Srinagar, May 21: One person died and three others were injured in different road accidents across the valley. According to a statement issued to KNS, a Trailer bearing registration number JK02Q-4496 hit a Tata Sumo bearing registration number JK14A-4372 near Nambal, in the jurisdiction of Police station Awantipora, resulting in on spot death of a passenger Uroon Singh son of Ajeet resident of Pogal Banihal. The Sumo driver was seriously injured in the mishap. The injured was shifted to Hospital for treatment. Awantipora Police has registered a case in this regard.

Meanwhile, a Motorcycle bearing registration number JK04B/8459 hit and injured a boy 9 years old Umer resident of Chek Mohalla Soibugh at Soibugh in the jurisdiction of Police station Budgam.

Minor girl’s death at Tosa Maidan SHRC issues notices to DGP, DC, army Srinagar, May 21: The State Human Rights Commission (SHRC) has issued notices to Director General of Police, deputy commissioner Budgam and the concerned army unit asking them to submit detailed factual reports in the matter.

Two days ago, a minor girl Simran Riyaz was killed while her minor brother Fayaz Ahmad Parray received critical injuries after an unexploded shell went off in a village near Tosamaidan firing range in district Budgam.

In its order received by KNS, Rafiq Fida, the acting chairperson of the Commission has also asked the father of the deceased girl to appear in person on the next date of hearing in the matter which has been listed on June 5.

India invites heads of SAARC countries to attend swearing-in ceremony of Modi May 21: India has invited heads of South Asian Association for Regional Cooperation (SAARC) countries to attend the swearing-in ceremony of Narendra Modi as Prime Minister on Monday.

Pakistan Prime Minister Nawaz Sharif, Bangladesh Prime Minister Sheikh Hasina and Afghanistan President Hamid Karzai are among the leaders of eight member regional grouping who have been invited.

Official sources told in New Delhi Wednesday that the Foreign Secretary Sujatha Singh has written to her SAARC counterparts, inviting their leaders to attend the ceremony.

President Karzai has already accepted the invitation. Three thousand guests are expected to attend swearing-in ceremony at the forecourt of the Rashtrapati Bhavan.

The cabinet also approved the repatriation of Ashok Prasad, Director General of Police, J&K, to the Intelligence Bureau, with immediate effect and K. Rajendra Kumar, Special Director General of Police (Coordination), PHQ, was appointed as the Director General of Police, J&K. The Cabinet also approved adoption of Defined Pension Rules in respect of the employees of SKICC authorizing the Director SKICC to sanction pensions and other retirement benefits to the eligible employees of the SKICC. The financial burden on account of pension will be borne by the SKICC out of its internal resources.

The Defined Benefit Pension Rules will be applicable to the employees of SKICC retiring on or after 01.01.2014. However, all the appointments made in SKICC on or after 01.01.2010 shall be governed by the New Pension Scheme Rules.

The Cabinet also approved opening up of 7 New Private B. Ed Colleges as recommended by the University of Kashmir, subject to corresponding reduction in the overall intake capacity of B Ed seats in Kashmir division.

The Cabinet also approved Transfer of Community Information Centres (CICs) along with the Staff and the assets to Rural Development Department from Information Technology Department. The Rural Development Department was asked to work out proposals for the regularization of the staff recruited under the programme.

The CICs set up under the erstwhile scheme of Government of India shall be used for facilitating MIS of various schemes for Rural Development and Panchayati Raj Department, operationalization of Model Accounting System prescribed by Union Ministry of Finance for the Local Bodies. Besides the CICs will also be used for accommodating point of presence of state wise area network to disseminate computer literacy, information and services among rural masses and work as Panchayat Data Centres.

The Cabinet also approved the creation of 208 posts of different categories for organizational set up of RMSA at State and District levels. The Cabinet also accorded sanction to the creation of 71 posts in various categories for the State Vigilance Commission. (KNS)

The Hurriyat Conference headed by Mirwaiz Umar Farooq had called for Eidgah march to pay tribute to his late father Mirwaiz Muhammad Farooq – who was killed by unidentified gunmen on this day in 1990 at his residence – and Abdul Gani Lone – who was assassinated by unidentified gunmen in Eidgah at a commemoration rally in 2002 on this day. More than fifty people were also killed on this day when paramilitary forces opened fire on mourners at Hawal.

All the roads, lanes and by-lanes leading to Eidgah were sealed by police and paramilitaries and no one was being allowed to go to the area with exceptions to patients till afternoon.

Authorities had placed most of the senior Hurriyat leaders under house detention including its chairman Mirwaiz Umar Farooq while few others were detained, a Hurriyat spokesman said here.

Meanwhile, a shutdown was observed in most parts of the valley. Most of the schools, colleges, business establishments were shut while attendance of employees remained thin in most government offices and banks. Though private transport remained unaffected, but public traffic was mostly off, witnesses said.

She said the J&K specific CBMS between the two countries have to be strengthened and taken to next level by widening the scope of cross Line-of-Control (LoC) trade and travel to begin with.

Mehbooba said Modi with a strong mandate at his back is in a commanding position to take major initiatives for carrying Vajpayee’s stalled peace process forward without facing any hurdle from the traditional hecklers. She said Kashmir could offer the window of opportunity to Modi and the platform for an all-inclusive agenda, as he needs to bridge the trust deficit with the minorities in the country. For that the friendship with Pakistan and an understanding with that country is the essential first step, said Mehbooba while hailing Modi’s reach out to the neighbors in the SAARC. (KNS)

According to KNS, correspondent, while addressing a press briefing at his residence at Nigeen where he is placed under house arrest, Mirwaiz said that Modi’s invitation is a good beginning and an encouraging message and the same should not remain confined to invitations for ceremonies only but must concrete measures aimed at permanent resolution of the long pending Kashmir issue.

Mirwaiz also demanded an impartial probe into all ‘massacres’ that have taken place in Kashmir since the eruption of militancy including Hawal, Chota Bazar, Gawkadal and other incidents in which a number of innocent civilians were killed in cold blood.’

Expressing concern over the delayed investigations into various incidents of human rights violations, Mirwaiz ridiculed the government for ‘shielding the culprits’ in a number of cases where according to him ‘men in uniform were found responsible for the rights abuse. “Many a cases of human rights violations like killings of Wamiq Farooq and other similar killings await closure reports. This is height of the matter.

Actually the government wants to shield the culprits in such cases which have not reached to any logical conclusion,” Mirwaiz told KNS correspondent.

He flayed the government for continuous restrictions on the movement of separatists saying that the political mainstream has double standards in its words and actions.

“If they say that it is battle of ideologies, then why they keep separatists under house arrest and organize rallies for themselves and meet people wherever they want to. We are the separatists leaders not allowed to move outside their houses and meet the people even for that matter to commemorate death anniversaries of leaders of the nation,” Mirwaiz asked. (KNS)

Cracks who would listen to dissenting voices and have personal rapport with ground level workers. Whatever the causes, National Conference is presently on a very slippery turf and if its leadership does not understand the call of the time the party will vanish in thick air and its revival chances will be very bleak. When National Conference in coalition with congress came to power, almost six years back, it was expected that its young leadership will perform in a far better way than the previous Govts. However, with every passing day, it disappointed everybody including its own cadres. The party failed to tackle the most daunting challenge of unemployment, eradication of increasing corruption, enforcing the dwindling work culture, provision of better electricity supply, road connectivity, improvement in health sector etc. It never kept its promises and went on disappointing one and all which ultimately eroded its vote bank which was gradually taken over by PDP. Corruption, favouritism, nepotism marred by visionless policies cost the party dearly and it is because of this that its reputation is at stake. The coalition with Congress in general and seat adjustment in particular has proved a last nail in its coffin as the two parties are distinct in their ideology, approach and nature. Despite the fact that both are running on different tracks and have nothing in common, National Conference tried to shake hands with Congress just to take political advantage which resulted in its electoral misfortune. Both the parties had poll alliance but never stopped attacking each other. Not only this, abusive and filthy language used by both particularly the additional General Secretary of National Conference Dr. Mustafa Kamal, further strained the relations and on the polling dates, the workers of both the parties indulged in large scale cross voting, tilting the balance in favour of PDP. No National Conference worker voted for Congress and no Congress worker used his franchise in favour of National Conference candidates. It was as if both were bent upon to inflict defeat on each other and make it sure that the PDP candidates go through. If that was not the case, leaders like G. N. Azad and Dr. Farooq Abdullah would not have miserably failed to make it to Lok Sabha.

Coming back to performance of Omar Abdullah led coalition Govt. nothing remarkable can be attributed to it.

Most of the ministers of this coalition were involved in one or the other scandals and land grabbing. The non performance of these ministers and their incapability to bridle the non-sensitive bureaucracy and make them to attend to the problems of the people further annoyed the general public which gave their verdict very clearly against National Conference and Congress.

The Modi wave also had its impact on the election outcome and like other parts of the country took its toll in the state also putting three seats out of six in its kitty.

Whatever the causes, the National Conference is raised to earth so is Congress. The dissent in the NC is increasing and the demand of change in party leadership is gaining momentum. When the party core group meeting was going on some workers gathered outside Nawai-Subh complex and raised anti leadership slogans. They termed the leadership as arrogant and insensitive to workers. The dissidents in National Conference who were so far silent may now come openly and if things go what they are present, a split in the party cannot be ruled out.

Srinagar, May 21 (KNS): One person died when he fell from a Poplar tree in Mattan area of Anantnag District last morning.

According to a police statement issued to KNS, 27 years old Shabir Ahmad Hajam son of Abdul Aziz resident of Manznoo, in the jurisdiction of Police station Mattan, Anantnag fell from a Poplar tree at Manznoo and died on spot. Virtual Clusters T he Virtual Clusters concept consists of a dedicated Web portal to be hosted by the Ministry of Micro Small and Medium Enterprises (MSME).

It provides an opportunity for the following stakeholders to register and join. · MSME’s and their business units. · Academic institutions (engineering colleges, polytechnics, ITI’s as well as MBA colleges and design institutes). · Various experts, consultants and trainers who can provide sector specific help to MSME’s. · Banks and other financial institutions who are interested in providing financing to MSME’s. · Various governmental organizations, NGO’s, and volunteering executives who have a special interest in the MSME sector.

The main stakeholders in this initiative are the small business units. The role of the other stakeholders is to help the business units grow rapidly in the areas of increasing the sales and the profitability.

The Virtual Cluster concept is being conceived such that small businesses belonging to different sectors can coexist with their fellow enterprises on a web portal and realize the benefits of focused and targeted networking. Web based Virtual Clusters for different sectors can be created rapidly thereby responding to the needs of the stakeholders quickly.

What is the difference between current physical clusters and virtual clusters?

The current “physical clusters” scheme requires the MSME units to be physically located in one geographic area. It also requires time and significant resources to build and maintain the physical infrastructure. Virtual Clusters on the other hand remove the need to maintain a physical presence in these regions. Small Businesses/ Enterprises can be located anywhere in India and yet be able to realize all the benefits that units in the physical clusters now realize.

What are the Benefits to various stakeholders?

Business enterprises · Awareness of various opportunities such as government tenders and export opportunities. · Training in new technologies that will improve their operations and reduce costs. · New product development opportunities.

· Help from students and faculty from nearby academic institutions without having to pay for such help. Such help can be in areas such as quality improvement, cost reduction, new product designs, etc. · Targeted help from consultants and experts specific to particular business sectors.

Students Studies have shown that a large number of students are not able to get meaningful jobs after completing their studies since they lack the exposure to solving real life problems. As a part of their industry internship program students can help implement a number of systems at the business units without these businesses having to employ outside experts to provide such services.

Consultants and other practicing professionals Professionals who have expertise in specific business sectors will be able to quickly reach businesses in that sector who are registered through the Virtual Clusters web portal. This will make the process far more efficient for both the parties.

Banks and other financial institutions Many banks and other financial institutions offer special funding packages to small businesses. Through the Virtual Clusters initiative they will be able to offer sector specific funding packages rather than a standard offering in which the small businesses have to fit in.

This will enable banks to specialize in sectoral funding and simultaneously spread their risks across a larger number of companies in a given sector. Businesses will benefit by saving time and having ready access to better suited funding options.

Central and State Government organizations A number of central and state level organizations offer many programs targeted at the small business community. The Virtual Clusters portal will make it easier for policy makers and other implementing agencies to reach these businesses quickly and more efficiently.

NGO’s and Volunteer advisors As in case of governmental organizations many regional NGO’s and volunteer advisors can reach MSMEs that are registered in the Virtual Clusters web site more effectively.

Pilot Project Virtual Clusters model is being tested through a pilot that will first focus on businesses involved

in the Food Processing Industry. This includes companies that make food products and those that make equipment used in food processing.

The concept will then be readily and rapidly extended to a number of other sectors.

NIESBUD, a training arm of MSME Ministry will administer the Virtual Clusters web site and will pro actively perform the following activities: · Work with bankers and various stakeholders within the government in the best interest of the MSME’s. · Survey the needs of the Food processing sector and organizing the availability of required technologies and · facilitating specialized training in the application of such technologies. · Work with the purchasing arms of the various government departments and PSU’s to assess their purchase requirements that have been reserved for purchasing from the MSME’s. · Work with the academic institutions to review their experiences and help fine tune the process as needed. · Monitor web site usage and suggest any changes that might be necessary to enhance overall user experience. · Anything else that needs to be done to make the initiative a strong success at an early date. · Organize a package of software applications that will be of benefit to MSME’s. · Train academic institutions and MSME’s in the use of such software applications.

Regulator for the Housing Sector

T

he Cabinet recently approved the real estate regulation and development bill which provides for putting in place a regulator for the housing sector in the country with a view to bringing transparency to the sector. The regulator will oversee the functioning of the sector which unfortunately has been most opaque in its dealings. The bill, aimed at regulating the sector which is beset with multiple problems, is therefore a welcome step which has been long overdue.

The bill provides that the builder whose project is coming up on an area of 1000 Sq. metres or more will have to register with the regulator. The Agents, commonly known as property dealers, too will have to register themselves with the regulator and make public all the relevant information.

The prospective house owners in the country have been facing lots of problems in the process of acquiring a dwelling unit. They are never told the status of the project advertised with regard to the mandatory clearances from different agencies. Projects are launched without obtaining such clearances leading to litigations and harassment for the consumer. There are also cost overruns and often inordinate delays in handing over the dwelling units to the consumers. Be-

sides, there are hidden costs which the consumer comes to know only at the time of taking over the possession. Not the least important is the confusion sought to be created by the builders with regard to the unit area. Instead of mentioning the carpet area--the actual area of a dwelling unit which one uses- the builders sell the vague super area which includes all the common areas.

To deal with such problems the bill provides for a number of measures. For instance no project can be launched, in fact even publicized, before all the necessary clearances for the project are obtained. Any violation of this provision through a misleading advertisement will lead to imposition of a penalty on the builder and if the offence is repeated for the second time, a jail term up to 3 years. The builder will have to put on his website all the relevant details about this. Similarly, in case of inordinate delay in handing over the possession as per the agreement, the builder will have to make full refund of the money to the consumer along with interest. The bill makes it mandatory for the builder to sell the unit according to the carpet area and not the super area as is being done now.

To prevent builders from diverting funds collected for one project to other projects the bill provides

that 70 percent of the funds raised for a particular project have to be put in a different account and used for the construction of that project only. All this, indeed is going to bring transparency, accountability and professionalism to the sector which will enhance its credibility and bring some relief to the house buyers. But the question is whether this will be enough to deal with the massive housing problem the country is facing?

Two things need to be given immediate attention if the bill has to serve the desired purpose. First, since the clearances have to be given by various government agencies, it is important that they too are brought under its purview. Second, the regulator is proposed to be only for the housing sector. The commercial sector has been left out for the time being. One hopes that this sector too will be brought under the purview of the bill sooner than later.

Alongside, steps need to be taken to reform the sector to meet the massive housing demand in the county. The land use provisions and Floor Space Index (FSI), need to be given a fresh look. Better land use is the need of the hour in view of the huge shortfall in the housing field. Single window system needs to be given a push to avoid delays.

Growing urbanization, a growing middle class and migratory population is putting additional burden on the demand for housing in the country. It is therefore imperative that in addition to regulating the sector the supply side is also strengthened. Housing is one sector which gives a push to many other sectors like steel and iron, cement etc. It also generates employment at various levels. It thus plays a major role in the economic development, particularly at a time when the economy is facing a slowdown.

The bill envisages a well structured grievance disposal system. There will be an Appellate Tribunal to adjudicate disputes which will be headed by a sitting or a retired judge. There will also be a National Advisory Council headed by the Housing minister to advise the regulator on crucial matters. That should take care of adopting a fair approach with regard to all stakeholders involved in the sector.

Since land and property is a state subject, cooperation from the state governments is of utmost importance to make the bill a success. One hopes this cooperation will be forthcoming in the desired measure, as it is as much in the interests of the states to regulate the housing sector as it is for the Central government.
