Missing jawan surfaces in Pune Pune, July 15: An Army jawan, who had gone missing with his service rifle and ammunition from an Army camp in Jammu and Kashmir's Udhampur district, was traced to his home state Maharashtra and the weapon has been recovered today, police said here. Sepoy Shrikant Tukaram, who had gone missing with a rifle, three magazines and 60 rounds from his Army camp in Udhampur on July 6, was traced to his home town Pune, they said. He was brought to Udhampur and is being questioned. His service rifle has been recovered, police said.
Man commits suicide in Handwara Srinagar July 15: Bashir Ahmad Khatana son of Shams-ud-Din resident of Khudi Mawar, Handwara hanged himself at his home in the jurisdiction of police station Qalamabad. He was shifted to hospital where he was declared brought dead. Police has initiated an inquest proceedings under section 174 CrPC in this regard.

IGP promotes 27 ASI’s to SI’s Srinagar, July 15: The Inspector General of police, Kashmir, Abdul Ghani Mir today ordered the promotion of 27 Assistant Sub Inspectors (ASIs) to the rank of Sub-Inspectors. Mir issued formal promotion orders in respect of 27 SIs having lien and seniority with Kashmir zone. The IGP congratulated the promoted officers and their families and urged them to work with more dedication and devotion. Earlier this April, Zonal police headquarters issued orders for promotion in respect of 140 ASIs to the rank of SIs. Besides, promotions orders were also issued in other ranks in May 487 Head Constables (HCs) to the rank of ASIs. In June, 121 HCs were promoted to the rank of ASIs.
SKIMS faculty member brings laurels to institute Srinagar, July 15: Dr. Sameer Naqash, prominent surgeon and unit head upper GI Hepatobiliary and Pancreatic surgery at Sher-e-Kashmir Institute of Medical Science (SKIMS) Soura was invited as guest speaker at prestigious International Gastric Cancer Congress, the highest international forum on gastric cancer in the world, which was held in Verona, Italy. Dr Naqash is also fellow at world renowned Institute National Cancer Center, Tokyo Japan in gastrointestinal cancers. The forum meets every three years to discuss the different modalities of screening and treatment for gastric cancer. The invites include eminent doctors and scientists all over world. Prof Naqash from SKIMS was the only invited faculty from SARC Countries. Dr Naqash who is also honorary member of Japan Cancer Association presented his research paper titled total gastric resection with pouch reconstruction which involves reconstruction of new stomach after removing the stomach for cancer, and this finally helps patients to get nutritional benefits which otherwise patients are deprived of after stomach removal. JKP team to visit Mumbai as PDP seeks probe

Jammu and Kashmir police today said it will send a team to Mumbai to investigate the death of a Kashmiri youth that has led to widespread protests in the state. "JK police is deputing an additional superintendent of police along with another officer to verify the case of death of one Pervez Ahmad Teli in Mumbai," a police spokesman said today. The deceased youth hailed from the Qalamdanpora-Nawab Bazaar area of Srinagar. As soon as news of Teli's death reached here yesterday, violent protests were reported from many parts of the city, including at Nawab Bazaar and Nowhatta. JK police said they have been told by their Mumbai counterparts that an injured Teli had been taken to a local doctor in Borivalli on July 6.
The youth who was found in an injured condition on railway tracks near Elphinstone Station was later taken to KEM hospital where he was declared dead on July 9. Police said that it has received a communication from Mumbai Police which states that, “DCP Pravin Patil has personally verified witness statements and has reported that a missing report was registered on 8th of July, 2013 at Dahisar Police Station and during enquiry it has revealed that on 6th of the instant month, the deceased had sought help and was given help by local Borivali Muslim boys. He had orally narrated that someone had assaulted and robbed him but he

Of 2014 Assembly Elections- where do political parties stand? Shahana Srinagar, July 15: Congressa National party has hardly anything at stake in J&K as it knows that it can never form the government in the state on its own and has to play the role of coalition partner, whether with National Conference or PDP. The party has its strong base in Jammu province, while as it cannot exceed its tally of seats beyond three to four in the valley. The party’s weak standing dates back to the government of G M Sadiq, a secular minded statesman with socialist background who despite his hard work could not succeed in making the people to accept the Congress party as a force to reckon with in the state. The general masses till date have not digested the Congress
polity which they think has been playing with the emotions, dignity and honour of Kashmiris since 1953 itself. Average Kashmiri thinks that Congress can never be trustworthy and this party can change gears at any time when it comes to its political interests and expansionism. However, during last some years a good chunk of people in the valley itself started acknowledging the UPA government’s populist programmes which helped in some kind of economic stability of the state. The government of Ghulam Nabi Azad ushered a new era of progress and development, strengthened the peace process, helped in taking ahead the dialogue process with Pakistan and created a healthy work culture in the state. He had a
lot of influence in the central government due to which funds poured-in without any hitch, thus facilitating the faster completion of the projects within a short span of time. His Roshni Scheme became a life line for those poor cultivators who got the ownership of the land after paying nominal charges. The setting up of new eight districts, many subdistricts, creation of Tourism Authorities, campus of universities at far flung areas, besides dozens of new colleges and number of hospitals with latest medical equipment, makes Azad a strong contender to lead Congress in the state. However, infighting within the party has bleaked its chances which could otherwise have
provided it with better prospect. Though Congress does not have best of its relations with NC due to ideological differences, it is working in a coalition with the party because it has no alternative as PDP betrayed it when they withdrew support of Ghulam Nabi Azad led govt. on Amarnath Land row, which resulted in returning back of Azad to the Centre disappointed, disillusioned and frustrated. The fortunes of Congress will further get a big jolt when the opposition will unfold the performance of its ministers whose majority is involved in several scandals ranging from sex scandals to corruption from spurious drug scam to land grab, from back door appointments to

There is hardly any minister belonging to Congress party against whom there are no allegations, FIRs lodged for high handedness and pending corruption case in state Vigilance Commission, Accountability Commission and also in the courts. Due to groupism in the party, no action has ever been taken against these tainted ministers so far. This aspect of the party will cost it very heavily in 2014 Assembly Elections. The party’s dedicated cadres are also in disarray because of the groupism which resulted in an atmosphere where these cadres have been forgotten and left high and dry. When we consider all these aspects of political scenario in J&K, it seems that again there will be no clear man-
date for any political party, but to its strong basis in Jammu, Congress may repeat its 2002 tally or may cross even that provided it has a leadership which commands respect both in Jammu, Kashmir & Ladakh and also has the capability of uniting the fighting groups. The present PCC I Chief Professor Saifud-Din Soz considered b y his opponents as an outsider because he came from National Conference to Congress may not be able to keep the flock together. He is opposed tooth and nail by Azad’s loyalists which include some senior cabinet ministers. District Development Commissioner Baramulla along with top police officials visited the spot however all their efforts to pacify the agitated protestors did not materialize. Police resorted to tear gas shelling and lathicharge to disperse the protestors. In response to police action, protestors pelted stones on policemen and in the ensuing clashes 18 people including five policemen were injured. One of the injured policemen has been identified as Constable Javid Ahmed Reshi. Senior Superintendent of Police Baramulla, Zubair Ahmed said that police action was inevitable. “Protestors had blocked the road and were not allowing even patients to go ahead. Our men are on the job and they are searching for the dead body,” he said.

Omar approves Rs. 109.47 cr Annual Plan 2013-14 for Jammu JAMMU, JULY 15 Chief Minister, Omar Abdullah Monday approved Rs. 109.47 crores Annual Plan 2013-14 for Jammu District which includes Capital component of about Rs. 66.96 crores and Revenue component of over Rs. 42.51 crores. Chairing the District Development Board meeting of Jammu District of which he is also the Chairman, the Chief Minister dispelled the impression being created by certain quarters that the Union Government has curtailed the Annual Plan for 2013-14 for non-utilization of funds by the State Government during the last year and said that the average expenditure during the last year has been more than 90 percent in all the districts across the State, Jammu figuring at the top of the list by realizing 99 percent targets. The Chief Minister said that Jam-
mu and Kashmir is totally dependent on the Union Government for funding of Annual Plans, as such, the financial health at the Centre reflects on the fund flowing from the Government of India to the State. He said the Government of India maintained Rs. 7300 crore Annual Plan allocations for the State for the year 2013-14 despite financial constraints. Omar Abdullah said that sometimes he envies financially sound States of the Country which earmark thousands of crores for the development purposes including providing of 1 Kg ration at the rate of Rs. 1 to the people as these States do not depend on the Central support for announcing such schemes. “Till the time we achieve that position we have to bear the constraint”, he said adding that his Government has initiated measures to give financial strength to the State so that it could spent required sums on the specific development issues on
its own. Omar Abdullah said that the State had to buy power for over Rs. 3600 crores annually and the total revenue realization as power tariff in the State is about Rs. 12 to 13 hundred crores. “The Planning Commission has placed a rider to the State to collect Rs. 2840 crores from power tariff for expending on development activities during the current fiscal”, he said and added that placing of such conditions makes the situation often more difficult. The Chief Minister said that despite all odds on the financial front his Government is determined to move forward on road to progress and reach out every area for inclusive and equitable development. He said expansion programmes in health and education sectors have been chalked out for the current fiscal besides consolidation strategy. Prasad said that since January, 2013 more than Rs. 2.5 crores have been disbursed among the jawans and officers of the organization which include welfare loan and relief to serving personnel, welfare relief to retired personnel and the widows of deceased policemen and financial assistance to families of martyrs for marriage of their daughters. Detailing different welfare schemes, the DGP said that the organization has been prioritizing the welfare of its personnel and their families by providing financial assistance under various schemes. He said that this relief package has been possible because of the initiation of Central Police Welfare Fund (CPWF) which was started way back in 1983. Since this fund is exclusively generated by monthly contribution from police ranks with no supplementation from government, the relief to the families of such personnel was enhanced from time to time with corresponding increase in monthly contribution, he disclosed.

Probe the deaths
M
ysterious death of two Kashmiri youth in Mumbai and Jaipur and subsequent strong reaction from public has once again brought into focus the plight of Kashmiris outside the state. Death of the two youth follows mysterious death of Pulwama youth Mudasir Malla in Hyderabad in March this year. The family of the Mudasir described the death a cold blooded murder and refuted the claim of Hyderabad police that he committed suicide in the hostel room. Death of two more youth in Mumbai and Jaipur has created panic among the parents whose children are studying or working outside Jammu and Kashmir. As rightly demanded by various political parties, there should be a proper probe into the reasons behind the twin deaths so that the apprehensions of the parents are cast away. After the fresh trouble in old city and other parts of Kashmir valley, police is saying that they have nothing to do with the incidents but are in touch with their counterparts on the matter. It seems that like previous incidents, the fresh happenings too would be forgotten with the passage of time. So far Chief Minister Omar Abdullah has not commented over the fresh deaths but other political leaders have come up with their statements. This is not for the first time that the authorities in Kashmir had to make statements regarding the incidents, involving students from Valley in other states. They have been doing so as the reports of harassment of Kashmiri students have been occurring outside. Some students were beaten by members of Sangh Parivaar at Dehradun recently. A number of them returned home leaving their studies half way due to continuous harassment. Many students were beaten and harassed in various parts of the country post Afzal Guru hanging. A number of other students too were detained in the past and interrogated on the suspicion of having militant links. Parvez Rasool, the Kashmiri cricketer, who recently made it to Team India and Pune’s team for IPL, too had to undergo humiliation at the hands of Bengaluru police after a blast at Chinnaswamy Stadium. He was grilled for hours together by the cops and released only after nothing was found against him. The cricket officials and the government machinery also got in touch with Karnataka government on the issue. Former chief minister Ghulam Nabi Azad had to write to his counterparts in other states as the harassment increased. He wrote them not to arrest Kashmiris without informing the CID department in Srinagar and Jammu. Almost similar letter was dashed by the chief minister Omar Abdullah to the chief ministers in other states following reports of police harassment to Kashmiri youth in other states. But there seems to be no end to the miseries of Kashmiri youth. It would be premature to say if the latest deaths were cause of harassment or were accidental deaths but there needs to be proper probe into such incidents. The Jammu and Kashmir government should take up the issue with respective governments and find out the reasons for these deaths. Also a special investigation team of Jammu and Kashmir Police should be deputed to these states to investigate the killings. This will serve a dual purpose. First Kashmiri youth won’t be taken for granted and harassed according to whims of the local police. Secondly it will dispel the doubts of the families who relatives have died. Also Kashmiri people living in other states will regain some confidence that their state government is backing them in need of hour.

rogressive fragmentation of land holdings, degrading natural resource base and emerging challenges of climate change are resulting in increased pressure on land and water. Required agricultural production and a diversified food basket to meet the requirement of the increasing population with higher per capita income, has to emanate from the same limited net sown area by increasing productivity with an optimal use of available technologies, water and land resources. The Department of Agriculture & Cooperation (DAC), Ministry of Agriculture, has been actively working towards strengthening agriculture sector in the country by devising new and innovative programmes for the benefit of farming community. In order to meet the growing food requirement, Rashtriya Krishi Vikas Yojana (RKVY), launched in August 2007, incentivizes the states to increase public investment in agriculture and allied sectors taking agro climatic conditions, natural resource issues and technology into account and integrating livestock, poultry and fisheries fully while providing more flexibility and autonomy to the states in planning and execution of schemes. It has become the principal instrument for increasing the States’ investment in the agriculture sector which now includes several commodity specific measures namely Bringing Green Revolution to the Eastern Region of India (BGREI), Special Initiative for Pulses and Oilseeds, Accelerating Fodder Production, Creating Vegetable Clusters, NutriCereals, Oil Palm Development, Protein Supplements, Rainfed Area Development Programme and the Saffron Mission. In a new study, researchers have shown the combined effect of neuroprotective therapies - voluntary physical exercise and daily intake of melatonin, against Alzheimer's in mice. According to a group of researchers from the Barcelona Biomedical Research Institute (IIBB), in collaboration with the University of Granada and the Autonomous University of Barcelona, daily voluntary exercise and daily intake of melatonin, both of which are known for the effects they have in regulating circadian rhythm, show a synergistic effect against brain deterioration in the 3xTg-AD mouse, which has three mutations of Alzheimer's disease. "For years we have known that the combination of different anti-aging therapies such as physical exercise, a Mediterranean diet, and not smoking adds years to one's life," Coral Sanfeliu, from the IIBB, told SINC. "Now it seems that melatonin, the sleep hormone, also has important anti-aging effects," Sanfeliu said. For the study, the experts analysed
the combined effect of sport and melatonin in 3xTg-AD mice which were experiencing an initial phase of Alzheimer's and presented learning difficulties and changes in behaviour such as anxiety and apathy. The mice were divided into one control group and three other groups which would undergo different treatments: exercise -unrestricted use of a running wheel-, melatonin -a dose equivalent to 10 mg per kg of body weight-, and a combination of melatonin and voluntary physical exercise. In addition, a reference group of mice were included which presented no mutations of the disease. "After six months, the state of the
mice undergoing treatment was closer to that of the mice with no mutations than to their own initial pathological state. IAF's MiG-21 fighter plane crashes in Rajasthan, pilot killed
JODHPUR: A MiG-21 Bison fighter aircraft of the Indian Air Force crashed today while landing at Uttarlai airbase in Rajasthan's Barmer district, killing the pilot. "One MiG-21 Bison crashed at the Uttarlai airbase at about 0930 hours. The pilot sustained
fatal injuries," the IAF said in a statement. The aircraft had taken off with its Flight Lieutenantrank pilot from the airbase for a routine training sortie and crashed while landing at the runway, officials said. Defence Ministry spokesperson in Jodhpur Colonel S D Goswami said a Court of Inquiry has been ordered to ascertain the reason behind the crash. There was no reported loss to civilian life or property, he said.
Last month also, a MiG-21 plane from the same airbase had crashed but the pilots had managed to eject safely. The vintage MiG-21s have been in service for over 40 years now and they are expected to continue flying till 2018-19 in view of the delays in the induction of the indigenous Light Combat Aircraft. The IAF had inducted over 900 MiG-21s in its fleet over a period of 40 years, half of which were lost in different crashes. This year, this is the sixth crash involving an IAF aircraft and fifth of a fighter plane. The aircraft which have crashed this year include one each of MiG-29, MiG-27, Su30MKI and Mi-17V5 mediumlift helicopter. Two MiG-21s have crashed this year.

The programme gives the nation's two-thirds population the right to get 5 kgs food grains per month at highly subsidised rates of Rs 1-3 per kg. The government would require 62 million tonnes of food grains to implement this programme, costing the exchequer Rs 1,25,000 crore annually.
Armed robbers push 60-year-old woman out of moving train, rob off her jewels and cash A 60-year-old woman was thrown out of a moving Shatabdi Express by two armed robbers on Saturday night after robbing off her jewels and cash. The woman, identified as Saroj, lived in the Nehru Nagar area of Ghaziabad. She was found unconscious along the railway track near Ghaziabad railway station. Saroj, who has ustained injuries on her head, hands and legs, is currently recuperating at Sarvodaya Hospital. A case has been registered at Government Railway Police (GRP) station in Ghaziabad based on a complaint by her husband, Ramlal Chutani.The woman was returning to Ghaziabad from Lucknow, where she had gone to visit her son. According to the police, she was carrying a purse containing a gold chain, a mobile phone and Rs.12,000 in cash. “The incident took place at Ghaziabad railway station when she was preparing to deboard train when two robbers tried to snatch
her purse containing her jewels and cash. When she resisted, she was pushed off the moving train. After the incident, she was rushed to the district hospital and she was later admitted to Sarvodaya Hospital in Ghaziabad,” a senior police officer said.The police officer said the train wasn’t moving at a high speed as it was to stop at the station, so the woman did not suffer serious injuries. The police are scanning footages of CCTVs installed at the station to identify accused.

Gopalaswami and several other former senior officers of the government have contested the appointment of Shashi Kant Sharma as the Comptroller and Auditor General (CAG) on the ground that the procedure for the appointment of the CAG was bereft of transparency and was opaque. The petitioners have contended that the incumbent CAG was placed in a position of conflict of interest as he would be examining some of the controversial defence deals that were concluded during his tenure in the defence ministry and as the defence secretary as well.

Uttarakhand floods: Vijay Bahuguna refuses to declare 5,748 missing persons dead
Hoping against hope, Chief Minister Vijay Bahuguna on Monday refused to declare as dead the 5,748 persons missing after the June 16 calamity in Uttarakhand, saying the mission to find them will not be given up. However, as the deadline for finding the missing ended, he said the process of paying monetary relief of Rs 5 lakh each to the kin of those dead and missing will begin from Tuesday. But if the missing persons are found, the family will have to return the relief money, he said. Addressing a press conference along with Union Minister of State for Planning and Parliamentary Affairs, Rajiv Shukla, the Chief Minister said the search for finding the missing will go on. "This is hoping against hope but we can't declare them dead.The mission to find them out will go on as we still hope that the missing surface and return to their homes," he said. The Chief Minister had said last week that those who are still missing will be presumed dead if they remain untraced till July 15. "A total of 5748 persons are missing till date since the tragedy devastated large parts of the state about a month ago," he said, adding 934 out of them are from Uttarakhand. HYDERABAD: The Congress seems to have won the first round of battle over Telangana issue by silencing the main protagonist K ChandrashekarRao of TelanganaRashtraSamithi (TRS). Usually vocal in attacking the national party, KCR distinctly toned down his jibes on Sunday when he broke silence after the Congress core committee referred the vexed statehood issue to the party's working committee(CWC), which the political watchers say indication of the TRS moving closer the ruling alliance UPA. "We can't trust Congress just because it referred the Telangana issue to the CWC. The separate statehood for Telangana would be reality only when the bill is passed in both the houses of the parliament for which we have to step up the fight," KCR said in a public function at his party office in Hyderabad.
"I won't believe Congress even if the bill is introduced in the Parlaiment. What is the guarantee that it would not see the fate of the Women's Reservation Bill?" he wondered. However, he did not call the voters to defeat the Congress in the next elections. He did not chant the slogan he had coined recently, 'Congress ku Khatham Karo Telangana hasil karo'.
Nor did he call upon people of Telangana to vote his party so that it could bag 15 Lok Sabha seats of 17 and 11 assembly seats of total 119 in the region as he used to do in public rallies till recently. He chose not to say the TRS would go all alone to fight the simultaneous elections for the parliament and assembly due for May next year. All this, the experts feel, is pointing to the possibility of the TRS either merging with the Congress or entering an alliance with the grand old party before the general elections. While insiders in the TRS endorse the view, they said KCR would come open with his plans just closer to the announcement of the elections. "We have already made it clear that the TRS would be merged with the Congress in case the ruling party grants the statehood for Telangana. Now, it should not be seen as a crime if we join hands with the Congress
even when it moves in forward direction in carving out Telangana state," said a politburo member of TRS. KCR is understood to have hatching a plot according to which his party would highlight the earnest efforts of the Congress to resolve Telangana issue even when the ruling party comes up with a comprehensive plan which can only be implemented post elections, and lend support to the UPA in the interest of the region. However, there seems to be a hitch. While the Congress is already facing a problem of plenty, the party would find it tough to satisfy its cadre aspiring for the party ticket to contest elections as the bonhomie of the TRS would come with an extra baggage. "Even though we can welcome the TRS to the Congress fold, it is difficult to say we can accommodate aspirants of that party as candidates for the elections.
