Hepatitis B Breaks in Lolab Kupwara, July 11: Hepatitis B broke out in Kaker Village of this North Kashmir district with more than 50 persons including five family members complaining of symptoms of the disease. Reports said that more than 50 persons suffered from Hepatitis B in Kaker Village, Lolab in frontier district of Kupwara. The residents blame polluted drinking water from Nalla, which is the main source of drinking water to dozens of villages in the area, for the outbreak of the disease. “The reoccurrence of Hepatitis B cases is common in the area,” Muhammad Sultan a resident said whose relative also felt victim to this disease. When contacted Block Medical Officer Sogam, Dr Farooq Qureshi said that a team of doctors led by him have rushed to the village for mass screening. “One of the affected families had been diagnosed under Hepatitis B at SKIMS Soura,” he said. The BMO said we have already taken blood samples of about 100 persons from the area for tests which are expected to be completed within two days. “The infection is blood-borne and can spread through infected needles and unsafe blood transfusion. So the medical team is conducting awareness program to prevent the spread of infection,” he said. He said the situation was “under control” and people did not need to panic. “As per the patients, they have taken contaminated water flowing in the area from a nearby jungle.”
Mysterious gas causes fire Srinagar, July 11: Fire tenders were pressed into service when a mysterious gas emanating while digging a bore well in Lalpora, Kupwara on Thursday. Fire tenders had to be called when a mysterious gas emanating while digging a bore well at Wani Mohallah Diver, Lalpora caught fire. The workers of the bore well machine managed to move to safer place. No one was hurt in the incident. A police statement said that the fire has been brought under control.

BSMS to keep eye British woman’s killing: Court frames charges on LoC in JK Jammu, July 11: Army's Northern Command Headquarters has floated tenders for the purchase of six Border Surveillance Management Systems (BSMS) for deployment in Jammu and Kashmir. "A surveillance system is required which can cater to Indian Army's peacetime requirements, both during day and night," said the Request for Proposal (RFP) document released recently by Northern Command's First Field Ordnance Depot.
The move comes in the light of increased attempts at infiltration across the Line of Control ( LoC) in J-K in recent months. The border area already has in place a strong surveillance mechanism, including three-tier fencing, flood-lighting, sensors, thermal imagers and manual patrolling, and the BSMS is only expected to enhance the Army's anti-infiltration capabilities. With recent census indicating drastic decrease in child sex ratio, Chief Minister Omar Abdullah on Thursday termed as worrisome the female foeticide in Jammu and Kashmir and called for need to reverse the trend. Of 2014 Assembly Elections – where do political parties stand? Shahana Srinagar, July 11: The Assembly elections slated to be held in 2014 will not be an easy going for all major political parties in J&K. Gone are the days when people used to be swayed away by hollow slogans and false promises. Gone are the days when all the blames were being attributed to the central government to hide the failures of the state players. Gone are the days when people used to be carried away by the slogans of safeguarding dignity and honour of Kashmiris and opening up of Rawalpindi Road and so on. Now the people judge every political party and individual on the basis of his performance and fulfillment of his promises. In J&K, there are four major parties which count in the political arena. Indian National Congress (INC) which is heading the coalition at the
centre and a partner in the state has lost the lead role in J&K due to the withdrawal of support by PDP to Ghulam Nabi Azad and subsequent anti incumbency vote guided by communal passion in Jammu region. The Amarnath Land Row became the main reason for its debacle because the people of Jammu enmass voted in favour of BJP reducing the congress tally from 28 to 17. Now this party will try its best to regain its lost glory in the coming elections, on the basis of what it did in the state on the developmental scene and also in rebuilding the basic infrastructure which had been destroyed during the last three decades. The second largest party at the central level BJP has hardly anything in its kitty of achievements. It will not be a force to reckon with as the party has disintegrated in the state and seven of its members stand expelled from the party. The party
cannot be written off totally because it can still create problems with its old mantras of a separate state for Jammu and revocation of Article 370. As far as National Conference and PDP are concerned, they are the major players and will leave no stone unturned to grab the power. If National Conference has not much to boast during the last over four years, it has still deep roots in elder generation and also in Srinagar city and some other pockets, where it can prove very tough for its opponents. The party has failed on major fronts like tackling of unemployment problem, power supply, and developmental scenario besides its political endeavors which will be discussed in the coming articles. As far as PDP is concerned, it has gained strong grounds in south Kashmir and some areas of North Kashmir. Though like National Conference, this party has also nothing much to show, still
its political overtures can cause heavy damage to other three parties. However, the recent change of tune by National Conference, speaking similar language as that of PDP can render PDP less effective as it mainly depends on revocation of AFSPA, withdrawal of army and softening of boarders. The National Conference is using the same turf to keep PDP at a bay. Now let us discuss the performance and prospects of these parties in details which will give us an idea about their standings. As National Conference is heading the coalition govt. in the state, it will be pertinent to elaborate on what this party promised in its election manifesto of 2008, its achievements both political and developmental and also its future prospects. The first promise, the party made in its election manifesto was overall development of the state, because the party thought
that the vote of the people is for development whereas political issues should be addressed politically involving all stake holders. Their valiant struggle in 1931 was for change, a struggle against monarchy, oppression and feudal repression,” he said in a statement. “Our
struggle today is for change as well – against murderous and treacherous dynasties that left the Dogra monarchy well behind in their unquenchable thirst to kill, imprison and humiliate Kashmiris. Srinagar, July 11: Mr. Rajender Tiku, a Sculptor who is well known all over the country, called on Mr. N. N. Vohra, Governor, at Raj Bhavan here today. Mr. Tiku briefed the Governor about the photograph series, “Earth Pictures”, which he is presently working on and about his latest sculptures. Mohi ud Din Reshi bereaved, son Naveed drowned to death at Udaipur SRINAGAR, JULY 11: Naveed Atiq had recently completed his degree in Hospitality and Hotel Management (H&GA) from Institute of Hotel Management Srinagar. Naveed a hardworking and brilliant student got his placement in a Seven Star Hotel Oberoi, Udaipur (Rajasthan) and joined his job on 13th of previous month. Naveed on July 10 (Wednesday) along with his associates went to Badi Lake, 22 Kms. from Udaipur for picnic. While swimming in the lake, Naveed drowned and despite efforts by his colleagues and others could not be saved. Thus he remained in his job for only 27 days. Naveed was the son of Mohi-ud-din Reshi, former Editor of famed Kashmiri

ne is alarmed to see a large number of Children indulging in smoking. A walk down the bund along river Jhelum in Srinagar is enough to gauge the intensity of the problem. Children in their teens and wearing school uniforms can be seen puffing cigarettes without any inhibition. One wonders as despite being too young to legally purchase tobacco products, the number of those aged between 11 and 15 choosing to smoke has risen alarmingly. Despite a ban on the sale of tobacco products around schools, the kids are able to get them under the table. Kids taking to smoking is very alarming for the parents as well as the society as most long term smokers take up the habit in childhood. Almost one in three (27%) of under-16s have tried smoking at least once, a study has revealed. Some years back the Government launched and introduced mandatory standardised packaging for tobacco products. Health campaigners have welcomed the proposal, but opponents claimed it would lead to increased smuggling. With such a large number of youngsters starting to smoke every year, urgent action is needed to tackle the devastation caused by tobacco. Replacing slick, brightly-coloured packs that appeal to children with standard packs displaying prominent health warnings is a vital part of efforts to protect health. Reducing the appeal of cigarettes with plain, standardised packs will give millions of children one less reason to start smoking. Figures underline the importance of sustained action to discourage young people from starting. Smoking kills and is responsible for at least 14 different types of cancer. Standardised packaging is popular with the public and will help protect children. The Government should show its commitment by introducing standardised packs as soon as possible.In December, Australia became the first country in the world to put all tobacco products in standardised packs. Cigarette packets and other products are all sold in a standardised colour, with only the brand name and graphic warnings visible.More than 800 children visit their doctor every day suffering from the serious effects of breathing in second-hand smoke, according to a new report.The figures have been highlighted as the Government launches a campaign to increase awareness of the hidden dangers of smoking in homes and cars. According to research by the Royal College of Physicians, more than 80% of second-hand smoke is invisible, odourless and contains harmful cancercausing toxins and poisons. It's well known that smoking kills, but many smokers still don't realise the damage their smoke causes to those around them. Second-hand smoke can be an invisible killer and with more than 300,000 children seeing their GP each year because of it, we need to make sure people know how dangerous it can be. Giving up smoking is by far the best way to protect family. Smoking around children is harmful, especially in homes and cars, so it's vital they are protected from the dangers of second-hand smoke. Parents and teachers should understand their responsibility. Parents should keep a check on their children. They should counsel their children and motivate them to leave smoking if they do so. Teachers are also equally responsible. If a child remains absent from class, his/her parents should be informed immediately.

Measures to Check Cheating of investors by Unscrupulous Companies
C
heating of investors by unscrupulous companies takes many forms, such as: ‘vanishing’ after raising money through public offers; illegal collection of deposits in violation of Section 58A of the Companies Act, 1956; floating sham ‘Collective Investment Schemes (CIS)’ in violation of SEBI Act; collecting money from public by posing as ‘Non-Banking Financial Companies (NBFCs) in violation of RBI Act; and resorting to ‘Ponzy’ or money circulation schemes under the Prize Chits and Money Circulation Schemes (Banning) Act, 1978. The Ministry of Corporate Affairs has taken action against ‘vanishing companies’ which have raised funds through initial public offer but thereafter are not traceable. The Ministry has also taken action against certain companies which have failed to repay deposits to public violating Section 58A of the Companies Act, 1956. Complaints of cheating by companies which promised high rates of interests to investors, have been received against 87 companies. In these cases Inspection under Section 209A/ Investigation under Section 234 of the Companies Act, 1956 has been ordered. Securities and Exchange Board of India (SEBI) also looked into the affairs of 669 companies whose operations were in violation of SEBI (Collective Investment Schemes) Regulations, 1999. The amount collected by these companies was about Rs 7,435 crore. Out of these companies, 75 have been wound up and the money refunded to the investors. A total of 552 companies were prosecuted; convictions have been secured in 124 cases. RBI also regulates deposits / investments of the public with Non- banking Finance Companies (NBFC) that are registered with RBI. Complaints received against companies posing as NBFC’s and Unincorporated bodies indulging in cheating / fraud are forwarded by RBI to the Economic Offenses Wing of the State Police for investigation and further action. There are certain companies which have floated fraudulent investment deposits mobilizing schemes (also called ponzi schemes) under various guises and are liable for action under the Prize Chits and Money Circulation Schemes (Banning)

The MoUs signed with FIU-IND will lead to better and faster exchange of information between the three Government entities. FIU has been playing a pivotal role in the collection and dissemination of information on suspicious banking transactions under the Prevention of Money Laundering Act, 2002. FIU-IND has been helping both the Ministry and SFIO from time to time by supplying information on suspicious banking transactions. Having access to banking information as well as expertise of FIU, the MoU will help SFIO in conducting its investigation in a more effective manner. These initiatives will facilitate development of a comprehensive EWS for detection of fraud and malfeasance at the earliest. The concerned regulatory agencies of the Central Government have adopted different measures aimed at sensitizing the public of the need to be cautious while making investments into schemes, etc. The Ministry of Corporate Affairs conducts Investor Awareness Programs (IAP’s) for making the public aware of the various instruments of investments available to them. Similarly, RBI issues notice in newspapers regularly to caution the public against the design of entities in collection of deposits illegally. Editors of Newspapers are also sensitized to exercise caution for accepting advertisements pertaining to acceptance of deposits by unincorporated bodies. Presently, RBI is in the process of undertaking a comprehensive campaign aimed at alerting the public against falling prey to the Ponzy schemes and other monetary mal-practices. SEBI also conducts Investor Awareness Programs in cities / towns across the country and has recently launched publicity campaigns through electronic and print media.
Network of Agromet Service
istrict-level agrometeorological advisory service, providing a 5-day weather forecast for farmers, in 550 districts made operational by the India Meteorological Department is providing information through mobile to about 2,500,000 farmers for planning their agricultural activities. The Agromet Advisory Services through various channels have resulted in significant increases in farm productivity, resulting in increased availability of food and higher income generation. It has helped the farmers not only in increasing their productions but also reducing their losses due to changing weather patterns and others problems. There is need to ensure that all farmers, small, marginal and big, are able to benefit from the Agromet Advisory Services. At present about 15 percent of the farmers are benefitting from the SMS services and about 24 percent farmers are aware about Agromet services. The economic benefit of these services which has been estimated by NCAER at Rs.50,000 crores per year is extrapolated to rise to Rs.211,000 crores if the entire farming community in the country were to apply Agromet information to their agricultural activity. Still no doubt there is a long way to go in not only increasing production but raising the income of farmers and reducing their losses and ultimately distress. It is a challenging task for the Government, IMD as well as the other stake holders to achieve this. However making use of IT and developments in the field of information technology transfer many new initiatives are in pipeline to far reach the AAS service by the IMD. Soon IMD will be launching spoken web service so that farmers across the country can soon get their agriculture and weather-related queries answered and it will also provide an interactive medium
for the farming community which will be of great use to illiterate farmers who are not technologically equipped. Dissemination Disseminating agrometeorological information is part of a process that begins with scientific knowledge and understanding and ends with the evaluation of the information. The task of AAS is to provide information to help farmers make the best possible use of weather and climate resources. For a very long time programme like Krishi Darshan were the only source of information for farmers across the country. In the changing scenario and revolution IT sector the dissemination of information to farmers too is taking multi-channel routes. Good communication and working relationships mechanism have been set up under IAAS with the largest agricultural extension agencies in the country, network of Krishi Vigyan Kendras (Agriculture Science Centres), Kisan Call Centre etc., to promote participatory methods for interactions with farmers. Due care is being taken regarding content of the message which must be relevant to the weather based farm decision making by the farmer. This involves the identification of weather & climate sensitive decisions and interactions between the weather forecasters from meteorological Centres of IMD and the agriculture scientists from Agriculture Universities and Institutes of Indian Council of Agriculture Research to develop weather based advisories and technological decisions. Information is disseminated through multi-modes. It includes All India Radio, Doordarshan, Print Media (local news paper in different vernacular languages), internet as well as group and individual relationships through email, telephone etc. The use of media such as mobile, e-mail or the Internet by the farming community is on significant rise. SMS and voice messages on mobiles are
the latest techniques to reach out to the farmers. Of late encouraged by many State Governments Maharashtra, Tripura, Arunachal Pradesh, Madhya Pradesh and Kerala, many private firms started disseminating advisories through SMS to the farming community under PPP mode. Like Reuter Market Light, Handygo, Vritti Solution, IFFCO Kisan Sanchar Limited (IKSL) and Nokia are disseminating the agromet advisories through SMS and Interactive Voice over cell phone to farmers at 15 states namely Uttar Pradesh, Punjab, Haryana, Rajasthan, Madhya Pradesh, Orissa, West Bengal, Gujarat, Karnataka, Kerala, Tamil Nadu, Andhra Pradesh, Bihar, Maharashtra and Himachal Pradesh. State Department of Agriculture, Government of Maharashtra has taken an active role in disseminating advisory in local language through SMS to the farming community of Maharashtra. At present 2.8 million farmers are benefited by this service. Awareness Programmne As the interaction between the weather and agriculture is complex, it is not just a case of applying a simple solution and expecting the same to be implemented by the farmers. More targeted weather and climate information can increase preparedness and lead to better economic, social, and environmental outcomes for farmers. Given the current concerns with climate change and it’s impacts on crop productivity, there is an urgent need to sensitize the farmers about the projected climate change in their regions and the different adaptation strategies that can be considered to cope with the projected change. Hence, awareness process to understand the influence of weather and changing climate on sustainable agricultural production is an integral part of the service. Under IAAS, awareness programs for farmers highlight
the farming community about the climate change and its impact on agriculture are being conducted. 76 such programs have been conducted across the country so far. Feedback Regular feedback from farmers, State Agricultural Departments and Agricultural Universities, ICAR and other related Institutes is being collected and processed for further improvement of services. Feedback informations are collected from Regional and stations of DD, AIR, and FM channels, Krishi Vigyan Kendras, ATMA, CSCs, NGOs, VRCs and VKCs and by participating in kisan melas and field visits. India Meteorological Department (IMD) in collaboration with AMFUs, SAUs, IITs etc., also published Agromet Brochure in 14 regional languages highlighting the activities of IAAS. Impact Assessment Impact assessment of weather forecast based agro-advisory service shows that in most of the cases use of AAS advisories resulted in decline in the cost of cultivation up to 25% for the study crops. In some cases, cost of cultivation did increase up to 10% as a result of follow up action on AAS advisories, but this was more than offset by the consequent increase in net returns up to 83%, with a modal value of 20%. The major crops which benefited most from the use of AAS service are paddy, wheat, pearl millet and fruits and vegetables. This proves the usefulness of AAS advisories. This also endorses the need for dissemination of Integrated AgroMeteorological Advisory Service (IAAS) information to farmers on a wider scale and convincing them about its positive impacts on a sustainable basis. Equally important but the most challenging task would be to enhance the accuracy of weather forecast and to make the AAS more useful and demand-driven for the farm households.

Exercise is not just good for physical health, but it can also boost our mental health, say experts. Now, a new study has explored psychosocial factors that may help to explain connection between physical activity and mental health.Karin Monshouwer of the Trimbos Institute in the Netherlands and colleagues at Trimbos and VU University Medical Center specifically wanted to examine two existing explanations for the link between exercise and mental health.The self-image hypothesis suggests that physical activity has positive effects on body weight and body structure, leading to positive feedback from peers and improved self-image, and ultimately improving mental health.The social interaction hypothesis, on the other hand, holds that it's the social aspects of physical activity - such as social relationships and mutual support among team members that contribute to the positive effects of exercise on mental health. Monshouwer and her colleagues surveyed over 7000 Dutch students, ages 11 to 16. The adolescents completed validated surveys aimed at assessing their physical
activity, mental health problems, body weight perception, and participation in organized sports. The researchers also gathered data on the adolescents' age, gender, and socioeconomic status; whether they lived at home with their parents; and whether they lived in an urban area. The researchers found that adolescents who were physically inactive or who perceived their bodies as either "too fat" or "too thin" were at greater risk for both internalizing problems (e.g., depression, anxiety) and externalizing problems (e.g., aggression, substance abuse). Adolescents who participated in organized sports, on the other hand, were at lower risk for mental health problems. Confirming both the self-image hypothesis and the social interaction hypothesis, adolescents' body weight perception (i.e., "too heavy," "good," or "too thin") and sports club membership each partially accounted for the relationship between physical activity and mental health, even after taking adolescents' backgrounds into account.These results suggested that certain psychosocial factors - body

researcher from Harvard, said. "This is particularly true for children who have been diagnosed with sleep disorders, but may also have more widespread implications as recent studies have found that most adolescents get less sleep than they require," she said. In the study, researchers examined pulses of luteinizing hormone (LH)
secretion in relation to specific sleep stages in children ages 9-15. LH is essential for reproduction and triggers ovulation in females and stimulates the production of testosterone in males. LUCKNOW: The Allahabad High Court on Thursday stayed with immediate effect caste-based rallies throughout Uttar Pradesh, while issuing notices to central and state governments, EC and four major political parties. “We stay caste-based rallies throughout the state of UP,” the Lucknow bench of the Court comprising justices Uma Nath Singh and Mahendra Dayal said on a PIL filed by a local lawyer Motilal Yadav. The ruling comes in the backdrop of the BSP recently organising Brahmin Bhaichara Sammelan in 40 districts of the state, including one addressed by party supremo Mayawati at Lucknow. Son of cop who probed 26/11 attack shoots himself with father's gun A 21-year-old man, son of a police officer who was part of the 26/11attack probe team, allegedly committed suicide by shooting himself at the family’s Tilak Nagar residence around 7.15am on Wednesday. The deceased, Tejas Sawant, used his father’s service pistol to end his life, the police said. The night before, Tejas had sent a text message to two of his friends from his cell phone which read: “One day no more, forever”. Wearing jeans and a tee-shirt, Tejas’s parents and younger sister found him sprawled on the blood-splattered floor of their two-bedroom flat on the eighth floor. They had rushed out of their rooms on hearing a loud thud (the gunshot). Tejas, who was sleeping on a sofa in the hall, put a bullet through his temple. Bengal panchayat polls tomorrow, attacks on State Election Commission continue KOLKATA: The first phase of the crucial panchayat polls in West Bengal will begin tomorrow even as the ruling Trinamool Congress kept up its attack against the State Election Commission. Criticising the state government for ‘dilly-dallying’, the Supreme Court had on July two refused to reschedule the dates of the polls which are to be conducted in five phases beginning from July 11 as per its direction. In the first phase, polling will be held in Bankura, West Midnapur and Purulia districts in the former Maoist stronghold of junglemahal. Of the total 58,865 seats going to polls, 6,274 have been won uncontested, a majority by the Trinamool Congress. In all 1.7 lakh candidates are in fray in over 17 districts. Most panchayats and zilla parishads are now under control of the Left Front. The TMC, the ruling party, and opposition Congress have failed to reach an understanding over seats and the CPI(M)-led Left Front, which is still smarting from the humiliating defeat in the assembly polls, is looking to cash in on it. Trinaool Congress leaders claim that the party is confident about continuing its winning streak since the assembly polls in 2011 and prove that the Saradha chitfund scandal, Kamduni rape and murder and a string of other incidents will not have a bearing on the poll results.
