JKCCC criticize Govt. for delay in PCI funding Srinagar, Jan 11 (KNS): The Jammu Kashmir central contrac-
tors coordination committee (JKCCCC) General Secretary Farooq Ahmad Dar Saturday criticized the government for failing to fetch the Rs 22 hundred crore funds from the Planning Commission of India. “The 10 months delay in the fund allocation for the state has hit some 6600 projects in the state,” reads the statement issued to KNS. EDITORIAL/ OPINION Performance New Paradigms in sheet- Not so encouraging Agricultural Research T T Zabarwan Times
Sunday 12 January 2014
he recently released list of achievements by the state government during last five years speaks volumes about the performance of coalition. The list of achievements indicated can be termed at the most an average performance sheet but it cannot be termed as historic by any measuring rod. The coalition has spent these five years in utter atmosphere of differences, confusions, and indifferent attitude against each other. They not only criticized each other but used abusive language. The intense attacks on their leadership and policies created much confusion and the whole administration became almost paralyzed and dumb to the problems of the people as two warring political parties NC and Congress created a chaotic atmosphere in the state. Though the central government provides sufficient funds in different fields but accept some departments like rural development MNREGA nothing worth mentioning was achieved. The health sector, the education, the road connectivity and the electricity supply remained as they were five years back. Though the Chief Minister Umer Abdullah sincerely tried to boost up the economy of the state and initiated some new ideas but the people around him and the black sheep in politics and bureaucracy did not allow these programmes and initiatives to succeed. The five years were also marred by scandals, useless agitations and non performance of a section of government employees who were only interested in their personal benefits rather than the public welfare. However this does not mean that the coalition was a total failure in every respect. There were some good initiatives like Sheri-Kashmir Employment Guarantee Programme for Youth and some major expansion and developmental projects started by this government which were going on, though on slow pace. The initiative on employment on fast track was really commendable but unfortunately the bureaucratic hurdles are not allowing it to be a success. The state government has still about a year to go. If the Chief Minister wants and takes concreter steps he can turn the table by this one year as far as his political fortunes are concerned. If he does not do that he will be on slippery turf in the future elections, and both the parties NC and Congress will be big losers.

Clean and Green Fuel ‘LNG’ in Kochi
P
etronet LNG Limited’s project at Kochi is one of the largest investment in Kerala in the recent years. Built at a cost of Rs.4,500 crores, it is one of the finest facilities in the world and has been constructed by contractors from Japan, Taiwan and various other Countries. The project contains facilities to import, store and regasify 5 million tonnes per annum equivalent of Liquefied Natural Gas (LNG). It has been constructed to provide a clean and green fuel to the industries and transport sectors. LNG is clean and safe fuel due to the molecular structure of LNG and results in lower particulate emissions than diesel and other fossil fuels. It also provides less greenhouse gas and toxic emissions than low-sulphur diesel and requires a much higher ignition temperature than diesel etc. Petronet LNG Limited’s (PLL’s) Kochi LNG project is poised to bring an industrial revolution in the State of Kerala by helping various existing and upcoming industrial units. It will also help transform the household and the transport sectors once they switch to natural gas usage The LNG terminal would be an important and strategic source for providing uninterrupted, clean and affordable fuel alternate for the State. The project has started supplying gas to the refinery at Kochi and to the Fertilisers & Chemicals Travancore Ltd (FACT) besides a number of other smaller consumers. Ernakulam district has been presently included in the fourth round of bidding for City Gas Distribution (CGD) project. Many other districts are expected to follow. LNG is going to play an important role to meet this growing demand of CGD sectors in the State. More than 30 per cent of the electricity produced in the State comes from thermal power plants, of which more than 80 percent uses liquid fuel. This dependence on liquid fuels makes the cost of generation one of the highest in the country. Substituting these fossils fuels with the natural gas / LNG would be an economical and cleaner option for the State. GAIL (India) Ltd., one of the promoting companies of Petronet LNG Limited is laying a network of pipelines across the State of Kerala. Plans are underway to connect various clusters of industries and also some of the large power plants like NTPC Kayamkulam.Petronet LNG Limited currently imports 7.50 MMTPA of LNG from Qatar under a 25 year long-term agreement. It also imports LNG on a spot and short-term basis from various suppliers all across the world, ranging from Nigeria, Australia, Trinidad & Tobago, Egypt and many other places. Petronet LNG Limited has a 10 Million Metric Tonnes per Annum (MMTPA) plant in the State of Gujarat. It has recently embarked upon the process of further expanding the capacity of its Dahej plant to 15 MMTPA. It is also in the process of setting up a 5 MMTPA facility at Gangavaram in the State of Andhra Pradesh. With these three plants PLL hopes to have a combined LNG capacity of 25 MMTPA by 2017-18, making it one of the largest LNG terminals in South East Asia.
he Indian Council of Agricultural Research is an apex organization in the country spearheading agricultural research, education and extension activities for productivity enhancement and diversification of Indian agriculture. The comprehensive initiatives taken by the Council have led to notable accomplishments in natural resource management, input use efficiency, climate resilience, secondary agriculture and economic transformation of farmers though technological interventions. The science-led and technology- driven agriculture is duly supported by appropriate institutional mechanisms, enabling environment and policies. ICAR with 99 institutes, 69 Agricultural Universities and 636 Krishi Vigyan Kendras (KVKs) spread across the country constitutes one of the largest national agricultural research systems in the world. ICAR provided the critical technological inputs for various processes of agriculture that culminated the highest ever food production of all components of cereals, pulses, fruits and vegetables, meat, milk, fish and eggs during 2012-13. The monsoon-driven Indian agriculture witnessed 106% of long-term average rainfall during the cropping season 2013 that enabled 105 million hectare of total area sown during kharif 2013 as compared to about 100 million hectare during 2012. Eventually, the first advanced estimates target food-grain production of 259 million tonnes and a growth rate of over 5% for agriculture and allied sectors in 201314. Meanwhile, Uttarakhand, Odisha and Andhra Pradesh were struck by natural calamities of differential, but severe intensities. The ICAR prepared doable and location-specific action plans of agriculture and allied sectors for rehabilitation and restoration of the affected areas through technological backstopping. The Council demonstrated climate resilient technologies in 100 most-vulnerable districts under NICRA. For different agro-climatic regions, 104 new improved varieties/hybrids have been released during the year. The Council has also prepared the climatic vulnerability atlas of the country and district level contingency plans to enable farmers to choose appropriate means and methods for mitigating the climatic variability in different agro-climatic regions. Further, the Council is committed to need-based, location specific research for agricultural development in the country through innovation and integration. For productivity enhancement, the Council released an early-maturing basmati rice variety, Pusa Punjab Basmati 1509 with moderate resistance to leaf blast and
brown spot diseases; a late sowing wheat variety HD 3059; and the large seeded (>30g/100 seeds) kabuli chickpea variety, CSJK 6, moderately resistant to root rot and tolerant to wilt. During the year, 11,835 tonnes of breeder seeds, 14,984 tonnes of foundation seeds, 22,281 tonnes of certified seeds, 14,939 tonnes of truthfully labeled seeds and 5,237 tonnes of quality planting material have also been produced for distribution among stakeholders. In horticultural crops, bacterial wilt, TLC V and Alternaria-resistant tomato Arka Rakshak yielding over 90 tonnes/hectare; a new red skinned advance potato hybrid 2001P-55 with a potential yield of 300-350 quintals/hectare and moderately resistant to late blight for Eastern plains of Bihar, West Bengal, Assam, Odisha and Jharkhand; and a new variety Swarna Vaidehi of makhana (Euryale ferox Salisb.), with a production potential of 2.8-3.0 tonnes/hectare were released. The livestock sector plays an important role in providing livelihood to small farmers with over 87% of the livestock owned by small and marginal farmers. At Hisar based Central Institute for Research on Buffaloes 63,857 frozen semen doses of Murrah bulls were produced as farmers from all over India are evincing keen interest in Murrah breed improvement. Physical identification using injectable subcutaneous microchips was done in all female buffalo progeny to help in future milk recordings in the project. Under the Mega Sheep Seed Project, flocks of Chottanagpuri, Mandya, Mecheri and Sonadi were built up for production of superior seed. Crossbred pig (Hampshire and Ghungroo) was found suitable for farmers because of its fast growth, adaptive and carcass characteristics with a marketable weight of over 75 kg in 8 months. A dual purpose poultry variety, Srinidhi was developed that attains a body weight of 668 g in 6 weeks. The technology of seed production of silver pompano (Trachinotus blochii), a highly sought after fish due to its fast growth rate and high market demand, was scaled up for bulk seed production and transportation. Off-season breeding of climbing perch has paved the way for round-the-year production of its quality seed. Spawning of marine fish Cobia in recirculation aquaculture systems showed high survival rates of 86.7%, ensuring availability of quality seed for culture. Farm made feed for Sea bass enabled production of 2.7 tonnes/ hectare in 325 days of culture. The reported marine fish catch of 3.94 million metric tonnes during 201213 is an all-time record, with a growth rate
of 3.37% over the previous year. In the field of cutting edge science, ICAR successfully developed world’s first test tube yak calf Norgyal; male buffalo cloned calf Swarn using seminal plasma of elite bull; and Purnima, first cloned calf from an adult buffalo. Blast resistance gene Pi 54 incorporated into major rice varieties viz., Pusa Basmati-1, Swarna and BPT 5204. ICAR scientists decoded the genomes of the cultivated tomato (Solanum lycopersicon) and its closest wild relative, Solanum pimpinellifolium, in the International Consortium. Genetic resources are of unique significance, as they provide valuable traits with potential for breeding new varieties/ hybrids/animal strains/breeds. In this endeavour, thirty-three explorations were undertaken in 16 states and collected 1,722 accessions, including 322 of wild species. In the National Gene Bank 5,414 accessions of orthodox seed species and 112 of non-orthodox species were cryostored, and eight were added to in-vitro Gene Bank for long-term storage. Over 44,000 accessions from 42 countries were imported including promising accessions of wheat, paddy, safflower and others. In an endeavour to reach out to farmers, the ICAR made 2,174 technological interventions in 4,159 locations in cropping systems, drudgery reduction, farm machineries and other areas. Over 1.40 lakh extension programmes through electronic and print media were conducted across the country. The Council also approved four new KVKs, two in Jammu & Kashmir and one each in Andhra Pradesh and West Bengal for technological empowerment of farmers and knowledge sharing. The Council launched social media initiatives to develop a dialogue and share the vast knowledge resources of ICAR with youth. Eighty-three patents were filed taking the cumulative figure to 826 applications from 68 ICAR institutes. Indian Patent Office granted 161 patents from 25 institutes. Protection of Plant Varieties and Farmers’ Right Authority considered applications and granted registration certificates for 138 varieties taking the cumulative total to 469. Commercialized 82 technologies/products; transferred 58 technologies to private entrepreneurs with a license fee of over Rs. 3.2 crore. To enhance land and labour productivity, tractor operated five-row seed-cum-fertilizer-drill was developed which is capable for placing seeds at 50 mm and fertilizer at 100-150 mm depth and covers 0.20.35 hectare/hour. A multi-millet thresher operated by 1.5 kw motor with 95% efficiency reduces drudgery and minimizes post-harvest losses. Machines for roast-
ing and popping of makhana and extraction of pulp from custard apple were developed. For improvement in quality of ground spices powder, a cryogenic grinder was developed. The National Agricultural Innovation Project (NAIP), made satisfactory progress in enhancing the competence of NARS towards steering the agriculture R&D and introducing pragmatic pluralism. 91 public-private partnerships were established in 203 NAIP supported sub-projects, including three with GEF support. New 51 rural industries were piloted and over 3,800 hectare area of farmers’ agricultural land brought under sustainable land management practices. AgrInnovate India Ltd., the registered company owned by DARE/ICAR is working towards promotion and commercialization of ICAR technologies, and licensed the technology of tissue culture of oilpalm and related knowhow for commercialization. To augment the availability of FMD vaccine, Agrinnovate has initiated the establishment of a modern vaccine production plant (capacity 100- 150 million doses) in PPP mode at Bengaluru capus of Indian Veterinary Research Institute, Izatnagar. The company is also assisting DARE on projects related to establishment of facilities for soil, water and tissue testing, seed production and demonstration. DARE and ICAR became one of the first Departments in having the recognition of ISO 9001:2008 certification by implementing Quality Management System. This is also the success indicator of all the Government Departments, and testifies the commitment towards assuring quality services to its customers with continual improvement of its delivery system. DARE/ICAR also achieved 97.6% composite Score of RFD for the year 2012-13. The demand for food is continuously increasing with rising population amidst the production constraints such as shrinking natural resources and increasing farm operation costs. The present food production has been achieved through productivity enhancement, striking a balance between environmental and agricultural sustainability, wherein research innovations are essential ingredients. Further to corroborate ‘science-led growth,’ as indicated by the Scientific Advisory Council to the Prime Minister, the ICAR is contemplating initiatives such as Farmer FIRST, Student READY, National Agricultural Innovation Foundation, Agricultural Technology Foresight Centre and Consortia Research Platforms to enrich agricultural research and education through innovation and integration.
‘Copy’ Factor, ‘Copy’ Factory SHAHID ANDRABI
A
noted scholar of the valley once spoke on an occasion about the term Kashmir and Kashmiri much differently. The vehement scholar correlated the human evolution theory of Charles Darwin with Kashmir where Darwin derived that humans are the breed from monkeys and the monkeys have a special feature that they copy from other beings. The scholar said,’’ Charles Darwin’s theory fits accurate to Kashmir and Kashmiris have the special feature to copy others.’’ If we go through the geneses of the word ‘’copy and Kashmir’’ perhaps we will reach to the conclusion that we stand doctrinated in making replica of things in letter and spirit. Since we are naturally attributed to copying we have spread its scope to almost every sphere of life. Our youth too have carried the spirit of copying on their shoulders for the future generation. Starting from Shah Faesal who surprised the entire valley with his amazing success in IAS
culminated the copying culture in Kashmiri youth. We accept that success of Shah Faesal is something valuable before us. But the wave of career planning generated by his success among our students has done something good and too bad too at the same time. It was once talk of the day for parents to see their son becoming an MBBS doctor, but now Mushtaq Peer and sons have broken the back of all hopes of those sons and daughters who are seen wandering in early dawn in the MBBS coaching hubs of the city there is an another paradigm shift taking place of sending the wards overseas. Everything our parents did to motivate us for MBBS. Since somehow we tried to do so but in the middle came a stage where we saw doctors joining administration and later administrators joining politics and in the recent spate journalists joining politics and doctors becoming columnists. This thing confused we commoners and we starting treating it as ‘’Factor’’ like Modi factor in India. Moving to other state of affairs once my neighbor bought a below six figure car and parked it outside my gate I could not stop myself then from promising that I too will bring a super model car. Since i was a government employee my budget was bit less to afford a super car I moved to bank for car loan not because I want it because I want to show it. Today a leading bank of valley hosts more lakhs
of car loan subscribers. Ah ....not only this we copy and they copy in examinations too hahahaha. Recently the case of copying in examination hall surfaced against a state minister. So what copying in examination hall has nothing to do with monkeys but what to do we are their breeds hahaha. Our new generation specifically is told not to talk in mother tongue in schools because it will harm the dignity of institution. So today they are not given dose of Kashmiri tomorrow they will are going to suffer mother tongue influenza. Not only this, our writers or so called columnists too were caught of copying. A blog recently used the official word of copying as ‘’Plagiarism’’ and quoted a writer of hundred books as ‘’Plagiarist’’. The copying has reached to its highest limit so far when writers turned Plagiarists. So by this way we are known as ISO certified copyists. We copy from others but why others don’t copy from us, are we sooo allergic? Oh nooo the problem is that we see the world from the mirror of those from whom we copy. Have we seen hatrick of ‘’copy’’ I mean back to back copy. Let me tell now journalists started copying politicians in India and very bad this spice flew in air to here too as well and our
renowned journalist joined politics oh not only one a very big name too in his 27’s is all set to contest assembly polls. Too much of too much very recent some of our big bureaucratic names too said Hello to politics post retirement and even a retired police officer is going to fight assembly polls. State politics has got innumerable readymade pieces last year. Just those joined maintained the fabric of copying rather gave extra shine to Charles Darvin. Ohhh…we forgot to mention copying in music. Our government left no stone unturned to show Kashwmiris the music of Zubin Mehta. They wanted us forcibly to copy English lyrics but oh God saved us and Zubin show failed to attract our hearts. Our government wanted to replace Kashmiri by English but zero result. First attempt of failed copying was reported. This copying has so much power that it slit the relation of Andhra Pradesh Reddy and congress and this copying atmosphere was hugged by our separatist leadership who in recent episode took full fledged advantage of it and now a difference we see in the agendas of our separatists ideologies. The height of copying last year went in the lap of our beloved chief minister too who backed Rahul Gandhi on the issue of le-
galizing gay sex. Our chief minister if any copied from Gandian scion state straightforwardly treated gay sex a matter of personal choice. While looming new horizons in the world of copying this time the term went directly to the spice industry of Kashmir. The manufacturers of the spices copied from the Pashmina Shawl weavers who on the name of famous brand adulterated the handicraft industry and today the industry is counting its numbered days. The spice making factory in Kashmir on the same parallel copied and then supplied counterfeit spices to the beloved Kashmiris. The fake drugs, doctors and fake Peers came as added advantage to the copyists. Copying has its limit everywhere and in Kashmir it is meeting the ends of copy addicters in a fantastic way. Copying is our right and we shall have it. Whether they copy or I copy matter is same I am Kashmir and I am born to contribute. Charles Darwin is no more now but monkeys are still given the respect they deserve atleast we are connected them either by profession or by biology. Copying is an art and the art becomes more blatant when we are masters in copying.
