New Delhi, Jan 22: The Reserve Bank of India has advised that after March 31, 2014, it will completely withdraw from circulation all banknotes issued prior to 2005. From April 1, 2014, the public will be required to approach banks for exchanging these notes. Banks will provide exchange facility for these notes until further communication. The Reserve Bank further stated in an advisory that public can easily identify the notes to be withdrawn as the notes issued before 2005 do not have on them the year of printing on the reverse side. The Reserve Bank has also clarified that the notes issued before 2005 will continue to be legal tender. This would mean that banks are required to exchange the notes for their customers as well as for non-customers. From July 01, 2014, however, to exchange more than 10 pieces of `500 and `1000 notes, non-customers will have to furnish proof of identity and residence to the bank branch in which she/he wants to exchange the notes. ‫ععص‬See RBI On Page 11..

Though BJP a party whose leaders come from RSS mostly, came to power earlier also but a stalwart like Atal Bihari Vajpayee became PM who was a man of vision and always thought a right man in a wrong party. Though he too had a good number of hardliners around him in the party but his overshadowing personality and stalwatship never allowed them to do anything which was unpleasant and could create communal tension. Infact, Muslims thought more safer during his rule than the congress rule in the country. But his old age, his undeclared retirement from politics and his prolonged illness has provided a full field for leaders

like Narinder Modi to sweep the party support in his favour. It is not that the majority of the party leaders like him but it is under a big compulsion that they want him to lead the party as BJP wants to wrest the power from cong by hook or crook. On the other side congress marred by infighting, recent scandals and ego problems is in total disarray. The young Turks, lead by Rahul Gandhi have taken over the party command and control and senior leaders, who have the experience are being ignored, sidelined and even humiliated at certain points. This treatment meted to them has created a wide in the party which is loosing the ground day by day. The hesitation to nominate Rahul Gandhi as the Prime Ministerial candidate is a clear proof of the party’s diminishing hope of coming to power. It is very clear that the congress which has ruled the country since independence continuously baring some brief periods, has lost fighting spirit, conceded defeat before the bout and is providing full chances to Modi to sweep the elections. Prime Minister Dr. Manmohan Singh was alleged to be involved. The results of the Assembly Elections in five states have also played a havoc with the congress which has for the first time suffered such a humiliating defeat. The defeat in Delhi was more stunning and shameful as congress stood third and a newly born AAP made it bent down and beg to support the Kejrewal led government even without any request from AAP. New Delhi, Jan 22, CNS: Putting question marks about 1987 Elections, Chief Minister Omar Abdullah has said that Elections in Jammu and Kashmir are not rigged. In an interview with Pakistani journalist Mehar Tarar, Omar Abdullah said that in 1987 he was not in politics and therefore can’t say what actually happened that year. To an allegation that elections in Kashmir are labeled 'rigged', Omar Abdullah said, “I don't think elections in Jammu and Kashmir are any worse than elections that take place in any other part of the subcontinent. In fact, I dare say that they are better than some of the elections that take place in a lot of other places. So, I think this is a convenient tool that is used by those people who are inimical to the constitutional relationship that Jammu and Kashmir shares with the rest of India. FSL confirms that narcotics consignment was Brown Sugar

Srinagar, Jan 22: Confirming that the narcotics consignment seized by police from a truck coming from Pakistan Administered Kashmir (PAK) to Uri during cross LoC trade on January 17 was brown sugar, Forensic Science Laboratory (FSL) Wednesday sent its detail report to police for further action. Talking to KNS director FSL Inayat-ullah Khan stated that the total number of samples they received for testing were 12 and that after thorough examination of the material, it was found that all the packets contain brown sugar. Modi for RSS, Bajrang Dal and Shiv Sena as he has fulfilled their dream of hatred against Muslims. No Muslim in India can forget the injuries inflicted by him on them and there are about 20 crore Muslims living in India who can be a deciding factor in the coming Lok Sabha Elections. Perhaps congress party has forgotten this fact. They should try to win their hearts and minds, and should also consider AAP which can be a factor in division of votes and that factor can help congress if they muster courage, come out of slumber and infuse a fighting spirit to win the coming Lok Sabha Elections. The formation of high power media committee which includes stalwarts like Gh. Nabi Azad, Anand Sharma, P. Chidambaram and Salman Khurshid can play an important role in damage control and can improve the dented image of congress and infuse a new spirit in its cadres. If congress can match the media hipe launched by BJP for Narendra Modi, it can definitely prove far successful than what media channels predict in their survey.

Administration get the first hand information about the status of snow clearance, restoration efforts for power and other essential services being carried out by the Divisional Administration. The video conferencing was attended by the Principal Secretary, Home, Mr. Suresh Kumar,Principal Secretary, PDD, Mr. A. K. Mehta, , Commissioner Secretary PHE, Dr. Pawan Kotwal, Secretary Health, Mr. Gazanffar Hussain and other senior officers in the Civil Secretariat Jammu whereas in the Kashmir Division it was attended by the Political Secretary to the Chief Minister, Mr. Tanvir Sadiq, Divisional Commissioner, Kashmir, Mr. Shalender Kumar , Chief Engineers of PDD, MED, R&B, and other senior officers of various departments. Mr. Vyas while asking the officers to personally monitor the snow clearance, power restoration, water and other services, directed for control rooms and help lines already set up for the purpose to be proactive in all respects so that they are responsive to the public grievances and redress the same within the shortest possible time. The meeting was briefed that snow clearance, power restoration efforts are being made by the field functionaries and the situation is being monitored very closely on regular basis. The officers were directed to ensure availability of LPG and other essentials so that the people do not face any inconvenience. It was also impressed upon the officers to be responsive to the people’s needs viz--a-viz snow clearance, restoration of power, water, ration and other essentials. (KNS)

Snowfall are blocked due to the non clearance of snow. In Srinagar, people preferred to stay indoors as the government offices witnessed thin attendance on Wednesday. Shops in various areas also remained closed. The officials at Srinagar International Airport informed that due to the massive snowfall, the authorities cancelled all the flights from and to Srinagar Airport. The traffic department also closed Srinagar Jammu highway and reports maintained further that the highway shall remain closed till the weather improves. The University officials also have decided to postpone the scheduled examinations till further orders. The state metrological department stated that there would be no change in the weather in next 10 hours and after that the weather is likely to improve. The office informed further that such massive snowfall has been witnessed in valley after 12 years and avalanches and snow slides cannot be ruled out. People across valley complained that the snowfall has affected the power supplies at large and no serious effort has been taken to rectify the same and that the people had to suffer due to the crises. The residents of various areas also complain that the concerned departments didn’t clear the snow from major areas due to which the traffic was badly affected. ”We faced several difficulties in buying the essentials as there was snow snow clearance team that could clear the snow from roads,” said Mukhtar Kanth, a resisdent of Lal Bazar. The officials when contacted stated that it has become difficult for the snow clearance machines to ply on roads as the snowfall continues. “We can only act once the snowfall stops,” said a senior official of the concerned department wishing not to be named. The power crises were also reported from various areas of valley including some areas of Srinagar. Though the electricity was later restored in various areas, but the major portion still reels under darkness. After the repeated attempts, the contact with the PDD officials was not established. The snowfall also effected the telecom services as the residents from various areas informed that their landline connections are dead due to the breakage in the connection lines. The wireless networks also were reported to be affected as after the repeated attempts, the phone calls of several mobile subscribers were not fructified. (KNS)

Omar right to self-determination for the people of Jammu and Kashmir on the side of India. Why do you never talk about the right to self-determination on the people on the other side? Responding to a query about the killing of 126 youth in 2010 summer agitation, Omar said that every single one of those cases has been investigated, challaned, and is a matter for the courts now. “Not as single case has been buried. Every single incident that took place in 2010 resulted in an FIR been filed, resulted in a charge sheet been prepared, and the cases are now being monitored by our courts. Claiming that India and Pakistan's relations are hostage to stated positions, Chief Minister said that there would have been aheadway on Kashmir issue, if Musharaf had lasted longer. “I think if he lasted (General Musharaf) longer, and he had not got into the scrap with the Supreme Court Chief Justice, there was every possibility that we would have moved forward. When asked impunity of security forces needs to be curbed to build the common man's confidence in the leadership's capacity to mitigate his sense of insecurity, Omar Abdullah said that he has always maintained that security forces cannot do things with a sense of impunity. “This is not just for the Army. Often time, when I say this I am accused of being, sort of, disloyal, or the fact that I am taking up cudgels against the Army. This is for all security forces,” he said. Omar Abdullah further said that during the hey days of militancy both Muslims and Pandits were targeted. “I cannot speak for the reasoning. Clearly, you would have to try to speak to those who were actively involved in militancy at that time, including, amongst others, Yasin Malik, because he' is well known for some of his activities at that time. And, he would be the right person to ask why and what they did at that time,” he said during the interview. Omar added that he was a school boy during the days of militancy. “All I can tell you is what I know from talking to the people at that time, what one has gathered. That is that there was a concerted effort to drive the Kashmiri Pandits out. They were targeted by militants; there were a number of high profile Kashmiri Pandits'

Also, mosques were used to instill fear in them; loudspeakers in mosques were used to, sort of, for sloganeering and shouting, and things like that.” When asked about his views on future feasible settlement of the Kashmir question, Omar said that “Stated positions will not get us anywhere, so leave that aside. And when you move away from stated positions, what are the options available to you? Can Pakistan surrender any of the territories it has right now? No, right? Same way, I think Prime Minister Manmohan Singh has made it very clear that no Indian Prime Minister gets elected to surrender territory. That having been said if you were to create a situation where in the lines while in existence but irrelevant, I think that is the only situation. Wherein if you start from Kashmir and then you widen it, we have this grand vision of a South Asian Free Trade Area, SAFTA, which essentially would mirror what you have in the E.U. Wherein to move from, let's say, Bangladesh to Pakistan via Nepal and India would not require you to cross any frontiers,” he said adding that it sounds like a dream but, “I believe that is the only way forward. The moment we get into territorial give-and-take we will get nowhere. We have not so far. The problem of Jammu and Kashmir has plagued our relations since 1947, and it will continue to plague our relations.” (CNS)

PDP Rajya Sabha member Trilok Singh Bajwa said that change in imminent in J&K and days of National Conference are numbered. “Countdown of ruling NC has started and the year 2014 would usher a new era of growth and development in J&K”, Mr Bajwa said and pointed out that the present situation in the state was similarly to that which prevailed in pre-2002. “Period from 2008 to 2014 would be remembered as dark period in the history of J&K because present regime is the worst ever government people of J&K have experienced so far”, he said and observed the tenure of young Chief Minister Omar Abdullah would be remembered as a period of mis-governance, mal-administration and total failure. “Government appears to be completely collapsed and there is total anarchy in the system”, he observed and pointed out, “it appears that we are living in darkage because governance appears only on papers and there is nothing on ground. People are struggling to get basic amenties like ration, drinking waer and power”. Welcoming new entrants in the party, Bajwa exhorted them to spread message of party in every nook and corner of the State. “After becoming member of PDP you have to shoulder greater responsibility because PDP is not only a political party but a movement to change destiny of the people of J&K”, he said. Even when he separated from Jamaat and established Tehreek-e-Huriyat, Jamat decided that the property will continue to remain in possession of Geelani till his death and after that Jammat will decide the further course.” Wani said that there are various properties of Jammat across the state in the name of various members. “There is property in my name also but I am not the owner. It is Jammat to whom people donate the property. We are just the custodians of the same.” “Geelani sahib in actual tried to transfer the property of Jamaat to Tehreek Huriyat as all the trustees of Mili trust belong to Tehreek Huriyat and no one from Jamat,” said Ameer Jamat. He added further that in the past Mohammad Ramzan lone donated the property to Jammat at Soura. The property is registered in the name of former Ameer Jamat Syed Sad-ud-din. Similarly, said Wani, we have 100 kanlas of land that were donated by Peer Ghulam Mohamad Khan to Jamat at Shopian . “The property is registered in the name of Hakeem Ghulam Nabi but he doesn’t claim that it is his property. People donate for the cause of Islam and we cannot claim anything out of that.” He added that in the same way the property of Hyderpora is registered in the name of Geelani but in actual belongs to JeI JK and the senior separatist was its custodian and not the owner. PDD lineman sustains serious injuries Srinagar, Jan 22: (GNS) A Power Development Department (PDD) lineman got critically injured at Beerwah village in central Kashmir’s Budgam district. While discussing about the availability of electricity, it was given out that 33 KV was fully charged by 12:00 pm and essential feeder was fully restored. The manpower has been pressed so as to ensure restoration of power supply as early as possible. Minister directed the officers for speedy snow clearance at all the essential roads and while giving priority to those leading to hospitals. He also im-

Maintaining that water sanitation and conservation is a matter of prime concern; the Minister said that a joint effort is required to address this issue. Only Government effort cannot bring fruit,

but entire society should contribute for this noble cause. The Government’s prime duty is to create facilities, but society should coordinate to maintain these facilities in a systematic and scientific way. He said Government has been making its effort to involve all stakeholders, especially, the PRIs who are mandated to create awareness amongst the rural masses about the water sanitation and its judicious use. The Government has constituted Village Sanitation Committees (VSCs) to ensure safe drinking water after necessary water testing through the water testing kits being provided by the Government. Necessary funds for undertaking tests and executing minor repairs of Hand Pumps.

EDITORIAL/ OPINION High time to gear up the administration

J

ust a snowfall and the whole administration crumbled like dry leaves putting the people of the valley to large inconveniences and difficulties. The tall claims of the administration that everything is ready to cope up with any situation and the earlier meetings including the meetings of disaster management proved futile and useless. Whole valley was plunged into darkness, the water supply was badly affected, the road and air connectivity was snapped and the black marketing hoarding and sky rocketing prices made the life of common man a hell. As soon as the news of blockade of national highway spread the tomatoes which were selling at a cost between Rs 20 to 30 were sold at Rs 80 per kilogram in the evening. Similarly all the essentials were either hoarded and sold on high prices or were taken out of the shops with the purpose of hoarding and black marketing. It was as if the highway was closed for several days that every thing was in shambles in the valley. Regarding the snow clearance every body had his complaints as the number of machines was so less that for two days these machines could only clear the main urban areas. The villages particularly the far off places are still reeling under the snow and the patients are facing lot of difficulties to reach to towns and get life saving drugs. The situation like this has once again indicated that the administration has no vision and no clues as to what should be done when there is such a weather problem during the months of winter. If such is the situation after every snowfall what will happen if God forbid some natural calamity hits the state. It is high time that the state administration rises to the occasion, understands its responsibilities and initiates steps to rectify its weaknesses.

Heliborne Geophysical Survey System – Garuda Vasudha

T

he Garuda Vasudha is an advanced Light Helicopter of Geological Survey of India equipped with Heliborne Geophysical Survey System (HGSS). It is a ‘Dhruv’ category helicopter that has been indigenously built by HAL and the HGSS comprising four aerogeophysical sensors, namely Time Domain Electromagnetic, Magnetic, Spectrometric and Gravimetric alongwith Data Acquisition Systems, have been procured from M/s Pico Envirotec Inc., Canada. The installation and integration of the sensor system has been carried out at HAL. The total cost of the HGSS is about Rs. 63 crores. The state-of-the-art HGSS will bolster the probing prowess of aerogeophysical surveys for locating concealed and deep seated mineral deposits of the country. This is going to be used for second-generation multisensor aerogeophysical survey by the Remote Sensing and Aerial Survey (RSAS) Division of Geological Survey of India.

The Gravimeter GT-1A is developed by Gravimetric Technologies, Russia. The surveys by the sophisticated HGSS will be conducted using two different configurations employing (a) Spectro -- TDEM – Mag (the last two sensors fitted on a loop suspended from the helicopter) and (b) Gravity – Mag (the latter fitted on a towed bird suspended from the helicopter) depending on the requirement. RSAS, with its headquarters at Bangalore, has been engaged in the planning and execution of multi-sensor airborne geophysical surveys, acquisition of aerogeophysical data and their

commenced in 1967 with the help of other agencies, RSAS has been acquiring data since 1986 using its own de Havilland Twin Otter aircraft equipped with Twin Otter Airborne Survey System (TOASS) comprising magnetic, electromagnetic and radiometric sensors, which was upgraded with the state-of-the-art technology in the year 2000. Some salient achievements of TOASS conducted by RSAS, GSI so far are: · Through subsequent intensive ground follow-up and drilling under the first two projects alone, at least 35 base metal prospects were identified.

The integrated data with identified and prioritized blocks is taken for ground follow-up/evaluation by geological, geochemical and ground geophysical surveys and finally exploration by drilling is taken up in potential / target areas of mineralisation. ground follow-up; c) slower flying rates (higher data density); d) able to operate in remote areas and rugged terrain (no runway required); e) able to keep the sensors very close to the ground with under slung, and f) able to produce high-resolution data. These will lead to better and more accurate interpretation for targeting and modeling of mineral deposits within the Obvious Geological Potential Area of around 5.71 million sq km in India, identified earlier by GSI.

A brief description of the surveys/sensors is:

Time-domain Electromagnetic (TDEM): This sensor by virtue of its greater penetrability is capable of detecting mineral presence from depths upto 300 meters in various geological terrains. This is one of the most widely used electromagnetic techniques in mineral exploration, particularly for conducting minerals like base metal sulphides, etc. The TDEM system (PTHEM) is developed by Pico Envirotec, Canada. Magnetic: It is very much useful in delineating geological structures, determination of depth to the basement rocks and identifying basic and ultrabasic rocks, mineral deposits rich in magnetic minerals. This is a CS-3 magnetometer developed by Scintrex, Canada. Spectrometric: It is useful in locating atomic mineral deposits and delineation of formational boundaries. The Spectrometer (AGRS) is developed by Pico Envirotec, Canada. Gravity: This survey is effective in delineating sedimentary basins hosting coal and hydrocarbons as well as high-density mineral deposits such as chromium, manganese, barytes, etc.

oping for your good health, particularly relief from the deadly cough you are going with for the past several months . I was expecting to see you healthy and happy after becoming Chief Minister, but you are still coughing and the anger on your face is still visible as it was when you were agitating on the streets of Delhi before becoming CM . On seeing your unchanged conditions, I reached on the conclusion that no matter on which position a common man reaches, his conditions and behavior never changes . I hope you had a sound sleep along road side last night when you were on protest dharna near Rail Bhawan, but, hahahahah, no body from North block to South block and BJP to Congress could sleep in their cozy houses and bungalows though out the night . This is the power of a common man , we can sit anywhere, we can sleep anywhere and so on, but these big people fight through out the night for a simple doziness. Do you know these big people have sleepless nights since you came in their neighborhood . Kejriwal ji, I would have posted this letter to you through post office, but I don’t want to waste the money on postal tickets in the system where the things like water, electricity and etc were being given free of cost to the citizens. Moreover, I think you believe in transparency and don’t like any secret communication , so I decided to write an open letter to you . There was an other reason to write this open letter, I think you like to do most of your work on camera and through media, so I decided to write this open letter to you so that you can read it in any news paper .

Kejriwal ji, I am a common man of India and you are our leader. First of all, I would like to congratulate you for your success so far . You really deserve for all praise because you have not only taught a lesson to those who were thinking that they were only made to rule, but you have also shown us a way that we can also change our fate . Your all the steps from your election campaign to till date were very much calculated except your latest agitation against Delhi police. And no doubt you have forced all the century old political parties of India to follow you in many ways . No doubt you simplicity and a common behavior and approach is appreciated by one and all around India. But I think the overnight emergence of your Aam Admi Party at the national level has disturbed you lot . This all the development was beyond your expectations and you had admitted it yourself on 28th December 2013 during your speech at Ramlila ground on the day of your oath ceremony saying that the success in Delhi elections was not less than a miracle for you . This has not only disturbed you alone, even your colleagues like Kumar Vishwas, Parshaant Bhushan, and others are also feeling that whole of the world is at their finger tips. And they are doing blunders after blunder . As I have already said that all the developments were beyond your expectations and the common man of India has overnight accepted you and your party for the role you are not prepared for . As you know, corruption is a common issue of India and all the political parties are almost unanimous over this issue even the people and parties declared as most corrupt in India can not speak a single word against the anti corruption campaign launched by any one . But there are certain other issues in India which require a clear cut policy of the political parties at National level . And for such issues, all the political parties have different policies and stands . For instance, “ Kashmir Issue” which has external dimensions as well . But you party is yet to take the position on this issue . And it is not easy to take a clear position on this issue . It was the lack of the stand of your party on this issue due to which your Parshant Bhushan says one thing and Kumar Vishwas says an other thing. Similarly, you are yet to decide about your policy for north east and Nexals . I think now the time has come when you need a cool minded people who can set your national and international policy instead of agitating angry people like you . There are some other questions which I want ask you . First of all Would you like to tell me that why are you not staying in the chief minister’s bungalow?. This was not an ancestral property of any former chief ministers of Delhi, but it was constructed with the TAX money of

a common man . Now when , the common man who is the real owner of this property has become chief minister himself, why he leaves his own property for others . We have made you chief minister and it is our property , please go and take the control of the property belonging to a common man . Mr, Kejriwal this not your problem, perhaps we the common men are made to live in slums and pay tax for the bungalows for others. We have elected you to take control of all the properties made with the money of the common man’s tax, but you are escaping from the responsibility .Mr Kejriwal, it is requirement of the chief minister to stay in a big house, because thousands of people can come to you in a day , at least there must be a place for them to sit honorably . Similarly, you are still travelling in your third class Wagan-R car which you had been using when you had no immediate responsibilities . But now, you are supposed to move fast which is not possible in this punctured Wagan –R. This Wagan –R might be lucky for you as you won elections by travelling through this car , please give it some rest till parliament elections if you think so . Mr, Kejriwal , there are thousands of government vehicles purchased with the money of a common man . Why are you not using these vehicles , these vehicles are not property of former chief ministers . Please use these vehicles and go fast . Don’t waste our time while repairing your punctured blue Wagan R. Mr. Kejriwal can i ask you a question . For instance, a Chines Prime minister or Russian President comes to India and wants to meet you and you could not reach in time, will you tell them ‘sorry sir’ it took some time to get the puncture of my Wagan –R car repaired . Grow up please Mr Kejriwal,and do the things fast as you have very less time in other means as well . We have no problem even if you use a helicopter to delver the things fast,Please have a fast car and reach out to the people as fast as you can. Rest is ok , please take care of your health particularly get your cough treated as soon as possible, otherwise Mr Kumar Vishwas and Parshant Bhushan will take the wrong benefit of your cough and will reach out to television channels to speak on behalf of you saying that Kejriwal sahib can not speak due to cough and god knows what blunder they can do .
