Anil Goswami appointed home secretary New Delhi, June 29: Anil Goswami, a 1978 batch IAS officer of the Jammu and Kashmir cadre, will Sunday take over as the new home secretary, officials said. Goswami will take charge from R.K. Singh, who is retiring. Goswami was appointed Officer on Special Duty in the Ministry of Home Affairs in April after his name was cleared by the appointments committee of cabinet as the new home secretary. His tenure will be for two years. Goswami was posted as secretary, Ministry of Social Justice and Empowerment, before his appointment as home secretary. Officials said he had served in the home ministry earlier in the foreigners cell. They said Goswami had also served in the home department in Jammu and Kashmir and had experience of dealing with militancy.

Man sets son on fire, attempts suicide Srinagar, June 29: A fatherson duo suffered severe burn injuries after the man allegedly set himself and the child on fire in Baramulla district of north Kashmir. Parvez Ahmad Dar set himself and his five-year-old son, Sahil, ablaze after sprinkling kerosene at their house in Dooru village of Tangmarg, 45 kms from here, last evening, a police spokesman said. They suffered severe burn injuries and were shifted to SMHS hospital here for treatment, he said. "It was not immediately known what prompted Dar to take such an extreme step," the spokesman said, adding police has registered a case and started investigations. Meanwhile, a 35-year-old woman attempted suicide by setting herself ablaze in Kupwara district of north Kashmir last night. The woman used kerosene oil in the self-immolation bid at her Haji Node residence in Karnah sector of Kupwara district, the spokesman said adding she was hospitalised. In another incident, the spokesman said a couple suffered burn injuries after their house caught fire in Anantnag district of south Kashmir. Abdul Rashid Bhat and his wife Famida Akhter were injured in a fire incident at their house at Krangsoo village of Anantnag district last night, he said, adding the house caught fire due to leak in domestic gas cylinder. The house was damaged in the incident, the spokesman added.

In view of the significant number of unregistered pilgrims and pilgrims who have arrived ahead of their scheduled date of Yatra, the Divisional Administration Kashmir, in coordination with the Shrine Board, J&K Bank, and Directorate of Tourism, Kashmir, have established seven counters each at Pantha Chowk, Srinagar, and Tourist Reception Centre (TRC), Nowgam, Srinagar, to facilitate such Yatris to obtain registration before they can proceed to the Yatra Base Camps. This facility is in addition to the Current Registration arrangement available to Yatris at various locations in Jammu i.e. Vaishnavi Dham, Saraswati Dham, Jammu Haat and Ram Mandir. Kashmir, northeast worst affected by food pipe cancer New Delhi, June 29: Cancer of the oesophagus - or what is commonly called food pipe - has been detected as the third most common cancer in India, with people from the northeast and Jammu and Kashmir found to be the highest affected by the disease, said experts Tuesday. Cancer of the oesophagus the tube in the throat that carries food and liquid to the stomach - is known to be a very morbid condition which affects the upper digestive tract of the human body.

As per the Indian Council of Medical Research, every 8-10 people per 1 lakh population suffer from the cancer of oesophagus. The figures are even higher for northeast India, Bhushan Bhole of the Pushpawati Singhania Research Institute said. Jammu and Kashmir and the northeastern states of India also fall under the Asian belt of oesophagus cancer together with China, primarily due to the cold weather conditions and increased consumption of smoked meat. The Chief Minister also referred to his visit to various Central Asian Countries as the then Union Minister of State for Foreign Affairs and said that he observed great interest in the people there to visit India particularly Jammu and Kashmir and reconnect the historic relation bonds. “Same is the position here”, he said elaborating that the people of the State are highly interested to visit Central Asian Countries and re-establish tourism and trade links with these countries. Omar Abdullah said that the cooperation in the development fields especially in the energy sector could be of great value for a State like Jammu and Kashmir where there is huge gap between energy generation and its consumption. Krishan Advani on abrogation of Article 370 of the Constitution, described it as highly irresponsible act having potential to break the constitutional foundations of Jammu and Kashmir. Speaking at a function held at Sher-e-Kashmir Bhavan this evening, the Provincial President said that this important article of the constitution cannot be abrogated. Rana said the statement of Mr Advani is highly vulnerable and susceptible to creating serious law and order situation in this border State, where inimical forces are already hell bent to destroy the constitutional relations of J&K with India. He said that Article 370 is an article of faith envisaged by the constitution makers of the country with Sher-eKashmir Sheikh Mohammed Abdullah, who was the towering secular leader of Indian sub-continent. He described Article 370 as basic constitutional link which was incorporated in the Indian Constitution in keeping with the aspirations of all sections of society in the state. “All the great leaders of India have assured the people of Jammu and Kashmir that Article 370 shall be retained in the Constitution which gives special status to the state”, he said, adding that any deviation will shake the faith of the people and give arm to separatist forces to further their sinister agenda. Rana said that BJP is habitual of making irrelevant assertions on Article 370 did not dare even to touch it when in power for six and half rule of National Democratic Alliance. “BJP is parroting and harping on this slogan only during the times of elections to whip up passions”, he said and maintained that politically sagacious people of India have always foiled their attempts with the contempt these deserve. Another motive of killing his own daughter was his greed as he was expecting cash compensation from government once his daughter was discovered killed to put blame on militants for the reason that his wife was a Panch (village panchayat member). Singh said that on the fateful day, the accused sent his wife to take their son to doctor in Sopore for medical consultation. Once his wife was gone, he took the girl in the outskirts in the apple orchard area where he choked her by blocking her nose and mouth with his hand and consequently she collapsed and died on spot. Thereafter, to mislead the police he slit the throat of her dead body with a knife and concealed the dead body in a bag and hid it under the grass and bushes. He also misled police with regard to the age of his daughter, who was only 4 years old instead of 8 years as he claimed, the DIG added. The accused was arrested and circumstantial, scientific evidence corroborate his involvement in murder of his daughter.

Rs. 113.23 cr Annual Plan approved for Kupwara Taj directs constitution of officers’ team to monitor central schemes in Kupwara, submit monthly reports Kupwara, June 29: Minister for Medical Education, Youth Services & Sports, Mr. Taj Mohi ud Din, who is also the chairman of District Development Board, today directed to constitute a team of officers to monitor the execution of centrally sponsored schemes in Kupwara District. Chairing a meeting of the board here today, the Minister asked the team to submit monthly progress reports about the efficient implementation of these schemes in the District to him. The Minister said every sector of development in the State has Centrally Sponsored schemes like MGNREGA, NBA and IAY in Rural Development, NRHM in Health, AIBP in Irrigation, SSA, RMSA and MDM in Education, RGGVKY in Power, RKVY in Agriculture, JNNURM in Urban Development etc. and if these schemes are executed effectively and within the timeline, nothing else is needed to achieve exemplary growth

and development for the State. He said there is no paucity of funds in these schemes and many schemes like MGNREGA are demand driven. What is needed is dedication and resolve to implement these schemes on the ground and maximize benefits to people, he observed. Mr. Taj impressed upon the officers to utilize funds judiciously and complete all the ongoing projects within the stipulated time frame. He also asked the concerned officers to study in depth the core objectives of these schemes and go as per the guidelines so that they don’t have any problems while executing these schemes. He directed the concerned to submit the proposals in this pursuit so that the same could be taken up with the Finance, planning and o ther concerned departments on priority. Vohra, Governor Jammu and Kashmir, today said that India’s centuries old relations with the Central Asian countries are deeply embedded in civilizational and cultural commonalities and emphasized the need for strengthening these relations, keeping in mind the emerging challenges confronting this region, and the world at large, on varied fronts. The Governor said this in his Presidential Address at the inaugural session of the 3-day International Conference on “Cooperative Development, Peace and Security in Central Asia: Challenges and Prospects”, at the Kashmir University here today. This International Conference has been jointly organized by the Centre for Research in Rural and Industrial Development (CRRID), Chandigarh, and the Centre of Central Asian Studies (CCAS), Kashmir University.The Governor referred to his goodwill mission visits to the Central Asian countries in the early 1990s and the difficult situations which were obtaining in these countries at that time. He also recalled the useful work done by the India International Centre, New Delhi, in the early years after the break up of the former

Soviet Russia, to organize an international conference to bring out the history, culture and polity of the Central Asian States and to bring out a volume containing the papers presented by Indian and Central Asian scholars. Reviving Silk Route

C

hief Minister Omar Abdullah has suggested the revival of the Silk route to open new vistas of economy and tourism in the region. Omar made the suggestions while addressing a conference in Kashmir University. Omar’s remarks are a manifestation of similar opinions made by experts on the subject. Experts desire that the Silk Route, which once connected Kashmir to Central Asia, should be thrown open as it would lead to economic gains, peace and stability in the Valley. It is high time to assess the economic gains leading to human security and peace among India and Pakistan. China and Pakistan in general and Kashmir in particular would accrue with the revival of this route. The revival of Silk Route would give a boost to trade, business and commerce of Kashmir and open up new markets for the Valley in China and Central Asia. The revival of Silk Route from Kashmir would reinforce Sufi traditions, multi-culturalism and people-to-people contact. With the onset of globalization in which borders are becoming meaningless, revival of the route has a great potential to accelerate the processes of globalization in South Asia. The re-opening of the route was also becoming indispensable given the current geo-political situation. The closure of these vital road links have halted free trade and human relations, cultural relations besides other connections with the regions. Notwithstanding several challenges and threats, its renewal is beneficial to all partners like India, Pakistan, China and Afghanistan besides the people of Jammu and Kashmir from diverse points of view. Gilgit connected Kashmir on the north-west side of Kothan and was used for the Silk Route traffic profusely till the 10th century. Silk Route has served as a confluence of civilizations and the reopening of the old route will make Jammu and Kashmir a favorite spot of tourism. A casual look at history also reveals that these routes contributed greatly to economy, cultural and political development of Jammu and Kashmir as it known for their historical and cultural contacts with outside regionCentral Asia, Xinjiang and Tibet. The fact that the section of “Silk Route”, ran through this region, highlights the historical, economic and cultural significance of the various routes. Subsequently, this process will provide positive inputs to the IndoPakistan peace process, Sino- Indian relation and also further contact with Central Asia through land route. Muzaffarabad-Uri Road which opened in 2005 was the biggest confidence building measures between India and Pakistan relating to Jammu and Kashmir. Moreover, after opening of these routes, they could be used for linking Gas pipeline. The construction of road links would definitely benefits not only India and Pakistan in CBM, but also to the people of both sides of Jammu and Kashmir economically and politically. India energy needs can be accomplish by constructing pipeline from Central Asia via Afghanistan and Pakistan. As India – Iran – Pakistan Gas Pipeline proposal and Turkmen – Afghanistan – Pakistan – India Gas Pipeline proposal could be accomplish only by building good relationship with Pakistan over Kashmir issue. This age is one of looking for means of cooperation and integration despite whatever political difficulties may be involved. Given Indian growing energy needs, it has become imperative for it to tap into the huge energy reserves of Central Asia, whether in competition or in cooperation with the other major powers involved in the region.

Measures to Check Cheating of investors by Unscrupulous Companies

C

heating of investors by unscrupulous companies takes many forms, such as: ‘vanishing’ after raising money through public offers; illegal collection of deposits in violation of Section 58A of the Companies Act, 1956; floating sham ‘Collective Investment Schemes (CIS)’ in violation of SEBI Act; collecting money from public by posing as ‘Non-Banking Financial Companies (NBFCs) in violation of RBI Act; and resorting to ‘Ponzy’ or money circulation schemes under the Prize Chits and Money Circulation Schemes (Banning) Act, 1978. The Ministry of Corporate Affairs has taken action against ‘vanishing companies’ which have raised funds through initial public offer but thereafter are not traceable. The Ministry has also taken action against certain companies which have failed to repay deposits to public violating Section 58A of the Companies Act, 1956. Complaints of cheating by companies which promised high rates of interests to investors, have been received against 87 companies. In these cases Inspection under Section 209A/ Investigation under Section 234 of the Companies Act, 1956 has been ordered. Securities and Exchange Board of India (SEBI) also looked into the affairs of 669 companies whose operations were in violation of SEBI (Collective Investment Schemes) Regulations, 1999. The amount collected by these companies was about Rs 7,435 crore. Out of these companies, 75 have been wound up and the money refunded to the investors. A total of 552 companies were prosecuted; convictions have been secured in 124 cases. RBI also regulates deposits / investments of the public with Non- banking Finance Companies (NBFC) that are registered with RBI. Complaints received against companies posing as NBFC’s and Unincorporated bodies indulging in cheating / fraud are forwarded by RBI to the Economic Offenses Wing of the State Police for investigation and further action. There are certain companies which have floated fraudulent investment deposits mobilizing schemes (also called ponzi schemes) under various guises and are liable for action under the Prize Chits and Money Circulation Schemes (Banning)

As per the Memorandum, NIELIT will set up a state-of-art Forensic Lab within the premises of SFIO - with a total outlay of Rs. 3.80 Crore on a turnkey basis, to be completed in two phases. The MoUs signed with FIU-IND will lead to better and faster exchange of information between the three Government entities. FIU has been playing a pivotal role in the collection and dissemination of information on suspicious banking transactions under the Prevention of Money Laundering Act, 2002. FIU-IND has been helping both the Ministry and SFIO from time to time by supplying information on suspicious banking transactions. Having access to banking information as well as expertise of FIU, the MoU will help SFIO in conducting its investigation in a more effective manner. These initiatives will facilitate development of a comprehensive EWS for detection of fraud and malfeasance at the earliest. The concerned regulatory agencies of the Central Government have adopted different measures aimed at sensitizing the public of the need to be cautious while making investments into schemes, etc. The Ministry of Corporate Affairs conducts Investor Awareness Programs (IAP’s) for making the public aware of the various instruments of investments available to them. Similarly, RBI issues notice in newspapers regularly to caution the public against the design of entities in collection of deposits illegally. Editors of Newspapers are also sensitized to exercise caution for accepting advertisements pertaining to acceptance of deposits by unincorporated bodies. Presently, RBI is in the process of undertaking a comprehensive campaign aimed at alerting the public against falling prey to the Ponzy schemes and other monetary mal-practices. SEBI also conducts Investor Awareness Programs in cities / towns across the country and has recently launched publicity campaigns through electronic and print media.

Network of Agromet Service

istrict-level agrometeorological advisory service, providing a 5-day weather forecast for farmers, in 550 districts made operational by the India Meteorological Department is providing information through mobile to about 2,500,000 farmers for planning their agricultural activities. The Agromet Advisory Services through various channels have resulted in significant increases in farm productivity, resulting in increased availability of food and higher income generation. It has helped the farmers not only in increasing their productions but also reducing their losses due to changing weather patterns and others problems. There is need to ensure that all farmers, small, marginal and big, are able to benefit from the Agromet Advisory Services. At present about 15 percent of the farmers are benefitting from the SMS services and about 24 percent farmers are aware about Agromet services. The economic benefit of these services which has been estimated by NCAER at Rs.50,000 crores per year is extrapolated to rise to Rs.211,000 crores if the entire farming community in the country were to apply Agromet information to their agricultural activity. Still no doubt there is a long way to go in not only increasing production but raising the income of farmers and reducing their losses and ultimately distress. It is a challenging task for the Government, IMD as well as the other stake holders to achieve this. However making use of IT and developments in the field of information technology transfer many new initiatives are in pipeline to far reach the AAS service by the IMD. Soon IMD will be launching spoken web service so that farmers across the country can soon get their agriculture and weather-related queries answered and it will also provide an interactive medium

for the farming community which will be of great use to illiterate farmers who are not technologically equipped. Dissemination Disseminating agrometeorological information is part of a process that begins with scientific knowledge and understanding and ends with the evaluation of the information. The task of AAS is to provide information to help farmers make the best possible use of weather and climate resources. For a very long time programme like Krishi Darshan were the only source of information for farmers across the country. In the changing scenario and revolution IT sector the dissemination of information to farmers too is taking multi-channel routes. Good communication and working relationships mechanism have been set up under IAAS with the largest agricultural extension agencies in the country, network of Krishi Vigyan Kendras (Agriculture Science Centres), Kisan Call Centre etc., to promote participatory methods for interactions with farmers. Due care is being taken regarding content of the message which must be relevant to the weather based farm decision making by the farmer. This involves the identification of weather & climate sensitive decisions and interactions between the weather forecasters from meteorological Centres of IMD and the agriculture scientists from Agriculture Universities and Institutes of Indian Council of Agriculture Research to develop weather based advisories and technological decisions. Information is disseminated through multi-modes. It includes All India Radio, Doordarshan, Print Media (local news paper in different vernacular languages), internet as well as group and individual relationships through email, telephone etc. The use of media such as mobile, e-mail or the Internet by the farming community is on significant rise. SMS and voice messages on mobiles are

the latest techniques to reach out to the farmers. Of late encouraged by many State Governments Maharashtra, Tripura, Arunachal Pradesh, Madhya Pradesh and Kerala, many private firms started disseminating advisories through SMS to the farming community under PPP mode. Like Reuter Market Light, Handygo, Vritti Solution, IFFCO Kisan Sanchar Limited (IKSL) and Nokia are disseminating the agromet advisories through SMS and Interactive Voice over cell phone to farmers at 15 states namely Uttar Pradesh, Punjab, Haryana, Rajasthan, Madhya Pradesh, Orissa, West Bengal, Gujarat, Karnataka, Kerala, Tamil Nadu, Andhra Pradesh, Bihar, Maharashtra and Himachal Pradesh. State Department of Agriculture, Government of Maharashtra has taken an active role in disseminating advisory in local language through SMS to the farming community of Maharashtra. At present 2.8 million farmers are benefited by this service. Awareness Programmne As the interaction between the weather and agriculture is complex, it is not just a case of applying a simple solution and expecting the same to be implemented by the farmers. More targeted weather and climate information can increase preparedness and lead to better economic, social, and environmental outcomes for farmers. Given the current concerns with climate change and it’s impacts on crop productivity, there is an urgent need to sensitize the farmers about the projected climate change in their regions and the different adaptation strategies that can be considered to cope with the projected change. Hence, awareness process to understand the influence of weather and changing climate on sustainable agricultural production is an integral part of the service. Under IAAS, awareness programs for farmers highlight

the farming community about the climate change and its impact on agriculture are being conducted. 76 such programs have been conducted across the country so far. Feedback Regular feedback from farmers, State Agricultural Departments and Agricultural Universities, ICAR and other related Institutes is being collected and processed for further improvement of services. Feedback informations are collected from Regional and stations of DD, AIR, and FM channels, Krishi Vigyan Kendras, ATMA, CSCs, NGOs, VRCs and VKCs and by participating in kisan melas and field visits. India Meteorological Department (IMD) in collaboration with AMFUs, SAUs, IITs etc., also published Agromet Brochure in 14 regional languages highlighting the activities of IAAS. Impact Assessment Impact assessment of weather forecast based agro-advisory service shows that in most of the cases use of AAS advisories resulted in decline in the cost of cultivation up to 25% for the study crops. In some cases, cost of cultivation did increase up to 10% as a result of follow up action on AAS advisories, but this was more than offset by the consequent increase in net returns up to 83%, with a modal value of 20%. The major crops which benefited most from the use of AAS service are paddy, wheat, pearl millet and fruits and vegetables. This proves the usefulness of AAS advisories. This also endorses the need for dissemination of Integrated AgroMeteorological Advisory Service (IAAS) information to farmers on a wider scale and convincing them about its positive impacts on a sustainable basis. Equally important but the most challenging task would be to enhance the accuracy of weather forecast and to make the AAS more useful and demand-driven for the farm households.

Scientists have for the first time linked smoking with ovarian cancer - the second most commonly diagnosed gynaecological cancer in Australia with a five-year survival rate of only 40 per cent. Andy Lee and Colin Binns, both professors from the Curtin University's School of Public Health, took part as members of the Collaborative Group on Epidemiological Studies of Ovarian Cancer based at Oxford University and funded by UK Cancer research. Their work involved the completion of two studies in China, which were fed into a pool of data totalling 28,114 women with, and 94,942 women without, ovarian cancer, the journal Lancet Oncology reported. "Previously there was only a weak link between smoking and ovarian cancer, coming from a paper in 2009. This new analysis firmly establishes that relationship for one particular type of ovarian cancer, mucinoid tumours, which account for about 15 percent of the total of all ovarian cancers," Binns said, according to a university statement. Outcomes were consistent along 13 socio-

demographic and personal characteristics which were taken into account, including body-mass index, use of alcohol, use of oral contraceptives and menopausal hormone therapy. Binns said more research was needed to understand how smoking stimulated the creation of mucinoid tumours, but stressed the first step in prevention was for women to quit cigarettes. Uttarakhand floods: Rescue operations on, 200 evacuated from Badrinath

Dehradun: After an initial delay due to unfavourable weather conditions, rescue work in Badrinath area of flood-hit Uttarakhand resumed on Saturday, and nearly 200 pilgrims have so far been evacuated from the shrine, officials said. The operation, which is in its last leg and focuses largely on Badrinath, where nearly 1,400 people were reported to be stuck, is likely to be completed by this evening if the weather permits, officials said. Helicopters started flying sorties to evacuate the pilgrims from the area. Efforts are also being made on war-footing to ensure supply of essential relief material to over 600 villages in Rudraprayag, Chamoli and Uttarkashi districts, which are cut off after the floods. 2,379 metric tonnes of wheat and 2,875 metric tonnes of rice has so far been dispatched to these villages. The frequently changing weather is hampering work as the relief material can be supplied only by air, officials said. However, all steps are being taken to ensure enough supply of foodgrains, kerosene and LPG to flood-hit villages, they said. Road network in Uttarakhand

Kolkata: The Supreme Court on Friday upheld the primacy of the West Bengal poll commission in the conduct of elections, ending a threemonth dispute between the state government and the panel over village council elections. Ponnusamy, two prominent Dalit faces of the Dravida Munnetra Kazhagam (DMK) and Pattali Makkal Katchi (PMK) respectively, joined the All India Anna Dravida Kazhagam in the presence of the party general secretary and Chief Minister Jayalalithaa on Friday.The two leaders met Chief Minister Jayalalithaa and became members of the party, according to an AIADMK press release. Ms Jayalalithaa later left for Kothagiri, from where she would carry out her official work for a few weeks. For the last two years, the 53-year-old Elamvazhuthi, who had been with the DMK nearly for 30 years and who had represented the Egmore Assembly constituency since 1989, was maintaining a low profile after he quit as deputy general secretary in October 2011. Suryanelli rape case: Court rejects plea against PJ Kurien

Idukki: In a major relief for Rajya Sabha Deputy Chairman PJ Kurien, a sessions court in Kerala's Idukki district today dismissed a plea to make the Congress leader an accused in the Suryanelli rape case. The case relates to a 16-year-old girl from Suryanelli in Idukki who was abducted in January 1996 and taken to various places and sexually exploited by at least 40 people. In a strongly-worded statement, Judge K Abraham Mathew observed the previous and the latter pleas against Mr Kurien by the rape survivor are identical. The judge said there was no few fact or information that had come to light in the case. The court said since the earlier magistrate had found no ground to respond to offences other than rape, it will be difficult to entertain subsequent complaints.

Raising doubts about the intent of the petitioner, the court today observed, "The history of the litigation shows that the second complaint has all the characteristics of a vexatious litigation. " The rape survivor wants the court to order

an investigation against Mr Kurien on the basis of revelations made by Dharmarajan, a lawyer, who is the only person convicted in the case, and serving a life sentence. In February, Dharmarajan had told regional TV channel 'Mathrabhumi' that he had driven the Congress leader to the Kumili Guest House where the gang-rape survivor alleges she was assaulted by Mr Kurien. However Dharmarajan retracted his statement a month ago. The Court today said it "could not frame a charge or try an accused on the basis of a confession of a co-accused," especially when his two statements are diametrically opposite. Police investigations in the past have found Mr Kurien to be not involved in this case and he was also exonerated by the High Court. The rape survivor has, however, maintained that Mr Kurien was one of the people who had raped her.
