1 die, 5 Injured in road mishaps Srinagar July 26, 2013: One person died while five other were injured in road traffic accidents across the valley. Mohammad Ashraf Bhat son of Ghulam Mohammad resident of Kralpora, Budgam was severely injured when he had taken his head out from the window of a swift car bearing registration number JK01N/7077 while vomiting. He was hit by an unknown load carrier at Kralpora, in the jurisdiction of police station Chadoora. He was shifted to hospital for treatment where he succumbed to his injuries. A case has been registered in this regard. A Sumo bearing registration number JK01K/9969 hit and injured a cyclist Shabir Ahmad Zadoo son of Ghulam Mohudin resident of Bhat Mohalla Nowgam, Sumbal at Bus Stand Nowgam, in the jurisdiction of police station Sumbal, Bandipora. The injured was shifted to hospital for treatment. Sumbal Police has registered a case in this regard. In another accident, an unknown vehicle hit and injured a pedestrian, Rehman Teeli son-in-law of Abdul Rehman Teeli resident of Waskura, Ganderbal at Panzinarah Sumbal, in the jurisdiction of police station Sumbal, Bandipora. Girl ends her life in Kulgam Srinagar July 26, 2013: A 19 years old girl (name withheld) resident of Lower Munda consumed some poisonous substance at her home. She was rushed to the District hospital, Anantnag where she breathed her last. Qazigund Police after conducting all legal formalities handed over the body of deceased girl to her relatives. Inquest proceedings under section 174 CrPC has been initiated in this regard.
SKIMS employee invents machine Srinagar, July 26: In a significant achievement an employee of Bio Engineering Wing of Sher-e-Kashmir Institute of Medical Sciences (SKIMS) Soura has invented a machine which can be used for measuring blood pressure, sugar level in human body at a low cost. It can also detect the heart beat of baby in womb of a mother. Director SKIMS, Dr Showkat Ali Zargar has congratulated the employee Sagir Ahmad Wani and said that such inventions can boost the research field of SKIMS. The Director has given a cash reward of Rs 20 thousand to Wani for his achievement. India,China trying to dev mechanism to prevent face-offs: Antony
New Delhi, July 26:
India and China are trying to develop effective mechanisms to prevent the embarrassing faceoffs between their troops along the disputed points of the Line of Actual Control, Defence Minister A K Antony said. Terming the 21-day stand-off between the two sides in Depsang valley in Daulat Beg Oldi area as an "unusual" incident, the Defence Minister said the two countries will meet soon in Beijing to discuss issues and try to find a solution for such "unpleasant incidents". "Till the final settlement of the border issue, we are trying to find out more effective mechanisms to prevent occasional incidents. There are many points in the LAC that are disputed and they are patrolled by both sides. So, sometimes it leads to some face-off," he told reporters on the 14th anniversary of Kargil Vijay Diwas in New Delhi on Friday. The Minister was asked to comment on the rising incursions by the Chinese troops into the Indian territory along the LAC in Ladakh and Northeastern sectors. Antony said, "There are disput-
ed points where both sides are going there which sometimes causes some embarrassing situations." He said after the Depsang incident in April, India and China had "free and frank" talks and "we are trying to have more border personnel meeting places and have more effective mechanisms to prevent such unpleasant incidents." "On the one side, both sides are trying to find a long term solution to the long pending border dispute. Till that time, our aim is to maintain peace and tranquillity at the border," Antony said. On the recent third meeting of the Joint Working Group between the two sides, the Minister said free and frank discussions were held between both sides. Healthcare at DH Shopian goes messy Doctors, Para-medicos leave patients at mercy of God Shopian, July 26: Notwithstanding the claims of the authorities about the improvement in health care, the mess continues to rule the roost in District hospital Shopian. With doctors busy in private clinics and patients being referred to private diagnostic centers for tests is all what one can witness in the hospital. Patients could be seen waiting for Para-medicos helplessly with no official available in the hospital to listen to them.
This reporter found several patients inside IPD wards crying in pain with no Para-medicos around to attend to them. “The dextrose of my patient got exhausted two hours back. Since then I have been making rounds of all the rooms and wards to get someone who could remove her needle. However, nobody seems to be present here. Putting the patients at glucose is what they call health care,” said an attendant to CNS. Another attendant wishing anonymity said that
this hospital is the epitome of messy state of health care. “Most of the doctors posted here remain busy at their private clinics and here they treat patients as animals. Patients have to move to private diagnostic centers for getting even the minor tests done, as there is nobody available in the laboratory. At times it is the doctors who refer the patients to the particular diagnostic center,” the attendant told CNS adding that the doctors and Paramedicos leave the patients at the mercy of God in

As the whole Muslim Ummah beseeches for blessing in this sacred month of Ramzaan, Mirwaiz said the despotic rulers have usurped the religious and political rights of Kashmiris. He alleged the people are being stopped from offering prayers; pro-freedom leaders are placed under house arrest, youth who raise their voices against tyranny are given third degree torture and lodged in jails. Besides, he said the entire rural and urban areas are being terrorized on gun point to prevent them from seeking justice and speaking truth. Mirwaiz demanded an impartial probe into the Gool killings and immediate release of the youth who were detained following the incident. He said since 1990 countless such incidents have happened. He said not a single government appointed probe commission has bore any result which was called to investigate such cases. The Hurriyat (M) chairman said it was highly regrettable that some “unfortunate” incidents have been reported from Budgam. Terming those incidents as shameful for the whole Islamic millat, he said that on one hand the government was indulging in bloodshed of Kashmiris, while on the
other Kashmiris are playing into the scheming of anti-people and antimovement forces who are hell bent to create division among Kashmiris. Mirwaiz said it was highly unfortunate that instead of looking inwards and get united to fight a common enemy; some people were fighting amongst themselves for petty issues. He said it was important to create unison among our own ranks since nobody would come from outside to do it for Kashmiris. He said there was no room for differences on petty issues among various sects in Islam. He appealed the ulema to expose the anti-Islamic divisive forces and work towards unifying the ranks Kashmiris. Meanwhile, Hurriyat (M) spokesman has rejected the claims of the DGP that Hurriyat was paying for stone pelting. He said the statement was completely misleading. “Cops are trying to shield the accesses which they are committing in the entire valley. Police have unleashed a reign of terror. Against this oppression the reaction from the youth was thus natural,” he said. Soon after the Friday prayers, Mirwaiz led in absentia prayers for Gool martyrs. Thousands of people offered funeral prayers for the departed souls.

The project is expected to be completed by November-end. SRINAGAR, JULY 26: Controller, Drugs and Food Control Organisation J&K has impressed upon all stake holders dealing with retail meat shops to ensure that the mandatory sanitary and hygienic requirements for the retail meat shops as laid down under schedule 4 of the food safety and standards (Licensing & Registration of Food Businesses) Regulations 2011 are being observed in letter and spirit for ensuring sale of safe and quality mutton to the consumers. All Food safety Officers responsible for the implementation of various provisions of the aforesaid Act, rule and regulations shall provide a copy of checklist to all such vendors operating within their respective jurisdiction for

BUDGAM, JULY 26- On the instructions of Chief Minister, Omar Abdullah, Divisional Commissioner’s office through Regional Red Cross Society provided aid and assistance to the natives of Budgam who were affected by the recent violence, which started from a scuffle between two people near Khomeni Chowk but snowballed into violence engulfing large areas in the district. Govt. Hospitals also deserve attention
T
he pathetic condition of govt. hospitals in the valley is deteriorating with every passing day. These hospitals including SMHS Hospital, Lal Ded Hospital, Bone and Joint Hospital, Chest Disease Hospital and G. B. Panth Hospital certainly deserve the attention of state govt. in general and the minister of medical Education in particular who has contributed his bit in every ministry he headed so far. Keeping in view his reputation, of changing negativity in positivity he should put his total ability in tune to the reforms needed in these hospitals. The cell like rooms over crowded by patients and their attendants, the dirty bath rooms leaking from all sides with foul smell, intolerable dirty bed sheets on half broken beds, shabby flooring with cracked tiles and above all the unbearable behavior of the majority of the staff has made these hospitals more of slaughter house than Shafa Khanas. Of late funds have been pouring from centre for construction of new hospitals and also for renovation and up gradation of the present ones, but unfortunately the mis-management, bureaucratic hurdles, half hearted attempts of utilization and disinterests of the doctors who are interested only in private practice than saving their people who pay their salaries are the main reasons for depilated condition of our hospitals. The sanitation of these hospitals has never been prioritized by the hospital administration who is only interested to pass of their minimum duty hours and rush to their private hospitals and clinics. No doubt people are also responsible for making these hospitals look like den of garbage and use them like road-side Dhabas for cooking their meals, eating and then converting these hospitals in gossiping spots. Unless both govt. and general public realize their duties and make endless efforts to improve the condition of these hospitals, it will remain a dream which will never be realized. The first and foremost thing is to repair the leaking and stinking bathrooms, change the broken flooring, substitute the broken beds and dirty bed sheets with new ones, restrict the entry of the attendants, ban all eatables to be brought to hospitals, improve the drainage system, arrange a particular dumping place for medical wastes and last but not the least, convince medical and para-medical staff to change their behavior. The govt. should also impose blanket ban on the private practice by all the doctors and strictly implement it. In addition to all this, the 24-hour cleaning and up-keeping of the hospitals should be totally privatized as is done outside the state. This will help in better conditioning of the hospitals. The security of the hospitals should also be privatized so that the discriminatory attitude of govt. appointed security persons who treat the poor patients with utmost distain and are always at the disposal of VIPs is done away with. If these measures are not taken and if both govt. and public don’t work hand in hand, the condition of these hospitals will never improve, instead it will further touch the new lows. We fortunately have a minister at the helm of affairs who is always ready to take challenges. If he succeeds hurray it will be remembered for ages together. If he fails he will go down and enlist his name with those ministers who only contributed to the vows of the people.

Improving Access to Justice- National Mission for Justice Delivery and Legal Reforms
T
he National Mission for Justice Delivery and legal Reforms was set up in June, 2011 to achieve the twin goals of increasing access by reducing delays and arrears; and enhancing accountability through structural changes and by setting performance standards and capacities. The Mission has become fully functional from 2012-13 and is pursuing strategic initiatives: outlining policy and legislative changes; re-engineering of procedures and court processes; focussing on Human Resource Development; and leveraging Information and Communication Technology & tools for better justice delivery. The Mission will adopt a coordinated approach for phased liquidation of arrears and pendency in judicial administration which would, inter alia, involve better infrastructure for courts including computerisation, increase in strength of subordinate judiciary, policy and legislative measures in the areas prone to excessive litigation, reengineering of court procedure for quick disposal of cases. Policy and Legislative Changes In short span of its existence, the Mission has taken several steps in each of the strategic areas towards fulfillment of its objectives. Judicial Standards and Accountability Bill has been prepared. The Bill has already been passed by the Lok Sabha and is now before the Rajya Sabha for consideration. he sun’s atmosphere is an ideal place to study and test many magneto-hydro-dynamic (MHD) processes controlling turbulent plasma. Some of the finest solar features can be resolved with state-of-the-art telescope. Ladakh, the cold desert in the country, will have the world’s largest state-of-theart solar telescope on the earth soon for this purpose. This National Largest Solar Telescope (NLST) will be set up at high altitude Pongong Tso Lake Merak near Line of Actual Control on the Sino-Indian divide. It will be unique globally because the largest solar telescope, the Mc-MathPierce Solar Telescope, in the world at present is 1.6 meters. It is situated in Kitt Peak national Observatory at Arizona in the United States. The NLST will have the reputation of being the world’s largest telescope till 2020. It is expected that a larger telescope may become operational in the US by 2020-2021. NLST is a Gregorian multi-purpose open telescope. It will be on-axis with the provision of carrying out night time stellar observations using a spectrograph. It will be able to study particles spread across 50 kilometers of the sun. It is expected to resolve features on the sun of the size of about 0.1 arcsec. The focal plane instruments are to include a high resolution polarimetric package to measure polarization with an accuracy of 0.01 %, a high spectral resolution spectrograph to obtain spectra in 5 widely separated absorption lines simultaneously and high spatial resolution narrow band image in various lines. Modalities The telescope will be fitted with a 2 meter reflector which will enable scientists to carry out cutting edge research to understand the fundamental processes taking place on the earth. The design is by an international company which also designed the 1.5 meter telescope located at Tenarife Island in Spain. The site has been selected after carefully studying various scientific and environmental aspects. The site characterization has been done using the sun photometer, S-DIMM and SHABAR techniques to determine the seeing condition. SHABAR or Shadow Band Radiometer is a simple yet elegant way to probe the turbulence profile of the lower atmosphere. It observes scintillation of an extended object such as the sun or the Moon with an array of photo detectors. SDIMM is Solar Differential Image Motion Monitor. The Himalayan regions provide certain atmospheric conditions required for such telescope functioning. It provides a large number of clear hours for making observations with very good visibility. The water vapour in the field is also low which helps making observations in infrared wavelength for high accuracy of magnetic field and velocity measurements. The lake side provides better seeing condition. Because of lake water, there is extremely low water vapor content and this is unaffected by the monsoon. The NLST project is a major multi-party initiative involving IIA, ISRO, Aryabhatta Research Institute of Observational Sciences, Tata Institute of Fundamental Research (TIFR) and Inter University Center for Astronomy and Astrophysics (IUCAA). The project will involve an investment of over Rs 250 crore, most of which will go in procuring equipment.

Babies better at learning complex languages
Infants as young as three months of age are able to automatically detect and learn complex dependencies between syllables in spoken language, a new study has revealed. In contrast, adults only recognised the same dependencies when asked to actively search for them.
The study by scientists at the Max Planck Institute for Human Cognitive and Brain Sciences in Leipzig also highlights the important role of basic pitch discrimination abilities for early language development. The speed and apparent ease with which young infants learn the
basics of a language regularly astound parents and scientists alike. Of course, adults are usually assumed to have the edge in sophisticated language learning. However, scientists Jutta Mueller, Angela D. Friederici and Claudia Maennel have now found that when it comes to extracting complex rules from spoken language, a threemonth-old outperforms adult learners. For 20 minutes, the scientists played a stream of syllables to babies while measuring their brain responses using electroencephalography (EEG). Pairs of syllables appeared together, but were separated by a third syllable. Jutta Mueller, first author of the study, stresses that "such dependencies between non-neighbouring elements are typical for
natural languages and can be found in many grammatical constructions." For instance, in the sentence "The boy always smiles", the third-personsuffix "s" of the verb is dependent on the noun "boy". In the study, this was reflected in the use of combinations like "le" and "bu" in sequences like "le-wibu". From time to time, however, combinations like "le-wi-to" would appear, in which one of the syllables was out of place. "EEG measurements showed us that the babies recognized this rule violation", Mueller said. Additionally, the scientists would occasionally change the tone of one syllable to a higher pitch - with an interesting outcome: Only those infants whose brains reacted to pitch changes in
a more mature way could detect the syllable dependencies. When facing the same task as the babies, adults only showed a reaction to the rule violations when asked to explicitly look for dependencies between the syllables. Mueller and her colleagues conclude that, evidently, the automatic recognition ability is lost later on. "What we found particularly interesting is that the small group of adults who did show evidence of rule learning also showed a stronger brain response to the pitch changes," she said. These findings not only help understand how children manage to learn language so quickly during early development, but also point to a strong link between very basic auditory skills and sophisticated rule learning abilities.

Migraines are not associated with cognitive decline, suggests new research even though previous studies have linked the disorder to increased stroke risk and structural brain lesions. Migraines affect about 20 percent of the female population, and while these headaches are common, not much is known about this complex disease. "Previous studies on migraines and cognitive decline were small and unable to identify a link between the two," said Pamela Rist, research fellow in preventive medicine at Brigham and Women's Hospital (BWH), who led the study. "Our study was large enough to draw the conclusion that migraines, while painful, are not strongly linked to cognitive decline," said Rist,
the British Medical Journal (BMJ) reports. The research team analysed data from the Women's Health Study, a cohort of nearly 40,000 women, 45 years and older. In this study, researchers analysed data from 6,349 women who provided information about migraine status at baseline and then participated in cognitive testing during follow-up, according to a BWH statement. Participants were classified into four groups: no history of migraine, migraine with aura (unpleasant smell, seeing flashing lights), migraine without aura, and past history of migraine. Cognitive testing was carried out in two-year intervals
up to three times. "Compared with women with no history of migraine, those who experienced migraine with or without aura did not have significantly different rates of cognitive decline," said Rist. "This is an important finding for both physicians and patients. Patients with migraine and their treating doctors should be reassured that migraine may not have long-term consequences on cognitive function.
London: Sleeping pills seldom worked for 40 percent of the poppers who suffer from insomnia, says a survey of 20,000 people, according to a British study. Some 42 percent of the patients currently on medication have been sleeping badly for over 11 years or more. A further 22 percent had insomnia lasting two to five years, while one in six had suffered between six and 10 years, the survey revealed.Experts said the study suggested that sleeping pills were not combating long-term sleep problems and that cognitive behavioural therapy has been proven to be more effective.Around 10 million National Heath Service (MHS) prescriptions for sleeping pills are issued each year. But NHS guidelines say they should be for short-term use only - usually for two weeks
and up to a maximum of four weeks at a time. Findings from The Great British Sleep Survey of more than 20,000 adults in Britain found we are a nation of poor sleepers. The average score of sleep quality was only five out of 10. Long-term poor sleepers were twice as likely to have relationship problems, suffer from daytime fatigue and lack of concentration. The survey also showed almost one in 10 with insomnia were on sleeping pills
prescribed by their doctor, with one in five using over the counter remedies. MUMBAI: Shiv Sena on Friday deprecated BJP MP Chandan Mitra's demand for stripping Nobel laureate Amartya Sen of Bharat Ratna over his comments on Gujarat chief minister Narendra Modi but advised the seasoned economist "not to poke his nose" into politics. "Sen is an economist of international repute and such demands (stripping him of Bharat Ratna) shouldn't be made by his detractors," Sena chief Uddhav Thackeray said in an editorial in party mouthpiece 'Saamana'. "Amartya Sen is an economist, but the poor of the country wonder what exactly he does. The economy
of the country is in a bad state, prices are soaring and poverty is on the rise. It is not Modi who has done this and despite being a Nobel laureate, Amartya Sen has no medicine for this," he said. Ishrat Jahan case: can't arrest PP Pandey for now, Supreme Court tells CBI The Supreme Court has said that senior Gujarat police officer, PP Pandey, should not be arrested till after his appeal is decided, most likely on Monday, against being made an accused in the Ishrat Jahan case. Mr Pandey, who was Joint Commissioner, Crime Branch, when Ishrat was killed, has been missing for weeks. He disappeared after the CBI filed a case or FIR against him in a Gujarat court. The Supreme Court ordered that on Monday, he must appear in the court in Ahmedabad that's handling the Ishrat case. Ishrat, a 19-year-old college student, was shot dead along with three men by senior members of the Ahmedabad crime branch in 2004 on the outskirts of the city. Ishrat Jahan's family alleges threat to
