2 die in separate incidents across JK Srinagar, Jan 15: Two persons died on Wednesday in two separate incidents across Jammu and Kashmir, a police official in a statement issued to GNS said. “Vijay Kumar son of Ram Chand resident of Emli, Samba, Jammu presently residing at Skalzangling Leh was found dead at his residence at Skalzangling Leh”, the official said, adding police has registered a case under section 174 CrPC in this regard to ascertain the cause of the death. Girl sets herself on fire, dies in hospital Kupwara, Jan 15: In a Shocking incident, a 20 years old girl set herself on fire in North Kashmir’s frontier district of Kupwara on Wednesday. Police said that they are trying to ascertain what prompted teenager to take this extreme step. Police sources said that a girl (name withheld) in Manigah Kupwara after sprinkling kerosene all over the body set herself on fire. The girl was shifted to local hospital where from she was rushed to SMHS hospital in critical condition. Police said that the girl has received 95 percent burn injures and she ultimately breathed her last at the hospital. Police has registered a case in this regard. (CNS)

Mumbai, Jan 15: A local court in Mumbai trying the case of Lashkar-e-Taiba operative and 26/11 key handler Sayed Zabiuddin Ansari alias Abu Jundal, today issued non-bailable warrants against 12 more accused in the Mumbai terror attacks case. Special prosecutor Ujjwal Nikam told media persons that all the 12 persons against whom the court today issued NBWs are allegedly based in Pakistan. Earlier, the court which conducted trial

against terrorist Mohammed Ajmal Kasab had issued NBWs against 35 accused. With this, the total number of wanted terrorists in the 26/11 case has gone up to 47. Those against whom NBW has been issued include Major Sameer, Sajid Mir alias Vashi and Commander Yakub. Sajid, according to police, was present at the control room set up in Pakistan during the strikes, which left 166 dead and many more injured on November 26, 2008.

Shopian killings Justice Koul Commission gives 3 day time to CRPF for reply Srinagar, Jan 15: The one man commission probing the killing of four youth in CRPF firing in Shopian Township of south Kashmir on September 7, granted three days time on Wednesday to the CRPF counsel to submit the counter report. Official sources told GNS said that Justice (Retd) M.L. Kaul, Commission of Inquiry today visited Shopian Township and held a hearing at the Circuit House. The hearing was attended by the victims and the counsel for the Union of India on behalf of the CRPF. The counsel sought some time for production of his counter report which he could not produce due to the fact that the counter could not be vetted by his legal cell till date.“At his request, time was granted to the counsel. Srinagar, Jan 15: Opposition Peoples’ Democratic Party (PDP) Tuesday said that chief minister Omar Abdullah is well within his powers to revoke Armed Forces Special Powers Act (AFSPA) in Jammu and Kahsmir. “All Mr Omar Abdullah has to do is to withdraw Disturbed Areas Act, the AFSPA will automatically go,” PDP chief spokesman Naeem Akhtar told KNS, adding that so far the state government has failed to make any serious attempt to revoke AFSPA. He further accused Omar of making non-serious statements about the revocation of the black laws from the state. “Mr Omar keeps on changing his statements over this sensitive issue. On October 21, 2011, he claimed that AFSPA will be revoked within two days, then he said he will revoke the law after Darbar move. New admin units as per aspirations of people: Govt Jammu, Jan 15: State government on Wednesday said that Cabinet Sub Committee has been constituted to ensure that new administrative units are formed in a transparent manner and as per aspirations of the people. Cabinet Sub Committee (CSC) constituted to examine the creation of new administrative units today met with representatives of various political parties and civil society members of Jammu district as well as left over districts of Jammu province. 40 delegations including left out delegations from district Poonch and Udhampur called on CSC at State Guest House. Videos showing corporal punishment JKPSUF demands inquiry and punishment to culprits

Srinagar, Jan 15: Jammu and Kashmir Private Schools United Front (JKPSUF) has demanded an immediate inquiry into the recent surfacing of videos on social media wherein teachers seem to be tormenting small children by subjecting them to various forms of corporal punishment. In a statement issued to KNS, the Front said that it is a shame for the state education sector wherein such crude methods of punishment go unnoticed. “We are highly disturbed by those videos that have surfaced on social media like Facebook and Youtube and in which students appear to be undergoing torture,” said G N Var General Secretary JKPSUF. “And the worst part is that the teachers in atleast one of the videos seem to be enjoying it.” The front demanded an immediate inquiry into these incidents. “The government particularly the department of education should immediately investigate these videos and identify the culprits, whether they in private or government sec-

Eve-teasing; Parents seek stern punishment for eve-teasers

Srinagar, Jan 15, CNS: The presence of eve-teasers in Nawab Bazar and Kaka-Sarai areas of Srinagar city has rattled parents of tuition going girl students. The eve-teasers are source of nuisance for these young girl students. A delegation of parents from Nawab Bazar and Kaka-Sarai told CNS that the girl students on way to their coaching centres are frequently being harassed and annoyed by eve-teasers. “Eve-teasers are always present on Sheeren Bagh Bund locally known as ‘Sunar Kul’ near Government Dental College Srinagar. My daughter, a class 9th student, who takes tuition at Kaka-Saria frequently, complain that these eve-teasers pass lewd comments while she passes through the bund. UPA and of course, the Internet which is coming on now in a big way. There is also an urgent need for a lot of films to portray the people with disabilities in the right light. Of course, there are films like Nache-Mayuri, Iqbal, Taare Zamin Par, Sparsh etc. who have sensitively dealt with disability related issues but they have been far and in between. It is time that the Small Screen also starts programmes on disability related themes, as this will help in bringing disability right into the family space and help bring disability out of the closet into the open, thereby leading to greater acceptance of disability, which is the first step towards rehabilitation. The Minister added that it has been our experience that persons with disabilities given proper support and right environment have excelled in various fields, like education, employment, art, painting, music and dance. If we look at people like Rajeev Bagga (hearing/speech impaired), a National Badminton Champion in the early 1990s, Garimella Subramanium (visually impaired), a senior journalist with the Hindu, Prabha Shah (hearing/speech impaired), a painter/artist, Sudha Chandran (Orthopedically challenged), a dancer/actress, we are compelled to think differently. There is hope, there is ability, there are pathways that can take us forward, there are solutions that can help us break free of the strangehold of challenges. Disability is thus a matter of culture, attitude and not physical impairment. People with disabilities enrich our lives in ways we cannot begin to fathom and those of us lucky enough to be part of rehabilitation process have experienced positive changes that have been brought about in the lives of PwDs, their care-givers and society around. The Minister concluding with a quote from Dr. Helen Keller, “Until the great mass of the people shall be filled with the sense of responsibility for each other’s welfare, social justice can never be attained”. More than 280 participants with disabilities from all over India will perform in the various events organized, such as National Programme of Dance and Music in which 95 items will be presented, a day-long Film Festival of 21 films on 16th January on Disability related themes and 5 exhibitions titled Colours of Ability displaying 60 art works, 9 Abilympics Champions, 21 ‘Disabled Artisans and craftsman in action’, and products made by them along with enabling aids and assistive devices for PwDs. CPI (M) Stages protest against irregular power supply, shortage of essential commodities in South Kashmir Srinagar, Jan 15: CPI (M) activists Wednesday held a massive protest demonstration in South Kashmir’s Kulgam district against irregular power supply, dismal functioning of Public Distribution System (PDS), scarcity of essential commodities and safe drinking water. The protesting activists marched from Bus Stand to Mini Secretariat carrying placards, banners and shouting slogans. The demonstration culminated into a public rally at Mini Secretariat which was addressed by various party leaders. Addressing the protesters these leaders said that the overall power supply system in the state has become too faulty to cater to the genuine energy needs of consumers. As the valley is face to face with a grim electricity scenario, Kulgam district seems to be at the receiving end of this power crisis. Some rural areas of

the district receiving erratic power supply are for the most of the time facing numerous problems on account of low voltage and the people are compelled to arrange alternative sources of illumination, they asserted. The CPI (M) leaders lamented on the Power Development Department (PDD) for its failure to address the situation surfaced due to damaged transformers. The step-down transformers, installed in the rural areas of the district develop technical snags and the consumers are left helpless in darkness for weeks together. On the dismal functioning of Public Distribution System, they said that a substantial number of families have been left unregistered with Consumer Affairs and Public Distribution (CAPD) and they are forced to procure the ration from open market at un-affordable pric-

These leaders remarked that ration is being provided to the households on 2001 census and the government does not bother about the families that have split since 2001 and need ration. “The Public distribution system has gone for a toss in the valley and poor people are denied an opportunity of availing the ration, the party leaders said and added that the government was not in a mood to infuse responsiveness and accountability in its machinery to solve the peoples’ problems. The protesting activists demanded early restoration of freezed water pipelines to ensure smooth supply of safe drinking water. Srinagar, Jan 15: Jammu and Kashmir Liberation Front (JKLF) Wednesday during a protest sit –in demanded the release of political prisoners lodged in various jails including senior separatist leader Dr. Qasim Faktoo. According to the KNS correspondent, JKLF held a protest sit-in at Partap-Park Lal Chowk in solidarity with the prisoners of Jammu Kashmir. The sit in was led by JKLF zonal president leader Noor Mohammed Kalwal and was attended by hundreds of JKLF leaders and activists. The reports stated that the protestors raised slogans in favor of prisoners and held banners and placards bearing slogans against the atrocities committed against the prisoners of Jammu Kashmir languishing in jails all over India.

Pulwama, Jan 15, CNS: Life was paralysed on Wednesday for the fifth consecutive day in South Kashmir’s Litter area of Pulwama district as people continued to oppose the government proposal for not granting tehsil status to Litter. Litter which connects Islamabad with Pulwama district is on boil and no vehicular movement has been reported from the past five days in the area. Hundreds of Litter and adjacent residents erected tents on roads on Wednesday and observed a hunger strike. Cruising through Dal Non-performing LAWDA to charge entry fee for visitors

Srinagar, Jan 15, CNS: A day after Jammu and Kashmir Lakes and Waterways Development Authority (LAWDA) decided to charge entry fee from visitors who will cruise through world famous Dal Lake, tourist players have said that it will send a wrong signal across the globe. They have suggested that it is better for LAWDA to charge Rs 100 from Shikara owners per season than to levy entry fee for the visitors.LAWDA, a government agency responsible for conservation of the Dal Lake has decided to charge Rs 10 from every visitor who intends to cruise through Dal Lake from February 1. “We are not going to charge from any Kashmir but only visitors have to pay this entry fee. This amount will help us to maintain this precious water body,” Vice Chairman LAWDA, Irfan Yasin told CNS adding that LAWDA is spending huge amount on the maintenance of the lake.LAWDA is mulling to depute waterways officers at 16 Entry Points (Ghats) of Dal Lake who will issue tickets to the visitors before taking a ride in the water body.Besides general public, Tourism stake holders have castigated LAWDA for coming up with such a plan. Former Chairman House Boat Owners Association, Azim Tuman told CNS that nowhere in India or world, visitors are charged for cruising through water bodies. “It is not the question of Rs 10 but we have to analyze the development properly. Most of the time visitors comprising of families cruise through Dal and they always will not prefer to pay for 6 to 7 members of the family. Ultimately it will affect the business of Shikara owners,” Tuman said suggesting that government should charge Rs 100 for season from Shikara owners.

EDITORIAL/ OPINION Strong ties in the best interest of India and Pakistan

T

he ups and downs in Indo-Pak relations have created chaos and confusion in the sub continent. This has also resulted in wide spread disappointment amongst the people of the two countries who want better understanding and better relations so that people to people contact is increased and business activities get a boost. However despite several confidence building measures the ties between India and Pakistan have not been as strong as anybody in the sub continent would expect them to be. The political compulsions of the people at the helm of affairs in both the countries have played their role as everybody is hesitant to leap forward an extra mile in cementing the relations. The recent statement of Prime Minister Dr. Man Mohan Singh that it was his mission to visit Pakistan had created new hopes of cordial relations between the two neighbours but Pakistan as usual issued a disappointing statement saying that the talks on high level can only be resumed after the general elections in India. This statement has added to the confusion as both the countries should go forward on improving their relations keeping aside the democratic process which takes place in India smoothly and the transfer of power from one party to another in case of a defeat has never been complicated as has been in Pakistan. Democracy in India is deep and strong rooted so the foreign policy of the country hardly changes with the change of government at union level. If Pakistan is honest enough it should welcome the Prime Minister Dr. Man Mohan Singh to visit Pakistan so that all outstanding issues between the two countries are addressed amicably and through a sustained dialogue process. The dialogue between the two countries is presently snapped hence there is an urgent need to revive it. The confidence building measures which were initiated since last some years need to be strengthened and more confidence building measures should be introduced which will help to normalize the relations as soon as possible. India and Pakistan can become world’s strongest economies if they strengthen their business ties and declare each other a most favoured business partner. This will also help to develop the marketing avenues within the two countries and outside the two countries for their products particularly in the food and fruit packaging, software and information technology etc. The two have ample resources. What they need is to leave animosities behind and create an atmosphere of cordiality between themselves.

What is Insurance Repository? “Insurance Repository” means a company formed and registered under the Companies Act, 1956 (1 of 1956) and which has been granted a certificate of registration by Insurance Regulatory and Development Authority (IRDA) for maintaining data of insurance policies in Electronic form on behalf of insurers. The Insurance Repositories provide the ease of holding Insurance policies issued in an electronic form. 2. What is the objective of an Insurance Repository? The objective of creating an insurance repository is to provide policyholders a facility to keep insurance policies in electronic form and to undertake changes, modifications and revisions in the insurance policy with speed and accuracy. In addition, the repository acts as a single stop for several policy service requirements. The Insurance repository system also brings about efficiency and transparency in the issuance and maintenance of insurance policies. 3. Can any individual/firm act as an Insurance Repository? No, Only an entity which is registered under Company’s Act and who is granted a ‘Certificate of Registration’ by Insurance Regulatory and Development Authority (IRDA) can act as an Insurance Repository. 4. Can Insurance repository sell/solicit Insurance policy? No, Insurance repositories cannot sell/solicit insurance policies. They are authorized only to maintain the policies in electronic form and provide a service record of all insurance policies. 5. What is an eIA (e-Insurance account)? e-IA stands for e-Insurance Account or “Electronic Insurance Account” which will safeguard the insurance policy documents of policyholders in electronic format. This e-Insurance account will facilitate the policyholder by providing access to the insurance portfolio at a click of a button through internet. IRDA has granted the Certificate of Registration to the following five entities to act as ‘Insurance repositories’ that are authorized to open e-Insurance Accounts. Who is an Approved Person (AP)? An Approved Person is a Point of Sale (PoS) appointed by Insurance Repository and will be working on behalf of Insurance Repository to extend the IR services. 9. What is an e-Insurance account application form? Where can it be obtained from? An e-Insurance account application form is one that is used by an individual to open an e-insurance account with the Insurance Repository. This form would be available with Insurance Company, Insurance Repository or an Approved Person. 10. What are the requirements to be completed for opening an e-Insurance account?

How will I come to know that my e-Insurance account has been opened & how will I receive my User ID & Password? Once e-Insurance account is created, you will receive a welcome kit. A pin mailer shall be sent separately. Using the login credentials and PIN, you can access and start using your e- Insurance account. 15. Can I convert my existing paper polices into electronic policies? Yes, it is possible to convert the existing paper policies into electronic form. A service request may be made to the Insurance Repository or Insurer or the Approved person in this regard. 16. If I already have an e-Insurance account, how do I buy a new policy in electronic form? Once you have opened an e Insurance Account, to buy a new policy in electronic form, you just need to quote your unique e-Insurance account number in your new insurance proposal form and make a request to issue poli-

All Life insurance, Health insurance, General insurance & Annuity policies that are issued by registered insurance companies with IRDA and who have signed up with the Insurance Repositories are eligible to be held in the electronic form. 18. How can I come to know that my policy is successfully credited into my e-Insurance Account? You will receive a mail and SMS on your registered e-mail id and mobile number. 19. What are the charges for maintaining policies in electronic form? All the services provided by Insurance repositories are FREE of charge. 20. What are the benefits of holding Insurance Policies in electronic form? The following are the broad benefits of holding Insurance Policies in electronic form: Safety: There is no risk of loss or damage of a policy as is common with paper policies; the Electronic form ensures that the policies are in safe custody and can be easily accessed whenever and wherever needed. A copy of the policy can be downloaded at any time by accessing the e-Insurance account. Convenience: All insurance policies, be it life, pension, health or general, can be electronically held under a single e-Insurance account. This means all details of all policies are available in a single account (place). The details of any of the policies can be accessed at any time by logging on to the online portal of Insurance Repository. Single Point of Service: Service requests in respect of e-Insurance account or any of the electronic policy can be submitted at any of Insurance Repository’s service points. A single request can sometimes cater to the requirements of several Insurers. As an illustration, a single change of address request made to the Insurance Repository can update the policies issued by multiple Insurers. There would be no need to go to several offices of individual Insurers for service. Less Paper work and savings in time: An e-Insurance account holder is freed from the trouble of submitting KYC details each time a new policy is taken. Further, any changes in personal details like address or contact number can be effected through a single request thus saving onpaper and time. Statement of Account: At least once every year, the Insurance repository would send a statement of account to the e–Insurance account holder with the details of the policies of the account holder. Payment Options: Premium for all the policies can be paid online and several service requests can be logged from the e-Insurance account. Increased number of service touch points: Since, the Insurance repositories function in addition to the Insurers, the policyholders will have increased number of touch points for having their servicing needs attended. Easy payout transfers: Policy benefits would be paid through electronic facility to the registered bank account, thus ensuring speedier and convenient settlement. Single view: Single view of all policies will be made available to an authorized person in case ofdeath of the e-Insurance account holder. 21. What all policy details will be available in the e-insurance account? A list of all policies that are credited will be available in the e-Insurance account. For each policy, policy level details like the status, commencement, maturity/expiry, nomination, assignment, endorsement, address, terms and conditions etc., would be available. In addition, the e-Insurance account holder will be able to download a copy of the policy bond.

22. What is the procedure to effect changes in my policy or e-Insurance Account? Should the request be made to the Insurance Company or IR? All requests in respect of either your e-Insurance account or any of the electronic policies may be made to the Insurance Repository. However, requests in respect of the policies can also be made directly with the Insurer concerned. Upon a request, the Insurance repository would handle all servicing needs that fall within scope of their services directly and would forward the others to the Insurer concerned. An update to the policyholder would be provided by the Insurance Repository on the status of the request in respect of all the requests that it receives. 23. Who is an Authorized Representative and what is his/her role? An Authorized Representative is a person who is appointed by e-Insurance account holder to operate his/her e-Insurance account in case of unfortunate demise or incapability of e- Insurance account holder to operate the account. The Authorized Representative will intimate the Insurance Repository about the demise/incapability of policyholder with valid proof. An Authorized Representative has only access rights to the e-Insurance account in the event of demise of the policy holder. The Authorized Representative would only act as a facilitator and is not entitled to receive any policy benefits unless designated as a ‘nominee’ or ‘assignee’ by the deceased policy holder. 24. Can an Authorized Representative be changed? Yes, Authorized Representative can be changed by making a request to the Insurance Repository. 25. Can ‘Nominee’ and ‘Authorized Representative’ be the same person? Yes, both Nominee and Authorized Representative can be the same person. 26. What is the grievances redressal mechanism at Insurance Repository? Every Insurance repository will have a policyholders’ grievances cell to address the grievances in respect of repository services and electronic policies held by them. 27. What communications shall the e-Insurance account holder receive in a hard copy? · Welcome Kit with details of e-Insurance Account and modus operandi of its operation, the login ID. · A Pin mailer with the password. · The statement of account giving the details of all policies held whenever additional insurance is taken or a policy matures/ surrendered/ lapses would be provided to the e-insurance account holder. · When a new policy is issued the insurer shall send an insurance information sheet containing the basic details of insurance policy to the address stated. 28. Is it possible to shift from one Insurance repository to the other? Yes, the e-Insurance account holder will have an option to shift from one Insurance Repository to the other. All the policy details and transaction history would then be transferred to the new Insurance repository. 29. Is it possible to opt out of the Insurance repository system? Yes, the policyholder shall make a request to his insurer and upon completion of all formalities in respect of the same, the hard copy of the policy document shall be made available. 30. How will the Authorized person deal with the e-Insurance account? After the demise of the e-Insurance account holder and after settlement of all insurance claims, the Authorized representative needs to make a request to the Insurance Repository to close the e-Insurance account.

Village Tourism: The Darap Way

arap village, around six kilometres away from famed tourist destination Pelling, has shown how the concept of village tourism would be possible when people from all classes get involved in economic activities and weed out poverty. With the dream to promote and develop the Limboo village as a tourist destination by using local resources, Mr. Sushil Tamang formed Darap Eco Tourism Committee in 2005 – the youth revolutionary year in Sikkim – drawing in members of the society. Through this apex committee, he helped develop home stays in the village houses, identified potential destinations for villagers and created an infrastructure to develop the tourist spots. The activities were slow in the first year but picked up gradually when more people joined in to develop the concept. Eight families, registered with the committee started functioning over 20 ethnic

houses as home stays, each family having two-three single or double bed rooms to accommodate the tourists. As months passed by, the members of the committee came up with several offbeat attractions that would entail participation of people from all sections of the society. Attractions came in the form of traditional way of ploughing fields, milking cows, cookery using firewood, carpet weaving, making and drinking local brews around a hearth while sharing folktales, village and jungle walks, learning local language, etc. These attractions, besides being appreciated by the guests also generated massive interest when various stakeholders from the Society took it to international conventions and travel and trade fairs across the country. For the adventurists, the home stays started options of trekking, picnic, angling, swimming and mountain biking. Besides, Darap’s proximity to various tourism spots and places of historical

and scenic significance are an added advantage. With such varied attractions, the committee has since its inception managed to pull more than 5,000 visitors including a few hundred foreigners. Unlike yesteryears, the locals making a population over 3,000 under Darap-Nambu Gram Panchayat Unit, through varied subsidiary units like dairy and poultry farming, shops, etc., have a regular flow of earning now. The inflow of tourists in the village was 1,894 in April to June 2011. This is an indication that the idea of developing the place, as an offbeat destination for tourists willing to pay more than the usual hotels in Pelling has changed the lifestyle of the local people. For having shown “a tremendous amount of dedication, persistence and growth” since the inception of the Darap Eco-Tourism Committee, Mayfair Resorts had also chosen the village for a short tie-up, assisting them in

capacity building, human resource development, marketing assistance and creating a sustainable business development module for the village. With this, it is also obvious that community initiative led by Sushil Tamang towards promotion and development of Darap has been realised vis-a-vis in generating wide range of employment opportunities and livelihood support of many families in the village. The initiative has also been appreciated by the Sikkim government as Sushil was conferred with the States highest civilian award (the Sikkim Sewa Samman in entrepreneurship) on the occasion of State Day on May 16, 2013. Darap has also been featured by Leap Local, best travel website of the United Kingdom, 2012 as one of the top ten locals in tourism in the world for his remarkable contribution towards society for local employment generation, which was published by Guardian Newspaper in its June 19, 2012 edition.
