The BJP legislators raised anti-government slogans and alleged that the present Coalition Government has turned out to be the mother of corruption, scams and scandals. The legislators took to streets after that and near Indira Chowk they were detained by the police when they tried to stop the Chief Minister’s cavalcade. All the legislators were detained at Police Lines Jammu. Talking to CNS, Bharatiya Janata Party leader, Ashok Khajuria said that the protest was against the mis-rule and inaction against the immoral people present in the government. “This government is a total failure and it has failed to take action against tainted Ministers. Mis-rule is prevalent in State of Jammu and Kashmir and it is evident from the fact that a wide gap is found between the rulers and the ruled,” Khajuria said. Pertinently, Khan allegedly molested a lady doctor after calling her to his Secretariat office for some work. A case has been registered by Shaheedganj police station against him in this regard. There should be common set of standards so that people have quality, safe and efficacious drugs, she noted. • Sharing of information relevant to lack of compliance with accepted current good manufacturing practices, good clinical practices, or good laboratory practices, as appropriate, by manufactures and sponsors of medical products and manufacturers of cosmetics, in one another’s country, or any other information as mutually decided upon. • Engaging collaboratively as observers in medical and cosmetic product and inspections conducted by the other country as per specific terms to be agreed and as time and resources allow. • Informing the respective regulatory authorities before undertaking inspections, so that host-country inspectors may join inspections as observers.
• Collaborating in relevant scientific meetings, symposia, seminars, and other appropriate venues that may be organized either in the United States of America or the Republic of India. • Facilitating each other’s holding (in persons or by teleconference) periodic discussions, possibly once every three (3) months, to report and assess progress on current collaborations and implementation of this Statement of Intent, to address concerns and resolve issues leading to strengthening and improving the bilateral relationship, and to identify new areas for collaboration. • Facilitating information-sharing between the two countries as appropriate and allowable by law, in support of public health and product safety, quality, and effectiveness, as appropriate. He said government buildings should also have all provisions of protection against fires and earthquakes and every precaution should be made by the users of the infrastructure to prevent these from fires and other accidences. The Chief Minister said that Government of India while earmarking allocations for the construction of necessary public infrastructure under the centrally sponsored scheme should fix a differential ratio in the funds allotment between the normal States and those situated in seismic range and prone to various kinds of natural calamities. He said this is an important issue which National Disaster Management Authority should take up with the Union Government. Omar Abdullah said while climate related calamities like heavy rains, snowstorms, tsunamis etc can be predicted and warnings issued accordingly, the calamities like earthquakes are sudden and without any warning. He said Jammu and Kashmir is prone to both climatic calamities and earthquakes as such the task before the State Disaster Management is all the more complex and wide-ranging as such its units should be more responsive, strong and fully prepared to face the challenges effectively. He said such units should be active in all the districts and tehsils in the State. The Chief Minister said that the Government has already provided two battalions of Disaster Response Force for the disaster management and preparedness activities. He said there is need to have this force at all the districts which can integrate its activities with the volunteers from general people of the area to remain alert to deal with eventualities. He said Government has sanctioned Rs.18 crore for strengthening the activities of Disaster Management Authorities constituted at various levels in the State. it attacked two persons namely Chandep Singh and Balbir Singh of Palpora. The leopard latter took shelter at a nearby nursery of poplars at Malpora. After the wildlife department reached on the spot to get hold of leopard, it attacked on of its official namely Ghulam Mohammad Sheikh. Later the leopard also attacked a police constable Mohsin Abid. When wildlife officials failed to tranquilize the deadly animal, the 1 Rashtriya Rifles (RR) from a nearby camp was called. When a trooper namely Vijandar Singh tried to control the man eater, he was attacked and injured critically. Later the troopers reportedly fired on leopard that killed him on the spot. According to the reports, people from the adjoining areas also complain about the presence of wild animals into the civilian areas. They have requested the wildlife officials to take early action so that precious lives could be saved at the earliest. (KNS)

He was accompanied by Shri Durjay Bhaumik onTabla and Shri Hari Mohan on Bansuri. His performance displayed a beautiful combination of Gayaki and Tantrakari Angs while maintaining the purity of the raga and generating a tone that sounds meditative. This was followed Ghazal recital by Ustad Naeem Ali, one of the most eminent Ghazal singers of the country. He was accompanied by Shri Rafi Khan on Harmonium and Shri Abhishek Mishra on Tabla. Ustad Naeem Ali’s heart touching expressions moved the music listeners. Sh. Sohail Kazmi in his address congratulated SaMaPa’s path breaking and continuous work in the State and congratulated Abhay Sopori for the initiatives taken in the last 9 years. He said that media plays a major role and this concert is in honour of the media personalities who work tirelessly throughout the year. Inaugurates special handloom and Khadi Expos in Jammu
JAMMU, FEBRUARY 10: The Minister of State for Industries and Commerce, Mr. Sajjad Ahmed Kichloo has called for bridging all infrastructural and managerial gaps to boost traditional industries like handloom, handicrafts and Khadi products, which, he said have tremendous potential provided its backward and forward linkages are monitored properly. Speaking at the inaugural functions of the State Level Exhibition-cum Sale of Khadi products and 14 days Special Handloom Expo2014 at Jammu today Mr. Kichloo, who was Chief Guest on the occasion, said that handoom and Khadi products of the State have a great market in the country and abroad, adding that need of the hour was to provide vast marketing channels to the artisans and viewers to enable them showcase and sell their products without exploitation of the middle men. Mr. Kichloo said that the Government is committed to protect interest of artisan’s community, adding that every possible marketing facilities are being explored to ensure that products made by artisans find good market at National and International levels. He said the State Government, the Union Ministry of Micro Small, Medium Enterprises (MSME) and the Union Ministry of Textiles have taken several major initiatives for revival of traditional industrial clusters in the State that would go a long way in providing much needed monetary as well as marketing support to the artisans. The Minister said that the State Government is also actively involved in Geographical Indication (GI) Registration of its various
world famous handicrafts and handloom products so that these get regional patents and provide quality assurance to genuine products in the market that is flooded with so many fake lookalikes. Mr. Kichloo also urged for providing much needed exposure to the artisans by involving them in expos and exhibitions at state, national and international levels. He said special incentives should be provided to the artisans and weavers to enable them participate in such expos and exhibitions. He lauded the efforts of the management of KVIB and Handloom department for organizing exhibition cum sale events for promotion of handicrafts and handlooms and hoped that such initiatives would prove beneficial in promotion of these sectors in a big way and showcases the rich and diverse handloom, handicrafts and Khadi products of the State in the market. The Director Handloom Development while giving a brief resume of the activities said that the department has started implementation of the centrally sponsored revival, reforms and Re-structuring package of Handloom sector which provides for waiving off the entire principle amount of a weaver of organization whose business has rendered into NPA adding that about 77 Khadi units, two Apex bodies and 100 individual weavers of the State are getting benefitted under this scheme. He said about 15000 weavers credit cards on the analogy of Artisans credit cards are being issued in favour of handloom weavers to provide them hassle free lending facilities. A large number of artisans, weavers, and heads of various departments and PSUs under Industries and Commerce were present on these occasions. The artists of Information department also presented colorful cultural programme highlighting culture and ethos of the three regions of the State.
MLCs call on Sagar, hail Govt’s decision JAMMU, FEBRUARY 10: A deputation of the MLCs elected from Panchayats of the State today called on the Minister for Rural Development and Panchayats, Mr Ali Mohammad Sagar and expressed their satisfaction over the recent decision of the government to incorporate the provisions of 73rd amendment in the State Panchayati Raj Act. The deputation comprised Dr. Shehnaz Ganai, Mr. G.N. Monga, Mr. Ali Mohammad Dar and Mr. Sham Lal Bhagat. The deputation hailed the government’s recent decision of widening the ambit of the Panchayati raj system in the State by

P
ublic libraries are store home of knowledge as books are the best source of enlightment and are genuine friends of human beings. Before the advent of television services in the country people would either listen to radio not only for entertainment but for seeking information and knowledge on various issues. The motto of All India Radio was entertainment and information. People would tune to Radio with great enthusiasm and radio news and special audience programmes would charm listeners like anything. The community radio listening at one time was very popular and listeners clubs would in turn advised programme planner with their latest ideas about improvement in the programmes. Other than radio people in general would read books for gaining knowledge and fictions for entertainment. One would come across many vendors on the roads where reader would get books and magazines by depositing nominal money and return the books or magazines after reading them. There was a chain of public libraries in the country where rare books were available. Readers would sit in the libraries and go through these rare reference books. Public libraries were very useful for the aspirants preparing for competitive examinations. With the advent of television and computers the visit to public libraries has become out of fashion, but in our state people do need public libraries though the infrastructural facilities available before 1990 are now in shambles. The two decades of uncertainty made these libraries suffer a lot, as books and buildings were torched and the staff abandoned these libraries. The government machinery pre-occupied with other prioritized issues did not pay any attention to these libraries. At present these libraries are in awful condition, with no books around, no news paper or magazine available and the staff missing. The students appearing for competitive examinations do not get the required and latest books, newspapers, magazines or information. The Information Centre, run by Government of India in the heart of the Srinagar city too is closed for the last so many years. This centre once upon a time used to be a hub for readers and students to get latest information. Now there is a need that this important facility is revived and revamped in conformity with modern requirements. The library information ought to be computerized so that people can get information on line as well. The reading habits should again be promoted by instituting public libraries. These public libraries should be consolidated and updated with the latest facilities. A new concept should be infused so that treasure of knowledge is saved.

APEDA: Helping Farmers to Look Outwards
R
ight from the moment when a produce is harvested from the farm to the time it takes to be on board for moving to its desired destination, the life of the agricultural produce gets battered at various stages. It is estimated that almost 30-40 per cent of the produce of fruits and vegetables is wasted due to lack of adequate infrastructure for post-harvest handling, transportation and storage. The inadequacy of post-harvest infrastructure facilities and wastage has persistently been underlined as a major bottleneck in boosting export of perishable products from India. Apart from it, the country’s agriculture export policy sometimes gets affected by short term interventions or restraints like ban on export of farm produce in the times of sudden price rise or supply constrictions. Whenever such restraints are imposed, processed and/ or value added products have to bear the brunt. Processed food sector and value addition in India forms but a minuscule portion of the overall agri economy and accounts for a small fraction of export of their commodities. Requirement of continuity in policy regime for encouraging investment in processed food sector is therefore an imperative. In the light of all these problems, the Government, in coordination with Agricultural and Processed Food Products Export Development Authority (APEDA), has been providing necessary technical inputs and financial assistance. APEDA has taken several initiatives for promoting export of perishable commodities. APEDA has set up common infrastructure facilities like Centres for Perishable Cargo (CPC) at various international airports like Delhi, Mumbai, Kolkata, Bagdogra, Amritsar, Hyderabad, Bengaluru, Chennai, Goa, Nashik, Vapour Heat Treatment facilities for
export of mangoes to Japan and Australia, Irradiation facilities for export of mangoes to USA, integrated pack houses, pre-cooling facilities, high humidity cold stores, Asceptic Packaging Unit and collection centres among others. In addition, exporters, through Scheme of Infrastructure Development, are encouraged for purchase of reefer vans, setting up integrated pack houses, pre-cooling facilities, high humidity cold stores etc. so as to maintain cool chain which ultimately helps in maintaining the quality of the produce exported from India. Appropriate market intelligence in terms of reliable trade data on demand, supply, season, process etc. is another critical requirement of the exporters to diversify and explore new markets. APEDA has achieved market access for various products in hitherto inaccessible markets such as mango to USA, Japan, Australia and China; grapes and bitter gourd to China, basmati rice to Japan, Mexico and China; mango products to Mexico, livestock products to Algeria, Syria, Egypt, Morocco etc. Packaging is critical for delivery of product in good condition. APEDA has got developed packaging standards and specifications for various fruits, vegetables, cut flowers etc. Exporters using packaging of these standards and specifications are also given financial assistance to the tune of a maximum of Rs. 5 lakhs per annum. Food safety is a primary concern in international trade. There is an increasing need to provide greater assurance about the safety and quality of food to the end consumers. Paying heed to the concerns of food safety and traceability shown by importing countries, APEDA has introduced traceability system for export of grapes to the EU countries via GrapeNet, pomegranates to EU via AnarNet and or-
ganic products via TraceNet. APEDA has encouraged and provided financial assistance to exporters for implementation of food safety standards in various sectors such as meat, poultry and dairy manufacturing units, units manufacturing mango pulp, pickles, dehydrated products etc. APEDA has also introduced a stringent system for recognition of export testing laboratories (23 at present), which has helped in upgrading their testing capabilities in terms of human skills and testing infrastructure. Research & Development is an important activity with the objective of export enhancement programme. For the benefit of processors/exporters, APEDA gets R&D work conducted through expert institutions in accordance with trade requirement for development of value added products, improvement in processing technologies, development of new varieties etc. High airfreight cost has been a persistently inhibiting factor in enhancing export potential and erodes the production cost advantage in India. High storage and inland transportation costs further aggravate the situation impeding growth in export of agricultural and processed food exports. Through the scheme for Transport Assistance, aid to exporters of horticultural, floriculture, processed food and animal products is extended. To further facilitate the export of perishable agri produce, the Government through the Foreign Trade Policy 2009-14 made a provision for introduction of a Single Window System. Apart from these initiatives, APEDA has also taken several other export promotion measures for fruits and vegetables from time to time. A number of agri export zones for fruits and vegetables have been set up in different parts of the country. AEZs entail focused channelisation
of efforts and assistance in a converged fashion for the overall development of supply and value chain of the identified produce. APEDA also encourages exporters to participate with it in various international trade fairs which offers opportunity to the participants to get exposure and access to business channels overseas, thus augmenting export opportunities. APEDA has initiated a programme for integrated training of horticulture produce for some identified fruits like grapes, mangoes, litchis in selected regions. In the first step, APEDA has selected certain varieties of mangoes from the major producing belt i.e. Alphonso mangoes from Ratnagiri, Kesar mangoes from Aurangabad. APEDA has implemented the Integrated Training Programme in identified mango areas, response of which have been encouraging. APEDA has also made efforts to establish a semi-commercial facility in India to meet the commercial requirement. In this direction, APEDA received a 1.5 tonne capacity machine to treat 20 feet containers (8-10 tonnes in one-day treatment). This facility has been established by Maharashtra State Agricultural Marketing Board (MSAMB) at Vashi, Mumbai. APEDA has also initiated experiments of Controlled Atmosphere containers for the sea transportation of mangoes to various countries. APEDA has also been providing financial assistance to exporters for packaging, infrastructure development like packhouses, pre-cooling facilities, reefer vans etc, brand publicity through advertisement, purchase of laboratory testing equipment and implementation of quality systems etc. In this way, efforts for upgradation of post-harvest handling, distribution and marketing facilities have been able to cut down on wastages and for preserving the quality of fresh produce.
Micronutrient Mixture for Mega Harvest

ndia - the land of spices is the biggest producer, consumer and exporter of spices. The country grows over 50 different varieties of spice and produces around 2.7 million tones of spices. Around 0.25 million tons of our total produce (8-10%) is exported and the Indian share of the world trade in spices is 45-50% by volume and 25% in value. In other words, spices sector account for 6% of the agricultural GDP of the country. No wonder, spices plays a pivotal role in Indian economy. The flavor and fragrance of spices depend on the soil on which they are grown. Continuous exploitation of this precious soil without replenishing the nutrients, especially micronutrients, results in low yield, poor quality of the produce besides making the crop susceptible to pests and diseases. Indian Institute of Spices Research (IISR) in Kozhikode, a premier research organization on spices under the Indian Council of Agricultural Research (ICAR), New Delhi has developed a nutrient mixture which recharges the soil with essential elements and ensures high yield from spice crops. In India, spices are grown mainly in red and laterite soil of South India, Western Ghats and North Eastern states where soil is highly weathered and low in nutrient status. The productivity is found to be one of the lowest compared to other competing countries and the reason is mainly attributed to improper management. In spices, quality of the produce, amount of oil, oleoresin, curcumin etc are more important as the export basket is mainly concentrating on value added products of spices.
Soil under Pressure
“Adoption of high production technology and cultivation of high biomass producing high yielding varieties have put enormous pressure on soil nutrient reserve and this has led to great imbalance in nutrient pools in the soil,” says Dr. M Anandaraj, Director of Indian Institute of Spices Research (IISR), Kozhikode. “A large chunk of soil has been rendered deficient in micronutrients, which is one of the major reasons that our crops have stopped responding to high analysis NPK (Nitrogen, Phosphorus and Potassium)
fertilizers. Low pH, Phosphorous toxicity, limited use of micronutrients, chemical fertilizers and application of inadequate quantities of organic manures have made the situation more complex,” says Dr. V Srinivasan, Senior Scientist, Soil Science, IISR. Studies showed that 40-55% of Indian soil is moderately deficient in Zn (Zinc), while 25-30% is deficient in B (Boron). Deficiency of other micronutrients occurs under 15% of soil. These deficiencies/limitations reduce yield significantly.

Micronutrients are those essential elements like copper, manganese, zinc, iron, boron, molybdenum sulfur etc which are required by plants in very small amounts. Besides promoting plant metabolic activities and growth of the plants, they play a major role in improving quality, size, color, taste, earliness, input use efficiency of NPK fertilizers, water, disease resistance etc. A lesser-understood phenomenon is their role in determining quality and the post harvest life of harvested produce. As these nutrients are costly and needed in very small amounts normally a fertilizer dealer will not stock them like other bulk fertilizers and hence farmers find it very difficult to correct micronutrient deficiencies. “In order to find a solution for this serious problem, scientists at IISR have developed crop specific, soil pH based micronutrient mixtures for foliar application in black pepper, cardamom, ginger, and turmeric crops which guarantees 15 to 25% increase in yield and quality,” adds Dr. M Anandaraj. An innate advantage of these mixtures is that they can also be used in organic agriculture and therefore are gentle and environment friendly. While organic manures enhance soil microbial activity and therefore nutrient transformation or mobilization, these mixtures are guaranteed to enhance both yield and quality of the crop produce. “The technology is a low cost one and hence farmer friendly. For one acre crop, about 2 kg micronutrient mixtures costing approximately Rs 400 per spray are needed. For each crop two sprays at specific growth stages are recommended,” says Dr. S Hamza, Chief

The scientists also have standardized its application for various crops. For black pepper foliar spray @ 5g per liter water should be given once during spike initiation with the onset of monsoon and another after two months. For cardamom foliar spray @ 5g per liter water should be given once during panicle initiation and another after three months. For ginger and turmeric foliar spray @ 5g per liter water once during 60 days after planting and another 90 days after planting is recommended. The mixtures are soil pH based and are tailor made for acid soil (pH <7.0) and for neutral to alkaline/ sodic soils (pH >7.0). While increased yield and growth is possible due these mixtures, it is important to note that these mixtures should not be mixed with any other chemicals to save labour and time. Though these mixtures are essentially for spice crops, these can be used for increased yield in fruit and vegetable crops as well.The mixtures were tested in six farmers’ fields in various parts of the country. Field trials in ginger were carried out in Kerala and Karnataka while turmeric was done in Kerala, Andhra Pradesh and Tamil Nadu. The micro nutrient mixture for black pepper was tested in Kerala and Karnataka states and cardamom in Madikeri, Karnataka.
Entrepreneurship Opportunities
The products are in the process of patent protection and commercialization. Entrepreneurs who want to produce and market these mixtures on a commercial scale can approach the institute for getting non-exclusive licenses. The Institute Technology Management and Business Planning and Development Unit (ITM-BPD Units) at IISR also help the entrepreneurs to prepare business plans for establishing manufacturing units. BPD unit also provides consultancy services for commercial production. The mixtures are available at IISR Chelavoor campus as well as at Krishi Vigyan Kendra, Peruvannamuzhi.
