Srinagar, Jan 21: On the instructions of the Divisional Administration the health officer Srinagar Municipal Corporation (SMC) on Tuesday closed down a hookah bar located at Cafe Robutsa on MA road here. Health officer SMC told KNS that a complaint had been received that young boys and girls were getting lured to this menace each day. “This hookah bar was serving fruit tobacco which is also considered harmful for human health,” he added. Delay in deciding mercy plea ground for commutation of death penalty New Delhi, Jan 21: In a landmark verdict that can come as a relief to many death row convicts, the Supreme Court on Tuesday held that death sentence of a condemned prisoner can be commuted to life imprisonment on the ground of delay on the part of the government in deciding the mercy plea. Giving life term to 15 death row inmates, including four aides of forest brigand Veerappan, the apex court also ruled that a death convict suffering from mental insanity and schizophrenia cannot be hanged. Police refute news about militant plan to attack airport Srinagar, Jan 21: Police on Tuesday denied as unfounded news carried by a section of national media that five militants and over ground workers (OGWs) of Lashker-e-Toiba arrested by it were planning an attack on Srinagar airport. Addressing a Press Conference here, Superintendent of Police Budgam, Irshad Ahmed said that while the arrested were involved in the killing of Station House Officer Chadoora recently, “investigation did not reveal that they were planning an attack on Srinagar airport.” Quoting sources, a section of the national media had claimed that LeT module had planned an attack on Srinagar airport. Srinagar, Jan 21: A complete shutdown was observed Tuesday across the Valley to mark the 24th anniversary of the 52 people who were killed by CRPF troopers in Gaw Kadal on January 21, 1990. Reports reaching GNS said that all shops, offices, business establishments remained closed in Srinagar and other major towns of the Valley in wake of the shutdown called by Hurriyat Conference factions, Jammu and Kashmir Liberation Front, Peoples Political Party (PPP) and other resistance groups. The strike also affected the smooth flow of traffic. Around noon, dozens of youth appeared at Madina Chowk, Maisuma and staged pro-freedom and anti-India demonstrations. Union Cabinet to consider hike in subsidized LPG cylinders New Delhi, Jan 21: Government will increase number of subsidized LPG cylinders from nine to twelve per household soon. Petroleum and Natural Gas Minister M Veerappa Moily said this on the sidelines of a function in New Delhi. He said, the Cabinet is likely to consider the decision in this regard this week. Moily said, decision will cost 4000 crore rupees and the total subsidy will go upto 50,000 crore rupees per annum. Further, under Swarna Jayanti Shahari Rozgar Yojana (SJSRY), in Large States and Union Territories, Andhra-Pradesh received the Award for the Best State for promoting Community Organisations, Bihar got the award for the Best State for Skill Training of Urban Poor. Odisha got the award for the Best State for providing Self-Employment to Urban Poor and amongst the Small States and Union Territories and Mizoram got the Award for Best State for overall performance. On the occasion, Dr. Girija Vyas Union Minister for Housing and Urban Poverty Alleviation, released 2 books; the first book on “Housing in India-2013 is a publication of the National Buildings Organization, an integral organisation of Ministry of HUPA containing valuable information on housing. The second book “The State of the Urban Poor Report”, which brings together a set of 19 papers on inclusive planning prepared for the International Conference on Inclusive Urban Planning, organized by the Ministry of Housing and Urban Poverty Alleviation in association with the GOI-DFID Project. The first copy of both these books were presented to the President. In her address, Dr. Girija Vyas, stated that under the BSUP and IHSDP sub missions of JnNURM, more than 1.5 million dwelling units have been sanctioned to the urban poor throughout the country with expected approximate initial cost of Rs 42000 crore to social housing and basic services. The Minister stated that the Planning Commission has allocated Rs 32230 crore for implementation of RAY during the 12th Five Year Plan and One million beneficiaries are proposed to be covered under RRY during the 12th Plan period involving a total outlay of Rs 3580 crore, she said. National Urban Livelihoods Mission, she said is an improvement of the erstwhile Swarna Jayanti Shahari Rozgar Yojana with an allocation of Rs 6404.90 crore for the remaining period of the 12 th Five Year Plan. The Real Estate (Regulation and Development) Bill, 2013 and The Street Vendors Bill and the development of the Pilot Housing Start Up Index and Socio Economic Caste Census were the other major achievements of the Ministry, Dr Vyas said. Police of Police, Mohammad Shafi Parray along with his brother Sajad Ahmad took a female patient at the PHC Wasun last evening. “Soon after reaching the hospital, the SOG man and his brother started beating the doctors and smashed many windowpanes without any reason,” eyewitnesses told GNS. They said that the duo created reign of terror at the PHC which created panic among the patients as well as the medical staff present there. “This is not first incident of his crime”, Mohammad Altaf, a resident of Wasun told GNS. “We have approached the higher authorities several times regarding his matter but to no avail,” he added. Following the incident, the medical staff and scores of people took to the streets at Wasun on Tuesday morning demanding actions against the accused. Talking to GNS, Block Medical Officer, Kangan, Mehraj-ud-Din, said that “late last evening an officer from SOG known as Shafi along with his brother came to the PHC with a female patient.” “Soon after reaching the hospital, the duo manhandled several medical staff members including a doctor Mohammad Yawer and smashed the windowpanes there as well,” he said. “The police also brandished his pistol at the doctor,” he added. As the protestors took to the streets, Deputy Superintendent of Police, Rasik Ahmad reached the spot and pacified the protesters while assuring them stern action against the defaulting cop and his brother. “We have arrested two persons including a police officer for creating trouble at PHC last evening,” Rasik Ahmad, DSP, Headquarters, Ganderbal told GNS. “A case under FIR no. 06/2014 under section 353, 307, 427 and 510 has been registered in this regard and further investigations have been taken up”, he said. Similarly, he said, the two countries must implement the decision taken about the opening of Kargil-Skardu road, so that it becomes easy for the people of those areas to visit each other. The decision to expand the facility of travel beyond divided families and providing communication and banking back up too remain unimplemented even though it was taken more than two years back by the foreign ministers of the two countries, added Mufti. Speaking at the inaugural session of 2-days workshop and interactive session for development and promotion of handicrafts of Jammu and Kashmir with artisans, entrepreneurs, self-help groups(SHGs), NGOs, stakeholders, manufactures and exporters held at J&K Entrepreneurship Development Institute, the Minister said that design development and quality improvement of handicrafts was imperative to upgrade living standard of artisans even though traditional handicrafts of Jammu and Kashmir are always in high demand in the oversees countries. The Union Minister urged for devising new strategies to explore all possible export channels adding that there is vast market for handicrafts in the foreign countries. He said export of handicrafts from India has increased to Rs. 4.3 billion this year against Rs. 3.3 billion mark during the last fiscal. He said artisans should grab this export potential keeping in view very high wage rate per hour in the developed countries. He said availability of funds shall not be any constraint in promotion of handicrafts and its export from Jammu and Kashmir. He said Centre was open with positive frame of mind to improve the lot of artisans adding that National Centre for Design and Product Development (NCDPD) has been setup to update the handicrafts sector about the changing global scenario with reference to technical advancement. Responding to the demand of handloom weavers, the Union Minister announced that 10% rebate on purchase of yarn, which was only available for handicrafts sector shall be now available on purchase of woollen yarn also so as to promote handloom sector in the Country. The Union Secretary for Textiles, Zohra Chatterji in her remarks said that handicraft sector is a major source of livelihood adding that need of the hour was to bring product diversification in it. She said handicrafts of J&K State are similar in quality and make up to those of Uzbekistan and Isfehan but their costs are not comparable adding that joint efforts are needed to give a big boost to handicrafts exports from J&K. She also enumerated some measures taken up for promotion of handicrafts in the State adding that one textile park has been setup in Kathua where about 29 units are coming up very soon. Wildlife official suspended after mob ‘torched’ a bear in Ganderbal
Srinagar, Jan 21: Authorities Tuesday suspended an official of the wildlife department in Ganderbal after people allegedly torched a bear and protected maple tree in presence of the officials on January 15. DC Ganderbal Sarmad Hafeez stated informed that he had ordered time bound inquiry into the matter and had also suspended a range officer of the wildlife department. “I have appointed the chief revenue officer of the district to conduct an inquiry and submit a report within one week,” he said. According to the reports, a bear had appeared in the area and hundreds of people along with the wild life offi-
cials and police had reached the spot. A wild life official had said: "On Wednesday evening at around 7:30 pm we were informed about the presence of a bear and we arrived at the spot along with our team. We tried to get it out of the trunk of the tree, but there were hundreds of people due to which it became impossible." He had said later on they successfully shot sedatives at the bear. "The wild life team was present at the spot for the whole night," he had added. However, an unruly mob appeared at night and torched the bear and the protected tree in presence of the officials and they seemed to be helpless, he had said. (KNS)

Vohra, Governor of J&K, the Board approved the existing Compulsory Health Certificate without any change for Yatra 2014. Giving further details, Mr. Navin K. Choudhary, CEO, SASB informed that the format of Compulsory Health Certificate has been uploaded on the website of the Shrine Board which can be easily printed by an intending pilgrim. The Compulsory Health Certificate (CHC) can be issued only by Doctors or Medical Institutions who have been designated by the respec-
tive State Governments and Union Territories. All State Governments and UTs in the country have been requested to publicize the list of Doctors / Medical Institutions who are authorized to issue CHCs in their respective jurisdictions. The lists of authorised Doctors so far received from the State Governments and Union Territories are placed on the website of the Board. The list is being regularly updated as further information is received from States and UTs. CEO stated that only a CHC which has been issued after 1st February, 2014 will be considered valid for Yatra registration purpose and, further, the existing restriction of
persons below the age of 13 years or above the age of 75 years and women with six weeks pregnancy not being allowed to undertake this arduous Yatra will continue. The Governor has written to all Chief Ministers and Administrators of UTs in the country to expedite the list of Doctors and Medical Institutions which will be authorized to issue CHCs. He has also requested the Chief Ministers and Administrators of UTs to ensure that the CHC is issued free of cost and in a hassle free manner to the intending pilgrims. The CEO is following up the Governor’s letter with the State Governments and Union Territories to secure timely results.

EDITORIAL/ OPINION Unemployment Result of rampant nepotism, corruption and militancy
T
he unemployment problem, no doubt, has thrown a big challenge for the whole world community. Every country is struggling hard to overcome this gigantic issue. It has eschewed most of the natural resources of the developing countries but the solution to the problem remains a distant dream. For states like J&K, the responsibility of providing employment lies on the shoulders of the government. The militancy in the state for the last 21 years, has hampered the speed of the progress in all spheres of life, be it industrial growth, tourism, handicrafts or other sectors. The protracted instability has resulted into weak, tenuous economy and it’s fluctuations have left it’s citizens with no option for economic engagement. The outcome of this uncertainty has rendered at least six lacs educted youths as unemployed currently and this situation is bound to aggravate in the coming years with the increasing number of pass out youths every year. The unemployment is also amongst the illiterate class .Half of the population of the valley still lives below the poverty line as the resources of income are vey meager for them to tap. Consequently, there is influx of rural population in the small towns or cities in search of jobs. This has added to the woes of the city developers. Moreover, the crime- rate in the cities and towns is swinging upwards causing law and order problems besides social evils. The youths have stared indulging themselves in crimes, like robberies, addiction to drugs, murders which were unheard of at least in the valley. The frustration amongst the youths is growing up and as a result some of the youths tend to commit suicides, though an un-islamic act. The diseases like cancer, cardiac arrest, diabetes etc. are on rise. But one is forced to think over the basic causes behind these glaring issues which are taking our society into a dark ravine. The visionless planning of the policy-makers, and those at the helm of affairs, instead of making fruitful efforts to over-come these problems, are adding salt to the injuries. They are more interested in accumulating wealth than in improving the present condition of the society which is result of their ill-conceived policies. One agrees that the government jobs are limited. But what so ever is available, is being filled through nepotism, brazen political intervention, and elite connections or by exchange of money power. There is one such glaring example of such mal–practices. The posts of Accounts Assistants were advertised by State Selection Recruitment Board announcing the requisite technical qualification as B.Com or M.Com. Surprisingly, the interview- letters were posted to all those candidates having the B.Ed degree which has nothing to do with accounts apparently. The deserving candidates were left out and the favored one’s were asked to fill up B.Ed or M.Ed qualifications in the technical qualification column. No wonder, some of the unfavored candidates too had B.Ed or M.Ed qualifications ,but they did not mention it in their application forms thinking it as irrelevant to the required post as it was not the requisite qualification as per the advertisement and will not carry any weight age for interview. Astonishingly, when the facts surfaced before the public, it was found that it was done at the behest of a Cabinet Minister of National Conference who wanted to oblige his favored one’s for the best bargain known to him. How can anyone expect justice from any public and statutory bodies when they are subservient of the political leaders? The widespread corruption has not only vitiated the atmosphere of public institutions but has also hampered the growth of private sector which could have accommodated a large chunk of unemployed youths. What will be the future of this state? Perhaps God knows better!

Demand Reduction-Key to Drug Abuse Control
D
rug addiction is increasingly becoming an area of concern as traditional moorings, social taboos, self-restraint and control-discipline of the joint family and community are gradually disappearing with urbanization. Alcohol and drug abuse has emerged as a serious socio-economic problem in India. Located between two of the world’s largest illicit drug producing regions, India has been a transit country for long, making it highly vulnerable to the problem of smuggling of drugs into and out of the country and drug abuse. Narcotic Drugs include coca leaf, cannabis (hemp), opium, poppy straw and other manufactured goods, whereas Psychotropic substance means any substance, natural or synthetic, or any natural material or any salt or preparation of such substance or material included in the list of psychotropic substances specified in the Narcotic Drugs and Psychotropic Substances Act, 1985. Narcotic Drugs and Psychotropic Substances have several medical and scientific uses. However, they can be and are also abused and trafficked. Natural narcotic drugs of great medical use such as morphine, codeine are produced from opium. Thus, the manufacture of natural narcotic drugs indirectly affects the demand for opium and the area in which farmers should be allowed to cultivate opium. India is one of the few countries that are internationally permitted to grow opium and successive resolutions of the UN Economic and Social Council require India (and other producing countries) to maintain a balance between demand and supply. Thus, on the one hand, India shares with other opium poppy growing countries the responsibility of ensuring that there is adequate supply of opium and opiates in the world and on the other has the responsibility to avoid excessive accumulation of stocks. Article 47 of our Constitution provides that "……… the State shall endeavour to bring about prohibition of the consumption except for medicinal purposes of intoxicating drinks and of drugs which are injurious to health." India is a signatory to three United Nations Conventions, namely: (i) Convention on Narcotic
Drugs, 1961; (ii) Convention on Psychotropic Substances, 1971; and (iii) Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, 1988. Thus, India also has an international obligation to curb drug abuse. The Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985 was framed taking into account India’s obligations under the three UN drug Conventions as well as Article 47 of the Constitution. This Act prohibits, except for medical or scientific purposes, the manufacture, production, trade, use, etc. of narcotic drugs and psychotropic substances. Thus the Governments’ policy has been to promote their use for medical and scientific purposes while preventing their diversion from licit sources, and prohibiting illicit traffic and abuse. The NDPS Act is administered by the Ministry of Finance, Department of Revenue. However, matters pertaining to Prevention of Alcohol and Substance Abuse are handled by the Ministry of Social Justice & Empowerment (MSJE). The Ministry supports various NGOs working in this field. The Ministry of Health, which is responsible for all health issues, runs several drug de-addiction centres in the Government hospitals across the country. The Narcotics Control Bureau, under the Ministry of Home Affairs, coordinates actions by various functionaries (Central and State) under the NDPS Act. The State Governments also have their own Health Departments and Social Welfare Departments each of which has its own set of activities relating to Drug Demand Reduction. Illegal cultivation of opium poppy (Papaver sominiferum) and cannabis (Cannabis sativa) are offences under the NDPS Act. Synthetic and semi-synthetic drugs are illicitly manufactured in clandestine laboratories (commonly known as clan labs) the world over. Diversion of licit pharmaceuticals containing narcotic drugs and psychotropic substances for abuse has been a significant problem in India. Preparations containing drugs such as codeine, buprenorphine, diazepam and alprazolam are commonly abused. Drug abuse is a result of two factors- the
availability of drugs and the psycho-social conditions which result in their abuse. Both traditional and semi-synthetic and synthetic drugs are abused. Intravenous drug use and HIV/AIDS driven by such use have added a new dimension to the problem. The United Nations General Assembly, in its 20th Special Session in 1998, has accepted demand reduction as an indispensable pillar of drug control strategies. Hence, equal emphasis is placed on supply and demand reduction. Demand reduction also has two components- treating the drug addicts and educating and enabling the society to prevent addiction and to rehabilitate addicts after they have been treated. Thus, drug abuse is a psycho-socio medical problem, which needs both medical intervention and community based interventions. Hence, the central government has a three-pronged strategy for demand reduction consisting of: Building awareness and educating people about ill effects of drug abuse. Dealing with the addicts through programme of motivational counselling, treatment, follow-up and social-reintegration of recovered addicts. To impart drug abuse prevention/rehabilitation training to volunteers with a view to build up an educated cadre of service providers. Of the above, treatment is the component which directly targets drug addiction. India has a two-pronged strategy towards it- (a) running deaddiction centres in Government hospitals; and (b) supporting NGOs involved in this endeavour. The Ministry of Health and Family Welfare of the Government of India runs a number of drug-de-addiction centres in various Government hospitals across the country. The Ministry of Social Justice & Empowerment has been implementing a Scheme for Prohibition and Drug Abuse Prevention since the year 1985-86. The approach of this Scheme is to provide the whole range of services including awareness generation, identification, counselling, treatment and rehabilitation of addicts through voluntary and other organizations. In order to reduce the demand for and consumption of alcohol and dependence producing substances,
the thrust would be on preventive education programmes and Whole Person Recovery of the addicts At present, under this Scheme, the Government supports Non-Governmental Organizations (NGOs) running Deaddiction-cum-Rehabilitation Centres, De-addiction Camps, and Counselling and Awareness Centres. The Government bears the major portion of the cost of services provided at these Centres. While the apparent "benefits" of consumption for drug abusers is transient and health and financial burden on society considerable, there are huge profits for suppliers and traffickers of illicit drugs. Producer and trafficking countries, however, tend to pay a high social and political price for short-term economic gains. Although families have a powerful influence on shaping the attitudes, values and behavioral patterns of children and thus preventing substance abuse, peer groups often prove to have an even stronger influence. The negative influence of peers appears to increase when parents abdicate their traditional supervisory roles. Family factors which can lead to or intensify drug abuse include, prolonged or traumatic parental absence, harsh discipline, failure to communicate on an emotional level and parental use of drugs. Lack of household stability triggered by low and irregular income and unemployment may increase the stress on the family and its vulnerability to drug abuse. While the family itself can be the source of drug problems, it can also be a potent force for prevention and treatment. As most families are supported and cared for by women, women play a key role in teaching the young, ensuring health care and maintaining links with and mobilizing community support where necessary. The recognition and effective utilization of women as resources for drug prevention and treatment can therefore improve efforts to reduce both the supply of and demand for drugs. Indeed, the family unit as a whole has a clear interest in preventing individual family members from falling prey to drug abuse, and thus could become a powerful ally of government and community prevention programmes.
Dairy Development T
he Indian dairy sector has acquired substantial growth momentum from 9th Plan onwards as a result of which the country now ranks first among the world's milk producing nations, achieving an annual output of about 130 million tonnes. This represents sustained growth in the availability of milk and milk products for our growing population. Dairying has become an important secondary source of income for millions of rural families and has assumed the most important role in providing employment and income generating opportunities particularly for marginal and women farmers. The per capita availability of the milk has reached a level of 290 grams per day by the year 2012, which is more than the world average of 284 grams per day. Most of the milk in the country is produced by small, marginal farmers and landless labourers. About 14.78 million farmers have been brought under the ambit of 1,48,965 village level dairy corporative societies up to March 2012. Farmers of
marginal, small and semi-medium operational holdings (area less than 4 ha) own about 87.7% of the livestock. India is endowed with the largest livestock population in the world. It accounts for about 57.3 per cent of the world's buffalo population and 14.7 per cent of the cattle population. Animal husbandry and dairying play an important role in national economy and in socio-economic development of the country. These activities play a significant role in generating gainful employment in the rural areas, particularly among the landless, small and marginal farmers and women, besides providing cheap and nutritious food. Livestock are the best insurance for farmers against vagaries of nature like drought and other natural calamities. Several measures have been initiated by the Government to increase the productivity of milch animals, which has resulted in increasing the milk production significantly.
National Dairy Plan
In order to meet the rapidly growing demand for milk with a focus to improve milch animal productivity and increase milk production, the Government has also approved National Dairy Plan Phase-1(NDP-1) in February, 2012 with a total investment of about Rs. 2242 crore to be implemented upto 2016-17. NDP-1 will help to meet the projected national demand of 150 million tonnes of milk by 2016-17. This is envisaged through productivity enhancement, strengthening and expanding village level infrastructure for milk procurement and provide producers with greater access to markets. NDP-1 would focus on 14 major milk producing states – Uttar Pradesh, Punjab, Haryana, Gujarat, Rajasthan, Madhya Pradesh, Bihar, West Bengal, Maharashtra, Karnataka, Tamil Nadu, Andhra Pradesh, Orissa and Kerala which account for over 90% of the country's milk production. A total sum of Rs.79.00 crore has been released to NDDB upto
31-12-2012, for implementation of the scheme.
Dairy Entrepreneurship Development Scheme
A modified scheme namely Dairy Entrepreneurship Development Scheme (DEDS) was launched on 1-9-2010, for promoting private investment in the dairy sector. The Scheme aims at increasing investment in dairy sector for increasing milk production in the country apart from helping in poverty reduction through self employment opportunities. It is being implemented through NABARD and provides financial assistance to the bankable projects through Commercial, Cooperative, Urban and Rural Banks with a back ended capital subsidy of 25% of the project cost for general category and 33.33% of the project cost for SC & ST beneficiaries as Central assistance subject to norms of the scheme. Farmers, individual entrepreneurs, group of unorganized
and organized sector are eligible to benefit under this. Group of organized sector includes selfhelp groups, dairy cooperative societies; district level Milk Unions, State Milk Federation, etc. Since inception, NABARD has disbursed an amount of Rs.251.20 crore to the beneficiaries for sanctioning 62,046 dairy units upto 31st December, 2012. Further, the Government has released an amount of Rs.140 crore to NABARD during 2012-13 for the implementation of the scheme, out of which NABARD has released back ended capital subsidy of Rs.127.13 crore for establishment of 32,749 dairy units upto 31-12-2012.
Assistance to Cooperatives
This Scheme was started during the year 19992000, with the objective to rehabilitate the sick dairy Cooperative Milk Union at the district level and Milk Federations at the State level. The Scheme is being implemented on 50:50 sharing basis between the Government and the State
Government concerned through NDDB. The rehabilitation plan is prepared by National Dairy Development Board (NDDB) in consultation with the concerned State Milk Federation/ District Milk Union. Each rehabilitation plan is prepared in such a manner that the net worth of the sick Cooperative will become positive within a period of seven years from the date of its approval. Since inception, the Department has approved 42 rehabilitation projects for the sick Milk Unions at a total cost of Rs.310.91 crore with the Central share of Rs. 155.64 crore upto 31-12-2012 in the States of Madhya Pradesh, Chattisgarh, Haryana, Karnataka, Uttar Pradesh, Kerala, Maharashtra, Assam Nagaland, Punjab, West Bengal and Tamil Nadu. A total sum of Rs. 120.64 crore as central share has been released to the sick Cooperative Milk Unions upto 31st December, 2012.
