New Delhi, Jan 22: The Reserve Bank of India has advised that after March 31, 2014, it will completely withdraw from circulation all banknotes issued prior to 2005. From April 1, 2014, the public will be required to approach banks for exchanging these notes. Banks will provide exchange facility for these notes until further communication. The Reserve Bank further stated in an advisory that public can easily identify the notes to be withdrawn as the notes issued before 2005 do not have on them the year of printing on the reverse side. The Reserve Bank has also clarified that the notes issued before 2005 will continue to be legal tender. This would mean that banks are required to exchange the notes for their customers as well as for non-customers. From July 01, 2014, however, to exchange more than 10 pieces of `500 and `1000 notes, non-customers will have to furnish proof of identity and residence to the bank branch in which she/he wants to exchange the notes. ععصSee RBI On Page 11..

Why is congress afraid of Narender Modi? Is he a media creation, a real hero or a fluke? Has Congress surrendered before defeat? Formation of high power media committee last effort to repair the dents caused to Cong image From our special correspondent Srinagar, Jan 22: The recent congress executive committee meeting at New Delhi clearly indicated the fatigue, frustration, disappointment, disillusion and lack of fighting spirit in the congress leadership which has almost surrendered even before the elections are held and Modi is crowned as the New Prime Minister of India representing the communal forces who have a long cherished dream for a hardliner to become the P.M, so that their hidden agenda is accomplished. Though BJP a party whose leaders come from RSS mostly, came to power earlier also but a stalwart like Atal Bihari Vajpayee became PM who was a man of vision and always thought a right man in a wrong party. Though he too had a good number of hardliners around him in the party but his overshadowing personality and stalwatship never allowed them to do anything which was unpleasant and could create communal tension. Infact, Muslims thought more safer during his rule than the congress rule in the country. But his old age, his undeclared retirement from politics and his prolonged illness has provided a full field for leaders
like Narinder Modi to sweep the party support in his favour. It is not that the majority of the party leaders like him but it is under a big compulsion that they want him to lead the party as BJP wants to wrest the power from cong by hook or crook. On the other side congress marred by infighting, recent scandals and ego problems is in total disarray. The young Turks, lead by Rahul Gandhi have taken over the party command and control and senior leaders, who have the experience are being ignored, sidelined and even humiliated at certain points. This treatment meted to them has created a wide in the party which is loosing the ground day by day. The hesitation to nominate Rahul Gandhi as the Prime Ministerial candidate is a clear proof of the party’s diminishing hope of coming to power. It is very clear that the congress which has ruled the country since independence continuously baring some brief periods, has lost fighting spirit, conceded defeat before the bout and is providing full chances to Modi to sweep the elections. This party is also suffering from shortsightedness inferiority complex and is haunted by recent scandals including 2G spectrum and coal scandal in which even

On Edit Page High time to gear up the administration
Just a snowfall and the whole administration crumbled like dry leaves putting the people of the valley to large inconveniences and difficulties. The tall claims of the administration that everything is ready to cope up with any situation and the earlier meetings including the meetings of disaster management proved futile and useless. Whole valley was plunged into darkness, the water supply was badly affected, the road and air connectivity was snapped and the black marketing hoarding and sky rocketing prices made the life of common man a hell.

Prime Minister Dr. Manmohan Singh was alleged to be involved. The results of the Assembly Elections in five states have also played a havoc with the congress which has for the first time suffered such a humiliating defeat. The defeat in Delhi was more stunning and shameful as congress stood third and a newly born AAP made it bent down and beg to support the Kejrewal led government even without any request from AAP. The reports of the surveys conducted by some media channel show that congress will not cross the 80 seat mark in the coming Lok Sabha Elections. This too has directly or indirectly cast heavily on the nerves of congress party which is presently in shambles. If the same state of affairs continues, the party may not even cross 60 seats and will suffer a humiliating jolt which will break its spine and it will take years to recover from this shock. It is unfortunate that the media hype given to Modi on which crores of rupees are reportedly being spent by corporate houses is in full swing in the whole of the country and as compared to it congress party does nothing except a fruitless, purposeless and untargeted Bharat Nirman through its media units. This campaign is ill conceived and ill direct-

Territorial give-and-take no solution to Kashmir Issue
Yasin Malik right person to answer what happened during militancy Circumstances required for right to self-determination were never created: Omar Abdullah
New Delhi, Jan 22, CNS: Putting question marks about 1987 Elections, Chief Minister Omar Abdullah has said that Elections in Jammu and Kashmir are not rigged. In an interview with Pakistani journalist Mehar Tarar, Omar Abdullah said that in 1987 he was not in politics and therefore can’t say what actually happened that year. To an allegation that elections in Kashmir are labeled 'rigged', Omar Abdullah said, “I don't think elections in Jammu and Kashmir are any worse than elections that take place in any other part of the subcontinent. In fact, I dare say that they are better than some of the elections that take place in a lot of other places. So, I think this is a convenient tool that is used by those people who are inimical to the constitutional relationship that Jammu and Kashmir shares with the rest of India. And they are quite happy to use "elections are always rigged", sort of, handle to beat us with, but as far as I'm concerned there is very little truth in that.” When asked why he let go the Kashmiris' right to self-determination, conceded even by Pandit Jawaharlal Nehru, Omar said that the circumstances that were required for that right
to self-determination to be given to the people of the Jammu and Kashmir were never created. “Time has moved on. Life has moved on. And, even now my only argument with the people who keep raising this point is why you are only interested in the ععصSee Omar On Page 11..
ed. In fact congress party should have launched a vigorous campaign of its successes, achievements and its historic decisions to show the people, how it made a difference in their lives. The MGNREGA, IAY, Rural Electrification, Aadhar, RTI, Lok Pal Bill and above all the historic successes in the Health sector are the achievements which party could boost on. The Union Health Minister G. N. Azad was correct in saying that opposition is zero in performance and hero in publicity and congress party is hero in performance and zero in publicity. For improving its image congress needs to take help of the powerful media especially private channels and those local newspapers which are brought out from small towns and cities instead of wasting time and money on Bharat Nirman, through those media units which are proving ineffective and waste the money. Coming back to Modi, he is more of a media creation then the reality. He is being projected as an able administrator but nobody knows what has he contributed and achieved. Yes, he has been a brain behind what happened in Gujarat with Muslims after Ghodra. He has become a hero ععصSee Modi On Page 11..
