TGO Annual Owners Meeting

The annual TGO Owners Meeting is an event in which all residents should participate. This year was especially important as our new Chairman, Cliff Creech, officially took over the reins from past Chairman, Tom Wheir. The meeting provides an insight to the successful projects completed in 2022 and what is on the horizon for 2023. Residents also have a chance to voice their ideas or opinions about the direction of TGO. This year there was a special guest, Brevard County Sheriff Wayne Ivey, providing information about Titusville’s safety record and tips on how to be alert and safe within our community. More photos on page 10.

Nature Center Volunteer Luncheon

The Nature Center hosted their first annual (hopefully more) volunteer luncheon. Over 80 volunteers were treated to a catered lunch of fruits, cheeses, sandwiches, salads and cookies. Each year these Nature Center volunteers help with wildlife rescue and relocation, clear trails, maintain the Nature Center building and grounds and organize and host two festivals and two flea markets. They also help with the fish release program for our 32 lakes - and, for fun, build a nature themed golf cart for the annual Christmas Cart Parade. Read more about their luncheon on page 20.

Cupid Classic Golf Tournament

It was a bit chilly early in the morning but, for the 106 golfers who entered the Cupid Classic, it turned out to be a beautiful day for golf. Each player paired with a partner to play either 9 or 18 holes that included an 8:45 am shotgun start. The day started with mimosas and ended with a make-your-own taco bar. Rob and Vicky Hunter were the overall winners, shooting a 57.5, followed by John Gero and Susan Jensen, shooting a 59.4. Photos and complete results are on page 22.

Dear TGO Community,

A new Spectrum deal is coming soon to owners here at TGO! Our CSA Board recently approved a new five-year agreement with Spectrum for bulk television and internet service. The new agreement begins on October 1. More details will be available in the coming months, but I will share some highlights of this new deal with you now. The new TV package will contain all of the channels you are currently receiving, plus several more channels through an upgraded TV package called “TV Select Plus Entertainment View.” The package includes two digital set-top boxes per home site, plus one of the boxes will now be a digital DVR set-top box. This means if you are currently paying for an upgraded DVR set-top-box, beginning October 1, this cost will be included in the bulk account with Spectrum. This new program also includes an upgraded internet/WiFi package called “Advanced Community WiFi Ultra” which features 500 Mbps download and 20 Mbps upload. This internet package comes with one modem and wireless router per unit. These new services are included in your 2023 assessments. If you have questions, please feel free to reach out to me and I’ll be happy to answer them for you.

There are a few changes to Board meetings and district meetings in March, April, and May. CSA Chairman Cliff Creech and the Board want these meetings to be convenient for all owners. Several owners recently asked the Board to be available one evening per month for those who work during the day. Beginning on Thursday, March 9 , the district meeting originally held on the second Thursday at 1:00 pm will move to 6:00 pm in the Pavilion. Board meetings will remain on the third Wednesday of the month, but the start time will move up one hour, from 2:00 pm to 3:00 pm. The Board will also adjust their second Wednesday planning meetings from 10:00 am to 3:00 pm. These meeting time changes, along with their specific dates and locations, are printed in this and future issues of The Happenings on the CSA information page. Please attend and participate in the process of keeping TGO great.

I was happy to hear some good news from Dolly Akers, president of the Nature Center, that the center will reopen for visitors on Saturday, March 11, in conjunction with their Spring Festival. The Nature Center has accomplished a major clean-up and some remodeling with a new coat of paint. The Nature Center is a wonderful amenity and I look forward to seeing their improvements soon.

Lots of groundwork (no pun intended) is happening now to prepare us for the golf course renovation project in 2024. This week we met with two different companies (Toro and Rainbird) to consider what irrigation products will be the best solution for our new irrigation system. This is an exciting time for TGO as we prepare for the biggest one-time investment in our community in its 30 years of existence. Cliff Creech and I will keep you posted on our progress.

There are some staffing changes in the CSA administration office. This week we said goodbye to Donna Edinger after 17 years of great work for us. Donna has decided to step down in order to spend more time with her family. Fortunately, Margarete Shaw joined our team this week on Monday, February 13, as our new part-time ARC Secretary. She has some big shoes to fill! Carolyn Banke will also join us on Monday, February 20, as the part-time Human Resources Representative. This is a new position designed to help us improve our employee recruiting, onboarding, and retention. Please come by the CSA office and help us welcome Margarete and Carolyn to our team.

Owners are encouraged to attend all the Board of Director meetings. Green speaker cards are available if an owner wishes to address the board for three minutes about any issue. An informational packet with the meeting agenda is given to each household that attends. Prior to the meeting, the agenda is posted on official bulletin boards and shown on our TV Community Channel 732. The actual meeting is televised LIVE on this same channel.

CSA Board of Directors meetings are held on the third Wednesday from October through May. Planning meetings to set the agenda for the Board of Directors meetings are scheduled October to May on the second Wednesday of the month in the CSA Conference Room at 3:00 pm. They are open to attend for any TGO owner.

CSA Patrol Is Hiring

This is a great opportunity to help support our community. Patrol officers play an important roll in keeping TGO safe by enforcing traffic rules, directing traffic during emergencies

District Meetings

There are ten CSA voting districts at The Great Outdoors. They are non-geographical, but are determined by the last digit in each property’s street address. The District Meetings are held monthly from October through May. Various districts join together to hold combined monthly meetings. There are two meetings per month with five districts in each one. Please note the upcoming meeting schedule if you want to attend your district meeting.

Architectural Review Committee

NOTICE IS HEREBY GIVEN that the next ARC Meetings will be held on the following dates at 10:00 am on the Plantation Manor Porch: February 15, March 8 & 29, 2023

The Architectural Review Committee meets for planning purposes on the Plantation Manor Porch at 10:00 am on Tuesday, March 6 & 27, 2023.

All changes to your property that are visible on the outside require advance approval from the Architectural Review Committee. Application forms and ARC Guidelines may be obtained from the Community Services Association office or printed from The Great Outdoors Community Services Association website at www.tgocsa.org. All completed ARC forms must be submitted to the CSA office by Noon on the Wednesday before the next Wednesday meeting. Results will be available to pick up after the ARC meeting or from the CSA Office. Be sure ALL necessary paperwork is included with your ARC application. No approval will be given without having all the required data available at the ARC Meeting for review.

TGO property owners are encouraged to suggest modifications to the ARC Guidelines, which will be discussed during an annual review. Please submit them to the ARC Secretary, in writing, no later in the year than October 1.

Opening for the Election Committee

There is an opening for owners who wish to serve on the Election Committee. An application needs to be completed to apply for committees. It is in the CSA Office or online on the website: www.tgocsa.org. Click on CSA Documents/ Forms/Application for Committee Assignment. Fill out and turn into CSA Office.

Newcomers Orientation

The next Newcomer Orientation Meeting will be held in the Manor on Monday, March 13, 2023 from 11:30 am until 12:30 pm. Guest speakers from CSA, ARC, Nature Center, Golf, Activities, Firewise and Courtesy Patrol will share important information. Door Prizes will be awarded. YOU MUST CALL Nancy Wagner at 607-542-6374 to reserve your spot.

Emergency Vehicle Protocol

Florida and TGO share the same vehicle and traffic laws as the rest of the US: Everyone must yield to emergency vehicles. If there’s no shoulder on the road, simply stop to allow an emergency vehicle to pass. We have all been driving long enough to know this. Please, when you see emergency vehicles coming in with lights flashing, pull over and let them pass! It could be your loved ones they are here for.

President’s Council Meetings

Beginning with the first meeting in October, we will meet at the CSA Pavilion on the third (3rd) Tuesday of each month at 10:00 am. The dates for the monthly meetings are: February 21, 2023; March 21, 2023; April 18, 2023. Chuck Benoit is the Chairman of the Council and Laura Dedrick is the Vice Chairperson. Owners are invited to attend.

At the Annual TGO Owners meeting held February 1 inside the Manor, Vicky Ferrari was awarded a plaque for Volunteer of the Year. Vicky spends endless hours working with the Rules and Regulations Committee along with other important projects helping make TGO a great place to live. Billy Specht and Tom Wheir honored Peter Wehnau with a plaque for his service to the board. Tom handed over the Chairman’s gavel to Cliff Creech. Sheriff Wayne Ivey opened up the meeting by sharing information with the TGO crowd on how to be alert and stay safe in the community.

The automated system offers two methods to provide access for a visitor. Call no more than 24 hours prior to your visitor’s arrival. Send an email to: guest@tgocsa.org, no more than 48 hours prior to your visitor’s arrival. The phone number and email address you use must already be registered with the CSA Office for the access request to be accepted. This system cannot confirm that your request was received or respond to any additional messages.

The CSA has a contract with Spectrum that includes Spectrum TV Select and Spectrum Internet services. If you are experiencing problems with their service or need to set up a new service, call the number above. Tell them your community at The Great Outdoors has a bulk agreement known as the Bronze Package.

Our television channel of the Community Services Association will be active for broadcasting board meetings. Your TV must be equipped with a Spectrum TV cable box or digital adapter.

Vehicle Barcodes

If your vehicle needs a barcode installed, call the CSA Office at 321-268-9767 to schedule a REQUIRED appointment. Barcodes are $10 - new or replacement. They install them everyday, but will not do “walk-in” applications. If you need a barcode installed on your Recreational Vehicle, they’ll install RV barcodes on Fridays ONLY, and they want to visit your home or RV site to hopefully complete that barcode installation without moving your RV.

TruGreen regularly applies spray applications to our lawns and common areas that includes an herbicide for weed control, a liquid fertilizer, and an insecticide to kill chinch bugs, and other turf-damaging insects. These application dates for the first quarter of 2023 are:

TruGreen advises all TGO residents to stay off treated areas of your lawn, and to keep your pets off treated areas, until the application has thoroughly dried.

AED Basics (Automated External Defibrillator) Have Someone Call 9-1-1 While You Operate AED

The Automated External Defibrillator (AED) is a portable electronic device that diagnoses incorrect heart rhythm patterns that could potentially be life threatening. The device treats the condition with electrical shocks.

AED use requires minimal training because an electronic voice prompts the user through each step. If you are helping a person who collapsed and you’re unsure if a heart attack is the reason, don’t hesitate to use the AED. Every minute counts.

The device determines if the patient needs an electrical shock or not. Simply place the AED pads on the patient’s bare skin, one on the right upper chest and the other on their lower left side. No one else should be touching the patient because false readings could result. The AED will advise you, the device operator, what to do next.

Contractor Restrictions

Contractors employed for repairs, construction, renovation, or installation at residences that are in The Great Outdoors are not allowed to work on Sunday, except in an emergency or with the advance permission of the CSA.

From Monday through Saturday, contractors must leave TGO by 6:00 pm from October 1 to April 30 and by 7:00 pm from May 1 to September 30. Call the CSA Office at 321-268-9767 during regular weekday office hours to request any exceptions to these contractor work restrictions.

CSA Yard Debris Pick-Up Rules

The CSA crew picks up organic yard debris at least once per week. Tree trimmings should be cut down to a maximum of 4 feet long, weigh less than 50 pounds, and be stacked uniformly at the curb. Loose material such as pine needles, leaves and small twigs must be collected in untied plastic bags or open containers. The CSA will not pick up sod, dirt, tree stumps, construction material (e.g., concrete, wood, drywall, metal), chemicals (e.g., paint, oil), major appliances, or tires. DO NOT bring these items to the CSA Maintenance Yard yourself. They may be dropped off, without charge, at the Brevard County Mockingbird Mulching Facility (321-264-5009) on South Street (SR405). Go past the Lowe’s SR405 entrance then turn LEFT at the first traffic signal. Most other waste items such as carpet, porcelain plumbing fixtures, etc. that are not mentioned above can be dropped off at the Brevard County Transfer Station (321264-5048) that is also on South Street (SR405), but 0.5 mile past Lowe’s on the same side of the street.

Please do not allow pets to urinate on trash or debris. The crew has to pick this up!

Clearing Vegetation on CSA Property

CSA Trash Pick Up Rules

The CSA crew picks up household trash 364 days of the year (off for Christmas). You’ll see them in a big truck pulling one or more green hoppers behind it. The guy crouching on the hopper grabs your trash bag as they pass by. To make the collection process efficient, please follow these important rules

• Break down all boxes and put all packing material in a closed bag.

• Close all trash bags with twist ties or the integrated drawstrings that some trash bags have.

• Tie bags together if they are all light in weight.

• Place trash within 1 foot of the road so that it’s within easy reach.

• Dispose of your pet’s waste inside the closed trash bag.

• Put trash out at the curb by 10:00 am - Pick-up time varies within the park.

• Do not mix household trash with organic yard debris or construction materials.

• Do not put trash out at night because by morning it will have been scattered by wild animals.

• Also be aware that if you place your trash out on the street too early, the vultures think you have prepared them a sack lunch - and the result is not always pretty!

Our Declaration of Covenants states that “No CSA land may be cleared of any vegetation without prior written permission from the Board of Directors or its designee. Unauthorized clearing of CSA property will result in a hearing, with possible fines and ordered replanting.” This only makes sense, as you would not cut vegetation on someone else’s property without permission first. In order to track this better, we will require anyone seeking permission to cut vegetation on CSA property to fill out an ARC permit. An approved permit must include the CSA manager’s signature, and a copy of the permit will be filed in your ARC file for documentation purposes.

Honoring Our Nature Center Volunteers...

This says so much about our TGO Nature Center volunteers and without volunteers, our Nature Center could not thrive.

The Nature Center was officially established as a 501c3 in 2006. Since that time it has taken many volunteers and volunteer hours to make it into what it is today. It is a building that contains a wealth of information, displays, books, and examples of nature that could not exist without our volunteers. There are events, trail hikes, and programs throughout the year, all led by volunteers. Furthermore, they assist in maintaining the trails in the park for all of our residents and their visitors to enjoy.

This past year the Nature Center volunteers organized two festivals, two Flea Markets, many informational programs, and even decorated a cart for the Christmas Cart Parade. In addition, many, many hours have been put into wildlife rescues, trail maintenance, building and grounds maintenance at the center itself, fish releases for our ponds, and keeping our building open for residents and guests to enjoy. Countless numbers of hours have also been given to selling donated furniture and large items to help fund the center, collecting and keeping track of Nature Center Memberships, and sitting on the Board of Directors and/or various committees.

The Nature Center is an integral part of the TGO community and is enjoyed by many residents, guests, and visitors.

One very important event organized recently by the Social Committee was our first ever Nature Center Volunteer Luncheon (hoping to be annual – stay tuned). All 145 volunteers from 2022 were invited to attend on February 2. The 80 volunteers in attendance were treated to a Publix catered luncheon of fruits, cheeses, sandwiches, salads, and, of course, cookies. The theme for the day included how all of the different aspects of volunteering are the pieces of the puzzle that put the TGO Nature Center together. Along with the volunteers being the Stars. Tables were decorated with pictures of our TGO animals gracing the stars hanging from natural “trees” while each attendee received their own star puzzle as a reminder of how important they are to our

Nature Center. Dolly Akers, Nature Center Board President, led the fitting together of a giant puzzle representing all the different committees of the Nature Center volunteers.

A special presentation was made to two of the founding members of the Nature Center. Henry and Audrey Pisarz moved to TGO 26 years ago from New Hampshire, with Henry originally being from Massachusetts and Audrey from Connecticut. They have been not only instrumental in developing the Nature Center, but have worked tirelessly over the years volunteering their time to the building, the trails, and the continuance of this very important addition to The Great Outdoors. They have been involved ever since a hunting cabin was donated by Jack Eckerd and remodeled into the first nature center building. They continued being involved during and after the construction of the existing T. G. Carlson Nature Center in 2006.

The Nature Center is an integral part of the TGO community and is enjoyed by many residents, guests, and visitors. They can discover facts about our native wildlife, flora, and fauna – many of which are displayed. There is an area for small gatherings or just to sit quietly and read a book. The Sandy Juba Interpretative Trail runs just behind the center and is an easy trail to follow to learn more about the Central Florida habitat. Or one can just come to enjoy a picnic lunch along the Addison Canal.

Volunteers are always encouraged and welcome to join in any aspect of their choosing – after all – “The brightest stars are those who shine for the benefit of others” – and we thank ALL of our TGO Nature Center volunteers.

Is a Donoradvised Fund Right for You?

You can find many ways to support charitable organizations. One method that’s gained popularity in recent years is called a donor-advised fund. Should you consider it?

It depends on your situation. But you might at least want to know how it works.

First, you can contribute cash or assets that can quickly be converted to cash and if your contribution is tax deductible, you’ll receive the deduction in the year you make the contribution. Additionally, there are ways to avoid capital gains taxes.

You’ll then choose how you want the money invested within the fund. Most donor-advised funds offer several professionally managed portfolios.

Finally, you decide which IRS-approved charities should receive grants, when they should receive them and how much they should get.

Keep in mind, though, that once you put the money in the fund, you cannot access it for any reason other than charitable giving.

Consult with your tax and financial professionals before investing in a donor-advised fund. If it’s appropriate for your needs, it’s a chance to do some good — while also helping your own financial strategy.

TGO Pickleball Tournament

The TGO Pickleball Club hosted its second tournament of the year on the morning of Saturday, February 11. We had two divisions with seven intermediate teams and six advanced teams. Play was under warm, sunny skies, with just enough wind to keep the players on their toes. Players and spectators alike all had a great time!

The TGO Pickleball club will host a Pickleball Rodeo on Saturday, February 25, and our next tournament is scheduled for Saturday, March 25. We invite all TGO folks to come out and cheer for your friends and neighbors. Better yet, pick up a paddle and join us during club play.

Sip and Paint is a great idea that takes place at the Blue Heron. By looking at their great looking paintings, these ladies look like they were more serious about the painting and not so much on the sipping. All of them masterpieces! The chill at this year’s Nature Center’s Flea Market didn’t keep Marion Hughes and Josephine Hunt from finding some great deals. Debbie Grondin was selling raffle tickets for the TGO ALS Walk on February 25. A great cause! See page 71 for the details.

TGO was well represented by four members of the TGO Pickleball Club at the ZUCA Pickleball Rally held at Pictona facility, Holly Hill, Florida, February 4 and 5. All four players, Steve Sobotka, Bob DeFrancesco, Diane Hungerford and Karen Roy, showed off their skills and were cheered on by many members of the club. Karen and Bob walked away with the Bronze and Karen and Diane the Silver from two different rally events. Congratulations to all!

Do you enjoy playing in the mud? Come out and meet the TGO Jeepers on the second Wednesday of each month at 4:00 pm in the parking lot across from the church. The group has had outings to Tosohatchee WLM and on the beach in New Smyrna. Group members post where and when they plan their trips on their Facebook page - TGO Jeepers.

Prescribed Fire, Radiant Heat and TGO by Ed Brown

A towering column of black smoke with a wind-induced lean to the southwest was visible SW of TGO in late January. It marked the location of a prescribed burn that had been set to burn south and west of a good firebreak: SR 520. This particular burn posed no danger to TGO. However, it did herald Wildfire Season, a time of dry vegetation, low humidity and strong, reliable winds. This burn had been researched, planned, anticipated and executed by the St. Johns River Water Management District.

Well before sunset, the billowing smoke turned white. The burn was being extinguished. It would be monitored for possible remaining “Hot Spots” and another area would be considered for a prescribed burn if weather conditions fit the “prescription,” for the following day.

When you see smoke from prescribed burns, regardless of standing water in the woods, you can be assured that Wildfire Season is upon us. It is more significant now than ever to pick up leaves, palm fronds and dead fallen branches on and near your property. Placing them curbside for CSA pick-up could be our easiest Wildfire Mitigation and your cheapest fire insurance. We tend to think of fire as traveling across a landscape by direct flame contact. When you warm yourself near a campfire or have the paint blistered and burnt off your new pickup truck, with no proximity to the direct contact of flames, the explanation is radiant heat. If the source of the radiant heat is a wildfire a quarter mile away, it can still blister and burn the paint on a new fire truck. Believe me, I know! It can cause the water in a tree to boil and the tree to explode! IT CAN KILL!

Radiant heat can ignite ground fuel on your property… and on your neighbor’s roof. Encourage your neighbors to pick up their ground fuel. An offer to help them can go a long way toward starting them on their Firewise Education Process (with your help). Don’t forget roof valleys, gutters and any under-porch accumulations of dry leaves or other vegetative trash. Let’s keep the wildfire flames, the radiant heat and the towering columns of black smoke out of THE GREAT OUTDOORS. Be Firewise - Be Safe!

 Elaine Williams will be representing the Indian River Anthropological Society (IRAS), the local chapter of the Florida Anthropological Society. She is a board member and past president with a BA in anthropology (archaeology) from UCF and an MA in archaeology from Northwestern University where she attended under a National Science Foundation fellowship. Her specialty is prehistoric archaeology of North America and she has participated in excavations in Illinois, Virginia, and Florida. Bring artifacts for her to try to identify. Her exhibit will be about the prehistory of Brevard County.

 Florida Historical Society will have a Windover People display and history of this region books for sale.

 Bill’s Bees will have all things bees including honey.

 Space Coast Audubon Society will have information about birding and nature of central Florida.

 Wild About Birds, Inc. will have raptors that are ambassadors of the bird world.

PURPLE MARTINS

Have you noticed the Purple Martins are back at Lake Judy? The original birdhouses were located in Randy Hopper’s yard on Dragonfly Drive. When Randy passed away a few years ago, the birdhouses were donated by Randy’s wife and they were moved to Lake Judy. The deterioration of the original metal houses necessitated their replacement. The Nature Center replaced the metal houses with the gourds seen in the photo which should last for years. There are a couple of benches around Lake Judy for you to sit and enjoy these beautiful birds as they flit in, out and around of their houses and raise their families.

TGO ANNUAL SHRED DAY Stuff You Might Want to Know

Wednesday, March 22, 2023 Between 1:00 pm and 3:00 pm

We have a rain day scheduled for Friday, March 24, if we have to cancel due to weather. In the Manor Parking Lot across from the TGO Church

• If people have old TGO Directories they would like to dispose of, please drop them off at the CSA Office before March 17, 2023 so we can prepare them for shredding.

• No Early Drop-Offs: All material must be delivered by a resident at or after 1:00 pm and must be dropped off before 2:50 pm. Please remain in your vehicle at all times.

• Please remain in your vehicles at all time. If you want to view your items being shredded, you must pull your vehicle out of line but away from the shred truck and volunteers.

• Material MUST be in “ready to shred” condition. This means residents should not bring three ring binders, file folders, cardboard, paper clipped material, plastic wraps of folders, plastic bags, etc. If materials are not readyto-shred, residents will be asked to step out of line to prepare their materials. They may return to the line when materials are suitable for shredding. This will help to keep the line moving. FREE Appetizer or Dessert Coupon from Longhorn Steakhouse to the first 150 to sign in. Join Charlotte from Exercise Class and Melanie from Zumba for morning stretches to get warmed up prior to the walk. The Clown Alley will be there to entertain you.

The Walk will begin at 9:00 am and will go around Hidden Lakes

Parrish Healthcare Off ers Free Diabetes Education Class February 27

Parrish Healthcare is offering a free community education class on diabetes. Decoding Diabetes will take place on Monday, February 27, from 2:30 to 4:30 pm, at Parrish Medical Center’s Heritage Hall, 931 N. Washington Avenue, Titusville. (just south of Parrish Medical Center’s main campus on the corner of Jess Parrish Court and US-1)

Decoding Diabetes is led by Parrish Healthcare’s Certified Diabetes Care and Education Specialist.

This fun, interactive, and instructional class is designed for people age 18 and older with diabetes and will include information on:

• Nutrition and meal planning

• Physical wellness

• Preventing complications

• Much more!
