With the opening of the new CSA Office, we thought it would be a good time to find out more about the three ladies in the front office, Donna Edinger, Carmella Galley and Sabrina Priske... and what their duties are. These ladies share a lot of responsibilities that are important to the successful management of The Great Outdoors. From bar codes for your car or RV to our Media Alert System and marketing, plus the organization of the Architectural Review Committee and Condo boards - it’s all in their hands to make it run smoothly. See page 27 for the story.

The Turkey Versus The Bald Eagle

Is it true? If Ben Franklin had his way, would we all be eating the American Bald Eagle for Thanksgiving? Would the Turkey be our national bird... plastered all over our money and as the mascot of our Great Seal of the United States? With Turkey Day under a couple weeks away we thought (well, Betty Salter thought) we should take a closer look to see if Ben’s turkey story was fact or fiction. Who could possibly imagine smothering your mashed potatoes and dressing with Bald Eagle gravy? For more on this controversy, see page 36.

Dear TGO Community,

Today is Veterans Day. We have many veterans who live here at TGO. I wish to extend a special thank you to all our veterans for your service, bravery, and sacrifice for our country. On behalf of our CSA team, I am forever grateful that you served to maintain the freedom we enjoy today. It was great to see so many TGO residents visit our CSA office during the Open House last week. Those who attended also got to preview our new Jukebox Recreation Room. This amenity was opened on November 1 for your enjoyment. The room is located in the CSA Administration Building facing Eagle’s Pride Service, and is open and available for everyone from 8:00 am to 7:00 pm, seven days a week. For after-hours access, a recreation key provides access to this room. Owners can acquire this key by seeing Cory Lucas in our Recreation Office in The Manor. This game room features two new poker tables, a billiard table, a ping-pong table, and an electronic dart board. Board member Barbara Yeager added special touches and themed decorations to the walls of the room. We welcome your feedback as we continue to adjust the room’s operation to make it enjoyable for our residents. Please enjoy this new amenity with friends and family. Moving the game tables into this room has opened up space in Hobbyland. The Buildings Committee will discuss the use of the Hobbyland space and make recommendations to the Board in the future. Have you visited the Blue Heron recently? Restaurant Manager Karan Begy and our Acting Chef Libby Teel have updated our menu for you. They removed some of the less-popular, spicy dishes, and they have brought back some of the popular and easy-toeat comfort foods. French Onion Soup has returned. Other favorites such as dusted shrimp, fried cheese sticks, and a taco salad are now available. You can check out the latest menu in this issue of The Happenings. Blue Heron is now taking reservations for a Thanksgiving Day Buffet. Please be sure to visit Blue Heron and support your restaurant. Each of you pays taxes to Brevard County. A portion of those taxes fund Solid Waste Management to pay for the routine pickup of your garbage, recycling and bulk items. CSA provides the service of bringing all trash and recycling to a central location in our community. Recently the county’s vendor, Waste Management, has been failing us. They are scheduled to haul our compactor three days a week, Monday, Wednesday and Friday. They are scheduled to empty both our recycling bins twice per week, Tuesday and Friday. They have missed several of their Friday pick-ups recently, claiming “operational delays” as the reason. We were given no advance notice of these missed pickups. We work very hard to keep our trash area clean and organized. Now it’s time for Waste Management to do its job, too. After several attempts to discuss this directly with our Waste Management representative, I have contacted our District 1 County Commissioner to seek assistance. I will keep you posted on our progress, and I apologize on behalf of Waste Management’s inconsistencies and inconveniences. Just a reminder to all our residents. Election day was Tuesday. Per hour sign policy, the deadline is today to remove all campaign signs from your yard. Thank you for your cooperation. Sincerely,

Also part of the Board of Directors Organization are CSA Manager Billy Specht, Architectural Review Committee Chairman Leon LeBlanc and CSA Secretary Sharon Sanford. The CSA website at www.tgocsa.org has individual biographies and contact information for each director. Owners are encouraged to attend all the Board of Director meetings. Green speaker cards are available if an owner wishes to address the board for three minutes about any issue. An informational packet with the meeting agenda is given to each household that attends. Prior to the meeting, the agenda is posted on official bulletin boards and shown on our TV Community Channel 732. The actual meeting is televised LIVE on this same channel. CSA Board of Directors meetings are held on the third Wednesday from October through May. Planning meetings to set the agenda for the Board of Directors meetings are scheduled October to May on the second Wednesday of the month in the Plantation Manor at 10:00 am. They are open to attend for any TGO owner.

Many of you may have seen this number come across as Potential Spam from Geneva, FL. Please note that this is the TGOCSA Media Alert number and 321-325-8715 should be added as a contact in your phones.

District Meetings

There are ten CSA voting districts at The Great Outdoors. They are non-geographical, but are determined by the last digit in each property’s street address. The District Meetings are held monthly from October through May. Various districts join together to hold combined monthly meetings. There are two meetings per month with five districts in each one. Please note the upcoming meeting schedule if you want to attend your district meeting.

Architectural Review Committee

NOTICE IS HEREBY GIVEN that the next ARC Meetings will be held on the following Wednesday dates at 10:00 am on the Plantation Manor Porch: November 23 and December 14. The Architectural Review Committee meets for planning purposes on the Plantation Manor Porch at 10:00 am on the Monday before an ARC meeting. All changes to your property that are visible on the outside require advance approval from the Architectural Review Committee. Application forms and ARC Guidelines may be obtained from the Community Services Association office or printed from The Great Outdoors Community Services Association website at www.tgocsa. org. All completed ARC forms must be submitted to the CSA office by Noon on the Wednesday before the next Wednesday meeting. Results will be available to pick up after the ARC meeting or from the CSA Office. Be sure ALL necessary paperwork is included with your ARC application. No approval will be given without having all the required data available at the ARC Meeting for review. TGO property owners are encouraged to suggest modifications to the ARC Guidelines, which will be discussed during an annual review. Please submit them to the ARC Secretary, in writing, no later in the year than October 1.

Emergency Vehicle Protocol

Florida and TGO share the same vehicle and traffic laws as the rest of the US: Everyone must yield to emergency vehicles. If there’s no shoulder on the road, simply stop to allow an emergencyvehicle to pass. We haveall been driving long enough to know this. Please, when you see emergency vehicles coming in with lights flashing, pull over and let them pass! It could be your loved ones they are here for.

President’s Council Meetings Beginning with the first meeting in October, we will meet at the CSA Pavilion on the third (3rd) Tuesday of each month at 10:00 am. The dates for the monthly meetings are: November 15, 2022; December 20, 2022; January 17, 2023; February 21, 2023; March 21, 2023; April 18, 2023. Gerri Helms is the Chairperson of this committee and Chuck Benoit is the Vice Chairperson.

Election Year for Chairman Positions

The year 2023 is an Election Year for the Chairman position of both the Community Services Association Board of Directors and the Architectural Review Committee. For this reason, Election Notices will be mailed to all properties at The Great Outdoors. Included with the Election Notice will be a request form for obtaining an Absentee Ballot for those who expect to need one.

Community Information & Notices Automated Visitor Call-In - 321-383-8802

The automated system offers two methods to provide access for a visitor. Call no more than 24 hours prior to your visitor’s arrival. Send an email to: guest@tgocsa.org, no more than 48 hours prior to your visitor’s arrival. The phone number and email address you use must already be registered with the CSA Office for the access request to be accepted. This system cannot confirm that your request was received or respond to any additional messages.

The CSA has a contract with Spectrum that includes Spectrum TV Select and Spectrum Internet services. If you are experiencing problems with their service or need to set up a new service, call the number above. Tell them your community at The Great Outdoors has a bulk agreement known as the Bronze Package.

Our television channel for Community Services Association and other information about The Great Outdoors can be viewed using a digital TV tuned to Channel 732 on the Spectrum Cable TV system. The TV must be equipped with a Spectrum TV cable box or digital adapter.

If you have questions about lawn spraying, getting sprinklers adjusted, or any other services provided by the Community Services Association, residents should contact the CSA Office by email at service@ tgocsa.org or call 321-268-9767 to mention your concerns.

Vehicle Barcodes

If your vehicle needs a barcode installed, call the CSA Office at 321-268-9767 to schedule a REQUIRED appointment. They install them everyday, but will not do “walk-in” applications. If you need a barcode installed on your Recreational Vehicle, they’ll install RV barcodes on Fridays ONLY, and they want to visit your home or RV site to hopefully complete that barcode installation without moving your RV.

TruGreen regularly applies spray applications to our lawns and common areas that includes an herbicide for weed control, a liquid fertilizer, and an insecticide to kill chinch bugs, and other turf-damaging insects. These applications are scheduled in 2022 as follows: November 29 & 30 TruGreen is also offering “service-call” visits to TGO. If you are still having problems with lawn pests or weeds, call the CSA Office at 321-268-9767, and we will put your address on the TruGreen list. They will make an additional visit on December 15, 2022. TruGreen advises all TGO residents to stay off treated areas of your lawn, and to keep your pets off treated areas, until the application has thoroughly dried.

AED Basics (Automated External Defibrillator) Have Someone Call 9-1-1 While You Operate AED

The Automated External Defibrillator (AED) is a portable electronic device that diagnoses incorrect heart rhythm patterns that could potentially be life threatening. The device treats the condition with electrical shocks. AED use requires minimal training because an electronic voice prompts the user through each step. If you are helping a person who collapsed and you’re unsure if a heart attack is the reason, don’t hesitate to use the AED. Every minute counts. The device determines if the patient needs an electrical shock or not. Simply place the AED pads on the patient’s bare skin, one on the right upper chest and the other on their lower left side. No one else should be touching the patient because false readings could result. The AED will advise you, the device operator, what to do next. TGO has seven AEDs located at CSA buildings. Contractor Restrictions

Contractors employed for repairs, construction, renovation, or installation at residences that are in The Great Outdoors are not allowed to work on Sunday, except in an emergency or with the advance permission of the CSA. From Monday through Saturday, contractors must leave TGO by 6:00 pm from October 1 to April 30 and by 7:00 pm from May 1 to September 30. Please call the CSA Office at 321-2689767 during the regular weekday office hours to request any exceptions to these contractor work restrictions.

Guide to Living With Alligators in TGO There are 32 Lakes in The Great Outdoors and all of them are home to alligators. Please keep these points in mind to be safe when alligators could be nearby: • It is illegal to feed, taunt or harass an alligator. • Do not swim or wade in any of our lakes. • Do not walk near the shorelines and do not walk your pets near shoreline. • Do not allow your pets to swim, exercise or drink in or near our lakes. • While alligators can be active at any time, they are most active between dusk and dawn and move during the night to different water sources. • Please give our alligators the respect and space they deserve. • For your safety, as well as the safety of your family and pets.

The CSA Front Office - Meet Donna, Carmella & Sabrina With the opening of the new CSA Office, we thought it would be a good time to find out more about the three ladies in the front office and what their responsibilities are. Believe us when we say we could have filled up this entire issue with their stories and responsibilities. It took a lot of editing to get it down to just three pages. Donna, how long have you worked at TGO? This time, almost 13 years. I previously worked here from 1989-1996.

The CSA Front Office - Meet Donna, Carmella & Sabrina Every application that comes across my desk gets a phone call from me. If the application gets field approved, meaning a drive-by was done and the change was approved, they get called quickly. If it goes to the committee, be it approved or disapproved, they still get a phone call. Everyone is asked to come and pick up the approval packet and make sure it is posted in a window that can be seen from the street. In the 13 years I’ve been doing this, I’ve watched the ARC committee evolve. When I first started, it was a bit more lax, but now it has become more strict. When we say a five foot setback, we mean five feet and not four foot, nine inches. Rules are rules, we must follow them. I am also the assistant to the Condo Boards. I help prepare meeting notices; I maintain their banking accounts. I am still learning this part of the job as I just took it over in January. There are certain condo presidents and secretaries who have been doing this for years and they are a great source of information. I make sure all the meeting notices go out. I make sure they are following the timelines of when documentation needs to go out. I’m also responsible for the billing of the Condo dues. I go to all the President’s Council meetings. If there is any communication that needs to be made to the council I send an email, if there is something they should be doing that they haven’t, I try to nudge them along..

How long have you worked at TGO? November 9 was one year. I previously worked in the legal field. I am a licensed paralegal. I worked in family law and criminal law. When our firm closed after 25 years in law, I decided I wanted to do something different, so here I am. Where do you live? I live in Port St. John. I grew up in Orlando and have been here for about 33 years. I’ve been married 32 years. I’m an original Orlando girl. I remember when Orlando was an unknown tropical paradise.

I also gather all the renter information from owners who rent their properties. They fill out the forms we provide and I put that information into the system so when their renter arrives at the gate, their name is on the list and they will be given a pass into the park. Otherwise, if the owner of the property hasn’t furnished us the paperwork, the renter is left sitting at the gate while the gate attendant tries to contact the owner to get permission for that person to come in. If an owner has a friend coming for a visit or an extended stay, the owner needs to call CSA or come in and add that person’s name to their information so that visitor can get a paper pass from the front gate. Our guest passes and rental forms have an arrival and departure date and the computer will automatically deactivate the bar code on the departure date, so if someone is staying longer, the owner of the property needs to let us know so we can extend the renter’s stay in the computer. We work closely with the gate and the mail center to make sure we always have an updated guest list of who’s in the park.

How did you find your way to TGO? I thought I wanted to stay home after working 25 years, but soon decided I needed more to do. What’s In A Number - Life or Death!

The specific number in this case would be your house number: your residence. What is in or at that number? The answer is, of course: your home and its contents, your vehicle(s), YOUR LIFE! Fire department responders will be looking for black smoke from a house fire that has “vented” through the roof but what about a home fire at a less dramatic, earlier stage, restricted to the sofa, or kitchen, or storage shed? Suppose the response is for EMS or Police! They are all responding with your house number as an absolute guide to a timely arrival. Is your house number still attached to your home or did it blow away in the recent hurricane? Is the number that is painted on the driveway dirty, discolored and unreadable? A survey conducted in October checked home numbers on Plantation Drive. Thirty-two properties were found to have numbers on driveways that were missing, incorrect, faded, dirty or otherwise not visible! Park Manager Billy Specht suggested that the CSA Office “will dispatch our crew to repaint address numbers on driveways. Simply call us for a work order. Please know that we only use white paint, so if your driveway is treated, or you would prefer another color or design, then please seek other options. Did Ben Franklin Really Want To Use The Turkey As Our National Bird? Did Benjamin Franklin really suggest that the Wild Turkey should be on the seal of our new nation? I have puzzled over this for some time, not that I went digging deep in a library somewhere. Google can be so informative. GTS (Google That Stuff), then double check other references… The Franklin Institute, History.com, Smithsonian Magazine etc. Why do we believe he wanted the Wild Turkey to represent our nation? Here is what I found on Live Science, an excerpt from a letter he supposedly wrote to his daughter… “For my own part I wish the bald eagle had not been chosen as the representative of our country. He is a bird of bad moral character. He does not get his living honestly. You may have seen him perched on some dead tree, where, too lazy to fish for himself, he watches the labour of the fishing hawk; and when that diligent bird has at length taken a fish, and is bearing it to his nest for the support of his mate and young ones, the bald eagle pursues him, and takes it from him... the turkey is, in comparison, a much more respectable bird, and withal a true original native of America.” Benjamin Franklin did work with the committee to design a seal for this great nation, but his choice did not have a bird of any kind on it. More to the point, why did he think to compare the eagle to the turkey? Perhaps I am getting things out of order. Our national seal was designed and accepted before he wrote this letter. In fact, he had used it on some of his publications. A group had formed, open only to male descendants of the Revolutionary War officers, as well as to French officers who fought for America’s independence, and their male children through the generations. Now Franklin, being a strong advocate of the common man, was not very fond of this group. The Society of the Cincinnati had on their seal the Bald Eagle. It is believed this 36

is the group he aimed his satire towards. With this in mind, let’s look at Ben as he is considering a way to surreptitiously poke fun at them. There he sat with quill in hand, contemplating this seal of an organization he did not respect. Ah yes, the quill in his hand, it came from the left wing of a turkey. Now how did I know that? The rich or more privileged would have used a goose or swan quill. And Benjamin Franklin is Poor Richard. The most common quills came from wild turkeys, the primary flight feathers to be specific. They curve just a bit and if you were right-handed, which was very common, you wanted the feathers from the right wing, and because they are more in demand, they are higher priced. But Ben was left-handed, thus he sought the feathers from the left wing. Now, where else have we heard those terms, ‘left wing’ or ‘right wing?’ The turkey provided Ben Franklin with a writing instrument and inspiration. For us he is the centerpiece of a great day filled with lots of good food. - Betty Salter -


How the American Bald Eagle Became Our National Bird And Almost Disappeared The bald eagle’s role as a national symbol is linked to its 1782 landing on the Great Seal of the United States. Shortly after the Declaration of Independence was signed on July 4, 1776, the Continental Congress gave Benjamin Franklin, Thomas Jefferson and John Adams the job of designing an official seal for the new nation. However, the three Founding Fathers failed to come up with a design that won Congress’ approval, as did two later committees that were given the task. In mid-June 1782, the work of all three committees was handed over to Charles Thomson, the secretary of Congress. Thomson chose what he thought were the best elements of the various designs and made the eagle - which had been introduced by artistically inclined Pennsylvania lawyer William Barton in a design submitted by the third committee -more prominent. Just FYI... Since ancient times, the eagle has been considered a sign of strength; Roman legions used the bird as their standard, or symbol. Bald Eagle Replaces White Eagle Thomson also recommended that the small, white eagle used in Barton’s design be replaced with an American Bald Eagle, and Congress adopted this design on June 20, 1782. (Contrary to legend, there’s no evidence Ben Franklin protested to Congress about the choice of the bald eagle and lobbied for the turkey, although in a 1784 letter to his daughter he did label the bald eagle “a bird of bad moral character.”) As the design went on to appear on official documents, currency, flags, public buildings and other government-related items, the bald eagle became an American icon.

Bald Eagle Faced Extinction Despite its symbolic significance, America’s majestic national bird has faced a real-life threat of extinction. In the late-1800s, the country was home to 100,000 nesting bald eagles, but the number of birds soon dwindled due to such factors as habitat destruction and hunting. In 1940, Congress passed the Bald Eagle Protection Act, making it illegal to possess, kill or sell the birds. A new new threat arose when they began eating prey contaminated with DDT, a pesticide that came into wide use following World War II. In the 1960s, there were only around 400 breeding pairs left in the continental U.S., and in 1978 the bald eagle was put on the endangered species list. Thanks to federal protections as well as regulations involving DDT, in 1995 the bald eagle population had recovered enough for the bird’s status to be changed from endangered to threatened, and in 2007 it was removed completely from the list. - History.com -

Your TGO CSA Patrol Where does the speed limit change near speed limit signs? Question: When the speed limit is changing on a road, does the new speed limit start at the sign, or does it start when you can see the sign? Answer: The speed limit zone area becomes effective at the point you reach the sign. So if the speed limit sign/ zone changes to a slower speed, slow down before the sign and not after. If the speed limit changes to a higher speed, wait until you get to the increased speed limit sign before increasing your speed.

WHEN EXACTLY DOES A SPEED LIMIT COME INTO EFFECT?

On paper, speed limits sound like a pretty simple idea. Legislators and experts agree upon a given speed at which it’s deemed safe to travel through an area and then let the SPEED public know by clearly signposting it. But a question we’ve received numerous times LIMIT over the years is when exactly does a speed limit legally come into effect? Here now is the answer. Any sign posted speed limit comes into effect at the exact point the sign resides. In other words, if you’re driving at 30 MPH through a 30 MPH zone and you’re about to enter a zone that allows you to drive at 50MPH, it is technically illegal to begin accelerating beyond 30 MPH until you’ve reached the sign indicating the higher speed limit. Contrary to what people may try to tell you, by the letter of the law there is no “buffer” or grace period near a speed limit sign, which is why you’ll notice that when the speed decreases drastically, you may see a helpful warning sign telling you this before the actual speed limit sign so you’re not having to suddenly slam on the brakes to get down to the posted limit before you reach the sign.

While it is certainly true that a police officer pulling you over in such a “buffer” scenario could be lenient and decide to just let you off with a warning, that’s entirely down to their own discretion and it doesn’t change that legally you’ve broken the law.

316.172 - Traffic to stop for school bus. (1)(a) - Any person using, operating, or driving a vehicle on or over the roads or highways of this state shall, upon approaching any school bus which displays a stop signal, bring such vehicle to a full stop while the bus is stopped, and the vehicle shall not pass the school bus until the signal has been withdrawn. A person who violates this section commits a moving violation, punishable as provided in chapter 318. This also includes any and all traffic laws within TGO property. Even though this is private property, we follow and enforce all State, Local, and private laws and rules in this community. The only difference is that any violation that occurs within the boundaries of TGO do not get passed on to any other law enforcement agency or justice system. TGO issues the citations, decides on the cost of the fine, and collects the fines. TGO also monitors repeat offenders.

The CSA Halloween Open House The CSA Halloween Open House was a big success. The newly renovated CSA Office and the Juke Box Rec Room were open to all residents of TGO to take a tour on Halloween day. About 250 people showed up to enjoy some treats and check out the new facilities. There was also a pumpkin carving contest won by Roger and Gail Stairs - prize was a $50 certificate to the Blue Heron. The CSA Staff dressed in costume and greeted the guests. Top to bottom: Yes... that is the head of CSA Patrol, Tony Del Monte, wearing his Grateful Dead outfit. Ken and Jo-Anne Buckley were inspecting the digs.
