Last week on Friday, January 27, designated volunteers from our Firewise Committee and select CSA board representatives, along with members from the Brevard County Sheriff Office and Brevard County Fire and Rescue, participated in a wildfire emergency scenario and evacuation exercise. The TGO Courtesy Patrol was also in attendance to make sure they have a complete understanding of how the emergency traffic plan will be implemented. The map on page 22 provides the evacuation routes for each neighborhood. The proposed scenario, along with photos from the event, can be found on page 20.

Dear TGO Community,
Weather is beautiful here in Florida now, and so many residents are outside enjoying The Great Outdoors. Our TGO Nature Trails are a great way to spend time outdoors enjoying Florida’s nature. Recently a Nature Trail Committee was formed to advise me and the Board on trail-related matters, and work to preserve the trail for many years. This committee submitted some updated nature trail rules to the Board for a vote, and they were approved in October 2022. You will find a complete list of these rules on our tgocsa.com website under CSA Documents tab, Rules and Regulations. I would like to clarify a few of these rules in my letter for you.
One of the rules states that “The Nature Trail may be closed by the CSA Manager, or the CSA Manager’s designee, for maintenance, weather conditions or other purposes.” CSA began raking the trail using our tractor pulling a commercial rake in mid-October. The results are very positive with many compliments from residents and the trail subcommittee. The process takes about three hours and we are now raking once or twice per month. The problem we encounter is the tractor and rake are wide, the trail is narrow, and you must rake straight. It is difficult to rake around pedestrians, golf carts, etc., who are also using the trail. I met with the CSA grounds crew to come up with a safe solution. Our best solution was to install easy-to-close swing gates at the four main entrances of the nature trail. We will close the gates during our maintenance activity or when the trail is flooded. The gates will help us keep people safe and they will improve our overall look and professionalism. In the past when we closed the trail we would use old sawhorses, cones, and caution tape. There is no intention to close the gates every night as rumored recently on Facebook.
Another rule clarifies what types of vehicles are allowed on the trail. Our rule states: “Only pedestrians, bicycles (motorized and non-motorized), tricycles (motorized and non-motorized,) and golf carts are permitted”. Recently the question of ‘what qualifies as a golf cart?’ was asked. CSA defines a golf cart by referencing Florida State Statute Section 320.01(22): “Golf Cart” means a motor vehicle that is designed and manufactured for operation on a golf course for sporting or recreational purposes and that is not capable of exceeding speeds of 20 miles per hour. Restricting our trails to golf carts only will protect the trail surface from damage and keep it a safe place for everyone to walk, bike or take a leisurely golf cart ride.
By the time of this article’s publishing, our Annual Meeting will be completed, and three new board members and a Board Chairman will be installed. Congratulations to incoming Chairman Cliff Creech, and new Board Members Doug Matz, Doc Fraser, and Drew Proulx. I look forward to their contributions to keeping TGO a great place to live and work. I want to thank outgoing board members Ann Strauss and Peter Wehnau for their service. One more time, I must give a special shout-out to outgoing Chairman Tom Wheir. Tom’s contributions, dedication, and integrity in the role of Chairman have been beyond impressive. He has given countless hours and incredible energy working closely with me and the Board to champion for the improvement of our community. He led our community through the Covid-19 pandemic. He worked hard to help improve The Blue Heron restaurant, and his work helped to change it from a struggling money-loser to a profit-making endeavor. Many major improvements to TGO have happened during Tom’s four-year term, and I’m truly grateful for the effort and support he has put forth to keep TGO a great place to live and work. Above all, he and his wife Sharon have been huge supporters and cheerleaders of the CSA staff, and they have made TGO a better place to work, and made me a better manager. These are big shoes to fill.

Owners are encouraged to attend all the Board of Director meetings. Green speaker cards are available if an owner wishes to address the board for three minutes about any issue. An informational packet with the meeting agenda is given to each household that attends. Prior to the meeting, the agenda is posted on official bulletin boards and shown on our TV Community Channel 732. The actual meeting is televised LIVE on this same channel.
CSA Board of Directors meetings are held on the third Wednesday from October through May. Planning meetings to set the agenda for the Board of Directors meetings are scheduled October to May on the second Wednesday of the month in the Plantation Manor at 10:00 am. They are open to attend for any TGO owner.

District Meetings
There are ten CSA voting districts at The Great Outdoors. They are non-geographical, but are determined by the last digit in each property’s street address. The District Meetings are held monthly from October through May. Various districts join together to hold combined monthly meetings. There are two meetings per month with five districts in each one. Please note the upcoming meeting schedule if you want to attend your district meeting.

NOTICE IS HEREBY GIVEN that the next ARC Meetings will be held on the following dates at 10:00 am on the Plantation Manor Porch: February 15, March 8 & 29, 2023
The Architectural Review Committee meets for planning purposes on the Plantation Manor Porch at 10:00 am on Tuesday, February 15, March 6 & 27, 2023.
All changes to your property that are visible on the outside require advance approval from the Architectural Review Committee. Application forms and ARC Guidelines may be obtained from the Community Services Association office or printed from The Great Outdoors Community Services Association website at www.tgocsa.org. All completed ARC forms must be submitted to the CSA office by Noon on the Wednesday before the next Wednesday meeting. Results will be available to pick up after the ARC meeting or from the CSA Office. Be sure ALL necessary paperwork is included with your ARC application. No approval will be given without having all the required data available at the ARC Meeting for review.
TGO property owners are encouraged to suggest modifications to the ARC Guidelines, which will be discussed during an annual review. Please submit them to the ARC Secretary, in writing, no later in the year than October 1.

Emergency Vehicle Protocol
Florida and TGO share the same vehicle and traffic laws as the rest of the US: Everyone must yield to emergency vehicles. If there’s no shoulder on the road, simply stop to allow an emergency vehicle to pass. We have all been driving long enough to know this. Please, when you see emergency vehicles coming in with lights flashing, pull over and let them pass! It could be your loved ones they are here for.

Beginning with the first meeting in October, we will meet at the CSA Pavilion on the third (3rd) Tuesday of each month at 10:00 am. Automated Visitor Call-In - 321-383-8802
The automated system offers two methods to provide access for a visitor. Call no more than 24 hours prior to your visitor’s arrival. Send an email to: guest@tgocsa.org, no more than 48 hours prior to your visitor’s arrival. The phone number and email address you use must already be registered with the CSA Office for the access request to be accepted. This system cannot confirm that your request was received or respond to any additional messages.

The CSA has a contract with Spectrum that includes Spectrum TV Select and Spectrum Internet services. If you are experiencing problems with their service or need to set up a new service, call the number above. Tell them your community at The Great Outdoors has a bulk agreement known as the Bronze Package.

Our television channel of the Community Services Association will be active for broadcasting board meetings. Your TV must be equipped with a Spectrum TV cable box or digital adapter.

Vehicle Barcodes
If your vehicle needs a barcode installed, call the CSA Office at 321-268-9767 to schedule a REQUIRED appointment. Barcodes are $10 - new or replacement. They install them everyday, but will not do “walk-in” applications. If you need a barcode installed on your Recreational Vehicle, they’ll install RV barcodes on Fridays ONLY, and they want to visit your home or RV site to hopefully complete that barcode installation without moving your RV.

TruGreen regularly applies spray applications to our lawns and common areas that includes an herbicide for weed control, a liquid fertilizer, and an insecticide to kill chinch bugs, and other turf-damaging insects. These application dates for the first quarter of 2023 are:

TruGreen is also offering “service-call” visits to TGO. If you are still having problems with lawn pests or weeds, call the CSA Office at 321-268-9767, and we will put your address on the TruGreen list. They will make additional visits on the following dates:

TruGreen advises all TGO residents to stay off treated areas of your lawn, and to keep your pets off treated areas, until the application has thoroughly dried.
AED Basics (Automated External Defibrillator) Have Someone Call 9-1-1 While You Operate AED
The Automated External Defibrillator (AED) is a portable electronic device that diagnoses incorrect heart rhythm patterns that could potentially be life threatening. The device treats the condition with electrical shocks.
AED use requires minimal training because an electronic voice prompts the user through each step. If you are helping a person who collapsed and you’re unsure if a heart attack is the reason, don’t hesitate to use the AED. Every minute counts.
The device determines if the patient needs an electrical shock or not. Simply place the AED pads on the patient’s bare skin, one on the right upper chest and the other on their lower left side. No one else should be touching the patient because false readings could result. The AED will advise you, the device operator, what to do next.

Contractor Restrictions
Contractors employed for repairs, construction, renovation, or installation at residences that are in The Great Outdoors are not allowed to work on Sunday, except in an emergency or with the advance permission of the CSA.
From Monday through Saturday, contractors must leave TGO by 6:00 pm from October 1 to April 30 and by 7:00 pm from May 1 to September 30. Call the CSA Office at 321-268-9767 during regular weekday office hours to request any exceptions to these contractor work restrictions.

CSA Yard Debris Pick-Up Rules
The CSA crew picks up organic yard debris at least once per week. Tree trimmings should be cut down to a maximum of 4 feet long, weigh less than 50 pounds, and be stacked uniformly at the curb. Loose material such as pine needles, leaves and small twigs must be collected in untied plastic bags or open containers. The CSA will not pick up sod, dirt, tree stumps, construction material (e.g., concrete, wood, drywall, metal), chemicals (e.g., paint, oil), major appliances, or tires. DO NOT bring these items to the CSA Maintenance Yard yourself. They may be dropped off, without charge, at the Brevard County Mockingbird Mulching Facility (321-264-5009) on South Street (SR405). Go past the Lowe’s SR405 entrance then turn LEFT at the first traffic signal. Most other waste items such as carpet, porcelain plumbing fixtures, etc. that are not mentioned above can be dropped off at the Brevard County Transfer Station (321264-5048) that is also on South Street (SR405), but 0.5 mile past Lowe’s on the same side of the street.
Please do not allow pets to urinate on trash or debris. The crew has to pick this up!
Clearing Vegetation on CSA Property
CSA Trash Pick Up Rules
The CSA crew picks up household trash 364 days of the year (off for Christmas). You’ll see them in a big truck pulling one or more green hoppers behind it. The guy crouching on the hopper grabs your trash bag as they pass by. To make the collection process efficient, please follow these important rules
• Break down all boxes and put all packing material in a closed bag.
• Close all trash bags with twist ties or the integrated drawstrings that some trash bags have.
• Tie bags together if they are all light in weight.
• Place trash within 1 foot of the road so that it’s within easy reach.
• Dispose of your pet’s waste inside the closed trash bag.
• Put trash out at the curb by 10:00 am - Pick-up time varies within the park.
• Do not mix household trash with organic yard debris or construction materials.
• Do not put trash out at night because by morning it will have been scattered by wild animals.
• Also be aware that if you place your trash out on the street too early, the vultures think you have prepared them a sack lunch - and the result is not always pretty!
Our Declaration of Covenants states that “No CSA land may be cleared of any vegetation without prior written permission from the Board of Directors or its designee. Unauthorized clearing of CSA property will result in a hearing, with possible fines and ordered replanting.” This only makes sense, as you would not cut vegetation on someone else’s property without permission first. In order to track this better, we will require anyone seeking permission to cut vegetation on CSA property to fill out an ARC permit. An approved permit must include the CSA manager’s signature, and a copy of the permit will be filed in your ARC fi le for documentation purposes.

Wildfire Evacuation Exercise Plan
The Great Outdoors hosted a Wildfire Emergency Evacuation Exercise, on Friday, January 27, between 10 am – 12 pm. Volunteers from our Firewise Committee and select CSA Board Representatives participated. CSA employees from Maintenance and Courtesy Patrol also participated. Representatives from Brevard County Sheriff’s Office (BCSO), Brevard County Fire and Rescue (BCFR), and Florida State Forestry Department joined us for the exercise. They brought in emergency and firefighting equipment, and provided direction and oversight. This drill aimed to test our readiness, emergency communications, and cooperation with local emergency authorities in the event of a fast-moving wildfire threat. Community residents were notified that a drill was taking place, but no action was expected from them. No residents of our community were asked to evacuate during this drill. Fire and emergency vehicles were on display in the Manor parking lot.
The Drill Day Exercise:
Designated volunteers and CSA employees were contacted via our emergency notification system and asked to report immediately to the ‘Command Center’ at The Manor. Here they received an emergency briefing by senior representatives from BCSO, BCFR, and CSA. Next, volunteers and CSA employees received specific instructions, were given safety vests and radios so they could be rapidly deployed to key locations along the evacuation route to offer directions, and assistance and answer questions to our owners and residents as if it was a real emergency.
Our Proposed Scenario:
A wildfire is actively burning on St. Johns Property just south of our community. Fire agencies are now responding. High winds are pushing this wildfire in the direction of our community, and this wildfire may reach our community in 30 minutes. BCSO and BCFR are arriving onsite at TGO with equipment to fight the fire, and they have directed residents on Plantation from 315 Plantation – 416 Plantation to evacuate their homes immediately, with the option of sheltering in The Manor and parking their vehicles in the Manor parking lot. All residents who are currently residing in the community, but not asked to evacuate their homes, are notified to shelter in place and await further instructions. Time is of the essence, and it is our priority to keep emergency vehicle traffic moving freely, keep all people in a safe area and prevent people from sightseeing which can get in the way of firefighting activity.
Firewise Volunteers:
There is an understanding among volunteers that all family and personal matters are safe prior to reporting to assist with an actual fire emergency. Volunteers are not required to assist with an actual emergency, family comes first please!
Following the drill, all volunteers and representatives returned to the command center for a debriefing discussion led by manager Billy Specht. Overall the drill was deemed a success by both the BCSO and BCFR along with the State Forestry Department. Both CSA Patrol and our Firewise group considered the event a success.

Is a Roth IRA Conversion Right For You?
Do you have a traditional IRA? Depending on your circumstances, it might make sense for you to convert all or a portion of it to a Roth IRA. And this year may be a particularly good time to take action.

Where There’s Smoke... by Ed Brown
You know what comes next, but the reverse: “Where there’s fire, there’s smoke,” is a reality that could save your life. A simple electronic device, the SMOKE DETECTOR, has saved thousands of home owners and their families from being burned to a painful death in a house fire.
The National Fire Protection Association (NFPA) recommends that smoke alarms be installed on every level of your home, inside every bedroom and outside each sleeping area. In multi-level homes, mount smoke detectors at the bottom of stairs leading up to the next level.
Placement of smoke detectors is important! Mount ceiling-mounted smoke alarms in the center of the room. If that is not practical, mount detectors on the wall - at least 3 feet away from a corner and within 12 inches from the ceiling. Keep smoke alarms in the middle of the ceiling when ceiling mounted. If that is impractical, mount smoke detectors at least 3 feet from a corner and within 12 inches from the ceiling. Keep smoke alarms away from drafts created by fans or air ducts. Moving air can blow smoke away from the detector. Bathroom shower steam can also trigger sensors in the alarm. Avoid placing smoke alarms too close to the kitchen stove or any cooking devices.
Choice of smoke detectors is important. The least expensive units are 9 volt battery powered. (Read the instructions! The test button will give you a loud warning that is difficult to ignore). Replace the battery in one year. Lithium powered battery units have a 10- year lifespan. Check once a year.
Hard Wired Alarms are powered by your home’s electricity. A battery installation (as above) will ensure function even if electricity is compromised (power lines down, etc.). Maintenance should be as with “battery operated only detectors.” Most homes in TGO have hard wired alarms. A further development of the Hard Wired Alarm is the “ Bed Shaker.”.It is designed to have you up, aware and heading for an exit!
Have a plan prepared if the smoke alarm sounds. Never ignore the sound of a smoke alarm. Discuss and practice your emergency escape plan as a family. Don’t overlook PETS! Know two exits from every room; Grab your BUG-Out Bag as you leave.
• Feel a door for heat. If the door or door knob is hot there is fire behind it. Pick another exit!
• Crawl on the floor. Smoke from a fire rises as does heat. If you get low, it will be cooler and the air will be fresher.
• Meet at a designated spot outside. Do a head count. Is everybody out? Stay together!
• Call 911 once outside. Report the fire: Give your full name and address to the 911 operator. Stay on the line.
• Do Not Go Back Inside a burning structure until the fire department says that you may! Stay together and stay out of the way of firefighting activity. You are Together; It will get Better!

Years ago, a former TGO resident submitted dozens and dozens of his photos to be added to the Nature Center website. Recently a company is alleging they represent the Associated Press and one photo’s copyright is owned by the Associated Press and they want hundreds of dollars for unauthorized use of the photo. The photo had no copyright information on it. Due to this situation, the Nature Center Board of Directors requested the Nature Center website be taken down which it was so the Nature Center no longer has a website.

DISCONTINUING AMAZONSMILE PROGRAM
Amazon is discontinuing its AmazonSmile Program which is a program whereas Amazon donates a portion of sales to non - profit organizations. See part of Amazon’s communication below.

In 2013, we launched AmazonSmile to make it easier for customers to support their favorite charities. Howeve r, after almost a decade, the program has not grown to create the impact that we had originally hoped. With so many eligible organizations more than 1 million globally our ability to have an impact was often spread too thin.
We are writing to let you know that we plan to wind down AmazonSmile by February 20, 2023. We will continue to pursue and invest in other areas where we’ve seen we can make meaningful change from building affordable housing to providing access to computer science education for students in underserved communities to using our logistics infrastructure and technology to assist broad communities impacted by natural disasters.
To help charities that have been a part of the AmazonSmile program with this transition, we will be providing them with a one-time donation equivalent to three months of what they earned in 2022 through the progra m, and they will also be able to accrue additional donations until the program officially closes in February. Once AmazonSmile closes, charities will still be able to seek support from Amazon customers by creating their own wish lists.

NATURE CENTER BUILDING STATUS
The Nature Center building has been professionally cleaned in the aftermath off the vandalism. During work on the building, termite damage was discovered. The damage has to be addressed before the painting of the walls and trim can commence. The paint colors have been selected. The wall color will be Lace Wing which is a very pale green and the trim will be Restful White (as the name suggests). We are all looking forward to the Nature Center re-opening.
