Srinagar, Jan 16: Police have arrested three drug peddlers from Safakadal area of Srinagar city and were identified as Abdul Majeed Ganai son of Ghulam Qadir Ganai resident of Pampoosh Colony Safakadal, Muhammad Rafiq Kaloo son of Abdul Rehman Kaloo resident of Rakh Colony, Safa Kadal and Shabir Ahmad Dar son of Ali Muhammad Dar resident of Nasrullah Pora Budgam. “110 Tablets of Stimat (prachloro parazine), 90 Tablets Alprax (Alprozome) and 26 very small packets of contraband substance which apparently seems to be Brown Sugar (Di-Acetyl Morphine) wrapped in crude paper were recovered from their possession”, the official said. “All the three youth were also under the influence of drugs”. “A case FIR No. 06/2014 U/S 21 NDPS has been registered against the arrested youths in Police Station Safakadal and investigation has been taken up”, the official added. Srinagar, Jan 16: As the two top positions in higher secondary part IInd results were bagged by Handwara in North Kashmir on Thursday, a pall of gloom descended on two other families in the same township with their wards committing suicide over their failure in the same examination. CSC Seeand Renewable Energy Farooq Abdullah, the coalition government under the dynamic leadership of Chief Minister, Omar Abdullah constituted a Cabinet Sub Committee to seek suggestions/demands of people from three regions of the state. The committee would submit a report to Revenue department for further creation of new administrative units. The Deputy Chief Minster said that government is determined to provide services to the people at their doorsteps and fulfill people's aspiration.

Jammu, Jan 16 (KNS): As a part of Road Safety Week, Jammu and Kashmir Traffic Police today organized a Motor Cycle Rally in Jammu. The rally, in which a large number of motor cyclists participated, started from Police Sports Stadium Gulshan Ground and culminated after passing through various routes of Jammu City. Director General of Police (DGP), Ashok Prasad, flagged off the rally and various senior officers including ADsGP, P. L. Gupta, Dilbag Singh and Transport Commissioner, Sourabh Baghat were present at the flag off ceremony. Speaking on the occasion, Prasad deliberated on the objectives for organizing such rallies and said that awareness among the masses about road safety measures would help to restrict road accidents. 2 separate burglary cases solved; goods recovered

Srinagar, January 16: Police on Tuesday claimed to have solved two separate burglary cases across Jammu and Kashmir and claimed to have recovered the stolen goods from the accused persons. “17 gas cylinders were reported to be stolen from a domestic gas counter shop situated at Aripal Tral. A case FIR No.06/2014 under section 380, 457 RPC was registered in police station Tral and investigation was taken up”, a police official in a statement issued to GNS said. He said that on 15-01-2014, police Tral after getting a tip-off recovered the stolen LPG gas cylinders from the possession of Mohammad Shafi Mir @ Shafi Tinga son of Assadullah Mir resident of Dadsara, Mushtaq Ahmad Bhand son of Ghulam Mohammad Bandh resident of Baragam Tral and Gurdeep Singh @ Deepu son Khujoor Singh resident Gadpora Tral. “All the accused persons have been arrested and are being questioned for further investigations”. In another similar incident, a restaurant owner Falail Singh lodged a complaint at Police Post Housing Colony Leh that four gas cylinders were stolen from his restaurant during the intervening night. “A case FIR No. 03/2014 U/S 457,380 /RPC was registered and a team headed by SI Meraj Giri under the immediate supervision of SSP Leh Dr.Sunil Gupta was constituted. During the investigation four suspects were called for questioning. One of them Rakesh Kumar @ Raku S/O Sham Lal R/O Dhar Road Udhampur confessed to the commission of the burglary”, the spokesman said, adding that the stolen property was recovered in a record time. Police arrests two eve-teasers ‘Feel free to approach police’

Srinagar, Jan 16, CNS: Police Wednesday said that it arrested 2 eve-teasers in Srinagar after a complaint lodged by a girl student in police station Safa-Kadal. According to reports, police took cognizance of the report appeared in a section of press about the alarming incidents of eve-teasing in Sunderkul area of Chattabal and after personal visit by police officials in the area two eve-teasers were arrested while police after interacting with locals assured them strict action will be taken against the eve-teasers. Defunct streetlights irk Anantnag residents

Anantnag, Jan 15, CNS: The defunct streetlights have become a source of tremendous inconvenience for the common people of Anantnag town. Residents and traders have demanded that streetlights installed in the town should be made functional at the earliest. They said the lights installed more than two years ago remained functional for a few weeks only. “Despite many representations for repairing or installing new lights, the municipal committee has not bothered to make the lights functional. In the absence of lights, we are facing a lot of inconvenience during evening and night hours. What is the point of spending lakhs of rupees on lights, when these are not functional,” Muhammad Maqbool, a local resident told CNS. The street lights installed on the main roads of the town including Khanabal-Pahalgam road , Lal Chowk, Cheeni Chowk, Mattan Chowk, Court Road, Achajipora, Shirpora, Kadipora, Sarnal and Janglat Mandi are lying defunct. Locals said that the Roads and Building (R&B) Electrical Wing and Municipal Council Anantnag which have been entrusted the job of installing and maintaining these street lights have not bothered to repair them or install new wherever needed. Additional Deputy Development Commissioner (ADDC), Bashir Ahmad Khan told CNS that he would look into the matter and will make it sure all the defunct streetlights be made functional. (CNS)

EDITORIAL/ OPINION Discourage defectors - Play clean politics

A

s the Lok Sabha elections are nearing different political parties at national and regional level have started preparing themselves for the big contest. Though the Congress party and its allies seem to be united but cracks have developed at some places and the allies have started going here and stray. The recent ups and downs in its prestige and pristine due to some scandals may cast the party very darely and it may suffer even worst in some states. The position of Bhartiya Janata Party and its allies is no different than the Congress party as the BJP itself has been involved in various scandals and its leadership has got jolt after jolt during past some years. Its allies in different states too have gradually lost their ground and can not be now as fruitful to BJP as they used to be in the past. Meanwhile the turncoats and opportunists have started defecting from one party to another so that they can encash the situation as better as possible in their favour. However it is clear that defectors hardly matter for any political coalition or party as the people know these now for several years and have tested their honesty and sincerity. The political parties admit these defectors with a lot of pomp and show and give a lot of media hype to their entry. This process is not only detrimental for the democratic institutions but also for the political parties where these turncoats make their entry. It should be a principle that no political party should encourage defection so that clean politics is played as far as the governance of the country is concerned. Democracy is a system where every individual or party has the right to contest elections, form any political party and contribute to strengthen the basic institutions of democracy and constitution of the country. When these defectors change sides, it makes mockery of our constitution and the democratic system and gives rise to political corruption as most of them are bought and sold by different political outfits. The trend has to be discouraged and clean politics has to be the mission and goal of every political party. In addition to these political defectors, the formal bureaucrats and trade unionists are allowed their entry by different political parties ignoring their past and using them as tools to criticize other political parties and level vague allegations. It is therefore the need of the hour to stop this practice in the best interest of the nation.

Army Medical Corps, Healthcare Beyond Battlefields...

I

n the Burma campaign of 1942, a brave young Indian captain lay by the Sittang River wounded in the stomach by a burst of Japanese light machine gun fire. Fearing for worst, British Major General D.T. Cowan pinned his own Military Cross ribbon on the valiant officer as it was never ever awarded to any dead person. The young officer eventually survived his near-death ordeal, thanks mainly to the army doctors. Years later as the army chief he went on to lead the Indian armed forces to one of its greatest military victory ever that saw the emergence of a new nation, Bangladesh. It is indeed the story of late Field Marshal Sam Hormusji Framji Jamshedji Manekshaw, remembered ever so popularly as 'Sam Bahadur'. Had it not been for an ironical twist of fate, it could have been Manekshaw himself playing the role of a saviour doctor, something he cherished to be in the footsteps of his former military-doctor father. That one of his younger siblings, Air Vice Marshal Jemi H.F.J. Manekshaw served as a doctor in the military would give Sam Bahadur a lot of satisfaction, reveals Major General B.N.B.M. Prasad, presently Commandant, Command Hospital, Kolkata, who was the personal physician to the late Field Marshal in his final years. The story only reinforces the truth that while universally soldiers are deemed men of steel, they are only as mortal as all of us. They also fall ill, get wounded in battles and succumb to injuries. Only a fit soldier - be it on land, air or sea -can effectively live to fight another day.

For ensuring soldiers soldier on, a fraternity of doctors, surgeons and nursing staff comprising the behemoth Army Medical Corps (AMC) that commemorated its 250th Raising Day on January 1, 2014, words fall short in their praise for having been around for nearly quarter of a millennium and still counting. The genesis of medical services in India was laid on the first day of the Gregorian calendar in 1764 when the Bengal Medical Service got first raised after the East India Company began employing military surgeons from 1745 onwards for its troops. The Madras and Bombay Medical Service followed suit in 1767 and 1779. Together they were responsible for the three Presidency Armies of Bengal, Madras and Bombay, respectively. In March 1896, the medical services of all the three Presidencies of the Company were integrated to form one Indian Medical Service (IMS) primarily responsible for medical care of the Indian Army. Incidentally, among the several historical monuments from the 18th century existing in and around Kolkata, stands a landmark building that was conceived and planned as a military general hospital by Lord Clive for Fort William in 1757. The monumental two-storeyed building located at 246 Acharya Jagdish Chandra Bose Road, Alipore, whose existence is recorded from as early as 1787 would eventually be turned into a 60-bedded military hospital in 1870. It remained here for nearly a century till it relocated to nearby Alipore in 1970, in its present day avatar as the Eastern Com-

YEGN – Mainstreaming the Youth

nemployed youth are the most vulnerable lot to be misguided, exploited or lured into unlawful activities. It was to involve the youth in constructive activities, enable them to get employment that a major initiative Youth Employment and Guidance Node (YEGN) programme was launched a few years back in border and remote areas of Jammu and Kashmir . The YEGN guidance and training to young men and women in various skills to equip them to either get a job or start their own enterprise , prepare them for recruitment in the army and other security agencies including paramilitary forces and help them acquire some expertise for self employment . Thanks to the YEGN under the Sadbhawna programme today many a youth have been recruited in army, paramilitary forces, railways, banks and many trained to earn a livelihood on their own. The YEGN centres have computer training facilities, facilities for training in different skills and competent personnel and expertees to guide the youth in getting gainful employment or seeking higher education or sitting for exams for recruitment in bank, railways and other fields. The youth that include a large number of students have also access to magazines and journals on general knowledge and competitive exams in various sectors besides Employment News magazine. Naresh Kumar from Deeng village took training as a plumber for a month at YEGN at the border village of Sainth. He was given a certificate of Diploma in Plumbing by MSME after successful completion of the training. Today he is able to earn about 10,000 rupees a month He says that sometime he is engaged on a daily basis or he gets payment for the particular job done. Twenty years old Rohit Kumar who had taken training from a polytechnic college in Jammu in plumbing, is today an instructor and is paid 500 rupees on daily basis. Inderjit Mahi from Jhanghar village says that he took training in repairing electrical gadgets like irons, fans , motor wiring and has been given certificate for the same. By repairing the electronic gadgets, he is able to earn some money. Inderjit wants to open his own repairing shop with the help of a loan at concessional rates. Tenth pass Sanjeev Kumar also from Jhangar village underwent similar training but wants further training in mechanics. Balwinder Kumar from a border village in Jammu division is a small farmer and is not able to earn enough to make both ends meet. In his 30’s Balwinder said at his age it is difficult for him to acquire some skill and get a job. He at the same time wants to supplement his income. The army under Sadbhawana Programme is giving him training as a mason. He says that masons are getting 250 to 300 rupees a day and he is hopeful that once his training is over; he too would be able to earn around 15,000 rupees a month. Many young men of Sainth Gram Panchayat and nearby villages have got training as a hair dresser and are now able to earn 200 to 250 rupees a day. Training is being provided in mechanics, welding, poultry farming, hairdressing, tailoring. In order to expand the scope of self employment, training in nursing and fisheries is also being included. Vivek from Sainth village has passed the physical fitness as well as med-

ical test. When we met him he was to appear for the written test for which he was well prepared. He says that youth were told about what all is required for recruitment in the army and other services and professions. They were also taken to the recruitment center to give them an idea of the process involved. Today he is hopeful of joining the army and serving the nation like his father who too was in the army. Vishal who has also cleared all the tests is waiting for an appointment letter from the BSF. He says the young men in border village are passionate about joining the forces. Another youth expressed similar sentiments. He says the youth from villages have the required physique and toughness to clear physical fitness tests. He said he has learnt discipline from the army and they are great source of inspiration for serving the nation . He too has cleared all other tests and would be appearing for a written test to join the Border Roads Organisation, BRO. Rakesh Kumar took admission in BA this year. He has benefitted a lot, he says from magazines and books on general knowledge and the employments news provided at the YEGN centre. He also takes computer classes provided by YEGN in the evening after college hours. Rakesh Kumar like many youth in the area wants to join army. Besides over sixty youth recruited in army, navy and other para military forces, many young men and women have acquired skills to enable them to start their own work. Many more have cleared the tests and are hopeful of being recruited soon. Teachers and students too are benefitting from the YEGN initiative. Vishal Sharma from Government High school Khairi village is a teacher. Although an MSc, he had absolutely no knowledge of computers. He underwent training by YEGN in Basics. He says the army provided the school with computers and then trained the teachers in using computers for about a month. They were guided about how they can make use of the computers to educate students and about related software. This is not all. In order to instill confidence in the youth, matches in different games including football, basketball etc, are also organized besides competitions in debates, essay writing and other academics and holding youth festivals to tap their talent. Adventure tours including trekking, mountaineering, and cycling are organized . Yet another programme that the army is conducting to expose the youth to the world outside their villages is to take them on educational tours the idea is also to broaden their vision. Rahul Kumar studying in government high school in Siddar recalls his tour to Pathankot, Chandigarh and Shimla and other places in Himachal Pradesh. He had never been out of his village. The Sarpanch of Sainth Gram Panchayat, Sukh Dev Singh said that YEGN has been of great help in involving the youth in constructive activities as well as diverting them away from undesirable activities. He said in one year alone 15 young men from his Panchayat have been recruited in the army and various other professions. Nearly 2,400 youth, including 538 girls have been registered with YEGN in remote and border areas in Jammu Division . The need is to channelize the energy of the youth in constructive activities and YEGN under Sadbhawna has played a significant role in mainstreaming the youth in remote border areas to quite an extent .

The old heritage building is now the Headquarters of Army's Bengal Area. Until WWI, the Indian Medical Service was pre-dominantly civil in character. The outbreak of WWII in 1939 led to the formation of Indian Army Medical Corps (IAMC) on April 3, 1943. The IAMC was finally re-designated as Army Medical Corps (AMC) with effect from January 26, 1950. The first paratrooper medical team was also organised in the same year as was the foundation for the Armed Forces Medical College in Pune. The post of Director General (DG), Armed Forces Medical Services (AFMS) was created earlier in 1949 as coordinating head of the medical services of the Army, Navy Air Force, Military Nursing Service and Army Dental Corps with DG of the respective medical services functional under DG AFMS. With a countrywide network of 127 hospitals and 87 field medical units, the AFMS provides comprehensive medical care spanning the entire spectrum of preventive, curative and rehabilitative services to the serviceman, ex-servicemen and their families. The AFMS have always excelled in their role whether in combat medical support or providing the most advanced and specialised treatment at state of the art medical facilities. They have always been among the first

responders in situations like disasters and natural calamities within the country or abroad. The medical services provided by Indian UN Missions and other relief teams have generated tremendous goodwill among the international community. The IMS also laid the foundation of secular-scientific medicine, public health services and research in the country. Most of their contributions in the field of medical research were outstanding and were of great benefit to India and rest of the world. In its semi-quincentennial year, notable names to be recalled include a British military doctor born in India, Sir Ronald Ross who was awarded the Nobel Prize for medicine in 1902 for his work in malaria, which affected soldiers and others alike devastatingly. Assistant Surgeon, S.C.G. Chuckerbutty was the first Indian to enter the medical service on January 24, 1855. The first lady doctor was commissioned in IMS, in April 1942. The healing touch of the army doctors, nurses and paramedics have saved countless lives of soldiers and their families from battlefields and beyond. Donning an angelic demeanour in their everyday lives they have also been as valiant as any heroic soldier. Major Laishram Jatin Singh, an army doctor was posthumously awarded the Ashok Chakra for his exemplary courage and valour in the face of a terrorist attack on the Indian Embassy, Kabul in 2010, sacrificing his life saving 10 colleagues.

Building not just Roads but Nation

ransport system is considered as the life line of any nation. Road Infrastructure, because of its easy accessibility, flexibility in operation, door to door service and reliability occupies a dominant position in the transportation system. It is vital for unleashing economic growth and is a critical component of all inclusive growth. In the last few decades, Road transport in India has registered tremendous growth and has become the most preferred mode of transport. The share of road transport in carrying the passengers and goods is more than 80% and 60% of the total passenger and freight movement respectively.

Road Network

India has huge network of roads totalling about 46.90 lakh km. The road density in India at present is nearly 1.43 km per sq. km of area which compares favourably with many countries. Responsibility of development of this network rests with the Central Government, State Governments and local Government. National Highways (NH), having total length of 82,803 km, constitutes less than 2% of the total road network. However, these are the main arteries carrying more than 40% of the total road traffic. Development of NHs is the responsibility of the Central GovernmentGood and efficient transport infrastructure is an essential pre-requisite for the economic growth of a nation. It has been the endeavor of the Government to provide speedy, safe and efficient road transport network. It is recognized that modernisation of infrastructure is the key to attain higher GDP. India’s Transport sector as a whole contributes about 5.5% to the GDP, with road transport contributing the lion’s share. India has emerged as one of the fastest growing economy in the world. According to experts, India could unleash its full potential, provided, it improves the infrastructure facilities, which are at present not sufficient to meet the growing demand of the economy. To address emerging demand by catching up with the economic and social growth of the country, a massive Road development programme has been taken up in the country.

NHDP

The National Highways Development Project (NHDP) is the flagship programme, for development of less developed areas, dedicated regional programmes like the Special Accelerated Road Development Programme for the North-East (SARDP-NE) and the Special Programme for the Left Wing Extremism affected areas have also been taken up. Now, there are plans for building up Expressways in the Country. Three projects i.e. Eastern Peripheral Expressway in National Capital Region, Delhi - Meerut Expressway and Mumbai – Vadodra Expressway covering about 650 km are targeted during the current financial year. Planning for Bengaluru – Chennai and Delhi – Jaipur Expressways are also in advance stages. All these Expressways will be fully access controlled roads on green field alignment. To meet with the massive requirement of funds, innovative means of financing and financing strategies which inter alia include cess on fuel, private

sector participation including foreign investment, borrowing from the market as well as budgetary support have been adopted. A major step was to attract foreign as well as domestic investments through Public Private Partnership (PPP). Involving the private sector would lead to increasing efficiency with the help of using modern technology. The private sector has more flexible procurement and decision-making procedures and therefore, it can speed up implementation efforts. Allowing private sector to raise capital/funds has paved the way for the Government to use its scarce resources efficiently and effectively. Several new materials of road construction are also emerging that would need to be encouraged depending upon their cost effectiveness. For development of National Highways in the Country in the 12 five year plan targets to invest Rs 1,44,769 crores from budgetary support, Rs 64,834 crores from IEBR and Rs 1,87,995 crores from private sector participation.

Mode of Projects

The emphasis has been to take up progressively more and more infrastructure projects through private sector participation on BOT (Toll) basis so that more public funds are available for social sectors such as Health, Education, etc. However, it would not be practically possible to take up development of the majority of the highway stretches on BOT (Toll) mode. This has reflected in the recent trends of bidding when in majority of roads projects we could not get the favourable response. Accordingly, recently, Ministry has decided to take up road projects as turnkey Engineering Procurement Construction (EPC) contracts basis which would help to reduce construction time and is expected to improve quality of work as well. Also, in this system the objective to garner private sector efficiency is retained and the private entrepreneurs are free to use new technology to speed up their works

New Initiatives

E-Tolling The experience on present tolling system is associated with congestion and delays at toll plazas. To overcome this, Government has decided adoption of Electronic Toll Collection (ETC) system across National Highways in India, which would enable toll to be collected electronically from vehicles at toll plazas while the vehicle is in motion. Pilot projects have already been taken up in this regard which will pave way for nation-wide interoperable ETC at all the toll plazas on National Highways by 2014. New Materials Besides financing, such a mammoth development programme requires huge amount of natural resources. As such conservation of the material is area of concern for all. There is a need to save scarce physical resource like aggregates, sand, earth, cement, bitumen, etc. looking to huge programme of construction of highways in the country. On the other hand, the Nation is facing problem of the disposal & storage of industrial waste like fly-ash, copper slag, marble slurry, etc. Efforts are on in utilizing these waste materials in construction of roads through complete/partial replacement of conventional materials.
