Srinagar, Feb 12 (KNS): Ten persons were injured in two separate road accidents across the valley. An A-Star car bearing registration number JK03B/8990 and Figo car bearing registration number JK03D/0599 collided near Green Tunnel on National highway, in the jurisdiction of Police Station Bijbehara, Anantnag. In this accident five persons including both drivers were injured. All the injured have been shifted to Hospital for treatment. Bijbehara Police has registered a case in this regard. Held up drivers allowed to go home Srinagar, Feb 12: The 26 day long standoff in cross LoC trade was resolved on Wednesday when the stranded drivers from both the sides of the divided line were released along with their vehicles. A Pakistan Administered Kashmir driver was detained after the authorities recovered 114 packets of brown sugar concealed in his truck while he was coming from Pak on January 17. The incident halted the trade activities from the both the sides and the drivers along with their trucks got stranded at Salamabad and Chakoti. “Our 27 drivers are returning home safely and I think they will arrive here in the evening. Similarly, the 48 PAK drivers have also been allowed to return to their respective places,” Khwaja Ghulam Ahmad, Deputy Commissioner Baramulla told KNS. The DC Baramulla said that the matter was taken up with the ministry of external affairs and that is how the two countries have agreed to settle

the issue amicably. “The arrested driver will have to undergo the legal course of action and that is how his case will be resolved,” the DC Baramulla informed KNS, adding that he can be released only on court order. Geelani to leave for Delhi on Thursday Will discuss property feud with Jamat on his return’ Srinagar, Feb 12: Hurriyat Conference (G) chairman Syed Ali Geelani while replying to the letter of Jamat-e-Islami (JeI) over the Hyderpora property feud has stated that he is leaving to Delhi on Thursday and that the meet over the issue would be possible once he returns to valley. Srinagar, Feb 12, : Life in Kashmir returned to normalcy on Wednesday after three days of curfew-like restrictions imposed by authorities and strike called by separatists to mark the death anniversaries of Muhammad Afzal Guru and JKLF founder Muhammad Maqbool Bhat. However, clashes erupted in Hajin town of District Bandipora between police and protestors who were demanding the immediate release two youth arrested by police on Tuesday. ‘Save us from the wrath of BMO’ Para-medical staff staged protest

Srinagar, Feb 12: Para-medical staff of Community Health Centre, Chatargam Chadoora held demonstrations against Block Medical Officer Chatargam, alleging that the said BMO is harassing them on daily basis on the one or the other pretext. Scores of Para-medical staff members assembled at Press Enclave Srinagar and demanded immediate removal of the BMO Dr Jozzy Bashir. The protestors alleged that that BMO Chatargam is treating them like animals and is acting in an autocratic way. “Her behaviour is rude and she treats us as her slaves. She loses cool over petty matters and humiliates every staffer in front of attendants and patients,” a protestor Nazir Ahmed told CNS adding that the said BMO has made the hospital as her fiefdom. Allowed to furnish bail bond Srinagar, Feb 12: The High Court has granted interim bail to Shabir Khan, former minister of state for health who had to quit his ministry after a female medico lodged a molestation complaint against him. According to KNS court correspondent, Justice J R Kotwal after hearing the matter asked Khan’s counsel to produce his client before the police station Shaheed Gunj on Thursday and in case the police deems his detention necessary, Khan be released after furnishing a bail bond to the tune of Rs 25,000. The court has also restricted Khan’s movement outside Srinagar. “As per court directions Khan cannot leave the Srinagar city before seeking permission of Investigating

GMC students protest against prolonging MBBS degree Srinagar, Feb 12: The students of Government Medical College (GMC) Srinagar Wednesday staged a protest against the Government’s proposal to extend the duration of MBBS degree to seven and half years. Official data about power consumption and revenue realization ‘A Bizarre, Ridiculous and Manipulation’

Srinagar, Feb 12: The official figures about the power consumption and revenue realization has surprised everyone in Kashmir Valley and people especially traders and civil society are contesting the claims of the Government that ‘as compared to Jammu division, Kashmir division continues to consume more power units and yet pays less power tariff. In a written reply sought by Panthers Party member, the Minister in charge power department informed the state assembly that Kashmir region consumed 6854.94 Mega units (MUs) of power while Jammu region consumed 5252.72 (MUs) in 2012-13. The Minister also informed the lower house that in 201112 Kashmir region consumed 6136 (MUs) of power while Jammu region consumed only 4266 (MUs). According to latest official figures in contrast the total power tariff realized by Jammu region was 1005.29 crores while 691.87 was recovered

in Kashmir division. Surprisingly, the official data in December 2013 had shown that despite the “harshest” power curtailment schedule enforced in Kashmir—in both metered and unmetered areas—the PDD generated almost double the revenue in the domestic category in the Valley in comparison to Jammu in the past six years. Besides, the average revenue paid by consumers in Kashmir and average tariff per-consumer-per-month in the Valley was also shown much higher. of Thanks for Governor for his address to the Joint Session of both the Houses of Jammu and Kashmir Legislature on 10th of February, the Chief Minister while paying his gratitude to the Governor for delivering the address, expressed dismay over the behaviour of the principal opposition party (PDP) for disturbing the discipline and decorum of the Joint Session and compelling the Governor to shorten his speech. Omar Abdullah said that the principal opposition party (PDP) is habitual of creating pandemonium in the House as they do not tolerate the truth about the peace and development that has rooted fast in the State during the last five years and is amply visible on the ground. “It is most painful and shameful that the member of this party created an unpalatable and disturbing situation in the Joint Session of the two Houses and disturbed the address of the Governor”, he said and added that the Members of this party are in the wrong notion that their habit of noise making, furniture breaking and dancing on the tables in the well of Houses earn them praises. “People dislike and condemn this kind of attitude of their representatives because they have voted them to voice their demands in the Legislature and not to indulge in remaining absent from the Houses and not discussing the issues of urgent public importance”, he said and termed PDP and BJP as propagandist parties nurturing on fooling the people through misinformation and falsehood. He said both the parties are hobnobbing secretly and hatching conspiracies against democratic forces in the State. The Chief Minister said that PDP is so much so frustrated by witnessing the peace conditions rooting fast in the State and development graph showing conspicuous upward growth year after year that it wants to give a false notion to the Country by dubbing the normalcy and peace conditions in the State as ‘deceptive and forced calm’. He said they try to use this phraseology as propaganda to belittle the achievements of the Coalition Government and the commitment of people towards peace and development. He said they want to give an impression as if the prisons of the State are full of prisoners, people are afraid and do not want to live their normal life. He said PDP sells this contention to create confusion in the minds of people outside the Country as they are most disturbed by witnessing the turnaround in the conditions in the State which have helped to fast track the development and expand economic activities and employment generation for the youth. Omar Abdullah said that only 2396 prisoners held under different charges are in the prisons. He said 30 people mostly timber smugglers have been apprehended under PSA. He said the rate of militancy has come to lowest ebb and loss of civilian in these incidents has decreased conspicuously. However, he added that security forces have lost more precious lives in the militancy related incidents during the last five years. The Chief Minister appreciated security forces for not losing their calm even under challenging circumstances and not resorting to any retaliatory firing. He referred to incident of Srinagar bypass where eight army persons were killed in a militancy attack, the incident of Bemina, Samba and Hiranagar in which Army jawans and Police personal were killed but the forces did not retaliate and saved the innocent lives. “I salute the security forces for this kind of restraint”, he said and expected similar kind of high quality attitude by them during the times of challenge to save the innocent lives. Omar Abdullah also referred to the decision of Army to look into the incident of killings in Machil and while appreciating this he said that the decision of the Army regarding closing of Pathribal case needs revisiting. He said some innocents have been killed in the incident and justice demand that the culprits are identified and punished. The Chief Minister said that under the Amnesty announced by him for the detainees apprehended in 2010 for stone pelting, some 228 cases against 1811 persons have been withdrawn. The Chief Minister also criticized the attitude of PDP with regard to the decision of the Government relating to the creation of administrative units and said that this party had also tried to hamper the decision of Ghulam Nabi Azad the then Chief Minister of the State, regarding the creation of eight new districts in the State. “The members of this party in the Cabinet of Mr. Azad tried to browbeat him but he did not yield to their tactics and went ahead to create new districts”, he said and added that PDP indulges in this kind of attitude for they consider the party on the losers side for not taking this kind of decisions when they had the opportunity to do so. “Since they have lose the argument as such they run away from the House as has been their past practice”, he maintained. Omar Abdullah castigated BJP for carrying the false bogey of abrogation of Article-370 whenever elections draw near and sleep over the issue when in power. He said like PDP, BJP wants to fight elections by raising false propaganda. Without naming Narendra Modi, he said that a top leader of BJP talked about discussing the benefits of Article 370 when he spoke at a public rally in Jammu. “I challenged him to discuss it with me at any place and any time but he, through a lesser important leader, denied discussing the issue at all”, he said. The Chief Minister said that National Conference and Congress will protect and safeguard the Article 370 under all circumstances as it serves like a bridge between the Centre and the State and determines the relations between the two. On the achievements and performance of the Government during the last five years, the Chief Minister said that about one lakh youth have been provided employment in the government and private sectors while 70000 jobs have been put on fast track selection made. He said initiatives like UDAAN, HIMAYAT, SKWEPY etc are under successful implementation in the State to enhance the employability and expand employment orbit for unemployed youth of the State. On Power generation, the Chief Minister said that as against the indigenous power projects of the capacity of 750 MWs established in the State since 1947 to 2009, his Government allotted power projects of the capacity of 1500 MWs in just five years. He said strong edifice has been laid to generate 9000 MWs of power in the State in next seven to eight years. He also mentioned the high potential for generation of solar energy available in the Ladakh region and said that an expert on the subject has told him “what is gulf for oil, Ladakh is for generation of solar energy”. Rs. 19900 cr released under different sectors during last 3 fiscals: JAMMU, FEBRUARY 12- Minister for Planning and Development, Mr. Ajay Sadhotra informed the House today that Planning and Development Department has released an amount of Rs.19,900 crore during last three financial years under different sectors in the State.Replying to a question by Mr. Mohammad Sharief Niaz, the Minister said that an amount of Rs. 6000 crore was released during 2010-11, Rs. 6600 crore during 2011-12 and while as Rs. 7300 crore during current fiscal under different sectors in the State. The Minister informed that 78 road projects are under execution in Doda district including in Bhaderwah. He said efforts are being made to complete these road projects within stipulated time frame. The Minister said that due to some dispatch error of sponsoring agency, the Ration cards printed in Hindi- English version got delivered at couple of places in the State instead of Urdu - English cards. He said that the issue was immediately sorted out by the Department by retrieving such printed cards in Hindi and were replaced by the bilingual cards in Urdu and English, adding that the cards so retrieved were subsequently delivered in the districts of Jammu, Kathua, Samba and Udhampur.

Govt moots plan for restoration of traditional water sources: Sham SAMBA, FEBRUARY 12: The Minister for PHE, Irrigation and Flood Control, Sham Lal Sharma today said that the Government has formulated a plan proposal to upgrade and restore the traditional water sources like ponds, springs, nallahs under sustainability programme. The conservation and restoration of the traditional sources would ease pressure on the Tap water provided for drinking purpose as people would be able to use the water of these sources for other purposes, the Minister said while addressing participants at a one day Training-cum-awareness camp on water sanitation. The camp was organized by National Development Foundation -an NGO and Communication and Capacity Development Unit (CCDU), PHE Department, here today. The Minister said that safe drinking Water was a fundamental human need and the government was committed to meet the requirements of all areas in this regard. He underscored a greater role for Panchayati Raj Institutions (PRIs) to monitor and maintain services in their respective areas and said the Govern-

32 WSSs under execution in Ramban: Sham Lal Jammu: Minister for PHE, Irrigation and Flood Control, Mr. Sham Lal Sharma informed the House that 32 Water Supply Schemes(WSS) are under execution in Ramban Constituency at the total estimated cost of Rs. 38.42 crore against which Rs. 17.30 crore have been expended upto the end of January this year. Replying to a question by Mr. Ashok Kumar today in the House, the Minister said that 6 water supply schemes are also under execution at the total cost of Rs. 13.57 crore through PHE Division, Doda against which Rs. 6.96 crore have been utilized on these projects till January 2014.The Minister said that the funds to the tune of Rs.5.53 crore have been released for these 38 ongoing WSS scheme during current financial year,

He said that the VSCs have been empowered to conduct frequent tests of water available in their areas adding that in case the water is unsafe, the Committees can approach the functionaries of District Level Water Sanitation Mission headed by the Deputy Commissioners. The DDC Samba also spoke on the occasion and briefed about various activities done in this regard.

Reformative initiatives taken to curb corruption, improve transparency in Departmental work: Rather Jammu: Minister for Finance and Ladakh Affairs, Abdul Rahim Rather has said that Government has taken number of steps to curb the menace of corruption and to bring transparency in the working of Government. Replying to a question by Abdul Gani Malik today in the House, the Finance Minister said that State Vigilance Commission has been made functional by appointing a Chief Vigilance Commissioner and two Vigilance Commissioners and Government has notified the J&K State Vigilance Rules 2013 to fully enforce the provisions of the Act. EDITORIAL/ OPINION Let legislators be as parliamentarians as they are expected to be

he unfortunate happenings in the Legislative Assembly are in no way conducive for the constitutional bodies like legislatures which are symbolic of dignity, Parliamentarian behaviour, statesmanship and political maturity of the society as a whole. The dent such incidents cause to democratic institutions are fatal and uncalled for. India is the largest democracy of the world which symbolizes the deep rooted philosophy of supermacy of constitution and democratic foundations which provide solution to every problem through negotiations and by sitting across the table. The legislatures which enact laws to guide the whole nation and the states should really look as the bodies of decency and patience and not like the state Assemblies or Parliament is looking for the past few days. If the constitutional bodies are not allowed to function, how can they fulfill the aspirations of the people whom they represent and whose eyes are always fixed on them for the solution of their problems. The legislators are elected by the people with a purpose and if that purpose is not served then what is the fun of wasting cores of rupees on holding the elections. The Govt. should also behave as responsible as it should be. It should allow the opposition to pose the problems of the people so that a solution is carved out. If the Govt. tries to silence the opposition then what is the fun of sitting in these august houses. The real test of democracy comes when the opposition raises the public issues and the Govt. patiently listens and tries to solve them. The present session is perhaps the last but certainly the last Budget session, hence it is imperative for both opposition and Govt. to take maximum benefit of the time and utilize it for the welfare of the people. Now as the Lok Sabha Elections are nearing, the code of conduct will be in force, hence the developmental aspect has to be kept in mind. Both opposition and Govt. has to go to people who will judge them on performance and what they are doing in the state legislature. It is the duty of the people’s representatives to solve them with best of their capabilities and the unfortunate incidents in which two members of the Assembly had to suffer physically should not be allowed to be repeated. The language and gestures used is the past and also on many occasions by some members do not suit the parliamentarianism, and statesmanship.

The Largest Tribal Religious Congregation at Sammakka Sarakka Jathara

S

ammakka Sarakka Jathara or Medaram Jathara is the largest tribal religious congregation in the country. The biannual Jathara takes place at Medaram village of Tadvai Mandal in Warangal district, in Telangana region of Andhra Pradesh. Approximately one crore devotees are expected to take part this time at the Jathara to be held between February 12 to 15, 2014. A little festival of tribal’s in a small village has become a major pilgrimage in the last six years. This festival is held to get the blessings of goddesses Sammakka and Sarakka. It's believed that in those 3 to 4 days of the Jathara, goddesses’ real presence is felt. With the Jathara nearing, arrangements at Medaram village have also been picking up speed. It might be noted that about 80 lakh pilgrims had taken part in the Jathara last time. The Sammakka Jathara was declared as a state festival by Andhra Pradesh government in 1998. Devotees in large number from neighbouring districts and different states including Chhattisgarh, Madhya Pradesh, Odessa, Maharastra, Karnataka and Jharkand participate at the Jathara. People offer bangaram (gold) in the form of jaggery of a quantity equal to their weight to the goddesses and take holy bath in Jampanna Vagu (stream). It is a festival with no Vedic or Brahmanic influence. Jampanna Vagu is a tributary to River Godavari. According to the history, Jampanna is the tribal warrior and the son of Tribal Goddess Sammakka. The Jampanna vagu took his name as he died in a battle fighting against Kakatiyan Army in that stream. The Jampanna vagu is still red in colour believed to be with the blood of Jampanna (Scientifically the red colour of the water is attributed to the soil composition). Devotees believe that taking a holy dip in the red water of Jampanna Vagu reminds of the sacrifice of their gods who save them and also induces courage into their souls.

The actual festival begins in the month of Magha, on Sudha Pournami (full moon day) evening when Sarakka (in the form of vermilion) would be traditionally brought from Kanneboyinapalle, a neibhouring village in the forest, and placed on a gadde, an earthen platform raised under a tree. By next sunset, the main goddess Sammakka (in the form of vermilion) will be brought from Chilukalagutta. There are two gaddes (platforms) separately one for goddess "Sammakka" and other for goddess "Sarakka". They are represented by bamboo sticks smeared with turmeric and vermilion (Pasupu and Kunkuma). Since time immemorial, there is a huge tree standing on Sammakka gadde. Hundreds of people who are often believed to be possessed by the goddess come here dancing ecstatically throughout their journey. People believe that Goddesses Sammakka, Saralamma fulfill their desires with their divine and miraculous powers. Couples visit to pray to the goddess to bless them with children. Many pilgrim pay their promises made to goddess during the Jathara, by offering jaggery, calf's, coconuts and donations in cash etc. Pilgrims take bathe in Jampanna stream to get purified and absolve from sins. When the priests bring out the ochre box and other relics from a hidden forest location, there is great tumult with frenzied beating of drums, blowing of trumpets and full throated yells. It is said that during the festival a huge tiger prowls around peacefully. According to a tribal story, in the 13th century some tribal leaders who went for hunting found a new born girl (Sammakka) emitting enormous light and playing amidst tigers. She was taken to their habitation. The head of the tribe adopted her and later she became the saviour of the tribals of that region. She was married to Pagididda Raju, a feudatory tribal chief of Kakatiyas, who ruled Warangal area. She was blessed with 2 daughters and one son namely Sarak-

ka, Nagulamma and Jampanna respectively. After sometime, there was a severe drought that lasted for years and as a result the mighty Godavari River dried up. Pagididda Raju didn't pay tribute to King Pratapa Rudra. In turn king Pratapa rudra sent his army to subdue the tribals and collect the tribute. Then a War was fought between tribal chief Pagididda Raju and Kakatiya army on the banks of "Sampenga Vagu" (Jampanna Vagu). The Koya army fought valiantly but could not withstand the well equipped Kakatiya army. Though fought valiantly Pagididda Raju, his daughters Sarakka, Nagulamma, son in law Govinda Raju lost (husband of Sarakka) lives in the battle. Later Jampanna also dies in Sampenga Vagu (after renamed as Jampanna Vagu in the memory of his heroic fight against well trained Kakatiya army). Upon hearing this news Sammakka also enters war and fights and causes lot of damage to Kakatiya army. Surprised by her Bravery and Valour the Kakatiya Prime Minister visited war ravaged Koya kingdom with proposal of peace and offered Sammakka a place in the emperor’s harem as the chief queen. Sammakka turned down the offer and resolved to continue the fight to avenge the dead. The battle continued and Sammakka was seriously wounded. Sammakka told her people that as long as they remembered her, she would protect them. Then, she cursed the Kaktiya dynasty to perish and with that wounded body proceeded towards Chilakala gutta and disappeared in the forest. The grieving Koyas searched for their queen all they found were a red ochre box (a container of vermilion), her bangles and the pug marks of a huge full grown tigress, exactly the same place where she was found as an infant by the koyas. The Kakatiya dynasty came to an end very soon. Since then the Koyas, Waddaras and other Indian tribes and castes have been holding festivals in memory of Sammakka and Sarakka regularly.

Latest Technique in Mineral Exploration Technology Infusion envisaged during XII Five Year Plan Period

SI has made phenomenonal contributions in the mineral sector and is carrying out systematic investigation for mineral resource assessment of the country in geologically potential areas through modern and sophisticated exploration methods involving modern geological mapping techniques, geomorphological and lineament mapping through study of satellite imageries, aero and ground geophysical studies and geochemical mapping. As part of this GSI has initiated extensive programme of modernization on the advice of the Parliamentary Standing Committee on Industries, and as per guidelines laid down by an Expert Panel on Modernization of GSI. The modernization programme is aimed to improve the regional exploration for assessment of natural resources by infusion of latest state of art technology. The technology infusion envisaged during the 12th Five Year Plan period is” Ø Strengthening of the state of the art equipment in chemical laboratories like ICP-MS, ICP-AES to match world standard in precision and also facilitate logical conclusion of mineral exploration within scheduled time. Ø Modernization and augmentation of equipment for ground geophysical survey like multi-channel gamma ray spectrometry, multi frequency EM system etc. Ø High-end petrological instrument for diamond, strategic and PGE exploration. Ø State of the art drilling machine (reverse circulation, hydraulic etc.). In order to improve the quality of exploration for mineral resources of the country, following equipment / instruments were procured or in the process of procurement as per the plan: § Airborne surveys including airborne magnetic, electromagnetic and gamma-ray surveys have proved quite useful in identifying first order target areas

worldwide and may be used as direct tool in exploration. The airborne survey is strengthened by procurement of heliborne multi-sensor airborne survey system comprising on board sensors like magnetic, gravity, time domain electromagnetic (TDEM) and gamma ray spectrometry and hyper spectrometry. § Application of geochemistry to mineral exploration, adopting conventional as well as advanced geochemical techniques, in soil surveys, stream-sediment surveys, vapour surveys and bedrock surveys has proved useful in detection of dispersion haloes of hidden ore bodies. To strengthen the geochemical exploration GSI has upgraded its regional laboratories by procurement of sophisticated instruments like ICPMS, EPMA etc. for low detection analytical determinations particularly for elements like gold, PGE, rare earth etc. § Application of time-tested geophysical techniques in locating concealed deposits is considered as one of the most effective exploration tools. Ground geophysical survey is being strengthened by procuring new sophisticated instruments like Multi electrode resistivity-IP unit, multi frequency EM profiling unit etc. § GSI has procured magneto telluric (MT) instrument to strengthen its geophysical survey over Indian craton to image the sub continental lithospheric mantle (SCLM). The outcome of the survey will enhance the scientific knowledge of the deeper parts of the earth and will help to model the process of craton formation more accurately which in turn will help in targeting concealed ore bodies/kimberlite bodies (KCR) § GSI carries out offshore surveys and mineral resource evaluation in the EEZ and TW. To strengthen the marine survey GSI is procuring one deep Ocean Going Research Vessel from M/s Hyundai Heavy Industries, South Korea. This will help in assessing the mineral/natural resources present in EEZ of our country.

The details of technological upgradation with adequate instrumental back up is as follows: o In the field of Thematic Geological Mapping (TGM), the technology infusion that has been envisaged includes: Field Laptop, or Table PC, Mapping GPS unit, GSI Portal, mobile mapping vans with portable generator. o In view of completion of systematic geological mapping over the country, an Integrated Thematic Mapping (ITM) has been visualized with required technology infusion that includes: Ground Penetration Radars [GPR], shallow drills, deep drills, Electron Probe Micro Analyzer etc. o As a redressal measure for effective analytical output with lower detection limits of geochemical samples, augmentation of the state of the art instruments such as ICPMS, AAS, XRF and DMA, in the laboratories of GSI has been incorporated. o In the field of geophysical mapping, the technology infusion that is being proposed includes high precision gravimeter and total field magnetometer. · For hyperspectral mapping, Space borne and Airborne Hyperion data with specific spectral range (necessary for geological objects) are to be procured and utilized. In this context, it is contemplated to have a continuous acquisition of hyperspectral data in collaboration with ISRO/ NRSG/NNRMS. · To enhance the pace of drilling and quality/reliability of subsurface information, it is necessary to induct improved techniques and equipment such as reverse circulation drilling with inbuilt system for controlled deflection of borehole path and adopting a combination of coring and non-coring operations in a single borehole. Rotary Air Blast (RAB) drilling which is fastest and cheap method is also to be inducted. State of the art drilling machines such as reverse circulation, hydraulic rigs, etc., are in the process of procurement.
