Hypocrisy and “The Drones are Coming and We Can’t Stop Them!”
Bernardi goes on to write that the largest source of water contamination in the world today is the application of uncontrolled pesticides by ground machines.

I was reading an article written by a longtime Brazilian associate, Pelopidas Bernardi of PBA Aviation, that really highlighted the hypocrisy of aerial applicator regulations vs ground machine operators’ lack of regulations (basically farmers). Although Bernardi was writing about the situation in Brazil, from my experience I have found his comments to be true worldwide. Bernardi writes that for each ag-aircraft flying in Brazil, there are 2,000 ground machines applying pesticides. This is a phenomenal number, but credible considering the size of the agricultural community in Brazil. He further states ground machines are “operated by unprepared people, equipment not registered anywhere and doing the exact same thing as an ag-aircraft does, but without supervision, although it is required by law for the use of pesticides.” Bernardi goes on to write that the largest source of water contamination in the world today is the application of uncontrolled pesticides by ground machines. “Where is the supervision for ground machines? We never see.” He did not footnote where he got his data, but it is conceivably true. I’m not sure anyone knows for sure, but maybe. Another comment Bernardi makes is that little consideration is given when ag-aircraft are criticized, that approximately half of applications are other than pesticides, e.g. fertilizers, rice and other small grain seeding, winter pasture, mosquito control and fighting forest fires. Again, this data was not footnoted, but the point is well taken that ag-aircraft do much more than spray pesticides. Ironically, the same aircraft that is cursed when spraying, is praised when it arrives with a load of fire retardant. I don’t believe this situation is as dire in the U.S., but it does bring out the point that any machine
applying the same pesticide as another, then the same basic pesticide rules and regulations should apply to both machines, either ground or air, and the same for the operators of those machines. I think we can all agree this is not necessarily true, even in the U.S.; definitely a hypocrisy. The same can be said about the use of drones. It appears that commercial drone operators that attempt to spray will have to follow the same regulations as Part 137 aerial applicators. Their challenge is going to be able to follow the label minimum application rates and still be efficient. This does not even consider the improbability of a drone, other than the Yamaha Fazar helicopter drone, being able to make an even application swath pattern with as many as eight down-blasting rotors and God-only knows the type of nozzles and boom arrangements being used. In the first two weeks of August, I was in Brazil and Uruguay attending conventions in each country and visiting operators while traveling between the two countries (over 1,500 kilometers of driving on some of the most challenging “highways” to be found). In Uruguay, I gave a PowerPoint presentation on my opinion of how drones will affect the aerial application industry. By no means am I a drone expert, simply an observer with an extensive background in manned aerial applications. From that experience, I ask myself, how can the drone benefit our industry? It obviously has serious limitations. My speculation is drones will not replace manned aerial application in our lifetimes, if ever. The economic demand is not there. In brevity, the cost to purchase and operate a drone capable of carrying several hundred gallons of material would be prohibitive to the point it would not be competitive with manned ag-aircraft. The misconceived idea that a fleet of formation

flying drones could offset the restricted payload of an affordable drone is debunked purely by logistics. Just how many loading systems would be needed? How many ground personnel to manage the loading? Don’t forget, a mass of batteries would be needed and changed out multiple times to treat only a few hundred acres. What about those 1,000s of acres on the books that you are behind on? There are other factors that mitigate drones taking over aerial applications. What aircraft will the drone operator use to make dry applications, even for those operators with limited dry work? If a Part 137 drone operator needs a manned agaircraft, that would negate the practicality of the drone. However, if the Part 137 manned ag-aircraft operator needs a drone, that makes plenty of sense. For instance, today’s Part 137 operators already have a customer base, intimately familiar with crops, pesticides, application techniques and equipment. To incorporate a drone into a current Part 137 operation could expand that company’s services for imaging, field observations and even limited (although doubtful) applications in inaccessible areas.
A drone for this type of use by a Part 137 operator is affordable, probably less than $15,000 with a spray system and even less, about $3,000, for monitoring/video work. Relatively, that’s a small price to pay to keep a customer. What did I mean by that? In the mid-1990s, I saw a revelation of the adaptation of GPS units in ag-aircraft. Of course, there was resistance to pay over $30,000 USD in the 1990s, some even doubting the accuracy of the units. I remember operators kept the flagmen, at first, until they were confident the units did as advertised. But, something else happened. The progressive operators, the first ones to utilize GPS, were in a position to “relieve” their competition of customers. Yes, the GPS became a great marketing tool and farmers were inclined to use operators that had them. Don’t be surprised if the same thing happens with drones! Until next month, Keep Turning...

Great Job Bill & Graham, Just got back from a few weeks of vacation up in Vermont and Maine, and was perusing my most recent copy of AgAir Update, and thought your $ 1,500 a Pound article was right on the money, and well written... GREAT JOB of that write up!! For years, I’ve pondered what the most logical, believable presentation could be to try and get operators attention to taking care of their turbines, whether P&WC, Honeywell, Walter/GE..... they all need that TLC at some interval, to be decided by the owner/operators. Your line of thought may help with that discussion at some of the state association meetings!! There’s also a downside I’m seeing, for Air Tractor/Thrush dealers; they’re taking aircraft in on trade, providing TOP dollar for the trade in, only to discover that while the engine may have been hot sectioned yearly or every couple of years, no one has looked at the power section, compressor section and accessory gearboxes! Traded in aircraft with anywhere from 8,500 to 13,000 hours since new, with no overhaul.... aren’t going to sell well at all, and having already given out top dollar for the trade in, those dealers don’t have any funds of there own to have an overhaul.... or light overhaul performed. I know several dealers moaning and groaning about the hole they’ve dug for themselves, although perhaps they should have known better?? My Highlight Hi Bill, Just a note to say many thanks for the great magazines you mail to me. It is a highlight of my month when we open it and Janet reads me items, with my big glasses I can get a view of the photos. Soon it will be 70 years since New Zealand ag ops got going and I have been involved from the start when I rode my bike out and got to know Ossie James and his three Tiger Moths. Now I watch the video of BBX working, which I flew. It makes me happy, as I can see and hear me flying it when I was the youngest beaver pilot in New Zealand aged 22. Doing that is one of my favorite jobs here at AgAir Update, jogs the old memory. For our particular visit to Downstown in 1999, I remember I had just bought a 1980 58 Baron that was a “dog”. I don’t remember how long the strip was at Downstown then, but being a very low time Baron pilot at the time, I still remember it being a challenge. Don’t tell me it was 3,500’! Wolcott sets the stage for the student, either a freshly minted ag-pilot or a seasoned veteran, and starts the virtual aircraft. Over the next few days, the stationary mock Air Tractor cockpit complete with GPS, force-feedback flight controls and a 270-degree field-of-view, transforms into an ultrarealistic classroom that most students comment, with sweat beading from their brow, “Are you sure the air-conditioner is on?” Turbine Training Center is a product of a life-long love of ag aviation from Jason Wolcott’s dad and aviation mentor, Dale. Dale started his flying career as a teenager, then joined the Army. It was here that he first gained experience in turbine, powered aircraft. After his military service was completed, Dale continued his aviation training, eventually flying corporate aircraft, becoming a check-airman, FAA Safety Counselor and Designated Pilot Examiner. Dale was a staff instructor for the Air Safety Foundation as well. Over the years and through his vast and varied experiences in aviation, Dale has become known nationwide for his keen ability to teach in and out of the airplane.Dale even earned the FAA, Central region, Safety Counselor of the year award. Dale also earned the Arkansas Traveler Award for his talks given at the 1998, Arkansas Agricultural Aviation Association’s Convention on safety and accident prevention.
In 1981, Dale followed his ag-aviation dreams and with a $14,000, Piper Pawnee started Wolcott Agri-Aviation. Dale loaded the family and drove just north of Garden City, Kansas to pick up the airplane and began his career as an ag pilot. The catch? Dale did not have any experience flying ag. Some local, seasoned ag pilots took Dale under their wings and acted as mentors. With their advice and a bit of trial and error, Dale honed his skills as an agricultural pilot. This method of “self-indoctrination”, fortunately, worked well for Dale. As the business and the demand for a higher capacity, aircraft grew, Dale added Weatherlys to his fleet . During the off-season, Dale continued to work for the Air Safety Foundation, where he traveled the country teaching flight instructor refresher clinics. Dale also stayed busy instructing and giving check rides. This off-season work led Dale to form GATTS, or General Aviation Training and Testing Service, which specializes in instrument ratings and commercial certification courses. The two businesses, Wolcott Agri-Aviation and GATTS flourished well into the late 1990s. It was also during this time that Dale was introduced to Air Tractors, the AT-402 and AT-502, helping other operators when he was caught up with his spraying. Dale retired his ag operation in 1998, when the demand for turbine transitions and ➤

Jason Wolcott, Dale’s son, carried on the family, flying tradition and started flying in high school. With his dad as his instructor, he earned advanced pilot ratings, including CFII. After graduating from Kansas State University in 1997, Jason joined GATTS and Turbine Training Center to become a part of the family business. After many years of seeing the value that comes from the addition of simulators in training, the Wolcotts began exploring the idea of a simulator dedicated solely to agricultural aviation. They set out to vet simulator building companies around the world. In their research, they partnered with an international company that would build the Air Tractor simulator from the ground up. The company found a decommissioned AT-802 and proceeded to make a fiberglass mold of the cockpit. They then recreated, to almost every detail, the interior cockpit of the Air Tractor. The simulator is configured with most factory options from Air Tractor, with GPS added, and a Kawak throttle quadrant that replaces the factory Air Tractor unit. For pilots that also need some refreshing on radio and navigation work, the simulator has dual Garmin 430s in addition to the agricultural GPS. The options are limitless for scenario-based training that ag-pilots can experience with the simulator. Scenarios from a gradual decrease of visibility on the ferry flight to or from the field, to a realistic fog that surprises you while spraying the field, concentrating on everything but the weather! Weather is one facet, emergency procedures are another. The simulator affords the opportunity to test the reactions of even the most seasoned agpilots in some extraordinary situations. What happens during an engine fire? How are you going to handle the entire cockpit filled with (simulated) smoke? Engine and/or flight control failures? Flight control surface jams? Have you tested that “Emergency A-B line” approach into your airport in full IMC? These drills are where the simulator shines. Although remote, all of the above are possibilities, and more than one of you reading this article either know or have experienced firsthand one of these nightmare scenarios.
It is almost certain that some type of mandated, recurrent training is coming for Part 137 operators. Simulator training has been the mainstay for all other facets of professional aviation for decades. The value is recognized by pilots, operators and insurance companies. Not BFRs with low-time flight instructors in a Cessna 152, but real, life-saving recurrency that every ag-pilot, regardless of how many tens of thousands of hours they have logged, can benefit from. The simulator can provide these lessons and that could save your life. With Turbine Training Center’s ag-aircraft simulator, an ag-pilot can experience real-life emergencies and learn from them without actually have to learn the hard way, an experience that could prove fatal. The “hard way” method may have worked 38 years ago for Jason’s father, Dale, in a Pawnee, but it is not the correct way to learn in a turbine-powered ag-aircraft.

OLNEY Texas — Air Tractor, the leading manufacturer of purpose-built agricultural, firefighting and utility aircraft, is launching a series of training courses designed to enhance the knowledge of aircraft maintenance technicians with Air Tractor airframe and powerplant systems. “Knowledge is power! The better a technician knows his/her aircraft, the more accurate, safe and economical their work will be,” said Brian Hahn, Director of Training and Education at Air Tractor.
The first Aircraft Familiarization class will be held Sept. 23-Oct. 2 at Air Tractor headquarters and manufacturing facilities in Olney, Texas. The first class is offered free of charge. A second Aircraft Familiarization class is scheduled for December. The 2020 schedule will be announced later this year. The course is designed to familiarize maintenance technicians with Air Tractor airframe characteristics, structures, flight controls and systems as well as Pratt & Whitney Canada PT6 powerplant systems found on Air Tractor products. There will also be some hands-on time for processes that are commonly and repetitively performed on an Air Tractor aircraft. The familiarization courses allow attendees to address specific challenges that they may have encountered and allows much one-on-one interaction with the instructors. “Since this is a new course, I personally want to make sure that we concentrate on areas of need, have a good balance of time dedicated to each subject and give the student superior training,” Hahn said. “For that reason, we are hoping to get highly experienced mechanics to participate in this initial class to provide input for improving and validating the course,” Hahn added. The training program was designed by Hahn, an aviation industry veteran with extensive training background.
The course is designed to familiarize maintenance technicians with Air Tractor airframe characteristics, structures, flight controls and systems as well as Pratt & Whitney Canada PT6 powerplant systems found on Air Tractor products. “I thoroughly enjoy training and helping students increase their knowledge and capabilities,” Hahn said. “Air Tractor hired me in late 2018 to develop maintenance training for our external customers. I have also been developing and offering training to our internal workforce

along with acting as the safety manager for Air Tractor,” he said. Hahn received his FAA Airframe and Powerplant ratings in 1991 and worked at structural and airframe repair facilities. Beginning in 1994 Hahn served as an instructor in a FAA Part 147 AMTS (Aviation Maintenance Technician School) where he taught almost all of the 30+ courses in the curriculum. In 1997 he was promoted to Department Chair for the AMTS and remained in that position until 2018. He also received an FAA Inspection Authorization in 1995 and worked on behalf of the FAA as a DME (Designated Mechanic Examiner) between 2005 and 2018. According to Hahn, Air Tractor believes that offering customer technician training is a natural extension of the service model it already supplies to the aerial application, aerial firefighting and specialized utility aircraft communities. “The old saying ‘a rising tide lifts all boats’ is a great way of describing Air Tractor’s goal,” Hahn said. While Air Tractor plans to host these courses at their headquarters and manufacturing facilities in Olney, Texas, classes can also be conducted at customer facilities upon request. “Sometimes it makes better sense economically for an instructor to come to the customer instead of making customers come to Olney,” Hahn said. “We’ll go where we’re needed.” Find course schedule and enrollment information at airtractor.com/training

Everyday life in agricultural aviation is extremely dynamic, so planning is important. The reason for this is what has been planned does not always happen accordingly. I started my flying season here in Illinois full of uncertainties. Farmers were unsure whether it would be worthwhile to grow corn, soybeans, or make insurance claims. For agricultural aviation, there is no option; we count sprayed acres or watch the birds fly. Finally, it was decided and those who could planted. The gear started to spin and I’ve since flown a lot applying urea and fungicides. In the first weeks of August, I have been flying seven days a week, practically all day. I stop only when conditions no longer allow safe and efficient applications. The weather has warmed a lot and not infrequently the temperature around 40°C, or over 100°F, and sometimes with extremely strong winds. Late planting, temperatures and soil moisture will influence crop development. The corn needs to grow, but with the heat, sometimes it grows too much and is susceptible to the wind. Although rain flooded fields and delayed planting, for those who managed to plant, it is now time for rain if the crop is to continue to grow and survive the heat. The result? An unprecedented year can bring unprecedented demands. Good ground and flight crew physical conditions such as food, hydration and rest are non-negotiable. Essential operating conditions, up-to-date maintenance, wellfunctioning equipment and correct information (mapped obstacles, product restrictions, etc.), all become important. Avoiding cockpit and ground distractions such as cell phones, customer presence, or people not involved in operations around aircraft or pesticide handling areas, can save the day or even the crop! No one wants to lose a customer and that’s totally understandable. But you have to be careful and
not get carried away by the rush. Here in the corn belt there is a phase that we call the “corn run”. Translating to plain Portuguese: “corrida do milho” (corn rush). The term itself already gives us a sense of haste. It is about a period where timing is very important. There are products that can only be applied at certain stages of the crop. It is very common in a situation like this season, farmers have to resort to products that aerial applicators are not familiar with. When this happens, do not hesitate to ask, read the package insert and search for information that can save you from a huge headache in the future. Verifying the product can be applied by air and what type of neighboring crop can be affected are basic precautions, but can be overlooked during a rush when applying a pesticide for the first time. Organic and hybrid corn crops have also become more common and deserve extra attention to avoid drift. During summer break, students have an interesting job for those at least 13 years old and that is being a detasseler. To me, the name sounds kind of weird, but the explanation is simple. The English word “tassel” in Portuguese means “tassel”. These teenagers work in the corn fields removing corn tassels, so there is cross-pollination. Now imagine you, the pilot, arrives at the farm with the plane loaded with product, racing against time and ready to begin the application, but behold after a couple of passes the pilot notices an unusual movement in the field. Caution! It could be a group of working detasselers! I am told the yellow school bus is a good warning sign. Did you see a yellow dot in the cornfield? You will find out quickly a group of young people are probably working detasseling corn. Flying over the crop before the application is not a waste of time. It is an investment in quality

and safe operations. Another common thing I hear is, “This has to be done now!” In aviation this is a huge trap. Yes, “It has to be done now”, as long as conditions permit. Your plane will not magically become instrument-approved, nor you, just because an application cannot be delayed. So be very careful to avoid bad weather conditions in an attempt to be the salvation of a customer’s crop. Your body and mind will be tired after uninterrupted hours and hours of flying. Of course, in the face of a calamity, we eventually push the boundaries a little. But, anything that stretches too far breaks. About two months ago, when I was in Texas on a foggy morning, I got a call from someone asking if I had seen a certain agricultural plane. As I was inside the airport, I looked out the window but could barely see the windsock; a dense fog reigned outside. I had heard a plane earlier, but as the weather was bad I didn’t go flying. Later the news came that the pilot had a fatal crash a few miles away. In just the last week of July, there has been three accidents on the same day. Yes, three! Fortunately, none of them were fatal. I cannot say the accidents are related to an A or B cause, but this kind of news shakes our thoughts and makes us rethink our attitudes, this is undeniable. Collisions with obstacles is still the leading cause of accidents in agricultural aviation. I ask you, “How many times has the haste or desire to make everything perfect put your wingtip too close to a tree? How many times has someone said to you, “Go, rain is coming and we need to fly for this customer?” I am not pointing fingers here because I’ve been in situations like this myself. I believe we all love the sense of mission accomplished. There is nothing that compares to your customer’s satisfaction of hearing something like, “Thank you, the application was excellent!”. On second thought, there is something that compares to this, arriving home safely! If we are happy to serve the customer and land safely at the end of the day, that is great. “The decline of society began when pick up trucks started coming out with plastic dashboards!” The old man who grumbled those words lit another cigarette and sneered into his coffee cup. He was a farmer and an ag-pilot. He had been a truck driver, a soldier and about a dozen other things not to mention a bar stool philosopher. The large cup he held was old and stained, the edge was chipped and could have been carved from the same aged porcelain as his teeth. It looked small, toy-like in his hands. He spent his growing years laboring in the fields of a cotton farm. Going away to see the world at eighteen, only to find himself slogging through the half frozen mud of Korea. A journey from which he still carried a few bits of shrapnel, souvenirs of his Far East experience, courtesy of the Chinese. He returned to the States and to the cotton farm where he would watch crop dusters swoop in low over fields and pull up high into the fresh air above. “Now that’s got to be a damn site better than walking these furrows in the dust and sun,” he thought to himself. The G.I. Bill bought him a pilot’s license and the kooky old man down the road who owned what was left of a bailing wire ag flying operation gave him a chance to fill a Stearman seat. “It was tough times back in them days, but it was fun and we was making money,” he allowed. If you’ve ever seen granite crack, then you might have seen the way this old man grinned. It looked almost painful. The days in the seat of the old Stearman proved his previous thought to be only half true. It was hard work, it was dusty and grimy and at the
height of the season, absorbed any extra a man had to give, but it did pay a lot better and it darn sure beat the heck out of walking those furrows! “You could always tell who the crop dusters were back in those days, even if you didn’t already know them. We all had raccoon eyes from our goggles, wind burnt faces, lips cracked and a band aid on the bridge of our noses. It was almost like a uniform and you could tell who was working hard and who wasn’t by the severity or lack thereof of the injuries and weariness that they showed. We lived for the season just like everybody else around here. Guys would get flush with pay and go out and buy themselves a fancy new car and some new clothes. By winter time, clothes were worn out and the bank would run around repossessing crop duster cars. We sure had fun while it lasted!” The TV that hung in the corner of the room showed a glowing blonde super model reciting the evening news. There was a momentary pause to the conversation, an instinctual halt that men have when an attractive woman comes into the room or, as in this case, on the TV. He smirked again, “By God, when Walter Cronkite quit the whole world went to hell!” He dropped the cup on the counter with a disgusted flare. The man would change frequencies like a shorted out radio. He turned back momentarily to the broadcast then glanced sideways at me wiggling his eyebrows up and down, hooking a thumb to the newscaster. “Old Walter never looked that good though,” he whispered. He snatched his cup back up after it was refilled and from his overalls plucked a small bottle with a black label and splashed a bit into

the steaming contents. “Gotta cool her off a might.” He said doing a double take at the doubt that must have been apparent on my face. He flipped a defensive thumb back toward the TV, “What if that news lady was to come a strollin’ in here just bound and determined to kiss herself an old crop duster? Here I’d be settin’ with a burnt lip and wouldn’t be able to help her out. Now what kind of gentleman would I be then?” His statement didn’t sound nearly as absurd as it should have. He offered the bottle to me, but I declined. “I’ll just take my chances,” I said. “Suit yourself,” he replied. “She’d probably rather kiss me than you anyhow!” For some reason I had an urge to watch the door. He continued his recital of old memories, recalling wrecks and lost friends. Long days on dirt road runways and piles of sulphur dust, seed and fertilizer. “They’d stack the stuff all along the runway. You’d come in and flip it around, unbuckle, stand up in the seat while the ground boys would hand ya up the sacks and you’d dump them in the hopper, strap back in and roar off again! By the end of the day you’d be plenty tired, but that was crop dustin’ back then. You fellas don’t know how good you have it these days!” I had to agree with him. It’s been quite a few years since then and I have lost track of him. I’m sure he’s likely making low passes across the cotton fields in the Great Beyond by now. I’ll never forget men like him, those who bridged the gap between the birth of ag flying
and where we are today. I’ve had the pleasure of knowing some of those guys and even working with a few them now and then. They were made of a material that is no longer available, I believe. Tough, resilient and indomitable. High octane gasoline and leather. They spent sweltering days with the wind scouring their faces, ears attuned to the sounds of the engine and the flying wires. They lived fast and too many of them died young, but they brought forward the succeeding generations and laid their own part of the groundwork on which our industry stands. When I strap into the airplane with my cushioned seat, air conditioner, enclosed cockpit and turbo prop engine, I hope that on some nights their spirit will ride along with me. I hope they enjoy it. On a side note... I believe the news lady would have been doing just fine, burnt lip or not!
