Three sentenced to prison I am at loss for words. I could hardly believe my Google Translator about the unprecedented precedent-setting event that took place in Argentina the last days of September. The article reiterated the three-panel judges’ judgement of an ag-pilot, the ag-operator and the grower to a sentence of one and half years each in prison for an application drift! The judges took it upon themselves to take a civil action and turn it into a criminal act. It does not matter if this took place in Argentina, Brazil, the U.S. or anywhere in the free world, prison time is completely unacceptable. The article did not reveal the details of how the event, a drift of a pesticide onto a school building, took place. Sure, there should never be drift on a school building filled with children, or anywhere for that matter; but, drift sometimes happens and sometimes it is out of our control, or even occurs from negligence. Unless it is premeditated with an intent to cause harm, it is not a criminal act and should not be punished as such. I have been told that the defendants will appeal the decision of the judges and rightly so. If in fact this drift occurred as described, there should be a degree of prosecution; something that involves a financial fine, or removal of a license or operating permit, but not prison time. I do not know if it would apply in this particular case. However, this event exemplifies the need for a data-recording GPS system in the aircraft and a very detailed log of the chemicals applied, along with the technique used to make the application. There is always the possibility that an ag-operator’s aircraft could be accused of a drift that was made by a ground machine. Or, I’ve heard of people complaining of health issues when the aircraft was only flying by, not even spraying. We live in a litigious world where people are looking for something for nothing. We

also live in a world of scaremongers that are pushing an agenda through fear. Most of what people know and consider an education comes from Facebook, tabloid newspapers and television; very unreliable sources. They are fed inaccuracies and then find a “cause” to promote, in essence blindly. There is no silver bullet cure for this epidemic of ignorance that ag-aviation has found itself to be involved. It is only with a continued effort of educating the public do we stand a chance to survive. Although it may seem small in number, if each operator would make the effort to inform the local community about his business, events such as these might not happen. Consider for a moment if the operator, now sentenced to prison, had at some time in the past hosted this school at his place of operation. Here, he could have given a talk about the airplane and the importance of aerial application and how it makes food and fiber more abundant and affordable. You can imagine the joy of the young children seeing the big airplane up close, maybe even sitting in its cockpit. Of course, attention should be paid to the teachers, giving them literature about the professionalism and safety of our industry. Then, how far would a phone call have gone to prevent this event if a personal call had been made to the school before the application. Maybe there was a phone call made, but in all likelihood, a phone call would have prevented a complaint. At the minimum, it would have put some responsibility on the teachers. Hindsight is always 20-20, clear and focused, but too late. Now, the challenge is to stop this precedent-setting event from repeating itself. Ag-operators must now be more vigilant in their applications taking precautions that before were thought not to be needed. Evidently, facing prison time, there cannot

be too many precautions taken before an application is made. One observation that I have made during my travels in South America is the effective use of low volume applications. There is no doubt that 2-3 liters per hectare (0.2-0.3 GPA) of an insecticide or 5 liters per hectare (0.5 GPA) of certain herbicides can do a better job than those applications made with more water at a higher application rate. However, there comes a price to pay with these extremely low application rates, the potential for drift and now the potential for prison time. I’m not advocating high-volume applications for all applications. I am suggesting in the strongest manner that applications made near any persons be rethought. A higher volume application with a properly set up aircraft spray system has less drift potential. To accomplish a reduction in drift, the droplets have to be larger. For larger droplets to be effective, there has to be a higher volume application. In the U.S. for herbicide applications, 50 liters per hectare is the norm (5 GPA), usually using CP nozzles. Rotary atomizers can be used for higher application rates, but typically they are reserved for lower rates where they are extremely effective, but not so much so to minimize drift. I place no judgement on those who have been sentenced to prison for making an aerial application. I am only stating that from this day forward, applicators around the world need to take every precaution possible to avoid a repeat of this terrible situation. Until next month, Keep Turning…

Thiel Air Care rises to occasion by Graham Lavender

“I asked her how close I needed to fly to get the audio she was looking for and the girl from down in Los Angeles replied ‘As low as you are comfortable with, not as high as those large airplanes’. [laughs] On the second pass, she was laying flat on the runway,” Doug Thiel tells, with animation, the first experience he had with “Hollywood”. The girl from Los Angeles was in charge of acquiring audio for the Disney blockbuster “Planes” and the sound of Dusty Crophopper was born from California operator Doug Thiel’s AT-802. Doug was born into farming, growing up on a row crop farm in California. His father learned to fly in the 1950s, strictly general

aviation. Doug’s uncle had a sulfur dusting operation during Doug’s youth that instilled into him the agricultural aviation bug. His father always regretted not becoming more involved with aerial application. This fueled Doug’s fire to get into the business. Fresh out of college in the late 1970s, Doug began his aviation career and eventually logged about 100 hours in a Cessna Ag Wagon in Chowchilla, California. An ag seat opportunity presented itself in Dalhart, Texas prompting Doug to migrate there in 1981. Doug flew the next five years for Delmer Miller, a Texas operator who operated Cessnas. Texas prevailing winds and a decrease in commodity prices forced

a move back to Chowchilla, where Doug took a seat flying for Ron Wilson in a 600 Thrush and AT-301. In 1991, Doug Thiel was introduced to night flying. After all, this area was the birthplace of the practice. For night flying, Doug also was transitioned into turbine aircraft, particularly the turbine Thrush working for Vance Aircraft. He continued working with Vance Aircraft until the late 1990s. 1997 brought about young children and an opportunity to open his own flying service. Doug started Thiel Air Care with one 500-gallon Thrush. He flew as the only pilot for the operation until, in 2002, a

rogue pothole in the runway collapsed the landing gear. Doug replaced the Thrush with a 1991 AT-502. Thinking back, Doug says, “It took a solid 150-200 hours to adjust to the different make and model aircraft, considering all my flying was at night!” In 2003, Thiel Air Care expanded by adding an additional AT-502 on a lease/purchase from Neal Aircraft. Since then, he has been steadily adding to the fleet. Doug purchased an AT-802 in 2005 due to the increased demand for 15-20 GPA fungicide work that is ever-prevalent in Southern California. Doug’s son, Robert, returned to Thiel Air Care, after serving in the Air Force as a mechanic, and earned his commercial rotorcraft license. In 2014, Doug added a Bell 206B2 JetRanger to his aviation arsenal, which Robert flies. “In Central California, any major player in aerial application either has a helicopter

We all can use our love of aviation, agriculture and especially agricultural aviation to rise to the occasion and set the record straight. I took the opportunity to do just that while working as a consultant for Disney’s “Planes”, although I’m not sure they’ll be putting the microphone girl back in the middle of the runway again…”

Doug Thiel’s family is deeply rooted in aviation, as is very common amongst aerial applicators. Doug’s daughter, Amy, is managing the office, flight instructing, working with an aircraft charter business and even has her own skydiving team. Ross Anderson, Doug’s son-in-law (married to Amy), stems from an award-winning aerobatic father, Pete Anderson (1990 U.S. National Aerobatic Champion). Doug’s late wife, Alison was also smitten with the aviation bug. Not only a registered nurse, Alison was heavily involved with aerobatics and a flight instruction. She even did a little instructing at the ag school in Bainbridge, Georgia. Doug serves as the Vice-Chair of the California Agricultural Aviation Association and is a current PAASS Presenter (for the last

P&WC launches PT6A certified pre-owned engine program LAS VEGAS, NEVADA– Pratt & Whitney Canada (P&WC) has introduced a Certified Pre-Owned program for its in-service fleet of PT6A engines. Through their aircraft dealer, customers of PT6A-powered used aircraft whose engines are certified under the program will be given a P&WC one-year/500-hour first run warranty along with additional benefits, which include options for six months complimentary technical publications, credit toward P&WC’s ESP™ pay-per-hour plan, discounts on maintenance training through FlightSafety International, and more. “The Certified Pre-Owned program is about delivering greater value and peace of mind to potential customers of PT6A-powered used aircraft as well as to help dealers differentiate their inventory,” said Michel Toutant, Vice President, Customer Service, P&WC. “We are working to develop tailored, value-added solutions for all customers with aircraft at all lifecycle stages.”

PT6A engines that qualify under the Certified Pre-Owned program will have passed an inspection, will have been maintained in a P&WC-owned or designated facility and contain only P&WC genuine parts. The company is launching the program on PT6A engines because of the size of the in-service fleet and will consider expanding it to other engine families in the future. “The PT6A turboprop engine has earned a unique place in the aviation industry based on its ubiquity and unmatched performance, reliability and enduring value,” said Toutant. “PT6A engines can operate for decades. With this program, prospective customers can have the utmost confidence in knowing they are buying a P&WC certified PT6A powerplant.” P&WC will be at NAAA, booth 531. Robert is a highly regarded veteran of the ag aviation industry, and his coming onboard signals a further commitment on the company’s part to leading the industry in this critical segment of the business.

Key team member added as the company continues to fulfill its promise of leadership in the ag aviation training arena. ALBANY, GA—There is an additional parking space being occupied this morning at the already busy Thrush factory, as Robert Garrett has

Robert, who will oversee Thrush’s new factory-based ag aviation flight and maintenance training programs, holds a Bachelor’s degree Aerospace Science and has more than 8,000 hours of flying experience over some 19 years in the aerial application industry. Well known for his excellent communication skills and attention to detail, he has been tasked with setting a high bar for Thrush’s new training initiatives and establishing an ongoing rapport with students and operators nationwide. Maintenance facility compliments spraying operation in Argentina by Bill Lavender

During our excursion through Argentina earlier this year, my son Graham and I made our last of five visits at Servicios Agro Aereos 25 de Mayo owned by Leandro Ferraris based in 25 de Mayo in the province of Buenos Aires Argentina. We had been traveling by car with our host, Thrush dealer Diego Cardama of Aerotec, who is based in San Martin, just east of Mendoza. The last three days had been a whirlwind of travel with visits that included Aerotec and also Prodeman in General Cabrera. From there, Diego Cerioni flew us in the Prodeman King Air to the company’s satellite airstrip in Villa Huidobro. We also made a quick landing stop at Orlando Martinez’s based in Villa Valeria. We returned to General Cabrera in the King Air to “take on the road” traveling south to Venado Tuerto to have lunch with Guillermo and Fernando Giordana of ArAvia. From there, we continued to Saladillo where helicopter manufacturer Cicaré is based. Here we parted company with our friend and excellent “tour guide” Diego Cardama. We had been traveling together for several days

Leandro and Ivan loaded us into Leandro’s truck for the short drive to Servicios Agro Aereos’ at 25 de Mayo. Leandro Ferraris, Sr. owns and operates Servicios Agro Aereos with his son, Leandro, Jr. and longtime ag-pilot, Salvador Timpanaro. Leandro also owns the maintenance facility based at the airstrip, HF Aviation. Leandro started in ag-aviation 44 years ago working for a spraying company that used a Ranquel, a conventional high-wing strutbraced monoplane similar to a Piper Super Cub built in Argentina. He started ag-flying in a Piper PA-11 over 35 years ago. Five years later, Leandro bought a PA-18 Super Cub that he still owns to this day. Although the aircraft no longer sprays, it is considered a “family friend” and is airworthy and flown for recreation. wheat are also sprayed to a lesser degree. Most of the applications are with insecticides, but fungicide applications are important, as well. A small amount of herbicide applications are made. The spraying season starts in October with wheat treatments. It lasts until April ending with soybean applications. Insecticide applications are typically made at five liters

per hectare (0.5 gpa). While fungicide applications are done at 10 l/ha (1 pga). As recent as two years ago and beginning his third season this year, Leandro, Jr. flies with his father. He also works with him at HF Aviation. Servicios Agro Aereos’ third pilot, Salvador Timpanaro, has been flying for the company for the past 15 years.

Harvey, Irma and Maria affect ag operators by Bill Lavender

Two historical events happened this past summer when two hurricanes, Harvey and Irma, made landfall onto U.S. crops within two weeks of each other. A third hurricane, Maria, broadsided the U.S. Territory of Puerto Rico. The storms caused incalculable damage to crops in southeast Texas, south Florida extending up the west coast and throughout Puerto Rico. How did this affect ag operators in each region? August 25, 2017 - Hurricane Harvey made landfall on the middle Texas coast at Rockport, about 30 miles northeast of Corpus Christi. As it moved inland with winds peaking at 132 mph near Port Aransas, it downgraded to a tropical storm. Many weather observing stations in South Texas with equipment for measuring wind were disabled before the highest wind speeds could be recorded. Thus, some of the observed wind speeds tallied over South Texas may be underestimated,

especially over areas near the coast and close to the eyewall of Harvey. Harvey’s main crop-damaging effect was flooding. Fortunately, most of the cotton crop in the Corpus Christi area had been gathered. However, further north toward Houston was a different story with later planting and different crop varitey. A historical record 51.88 inches of rainfall was recorded at Highlands, Texas (20 miles east of Houston), breaking the rainfall record for the continental U.S. Crop damage estimates by the South Texas Cotton and Grain Association exceeded $150 million. Worse than crop damage, as of September 14, the Washington Post reported 82 deaths from the effects of Hurricane Harvey.

HURRICANE IRMA

Hardly two weeks later, after swamping the Florida Keys, on Sunday September 10, 2017 Hurricane Irma, now downgraded to a Category 3 hurricane, made its second landfall at 3:35 pm on Marco Island just south of Naples, Florida on Florida’s western Gulf Coast. According to the National Hurricane Center, Irma’s landfall winds were reported near 120 mph.

“Our equipment is another story. We have three aircraft; two were put in hangers and one was tied down on an auxiliary runway. Forecasts were for Irma to hit the east coast of Florida. So, we moved that airplane to the west coast for tie down. Forecasters were wrong and by the time Irma was moving to the west coast, it was too late to relocate the aircraft. Seemingly, we drew a straight line for Irma to follow. Its eye went over all three airplanes spread out over almost 100 miles. The first one was the worst, since it was outside. 140 mph winds pulled the tie down out of the ground and broke off the tie down ring causing the airplane to roll back in a canal. Sounds worse than it was and looked worse at first. Rick Stone from Southeastern Aircraft sent help to inspect it. Other than the spray system, it has minor damage and is being repaired onsite.”

“Our second aircraft, about 60 miles away, was in a hangar that was fine. However, the third aircraft was in a hangar that structurally failed, but did not hurt the airplane. It took about a week to get it out. I’m very thankful that our workmates were not hurt from the storm or cleanup. Our Florida association is very grateful to have a group that is ready and willing to help one another in an event like this. We are getting back to normal, but not one season for the last 20 years has been like this one. We will figure it out and go on for the next 20 years.”

HURRICANE MARIA

Although Irma skirted the north side of Puerto Rico, it still caused extensive damage. But that was nothing compared to the damage yielded by Category 4 Maria’s direct hit two weeks later on the morning of Wednesday Sept 20 with 140 mph winds. Thankfully, Maria turned north and missed the U.S. Jason Blanke, contract operator in Lajas, Puerto Rico — “It would be hard to describe the effects of Maria. I was in the planning stages to ferry my aircraft to Puerto Rico

from Missouri when Irma struck. I had to delay. As soon as Irma cleared out, Maria was headed straight for Puerto Rico. Once again we had to delay the trip. After Maria hit, it took several days to contact anyone there. Telephone and power networks were completely destroyed.” “I am in Puerto Rico now and there is significant damage. Luckily, the seed rice operation I contract with is on the extreme southwest side of Puerto Rico. It was spared the major damage experienced on the northeast side. The research/seed station at Lajas sustained minimal damage.” “In one sense, it was lucky for me that these hurricanes delayed my arrival at Puerto Rico, since my airplane was in the shop with nagging maintenance issues. Power is still out at my Puerto Rico residence and in the local area, but it is expected to be back on within a week. Fortunately for me, I have water. Communications are coming back a little day by day. We’re all eager to get the rice crop planted and back to spraying and fertilizing.”

Argentine operator, pilot and grower sentenced to prison In a historical judgment in Concepcion del Uruguay, a town in Argentina, those responsible for spraying on the Santa Anita school were convicted to prison time. The president of the aerial application company, the owner of the field and the pilot were each sentenced to a year and a half of prison.

Honecker was convicted of having contracted the services of the firm Aero Litoral de Rodríguez for the field located between km 7 and 11, in the rural area of Santa Anita, using chemicals classified as hazardous waste by National Law 24.051. Visconti was the pilot who made the aerial application.

In an unprecedented and historic ruling, the court of Concepcion del Uruguay condemned the three accused for the aerial spraying of pesticides on a teacher and five students of the rural school No. 44 of Santa Anita.

This trial is the first in the province for the spraying of a school. The case began with the complaint of teacher Mariela Leiva, who was at the head of the class when the event occurred. The claim was accompanied by the campaign “Stop the Fumigation of Schools”, headed by the subsidiary Basavilbaso, Uruguayan section of the Association of Magisterium Entre Ríos.

The president of the company, Villaguay Aero Litoral SA, Erminio Bernardo Rodríguez, the owner of the field that hired the service, José Mario Honecker and the pilot César Martín Visconti, were sentenced to a year and a half in prison. Judges Fabián López Mora, Mariano Martínez and Mariela Emilce Rojas announced the sentence as criminally responsible for “minor injuries and culpable environmental contamination”.

GE’s Advanced Turboprop about to make some noise First engine run scheduled by end of the year; significant ACCV tests ongoing LAS VEGAS—GE Aviation’s Advanced Turboprop (ATP), the first clean-sheet turboprop engine to hit the Business and General Aviation (BGA) market in more than 30 years, is scheduled for its first engine run by the end of the year at the GE Aviation Czech facility in Prague. All the initial design work is complete. Test cells have been upgraded at the GE Aviation Czech facility, where the team is assembling and preparing the engine. Meanwhile, in Munich, Germany, GE engineers are conducting the ATP’s most significant tests to date -- Axial-Centrifugal Compressor Vehicle (ACCV) tests -- at GE’s European Technology Center. The ATP’s

stator, rotor, and cold section assemblies produce the ACCV test vehicle. More than 700 instrument gauges are hooked up to the vehicle so GE engineers can fully understand the ATP’s compressor design and validate efficiency, performance, and operability.

The new 1,240SHP-rated ATP is the first entry in GE’s new family of turboprop engines aimed at BGA aircraft in the 1,000-1,600 SHP range. It offers unparalleled performance and efficiency. The ATP features an industry-best 16:1 overall pressure ratio, enabling the engine to achieve as much as 20 percent lower fuel burn and 10 percent higher cruise power compared to competitor offerings in the same size class. At 4,000 hours, ATP offers 33 percent more time between overhaul than its leading competitor. Mottier unveiled the ATP engine at the National Business Aviation Association (NBAA) Convention in November of 2015 and announced the engine was chosen to power another clean-sheet design, the new Cessna Denali. “The whole ATP design, development and certification cycle is less than what we have done before in the commercial space,” Mottier said. “We’re developing a new engine in record time and executing on plan, using state of the art technology for this market which is part of GE’s proven process on commercial engines.” GE Aviation has committed more than $400 million in development costs and invested more than $1 billion to develop additive manufacturing capabilities. The ATP includes more printed components than any production engine in aviation history with 35 percent of the turboprop’s parts built via additive manufacturing. A total of 855 conventionally manufactured parts has been reduced to 12 additive parts, including sumps, bearing housings, frames, exhaust case, combustor liner, heat exchangers and stationary flow path components. Additive components

reduce the ATP’s weight by 5 percent while contributing a 1 percent improvement in specific fuel consumption (SFC). All printed parts have been printed for the first engine to test. The ATP’s proven technology developed from GE’s large commercial and regional engines has reduced engine development risk and timing. It is the first turboprop engine in its class to introduce two stages of variable stator vanes and cooled high-pressure turbine blades, proven technologies developed by GE in its large commercial engines and flown more than 1.3 billion flight hours. With the use of advanced 3-dimensional aerodynamics, improved materials, and cooled turbine technologies, the ATP engine will deliver significantly higher efficiency, as well as greater performance and durability than other engines in its class. The ATP’s Integrated Propulsion Control (IPC) system enables the engine to operate at its optimum capability. The engine features a single lever and a Full Authority Digital Engine Control (FADEC) system, the first of its kind in the BGA turboprop market. ATP’s FADEC system will optimize the speed of the propeller versus the engine around the envelope to get better performance, better power during climb and takeoff, and better efficiency at cruise. The IPC significantly reduces pilot workload and enables the pilot to focus on other aspects of flying the aircraft. “We’re seeing a trend in the BGA market for pilot simplification,” said Paul Corkery, ATP Program Manager. “Less intensity on the pilot is a big enabler in this market. The FADEC allows you to simplify the

cockpit. You’re not adjusting to engine limits, so you can spend more time flying the plane.” ATP also features a digital twin as a service tool to provide predictive maintenance. The IPC will collect performance data to run a simulation of the flight and compare the data to other engines in the fleet to see how the targeted engine is performing. “On our big commercial engines like the GE90, this digital twin model has been a significant benefit to operators for higher aircraft utilization and lower maintenance cost,” Mottier said. “We are putting that same system into the ATP to allow very targeted maintenance as opposed to scheduled or calendared maintenance requirements.” The first ATP engine is expected to begin flight tests on the Cessna Denali next year and complete certification in 2020. “It’s quite revolutionary to bring this type of sophistication into the Business and General Aviation space,” Mottier said. “The Advanced Turboprop is really a catalyst for new developments and improvements for moving the turboprop product lines forward.”

The problem

In the event of an accident or emergency in which an aircraft occupant wearing a flight helmet needs to egress quickly (such as a ditching, water impact, or fire), fast and unimpeded egress from the aircraft is essential for survival. Direct-to-airframe intercommunication system (ICS) cord connections between the flight helmet and the airframe can impede egress during an accident or emergency.

The cord connecting the flight helmet to the aircraft’s ICS might not release readily from the airframe ICS port if the direction of egress is contrary to the direction needed to easily release the cord (see figures 1a and 1b). For instance, if a cord needs to be pulled downward for release and an aircraft occupant is attempting a sideward egress, the cord may not release readily, which could cause excess delays in egress.

NTSB Safety Alert - Flight helmet cords can impede egress

Related accidents

The National Transportation Safety Board (NTSB) and the Transportation Safety Board of Canada (TSB) have investigated two accidents in which flight helmet direct-to-airframe ICS cord connections have affected egress. Although the occupants were able to egress in both cases, the potential for adverse outcomes exists. The pilot of an MD Helicopters (formerly Hughes) MD-369E lost control while filling a water bucket at night over a lake. After the helicopter impacted the water, inverted, and started sinking, the pilot pulled himself out of the cockpit. He reported that, as he came out of the cockpit underwater, he felt his flight helmet tug backwards; the ICS cord was still attached to the airframe ICS port. The pilot removed his flight helmet, surfaced, and swam to the shore without further incident; he sustained minor injuries. (GAA15LA217) An Airbus Helicopters (formerly Messerschmitt-Bölkow-Blohm) MBB BO105 impacted water while flying at low altitude over a bay in snow and darkening conditions in Canada. The helicopter sank, and the pilot and passenger were able to egress from the helicopter. After the egress, the pilot died from hypothermia, and the passenger drowned. A postaccident examination of the pilot’s flight helmet revealed that the end fitting of the ICS cord was fractured where it attached to the port. Metal remnants showed that the cord was being pulled sideways toward the pilot’s door (as opposed to downward for release) when the fracture occurred; a postaccident test of a similar fitting required a 70lb pull before the cord failed. (TSB Report A05A0155)

Ensure that ICS cords are secured from potential snagging or entanglement with components such as flight controls.

What can you do?

Ensure that you and your passengers understand and are proficient with the egress procedures for the aircraft that you are operating before you take off. Use a compatible intermediate cord between the ICS cord and the airframe ICS port to facilitate a clean separation during egress. The intermediate cord is a cord connecting to the airframe ICS port on one end and to the ICS cord on the other end, allowing the ICS cord to be disconnected in the direction of egress.
