An unidentified male body age about 25 years was recovered by Kargil police from a river at Matayan, Kargil, in the jurisdiction of police station Drass. Domestic servant dies in Kulgam Srinagar July 21: A domestic help died in suspicious circumstances at his employer’s house in Srinagar. 19 years old Mohammad Amin Jagga son of Ata Mohammad resident of Nandmarg, Kulgam, who was working as a domestic servant at the residence of Akhter Hussain Bandey, Srinagar was brought to Gousia Hospital, Khanyar, Srinagar in unconscious condition, where doctors declared him brought dead. Mid-day meal monitoring to be intensified in J&K Jammu, July 21: Government agencies especially the school authorities in Jammu and Kashmir have been asked to carry out fresh review of the pattern under which the midday meal scheme was being implemented in the state. These instructions are said to have been issued following countrywide uproar over the death of 23 students in Bihar after they consumed contaminated and insecticides laced food under midday meal scheme. Reports said that the Union Human Resources Development Ministry (HRD) is unhappy with the system of monitoring

and reviewing the implementation of the midday meal programme in Jammu and Kashmir. According to these reports, a new suggestion has been issued by the HRD to all the stat Governments to carry out fresh screening of the food grains and vegetables and edible oils whether these items were being stored at proper places and the utensils used were examined properly by the managers of the canteens and by the principals of the schools. This steps has been taken following reports that food was cooked in insecticides containers that led to the death of 23 kids in Bihar. Also it has

been later found that food grains and vegetables kept in the store had got mixed with organic manure and some insecticides. Srinagar. Police used pepper gas in Barzaullh to disperse the protestors. Locals alleged that police personnel made extensive use of pepper gas in the area which created panic. Protestors used public address system and raised anti-India slogans. Pitched battles were fought at different places of Barzullah on Sunday afternoon. Youth resorted to heavy stone pelting in HMT area of Srinagar and targeted CRPF and police personnel on duty. Police swung into action and charged with canes on protestors. The clashes continued for hours. Residents of old Barzulla said that CRPF personnel Saturday evening damaged the windowpanes of the residential houses and beat up the inmates. They said that the personnel also damaged vehicles. Police imposed curfew at Soura after heavy stone pelting incidents in the area. Agitated youth burnt down tyres on roads in Batamaloo to show resentment against Gool killings and desecration of Holy Quran. In Srinagar, undeclared curfew remained in the jurisdictions of police stations Rainawari, Maharajgunj, Safakadal, Khanyar, Nowhatta and Zadibal. Clashes erupted in Batamaloo, Tengpora and Zakoora areas of Srinagar. The forces foiled the attempts of protests at four places in old Srinagar. Reports said that groups of youth, raising pro-freedom slogans took to streets at Noor Bagh. They were intercepted by large contingents of police and CRPF. Reports said that forces burst tear smoke shells, pepper gas and cane-charged the protestors. The latter in turn pelted stones on the forces triggering clashes in which at least four persons were injured. Reports said that later additional reinforcement arrived in the area to contain the situation. The pitched battles continued for at least two hours. Authorities imposed curfew to diffuse the situation. In Nowshehra area of Srinagar, reports said that hundreds of youth took to streets and held strong protests demonstration against Gool incident. However they were intercepted by forces leading to violent clashes. Pitched battles continued till evening. Clashes were also reported from Soura. Reports said that in restriction bound areas, the youth tried to take out processions in Nowhatta, Khanyar, Rajouri Kadal and Babademb, however the forces foiled the attempts. Several residents from old Srinagar called CNS and alleged that unlike Saturday, they were not allowed to buy bread Thursday morning. The residents said that forces blocked the roads with razor wire and armored vehicles. Late Saturday evening, CRPF personnel allegedly entered in residential houses in different areas of Srinagar and ransacked them. Residents said that para-military men broke the window panes of the residential houses. They also beat up the inmates. The residents said that CRPF personnel also used pepper gas without any provocation in various areas of Srinagar. Heavy stone pelting was reported from Goni Khan area of Srinagar during evening hours. Youth attacked CRPF bunker and pelted stones on it. Police and CRPF had tough time to curb protestors. In central district of Budgam, reports of protests and clashes were received from three places. The protests and clashes took place in Budgam town, Khan Sahib and Chadoora. However no one was injured. Reports from Ganderbal district said that youth staged protests at Saloora Crossing however police swung into action and chased them away. Youth erected barricades on the Srinagar- Leh highway at some places in Ganderbal and Kangan areas, however police rushed to the spot and removed them. Forces remained deployed in market places at Safapora, Dhobipora, Manigam, Lar, Pandach, Nagbal, Tullamulla, Baroosa, Beehama Chowk, Tawheed Chowk, Main Bazar Kangan, Court Road Kangan, Jamia Market Kangan and village market Kangan. However the situation remained peaceful at these places. Entire north Kashmir witnessed a complete shutdown.Violent clashes broke out at Khanpora Bridge in Baramulla when forces tried to disperse the protesters who were raising pro-freedom slogans and pelted stones on deployed Government Forces. Forces resorted to tear gas shelling, protesters hurled stones in retaliation. During the clashes six protesters and five force personnel (including CRPF and police men) were injured.One of the injured has been identified as Danish Maqbool of Jamia Baramulla who was reportedly hit by a bullet in his throat. He was rushed to SKIMS Srinagar. The residents of Baramulla town alleged that police was deliberately targeting youth with pellets in vital parts of the body. “The injuries caused by pellets are more dangerous than bullets as their treatment is very difficult,” they alleged. Reports of complete shutdown were received from Handwara Tehsil of Kupwara district and the people took to streets in Langate area. Bandipora district of north Kashmir also witnessed a complete shutdown and the authorities imposed restrictions to contain the movement of people. Amid complete shutdown and restrictions, protests against Gool killings continued for the third running day in several areas of South Kashmir. Meanwhile, the residents of Kulgam town accused police of letting loose a reign of terror in the area. Reports said that though curfew was officially lifted from Kulgam today, however strict restrictions were imposed in several areas. “Police and paramilitary forces wearing riot gears and armed with sticks were deployed in strength to foil any attempts of protests. People accused the police and CRPF of letting loose reign of terror for last few days. “The police and CRPF men pelt stones on the houses and break the window panes and then arrest the youth on the charges of stone pelting and in turn demand ransom to release them,” said the residents of Qaimou Kulgam. AILING HEALTHCARE

I

t is no secret that Jammu and Kashmir State is facing acute shortage of doctors and lifesaving drugs in hospitals. There is an acute shortage of doctors particularly in rural areas. Valley hospitals are currently running short of nearly 600 doctors with around 250 doctors being absent from their services illegally for the past several years. Reports suggest that there are 72 Assistant Surgeons, 55 specialists and 62 paramedical posts vacant in hospitals of south Kashmir's Shopian, Pulwama, Kulgam and Anantnag districts only. It seems that the ministry concerned is hardly bothered about these facts. Just a cursory glimpse of hospitals including sub district and even district hospitals, one can feel that the health care institutions are being manned by a few doctors and a few para medical officials. These hospitals are without basic facilities including lifesaving drugs, causing tremendous inconvenience to the patients. The pre-operation, post-operation, casualty, ward and gynaecological cases are being looked after by a single doctor from evening to morning every day. Not only these health centres lack required number of doctors, infrastructure, proper lavatories and water supply facility but due to scarcity, the patients are left with no option but to purchase surgical equipments and lifesaving drugs from the open market. It seems that these health care institutions have been ignored to the hilt. With doctors unwilling to serve in rural areas, the health ministry has acted tough and cleared a proposal making it mandatory for MBBS doctors to serve a one-year rural posting to be eligible for post-graduate courses from 2014-15. The situation in rural India is dire; statistics indicate a 60 per cent shortage of general doctors and 80 per cent shortage of specialists. The health ministry’s action is the only option available after various incentives and attempts at tailoring a rural community health course and a cadre of rural doctors failed. However, what the statistics of doctor shortage mask is the equally poor condition of rural health infrastructure. As on March 2011, rural India faced a shortfall of 35,762 subcentres, 7,048 primary health centres, and 2,766 community health centres. The government also faces the daunting task of constructing buildings, supplying medicine and equipment, and staffing the centres with adequate number of nurses, assistants, lab technicians and pharmacists besides doctors. Though the National Rural Health Mission has improved public spending on health care, India’s spending on this count is a mere 1.2 per cent of its GDP compared to China’s 2.7 per cent. The hypocrisy of a government which has failed the public health system — now seen as coercing the medical fraternity for not spreading out into rural areas — is noteworthy. A legal challenge would certainly be mounted against the government order. Equally remarkable is the health ministry’s dual-track policy. From 2010, it relentlessly advocated creating a rural doctor cadre through a three-year course. Given names like Bachelor of Rural Medicine and Surgery and Bachelor of Science (Community Health) at various points in time, fears were raised that it would produce ill-trained professionals and reflected the state’s step-motherly treatment to rural areas. Making rural postings mandatory follows the poor response to incentives like 50 per cent reservation in post-graduate (PG) courses and 30 per cent weightage in PG exams for undertaking three-years rural service. The high premium attached to PG courses will ensure that most MBBS doctors will join a rural posting. Their concerns about accommodation and well-equipped centres with support staff in rural area, and competitive remuneration should be addressed by the health ministry. This “drafting” of doctors into rural service is unprecedented. The allusion to soldiers and preparations on a war footing is not misplaced. Like the hard life in soldiering, the extra year of rural service for doctors comes atop a grueling 4.5-year MBBS course, a frenetic year of being a house surgeon, and the difficult preparation for PG exams. Over 30,000 medical graduates are produced every year. Even if one-third of this number enter rural areas, their impact would be revolutionary. But it is difficult to be optimistic considering the government’s track record. It first needs to lay the ground and the means for doctors to work their miracles in villages.

Tourism - Providing Inclusive Growth and Promoting Employment

T

ourism has been recognized as one of the major engines for inclusive growth and employment. It has been universally acknowledged that the Travel and Tourism Sector contributes substantially to reducing poverty and empowering women, youth and migrant workers with new employment opportunities. The Ministry of Tourism, is the nodal agency for the formulation of national policies and programmes and for the coordination of activities of various Central Government Agencies, State Governments/UTs and the Private Sector for the development and promotion of tourism in the country. The Ministry has focused on holistic development of Tourism in the country with the objective of promoting employment and inclusive growth along with active participation and support of the private sector. The importance of Tourism as a growth engine has been underlined in the recent declaration of the G-20 Leaders of Nations Summit held in Mexico in June 2012 which reads: “We recognize the role of travel and tourism as a vehicle for job creation, economic growth and development, and, while recognizing the sovereign rights of States to control the entry of foreign nationals, we will work towards developing travel facilitation initiatives in support of job creation, quality work, poverty reduction and global growth.” Growth of Tourism The benchmark for the sector is the growth in the number of Foreign Tourist Arrivals and generating valuable Foreign Exchange. The Foreign Tourist Arrivals (FTA) in India in 2011 were 6.29 million with a growth of 8.9%, as compared to the FTAs of 5.78 million with a growth of 11.8% during the year 2010. The growth rate of 8.9% in 2011 for India is better than UNWTO’s projected growth rate of 4% to 5% for the world in 2011 and 7% to 9% for Asia and the Pacific. The number of domestic tourist visits increased from 740.21 million in 2010 as compared to 668.80 million in 2009 showing a growth of 10.7 percent. Thus, the domestic tourism witnessed impressive growth during this period. Foreign Exchange Earnings from tourism during 2011 were Rs. 77591 crore with a growth of 19.6 %, as compared to the Foreign Exchange Earnings of Rs. 64889 crore with a growth of 18.1% during the year 2010 over 2009. The objective of the Ministry is to increase India’s share in world tourist arrivals to 1% from the present 0.6 % by the end of the 12th Five Year Plan. This would result in achieving 11.37 million Foreign Tourist Arrivals by 2016. Also, the Ministry has targeted 1495.82 million Domestic Tourism Visits by 2016. For achieving this objective, the Ministry has

stepped up its promotional activities in important as well as potential source markets overseas and is taking several initiatives for overall growth in the sector. Infrastructure Development Infrastructure development holds the key to the sustained growth in India’s tourism sector. Therefore, the Ministry has been making efforts to develop quality tourism infrastructure at tourist destinations and circuits. A scheme for development of nationally and internationally important destinations and circuits through Mega Projects has been initiated. So far, 47 mega projects have been identified out of which 32 projects have already been sanctioned. The mega projects are a judicious mix of culture, heritage, spiritual and ecotourism in order to give

more inclusive economic growth. .The programme aims at creation of employable skills amongst youth in the age group of 18 to 28 years with a minimum qualification of passing Class 8 and provides training in programmes ranging from 6 to 8 weeks covering Food and Beverage service and Food Production, Housekeeping Utility and Bakery and Patisserie as well as acquiring driving skills. This programme has been recognized as a key central initiative for skill development. The Ministry has been working tirelessly towards broad-basing the implementation of this initiative so as to reach youth in a much larger number all across the country. Due to its efforts, an Interministerial Coordination Committee for the Tourism Sector has been set up under the chairmanship of the Principal Secretary to Prime Minister. The Committee will facilitate resolution of inter-ministerial issues involved in the development of tourism in the country, as well as issues raised by industry associations in the tourism sector. The first meeting of this Committee was held on 19th January 2012 in which various issues were taken up. Hunar Se Rozgar Hunar Se Rozgar (HSR) is an important means to achieve the goal of the 12th Plan – of promoting faster, sustainable and

The Ministry of Tourism has taken the initiative to put in place a comprehensive strategy to effect cleanliness at tourist destinations under the “Campaign Clean India”. The Campaign will employ a balance of persuasion, education, sensitization, training, demonstration and regulation for achieving its goal and will be implemented in collaboration with Central and State Governments, Ministries, the Corporate Sector, Travel Trade, NGOs, Educational Institutions, Media and Stakeholders. The Campaign was launched with a Workshop organized in New Delhi which was attended by dignitaries including Former President of India Shri A P J Abdul Kalam, Government Ministers, Members of Parliament, Media Luminaries as well as stars from the Film world in addition to members of the Travel and Hospitality trade NGOs, Corporate Sector and Media houses. Very useful suggestions were obtained from the participants in the workshop which would be taken in to account while detailing the strategy for taking the campaign forward. The entire exercise aims to undertake both sensitization and action at the sites to create an acceptable level of cleanliness and hygiene. The objective is also to ensure that these levels are sustained through ownership and involvement of private and public sector stakeholders. The Ministry would also sign MoUs with 14 ministries seeking their intervention for synergy of efforts. Thirty six monuments have been identified by ASI for the pilot project and ten of these have already been adopted by Institute of Hotel Management/IITTM. Schools and institutes will undertake 'Shramdan' at the destination. They would also critically analyze the solid waste management system and propose improvements. The Pilot Project of the Campaign Clean India was launched at Qutub Minar in Delhi on 19th June 2012 by Shri Subodh Kant Sahai, Minister for Tourism along with Kumar Selja, Minister for Culture and Minister for Housing and Urban Poverty Alleviation and Shri Shankersinh Vaghela, Chairman of India Tourism Development Corporation. The project has been undertaken by ITDC in cooperation with the various stakeholder associations and the ASI. The event also saw the release of the publicity material for the campaign including posters, slogans and Radio Commercials. The innovative Radio Commercials of this campaign are being run of the major FM channels in the country. The Ministry of Tourism is thus committed to the development of tourism in the country so as to benefit the common man and to provide employment opportunities to the youth in all corners of our country.

The Environment Pledge: Tourism and Environment Protection

he International Ecotourism Society has defined Ecotourism as the "responsible travel to natural areas that conserves the environment and improves the welfare of local people". The Australian Commission on National Ecotourism Strategy defines ecotourism as "nature-based tourism that involves education and interpretation of the natural environment and is managed to be ecologically sustainable". In modern times, eco tourism has been expected to help in achieving the following also: involve travel to natural destinations, minimize impact on natural resources, build up environmental awareness, provide impetus and financial support for conservation, financially benefit and empower local people and inculcate respect for local culture. A travel enthusiast from Kanyakumari in Tamilnadu and an avid practitioner of eco tourism guidelines, R N Kesavaperumal says that "ecotourism, to be worthy of its name, should be able to ensure financial benefits to the people from the locality where tourism activities are being developed and encouraged. The International Society for Eco Tourism has made a special mention of the economic significance of eco tourism activities. The society points out that eco tourism activities always takes care that money generated through the tourism must not go out from the local economies. It discourages mass tourism, mass constructions of hotels, tourism resorts and mass activities in fragile areas". Environment Friendly Tourism: A Reference from Sanskrit Literature As far as India is concerned, the famous Sanskrit poem the “Meghadoot” by the immortal poet Kalidasa, on close examination, proves to be a manual for eco tourism. The lyrically sublime poem is an explanation and description of the route to be taken to reach the abode of the lover of a Yaksha. The poem is structured as if the Yaksha is describing the route to a rain cloud and requesting the rain cloud to carry his love message to his lover! The poem stresses on the care that should be taken to protect nature and natural resources. For example, there is sloka in Meghadoot which means “we have

watered the trees that blossom in the summer-time. Now let's sprinkle those whose flowering time is past. That will be (a) better deed, because we shall not be working for the reward.” The poem, describes with great care and diligence, the way through the Central Indian plains, noting with surprising involvement the flora and fauna as well as the geographical and natural particularities of each region that the cloud has to pass through. The famous Mayoora Sandesham (The message send through a Peacock) in Malayalam describes the famous paddy fields and unique irrigation facilities of the then Travancore (now Kerala and parts of Tamilnadu) in minute detail. Such poems have been the earliest call for conservation and environment friendly travel and tourism. The Environmental Pledge In keeping with the tenets of eco tourism, India has decided that the Environmental Pledge will be honoured as far as environmental activities are concerned. The following are the principal aspects of the environmental pledge. · All stationery and various kinds of publicity material will be made only on

paper that has been recycled. The Ministry of Tourism has also pledged itself to implement a recycling programme for all its activities. · As far as possible, the use of polythene bags will be avoided as far as tourism related activities are concerned. Plastic is non biodegradable and a single polythene bag might take up to centuries for decomposing. Each tourist is putting in his or her effort in conserving nature when they use a cloth or paper bag to carry consumables! · Another important area where eco friendliness of tourism is reflected is in the use of power and its generation. The environmental pledge makes it concomitant for the tourists as well as the tourism practitioner to utilize environment friendly forms of power like solar energy or wind turbines. · A related area of concern, from the point of view of eco friendliness, is the care and attention given to the judicious use of water resources. Recycling of used water, installation of active rain water harvesting systems, use of toilets where the amount of water needed is comparatively less etc are some of the important initiatives possible in this area.

Dr Dalvi warns, “It interferes with blood levels and/actions of anticoagulants (agents that reduce and prevent clotting of blood), immunosuppressants (agents that can suppress or prevent the immune response), anti-diabetic drugs, birth control pills and hence should be used with caution.”

Researchers at Warwick Medical School found women who developed the condition were more likely to have variants of two receptor genes involved in the body’s stress response, the Daily Mail reported. The discovery could lead to earlier treatment for women who are likely to suffer from postnatal depression. At present women are often diagnosed by chance if a midwife or relative notices the symptoms, which usually appear a fortnight after birth. However, many new mothers are unwilling to admit they are suffering in the mistaken belief the condition means they are a ‘bad mother.’ Presenting the teams research to the International Congress of Endocrinology, Professor Dimitris Grammatopoulos said: “Current screening policies rely on the opportunistic finding of PND cases using screening tools such as the Edinburgh Postnatal Depression Score (EPDS), but such tests cannot identify women at risk, ahead of them developing the condition.” The scientists assessed a group of 200 pregnant women for PND
