Srinagar, Jan 27: Main CT scan machine in Sher-i-Kashmir Institute of Medical Sciences (SKIMS) is defunct for over a month now putting hundreds of patients to hardships. Muhammad Ayoub Ganaie resident of Shahgund Sonawari from Bandipora district told CNS that her mother Zoona Begum is battling for life in the hospital as CT NGO machine is defunct. “My mother suffered a stroke and she needed CT scan but we were aghast when doctors informed us that the machine used for Brain Hemorrhage patients is defunct,” he said adding that her mother is at the verge of death. On daily average, around 40 to 80 patients need CT scan, mostly admitted in emergency ward with head injuries which is necessary to provide them medical help. Srinagar, Jan 27: The Kashmir valley is scheduled to witness a fresh spell of snowfall on February2 to 5, state metrological department predicted on Monday. Director metrological department Sonum Lotus told KNS that the weather is likely to dry till February 31. “During this period, the cold spell will continue and that the weather will be dry and cloudy.” He stated further that from February 2 to 5, the Kashmir valley will witness the fresh spell of snowfall and rains are likely to occur at several places in the state. The director however stated further that the department is yet to ascertain the intensity of the snowfall. “We are on it and once the same gets confirmed, we will inform the people that whether the snowfall will be heavy or a moderate one.” The divisional commissioner Kashmir stated that the administration is pretreated to cope up with the situation. Non-employee electrocuted Budgam, Jan 27: A family from Central Kashmir’s Beerwah town Monday alleged that Power Development Department made their son scapegoat and lured him to repair electric transformers and wires in return of few currency notes. According to family, their son Bashir Ahmed Teli resident of Chek Dewan Beerwah was electrocuted and is battling for life in Sher-i-Kashmir Institute of Medical Sciences Soura. “My son is not an employee of PDD but the sub-division Beerwah used him often to repair electric wires in the area. PDD used to give some cash for his service. On Jan 21, while repairing electric wire in Beerwah,
my son was electrocuted and is battling for life in the hospital,” the father of Bashir Ahmed Teli told CNS adding that PDD exploited the poverty of his son. Jammu, Jan 27: Transport Commissioner, J&K today appealed the Passenger Transport Welfare Association Jammu to call off its proposed strike on 28th January in the best interest of general public and daily commuters. In a meeting held here today, the Transport Commissioner assured the Transporters that the proposal for fare revision is under active consideration of the Government following the increase in fuel price and other expenses. The representatives of Transport Welfare Association, Jammu province presented their grievances for immediate redressal by the government. JAMMU, JANUARY 27: Mr. N.N Vohra, the Governor today visited the site of the upcoming Campus of the Central University of Jammu at village Bagla in Raya Suchani, district Samba, and was briefed by Dr. Sudhir Bloeria, Vice Chancellor, and Project Consultants and those incharge of the ongoing construction of the Campus about the Master Plan of the University, Phase 1 of the construction plan and the to date progress achieved so far. The Governor observed that construction of the Campus should keep in mind the topography and contours of the site so that there is least disturbance of the existing landscape. For meeting the current and future water requirements, the Governor suggested the construction of a number of check dams in the entire Campus area as

Shabir launches mobile vaccine vans, ‘national teeka express’ JAMMU, JANUARY 27: Minister of State for Health, Mr. Shabir Ahmad Khan on Monday launched the ’National Teeka Express’, for high priority districts, besides mobile vaccine vans for other nine districts. The 27 vehicles including 18 ‘mobile Teeka Express’ for high priority districts of Poonch, Rajouri and Doda would be used for distribution of the vaccines and complementary logistics from last cold chain point to immunization session sites and also serve as a mobile healthcare delivery unit for the areas where there is no healthcare facility or health workers Similarly, 9 mobile vaccine vans for Districts of Leh, Kargil, Ganderbal, Bandipora, Kupwara and Anantnag in Kashmir Division while as three for Rajouri, Poonch and Doda Districts would reach to the far-off areas to administer vaccines to protect children from life-threatening childhood diseases at their doorsteps. The meeting was informed that it has already been decided to rollout the service through Khidmat Centres in the State. It was further informed that on 20-09-2013, PDD issued a letter to J&K Bank to authorize Kidmat Centres for electricity bill collection. The Minister appreciated the efforts of PDD ad IT departments to rollout this service in the State made till date. It was observed in the meeting that the efforts of Jammu and Kashmir Bank to rollout the electricity bill payment through Kidmat Centres have not been adequate despite the PDD department has informed the bank 4 months four months ago. The meeting decided that an alternate mechanism will be implemented by Power Development Department and Information Technology to facilitate the citizen for payment through Online gateway. Jammu and Kashmir Bank was also urged to come out with a mechanism for bill payment as soon as possible. The issues related to BSNL for providing connectivity were also raised by the representatives of Khidmat Centres. The authorities of BSNL assured them that they have invested in Wi-Max technology to improve the connectivity to Khidmat Centres and they will be able to provide connectivity to Khidmat Centres as per norms. EDITORIAL/ OPINION Coalition politics not very fruitful
T
he appeal of the President Mr. Pranab Mukherjee to the people of the country not to give a punctured verdict in the coming Lok Sabha Elections has generated a discussion and most of the National Parties have supported it. However, the regional and local parties are opposing it because they think that this appeal will not serve the interests of these parties well in the approaching elections. However, if goes by the performance of coalition government’s at the center and at state level it has always been substandard, dismal and has not come up to the expectations of the general public. This because it is very difficult for a Prime Minister or a Chief Minister to keep a flock together which is consisting of many ideologies, polities, regional aspirations. When several parties belonging to several ideologies and regions join hands they cannot aspire to fulfill the promises and election manifestos because every party tries to take ahead its own agenda and gain maximum benefits from the five years of rule they have at their disposal. This tendency gives rise to differences and at times the coalition partners not only try to brow beat each other but even go to media to air their grievances and criticize each other for not implementing the joint and agreed policies and programmes. This way of functioning makes the coalition government very week and it cannot take prompt and speedy decisions which are in the public interest. The coalition politics results in the wastage of time, money and energy and costs heavily on the hopes and aspiration of general public who elect their representatives with the hope that they will take the country forward on the path of development. It has been observed that coalition government’s talk much and their output is always less than a one party rule which is commanded by one politics one strategy and one ideology. The party at the helm of affairs is answerable to the people and cannot pass on the buck of its failures on others. It has to perform and perform well and only after its performance is upto the mark the party can again go to ask for a vote and get it. If it fails the people throw it and replace it by the next best party according to their will. The coalition politics is not even good for the integrity, solidarity and security of the country as the regionalism plays a major role and at times the compromises are made even at the cost of the national integrity.

Promoting Innovative Ideas and Sharpening Entrepreneurship Acumen Scheme of “Support for Entrepreneurial and Managerial Development of SMEs Through Incubators” he scheme of “Support for Entrepreneurial and Managerial development of SMEs through Incubators”, operational since April 2008, is one of the components of National Manufacturing Competitiveness Programme (NMCP) which emphasis on the Support for Entrepreneurial and Managerial development of SMEs through Incubators”. In fact the Government launched NMCP to improve the competitiveness and efficiency of MSME sector. Under the scheme the main task is to promote individual innovators who can become technology based entrepreneur. The Ministry of MSME provides assistance of 75 % to 85 % of the project cost up to the maximum of 8.00 Lakh per incubatee/Idea. Each Business Incubator (BI) is expected to nurture 10 innovative ideas and seek Government assistance up to a maximum of Rs.62.25 Lakh and in addition Rs.3.78 Lakh for infrastructure and training under the scheme. Host Institutions / Business Incubator are selected for implementing the scheme through a selection committee. The implementing agencies may be Engineering Colleges approved by AICTE, Central / State Universities recognized by UGC and other recognized R & D and / or Technical Institutes / Centres, Development Institutes of DIP&P in the field of Paper, Rubber, Machines Tools, etc. and these selected institutions are known as Host Institutions. These institutions have appropriate number of faculties, technical expertise and infrastructure for nurturing the new innovative ideas. Host Institutions are exploring the new innovative ideas from the incubatees of various existing sectors and prospective entrepreneurs. Even the students from the various streams are also participating in nurturing their new ideas through the Host Institutions as a part of their studies and carrier building. M/s Shri Vinayak Bioteks Idea: Production of Liquid Bio Fertilizers Benefits: Encourage formation of resting spores or crystal for longer self life and tolerance to adverse conditions, No effect of high temperature, better survival on seeds and soil. After attaining the training in production of micro bial inoculants at MITCON incubator, the incubatee could achieve a standard formulation under consultation of micro biologist of MITCON and technical know how was developed for production of liquid bio fertilizer and finally liquid bio fertilizer were produced. The product design labeling and packaging will be standardize after receipt of manufacturing and selling license from Govt. of India. The incubatee is also taking the assistance from the other incubatees in forming her own network. She has collaborated with M/s. Parag Industries.
Since 2008, 370 new innovative ideas has been undertaken from the various incubatees for nurturing. After releasing the Government fund to the Host Institutions, follow-up action is undertaken by the Ministry of MSME to ascertain the appropriate implementation of the schemes and getting their commercialization stage and there upon success stories. Till date 89 ideas have got commercialized by the incubatees and thus this scheme is providing them opportunity in sharpening their entrepreneurship acumen. The few success stories are: (a) Incubator – TREC-STEP, Tiruchirappalli Incubatee: Mr. Arvind A Nayaran, M/s Pure Tech India Idea : Water – soluble coolant recovery system. Benefits: New Product Developed to promote Clean & Green Mfg. Tech. Product also being exported. Pure Tech India is a successful knowledge based venture dedicated to innovative design and manufacturing of specialty engineering equipments used for liquid pollution control incubated at TREC-STEP with the MSME support. The company serves Engineering Automobile, Food and Petrochemical companies and Treatment plants across the country and abroad. The company is recipient of ‘Asia’s best Incubatee Start-up award for the year 2010 and ‘Best Start-up clean Tech company of 2009’ by the Indian Science and Technology Entrepreneurs’ Parks and Technology Business Incubators Association. This venture also achieved a turnover of Rs. 1.42 crore in the FY 2011-12 and aims at crossing Rs. 2.00 cores. (b) Incubator – KIIT Technology, Bhubneswar Incubatee: Mr. Kaushal Nehta Idea: Gas Detection Kit – SMS Alert On Gas Leakage Benefits: SMS alert on LPG Gas leakage helps prevent leakage by alerting you even when you are far away from the leakage place. The incubatee has developed a kit comprising of devices for SMS alert while LPG Gas leakage occurred in domestic and commercial activities. In the first stage proto types for the same were developed and it was tested for quality and achieved a good result to be taken for commercialization in the market. Market has responded very positive and the incubatee has received a good feedback from them. On getting the feedback from the market the incubatee could apply for patent. The Kit is in vouge in the market and licensing with the industry for full commercialization is under process. (c) Incubator – TREC-STEP, Tiruchirappalli Incubatee: Mr. Panneerselvam and Mr. Kannappan, M/s Bharat Agro Products. Idea: Tractor Mounted Pulverizer / Bio Mass Straw Combine (Patented) Benefits: Converting Agro Cut Wastes into High Calorific input/ chips for Bio-mass plants. Eco-friendly. This innovative technology solution called, ‘Tractor Mounted Pulverizer’ is a fit-in system, mounted on a tractor to collect, pulverize and manufacture high calorific fuel for power plants from the cut wastes of Julie flora thorn and wastes which are presently fired in the open by farmers. Prosopis juliflora is a highly useful fuel wood source in India and also in many other countries and a high calorific input for the bio-mass plants. The incubatee utilizes this opportunity as an immediate market potential of nearly 2800 machines in Tamilnadu (1 machine collects approximately 5 tonnes per day) for collecting these waste and converting them into useful fuel for bio-mass power plants. The venture has effectively started commercial production and marketing of Tractor Mounted Pulverizers to private entrepreneurs, NGOs, farmers, etc. Its turnover was Rs. 2.5 crores.
