Happy Birthday, America? Judge Gerald A. Williams questions if we should celebrate America’s birthday in September.
THE FOURTH of July remains one of my favorite holidays; but is our nation’s birthday actually in September? Let’s look at some key historical dates, all of which happened in September. September 9, 1776: Congress names our new nation the United States of America September 18, 1776: George Washington laid the cornerstone to the capitol building September 3, 1783: The Treaty of Paris is signed September 17, 1797: Constitutional convention concludes September 13, 1814: Francis Scott Key wrote a poem that became our national anthem

In July 1776, the Continental Congress approved the Declaration of Independence announcing that “these United Colonies, are, and of right ought to be, free and independent States.” However, referring to yourself as the “United Colonies” when you were declaring that you were no longer a colony was, at best, logically inconsistent. Legislation adopted on Sept. 9, 1776, declared that the phrase “United Colonies” would be replaced with “United States.” In so doing, our new nation had a name. But it arguably wasn’t a country yet. The American Revolution officially ended when John Adams, Benjamin Franklin, and John Jay signed the Treaty of Paris on Sept. 3, 1783. Article 1 begins, “His Brittanic Majesty acknowledges the said United States …”
The treaty also recognized boundaries, fishing rights, and navigation rights to the Mississippi River. The USA was now a country that was recognized under international law. However, the most important document was yet to come. When George Washington was preparing the final draft of his farewell address, he apparently dated it to coincide with the nine-year anniversary of the adoption of our original Constitution. It is worth remembering how our Constitution begins. Before there was a Bill of Rights, delegates agreed on Article I’s outline of the legislative branch. Things like the Origination Clause, which requires legislation that raises revenue to begin in the House, rather than the Senate, may seem like a dull technicality. However, it was by design. The legislative branch was and is the key to our Constitutional system of separation of powers. This remains especially true for the House of Representatives because while Senators represent entire states, Congressmen represent people in proportion to their numbers. So whether our nation’s birth month should be celebrated in July or in September may be debatable. However, what should neither be debated, nor forgotten, is the central importance of our Constitution. Daniel Webster, who served in the House, the Senate, and as Secretary of State, once stated, “Hold on, my friends, to the Constitution and to the Republic for which it stands. Miracles do not cluster and what has happened once in 6,000 years, may not happen again.”

WHAT ABOUT FREEDOM FROM SLAVERY? It’s impossible to reconcile the focus that many of our founding fathers had on liberty and on inalienable rights with their ownership of slaves. But slavery was not a uniquely American issue. Throughout history, there have been slaves. Even though the People of Israel had been slaves, after they were free, their law authorized a thief, who could not pay restitution, to be sold (at least temporarily) into slavery. (Exodus 22: 1, 3) Aristotle regarded slavery a regrettable necessity. St. Augustine thought that slavery was caused by sin; but also believed that it was inevitable. What is uniquely American about slavery is that our army successfully fought a civil war to abolish it. A key document in the eventual abolishment of slavery was also prepared during a September.

On Sept. 22, 1862, President Abraham Lincoln issued the first Emancipation Proclamation. Although it was preliminary and limited in scope, it did declare that as of Jan. 1, 1863, “all persons held as slaves” in 10 designated states would be “forever, free.” In so doing, Lincoln clearly made the Civil War primarily about the abolition of slavery.

2 W hat were the circumstances surrounding you opening your business? Travis and I grew up in the building field, working with our father, Brian, who is a general contractor and custom home builder. When the recession struck, we decided to go work in the “recession proof ” field of plumbing service and repair. As my brother and I worked in the field together, we began to see the solutions to the many problems other businesses experienced working in Anthem. We decided, at that point, we should start our own company and with the benefit of my first time home buyer credit of $8,000, along with the savings we had built up,

together bought our first truck, tools, materials, and our first quarter of advertising. We officially opened our doors spring of 2009.
2 W hy did you decide to open your business in the North Valley? My brother and I grew up in Cave Creek and the North Valley is all we knew. We used to joke that our service area did not extend south of Bell Road because we would get lost if we ventured further. Working in a small geographical area has also been very beneficial to our business. We knew going in to it that the North Valley has a very small town feel and people talked. For companies that provide good customer service and a good value, this is a powerful advantage. 2 D o you own/operate any other businesses? If so, what? And, how do those endeavors complement this business? We ventured into the HVAC field a few years after starting up the

Plumbing and air conditioning are very complimentary services because when a customer is in need of one service, and are happy with our performance, they often end up using our other services.
2 W hat are some of the most challenging aspects of running your business? Our largest challenge is finding qualified plumbing and HVAC technicians. There is a huge shortage of qualified plumbing and HVAC technicians in the skilled labor field and this is exacerbated by the fact that we are based in the North Valley. Most of the larger plumbing and HVAC companies are based more centrally in

Grilled Jumbo Shrimp Salad PREP TIME: 15 MINUTES COOK TIME: 10 MINUTES
FOR THE SHRIMP: Extra virgin olive oil, as needed 3 jumbo shrimp (U4/6), peeled and deveined 2 Tbsp. chopped parsley 1 clove garlic, peeled and minced 1½ tsp. kosher salt 2 tsp. cracked black pepper 2 limes, halved FOR THE SALAD: Extra virgin olive oil, as needed 1 jalapeño ½ shallot, peeled and sliced thin 1 avocado, peeled, cored and medium diced 1 orange, peeled and medium diced ¼ cup frisée lettuce kosher salt cracked black pepper FOR THE SHRIMP: Marinate the shrimp in the parsley, garlic, salt, and 1½ of the lime juice for 10 minutes. Heat the grill pan to medium high heat. Grill the shrimp on each side for two to three minutes. Grill the last ½ of lime in the pan also, to caramelize the lime.

When done cooking, toss the shrimp and lime in a bowl with the caramelized lime juice and extra virgin olive oil. Place the shrimp atop the salad.
FOR THE SALAD: Roast the jalapeño over an open flame or under the broiler until the skin chars. Then, remove the pepper from the heat and put it in a bowl. Cover with plastic wrap for five minutes. Remove the chili from the bowl and scrape off the skin and remove the seeds. Then, slice the chili into thin strips. Mix the rest of the salad ingredients together with the roasted jalapeño. Season with extravirgin olive oil, kosher salt, and cracked black pepper.
