Protest in city against water scarcity Srinagar, June 11: ) Dozens of people including women on Wednesday held a protest against the scarcity of water in the outskirts of Srinagar city. Says his government will leave no stone unturned to fulfill promises New Delhi, June 11: Prime Minister Narendra Modi on Wednesday said that India needs to establish its identity as “skill India” and not “scam India” and there was need to create a people’s movement for good governance. In his maiden policy speech in the Lok Sabha in reply to the motion of thanks to the President Pranab Mukherjee’s address, Modi, who came to power on May 26 at the head of a NDA government, said the government would “leave no stone unturned to fulfill” the promises made by it. In his nearly hour-long speech, which he spoke ex tempore and was heard with rapt attention by members, Modi said there was need to take bold decisions and also make small innovative changes at every level for the country to realise its potential. Reaching out to minorities and underprivileged groups, particularly Dalits, tribals and Muslims, he said there was need for focused activity to improve their economic condition. He said the conditions of Muslims has remained unchanged, alluding to the fact that nothing much has been done for these people despite all the talk by previous gov-
ernments. “I don’t see it as appeasement. A body is not healthy, if any of its part is not healthy,” he said with specific reference to the community for the first time. Sending a strong message on the issue of women’s security, Modi said politicians should stop commenting frivolously on such incidents. “I want to appeal to the politicians of the country, stop this psychological analysis of incidents of rape. It does not behove of you,” Modi said. “They are playing with the dignity of our mothers and sisters. Such commentary is not appropriate at political level. The respect and security of women should be the concern of all 125 crore Indians,” he said. The prime minister’s comments come on a day when Maharashtra Home Minister R.R. Patil was reported as blaming “obscene advertisements” for rapes. Samajwadi Party chief Mulayam Singh Yadav had also

Srinagar, Jun 11 : Huriyat Conference (G) Chairman Syed Ali Geelani while welcoming the return of the Kashmiri Pandits to valley, Wednesday cautioned that the issuance of the separate lands to the community is fraught with the dangerous consequences and the same shall be opposed at large. According to the KNS correspondent, Geelani while addressing people at Airport road of the summer capital here stated that deliberate attempts are being made to disintegrate Kashmir’s ongoing resistance movement by launching the hidden attacks on Kashmir’s tradition, culture and history. He stated that Pandits are the part of Kashmir’s society and that they will always be welcomed in their homeland. “But here I want to clarify that once they are being offered separate homes at separate places, the same will be unacceptable and shall be opposed at large by the resistance leadership.” He also launched a scathing attack against GOI over the reports that the PaK refugees in Jammu shall be permanently settled in Jammu. New Delhi, June 11: Reflecting growing congruence in bilateral ties, China on Wednesday pitched for promoting a new security concept featuring mutual trust and cooperation to take the Sino-India relationship further. Chinese Ambassador Wei Wei also said that China and India should work closely to push for a mutually beneficial global economic regime and oppose protectionism of any form. “We should promote new security concept featuring mutual trust, mutual benefit, equality and cooperation,” he said while delivering a lecture at the Institute of Defence and Strategic Affairs. The comments by Wei Wei came three days after Chinese President Xi Jinping’s Special Envoy and Foreign Minister Wang Yi held extensive talks with External Affairs Minister Sushma Swaraj during which both sides agreed to further boost ties in diverse fields. With improving relations, the two countries are exploring the possibility of having joint exercises between the air forces and the navy, besides the armies
which have held three exercises so far and agreed to hold the fourth one in India this year. Seeking better economic and trade ties, Wei said both the countries should actively seek “common development” while following the principle of mutual benefit, cooperation and win-win situation. Cabinet approves scheme to appoint 8475 teachers, 43 posts for implementing RUSA Srinagar, June 11: The Cabinet which met here today under the chairmanship of Chief Minister, Omar Abdullah authorized the School Education Department to implement a scheme for the appointment of 8475 teachers on academic arrangement, along the lines of the scheme, already in vogue for higher secondary schools for the appointment of lecturers, an official spokesman said. Islamabad, June 11: Uzbek militants on Wednesday claimed responsibility for the deadly assault on Karachi’s international airport that killed at least 39 people, underscoring Pakistani Taliban’s reach and its ability to recruit foreign fighters to carry out suicide attacks. Ten Uzbek militants entered the Jinnah International Airport on Sunday night from different directions in two groups, resulting in a bloody standoff lasting for about 13 hours. Taliban has claimed responsibility of the attack. Shahidullah Shahid, Taliban spokesperson, told media that it was a joint operation by the TTP and Uzbeks. Govt constitutes committee to review stone pelting cases
Will take a decision on amnesty after receiving report: Kichloo Srinagar, June 11: State government has appointed a committee headed by IGP Kashmir to review the cases of around 50 youth detained under the charges of stone pelting. Talking to KNS, Sajad Kichloo, Minister of State for Home Affairs said: ‘We have constituted a committee headed by IGP Kashmir to review cases of youth involved in stone pelting. Many of these cases are presently being heard by the court and we will try to take a lenient view in cases where the youth are found involved in minor offences.” Kichloo said that a decision will be taken only after the committee submits its recommendations. “We do not want our youth to go astray and we want to facilitate their bright careers. We want to help our youth to come out of depression
and anxiety and channelize their potential in the best possible manner for their empowerment,” Kichloo told KNS. Reliable sources told KNS the committee will review cases of 50 youth in the first phase. The sources in police told KNS that 56 youth are presently booked under stone pelting charges which include one from Anantnag who is under police custody, one from Kulgam presently under judicial custody, eight from Shopian presently under police remand, four from Pulwama presently under police remand, 21 from Sopore presently under police remand, 21 from Baramulla out of which 17 are presently under police remand and four are under judicial custody. Modi said that government’s target of providing houses for all by 2022, the 75th anniversary of country’s independence, should be a “movement” and every MP, irrespective of his or her party, should support it. “Let it be a 10-12 year long programme... make it a movement. On 75 years of independence, we will remember all the great heroes of our country,” he said. Modi said Mahatma Gandhi had converted the urge for freedom among people into a people’s movement. “There is need to make a people’s movement for good governance,” Modi said and added that everyone should feel that the task he or she was doing was “for the country.” He also called for paying fitting tributes to Mahatma Gandhi’s birth anniversary by inculcating the habit of cleanliness and making it a nation’s movement. Dwelling on the need for realsing the country’s demographic dividend, he said country should pay attention to skill development as India was a young nation and 65 percent of the country was below the age of 35, but the majority lacked skills. In a veiled attack on UPA government whose term in office was riddled by controversies related to corruption, Modi said India’s image has become synonymous with “scam-India.” “We have to make India’s identity as skill India,” Modi said. Modi also said women need to come to the mainstream of economic activities. “Our mothers and sisters need to be connected with the mainstream from economic point of view,” he said. Citing the example of Sikkim, which will soon become an organic state, Modi said the goal, if achieved, will transform the lives of those living in the hill states. He said the whole of north-east India should be developed as an “organic state” to help the region prosper and capture the global market for organic products. “There exists a massive demand for organic agricultural produce in the world today. A large section of the world’s population today is interested in holistic healthcare, and is willing to pay any amount of money for such organic products,” he said. “If a small state like Sikkim can do it, why can’t we dream of developing the whole of north-east as an organic state? The government of India will help it in capturing the global market.”

There is no youth booked under stone pelting charges from Awantipore, Budgam, Srinagar, Ganderbal and Bandipora among these 56 youths booked under stone pelting charges. The minister of state for home affairs told KNS that the government will review all the cases against youth who have been booked for stone pelting at various places in valley and may release the accused in phased manner who are found to have been booked in minor offences under general amnesty plan. Kichloo said: “The government has taken a call on the issue after National Conference President Dr Farooq Abdullah said that youth booked under stone pelting charges deserve a hassle free life.” The amnesty plan is seen as one of the initiatives of party’s course correction plans that have been chalked out after facing a drubbing in the recently held Lok Sabha elections in the state. Unconfirmed reports say that around 600 youth were rounded up in the run up to the Lok Sabha polls. But most of them were released after the elections were over. More than 1,300 youth in the Valley face charges of rioting and stone pelting since 2010. Pertinently, Dr Farooq had on May 29, said the youth booked for stone pelting since 2010 need amnesty. The NC president had opined about amnesty after a group of young boys met appealed him to get police cases against them withdrawn. A group of youth in a party youth convention held in Srinagar had expressed serious concern about their ‘miserable life’ caused by the police cases against them. After meeting addressing the youth convention, while talking to reporters, Dr Farooq had observed “Today, I met youth who, were involved in stone pelting. They told me there are FIRs against them which should be withdrawn. They need to be given some sort of general amnesty,” Abdullah, who met a delegation of stone-throwers at the party headquarters Nawa-e-Subah here, said. (KNS)

During the meeting, it was given out that 13000 tonnes of coal valuing Rs. 7 crore is available for sale at Kalakote coal mine. The Minister directed the Managing Director J&K Minerals to put extra efforts for proper marketing of the coal so that resources could be generated to a greater extent for the corporation. The meeting also discussed various issues relating to workers working in the coal mine. The Minister approved enhancement of project allowance from Rs. 125 to Rs. 300 in favour of eligible workers of coal mines. The Minister directed the MD to conduct DPC on regular basis to encourage dedication among the coal workers. He also directed for submission of all pending SRO 43 cases for approval. The meeting also discussed issues regarding opening of new mines, status of consolidated and daily rates workers and enhancement of dearness allowance besides other issues and was given out that all pending demands would be considered in a time bound manner.

The Largest Tribal Religious Congregation at Sammakka Sarakka Jathara
S
ammakka Sarakka Jathara or Medaram Jathara is the largest tribal religious congregation in the country. The biannual Jathara takes place at Medaram village of Tadvai Mandal in Warangal district, in Telangana region of Andhra Pradesh. Approximately one crore devotees are expected to take part this time at the Jathara to be held between February 12 to 15, 2014. A little festival of tribal’s in a small village has become a major pilgrimage in the last six years. This festival is held to get the blessings of goddesses Sammakka and Sarakka. It's believed that in those 3 to 4 days of the Jathara, goddesses’ real presence is felt. With the Jathara nearing, arrangements at Medaram village have also been picking up speed. It might be noted that about 80 lakh pilgrims had taken part in the Jathara last time. The Sammakka Jathara was declared as a state festival by Andhra Pradesh government in 1998. Devotees in large number from neighbouring districts and different states including Chhattisgarh, Madhya Pradesh, Odessa, Maharastra, Karnataka and Jharkand participate at the Jathara. People offer bangaram (gold) in the form of jaggery of a quantity equal to their weight to the goddesses and take holy bath in Jampanna Vagu (stream). It is a festival with no Vedic or Brahmanic influence. Jampanna Vagu is a tributary to River Godavari. According to the history, Jampanna is the tribal warrior and the son of Tribal Goddess Sammakka. The Jampanna vagu took his name as he died in a battle fighting against Kakatiyan Army in that stream. The Jampanna vagu is still red in colour believed to be with the blood of Jampanna (Scientifically the red colour of the water is attributed to the soil composition). Devotees believe that taking a holy dip in the red water of Jampanna Vagu reminds of the sacrifice of their gods who save them and also induces courage into their souls.
The actual festival begins in the month of Magha, on Sudha Pournami (full moon day) evening when Sarakka (in the form of vermilion) would be traditionally brought from Kanneboyinapalle, a neibhouring village in the forest, and placed on a gadde, an earthen platform raised under a tree. By next sunset, the main goddess Sammakka (in the form of vermilion) will be brought from Chilukalagutta. There are two gaddes (platforms) separately one for goddess "Sammakka" and other for goddess "Sarakka". They are represented by bamboo sticks smeared with turmeric and vermilion (Pasupu and Kunkuma). Since time immemorial, there is a huge tree standing on Sammakka gadde. Hundreds of people who are often believed to be possessed by the goddess come here dancing ecstatically throughout their journey. People believe that Goddesses Sammakka, Saralamma fulfill their desires with their divine and miraculous powers. Couples visit to pray to the goddess to bless them with children. Many pilgrim pay their promises made to goddess during the Jathara, by offering jaggery, calf's, coconuts and donations in cash etc. Pilgrims take bathe in Jampanna stream to get purified and absolve from sins. When the priests bring out the ochre box and other relics from a hidden forest location, there is great tumult with frenzied beating of drums, blowing of trumpets and full throated yells. It is said that during the festival a huge tiger prowls around peacefully. According to a tribal story, in the 13th century some tribal leaders who went for hunting found a new born girl (Sammakka) emitting enormous light and playing amidst tigers. She was taken to their habitation. The head of the tribe adopted her and later she became the saviour of the tribals of that region. She was married to Pagididda Raju, a feudatory tribal chief of Kakatiyas, who ruled Warangal area. She was blessed with 2 daughters and one son namely Sarak-
ka, Nagulamma and Jampanna respectively. After sometime, there was a severe drought that lasted for years and as a result the mighty Godavari River dried up. Pagididda Raju didn't pay tribute to King Pratapa Rudra. In turn king Pratapa rudra sent his army to subdue the tribals and collect the tribute. Then a War was fought between tribal chief Pagididda Raju and Kakatiya army on the banks of "Sampenga Vagu" (Jampanna Vagu). The Koya army fought valiantly but could not withstand the well equipped Kakatiya army. Though fought valiantly Pagididda Raju, his daughters Sarakka, Nagulamma, son in law Govinda Raju lost (husband of Sarakka) lives in the battle. Later Jampanna also dies in Sampenga Vagu (after renamed as Jampanna Vagu in the memory of his heroic fight against well trained Kakatiya army). Upon hearing this news Sammakka also enters war and fights and causes lot of damage to Kakatiya army. Surprised by her Bravery and Valour the Kakatiya Prime Minister visited war ravaged Koya kingdom with proposal of peace and offered Sammakka a place in the emperor’s harem as the chief queen. Sammakka turned down the offer and resolved to continue the fight to avenge the dead. The battle continued and Sammakka was seriously wounded. Sammakka told her people that as long as they remembered her, she would protect them. Then, she cursed the Kaktiya dynasty to perish and with that wounded body proceeded towards Chilakala gutta and disappeared in the forest. The grieving Koyas searched for their queen all they found were a red ochre box (a container of vermilion), her bangles and the pug marks of a huge full grown tigress, exactly the same place where she was found as an infant by the koyas. The Kakatiya dynasty came to an end very soon. Since then the Koyas, Waddaras and other Indian tribes and castes have been holding festivals in memory of Sammakka and Sarakka regularly.
Latest Technique in Mineral Exploration Technology Infusion envisaged during XII Five Year Plan Period

SI has made phenomenonal contributions in the mineral sector and is carrying out systematic investigation for mineral resource assessment of the country in geologically potential areas through modern and sophisticated exploration methods involving modern geological mapping techniques, geomorphological and lineament mapping through study of satellite imageries, aero and ground geophysical studies and geochemical mapping. As part of this GSI has initiated extensive programme of modernization on the advice of the Parliamentary Standing Committee on Industries, and as per guidelines laid down by an Expert Panel on Modernization of GSI. The modernization programme is aimed to improve the regional exploration for assessment of natural resources by infusion of latest state of art technology. The technology infusion envisaged during the 12th Five Year Plan period is” Ø Strengthening of the state of the art equipment in chemical laboratories like ICP-MS, ICP-AES to match world standard in precision and also facilitate logical conclusion of mineral exploration within scheduled time. Ø Modernization and augmentation of equipment for ground geophysical survey like multi-channel gamma ray spectrometry, multi frequency EM system etc. Ø High-end petrological instrument for diamond, strategic and PGE exploration. Ø State of the art drilling machine (reverse circulation, hydraulic etc.). In order to improve the quality of exploration for mineral resources of the country, following equipment / instruments were procured or in the process of procurement as per the plan: § Airborne surveys including airborne magnetic, electromagnetic and gamma-ray surveys have proved quite useful in identifying first order target areas
worldwide and may be used as direct tool in exploration. The airborne survey is strengthened by procurement of heliborne multi-sensor airborne survey system comprising on board sensors like magnetic, gravity, time domain electromagnetic (TDEM) and gamma ray spectrometry and hyper spectrometry. § Application of geochemistry to mineral exploration, adopting conventional as well as advanced geochemical techniques, in soil surveys, stream-sediment surveys, vapour surveys and bedrock surveys has proved useful in detection of dispersion haloes of hidden ore bodies. To strengthen the geochemical exploration GSI has upgraded its regional laboratories by procurement of sophisticated instruments like ICPMS, EPMA etc. for low detection analytical determinations particularly for elements like gold, PGE, rare earth etc. § Application of time-tested geophysical techniques in locating concealed deposits is considered as one of the most effective exploration tools. Ground geophysical survey is being strengthened by procuring new sophisticated instruments like Multi electrode resistivity-IP unit, multi frequency EM profiling unit etc. § GSI has procured magneto telluric (MT) instrument to strengthen its geophysical survey over Indian craton to image the sub continental lithospheric mantle (SCLM). The outcome of the survey will enhance the scientific knowledge of the deeper parts of the earth and will help to model the process of craton formation more accurately which in turn will help in targeting concealed ore bodies/kimberlite bodies (KCR) § GSI carries out offshore surveys and mineral resource evaluation in the EEZ and TW. To strengthen the marine survey GSI is procuring one deep Ocean Going Research Vessel from M/s Hyundai Heavy Industries, South Korea. This will help in assessing the mineral/natural resources present in EEZ of our country.
The details of technological upgradation with adequate instrumental back up is as follows: o In the field of Thematic Geological Mapping (TGM), the technology infusion that has been envisaged includes: Field Laptop, or Table PC, Mapping GPS unit, GSI Portal, mobile mapping vans with portable generator. o In view of completion of systematic geological mapping over the country, an Integrated Thematic Mapping (ITM) has been visualized with required technology infusion that includes: Ground Penetration Radars [GPR], shallow drills, deep drills, Electron Probe Micro Analyzer etc. o As a redressal measure for effective analytical output with lower detection limits of geochemical samples, augmentation of the state of the art instruments such as ICPMS, AAS, XRF and DMA, in the laboratories of GSI has been incorporated. o In the field of geophysical mapping, the technology infusion that is being proposed includes high precision gravimeter and total field magnetometer. · For hyperspectral mapping, Space borne and Airborne Hyperion data with specific spectral range (necessary for geological objects) are to be procured and utilized. In this context, it is contemplated to have a continuous acquisition of hyperspectral data in collaboration with ISRO/ NRSG/NNRMS. · To enhance the pace of drilling and quality/reliability of subsurface information, it is necessary to induct improved techniques and equipment such as reverse circulation drilling with inbuilt system for controlled deflection of borehole path and adopting a combination of coring and non-coring operations in a single borehole. Rotary Air Blast (RAB) drilling which is fastest and cheap method is also to be inducted. State of the art drilling machines such as reverse circulation, hydraulic rigs, etc., are in the process of procurement.
