Solider shoots himself in Rajouri Srinagar, May 29: An Army soldier reportedly committed suicide on Thursday in Rajouri by shooting himself with his service rifle. According to the reports received by KNS, an army Jawan of 198 Field Regiment, namely Satish Chander, committed suicide by shooting himself dead with his service rifle. Trend of suicide among the soldiers posted in Jammu and Kashmir is increasing as a soldier of Rashitriya Rifles (RR) committed suicide in south Kashmir’s Pulwama area on May 23.The similar incident was reported from Poonch recently wherein a solider of JK Light Infantry after killing two other colleagues by his service rifle, shot himself. Youth died in road accident at Pattan Pattan, May 29, CNS: The collision between two private vehicles left a 25 year old youth dead in North Kashmir’s Pattan town of Baramulla district on Thursday morning. Police sources told CNS that Waseem Ali Pampori resident of Safakadal Srinagar died on spot when a Tata passenger vehicle (JK05A-6582) hit a Taveera (JK05C-9790) in which he was travelling. Waseem was rushed to sub district hospital Pattan where doctors declared him brought dead. The driver of the Taveera Muhammad Aslam also suffered injuries during the accident. KPs writes to Modi seeks dignified return to their homeland in Kashmir Srinagar, May 29 : Kashmir Pandits Policy Group has shot a letter to Prime Minister Narinder Modi saying that if the exiled community is not repatriated back to home land with dignity and pride now, then it shall be never. According to a statement issued to KNS, the group headed by Ashok Bhan, the Supreme Court lawyer, the letter reads: “The subject of Jammu & Kashmir has become enveloped in a dense opacity with layer upon layer of distortions of history, self-serving myths and competing political interests. Srinagar, May 29 : With the corruption eating into vitals of Jammu and Kashmir, reports reveal that only the clerks and junior level officials have been caught by the vigilance organisation with a negligible number of cases registered against the employees of the gazetted cadre. According to the details available with KNS, from January 2011 to present, 181 cases of corruption have been registered in state’s vigilance organization among which challan has been produced of only 17 percent and 83 percent of the registered cases are under investigation. Details maintained that 21 percent of the registered cases are of the
officials belonging to revenue department including patwaris and others. 50 percent of the cases were registered against the junior level officials and only 10 percent of the cases are of the employees belonging to state’s gazetted cadre. Reports informed that in 2011 in Jammu 86 cases were registered among which challans have been produced against 11 cases while as 75 cases are under investigation. In 2012, 28 cases were registered and challans were produced against 10 employees. In 2013, 17 cases registered and all cases are under investigation. The Prime Minister has outlined the "roadmap" and asked Ministers to set the agenda of 100 days, Naidu said, adding efforts would be made to implement it. Modi told his Cabinet colleagues, at the second meeting in two days, that he would be regularly meeting them as also the Secretaries individually, Naidu said. To a question, the Minister said issues like price rise, agriculture and women security, will naturally be a priority as these are the focus areas of the BJP-led government. "Expectations of people are high... Difference sections have different priorities. Every section is important," he said. On Modi's thrust on giving priority to issues raised by states, Naidu said this was in keeping with the "true spirit of federalism". He explained that since Modi, as Chief Minister of Gujarat, had worked in a state, he understands the importance of federal structure and gave instructions for maintaining certain standards in this respect. On the issue of giving work to Ministers of State, Naidu said Modi wants them to be taken along in proper spirit because "a new team" is to be built. "The spirit of the message has been understood by all the ministers. But a MoS is an MoS. Try to understand. A Cabinet Minister is responsible. They have to segregate work...He cannot give total decision-making to an MoS. But certain work has to be given to the MoS so that they have satisfaction of having some role," he said.

Pertinently, Dr Farooq who was candidate for Srinagar’s Lok Sabha parliamentary seat for Srinagar while addressing a rally at old city’s Khaniyar area on April 28 was reported to have stated that the people of Kashmir have never nourished communalism and have always rejected the fight on the bases of religion, cast and creed.“State of Jammu and Kashmir will cease to be the part of Union territory if India becomes communal,” Dr Farooq at that time had also stirred a fresh controversy when he stated that ‘those who support Modi should jump into the sea’. “Don’t try to put words in my mouth. T
he tourist resorts are already neglected and hardly any attention is being paid to make them more fascinating so that tourists all over the world are attracted and tourism sector becomes a heart throb for lovers of nature all over the world. These tourist places lack infrastructure of international standard and seem to be more or less left to the mercy of lower rung officials who have no vision or interest in their upkeep .The state tourism dept. is unable to devise a meticulous plan for the overall development of our health resorts. Not only this, these resorts have become a garbage dump for locals as well as tourists as everybody contributes in making them dirty and filthy. The polythene which otherwise has been banned in Kashmir ,is frequently used by shopkeepers who sell eatables to tourists and other customers and who in turn throw them every where The ponies at Gulmag, Sonmarg, Pahalgam do the rest as their excreta is scattered and no place is left worth sitting because of this . The local tourists do not lag behind and they also throw eatables particularly rice and bones without properly disposing them off in dustbins if at all they are available in these places. The condition of Gulmarg, world’s one of the best ski-spots and Pahalgam is really pathetic. The foul smell at various places due to garbage dumps is intolerable. Perhaps, the authorities of these tourist places and the administration in particular is in slumber. They do not take initiative to keep these places clean. If immediate attention is not paid, the tourists will turn to other places. Kashmir is one of the most beautiful places called heaven on earth, but we are bent upon to damage its natural beauty. It is not only the garbage dumps but we have polluted our streams and springs at health resorts. Kokernag spring is glaring example of our apathy and the negligence of our authorities. We should be ourselves aware of the importance of these resorts and then make others aware so that we preserve them for ourselves and for our future generation .The dept. of tourism and NGO’s can play a vital role in the upkeep and preservation of our natural resorts which are our best assets and on which our tourist industry is dependant.

Heritage Conservation: Role of Scientific Methodology
I
t is said that “A people’s relationship to their heritage is the same as the relationship of a child to its mother”. Our heritage is our pride and we all have some responsibility to save and preserve it for our future generation. The Constitution of India under Article under 51A (f) imposes duty on every citizen of India to value and preserve the rich heritage of our composite culture. Archaeological Survey of India (ASI) has been instrumental for this sacred cause. Different branches of ASI having technical expertise in different disciplines, work together in perfect coordination to accomplish this stupendous task. Science Branch of Archaeological of Survey of India is one of the oldest branches of ASI and was established in 1917 with an objective to share the responsibility of preserving monuments of the country in a scientific manner utilizing the best available traditional and modern methods of conservation. The main objective of providing scientific treatment to monument is to improve the aesthetic appeal of the monument, Remove all deleterious accretions and deposits, Neutralize harmful residues and prepare the surface for final preservative treatments. There are different natural and manmade factors which are generally considered responsible for different conservation problems and cause damage to the building materials of a monument. Geological and mineralogical defects which develop during the genesis of rocks may be responsible for different conservation problems and consequent damage to the monuments. This is due to inherent weakness of the building materials. There are certain biological factors such as Growth of Moss, Lichen, Algae, Fungi and higher plants on a monument. They not only impart a ugly look to the monument but also cause physical & chemical damaged to the building material. Bat’s and bird’s droppings/excreta cause damage particularly to fine stone works and paintings. Deposit of Bat’s excreta on stone structures in Ajanta Caves caused chemical damages to the structures. Suspended Particulate Matter (SPM) and other
chemically active pollutant species along with dust results in disfiguring of the monument. Similarly variation in climatic conditions, moisture and intense solar radiation are also responsible for the decay of specific building materials. Conservation problems are different for different geographical areas. For example the monuments at high altitude like monasteries of Leh and Ladakh face a different type of conservation problems which are generally related to specific clay based (adobe) structures and variable climatic conditions. Similarly the monuments of coastal areas face the problem of salt efflorescence. Crystallization of soluble salts in the matrix of stone, plaster, mortar etc. is a major cause of damage to the monument. This disrupts the pore structures of the stone and slowly damages the core of the building material which is difficult to be repaired. Burning of oil lamps and ingredients used for offering puja in the temples also cause damage to the monuments. Further acts of human vandalism also invite many conservation problems. Ancient Monuments and Archaeological Sites and Remains Act – 2010 provides for the preservation of ancient and historical monuments, archeological sites, and remains of national importance and also provides penalty against acts of human vandalism. Science Branch of Archaeological Survey of India study the physical and chemical characteristics of building materials or the substrate (stone, rock mortar, plaster etc.). After proper diagnosis of conservation problems, an appropriate methodology is developed by experienced archaeological chemists using suitable chemicals, solvents and materials. In order to conserve and preserve the monuments different conservation measures are planned and executed in a systematic manner to achieve best possible results. General cleaning of monuments, mud pack cleaning, removal of calcareous deposits and accretions, bio-cide treatment, consolidation and water repellent treat-
ment, are some of them. Very dilute mixture of ammonia solution and a non ionic detergent is used for the easy removal of accretions and biological growth with mild brushing. Bleaching powder slurry in aqueous medium is used to remove micro-vegetation from lime plastered surface. Mud Pack Cleaning is used for the cleaning of plain and decorated marble surface in order to remove such accretions which generally do not respond to normal cleaning process. The pack is prepared using Bentonite clay to which some chemicals in a fixed ratio are added to improve the working of the pack which is based on the principle of adsorption. This method is being used successfully for the conservation of Taj Mahal and other marble structures. Besides calcareous deposits, the deposits of carbon black/soot, stains of oil, red ocher, paints etc. also need cleaning for which suitable formulations are prepared and used as per requirements. Biocide treatment helps to retard or check the recurrence of micro-vegetation growth on the monuments. After cleaning 2-3% aqueous solution/suspension of Sodium Penta Chloro Phenate is being used for this purpose. The efficacy of this treatment is further improved with water repellent treatment which is given to the monument just after this treatment on the dried surface. The Science branch laboratory of Archaeological of Survey of India at Dehradun works in collaboration with specialized scientific institutions so that appropriate bio-cide may be evaluated and selected for specific problems related to bio-deterioration of monuments. The Taj Mahal, Kutab Minar, Caves of Ajanta, Meenakshi Temple, Rock shelters at Bhimbhetika, temples of Khajraho, Badal gate at Chanderi, Great Stupa of Sanchi, Jahaz mahal of Mandu, and many other heritage buildings reflects our impressive composite culture. Besides providing scientific treatment to the monuments of historical and social importance, there is a need to imbibe good conservation practices for protection of our heritage.
Conservation of Biodiversity
C
onservation and sustainable use of biodiversity have been an integral part of Indian ethos. The varied eco-climatic conditions coupled with unique geological and cultural features have contributed to an astounding diversity of habitats, which harbor and sustain immense biological diversity at all levels. With only 2.4% of world’s land area, India accounts for 7-8% of recorded species of the world. In terms of species richness, India ranks seventh in mammals, ninth in birds and fifth in reptiles. In terms of endemism of vertebrate groups, India’s position is tenth in birds with 69 species, fifth in reptiles with 156 species and seventh in amphibians with 110 species. India’s share of crops is 44% as compared to the world average of 11%. India also has 23.39% of its geographical area under forest and tree cover. Of the 34 globally identified biodiversity hotspots, India harbor 3 hotspots, i.e., Himalaya, Indo Burma, Western Ghats and Sri Lanka. Western Ghats are recently included in World Heritage list. It is very rich in flora and fauna and serves as cradle of biodiversity. One of the most pressing environmental issues today is the conservation of biodiversity. Many factors threaten the world’s biological heritage. The challenge is for nations, government agencies, organisations and individuals to protect and enhance biological diversity, while continuing to meet people’s needs for natural resources. Efforts have been initiated to save biodiversity both by ex-situ and in-situ conservation. International Biodiversity day is celebrated across the globe on 22nd May every year. BIODIVERSITY ACT 2002 The Biological Diversity Act, 2002 is a federal legislation enacted by the Parliament of India for preservation of biological diversity in India, and provides mechanism for equitable sharing of benefits arising out of use of traditional biological resources and knowledge. The Act was enacted to meet the obligations under Convention on Biological Diversity (CBD), to which India is a party. The National Biodiversity Authority (NBA) was established in 2003 to implement India’s Biological Diversity Act (2002). The NBA is a Statutory, Autonomous Body and it performs facilitative, regulatory and advisory function for the Government of India on issues of conservation, sustainable use of biological resources and fair and equitable sharing of benefits arising out of the use of biological resources. LEVELS OF BIODIVERSITY Marine Biodiversity refers to ‘Life in the Seas and Oceans. The marine environment has a very high biodiversity because 32 out of the 33 described animal phyla are represented in there. Marine organisms contribute to many critical processes that have direct and indirect effects on the health of the oceans and humans. Forest biological diversity is a broad term that refers to all life forms found within forested areas and the ecological roles they perform. As such, forest biological diversity encompasses not just trees, but the multitude of plants, animals and micro-organisms that inhabit forest areas and their associated genetic diversity. Genetic diversity, refers to the total number of genetic characteristics in the genetic makeup of a species. Genetic diversity serves as a way for populations to adapt to changing environments. With more variation, it is more likely that some individuals in a population will possess variations of alleles that are suited for the environment. The population will continue for more generations because of the success of these individuals. Species Diversity is the effective number of different species that are represented in a collection of individuals (a dataset). Species diversity consists of two components: species richness and species evenness. Ecosystem Diversity refers to the combination of communities of living things with
the physical environment in which they live. There are many different kinds of ecosystems like deserts, mountain slopes, the ocean floor, Antarctic etc,. Each ecosystem provides many different kinds of habitats or living places. Agriculture Biodiversity includes all forms of life directly relevant to agriculture: rare seed varieties and animal breeds (farm biodiversity), but also many other organisms such as soil fauna, weeds, pests, predators, and all of the native plants and animals (wild biodiversity) existing on and flowing through the farm. BIOSPHERES AND BIODIVERSITY RESERVES The Indian government has established 18 Biosphere Reserves in India, which protect larger areas of natural habitat and often include one or more National Parks and Reserves, along buffer zones that are open to some economic uses. Protection is granted not only to the flora and fauna of the protected region, but also to the human communities who inhabit these regions, and their ways of life. Animals are protected and saved here. HOTSPOTS A biodiversity hotspot is a biogeographic region with a significant reservoir of biodiversity that is under threat from humans. Around the world, 25 areas qualify under definition of hotspots. These sites support nearly 60% of the world’s plant, bird, mammal, reptile, and amphibian species, with a very high share of endemic species. The biodiversity hotspots hold especially high numbers of endemic species, yet their combined area of remaining habitat covers only 2.3 percent of the Earth’s land surface. Each hotspot faces extreme threats and has already lost at least 70 percent of its original natural vegetation. Over 50 percent of the world’s plant species and 42 percent of all terrestrial vertebrate species are endemic to the 34 biodiversity hotspots. UNO EFFORTS FOR CONSERVING BIODIVERSITY Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) was signed in Washington, DC, on 3 March 1973. In August 2000, 152 States were parties to this Convention. The aim of CITES is to put a ban on international trade in wildlife. The World Conservation Union IUCN brings together States, government agencies and a diverse range of non-governmental organizations in a unique world partnership. IUCN seeks to influence, encourage and assist societies throughout the world to conserve the integrity and diversity of nature and sustainable use of natural resources. International Treaty on Plant Genetic Resources for Food and Agriculture was adopted in Rome in November 2001 to create a legally binding framework for the protection and sustainable use of all plant genetic resources for food and agriculture. The United Nations Convention on Biological Diversity (CBD), 1992 known informally as the Biodiversity Convention, is a multilateral treaty. The Convention has three main goals like conservation of biological diversity (or biodiversity); sustainable use of its components; and fair and equitable sharing of benefits arising from genetic resources. The most significant feature of 1972 World heritage Convention is that it links together in a single document the concepts of nature conservation and preservation of cultural properties. The Convention recognises the way in which people interact with nature and fundamental need to preserve the balance between the two. The law of sea 1982, envisaged by UNO aims at protecting marine biodiversity and to control marine pollution. DESERT NATIONAL PARK Desert National Park is a unique biosphere reserve for conservation and development of biodiversity in India. It is situated in the West Indian state of Rajasthan near the town of Jaisalmer. This is one of the largest national parks, covering an area of 3162 km². The Desert Na-
tional Park is an excellent example of the ecosystem of the Thar Desert. Sand dunes form around 20% of the Park. ROLE OF WILDLIFE CORRIDORS IN BIODIVERSITY CONSERVATION A habitat corridor, wildlife corridor or green corridor is an area of habitat connecting wildlife populations separated by human activities such as roads, development, or logging. This allows an exchange of individuals between populations, which may help prevent the negative effects of inbreeding and reduced genetic diversity that often occur within isolated populations. WETLANDS REPOSITORIES OF BIODIVERSITY Wetlands are complex ecosystems and encompass a wide range of inland, coastal and marine habitats. They include flood plains, swamps, marshes, fishponds, tidal marshes natural and man-made wetlands. The Convention on Wetlands, signed in Ramsar, Iran, in 1971, is an intergovernmental treaty which provides the framework for national action and international cooperation for the conservation and wise use of wetlands and their resources. BENEFITS OF BIODIVERSITY Biodiversity provides food from crops, livestock, forestry and fish. Biodiversity is of use to modern agriculture as a source of new crops, as a source material for breeding improved varieties and as a source of new biodegradable pesticides. Biodiversity is a rich source of substances with therapeutic properties. Several important pharmaceuticals have originated as plantbased substances, which are of incalculable value to human health. The industrial products like timber, oils, lubricants, food flavours, industrial enzymes, cosmetics, perfumes, fragrances, dyes, paper, waxes, rubber, latexes, resins, poisons and cork can all be derived from various plant species. Biodiversity is a source of economical wealth for many areas, such as many parks and forests, where wild nature and animals are a source of beauty and joy, attract many visitors. Ecotourism in particular, is a growing outdoor recreational activity. Biodiversity has also great aesthetic value. Examples of aesthetic rewards include ecotourism, bird watching, wildlife, pet keeping, gardening, etc. Biodiversity is also essential for the maintenance and sustainable utilization of goods and services from ecological systems as well as from the individual species. These services include maintenance of gaseous composition of the atmosphere, climate control by forests and oceanic systems, natural pest control, pollination of plants by insects and birds, formation and protection of soil. THREATS TO BIODIVERSITY The destruction of habitats is the primary reason for the loss of biodiversity in terrestrial and coastal ecosystems. Habitat loss could be attributed to conversion, habitat degradation and fragmentation. When people cut down trees, fill a wetland, plough grassland or burn a forest, the natural habitat of a species is changed or destroyed. Introduction of invasive species may cause disappearance of native species through biotic interactions. Invasive species are considered second only to habitat destruction as a major cause of extinction of species. Communities are affected by natural disturbances, such as fire, tree fall, and defoliation by insects. Man-made disturbances differ from natural disturbances in intensity, rate and spatial extent. For example, man by using fire more frequently may change species richness of a community. Exploitation, including hunting, collecting, fisheries and fisheries by-catch, and the impacts of trade in species and species’ parts, constitute a major threat for globally threatened birds (30% of all), mammals (33% of all), amphibians (6% of those assessed), reptiles and marine fishes (Baillie et al. 2004).
