To tackle these challenges, the Plan identified five levers for change to act as structuring axes for overcoming the challenges: -A powerful university and education system -A fast and reliable administration that is business friendly. -Governance that offers innovative criteria in the management of strategic projects and that reinforces public-private co-responsibility in its leadership. -Values for the future that complement and strengthen the basis of current and traditional values that bring new character to the city and its residents. -Broad knowledge of languages that facilitates internationalisation, the attracting of talent and full incorporation into the world markets. -An international airport and the Barcelona brand. To make this vision a reality, the strategic proposal was structured around six challenges and five levers for change. Challenges: -Sustainability and climate change. -Situate the AMB as a reference in the new global framework. -Be a global leader in certain driving sectors of knowledge. -Go beyond the “bio” companies. -Become one of the most attractive European regions for innovative talent. -Work to make an interesting and socially balanced society.
This new plan has to face different challenges: -Fight the growing inequalities in access to housing or employment and guarantee a quality urban environment and equality of opportunity for everyone in the metropolitan area. -Join other metropolises around the world in the fight against climate change, in absorbing the impact of digitalisation and in achieving the integration of migrants and refugees. -Formulate more effective metropolitan policies, from spatial planning to economic and social development, environmental management and the promotion of research, education and culture. -Use tools of governance that strengthen democracy, public-private-community collaboration and civic participation at all scales of the metropolitan area (neighbourhood, town and metropolis).

The Strategic Metropolitan Plan of Barcelona is starting a new round of discussion to share thoughts on how to integrate all the approaches suggested by the public and private sector and the residents at large to create the Strategic Metropolitan Plan of Barcelona for the year 2030. -A central line of this plan must be the promotion of social and economic progress based on innovation and sustainability as a mechanism for reducing inequalities and spatial segregation in the metropolitan area. -To develop this new plan, we intend to work on the basis of three major pillars: the resilient metropolis, the prosperous metropolis and the cohesive metropolis.

Romans settled in the area and built the medieval city of Barcino.
In the Middle Ages, the city grew and became more complex, the center of a region known as Catalonia. An extended wall was built in 1260
then in the 15th century, the wall was expanded again to encompass the new Raval neighborhood.

Philip V built a fortress citadel to keep an eye on it, and forbid Barcelona to grow beyond its medieval walls.
Because the industrial revolution, by the middle of the 19th century, population density was the highest in Spain, working conditions were miserable, sewage was out of control, water was dirty, and the city was struck by a series of cholera epidemics and riots.
1854, the Spanish government finally gave permission to take the wall down the central Spanish government approved a plan by architect Ildefons Cerdà. The Cerdà plan begin. He released a modified version of the plan, with narrower streets no more than 20 to 30 meters wides and somewhat deeper buildings, with more room for commerce.

A civil war arrived, which ended in 1939 with the ascension of Gen. Francisco Franco, a fascist dictator who would rule over Spain, violently suppress Catalan culture, and large-ly neglect Barcelona until his death in 1975. Example: Sant Pau del Camp Guell palace was built by gaudi in 1888 and established gaudi as the creator of great atmospheric Spaces. The iron - work of the guier family insignia between the arches was magnificent. The various chimneys were the ancestors of the many daring chimneys that gaudi later designed. This was also the first time that the collage of broken porcelain, which gaudi loved, was used on a large scale. In 1984, Guell Palace was selected as a world heritage site.

Observation Survey : Zone 1 Zone 1 is located in the North-East of this area. We started our investigation by using the methodology of observation. We started from the north side of the base, walked south along the core road of the base, and walked to the northeast area. The range of our investigation basically covered this area.
Most of the streets are residential buildings. The first floor is a number of shops and restaurants. There is a civic plaza at the nodes of No. 1 and No. 2 streets. There are churches and social service organizations around the square.

There are public bicycle parking spots, underground parking lots and a small amount of green space in the plaza. It can be clearly felt that this area is the most dynamic and rectified area of the entire base. 5,6,7 Buildings on Carrer de Sant Antoni Abat are quite same. A small plaza located in front of the church, and a transportation pivot is formed near the square. But some trash cans are set on this small plaza. We can not see too many tourists here although there is a church nearby. This may be because this area is not attractive enough, so tourists would prefer other areas to visit.
1,2,3,4 Starting from Carrer de Sant Antoni Abat, these streets are quite narrow, which only have about 2 meters pedestrians on both sides of the road. We can see some shops and restaurant on both sides of the road, because of the narrow street, the transport of the goods may be inconvenient.
8,9,10 A large church named Parròquia del Carme is located on Carrer de Sant Antoni Abat. In front of this church the roads become wide and busy. Many tourists will come to visit the church, and because of the wider road, part of the road changes into parking and garbage collection. But these trash cans make the whole street dirty, and a lot of garbage is thrown outside the cans and make the street more dirty.
11,12,13 A small plaza with a symbolic decoration located in the centre. The plaza is triangular, at the edge of which drive the cars. People walk on the plaza, and some of them may have a rest near the decoration. Some shops' entrance are on the plaza, so people can walk into the shops conveniently. A church is located on the east of the plaza, making this place more attractive.
14,15,16,17,18 There is a triangular transportation pivot on the south-west of the central plaza, which is shown in picture 16. 4 roads lead to this place, 3 of them are oneway lane. The traffic here is not very busy. Although there is not many cars, bicycles are very common in this place. Some bike parkings are set on this plaza, including many shared bikes and motor bikes.
19,20,21 Buildings located on the road named Carrer de Sant Vicenc are not very distinctive. Most of these buildings are residential buildings, therefore it is usual to see many quilts is dried on the balcony. Many green plants can be seen on the elevation of the buildings, making the whole place more lively.
22,23,24 Carrer de Ferlandina street is a narrow street, and it use stone as it's main material. Although it is narrow, it still allows cars to enter, and uses fences to divide pedestrian and car. The building height is not very high, each building has 4-5 floors, and there is no building which is very unique.
25,26,27 Carrer de Joaquin Costa street is one of the main road in the site, which is a one-way lane street with the road for bicycles and pedestrian. Shops are located on both sides of the road, so people can look into the shops and know what they sell, which is quite convenient. Most of the surrouding buildings above first floors are for residential.
28,29,30 Carrer de Valldonzella street is also very narrow. Most of the surrounding buildings are shops on the ground floor, and residential on upper floors. This place lives many people, so it is very crowded in the buildings.
31,32,33 This place is near the outside of this site. So the streets become wider and even have trees on the middle of the street. This place is more crowded than other place, because it is near the new town area and the Ronda de Sant Antoni street, which one of the main street in this area, and it has 5 lanes. The buildings in this place become more neat as well.

Conclusion After a period of systematic research on the EL Raval area of Barcelona, it was discovered that EL Raval is a community in Barcelona, Spain, located in the western part of the old town. The community goes north to Plaça de Catalunya, Carrer de Pelai Street and University Square, east to La Rambla, next to the Gothic Quarter, and to the west and south borders of the Ronda Sant Antoni, the Ronda Sant Pau and the Avinguda del Paral·lel. The area is historically a notorious nightlife area where prostitution and crime prevail. In recent years, due to its moderate location, many young people have attracted, and there are many bars, restaurants and nightclubs. There is currently a very diverse immigrant community in the area, with 47.4% of the population born abroad, such as Pakistan, Indonesia and Romania. There are problems in transportation, environment, society, land use, etc. in the venue. Due to its characteristic location, Barcelona has attracted a large number of tourists due to its historical culture and architectural style. The booming tourism industry has also led to a large number of problems in the base. For example, the influx of tourists has made the already narrow streets more crowded and exacerbated traffic congestion. At the same time, the arrival of tourists also brought environmental pollution, in addition to a large amount of domestic garbage and air pollution and noise pollution caused by airports and automobiles. In terms of social issues, the Rabar area has gathered a large number of immigrants, and these immigrants have many social problems because of differences in education levels and salaries. The streets of the Rabar area are crowded and narrow, most of which are residential areas, and there are confusion and aging problems in houses and some basic hydropower facilities. The garbage spilled from the garbage bins on both sides of the street and some exposed wires are everywhere. The problem has greatly affected the quality of life of local residents. In addition, in terms of land use, a large number of houses in the area are residential houses, but there are no perfect community supporting facilities, such as public space and green space, market and community medical facilities that can be used for public activities. In general, although the Rabal area is very characteristic, there are still many problems that need to be solved for the local residents. Through an in-depth discussion of this series of issues, we have found some reasonable solutions to activate the community, thereby changing the overall social environment and improving the quality of life of residents.

The bike parking stations are concentrated on the main roads in the site. But some building-intensive areas have no bike parking and shared bike station. The site is surrounded by six metro stations. The blue large circles show the distance for 5 minutes walk. Through the circles we can see that it is easy for people to walk to the station from the site or other stations. Green point are used to get rid of waste can’t be thrown into street containers.They are large environmental facilities located on the outskirts of the city. Most of them are in school and residential area, and some of them are even mobile. Trash cans can be seen at many streets, which make the whole street dirty and chaos. We can also see some garbage are thrown outside of the trash cans, which will also cause a large environment problem for the city. Some of the garbage vehicles can't clean the trash cans timely, which cause the cans full and some garbage is thrown outside the trash cans. Situation of Traffic
The picture shows the traffic congestion during the peak hours of the venue. It can be seen that most major roads have different levels of congestion. The congested areas are concentrated in the vicinity of the center of the site. Although there is a two-way four-lane roundthe-island traffic circle in the center of the site, the traffic congestion of the surrounding branches of the area still exists. As the LRT serves as a passenger-carrying point around the entire area, the design range will be increased accordingly. The selected material is a rigid concrete structure, which combines many advantages, such as enhanced integrity of the entire building and enhanced corrosion resistance. , The load-bearing conditions are one more guarantee than other materials. Many convenient measures are provided inside the entire station, such as elevators up and down and a place to rest.

Under the condition that all private cars in the venue are cancelled, the parking lot will be built around the selected area and built underground. The car can be parked at the designated location and then sent to the parking space by automatic device sinking. It can save space on the land, improve the smoothness of traffic within the site, and improve the status of parking locations.

Many sunken trash cans are set in the middle of the road in the site. People can throw garbage into these cans, and cans will be transferred by the underground track pipelines automatically. All the garbage will be transferred to a waste treatment plant which is located on the north of El Raval.

The irrigation system and water supply system is conbained by a main sewer pipeline and several branch sewer pipelines. Rainwater collection tank is set under the road connecting the rainwater pipe, which can be kept and used to irrigation trees and grass.

EXISTING CONTEXT The El Raval District has its beauty in its history and culture, but there are certain blots that keep it from being picturesque wholly. Some of the imperfections in the visual aspect can be found due to the some of the following reasons: • • • •

THE DEVELOPMENT PLAN The development plan for the proposal is to beautify and make human friendly atmosphere in the most significant areas of the El Raval District i.e, del Rambla and introduction of green spaces in connectivity to the plazas outside Raval. These two areas are key elements while defining the structure of the city and hence the beautification process can prove to be a success. The procedure is to compliment the existing traditional character of the buildings and to not lose its virtue which is one of the eminent features that should be retained. The Del Rambla is already an open space but it’s just grey plain area with uninteractive and unattractive area with street shopping making it more tourist friendly.

POLICY The policy set is to instigate a city beautification process in specific areas of importance in the El Raval District to invoke the creation of moral and civic virtue in the urban population. All other zones doesn’t have any proper gathering green spaces and hence it’s just a highly congested area with just building blocks which kind of causes immense amount of littering and people’s lack of interest and sense of responsibility has made the conditionInteractive worse. Public Space Being partly pedestrianized, these streets has its own character but requires certain aspects of change as this is frequently visited both by local inhabitants and tourists equally and hence has its prominence.
OBJECTIVES • The process would be done in two phases; first phase being the central spine redesign, since this area requires immediate attention, and the second phase that of the green connecting line of the zone 2,3 and 5 to the rest of the Barcelona and the third phase can be the redeveloment in the museum area and the external boundary redesign. • Decluttering and decontaminating the area from the existing littering and unmaintained buildings. • Integrating the local inhabitants of the area for the processes so that they can be a part of the developments taking place. • The lack of vegetation, which is one of the major causes of a monotonous grey aura, is dealt with.
