There is no shortage of Holiday Spirit here in TGO! The TGO Golf Cart Parade was a big hit this year with over 50 decorated carts participating, followed up by a pizza feast inside the Manor sponsored by Golf Carts Unlimited. Thank you, Keith Wright, it was a lot of fun. The annual Twin Lakes De-Lites is always a fun event supporting a great cause - the local food banks. The street transforms into a beautiful display of festive decorations, accompanied by lots of Christmas music. Along the way there was hot cider and cookie treats available. A great TGO annual tradition! Next up is New Year’s Eve, where you have a couple of great choices on how to spend the evening. Twin Lakes puts on an annual Street Party with music by DJ “Jazzy Rich” bringing in the New Year with the NYE Ball dropping at 10:00 pm. The Activities Committee is showcasing the iconic Anna Delgado Band - be ready to dance your way into 2024. Tickets available at Tickets & Gift Shop.

Dear TGO Community, Merry Christmas and Happy Holidays to you! The CSA and Recreation offices will be closed on Monday, December 25 and Monday, January 1. Curbside garbage collection will not happen on Christmas Day, but will return the following day. Blue Heron will also be closed on Christmas Day and New Year’s Day to allow our team to spend the holiday with their families. This Sunday, to help celebrate Christmas Eve, Blue Heron will feature a special fixed menu beginning at 4:00 pm with three fine menu choices. I hope you can join us for a special holiday meal. Courtesy Patrol has been watching our roads for speeders this Fall, and they report seeing that drivers are slowing down. This holiday issue of The Happenings allows our Courtesy Patrol team a great opportunity to say Thank You (well, almost all of you) for routinely obeying our traffic rules and following our speed limits. This Christmas Day will mark the fifth year that Courtesy Patrol may be ticketing a few drivers on our TGO roads who are carefully obeying the speed limit. The ticket you may receive is a $5 gift voucher to the Blue Heron Restaurant. I hope a few of our safe drivers get recognized with some holiday cheer from our Courtesy Patrol team. As I write this issue of Manager’s Corner, it is Monday and much of my day was spent at the Blue Heron Restaurant supporting the team as they prepared a new menu. Manager Musa Alici and his cooks allowed me and the servers some samples of new menu items. This menu is excellent and features some great new items. My favorite items included the crab cakes, tempura shrimp, penne pasta Bolognese and the pork chop. The new menu features five specialty burgers and several flavors of ice cream shakes. If you haven’t been to the Blue Heron in a while, now is a great time to return and give us a new opportunity to serve you “fresh food with friendly service.” This is our service promise to you. The CSA staff and I wish to thank you for the wonderful holiday cards, gifts, cookies and candies you shared with us…we have enjoyed your thoughtful wishes and treats, and now we will prepare to begin a new year’s diet! Also part of the Board of Directors Organization are CSA Manager Billy Specht, Architectural Review Committee Chairman Leon LeBlanc and CSA Secretary Sharon Sanford. The CSA website at www.tgocsa.org has individual biographies and contact information for each director. Owners are encouraged to attend all the Board of Director meetings. Green speaker cards are available if an owner wishes to address the board for three minutes about any issue. An informational packet with the meeting agenda is given to each household that attends. Prior to the meeting, the agenda is posted on official bulletin boards. The board meeting is televised LIVE on channel 732. CSA Board of Directors meetings are held on the third Wednesday from October through May. Planning meetings to set the agenda for the Board of Directors meetings are scheduled October to May on the second Wednesday of the month in the CSA Conference Room at 3:00 pm. They are open to attend for any TGO owner.

CSA Patrol is Hiring

Patrol officers play an important roll in keeping TGO safe by enforcing traffic rules, and directing traffic during emergecies. If you would be interested in working for the CSA Patrol, go online to our website: www.tgocsa.org then click on CSA Documents/Forms/Application for Committee Assignment.

There are ten CSA voting districts at The Great Outdoors. They are non-geographical, but are determined by the last digit in each property’s street address. The District Meetings are held monthly from October through May. Various districts join together to hold combined monthly meetings. There are two meetings per month with five districts in each one. Please note the upcoming meeting schedule if you want to attend your district meeting. In the PAVILION: Districts 2, 3, 5, 6, 8 - Tuesday, January 2, 2024 at 10:00 am Districts 0, 1, 4, 7, 9 - Thursday, January 11, 2024 at 3:00 pm NOTICE IS HEREBY GIVEN that the next ARC Meeting will be held on Wednesday, January 17, 2024 at 10:00 am on the Manor Porch. The Architectural Review Committee meets for planning purposes on the Plantation Manor Porch at 10:00 am on Monday, January 15, 2024. All changes to your property that are visible on the outside require advance approval from the Architectural Review Committee. Application forms and ARC Guidelines may be obtained from the Community Services Association office or printed from The Great Outdoors Community Services Association website at www.tgocsa.org. All completed ARC forms must be submitted to the CSA office by Noon on the Wednesday before the next Wednesday meeting. Results will be available to pick up after the ARC meeting or from the CSA Office. Be sure ALL necessary paperwork is included with your ARC application. No approval will be given without having all the required data available at the ARC Meeting for review.

Community Information & Notices CSA Trash Pick Up Rules

The CSA crew picks up household trash 364 days of the year (off for Christmas). You’ll see them in a big truck pulling one or more green hoppers behind it. The guy crouching on the hopper grabs your trash bag as they pass by. To make the collection process efficient, please follow these important rules: • Trash must be placed in plastic bags that are tied closed. Lightweight bags should be tied together. Trash that is not in plastic bags may not be picked up. • Break down all boxes and put all packing material in a closed bag. • Place trash within one foot of the road so that it’s within easy reach. • Dispose of your pet’s waste inside the closed trash bag. Please do not allow pets to urinate on trash or debris. • Put trash out at the curb by 10:00 am - Pick-up time varies within the park. The crew has to pick this up! • Do not mix household trash with organic yard debris or construction materials. • Do not put trash out at night because by morning it will have been scattered by wild animals. • Also be aware that if you place your trash out on the street too early, the vultures think you have prepared them a sack lunch!

CSA Yard Debris Pick-Up Rules

The CSA crew picks up organic yard debris at least once per week. Tree trimmings should be cut down to a maximum of 4 feet long, weigh less than 50 pounds, and be stacked uniformly at the curb. Loose material such as pine needles, leaves and small twigs must be collected in untied plastic bags or open containers. The CSA will not pick up sod, dirt, tree stumps, construction material (e.g., concrete, wood, drywall, metal), chemicals (e.g., paint, oil), major appliances, or tires. DO NOT bring these items to the CSA Maintenance Yard yourself. They may be dropped off, without charge, at the Brevard County Mockingbird Mulching Facility (321-264-5009) on South Street (SR405). Go past the Lowes SR405 entrance then turn LEFT at the first traffic signal. Most other waste items such as carpet, porcelain plumbing fixtures, etc., that are not mentioned above can be dropped off at the Brevard County Transfer Station (321-264-5048) that is also on South Street (SR405), but 0.5 mile past Lowes on the same side of the street.

Clearing Vegetation on CSA Property

Our Declaration of Covenants states that “No CSA land may be cleared of any vegetation without prior written permission from the Board of Directors or its designee. Unauthorized clearing of CSA property will result in a hearing, with possible fines and ordered replanting.” This only makes sense, as you would not cut vegetation on someone else’s property without permission first. In order to track this better, we will require anyone seeking permission to cut vegetation on CSA property to fill out an ARC permit. An approved permit must include the CSA manager’s signature, and a copy of the permit will be filed in your ARC file for documentation purposes. If you come across Guide to Living With Alligators in TGO NOTE: an aggressive alligator,

Please keep these points in mind to be safe when alligators could be nearby: • It is illegal to feed, taunt or harass an alligator. • Do not swim or wade in any of our lakes. • Do not walk near the shorelines and do not walk your pets near the shoreline. • Do not allow your pets to swim, exercise or drink in or near our lakes. • While alligators can be active at any time, they are most active between dusk and dawn and move during the night to different water sources. • Please give our alligators the respect and space they deserve.

The automated system offers two methods to provide access for a visitor. Call no more than 24 hours prior to your visitor’s arrival. Send an email to: guest@tgocsa.org, no more than 48 hours prior to your visitor’s arrival. The phone number and email address you use must already be registered with the CSA Office for the access request to be accepted. This system cannot confirm that your request was received or respond to any additional messages.

The CSA has a contract with Spectrum that includes Spectrum TV Select and Spectrum Internet services. If you are experiencing problems with their service or need to set up a new service, call the number above. Tell them your community at The Great Outdoors has a bulk agreement known as the Bronze Package.

Our television channel of the Community Services Association will be active for broadcasting board meetings. Your TV must be equipped with a Spectrum TV cable box or digital adapter.

Vehicle Barcodes

If your vehicle needs a barcode installed, call the CSA Office at 321-268-9767 to schedule a REQUIRED appointment. Barcodes are $10 - new or replacement. They install them everyday, but will not do “walk-in” applications. If you need a barcode installed on your Recreational Vehicle, they’ll install RV barcodes on Fridays ONLY, and they want to visit your home or RV site to hopefully complete that barcode installation without moving your RV.

TruGreen regularly applies spray applications to our lawns and common areas that includes an herbicide for weed control, a liquid fertilizer, and an insecticide to kill chinch bugs, and other turf-damaging insects. The application dates for 2024 will be available in a future issue of The Happenings. TruGreen is also offering “service-call” visits to TGO. If you are still having problems with lawn pests or weeds, call the CSA Office at 321-268-9767, and we will put your address on the TruGreen list. TruGreen advises all TGO residents to stay off treated areas of your lawn, and to keep your pets off treated areas, until the application has thoroughly dried.

AED Basics (Automated External Defibrillator)

Have Someone Call 9-1-1 While You Operate AED The Automated External Defibrillator (AED) is a portable electronic device that diagnoses incorrect heart rhythm patterns that could potentially be life threatening. The device treats the condition with electrical shocks. AED use requires minimal training because an electronic voice prompts the user through each step. If you are helping a person who collapsed and you’re unsure if a heart attack is the reason, don’t hesitate to use the AED. Every minute counts. The device determines if the patient needs an electrical shock or not. Simply place the AED pads on the patient’s bare skin, one on the right upper chest and the other on their lower left side. No one else should be touching the patient because false readings could result. The AED will advise you, the device operator, what to do next. TGO has seven AEDs located at CSA buildings. Stocking Up... You can never have enough Fish! Restocking our lakes here at TGO is critical to help maintain a healthy ecological balance. It definitely helps us to maintain a strong population of fish for our local “catch and release” fisherman, but also contributes to the overall health and balance of the local ecosystem. In the past, John Roberts has been our go-to expert for fish restocking, but due to John’s health issues, Ron Peoples has been heading up the fish restocking project. This past week, Ron’s crew of volunteers helped distribute 3,500 Bluegill throughout 24 of our TGO lakes. Ron’s wife, Dori, helped with the logistics on how many fish were distributed to each lake. Each volunteer filled up their bucket with 200-250 of these tiny swimmers and with map in hand, gently poured them into their assigned lake. These Bluegill can grow up to about 7 inches in length but most reach the 4 to 6 inch range - eventually becoming an important food source for our local bird population and the very popular Bass they share the lakes with. Thanks to everyone who showed up. Your support for this project really makes a difference.

Happenings Around The Great Outdoors

Our TGO Tennis Club knows how to have a good time! They recently had their annual Fun and Games day - which might include some libations - but definitely a lot of fun games. They met at the TGO courts and then divided into teams. They guessed how many beer-taps, cotton balls and M&Ms were stuffed into a canister - which determined which team went first. They then proceeded to play a variety of games, one of which was sucking up those M&Ms through a straw and moving them onto their teammates’ plate. Like I said earlier there might have been some libations!

Norm and Barbara Rathborne of Fairways have a Santa explosion happening in their home! They have an impressive collection of Santas, from vintage to flea market finds. Barbara says she has been collecting for about 12 years. It is a sight to behold!

Courtesy Patrol Ride-Along You might have heard, there is a bit of a speeding issue here in TGO, and it’s a difficult issue to control, especially without the support of all our TGO residents. Now... we are not saying the speeding is coming from just our TGO residents - but we are about 45% of all written violations. Those delivery trucks and contracted services that come through the front gate, dropping off our packages and making those daily repairs, make up for the other 55%. Those numbers will vary with the seasons. Inquiring minds needed to know, so we took a ride with the CSA Patrol...

Truth be told, this wasn’t my first ride-along, but it was the first time without wearing handcuffs! Last Friday, I had an opportunity to hang out with Tony Del Monte, our CSA Courtesy Patrol Supervisor. Tony’s focus was to show me the areas most common to find speeders - and those areas that aren’t. “It’s difficult to determine exactly how fast a vehicle is traveling without a radar gun, explained Tony. “Some of these larger vehicles may appear to be speeding, but most often they are not. The size fools you into thinking they are going faster. But don’t get me wrong, a lot of these trucks are definitely speeding, evident by the amount of citations we write.” The CSA Courtesy Patrol has a daily routine, which tries to cover all the roads in TGO, along with a late afternoon inspection of the golf course trail. But Tony will be the first to tell you the daily routine changes more often than not. “When an emergency vehicle enters the park, all focus goes toward their destination. We’ll get a call from the front gate, that an ambulance or fire truck has arrived. We have apps on our phones that track those emergency vehicles, which allows us to get into position and help direct traffic. But once that situation clears, we are back to the

For those asking, our roads follow the same laws as our local, city and state wide rules. routine, which includes staking out what we consider the more flagrant speed violation areas.” Our ride-along was a little slow as we did not encounter any emergency vehicles - which is a good thing, but Tony went on to explain that when one of those “Big Red Magnets” arrive in the park, residents are naturally curious and quickly hop in their carts, flocking to the scene. “It’s human nature to be curious,” said Tony, “but in truth it doesn’t really help the situation. We need to give these pros space to do their job. Remember - that could be you.” Back to speeding. It was no surprise to me that the Plantation Drive entry into the park where it drops down from 35mph to 15mph is the most violated section in the park. And the section prior to Hidden Lakes where the max speed is 35mph. What does surprise me is that people can visually see the CSA Patrol vehicle and they still speed. Narrow Road is another section where people have a tendency to “put their foot into it.” After patiently following the speed limit into the park, drivers think the lonely stretch on Narrow is a good spot to pick up the speed.

Like Narrow Road, the stretch at the south end of Plantation Drive, where there are not too many homes, is always a good spot to pick up a violation. Heading north on Plantation near the dog park brings out a few speeders as they are interested in getting out of the park and to their next destination in a hurry. Let’s talk about the radar guns our CSA Courtesy Patrol uses. These radar units are calibrated twice a year by the state and tested daily by your courtesy patrol officers. This is done to make sure the units are accurate. From the perspective of the Courtesy Patrol it is an amazing tool to help get drivers to obey the speed limit. Many people think they are only useful when the radar unit is stationary and a vehicle or golf cart is approaching. This is not the case. Radar can detect the speed of an object moving away, coming from behind, and even while the patrol vehicle is moving. Radar can detect your speed from several hundred feet away. If you are pulled over for speeding - what should you do? Our patrol officers are not out here to bust your chops. Oftentimes they might just flash their lights at you, and if pulled over, and if you’re a first-time offender, you’ll get off with just a warning. Be polite! A little honey will get you a lot further than an attitude full of vinegar. If you are one of the unfortunate ones, you’ll receive a $50 fine. This can easily be paid at the CSA office. Your second ticket will cost you $100. The rule is a bit different for the outside vendors. If you receive a ticket, you have three days to pay your fine. Your name and license number will go on file at the Guard Gate... and you will not be allowed back into TGO until it is paid. For those asking, our roads follow the same laws as our local, city and state wide rules. That includes all of our stop signs and speed limit signs. Here is how these speed limit signs work. When heading into TGO on Plantation Drive, the speed limit from the guard shack is 35mph all the way until you see the 15mph sign. The lower speed becomes effective at the point you reach the sign. That means you must be doing 15mph at that sign - so start slowing down way ahead. When going the other direction, and the speed limit goes from 15mph to 35mph that speed limit increase does not start until you are past that 35mph sign. “Ask any police officer anywhere and he’ll tell you, you’ll never catch all the speeders. Even if we doubled our staff we can’t be everywhere,” claimed Tony.

The key, according to Tony, is that we all need to be more patient. “Patience is a big problem in TGO. Slow down, take your time - you’re not going to make up that much time. Be Patient!” What about the portable 15mph signs you see throughout the park? Do they work? “Well, we can’t be everywhere but they do serve as a deterrent.” Let’s take a look at some of the other things our CSA Patrol team becomes involved with: This past year, alligators have played a large role in some of their responses. At certain times of the year, gators are migrating through the park both day and night. It’s usually just to get from pond A to pond B to visit their girlfriends. Occasionally they’ll stop near your port and take advantage of your shade... But be aware, you never know what these gators will do and if they ever appear to be aggressive, call the CSA office and report it! The same holds true with snakes. “We get several calls... and they are definitely warranted. But you’ll be surprised how a spray from your garden hose will chase them away. Or call one of the ladies from the Nature Center and they’ll help with your situation. There is always the occasional lost dog we help find.

When patrolling the golf cart paths (in a golf cart) they look for irregularities. “It could be an obvious broken window the owner will want to know about - especially when out of town. We have discovered broken pipe/sprinklers that are erratically spewing water which we will inform the golf irrigation crew about. People will decide just because golfers are not currently playing they can ride around the course as desired. That’s definitely not the case. Please stay off the course unless you are playing!” In closing, after reading this exhilarating article, you most likely want to go on your own CSA Courtesy Patrol “Patience is a big problem in TGO. Lithium Ion Battery Fires

So what kind of a fire is that? It is a fire that could destroy your home, your car, or your hip pocket! Lithium batteries are powerful electronic power sources that were developed by the space industry in the 1970’s. Small, powerful, long-lasting and rechargeable, they won major awards as a convenient and long-lasting source of electrical energy. Since they contain so much energy, Lithium Ion batteries are susceptible to overheating - which can lead to a fire or explosion! Lithium Ion battery failures are rare, only two or three battery packs per million - but consider that Lithium Ion battery packs are found in cell phones, tablets, in power tools and in medical equipment! These batteries can get damaged by high temperatures and water. They can be dropped, crushed or punctured. They can get damaged by being removed from devices using too much force! When Lithium Ion batteries fail, the heat released causes a chemical chain reaction known as “thermal runaway.” That could be a major “Source of Ignition.” If it is in your cell phone, in your hip pocket or in a handbag on your arm, you will know it! This rapid release of heat and energy is what causes fires and explosions! Lithium Ion battery SAFETY PRECAUTIONS: 1. Only buy batteries from a reputable manufacturer or supplier. 2. Unplug devices when they are charged. 3. Store batteries in a cool, dry place away from flammable materials. 4. If you notice that a battery is damaged, leaking, bulging or overheating, immediately remove the battery from service and place in an oxygen deficient container (covered pot) or under water. 5. Never throw Lithium Ion batteries in the trash! Contact the experts at the Mockingbird Recycle Facility and ask for assistance! 6. When you recharge a LI battery pack, do so with the charger on a non-flammable surface, away from combustible materials, where it can be observed easily and regularly and unplug it when it is time for bed. Lithium Ion batteries are a modern wonder. Like other such wonders, they require user knowledge and care to safely achieve their work potential!

Funny Thing Is… No Love For January My New Year’s resolution this year is to skip January. Yep. I decided I don’t need it. Well, what good is it? Have you ever noticed that every great Christmas season gets ruined by having January right behind it? In December the world is festive, singing carols with parties and confections galore. Businesses give their employees bonuses and big holiday parties. People adorn their houses and yards with colorful lights and happy childhood inflatable characters. In December there is so much love in the air, people are kind and generous to each other and up North they even relish the cold and snow as they hope for a white Christmas. Then, BOOM! January arrives. What happened? It’s like you’ve just turned the color knob on your TV all the way off. The Christmas decorations come down and suddenly you notice the world has no color. Grass is dead, trees are dead, flowers are dead but you didn’t notice it last month. Up north if the snow falls in January, they get really upset. Oh yeah, we had a white Christmas but, stop that snowing right now! Yeah, they go from “I hope we have a white Christmas,” to “We need to think about moving to Florida,” and all they did was flip the calendar one page. People head back to work. Just two weeks earlier they were wishing each other a happy holiday as they left the office and maybe even kissing under the mistletoe and now, when they make eye contact they’re thinking ,“What do you want?” All the joy of shopping and spending all that money in December is suddenly gone as the Christmas cards in your mailbox are replaced by Christmas bills to pay for it. So, why can’t we just jump to February after December 31? It’s colorful. Suddenly everywhere you see the colors of red and pink and chocolate brown with roses, candy and other delicious parfaits. February is the month of love which is what we just finished having in December. Think about it. We go from everyone loving each other in December, to nobody loving anything in January, back to everyone loving each other in February. Makes no sense. I say we just skip January and really make it a HAPPY NEW YEAR... Dr. Sammy

Twin Lakers would like to thank the community for their generous support of North Brevard Charities at Christmas De-Lites Night. We raised $1050 and lots of non-perishable food for their food bank.
