Father attempts to kill daughter Srinagar, July 18: As per a police spokesperson a father slits throat of his six years old daughter, who is struggling for her life at a hospital, in Kokernag. “Mohammad Qasim Tas son of Abdullah Tas resident of Ahalan Godole, Islamabad, tried to kill his six years daughter Sakina Akhter by slitting her throat by sharp weapon. She was shifted to Sub District Hospital, Kokernag for treatment,” reads a statement. Meanwhile a case under FIR number 93/2013, under section 307 RPC has been registered in this regard.

He also disclosed the name of his associates who assisted him in execution of work. internet services suspended Srinagar, July 18: Authorities suspended internet services on mobile phones and through dongles in Kashmir Valley as a precautionary measure following killing of four persons in firing in Ramban district. The internet services on mobile phones and through dongles have been suspended for the time being to prevent miscreants from spreading rumours using these services, official sources said. The speed of the Broadband connections has also been reduced, they said. In the past, authorities had suspended internet and mobile services during the 2010 summer unrest in the Valley as some people used the internet to mobilise protests. These services are suspended on every Republic day and Independence Day as a precautionary measure as well besides the services were snapped for a week in the wake of hanging of Parliament attack convict Mohammad Afzal Guru in February this year. Six dead, scores injured in BSF firing, DC shifted, Curfew imposed Ramban, July 18: Six persons were killed and nearly 30 injured after the Border Security Force (BSF) fired at protesters outside their camp in Gool area of Jammu and Kashmir’s Ramban district on Thursday. Agitated protestors torched an Army vehicle and ransacked the office of Deputy Commissioner Ramban. Reports said that four BSF personnel soon after the night prayers forcibly entered into a seminary at Shaddi area of Gool Town and thrashed the religious teacher Qazi Shabir Ahmed without any reason. “As the news about the incident spread in the area, people in hundreds came on roads that time, however the Tehsildar and police officers of the area pacified the protestors and encouraged them that they can protest early in the morning against the incident,” an injured at SMHS Hospital said. Reports said that thousands of people assembled at Shaddi Gool and marched towards BSF camp. The protestors raised pro-Islamic and anti-BSF slogans. “Police was accompanying us. Deputy Commissioner

Chinese youths not to be deported but sent back New Delhi, July 18: Security agencies are continuing with the interrogation of three Chinese youths who had intruded into the northern sector of Ladakh in Jammu and Kashmir recently even as top officials said that they would not be deported but sent back into their territory. Former director of SK Institute of Medical Sciences Dr Jalal-ud-Din was seriously injured and two of his Personal Security Officers were killed when unidentified gunmen attacked the vehicle he was travelling in near Pampora in south Kashmir’s Pulwama district on Thursday. Official sources said that gunmen ambushed the vehicle of Dr Jalal-ud-Din near his residence at Astan Mohalla Namblabal Pampore at around 2:40 p.m.

New Delhi, July 18: The Centre has asked the Jammu and Kashmir to keep a strict vigil over the situation in the state following the death of three persons in firing by security forces. As part of its damage control exercise and apprehensive about protests during the holy month of Ramzan, Home Minister Sushilkumar Shinde came out with a

strong statement where he warned that any excessive use of force would be dealt with strictly. Home Ministry officials said they were in regular touch with the state government officials and asked them to ensure that security forces observe restraint and no more violence take place anywhere in the state in coming days. Kashmir hills coming alive with craze for motorsport Srinagar, July 18: Kashmir is staking its claim as one of the premier destinations for adventure tourism in the country, and globally. The J&K Bank Mughal Rally, an annual motorsport race, has redefined Kashmir in terms of adventure sports. The Mughal Rally ran its fourth edition this year, over June 28-29. About 120 rallyists from various parts of the country competed in two categories. From 2010 to 2013, about 1,000 motorsport buffs have rolled into Kashmir to compete in The Mughal Rally. Such is Kashmir’s pull for motorsport that the hills are coming alive with the roar of engines. Speed champions of

the country are experiencing the thrill of competing on the delightfully challenging, everchanging tracks of the PirPanjal and other mountain ranges in this region. The region’s magnetic appeal for motorsport is spreading. The third season of the JK Racing Series, re-christened Formula BMW, may hold its third round on the smooth, wide road skirting the fantastic Dal Lake. Formula BMW is slated in Srinagar in the first week of September. Worldwide, sport is considered a significant boost for tourism. These popular motorsport events are spreading the message of peace in Kashmir both nationally and internationally. At a time

when cricket, football or other popular sports were nowhere on Kashmir’s soil, motorsport came to Kashmir, and helped boost tourism. In 2005, when terrorism was still high in the valley, the Raid De Himalaya rolled into Kashmir. The Raid, an iconic motorsport event, is the mecca of rallying in Asia. It is organized by Himalayan Motorsport, the premier Shimla-based motorsport club. And in 2010 came The Mughal Rally. The Mughal Rally is a fast, technical event on a track that was once an elephant trail – at the time of the Mughals. This is the historic track used by Emperors Akbar, Jahangir and Shah Jahan to traverse Kashmir to go to Lahore.

Construction of the Mughal Road was conceived decades ago by the then J&K Chief Minister Sheikh Abdullah the grandfather of the present Chief Minister, Omar Abdullah. Omar’s father Farooq Abdullah was equally keen on it, and pushed it all along during his tenure as CM. In May 2007, the Supreme Court finally gave clearance for the construction of The Mughal Road. Work began in full earnest to widen the old elephant trail into a road. Two years later, the road was still a quagmire of mud and rocks, and could be traversed only by powerful 4X4 vehicles. Chief Minister Omar Abdullah, an auto buff, knew the track wasn't ready for normal traffic yet. But with

its breathtaking landscapes, it was ideal route for a rally. In 2009, the Raid De Himalaya again ended in Srinagar. During the prize-distribution ceremony, Omar Abdullah asked Himalayan Motorsport to open The Mughal Road with a rally. Himalayan Motorsport agreed, and The Mughal Rally was born. In June 2010, the first Mughal Rally ran on the Mughal Road. At that time, the average top speed of the competitors was 55 kilometers per hour. The first year of the Mughal Rally was historic and literally path-breaking! Unbelievable ascents on huge slabs of rock and deep mud. Endless hairpins being cut till one lost the count. Only experienced rally-

ists driving 4x4 vehicles could imagine crossing on the 'first cut' of the road to Pir Ki Gali. It was an event to rival the East African Safari Rally, though on a much smaller ‘run distance’. In its first year, The Mughal Rally was threatened by an ongoing curfew. Being an event much in public glare, it needed a security net to ensure a safe run through disturbed areas. Nature heightened the excitement. There was pouring rain on the first day over SinthanPass, and landslides aplenty on the second day over PirkiGali. Thousands of people came on roads at different places on Srinagar Jammu highway and raised pro-freedom slogans. People offered prayers on roads and did not allow traffic to ply on the roads. Clashes were reported from different parts of South Kashmir as well as in Srinagar against the killing of six people in Ramban District. Bar Association staged a protest against the incident and took out a march in Lal Chowk. Srinagar city observed a complete shutdown after the news of killings and discretion of Holy Quran spread in the City.Stone pelting incidents were reported from Kulgam, Dooru, Verinag, Gojwara, Nowhata and Maisuma. At Maisuma one policeman was critically injured after he was hit by a stone on his head. He was identified as Selection Grade Abdul Aziz (322) from 3rd IRP Battalion. Minister of state for home Sajad Kitchloo and top police officials including Director General of Police Ashok Prasad visited Ramban and took stock of the situation. Meanwhile Traffic police officials said for precautionary measures all Jammu bound vehicles have been stopped at Qazigund. “Traffic will be allowed to ply only when the situation becomes normal,” a Traffic official said.

He demanded that the inquiry be held by an officer or BSF not less than the rank of an additional Director General. He expressed his sympathies with the bereaved families and asked the administration to immediately provide ex-gratia to the families of the victims.

The top speed of the rallyists on this track now goes up to 170 kilometers per hour. The wide, smooth tarmac has changed the nature of The Mughal Rally. In its 4th edition, The Mughal Rally has been the first motorsport event in the country to be a hill climb battle. Ghulam Ahmad Mir, J&K Tourism Minister, said that this year, the event was patterned on The Pikes Peak Hill Climb, the hugely-popular automobile and motorcycle hill climb in the USA. “We realized that Pir Ki Gali on Mughal Road and Sinthan Pass offer the same challenge to motorsport enthusiasts. This year, we had entries from almost all parts of the country for the hill climb, and it has the potential of becoming an international challenge,” said Mir.The Mughal Rally is a child of time and circumstance. A 30-year-old project came to fruition in 2010, at a time when militancy celebrated 20 years of existence in Kashmir. With militancy waning visibly, The Mughal Rally was proposed and executed despite curfew, bandhs and unrest surrounding it. It was a great boost for image. At last, Kashmir had something to shout about to prove a return to normalcy. The 2nd and the 3rd Mughal Rallies reinforced Kashmir as a safe tourist destination point to a degree that Germany even withdrew its travel advisory against the troubled valley. Today, the valley has a record number of tourists flocking to its lake shores. Add to it The Mughal Rally, which normally uses 1000 room nights every year. The Raid De Himalaya – India’s biggest rally - uses 2,200 room nights! The Mughal Rally is much more than a motorsport event. It is a beacon of normalcy for Kashmiris. The local tour operators use it to full impact to reassure prospective tourists. "Would The Mughal Rally run here if Kashmir was not safe?" they confidently ask the tourists. Coming to 2013, the rally has evolved along the Mughal Road. The road, now a fairly stable and smooth ribbon of tarmac, has changed the game.

Losing Green Cover

T

he Environment Committee of State Legislative Council has expressed concern over the loss suffered due to lack of planning to cover environment and deforestation which has caused environmental hazard, especially the natural resources. The Committee was of the view that the State has been blessed with rich natural resources and healthy environment and all out efforts should be made to protect these with the coordinated approach and involvement of various stakeholders. It is an established fact that Jammu and Kashmir state is losing its green sheen fast as the forest land has shrunk from 20,230 sq km to just 7,590 sq km as per data furnished by the state Department of Forests. The single largest reason responsible for the depletion of green cover has been attributed to illegal human encroachments, which have consumed approximately 13,360 sq km of forest land. In the wake of mounting public pressure on the state Forest Department for its failure to curb the forest encroachments, the department made some significant disclosures in last year regarding illegal forest land grab. The State Accountability Commission even slapped a notice on a minister accusing him of making false claims of the Commission having absolved him of charges. In Jammu region too, in the border districts of Poonch and Rajouri, the village heads came out making scathing attacks on the state government for failing to catch hold of “land mafia” (forest land grabbers) and accused the department of shielding them. Villagers said human intervention in the state’s ecologically sensitive zones for either constructing residential/commercial properties, plundering the premium wood species or its use for agricultural purposes has gone unabated over the past few years, gradually depleting the forest cover. Despite the state government introducing its maiden State Forest Policy in 2010 to regulate the human pressures on the forest cover of the state, increasing cases of illegal encroachments by locals and even ministers surfaced in the year 2012, prompting the State Legislative Assembly to appoint a Departmental Standing Committee of State Legislative Council investigating into such cases. In order to ascertain loopholes in various afforestation programmes undertaken by the state government over the past two decades, the state government even roped in Indian Space Research Organisation (ISRO), which has been entrusted with the responsibility of “satellite mapping” of the green cover in the state. The first-of-its-kind ISRO Survey in the state will also enable the state to assess the density of crops, types and availability of non-timber forest produce and medicinal plants in different areas of the state besides training the Forest Department officials to prevent forest fires that cause sizeable destruction to forests during summers. The removal of encroached forests, illegal structures and afforestation drives were carried out in full swing for some time but the process died after some time due to political pressures. Not only did humans intervene into the natural habitat of wild animals, even the wild animals did the same. Rising cases of man-animal conflict in the Valley, particularly with leopards, and bears caused death of nearly 50 people and injured over 300, especially children and old people. Experts have urged the state government to constitute a man-animal conflict policy that provides measures for keeping the wild animals away from the human populated areas. Even the State Legislative Assembly stepped in to impress upon the authorities in preserving the natural habitat of wild animals so that they do not attack humans.

n a vast country like India, the need for ensuring a healthy and dynamic future for a large populace and creating a developed society, agile and able to compete with the rest of the world, is of paramount importance. The dream of such a healthy and developed society can be achieved through concerted efforts and initiatives undertaken in a systematic manner at all levels. Equitable child health, care and early detection and treatment can be the most pragmatic initiative, or rather solution, at this jun cture! The ‘Child Health Screening and Early Intervention Services’ Programme under National Rural Health Mission initiated by the Ministry of Health and Family Welfare, therefore, aims at early detection and management of the 4Ds prevalent in children. These are Defects at Birth, Diseases in Children, De­ficiency conditions and Developmental Delays including Disabilities. Health screening of children is a known intervention under the School Health Programme. It is now being expanded to cover all children from birth to 18 years of age. The Programme has been initiated as signi­ficant progress has already been made in reducing child mortality under the National Rural Health Mission. However, further gains can be achieved by early detection and management of conditions in all age groups. Out of every 100 babies born in this country annually, 6 to 7 have a birth defect. In Indian context, this would translate to 1.7 million birth defects annually and would account for 9.6 per cent of all newborn deaths. Various nutritional de­ficiencies are affecting the preschool children range from 4 percent to 70 percent. Developmental delays are common in early childhood affecting at least 10 percent of the children. These delays, if not intervened timely, may lead to permanent disabilities with regard to cognition, hearing and vision. There are also groups of diseases which are very common in children e.g., dental caries, otitis media, rheumatic heart disease and reactive airways diseases which can be cured if detected early. It is understood that early intervention and management can prevent these conditions to progress into more severe and debilitating forms, thereby reducing hospitalisation and resulting in improved school attendance. The ‘Child Health Screening and Early Intervention Services’ will also translate into economic benefi­ts in the long run. Timely intervention would not only halt the condition to deteriorate but would also reduce the out-of-pocket (OOP) expenditure of the poor and the marginalised population in the country. Additionally, the Child Health Screening and Early Intervention Services will also provide country-wide epidemiological data on the 4 Ds. Such a data is expected to hold relevance for future planning of area specific services. Target Group The services aim to cover all children of 0-6 years of age group in rural areas and urban slums, in addition to older children up to 18 years of age enrolled in classes 1st to 12th in Government and Government-aided schools. It is expected that these services will reach and benefit about 27 Crore children in a phased manner. Magnitude of Birth Defects, Deficiencies, Diseases, Developmental Delays and Disabilities in Children Defects at Birth With a large birth cohort of almost 26 million per year, India would account for the largest share of birth defects in the world. This would translate to an estimated 1.7 million babies born with birth defects annually. In the study conducted by National Neonatology Forum, congenital malformations were the second commonest cause (9.9%) of mortality among stillbirths and the fourth commonest cause (9.6%) of neonatal mortality and that accounted for 4 per cent of under-five mortality. Deficiencies Evidence suggests that almost half of children under age ­five years (48%) are chronically malnourished. In numbers it would mean that more than 47 million children under ­five years are stunted, 43 percent of children under five years are underweight for their age and about 20 percent of children younger than ­five years of age are wasted. Over 6 percent of children less than fi­ve years of age suffer from Severe Acute Malnutrition (SAM). However, recent survey conducted in 100 worst affected districts showed SAM prevalence of 3

percent in children less than ­five years of age. Anaemia prevalence has been reported as high as 70 percent amongst under ­five children l argely due to iron deficiency. The situation has virtually remained unchanged over the past decade. During pre-school years, children continue to suffer from adverse effects of anaemia, malnutrition and developmental disabilities, which ultimately also impact their performance in the school. Diseases As reported in different surveys, the prevalence of dental caries varies between 50-60 percent among Indian school children. Rheumatic heart disease is reported at 1.5 per thousand among school children in the age group of 5-9 years and 0.13 to 1.1 per thousand among 10-14 years. The median prevalence of reactive air way disease including asthma among children is reported to be 4.75 percent. Developmental Delays and Disabilities Globally, 200 million children do not reach their developmental potential in the fi­rst ­five years because of poverty, poor health, nutrition and lack of early stimulation. The prevalence of early childhood stunting and the number of people livi ng in absolute poverty could be used as proxy indicators of poor development in under ­five children. Health Conditions Identified for Screening Child Health Screening and Early Intervention Services under NRHM

ASHAs will mobilise caregivers of children to attend the local Anganwadi Centers for screening by the dedicated Mobile Health Team. In order to ensure improved and enhanced outcome of the screening programme by Mobile Health Teams, ASHAs would particularly mobilise the children with low birth weight, underweight and children from households known to have any chronic illness (e.g., tuberculosis, HIV,haemoglobinopathy etc.). Line lists maintained by the ANMs and AWWs would also be used to mobilise children. Screening of Children Aged 6 Weeks till 6 Years Attending Anganwadi Centers Children in the age groups six weeks to six years of age will be examined in the Anganwadi Centers by the dedicated Mobile Health Teams. Screening of Children Enrolled in Government and Government aided schools For children in the age groups 6 to 18 years, who will be screened in Government and Government -aided schools, the Block will be the hub of activity for the programme. At least three dedicated Mobile Health Teams in each Block will be engaged to conduct screening of children. Villages within the jurisdiction of the Block would be distributed amongst the mobile health teams. The number of teams may vary depending on the number of Anganwadi Centers, difficult-to-reach areas and children enrolled in the schools. The screening of children in the Anganwadi

Based on the high prevalence of diseases like hypothyroidism, sickle cell anaemia and beta thalassemia in certain geographical pockets of some States/UTs, and availability of testing and specialized support facilities, these States and UTs may incorporate them as part of this initiative. Implementation Mechanisms The Operational Guidelines outline the following mechanism to reach all the target groups of children for health screening For new born: Facility-based newborn screening at public health facilities, by existing health manpower & Community based newborn screening at home through ASHAs for newborn till 6 weeks of age during home visitation. For children 6 weeks to 6 years: Anganwadi Center based screening by the dedicated Mobile Health Teams For children 6 years to 18 years: Government and Government aided school based screening by dedicated Mobile Health Teams. Facility based newborn screening: This includes screening of birth defects in institutional deliveries at public health facilities, especially at the designated delivery points by ANMs, Medical Officers/ Gynaecologists. Existing health service providers at all designated delivery points will be trained to detect, register report and refer birth defects to the District Early Intervention Centers in District Hospitals. Community Based Newborn Screening (age 0-6 weeks) for Birth Defect Accredited Social Health Activists (ASHAs) during home visits for newborn care will use the opportunity to screen the babies born at home and the institutions till six weeks of age. ASHAs will be trained with simple tools for detecting gross birth defects. Further

Centers would be conducted at least twice a year and at least once a year for school children to begin with. There is also a provision for engaging a Block Programme Manager for providing logistic support and for monitoring the entire health screening process. The Block Programme Manager is also expected to ensure referral support and manage compilation of the data. The Block teams will work under the overall guidance and supervision of the CHC Medical Officer. The Block Programme Manager will chalk out a detailed screening plan for all the three teams in consultation with schools, Anganwadi Centers and CHC Medical Officer. District Early Intervention Center (DEIC) An Early Intervention Center will be established at the District Hospital. The purpose of Early Intervention Center is to provide referral support to children detected with health conditions during health screening. A team consisting of Paediatrician, Medical officer, Staff Nurses, Paramedics will be engaged to provide services. There is also a provision for engaging a manager who would carry out mapping of tertiary care facilities in Government institutions for ensuring adequate referral support. The funds will be provided under NRHM for management at the tertiary level at the rates fi­xed by the State Governments in consultation with the Minis try of Health and Family Welfare. Children and students presumptively diagnosed to have a disease/ defi­ciency/disability/ defect and who require confi­rmatory tests or further examination will be referred to the designated tertiary level public sector health facilities through the DEICs. The DEIC would promptly respond to and manage all issues related to developmental delays, hearing defects, vision impairment, neuro-motor disorders, speech and language delay, autism and cognitive impairment. Beside this, the team at DEICs will also

be involved in newborn screening at the District level. This Center would have the basic facilities to conduct tests for hearing, vision, neurolo gical tests and behavioural assessment. The States/UTs would conduct mapping to identify public health institutions through collaborative partners for provision of specialized tests and services. Private sector partnership/ NGOs providing specialised services can also be explored in case services at public health institutions providing tertiary care are not available. Accredited health institutions will be reimbursed for the specialised service provided as per the agreed cost of tests or treatment packages. Tr a i n i n g a n d I n s t i t u t i o n a l Collaboration Training of the personnel involved in Child Health Screening and Early Intervention Services is an essential component of the programme as it would be instrumental in imparting necessary information and skills required for child health screening and enhancing the performance of all the personnel involved in the health screening process at various levels. A ‘cascading training approach’ would be adopted in order to ensure free flow of skills and knowledge at all levels and to maximize skill distribution. Standardized training modules/tools wou ld be developed in partnership with technical support agencies and collaborative Centers as their technical knowledge and expertise will contribute to making the training process all comprehensive. Reporting and Monitoring A Nodal Office at the State, District and Block level will be identifi­ed for programme monitoring. The Block will be the hub of activity for all Child Health Screening and Early Intervention Services activities. The Block Programme Manager will assist the CHC Medical Officer in programme supervision and monitoring. The ‘Child Health Screening Card’ is to be fi­lled up by the Block Health Teams for every child screened during the visit. The health care providers at all delivery points will screen the newborns and ­fill the same card, if referral is required. These children should be issued unique identi­fication number from the Mother and Child Tracking System (MCTS). The birth defects detected by ASHAs during home visits are to be referred to DH/ DEIC for further management. All children detected should be referred to the District Early Intervention Center for further management at the District or identi­fied tertiary level health institution. Roll-Out Steps for Child Health Screening and Early Intervention Services · Identi­fication of State Nodal Persons for the Child Health Screening and Early Intervention Services. · Dissemination of ‘Operational Guidelines’ to all Districts. · Estimation of the State/ District magnitude of various diseases, defects, de­ficiencies, disabilities as per available national estimates. · State level orientation meeting. · Recruitment of District Nodal Persons. · Estimation of the total requirement of dedicated Mobile Health Teams & recruitment of the Mobile Health Teams. · Mapping of facilities/institutions (public and private for treatment of specifi­c health conditions). · Establishment of DEIC at the District Hospital. · Procurement of equipment for the Block Mobile Team and District Hospital (as per the list provided in the ‘Operational Guidelines’). · Translation of tools, training packages, printing of formats, training material. · Training of Master Trainers. · Block micro-plan for school and community visits monthly outreach plan based on the mapping of educational institutions and Anganwadis and enrollment in them. · The schedule of visits of the Block Mobile Teams should be communicated to the school, Anganwadi Centers, ASHAs, relevant authorities, students, parents and Local Government well in advance so that required preparations can be made. · Anganwadi Centers and school authorities should arrange for prior communication with parents and motivate them to participate in the process.

The court’s decision came on 115 petitions challenging the MCI notification on NEET for admission to MBBS and post-graduate medical courses conducted in colleges across the country. The Supreme Court on Thursday quashed the Medical Council of India’s (MCI) notification for holding common entance tests for MBBS, BDS and post-graduate medical courses.A threejudge bench by a 2:1 verdict held that the MCI notification was ultra vires of the Constitution. The apex court, however, made it clear that its verdict will not affect the admissions which have already taken place. The majority verdict by Chief Justice of India Altamas Kabir and Justice Vikramajit Sen said that MCI is not empowered to prescribe all India medical entrance tests. COLOMBO: Sri Lanka’s retired Supreme Court judge C V Wigneswaran, named the main Tamil party TNA’s choice for chief minister of the northern province, has dismissed reports that he won the position because of backing by India. “I have seen press stories. There is no truth in them. No one from India has spoken to me or I have spoken with anyone (from) India,” he told the local Neth FM radio. The media reports here had claimed that Wigneswaran, a political fresher, had won the nod over the political veteran Mavai Senathirajah as the former judge was favoured by India. Asked how he would reconcile his entering politics when his role was in the judiciary, Wigneswaran said he was convinced to enter politics after persistent requests to do so. “I was very reluctant but was convinced by many,” he said. Supreme Court directs States to frame rules to regulate acid sale NEW DELHI, JULY 18: The Supreme Court today directed States and Union Territories to frame rules to regulate sale of acids and other corrosive substances within three months and make acid attack a nonbailable offence. The court also directed that acid attack victims shall be paid a compensation of at least Rs 3 lakh by the State Government concerned as an aftercare and rehabilitation cost for such victims. A bench headed by Justice R. M. Lodha said the States and UTs, which have not regulated acid sale, issue guidelines based on the model draft rules framed by the Central Government. “The Chief Secretaries of the respective States and administrators of each Union Territory shall ensure compliance with this order expeditiously and frame rules within three months after receiving the model draft rules from the Central Government,” it said. While Narad Rai and Kailash were sworn in as Cabinet ministers at the Raj Bhawan, Ram Murti Verma, who was a minister of state, was given Cabinet rank. Similarly, backward leader Gayatri Prasad Prajapati, a minister of state, was made a minister with independent charge. While Ram Murti Verma hails from Ambedkar Nagar and is a Kurmi leader of the Samajwadi Party (SP), Kailash is a legislator from Ghazipur and considered close to Mulayam Singh Yadav. Two more children, cook die With the death of two more children, the toll due to consumption of spurious midday meal at a government primary school in Bihar’s Saran district rose to 22 on Wednesday. While 16 children, aged below 10 years and studying in Class I to V, had died in Chhapra itself, four others were declared dead on arrival at Patna Medical College Hospital (PMCH) late on Tuesday night. Two died at the hospital on Wednesday morning, official and PMCH sources said. Among the dead were two children of a woman cook of the midday meal project Panno Devi. Three children of another woman cook Manju Devi are under treatment at PMCH along with her.

Twenty five others are under medical supervision in PMCH, Superintendent of PMCH Amarkant Jha Azad said. The Superintendent said the ailing children were admitted to ICU of paediatric department and senior doctors were attending to them round-the-clock. The tragedy took place at the government primary school in Dahrmasati Gandawan village at Mashrakh block, about 25 km from Chhapra and 60 km from state capital on Tuesday.

DU issues seventh cut-off list Despite six rounds of admissions in Delhi University, a number of colleges still have seats vacant and have issued a seventh cut-off list late Wednesday night.Unlike previous years, some of the much sought colleges such as Hansraj, Ramjas and Kamala Nehru still have admissions open in Commerce for general category.However, the cut offs havedipped only slightly for the course with Hansraj issuing it at 96.25-98 per cent, Ramjas at 95.7597.75 per cent and Kamala Nehru at 92-96.75 per cent.Other colleges where Commerce is still available are Acharya Narendra Dev, Janaki

the reserved categories for all the courses.Meanwhile, Delhi University Teachers' Association (DUTA) members staged a protest outside the Vice Chancellor's office demanding that the university ensure continuation of all ad-hoc teachers in their respective colleges from the new session.They claimed that many colleges were displacing adhoc teachers from their jobs under the pretext of holding interviews. Classes for the new academic session are to begin from July 24. This year Delhi University is introducing the new four-year undergraduate programme.
