COMPANY’S PRESENTATION A400 – Projectistas e Consultores de Engenharia Civil Lda. is a company founded in August 1995, whose Object is to render technical services in the various aspects implicated in an engineering project, implemented by the Quality System according to the referential ISO 9001:2008. A400 is aware of the importance that Quality takes nowadays. Competitivity is getting each day stronger and, regarding the management of companies, it is necessary to introduce quality improvements as a way to produce goods and services that better suit the needs of clients. The company, after more than FIFTEEN years of activity, has developed its permanent board and its activity range. The company defends the engagement and continuous training of all the technical staff who together are A400. Presently, given the global economic framing and the saturation of the Portuguese Civil Engineering market, internationalization is crucial for the entrepreneurial sector. In order to “sail” through the storm, A400 has widened its scope of action for new market segments within the engineering
branch, through the engagement in internationalization processes, namely through international projects and participation in tenders. In 2010, A400 Angola (Angolan company where A400 has a stake) became a reality. The company’s headquarter is located in Luanda, with the permanent presence of the General Manager and the presence of technical staff when necessary. The relevance of this physical presence is determinant to allow the proximity to clients who develop their activity in Angolan territory. This new attitude is also reflected in the South American continent, namely in Brazil. The evolution and growth potential is a reality, with business opportunities and attractive projects.

QUALITY POLICY Quality is one of the main paradigms in the management of companies. Consequently, the ISO9001:2008 certification was, from the beginning, understood as a fundamental instrument to control work processes, to look for continuous improvement and to promote clients growing satisfaction, always looking for the development and satisfaction of the collaborators. The policy of quality assumed by A400 assumes the policy of Quality in the following commitments: • Clients, Taken as partners, by systematically trying to satisfy and predict their needs and expectations as well as to establish relations on the basis of a permanent cooperation; •People, by promoting at all levels their engagement, development and responsibility, by stimulating individual creativity and team work, guaranteeing the most adequate work conditions and proper qualifications; • Suppliers, by trying to establish, when adequate, long time partnerships and to work continuously to create, maintain and improve synergies; • Continuous improvement of processes, by establishing competitive goals that stimulate the company to reach higher
performance levels, in a context of economic and environmental efficiency. The Quality Management System is understood as a group of processes that interact and interconnect. The application of this methodology allows the determination of a framing from which it is possible to determine the system’s development through adequate indicators and/or metrics. Its determination and use are performed regularly with the goal of continuously improving the efficiency and efficacy of processes and consequently of the organization. The Quality System implemented at A400 includes the design and rendering of engineering services, in the field of Consultancy, Projects and Management of Buildings (Project Management and Work Site Supervision). These activities will be performed according to the requisites/specifications of clients, in order to correspond to their needs and expectations.
CERTIFICATIONS
INOVATION The growth of companies is now facing the inertia in the market of Public Works, the rise of competitiveness and the need for a constant monitoring of technological developments. In order to face and overstep these obstacles, A400 has developed a transversal innovation policy to accomplish modernization, internationalization, the development of skills and the acquisition of technologies in the field of project development. The main strategic investments are related with: • Implementation of transversal information systems. • Modernization of the entire productive department. • Acquisition of state of the art equipment, drawing and modulation software. • Acquisition of diverse information systems in order to elevate the levels of organization and of interoperability inside and outside the company. • Implementation of innovative renewable energy systems as well as environmental and safety systems.
• Adoption of new marketing strategies and of international promotion. The several information systems adopted will allow the development of all the productive, administrative, commercial and other processes what will be reflected both in logistics and in the company’s competitiveness. These systems will serve to elevate the company’s efficiency in those dimensions as well as to allow the company to project all the know-how and to elevate the competitiveness through the reduction of energetic, environmental and safety related costs. DESIGN AND DEVELOPMENT OF ENGINEERING PROJECTS A400 – Projectistas e Consultores de Engenharia Civil, Lda, constantly invests in training its human resources so these are able to perform a better work, targeted at the client’s satisfaction. From a team of 44 collaborators, we count 30 civil engineers. Since 1995, A400 has developed near one thousand projects within the scope of action, assuming and solving from the very beginning challenges of technical and execution complexity. Next, there is a sum of some of our Works to show our work and experience in the field of Civil Engineering.
VERIFICATION AND CERTIFICATION OF ENGINEERING PROJECTS INTRODUCTION The quality of projects is a determinant factor of both quality and economy in construction. The first element of guarantee is the choice, by the Work Owner, of an entity to design the project. The Work Owner has the right to accompany and validate all the project phases of, with the goal of ensuring that expectations are fulfilled (regarding quality, safety, deadlines and costs). The Work Owner can use own means or can choose capable entities. In any situation, it is desirable that they work together from the very beginning. The depth of the verification should be established by the Work Owner.
As an alternative or even complement, the Work Owner can demonstrate interest in the verification of the project’s specific aspects, accompanied by reports, which can focus on the following aspects: • Program fulfilment; • Project instruction with all the elements necessary to its licensing; • Feasibility of the solutions at the constructive level; • Fitness between the several projects; • Level of rigour and detail; • Rigour of cost estimations (in order to minimize errors and omissions). In case the Work Owner wants specific reports, they should be asked as soon as possible in order not to collide with already approved project phases.
QUALITY VERIFICATION LEVELS
Level 1 – Minimum Compliance Evaluation Level 1 corresponds to the lower compliance level. It is used to check if the process is complete rather than the verification of compliance of the several elaborated documents. • Global Verification - Check the instruction of the Project, the existence of all the elements and number of necessary copied to be approved by the competent entities. - Proceed with a generic verification to detect gross errors or omissions. - Check the material fulfilments of the program defined by the Work Owner. • Verification of Drawings - Confront the drawings with the respective index. - Check the drawings’ coherence and organization.
- Check the sufficiency and suitability of the drawings with specifications of the project. - Check the coherence of drawings with the written pieces. • Verification of Written Pieces - Check the coherence between the several written pieces regarding technical specifications. - Check the coherence of organization of the written pieces. - Check the sufficiency and suitability of the drawings with specifications of the project. - Confront the written pieces with the respective index • Verification of Measurements - To check the existence of measurements and coherence with the type of work. • Verification of Specifications - To check the existence of specifications and the coherence with the type of work.
Level 2 – Verification of Quality The verification of quality, at the phase of execution, should avoid putting at stake the global design of the project, once there is already the approval of official entities. Unless there is the occurrence of a really unviable solution, there should only be the evaluation and reflection if the proposed solution is the most adequate in the face of the known restrictions. At the level 2, there is the inclusion of all the activities of the Level 1 and also: • Verification of Drawings - Evaluate the sufficiency of the detail level. - Check the coherence of organization of drawings. - Check the location and implantation of the work. - Confirm the indications regarding materials. - Evaluate the project’s feasibility in the face of the existent restrictions and constructive phases. - Detect eventual errors in the drawings. - Reflect on the works general conception. - Check the compatibility of the defined solutions in each one of the specialties. • Verification of Written Pieces - Check, in the Descriptive Memory, if there is the definition of all the materials to use in the work and all the restrictions. - Detect eventual errors in the written pieces. - Evaluate the compliance with regulations. - Check the need of some complimentary calculations in the most significant pieces. - Check the compatibility of the defined solutions in each of the specialty.
- Verification of information on the Services Affected by the work. • Verification of Measurements - Verification of the fitness and sufficiency of the articulated in the Project. - Perform an analysis of the Measurements, checking for eventual omissions, and check the most significant articles within the habitual parameters. - Indicate the non foreseen articles in order to contemplate unforeseen situations. - Check if there are no duplication of articles, compared with other specialties. - Check the compatibility of the solutions defined in each of the specialties. - Check which are the most adequate and complete measurement criteria. - Check the compatibility of measurements and criteria with all the predicted works and methods. • Cost Verification - Check numbering and the rigour of the several articles and compatibility with the same articles of the measurements. • Verification of Specifications - Verification of the coherence of Specifications with the type of work, legislation, standards and specifications, etc. - Verification of the existence and sufficiency of the Special Technical Conditions for all the predicted works. - Check the compatibility of the solutions defined in each of the specialties. - Check the fitness of the technical clauses, taking into account the materials and constructive processes adopted.
Level 3 – Guidance and Quality Validation This is the most rigorous level. It is essential to check the absence of significant errors, regarding design, calculations and dimensioning, definition of shapes, details and the definition of constructive materials and processes. A400 guides and validates all the projects under its responsibility since the beginning of the process and participates in the options that are assumed along the several and different phases, in a constant and permanent dialogue with the several elements of the Team of Designers and the Work Owner. Level 3 comprises the activities defined in the level 1 and 2 and also:
- Analyse the calculations of the several specialties with the goal to detect errors, through samples or verification of pieces considered fundamental. - Check the existence of real and precise measuring criteria. - Check the scope of the technical clauses regarding all the type of materials and activities necessary to develop the Works. - Promote and perform periodical meetings with all the elements of the Designers Team, of all the specialties. - Elaborate reports with the main decisions and reasons. - Propose the approval of the work’s general design according to all the designers - Approve all the decisions in order to get a perfect fitness between the specialties. - Propose the approval of the final version of the General Project and of all the specialty projects.
