1. HISTORIC DEVELOPMENT OF THE REGION The area around Bergs is unique for many reasons, the natural environment, the view, the water, the archipelago and its unspoilt nature are some of the features, but they are combined with plateaus and oil tanks in a brutal way. When it was established, it was removed from the rest of the population. But since then the city’s buildings and infrastructure have come closer and closer. The visual connection to the inner city of Stockholm is made clear, with a long open water view towards the city. A reminder that the centre of Stockholm is not far away. To the east of Stockholm’s archipelago, there is intense water traffic with large cruise ships, smaller archipelago boats, shuttle ferries and private boats. Along the northern coast of Nacka there are several jetties for ferries, including Kvarnholmen and Nacka Strand. The Stockholm archipelago is in many ways a unique environment with all of its islands used/inhabited by people. As a sea route to the capital city, the archipelago contains traces of the long history of the area as well as great

recreational and biological value. Nacka is now the focus of growth in the Stockholm region and will continue to develop urban settlement as the subway network is expanded. With this in mind, we see great potential in developing Bergs to a new neighbourhood, allowing people into the once unused and closed area. Bergs is in the north eastern part of Västra Sicklaön (West Sickla island), otherwise known as Nacka city, on the edge of the Stockholm centre. The strategic site is however not limited to this area. Bergs is located on a dramatic steep fault, created through millions of years of geological processes. After the last ice age, 10 000 years ago, the area was underwater but has since rises to the current level of between 40 and 60 metres above sea level, which contributes to its unique position. Berg, translated to English, means mountain. Stora Nyckelviken (Big Key Bay), a country estate built in the 18th century, lies to the east of Bergs. The nature reserve surrounding this estate stretches all the way to Bergs. In the middle of the 20th Century the area was used for a new purpose, as a store for petroleum products. The facility has been built in stages, predominantly during the 50s and 60s. Explosives were used to level the ground for placement of tanks and to allow access to the water’s edge. The area was planned so that the cliffs would be relatively untouched and the area that had been blasted would not be visible from the water. The oil tanks and the cliff face together would be the central feature while additional facilities would be in the background with a toned down design. The blast remnants were placed in the southern part of Bergs. Bergs has been fenced off and closed to the public since its establishment some 60 years ago. The land is owned by the municipality of Nacka but the current contract for use of the area in its current capacity, which expires at the end of 2018, will not be extended.

NACKA, SWEDEN Stockholm city expanded during the 80s and 90s. To the west of the competition area, an area mostly for offices and workplaces was built into the hillside, known as Nacka strand. To the south, Jarlaberg was built up. The surrounding neighbourhoods are characterised by the modernist city’s ideas of urban enclaves and car dominated thoroughfares. Bergs and surroundings Development has continued and due to the central location of Nacka there is a continued demand for developable land as there is a general housing shortage. Stockholm subway’s blue line will be expanded to reach Nacka and this will be completed in 2025, putting even more pressure on the housing market. New development acts as a way to motivate new infrastructure. But it is not only desirable to build new homes in the area. Nacka Municipality wants to create a major urban centre in Central Nacka, just south of Bergs, with a diverse, high quality city containing both residential and commercial properties, public services and communal spaces. The municipality aims to build a city of about 15 000 homes by 2030, and the population is expected to increase by about 25 000. As part of this development, Bergs plays an important role. A area that can both complement the other parts as well as being able to be integrated into the existing urban landscape. The hope is that Berg will be an attractive part of a dense and mixed city. Within the competition area there is a need for a mix of programs, scales, number of storeys, leases etc. The competition entries don’t need to expressly point out places for different forms of leasing arrangements, but it is the

EUROPAN 13 structure that is the central requirement and should function regardless of which parts are leased in what way. As for a mix of programs, there are great opportunities to investigate alternatives and work out which facilities require support etc, and also if there are local or possibly regional needs. 1.1 POPULATION TRENDS Nacka municipality has had a continuous population growth over a long time. Partly because existing areas were densified but also because many people moved permanently to holiday homes. The subway line will be extended into Nacka city, and 15 000 homes built by 2030. The population is expected to double in this area from 25 000 to 50 000. Bergs is in the north east corner of Västra SicklaÜn (West Sickla island). A trip from

NACKA, SWEDEN Nacka to Stockholm City with the new subway is expected to take about 10 minutes. In central Nacka there is planning going on for city building, Bergs is just to the north of this area. Planning is still in the early stages but will touch the development within Bergs. Directly to the west of Bergs is Nacka strand. A new plan program has been suggested illustrate development possibilities in the area. Within the strategic site at Bergs, there is expected to be room for 150 000 sqm of housing, accommodating a population of approximately 5 000. Even though the focus should be on the new homes, the area should also have space for facilities coupled to the needs of the area and possibly other facilities that are natural for a city to possess that make good use of the unique position.

EUROPAN 13 1.2 ECONOMIC DEVELOPMENT Large stretches of the north coast of Nacka, of which Bergs is a part, have been a location with important functions for a very long time. Previously the manufacturing industry was there, quite often of a progressive and innovative character, but this has been replaced with the production of services and a greater quantity of residential property. Proximity to the big city, in combination with the views and connection to the water, is something that entices companies. By positioning themselves there, companies can make themselves stand out. In the context of current and future urban development along Nacka’s north coast, there is great opportunity to continue to provide space for things like enterprise, regional and local services and advanced services. A popular fair exists in Nacka strand, the area just to the west of the competition area, that attracts companies that need the kind of premises available there. There are also a number of companies with different specialisations, as well as conference facilities, with fashion being popular at the moment. The unique position of Bergs is attractive and something that Bergs could make good use of. Perhaps the spatial separation between housing and workplace could be relaxed, with Nacka Strand being densified with housing? The two areas meet at “Tornvillan” (the tower house), set in parkland, with hotels present amongst other things. The areas are currently joined by a pedestrian and cycle path, which could be upgraded to a local street. A typical Nacka resident lives with one foot in the big city and the other in a calmer environment which offers more space and proximity to nature and the water. The proximity to the big city combined with these natural qualities of the area are some of the reasons that Nacka is popular. A study performed in 2014 showed that 73% of residents would strongly

NACKA, SWEDEN recommend moving to the area to friends and acquaintances. There is a lot of work available in the municipality with most of the workers who travel for work travelling into the regional hub. 2. STRATEGIC SITE – CURRENT CONDITIONS The study area is bounded so that parts of the immediately adjacent neighbourhoods are included, in order to illustrate the importance of the relationships between Bergs and adjacent development areas. The current use of the area for the oil industry will be completely replaced by urban development and associated functions. The planning is at a very early stage and there are no physical plans as yet. The area is designated as a development area and will be an integral neighbourhood in Nacka city in the future. The main focus is residential, but in Suggestion for open spaces and new buildings at Nacka strand (Nacka beach).

EUROPAN 13 order for a living, breathing neighbourhood there is also a need for different functions with local services and attractions. We need a city plan/a master plan that can exemplify the spatial orientation of the district and demonstrate that it applies to the whole of the strategic area. Currently there are no major problems with the site, however there are great opportunities. As the area is now cordoned off, there is an opportunity to offer something that was not possible before. However, there are problems in the region with a housing shortage and a high demand for attractive urban environments. Attractive housing can contribute to segregation and this is something that needs to be considered and solved in the development of Bergs. There is also a need to solve the problem of transport, how we move in and between neighbourhoods. What are the roles for cars and bikes in the area? How can public transport be made attractive? 2:1 SETTLEMENT STRUCTURE AND CHARACTER Currently the area consists of only oil tanks, office buildings and a large area for oil tankers to be refilled. A road, leading to a wharf, has been blasted from the rock. The blast remains were used as backfill on the higher plateau. No concrete plans exist for a dock for boat traffic, but with sufficient support it could be a possibility. The surrounding neighbourhoods have a fragmented urban structure. Residential areas, institutional environments, summer fun, dense urban areas, shopping malls, highway regions etc are all in the immediate vicinity to the site. Where Bergs and Jarlaberg meet there is a problem to be solved. Jarlaberg is characterised by its traffic separated structure and the central park space, courtyards are half closed and the area is effectively just residential. The housing in Jarlaberg is predominantly multi family houses with the occasional row-house here and there. In Nacka strand, however, currently there are both owner occupier properties and rental properties, but this may change as the municipality does not control the types of lease on private land. The municipality envisages Bergs being developed with housing of different lease types and that the development will result in a neighbourhood that fits into Nacka city as a whole. A part of the city and a stand alone neighbourhood at the same time, unique as well as standard. What could be the identity of this neighbourhood? What does it have in common with the rest of Nacka? 2:2 LANDSCAPE STRUCTURE Regional green structure In Stockholm there is a system of regional green wedges that connect nature in the region’s periphery with nature closer to the regional core. In Nacka municipality there is Nacka Värmdö wedge, with Bergs located in the middle of this green wedge between the natural areas of Nyckelviken and Ryssbergen. The Nacka-Värmdö wedge is characterised by its proximity to the sea with sweeping views, deep bays and bare rocks. You can find both privacy and tranquility here, as well as and the active swimming and boating lifestyle. The wedge also contains large forest and agricultural areas.

NACKA, SWEDEN Overall green structure It is important that the green areas, migration corridors, which are to the west and east of Bergs, maintain continuity through the area. The municipality has a “Grönstrukturprogram” (Green structure program). adopted in 2011 and a landscape analysis for the area. The steep slopes must be handled carefully, while at the same time the large level differences need to be analysed to enable good accessibility and to allow the area to be utilised.

Recreation: There has been a long term effort to build a boardwalk along the entirety of Nacka’s northwestern coastline. From Hammarby sjöstad, through Saltsjökvarn, Finnboda, Kvarnholmen, Svidersviken, Nacka Strand and on through Bergs and onto Nyckelviken. This stretch must have a clear role in connection to Bergs. What kinds of things will happen along the promenade? Nyckelviken Nature Reserve is an environment with great value and is visited by people from the area. How can an urban development in Bergs strengthen the natural area? What places are suitable for sports? Flooding Generally speaking there isn’t any great risk for flooding, considering the sea level and that the topography is so hilly. But it does need to be considered at the level of the port. Storm water should be considered and delaying its flow and purification of said water can be solved as needed. Storm water could be advantageously used in the design.

3 PROJECT SITE The project area is bounded in order to surround the property Sicklaön 13:83. The current lease will be terminated and the municipality wants a different future for the area. Largescale oil operations do not belong in a growing city. Nacka Municipality intends to transform the area into a part of Nacka’s dense and mixed urban structure. There may be some contamination problems. When the adjacent residential area of Jarlaberg was built in the early 80’s, there were very high environmental standards placed on the oil business and environmental inspections of the oil business here have been very good. 4 MAIN TASK How will the future Bergs connect to the surroundings and the rest of Nacka? How will Bergs meet the different urban structures and landscape? Even the process should be highlighted, which spatial structures will be emphasised, established or changed and in what order? Suggest an urban structure that identifies the spatial direction of Bergs The proposal should include a focus on density, typologies, programming. But should also develop the ideas of change and identity. The spatial structure is expected to accommodate around 150 000 of housing. Further questions that are connected to the Main Task, see below in the section 4:1 “Questions of interest”. 4:1 THEME Object vs Project is the sub theme that works best for Bergs. Bergs isn’t just a piece of land or an area, Bergs exists in a historical and cultural context that doesn’t end where the

borders are marked on a map. The context can be connected locally to the physical, historical, visual, spacial and social, but also simultaneously geological or global in terms of the current function as part of the oil route, from the source to the consumer. The contents of the program aren’t defined in detail beyond that the area is expected to contain about 150 000 sqm of housing. A reason for that is that the future Bergs’s use should be defined anew. Nacka Municipality already has ongoing projects, allowing residents to be co-creators in urban development and giving space to art within urban construction. This work may be a starting point for the process of conversion of Bergs. The process has great potential to live longer than the actual construction period. Questions of interest: The main task is complex and the problems can be looked at from different angles. The starting point is currently an almost free plot of land with strong sculptural forms, where the municipality wants an overall spacial structure, a master plan. How should a vacant area be integrated into a future urban district? How do you deliver the area in an interesting way? Is the weight of the urban environment handled along the corridor, or as a network of nodes? How is Bergs integrated with Jarlaberg, Nacka Strand, Central Nacka and Nyckelviken? How will the cliffs be handled? How is the coastal boardwalk connected to Bergs? Nacka wants to make the coast stretch from the border with the centre of Stockholm to Nyckelviken Nature Reserve an extraordinary promenade. How do you make a unique neighbourhood that is worthy of its position and can even be an attraction to visitors from the whole 9

region? How will it work when the site opens? Will it be a controlled process or not? Will the opening of the area be done in such a way that process of opening provide input into the conversion process? Is it possible that some blocks are given a more defined form and function, while others are kept deliberately unspecified to allow for future influences? What role does the boardwalk play? How will the large level differences between the plateau and the water be handled? How will pedestrians gain access? How close to Nacka strand will be built upon? How will the connection to Nyckelviken Nature Reserve be handled? With buildings or streets? With a sharp or fragmented border? How will Skönviksvägen be seen between Bergs and central Nacka? As it is now or with buildings up to the edge of Jarlaberg? How will the development relate to the escarpment? What will the relationship be between the green space to the east and the west look like? How will the area interact with the rest of the cultural environment along Nacka’s northern coast? In which way can the landscape be read in the future? What approach should be taken with the large oil tanks and the existing infrastructure, should it be removed, used as inspiration or preserved? Can artists be allowed to participate in the development in the initial stages? How will public transport relate to the plan design and choice of building typologies? Are the block structures tied to the typology or is there an in built complexity? Is there space in the structure for change or is it static? What is the appropriate allocation for use of buildings? A stretch, network, nodes or something else? What draws people into Bergs? Should there be a separate environmental and sustainability mindset? How should the neighbourhood plots be demarcated, large, small or mixed sized plots? And how will this affect the structure? 5. PROGRAM FOR THE PROJECT SITE One prerequisite is that the entries have a conscious approach to the terrain. The cliffs shouldn’t be blasted away, though adjustment can be made if necessary. The municipality is primarily interested in a good spacial structure that takes into account the complexity of the site. The inclusion of high buildings is not preferred. The municipality doesn’t want to have a tall building in Bergs and are not looking for

a landmark. If buildings are suggested that are higher than the current oil tanks, the environment may be impacted and the landscape’s shape might change for the worse. It is up to each contestant as to whether they wish to test out higher buildings in the area, but this then puts great pressure on the location and design to be right. It is unlikely that the verticality needs to be stressed by high buildings near to the edge of the cliff face. The landscape’s silhouette has a great significance and context regionally. Changes to the silhouette should not be excluded but there needs to be a deep analysis of the consequences of such a change. There are already parks and open areas of nature of great value in the vicinity of Bergs. How would new parks complement the existing structure? Factors like the season, temperature, wind, views, microclimates, topography, green corridors, amount of open space etc would be sensible to weave into the analysis and suggestions. The oil tanks should not be used as new building shells because of the high cost of cleaning. But some may be saved as a cultural historical reminder, alternatively some part/s of a tank can be cleaned and provide building materials or be part of a public work of art, perhaps? Homes are the most important thing for the area, but apartment plans don’t need to be drawn. The municipality is after a building structure for the area that predominantly shows the typologies and how the strategic area joins in to the city. The design should concern itself with volumes, context and connectivity to public transport. There is no current significant commerce in the area but it is important that the spacial structure is permissive. There should be space available for commerce to move into the area in the future. The neighbourhood will necessitate some welfare functions, an urban structure that is flexible and allows one block content to be changed for another during the process should be pursued. Although the placement of preschools, workplaces, places to visit or any other public service may be included in the competition proposal, it is good if functions can be accommodated in general quarters and be moved during the planning process as conditions change. The need for schools has not been investigated in detail. But it is likely that schools will need a suitable location where they can 10

EUROPAN 13 help give life to the neighbourhood and the neighbourhood in return contribute to the learning environment. Along with school grounds, sports facilities may be appropriate. The requirement for sport facilities has not been investigated in detail, but there will be a need for a sporting facility with a surface that is at least equivalent to a full sized football pitch. Cycling allows the surrounding area and future subways station to be reached quickly and is therefore an important feature to offer. The spatial structure should be studied to work out how the spaces can facilitate cycling and public transport. It is important for recreation and enjoyment of the area to be able to connect Bergs to Nacka strand and the Nyckelviken Nature Reserve through pedestrian traffic. 6. PLANNING INFORMATION 6.1 TRAFFIC AND ACCESS TO THE AREA, TRAFFIC NOISE Bergs currently has no through traffic, connection to the rest of the road network is done through Skönviksvägen towards Nacka centre. Värmdöleden (road 222), goes east-west south of Bergs. The junction Skvaltan has been suggested as a potential place for a future additional ramp from or to the highway. The junction is even possible as the future site of a new fire station. The traffic noise that needs to be handled comes predominantly from within Bergs itself. Surrounding noise has not been found to be a large problem, but noise from traffic and buses needs to be considered along existing and future major roads. Blocks that require a quiet side can be achieved depending on which traffic solutions are proposed. Current overview of noise map. The blue circle shows the position for eventual connection to Värmdövägen as well as position for a new fire station. 6.2 PARKING STANDARDS Nacka Municipality has a newly developed parking strategy, where different areas are given different numbers of parking spaces. Bergs lies within Zone A, which has the lowest demand of parking spaces. For apartments with 2 rooms and smaller, there is 0.8 of a parking space per home, and for 2 rooms with a kitchen and larger, there is 0.9 of a parking space and for student apartments there is 0.2 of a parking space per home. Large parking lots are not desired in the area, parking should take place in garages.. There should be “street parking” available, but those “street parking” spaces are not to be included in the demand from the parking standard. There is a requirement for at least two bike parking spaces per home. These figures apply generally, but can be waived if there is a good justification for it. For example, fewer parking spaces may be made available on the basis of proximity to public transport. 6.3 PUBLIC TRANSPORT There is currently no public transport to Bergs, the nearest bus line is in Jarlaberg. Bergs is most likely going to have one or more bus lines that either go directly to Stockholm, connect to the new subway or act as a local bus line through

NACKA, SWEDEN and between neighbourhoods. There are currently no specific proposals. There are several companies that offer boat services in the archipelago, including commuter boats. This can be used as a possible means of public transport to Bergs. 6.4 LAND OWNERSHIP Nacka Municipality owns the entire property, Sickalön 13:83. They also own the land inside Nyckelviken Nature Reserve, as well as the land between Skönviksvägen and Jarlaberg. 6:5 WATER The waterway to and from Stockholm is of national interest and traffic is intensive, both small boats as well as cruise ships and cargo ships that travel world wide pass through the area. Attention needs to be paid to this traffic because the risk of collisions if buildings or facilities are placed near the water’s edge or in the water. This doesn’t mean that there is a definite block to building near the water, but the issue must be considered and permission sought from the relevant authorities. There are also guidelines for tall buildings with regards to air traffic from Stockholm Airport. This usually isn’t an issue but relevant authorities need to be informed and consulted before construction, if buildings are to exceed 20 meters. 6:6 NATIONAL INTERESTS Bergs belongs to a larger area of national interest for heritage protection under Chapter 3, § 6 of the Environmental Code, Stockholm waterways and inlets. Areas of national interest should be protected under the Environment Act against measures that may damage the cultural environment. National interests and the potential impact needs to be interpreted and judged on a case by case basis. The motivation behind the national interest is: “The waterway environment along the inlet to Stockholm via Vaxholm reflects the archipelago’s importance to the capital’s shipping, food security and recreation life. It also reflects the living conditions for the people who have lived in the inner archipelago since the Middle Ages and Stockholm’s expansion to the east. It is here that the relationship between different social strata and group can be deduced, as well as developments within transport engineering and architecture.” The national interest includes: “The character of the archipelago, that extends as far as the central water space of Stockholm. On the south side of the archipelago it is essentially an undeveloped hillside and inaccessible, in contrast to the lower lying landscape of the north side of the waterway, which is more built up, making for a varied landscape picture within the archipelago.”
