanied by Lt. Gen. Gurmeet Singh, GOC XV Corps. This was Lt. Gen. Chachra’s first meeting with the Governor after he took over charge of the Northern Army Command on 1st July 2013. The Governor wished Lt. Gen. Chachra a very successful tenure.
newly promoted SPs decorated Srinagar, July 09: The Additional Director General of Police (ADGP) Armed J&K, S.M Sahai today decorated the newly promoted Superintendents of Police at a function held at Armed Police Headquarters (APHQ) Srinagar. Dy. Superintendents of Police recently elevated to the rank of Superintendents of Police by the Government were today decorated with ranks by the ADGP Armed J&K, S.M Sahai. The officers include Khurshid Ahmad Mir, Mohammad Saleem Khan, B. Jandrahia, Mohammad Shaban Guru and Qudus Abid Khan. While felicitating the promotees, Shri Sahai urged the officers to work with zeal and zest to make the department proud and emphasized upon them that they must realize their duties and dedicate themselves in service of the Nation. He expressed his hope that the promotion would bring new spirit of public service among the officers. Promotion means more accountability and more responsibilities and we are sure that the officers will accomplish the assigned tasks efficiently in future also. The ADGP added that “This promotion is not just a promotion, it's the mark of what is still to be achieved in the future and as public servants we must introspect whether we do justice with our responsibilities in lieu of salaries and other perks that we receive from the department”.
UP labourers die in road accident Kulgam, July 09: Two labourers from Uttar Pradesh lost their lives in a deadly road accident on Tuesday in South Kashmir’s Shurat area of Kulgam district. Police sources said that two labours from UP were riding on a motor cycle (JK03A-7151) at a breakneck and the rider lost control over the motor cycle near a curve as a result both the riders struck with a cement block. Eyewitnesses said that both the riders died on the spot. The deceased have been identified as Pintoo Verma and Babloo who were working as labours in a brick klin in the district.

Plan Com approves Rs 8000 crore plan assistance for J&K New Delhi, July 09: Jammu and Kashmir Chief Minister, Omar Abdullah led State team comprising Minister for Finance, Minister for Planning, MoS Planning, Economic Advisor, Chief Secretary and various senior officers met Deputy Chairman, Planning Commission of India to hold the final round of discussions on the State’s Annual Plan for the current financial year (2013-14) here today. The State Govt. presented Annual Plan requirement of Rs.8000 crore, apart from an additional Rs.600 crore for state sector projects under the Prime Minister’s Reconstruction Plan. At the outset, the Chief Minister made a detailed presentation covering the highlights of various developmental initiatives undertaken by the State Govt. during the last fiscal (2012-13) and the key priority areas included in current year’s Plan. The Chief Minister thanked the Central Govt. and Planning Commission for vari-
ous new developmental initiatives for J&K State particularly the extension of industrial package beyond June 2012, inprinciple agreement of 90:10 State Share for all Centrally Sponsored Schemes (CSS) and allotment of coal block which will enable the State to meet its power requirement in winter months. The Chief Minister highlighted that the year 2012 has been by far the best year in all parameters and had witnessed a 25% decline in violence. He highlighted upon the positive atmosphere of hope, optimism and harmony obtaining in the State and the need for a sustained focus on developmental efforts to build upon peace dividends. Chief Minister briefed the Dy. Chairman about the progress of a number of mega and important projects which have been taken up during the last year. Major infiltration bid foiled, 5 militants killed Keran, Kupwara, July 09: Army on Tuesday claimed to have foiled a major infiltration bid by militants resulting into elimination of five of them. Chinese troops intrude in Leh-Ladakh sector, warn locals in Hindi New Delhi, July 09: A little over two weeks ago, Chinese troops intruded into the same areas in the Leh-Ladakh sector that had sparked off tensions in April and threatened the locals in Hindi. The troops even broke the high-resolution cameras that the Indian Army had set up in the area a month ago. While the Army headquarters is tight-lipped about the incident, the broken camera equipment was returned to an Indian Army patrol at a flag meeting on July 3 in Chusul area following furious negotiations between the two sides. The incident took place on
June 17 when a Chinese patrol intruded into the Indian side and dismantled the cameras set up in Chumur near Daulat Beg Oldie.

Pvt schools in trouble, told to JK to Produce 150 More Doctors From specify charitable nature Srinagar, July 09: The divisional administration on Tuesday asked all private schools running from leased lands in Kashmir Valley to specify whether they are charitable society established for a non-profitable purpose. “All the schools should advertise as to how many poor children are being imparted education and specify all details which are stipulated for running school on leased land in light of Supreme Court judgment,” Divisional Commissioner Kashmir Shailinder Kumar said.

The Centre today accepted the proposal of the State Government to increase the intake capacity of medical colleges in the state and it would be applicable from this year’s academic session. The intake capacity of Government Medical
Colleges of Srinagar and Jammu has been increased from 100 to 150 and that of SKIMS Medical College, Bemina from 50 to 100. With this, 150 seats have been added to these colleges. The hike in the intake capacity of these colleges had become necessary as the State is facing a shortage of qualified medicos due to the expansion of health infrastructure, more so in rural and hilly areas. Is BOPEE being deliberately weakened? Board of Professional Entrance Examination popularly known as BOPEE is an autonomous body set up to conduct the examinations for professional courses and if one goes by its history, it has never failed in its duties
barring some minor lapses here and there due to human errors. In comparison the white elephant called SKUAST has eaten up billions of rupees without any noticeable achievement which could have been acclaimed on national or international level. The duties of the universities both in Srinagar and Jammu are mainly to train the professionals, conduct new research, and innovate the modern methods and technology for boosting the agricultural production in the state. The Board of Professional Entrance Examination is
in real terms a professional body equipped with the knowhow and expertise to select the best of the available talent for different courses. It has its creditability amongst the people with least chances of interference from politicians to bureaucrat. The decision to handover the selection process to Agriculture University for the courses in Veterinary Sciences, Animal Husbandry, Agriculture, Horticulture, Floriculture, Sericulture, Forestry, B.Tech. Agriculture Engineering does speak volumes about the intentions of certain people at the
helm of affairs who want a direct hand to interfere in the selection process. These people including politicians could not do it in BOPEE. The decision will cost heavily on the existence and creditability of BOPEE as the candidates in other streams will grow suspicious about its impartiality. And if other courses will follow the suit, where will BOPEE stand? Million dollar question in everybody’s mind is that why should this decision have been taken at all? Is BOPEE incompetent to conduct examinations for agricul-
ture courses? If so then why should this body not be disbanded? The second question is that has there been any major lapse, allegation of corruption, nepotism or involvement of BOPEE staff in any unfair means like BOSE? If not then this body should be allowed to do its job without any sword or fear hanging on it that more courses may be taken out of its purview?
