Hours vs. Seasons vs. Years To be a professional ag-pilot, it takes experience in all elements of time. For me, I used only to log flight time annually. The FAA told me otherwise. However, logging every flight mission to comply with an FAA inspector didn’t last. It was never brought up again, so I returned to logging annually. However, logging your flight time is essential, regardless if it’s every mission or annually, or something in between. If for nothing else, it makes for good reading during retirement. There is more to flight experience than an hour in a logbook. An accumulation of flight hours resulting in a season better represents one’s level of experience. Logging is a documented record of flight experience. In comparison, a completed season represents many learning experiences, a much more complete representation of one’s abilities as an ag-pilot. What is experience? It’s an accumulation of events that one learns from (my definition). You can’t really say that you are an experienced ag pilot until you have “experienced” three segments of flight time; hours, seasons and years. By adding the third segment, years, flight time becomes a valid reflection of the abilities of the ag-pilot. Each segment of time contributes to your overall experience. You can’t log a lot of time during a partial season and truly consider yourself experienced. There are no fooling years. That segment of experience is only earned as years pass by while active in the profession. Actually, during a conversation, I never ask a pilot how many hours he has logged. Instead, I

may inquire how many years he has been flying ag. His answer is a much better reflection of his experience. Unfortunately, a thick, old logbook doesn’t always tell the truth. The reason is some ag-pilots with a lot of logged hours simply don’t get it. They are only slightly better at aviating than they were when they started. NTSB reports on ag-aviation accidents prove this out. Changing gears, I’m looking forward to this year’s AgAir Update hangar party in Perry, Georgia, the Friday before the NAAA Ag Aviation Expo in Savannah that starts on December 5 and continues until December 9. Graham is running the show, and he assures me this year’s party will be one for the history books. To that end, I know everyone is sick and tired of social distancing and masks. You can wear a mask to the party should you choose, but they will not be required. Nor will there be a vaccine requirement. These will be personal choices on your part. For the record, I’m vaccinated and won’t be masked! I hope to see you there. Once you arrive at NAAA’s Ag-Aviation Expo and attend the exhibit hall, be sure to come by AgAir Update’s booth. Hi Bill. September 2021 edition has arrived. I see in the editorial you’ve suffered a stroke, mongrel damn things. I know this and I hope you have a great recovery. I suffered one on the 16th December 2012 at 62. I, like you, am very happy that our youngest son Kent is taking over the flying. It seems some of us have to breed our replacements. He is going very well. Pam and I are very happy that he’s doing a great job. With complete left side paralysis, I got back driving after a year with the aid of a spinner on the steering wheel, which is connected to operate the high/low beam, wipers, and turn signals. I definitely know what you mean by a life changing event! I use a walking stick for assistance/security. I doubt I’d manage two miles a day yet. It’s a long road to recovery, although you are obviously progressing very well. I was flying all the previous day, so I’m grateful it didn’t happen then. Charlotte County, Florida’s Sheriff’s Office (CCSO) has a history of thinking outside the box to get things done. The County’s Sheriff’s aviation unit has evolved from a traditional law-enforcement aviation unit to one that now supports the County to provide law enforcement support and aerial firefighting, search and rescue, and mosquito control services with their multirole aircraft. For several decades, Charlotte County had provided mosquito control services via ground application methods and employed a contract applicator for aerial operations. This changed in 2009 with the acquisition of a government surplus UH-1H helicopter by the County’s mosquito control division of the public works department, thus establishing a county-run aerial application program to augment ground-based operations. Charlotte County’s program is overseen by Public Works Mosquito Control Manager Scott Schermerhorn and Operations Supervisor Jeff Proffitt, a commercially rated helicopter pilot. The county mosquito abatement program’s aviation component was initially run separately from the Sheriff’s Office aviation unit with the one county-owned asset and access to a second contract helicopter when needed during peak application periods. Today’s aerial application division consists of two dozen staff during the peak periods; loaders, pilots, and staff tasked with the analysis of targeting which areas need to be treated from the public works department. Although the pilots in today’s aerial application operation now work for the Sheriff’s department, the maintenance and avionics technicians keep the aircraft in top shape.

Charlotte County’s aerial application program consists of daytime larvicide application and nighttime adulticide application. Day operations can also encompass surveillance flights that may require pilots to drop biologists in the field to obtain samples for analysis that help the County decide, based on growth rates, which areas are the most critical in need of aerial application treatment within the County. Application strategies do not only involve the use of aerial application; they can also result in the dispatching of ground support operations to spray an area via a truck if the situation warrants it. The helicopter is dispatched to areas either inaccessible by land or to cover a wider area more timely than can be achieved by ground application.
year, the unit will be required to fly more hours for re-application based on mosquitoes’ accelerated growth after periods of heavy rainfall. A majority of the flying the unit completes in the mosquito control mission is conducted at night under NVG’s, a peak time for mosquito activity and yields a more practical application; however, some flights are conducted at dawn and daytime treatment flights delivering larvicide application.
Both larvicide and adulticide are primarily delivered wet; the County is experimenting with dry application of a granular product designed to break down over time that has an efficacy of two to three weeks, where the liquid application has an effectiveness of three to four days in the field. However, the granular-based product still needs further investigation before becoming a permanent part of the county strategy in mosquito control.
The practical application, technology and science behind mosquito treatment products in a county that spans 858 square miles with 178 square miles of that being water are by no means randomly chosen. Instead, Charlotte County relies on a large team of experts with decades of experience, backed by technology and data from the United States Department of Agriculture that drives a well-healed program led by Jeff Proffitt, who supervises the technology piece of the pie for the County. Supervising teams of Biologists and technicians who plan and execute mosquito control throughout the County rely on continual data collected throughout each year to effectively plan the County’s approach to application on the ground and in the air.
The County typically flies 300 or more hours a year just on mosquito control missions alone, which according to Schermerhorn, can vary significantly based on weather. If there is more rain in a specific

and Isolair spray systems. The county-run UH1H is set up for delivery of adulticide via rotary atomizers on the booms, with the other set up for delivering larvicide via standard nozzles. Adulticide is delivered at an application rate of 0.6 ounces per acre, carrying approximately 60 gallons per load. The larvicide is applied at a rate of 16 ounces per acre with a 300-gallon load per flight. Although the County primarily concentrates on pre-designated spray zones, there will always be a need to deviate at times through notifications of high concentration areas by county residents,
which is easily managed through the County’s partnership between the public works department and Sheriff’s Office and their highly coordinated joint management of the mosquito control operation. In addition to field testing, the County’s biologists go above standard testing for mosquito treatment, going into the field to extract mosquito eggs that assist with calculating the volume of mosquito population per acre, which in turn, allows the loading crews to know what level of the mixture to add to the tanks for practical aerial application. ➤

The County’s aircraft are a mix of the very newest technology and some of the oldest. The UH1H aircraft flown by the agency are more than 50 years old.
After the Sheriff’s office acquired two new AS350 helicopters, the existing UH-1H and the County-operated UH-1H, the agency’s chief pilot Shane Englauf suggested combining the county operations to encompass the Sheriff’s office taking over operational control of the second UH-1H. This involved repainting the aircraft to match the other and work from the agency’s avionics crew to continue adding an identical mission suite inside the aircraft that would allow for true multi-mission use of both aircraft when needed. However, the mosquito control aircraft is still used primarily for mosquito abatement work; it can also be used for aerial firefighting and law enforcement missions as situations evolve. Charlotte County Government does, in effect, pay for all the services the combined aviation unit provides. The complexities of separate departmental budgets had previously been too much for each department to make work in an integrated environment. But, thanks to the overall commitment of the Sheriff, Fire Chief, public works department, and the Board of County Commissioners all working together through a departmental memorandum of understanding (MOU), along with a lot of time put in by Englauf and his staff to make it work, the operation has finally become a multi-mission success story by which others could base their multi-departmental process from. The County’s aircraft are a mix of the very newest technology and some of the oldest. The UH-1H aircraft flown by the agency are more than 50 years old. Still, thanks to the high level of care provided and a comprehensive maintenance plan in addition to modern upgrades, the two older aircraft work perfectly alongside the very modern AS-350s the agency flies for law enforcement, SAR, and firefighting missions. Although in true form, each of the smaller aircraft can also be outfitted with spray systems, should there ever be a need for the smaller aircraft to participate in the aerial application process. “Our mechanics Dan and Nathan have done an outstanding job in maintaining our aircraft; safety has just increased. We’ve never had backup engines before. Now we do, and all the electrical systems have been gone through from top to
bottom. We wouldn’t be where we are today without them,” said Englauf of his maintenance staff members, who are also both certified avionics technicians as well as A&P technicians. Both Mechanics also function as crew chiefs on the aircraft when needed for any law enforcement, fire, or search and rescue operations. Even though both pilots in the program are highly experienced pilots, Englauf, a decorated former Army pilot flying the OH-58D Kiowa in combat, and Jon Bautista, a veteran U.S. Marine and accomplished law enforcement pilot; Englauf ensures that adequate training is still provided for all aspects of the multi-use agency, including covering the aerial application aspect to ample NVG currency flights and specialized training on complex operations like search and rescue and firefighting. To assist with this, CCSO also employs external contractors that provide a great deal of their complex mission training and annual refresher training. CCSO has a longstanding relationship with Texas-based Brunner Aerospace, run by John Brunner, a former Air Force Colonel and Department of State pilot who now provides advanced training services to agencies around the country out of his base of operations in Georgetown, Texas.
In addition to pilot training, each pilot must complete 16 hours of continuing education to maintain their aerial application credentials. Lee County, Florida, seen as one of the gold standards for their aerial application program, also hosts a yearly fly-in that consists of a day of best practice training that the unit attends each year. The aircraft pictured below is the agencies primary multi-purpose UH-1H, while the other performs primarily aerial application tasks for the county.
The agency primarily uses the ADAPCO Wingman aerial spray management system in the cockpit for aerial application purposes, coupled with the use of iPads that have been custom fitted to the cockpit with removable holsters in the instrument cluster on the dash. The iPads assist the crews in tracking each aircraft’s flight path and any mapping needs for aerial application purposes. With most of the agency’s application occurring at night, doing low-level flight at around 90 knots, a lot of care is taken by crews to map out areas for obstacles, including low wires that can be a hazard when flying at an average of 100 feet off the ground for aerial application work. Unlike many aerial application operations that fly single pilot, for added safety, the agency flies

aerial application missions with a pilot and TFO in the aircraft at all times. According to Englauf, while not traditional or typical, it adds a whole new level of safety by having a second set of eyes in the cockpit, not just for observing but to monitor systems onboard the aircraft and assist in the cockpit resource management. This lightens the load of the pilot in command and provides an advantage in increased situational awareness, which Englauf views as essential for ongoing safe operations. Hot Section Inspections Maintenance time is just ahead for many operators. Shops are starting to fill out schedules for off-season work. One of the maintenance items that is frequently discussed is the need for an engine hot section inspection. While hot section inspection time requirements may differ by engine model, the “mid TBO” recommendation usually applies. Performance loss can also dictate the need for an inspection. For example, the PT6A-34AG engine TBO (Time Between Overhauls) is 4000 hours, and hot sections are recommended at 2000 hours. For the PT6A-65AG, the basic engine TBO is 3000 hours, and the recommended hot section inspection is 1500 hours. All this information exists for all engine models in various Pratt A 20 | agairupdate.com
& Whitney Canada service bulletins. Time constraints are listed in service bulletins, but each engine model’s maintenance manual defines the hot section inspection criteria. What exactly is a hot section inspection? The hot section inspection is the way of making sure the condition of some of the hardest working parts in your engine can continue to do the job up to the next inspection interval or until TBO. The PT6 engine is all about efficiency, and the hot section inspection is a simple and fast way to confirm the engine is not losing efficiency in this extreme environment. Because of the temperature and forces applied to the parts in the hot section, a wide variety of factors can

change efficiency just through normal operation. Fretting, wear, cracking, and rubbing all have a chance to exist in the hot section, and all can negatively affect your engine’s performance. When the engine is split to perform the hot section inspection, one of the first tasks is to measure the compressor turbine blade tip clearance. Tip clearance is one of the key areas for efficiency. On a PT6A-34AG, for example, the median tip clearance is .013”. That is only the thickness of a couple of business cards. That clearance is awfully close for a disk that spins thousands of revolutions per minute in temperatures of hundreds of degrees. When those tip clearances begin to increase, you lose performance. In the cockpit, that means the engine is not making power because of temperature limitations.

If problems can be detected early and repaired, it is less expensive than replacing parts like a vane ring or turbine blades. As we head into maintenance season this year, review your engine times and be sure to discuss the need for a hot section inspection. After tip clearances are measured, the turbine disk is removed, and the rest of the hot section parts are checked for deterioration, distress, or other problems. Once repairs are made, and issues addressed, components are resurfaced and resealed as needed. The compressor turbine blade tip clearance is reset to get maximum efficiency by changing and/or grinding the segments. Then the hot section is reinstalled. That is a basic overview. There are additional requirements as part of the inspection. Bleed valve and compressor condition must be checked. The gas generator case has inspection criteria. The fuel nozzles, the power turbine stator and housing, exhaust duct, oil strainers, oil filters, and chip detectors are also checked. No one wants to invest time and money into a hot section only to find out the compressor has issues and the engine must be removed. What if you find out that the gearboxes are making metal? Perhaps distress in your hot section is being caused by a fuel nozzle issue? Proper inspection of all parts and fulfilling all inspection criteria are essential when it comes to hot section inspection. I touched on some of the things that we are doing during your hot section inspection. Just remember it is more than a split and peak at the parts. Keeping the Chain Strong by Ted Delanghe An oft-quoted maxim is that a chain is only as strong as its weakest link. Although this has a literal meaning – picture those huge links on the anchor chain of a large ocean-going ship – the figurative meaning usually applies to the people, technology, or administrative steps in a particular process. If any one of these is not performing up to the level of the rest, reduced productivity will be a direct result. One of the clearest examples of the truth of that maxim has to do with a turbine-powered race car, specifically, the 550 HP P&W powered STP Paxton, designed by Andy Granatelli’s STP Division of Studebaker Corporation. The car was a phenomenal performer, easily beating pistonengine cars on both acceleration and top end. Parnelli Jones, one of the top drivers of that era, qualified the car in 1967 for the Indianapolis 500, earning the sixth-starting spot. In the race, Jones took the lead on the first lap and was never worse than third. With three laps to go, Jones has a 52 second lead over the pack, when a $6 bearing in the gearbox failed, ending the dream of an Indy win for the team. The first “space-age racing car” took three years and millions of dollars to design and build, adopting a wide range of leading-edge technology. But all for naught as the weakest link, in this case, was that $6 bearing. (Interestingly enough, shortly thereafter turbines were banned from the Indy 500). A lot of owners/operators in the ag flying business can relate to this story. On the technology side, there are plenty of examples where links large and small can stop the action. You’ve got a new very expensive aircraft that can cover a lot of ground in a hurry, but the water pump on the mixing/loading rig fails just as you are about to load. The bearing in the fan pump fails the second you open the “money handle”. A tail wheel catches a sharp stone and goes flat. A 22 | agairupdate.com
On the administrative side of things, a work order misses a critical item about the organic farmer next door downwind from the field you are about to treat, with a resulting huge drift claim. And on the people side, fatigue sets in and an incident occurs (hopefully with just minor consequences). I had one of these incidents a few years back when spraying a herbicide in wheat to control volunteer canola. I departed the airstrip for the field, and on my first survey of the field, it looked more like a canola crop than wheat. I rechecked the work order again and it seemed I had the right field. But I didn’t like the looks of things so headed back to the strip with the full load. The landing was no problem as the strip was plenty long enough.
On the people side, fatigue sets in and an incident occurs. Back at the mixer/loader, I told the owner what had happened. He said he knew the field in question, and it was “for sure” seeded with wheat. We even called the farmer who did the seeding and he again confirmed it was a wheat field. So off I sent again back to the same location. I set up my A/B line along the east side of the road that marked the western boundary, started the first pass, and opened the booms. But just for a second! My “Spidey sense” was going off the charts! It just didn’t feel right! Back to the airstrip, I went once again, but this time the owner was pretty agitated. At any rate, after a fairly heated discussion, we decided to drive to the field and meet the farmer there, ➤

as it was only seven miles away. So we did just that, and upon arrival, the farmer was standing in a field on the west side of the road that marked the field boundary i.e. just across the road from the field I had been about the spray. That field has been seeded in canola! We had also brought along the work order which the farmer had prepared. “Well darn it!” he said after looking at it, “I guess I just got my east and west mixed up!” For the rest of that season, every time I flew near that “for sure wheat field”, I could see a blank area about 45 feet wide and about 50 feet long that gave me the willies. The weak link in this chain just happened to be a farmer who was directionally challenged. The following are some suggestions for keeping the chain and its many links as strong as can be.
Choose Your People Wisely From a productivity point of view, the aircraft and pilot are just one of many links – albeit the most visible links - that go into making an aerial application operation a success. But from the time the office staff gets a call from a local producer to filling out a work order, mixing the right products at the correct rate, getting the work order to the pilot in a timely manner, etc., having well trained and motivated staff along a well-organized workflow is key to successful operations. Ensure all your employees clearly know their responsibilities, which begins off-season with well-planned training sessions. Try not to micromanage, always looking over their shoulders, and along this line, encourage an open atmosphere where people can ask questions freely. It’s much better to hear about a small leak in the hull long before it becomes a major disaster.
Winning the Paper War Spend time and effort making sure the paper trail from initial contact with a producer to finished operation is in good order, and ensure it is user-friendly. Having a pilot or any of your team fill out reams of unnecessary paperwork is counterproductive to an efficient operation. Try to distill down to what information is really A 24 | agairupdate.com
required for each trip. There are a lot of great publications available from your state and national aerial application associations that can really help in building a streamlined operation. The record I’ve seen for not doing that happened a few years back when we were doing a forestry spray contract for a government agency. There was one form in particular with 22 blocks that had to be filled out each and every flight, plus, the forms had to be completed in triplicate at the end of the day/flight session. It wasn’t pretty.
Effective Communications Ensuring the right information gets to the right people at the right time is always a challenge, but even more so when things start to get busy. One field that is incorrectly treated by mistake not only hurts the bottom line but doesn’t do great things for the aerial applicator’s reputation. In particular, try to avoid last-minute verbal instructions such as “..start your application 15 swaths in from the west side.” It might work, and it might not, but is taking the chance worth it? How to avoid weak links? Probably continue just what you have been doing. Being conscientious about your people and your equipment. Keeping spare parts in stock or knowing where you can get replacements in a hurry. And a self-audit once a year is also a good idea, again using any of numerous excellent state or national ag aviation association publications as your guide. I will leave you with a Benjamin Franklin quote. “For want of a nail, the shoe was lost. For want of a shoe, the horse was lost. For want of a horse, the rider was lost. For want of a rider, the battle was lost. And all for want of a horseshoe nail.” Make sure you have the nails – and the strong links – necessary for your aerial application business to succeed. It will always return great dividends along the way.

Service Bulletins and the Aircraft Owner Manufacturers issue aircraft Service Bulletins to inform owners and operators about critical and useful information on aircraft safety, maintenance, or product improvement. Compliance with Service Bulletins may or may not be mandatory, but you should never ignore them when it comes to safety.

Are Service Bulletins Mandatory?

The short answer is — it depends. If you are operating your aircraft under 14 CFR part 91, a service bulletin is advisory, and compliance is not mandatory unless it is included in an Airworthiness Directive. Keep in mind that even when a service bulletin is not mandatory, you should always pay attention to it as a means to ensure your safety. Let’s unpack this further.
Are Service Bulletins the Same as Airworthiness Directives? No. The FAA issues Airworthiness Directives (ADs) and aircraft manufacturers issue Service Bulletins (SBs). ADs are legally enforceable regulations, in accordance with 14 CFR part 39, to correct an unsafe condition that exists in a product. Compliance with an AD is mandatory for continued airworthiness.
Service Bulletins: 1. Inform you about the manufacturer’s recommended inspection and maintenance items for your aircraft.
3. Advise you about items that may be wearing faster than anticipated or items that you or your mechanic might overlook. When a SB displays the words “Mandatory,” “Alert,” or “Emergency” in big red letters, it is emphasizing a significant safety concern, and manufacturers may ask the FAA to issue a specific AD to address the unsafe condition. These mandatory SBs can also get included in an AD as an additional source of information about the unsafe condition. If a SB is included in an AD, then compliance with that SB is mandatory for continued airworthiness. However, do not ignore “recommended” or “optional” SBs. Take note and ask your mechanic to check these items during inspection.
Manufacturers issue aircraft Service Bulletins in response to identified maintenance and manufacturing defect issues to give owners and operators critical and useful information about aircraft safety, maintenance, or product improvement. Compliance may or may not be required depending on the type of operation and whether or not it is included in an AD.
Make it a best practice to read, or ask your mechanic to review, any SB that the manufacturer issues for your aircraft. If cost is a concern, discuss this with your mechanic to determine the best course of action. The SB may only be reporting a product improvement that does not affect airworthiness or your safety.

the fuel quantity indicating system to verify that each fuel gauge showed the precise fuel amount. It also required an initial inspection within 100 hours of operation and subsequent recurring inspections every 12 months. Examination of the airplane’s maintenance logbooks revealed no evidence of compliance with the mandatory SB. The aircraft was a total loss. Fortunately, the pilot and passenger survived with minor injuries, but it could have been much worse. They learned an expensive lesson about the importance of SBs. Where Can I Find Service Bulletins For My Aircraft? SBs are available online, and they are free. Take a look at any engine or airframe manufacturer’s website and you’ll find up to date information on the safety issues identified from accident reports, service difficulty reports, and any other data used for safety analysis and product improvement.
You can also find information, guidance, recommendations, and airworthiness concerns for your aircraft free of charge in the FAA’s Special Airworthiness Information Bulletin (SAIB) database at bit.ly/SAIBdatabase. It is searchable by SAIB number or by aircraft make and model. Subscribe and get the latest ADs and SAIBs delivered straight to your inbox. Service Bulletins are a great way to stay informed about product improvements and safety issues that affect your aircraft. Take an active role in maintenance by reviewing inspection results and discussing ADs and SBs with your mechanic.

2021 NAAA/NAAREF Fall Board Meeting: Centennial, Togetherness and Substantive Planning for Ag Aviation’s Healthy Future Last week your National Agricultural Aviation Research & Education Foundation (NAAREF) and National Agricultural Aviation Association’s (NAAA) board, committee and staff members met in Fort Worth, Texas, to conduct business for the betterment of the U.S. agricultural aviation industry. The meetings began with the presenters of the Professional Aerial Applicators’ Support System (PAASS) gathering to fine-tune and practice the program’s 2021–2022 PAASS curriculum, which will focus on preventing the likely fatal results of flying into IIMC or Inadvertent Instrument Meteorological Conditions. Also, substantive data on applying efficaciously and environmentally in a crosswind will be presented in the upcoming PAASS season that starts today in Michigan. NAAREF committees also met to consider future curriculum for the program that will include increasing ag pilots’ awareness when flying around wires and highlighting an operation undergoing a chemical storage risk management audit to maximize security and safety. NAAA’s Political Action Committee—AgAv PAC— hosted a breakfast at the meetings for U.S. Rep. Beth Van Duyne (R-TX) whose district includes Irving, Texas. The Congresswoman serves on the Aviation Subcommittee of the House Committee on Transportation and Infrastructure, as well as the House Small Business Committee. related to marking and logging of towers in rural areas—an issue of paramount importance for the agricultural aviation industry—in fact, Congresswoman Van Duyne offered her services to move the FAA to promulgate the tower-marking statute NAAA successfully urged Congress to enact in 2018 and offered her service on the Small Business Committee to press action of federal officials to help our industry’s small business aerial applicators. The general session of the board, once called to order by 2021 NAAA Mark Kimmel of Mississippi, followed precedent with an overview of the status of the association and ag aviation industry by Andrew Moore, NAAA’s chief executive officer. He began with stating positive ag economic statistics that USDA is forecasting for 2021 net farm income--$113 billion—up $15 billion from 2020. The 2021 income is less dependent on government dependency from 2020 when $46 billion subsidized agriculture versus $28 billion in 2021—a decline of 40%. In addition, cash receipts for crops were up 20% in 2021. This is due to record ag exports of $173.5 billion in 2021 for a $16 billion surplus this year. USDA projects 2022 exports at $177.5 billion for an $18 billion surplus. Much of the trade is due to the phase 1 trade agreement with China and the Trump Administration. China purchased $16.7 billion in U.S. ag products in 2020, $37 billion in 2021 and $39 billion in 2022. Farm expenses, such as aerial application services, were $383.5 billion for 2021, up 7% compared to 2020. ➤

Moore then referenced numbers from the NAAA survey to U.S. ag aviation operators conducted towards the 2021 season’s end. Of the 17.1% that participated, it indicated that the number of hours flown per ag aircraft increased 22% from 274.5 hours in 2020 to 334.5 hours in 2021. The 8-year average number of hours flown per aircraft is 316.1 hours, which 2021 hurdled by 6%. 2.56 ag aircraft were used per operation in 2021, compared to 2.26 aircraft in 2020—up 13%--and up 11.3% from the 8-year average of 2.3 aircraft. 80% of operators treated either significantly more (25%), somewhat more (32%) or the same number of acres (22%) in 2021 compared with 2020. 20% of operators treated somewhat fewer (10%) or significantly fewer (10%) acres in 2021 compared to 2020. The fewer acres treated were largely due to operators in the West and Upper Midwest that were affected by severe drought. Operators upbeat about the 2022 season made up 43%. Those unwilling to declare optimism were concerned about additional drought and burdensome government policies. Moore then discussed the NAAA’s most significant service to the industry—ensuring that EPA approves the use of pesticides for aerial use. This year NAAA commented on over 50 pesticides and their need to keep aerial use on the label—NAAA has commented to keep aerial use registrations on 224 pesticides since 2017. Moore mentioned that the herbicide paraquat and the miticide propargite were slated for significant reductions in aerial uses initially until NAAA’s comments, using more realistic use methods and data, saved many of the chemicals’ aerial uses. NAAA has also made head roads with chemical companies and EPA to test the flight physics of lightweight and multi-rotor drones to ensure their spray pattern is efficacious and environmentally sound. Moore then discussed the current administration and Congress’ focus on reducing greenhouse gas emissions. Efforts are afoot to reward growers that sequester carbon. NAAA has been actively advocating to the USDA, EPA, and Congress on aerial’s environmental benefits sequestering carbon. For example, in recent comments to the USDA, NAAA calculated statistics from collected data confirming that ag aviation efficacy, B 6 | agairupdate.com
timeliness and protection of a crop increases yields thereby protecting 27.4 million acres of carbon-sequestering natural land that would have to be converted to cropland annually if aerial application didn’t exist. Moreover, aerial seeding of cover crops sequesters 1.9 million metric tons of CO2 or 412,000 carbon-combustion auto engines. Increasing cover-crops 15% in the U.S. would further sequester 11.9 million metric tons of CO2 annually. Moore then stated that the latest, multi-trillion-dollar reconciliation bill developed by congressional agricultural leaders in the House of Representatives includes $28 billion for agriculture--$5 billion for farmers that cover crop. Next presented was news that the FAA’s Obstruction Evaluation Group has again delayed promulgating the tower-marking and logging statute NAAA lobbied successfully for in the 2018 FAA Reauthorization law. Not to be deterred, NAAA is administering congressional pressure in the form of a letter from Ranking Member of the House Transportation Committee, U.S. Rep. Sam Graves, to FAA Administrator Dickson, to promptly move the regulation forward to save low-altitude pilots’ lives before even more towers are erected. Moore then discussed the tremendous public relations success related to NAAA’s three-anda-half-year preparation extolling the history, importance and advancement of the industry on this centennial year, mentioned the following: • The unveiling of Agaviation100.com, a website designed for the media to simplify their reporting about the industry’s first 100 years, including stories, statistics, photos, videos, documentaries and a timeline covering 10 decades. • A national campaign directed by public relations guru Steve Powell targeting aviation, agriculture, news and entertainment media informing the Fourth Estate of ag aviation’s centenary and technological and professional progression. • The book Agriculture’s Air Force: 100 Years of Aerial Application, which comprehensively covers the industry’s past 10 decades and its essence. ➤

Attending have been the media, key policymakers and coalition partners. Many more such events are to come and will continue to be organized, including an event on Washington, D.C.’s National Mall and concluding at Oshkosh 2022. • An NAAA facilitated donation of an Air Tractor AT-400 in the form of the Disney movie Plane’s lead character “Dusty Crophopper,” donated by Rusty and Lea Lindeman to the Smithsonian Institution’s National Air and Space Museum, Steven F. Udvar-Hazy Center—the second-largest aviation museum in the world, receiving over 1.6 million visitors each year. Moore announced that according to Agility PR Solutions’ media monitoring service, over a 30-day period that includes most of August 2021, the campaign netted nearly 200 media mentions nationwide associated with the industry’s centennial, with a potential audience reach of 400 million consumers. The ad value equivalency for that amount of coverage is worth $10 million (versus a few hundred thousand dollars spent by NAAA to execute the campaign). The list of media entities covering the centennial in the “In the News” section of AgAviation100. com, including articles from Smithsonian magazine, RFD-TV, Farm Journal, AOPA and syndicated stories from The Associated Press. Accident statistics for the year was then discussed. Sadly, there have been 12 fatal ag aviation accidents in 2021. There have been 49 total ag aviation accidents in 2021—so far, the lowest number on record The 2021 Ag Aviation Expo in Savannah, Georgia, was then discussed. The Kickoff B 8 | agairupdate.com
Breakfast on Dec. 6 will have as its speaker John Stossel, 19-time Emmy-winning reporter of ABC’s 20/20, Fox Business News, and Stossel TV, who has been hailed as “the most consistently thought-provoking TV reporter of our time.” Also mentioned was the Dec. 7. General Session which will premiere an elongated 15-minute film of the 100-year history of the industry followed by a panel of industry veterans discussing the industry’s history and a panel of industry leaders forecasting the future of the industry. There will be 26 educational sessions with 23 states offering continuing educational units on subjects ranging from aerial application technology to pilot safety to new agrichemicals. The show floor will have over 130 exhibitors with 13 aircraft from vintage to new to rotorcraft to auction aircraft, such as an Ag Cat, G-164 A, two-seat, open cockpit bi-plane donated by Darrel and Deb Mertens. Also, Pratt & Whitney Canada will be donating a PT6A-34 turbine engine. Membership figures were discussed next and through September of 2021 NAAA has 531 operator members and 436 pilot members for a total of 1,551 members, compared to 583 total operator members, 463 pilot members and 1,654 total members in 2020. There are 1,560 operators in the U.S. and 2,028 pilot members according to NAAA’s 2019 Aerial Application Industry Survey. NAAA completed its 2020-2021 fiscal year with a surplus of $321,157 and NAAREF completed its fiscal year with a surplus of $68,096. The surplus was due to reduced staff through attrition, reduced travel expenses, and also generous centennial celebration donations. NAAA spends $1,398.28 per member based on $2.119 million in expenses and 1,521 members. NAAA member dues only account for 33.6% of total expenses. It costs $1.63 per day for operators to belong to NAAA and $0.68 per day for pilots to belong. Moore concluded by making some near and longer-term forecasts. In the short term he recommended that operators prepare for fuel and chemical shortages. This has been a big topic in the ag press and NAAA heard from a number of operators in the Pacific Northwest about not being able to access adequate fuel supplies during the summer of 2021. Many variables have been raised as to why, including ➤

China still trying to build up its chemical supply since the Trump trade embargo and due to more herbicide demand due to weed tolerance. COVID and a reduced labor supply due to government unemployment subsidies are also a factor as well as the freeze in the South over the winter that shuttered movement of supplies. To address this situation installing extra tanks for fuel, fertilizer and chemical storage was recommended as was retailing product because that moves a purchaser more toward the head of the queue when purchasing directly from a manufacturer, plus it directly shows chemical manufacturers who is purchasing the product and as such they will work harder to register such product for ag aviation buyers. According to NAAA’s year-end 2021 survey, 49% of ag aviation operators retail some or all of their product. Moore concluded by stating that in the longer term—during the industry’s next century—we will see a professional agricultural aviator certification standard providing those with that designation in the industry more benefits; there will be more automation allowing ag pilots to focus more on obstacles and the industry will get more and more into aerial imaging and precision, variable rate application. The session then adjourned and the NAAA and NAAREF Boards and Committees conducted the following key business on behalf of the agricultural aviation industry. Allied and Convention Committees: It was discussed that the Savannah Convention Center is expanding with construction currently underway on the northeast side of the building to double its size, but this reconstruction should have no effect on NAAA 2021 convention. The committees relayed a reminder that the early registration (before November 5th) convention price for NAAA members will be $270 per B 10 | agairupdate.com
member (not including meal functions) and $1,005 for non-members (not including meal functions) so attendees are encouraged to join NAAA. In addition, day passes would be raised for non-members to $380 per day at the 2021 convention, then to $480 per day in 2022 and $580 per day in 2023 to encourage non-members to join the NAAA. The day rate for an NAAA member is $245. Budget & Finance Committee: 2021 Treasurer Dwayne O’Brien provided details about the NAAA 2020-2021 audit (see numbers in CEO report above) and the September 2021 NAAA financials. The Board accepted a motion to approve the 2020-2021 NAAA Audit.
Communications Committee: The committee encouraged all to read the book “Agriculture’s Air Force: 100 Years of Aerial Application,” and to provide it to their farmer customers in addition to their local libraries and museum gift shops to sell. marketplace. agairupdate.com/products/100thanniversary-coffee-table-book Governing Documents: The committee discussed consolidation of NAAA committees and encouraged committee chairs to work together to see if efficiencies might be made by consolidating panels of similar objectives, for example, Research and Technology possibly merging with Precision Agriculture and Allied possibly merging with Convention. Government Relations: In addition to the issues discussed above, more discussion occurred in regard to supply concerns related to fuel and crop inputs. One recommendation was made that fuel supply issues are much less likely if buying from a branded fuel company and not a fuel surplus company. Fuel prices may be more expensive for a branded fuel company, but delivery of fuel is much more likely. In addition, NAAA is looking into this issue in more depth to ensure more likely delivery of fuel supplies for aerial applicators using fuel for farmers growing food, fiber and biofuel crops. Insurance: Many topics from sharing opinions on a professional aerial application certification program to aerial application education was discussed. The committee will be providing a substantive magazine article for Agricultural Aviation on how aerial application operators can sell insurance underwriters and brokers on their professionalism—from being claim free to belonging to professional trade associations to actively participating in recurring training—and be rewarded as such with lower rates. ➤

Long Range Planning: The Long Range Planning Committee discussed a series of very forward issues including recommending to NAAREF to undergo the construction of a tiered program, similar to a certification program, where ranks of ag aviation professionalism would be classified by tiers where the first tier would be more basic and include having the necessary licenses to make aerial applications; tier two might include tier 1 and belonging to regional and national associations; tier three would include the first two tiers and, in addition, might include annual recurrent training via PAASS, Operation S.A.F.E., etc. The objective being constructing a program that may lead to benefits—from better insurance rates, etc. for those in the more advanced tiers due to efforts made to mitigate risk. The committee also discussed the success of the recent centennial anniversary’s public relations campaign of the agricultural aviation industry that NAAA undertook. With such a significant public reach, the committee established a directive to conduct an audit of the association’s communications to determine if the focus of its resources would be better served attaining more positive public relations compared to publishing a magazine or other communication’s mediums. Membership: Four NAAA “Ag Wings of Tomorrow” Scholarship recipients were chosen and will be notified soon. The “Ag Wings of Tomorrow” Scholarship is sponsored by BASF and Thrush, and each 2021 recipient will receive a $5,000 scholarship. In addition, the committee discussed creating a 30 to 60-second video highlighting and marketing the benefits of NAAA membership in the PAASS Program, in social media and elsewhere. Museum: The committee discussed a number of interesting projects and the additional funds bequeathed to the National Agricultural Aviation Museum and Hall of Fame in Jackson, Miss. by the estate of NAAA’s first president, the late Dick Reade. These projects include obtaining an Aeronca Champ aircraft, and a Pratt & Whitney R-1340 piston engine cutaway. The new digital, touchscreen kiosks highlighting all of the Hall of Fame recipients donated by AgAir Update was also discussed and the information on the kiosks will also be available on the internet. Nominating: The Nominating Committee nominated the 2022 NAAA officer team, which will voted on at the next board meeting Sunday, Dec. 5, 2021. The nominated officers are: • President – Jim Perrin (WI) • Vice President – Craig Craft (NC) • Secretary – Ray Newcomb (Northeast) • Treasurer – Darrel Mertens (CO) Precision Agriculture and Research & Technology Committees: A number of research projects were discussed by these two committees in addition to encouraging researchers develop and/or fine-tune, such as see-andspray technology to “sliders” that are equipped in front of nozzles on the aircraft that generates an airflow that drives the droplets into the crops through downwash potentially further mitigating drift and augmenting efficacy. Safety and Federal Aviation Regulations: The committee discussed a company out of Australia named Balmoral that has created powerline markers. The product is highly complimented by key Australian ag aviation industry representatives. NAAA has reached out to the company, and they are now attending/exhibiting at the Ag Aviation Expo.
Support: The committee discussed the 2021-2022 Athena Program theme which will focus on dealing with crew stress. Programs are being presented in CO, LA, NE, PNW, Mid-States and Tri-States. In addition, the committee will host a Savannah Riverboat cruise with lunch, sponsored by GarrCo Products, on Monday, Dec. 6, with the Athena Program taking place on Wednesday, December 8th. They will also be hosting a 50/50 raffle at the convention. The committee’s $3,000 scholarship program essay theme for 2022 will remain “What role does ag aviation play in producing a local commodity?” National Agricultural Aviation Research & Education Foundation: The NAAREF Board may potentially have the gift of the proceeds from the sale of an Ag Cat that will be donated for auction at the convention. More information on that will be forthcoming. Also at the convention, the NAAREF session will showcase Air Tractor’s Turn Smart 2, a safe turn video featuring astronaut Mike Mullane telling pilots to detour from normalization of deviance. It will also feature ag pilot and aerobatic professional Steve Gustafson of Team Aeroshell on turning aircraft safely. The NAAREF Board also discussed the rising rates of insurance. It was also discussed that while insurance underwriters do look at the professionalism of pilots, such as membership, PAASS, etc. they may not require PAASS attendance for insurance. Much discussion went into the considerable reduction of accidents and drift incidents that have occurred over the past 23 years due to PAASS participation, even though less than half of ag aviation operators and pilots attend the program. As such, NAAREF brought the following motion to the NAAA Board which was approved: ➤

Since the PAASS program was made available to the industry in 1999, the aerial application industry has seen a 25.27% decrease in accidents and a 26% decrease in drift occurrences. This marked reduction in accidents and drift occurrences happened with approximately 47% of agricultural aviation operators and pilots attending the program (of the approximately 3,400 ag pilots in the U.S. only 1,593 attended the 2019-2020 PAASS Program). Between 2014 and 2020, of the 333 agricultural aviation accidents that occurred, 117 were from pilots that had not attended PAASS; 52 were from pilots that had attended PAASS once; 41 were from pilots that had attended PAASS twice; 39 were from pilots that attended PAASS three times; 37 were from pilots that attended PAASS four times and 47 were from pilots that attended PAASS five times. Agricultural aviation accidents and drift occurrences result in more expenses for the insurance industry in the form of legal costs, equipment costs and crop damage costs. Conversely, these accident and drift occurrences result in higher insurance costs for agricultural aviation operators and pilots. As such, NAAA and NAAREF request that the agricultural aviation insurance industry require annual PAASS participation from all agricultural aviation operators and pilots that they insure. Before the conclusion of the meeting NAAA Secretary Sue Stewart presented a $3,000 NAAREF donation from the New Mexico Agricultural Aviation Association. It was also announced that they the Illinois Agricultural Aviation Association is sponsoring the PAASS Program for the 2021-2022 at $5,000 and Arkansan Brenda Watts (2016 Past President) announced that the Arkansas golf tournament proceeds will be donated to the NAAA’s 100th anniversary campaign. At that point, a substantive four days of meetings developing policies and resources to healthily sustain your important U.S. agricultural aviation industry, the meeting concluded.

Accident Or Incident? Explaining Aircraft Damage Assessment By Mike Hodges, Air Safety Investigator, and Clint Crookshanks, Aerospace Engineer (Structures) When an aircraft crashes, National Transportation Safety Board (NTSB) air safety investigators and aerospace engineers must determine if the event can be classified as an accident or an incident, as defined by Title 49 Code of Federal Regulations (CFR) Part 830.
An accident is: “…an occurrence associated with the operation of an aircraft which takes place between the time any person boards the aircraft with the intention of flight and all such persons have disembarked, and in which any person suffers death or serious injury, or in which the aircraft receives substantial damage.”

Although the determination of an accident focuses on damage as well as injuries, here we will focus on damage assessment. So, when assessing the damage, how do we decide what’s an accident and what’s an incident? When we’re first notified about an adverse aircraft event, we begin to assess the aircraft damage. NTSB investigators and engineers attempt to obtain as much information as possible about the damage. Sometimes we’re given information that makes it obvious the aircraft sustained substantial damage, such as the photos showing the extent of the damage (see Figures 1–3). Figures 1-3 show the substantial damage as indicated by the arrows.

Other times, we can’t tell the extent of damage right away and we need to dig deeper. Figures 4- 6 illustrate this scenario and show the substantial damage as indicated by the arrows. For figure 4, additional information surrounding the circumstances of the object impact, a tracked drilling unit, along with the damage sustained to the main rotor blades was obtained from the Federal Aviation Administration (FAA) and the operator.

For figure 5, the airplane’s structural repair manual for the damage sustained to the right wing from the bird strike was studied during the damage assessment process. For figure 6, the interior of the fuselage had to be inspected to identify the substantial damage sustained during the hard landing sequence. When the damage sustained is not obviously substantial, NTSB air safety investigators and aerospace engineers may take additional steps to assess wreckage, such as the following: • Working with pilots, operators, mechanics, repair stations, FAA Flight Standards District Offices, aviation insurance adjustors, and aircraft recovery companies to obtain additional damage photographs or damage information • Consulting the airframe manufacturer’s air safety and engineering departments • Obtaining documents, such as the structural repair manual or illustrated parts catalog, from the airframe manufacturer • Considering other unique factors that may determine the damage level, such as airframe fire damage or the aircraft being immersed in a body of water • Inspecting the area in question (such as spars in wings, structural areas behind firewalls, driveshafts in helicopters, gearboxes in helicopters, etc.) once the aircraft is recovered • Removing components, panels, or skin and using tools to access hard-to-view areas (such as mirrors or electronic borescopes)

The damage assessment timeline can vary, depending on how obvious the damage is initially. We might make a substantial determination in a few hours, or, if additional information is needed, the damage assessment can take several weeks. What is an API? It stands for “application programming interface” which allows apps to send information between each

other. The basic purpose is to let software communicate. I found that APIs are so important that I hired a developer to focus solely on working on them. Helping with workflow is crucial in a cockpit and helping reduce distractions is key to quality work and safety.

I once had a wise customer tell me “Keep it simple and easy” as well as “we want as few clicks as possible”. APIs keep the user from having to get out of one program to get into the other and reenter the information for data entry. Another type of API is transferring or downloading information automatically such as shapefiles, applied log data, mapping interfaces, automatically bringing in jobs from other software, etc. All of these at the click of a button.

An example of a GPS API is a user building a job from the home office and clicking a button to send it to the GPS. The applicator can then immediately access the job and fly the boundaries. When done, the weather API can fill in the weather information for the coordinates (which can be overridden), and then the applied log data that has been done can automatically overlay the map. Isn’t that awesome? One of the APIs that I hope to expand to more states is the Driftwatch system. We automatically stream the registered beehives
and sensitive crops from their system to overlay them on our maps. This is so helpful in certain states. I’m trying to help bring their coverage to more states because I think it really helps our applicators prevent spraying areas where they shouldn’t. We’ve had so many of our customers looking forward to easier workflows and finding out what’s coming up next. For now, we are focused on GPS systems and bookkeeping integrations, and I can’t wait to see what’s next for the future! Y’all stay safe!

Between 1930 and the conclusion of World War II, the meager supply of aircraft suitable for conversion to dusting machines was critical and a limiting factor in the growth of agricultural flying. The available aircraft of that day were, however, superb machines. Unquestionably, the four aircraft that made the early days possible were the biplanes produced by Waco, Travel-Air, Alexander Eaglerock, and the C3B from Lloyd Stearman. They were incredibly fine performers. Nothing built today actually outperforms them in a weight/horsepower category. They all had a superb airfoil and were ruggedly built. Wing loading was extremely low and their take-off performance was amazing. Barney Root, an old-timer with Delta, Finklea Brothers, and later his own business, took off on a dare in his Waco ASO with the aircraft pointed directly at a 40-foot tall hangar only 370 feet away. He cleared that hangar with at least I 00 feet to spare, something that most modem machines just cannot do.

As a result of this aircraft shortage, dust hoppers were installed in almost anything able to fly. Included were Pitcairns, DeHaviland Moths, Spartans, K-R Challengers, Douglas M-2s, and even such unlikely ag birds as the Curtiss Robin mono, the classic Fairchild 24, Alliance Aircraft’s “Argo,” Fleet Biplanes, the Buhl-Vernille J4 Airmaster, the Stampe SV- 4, and other rare homebuilts that probably were never produced more than once or twice. There were relatively few technical improvements during this period, partly because dry dusting equipment had already reached a plateau and very little could be done in the way of change. Hoppers were usually constructed of galvanized steel or perhaps plywood. But more modem operators were turning to sheet aluminum, which was becoming more readily available. The use of sheet aluminum was pioneered by Finklea Brothers and some early Californians. Sliding hopper gates became fairly well standardized and cockpit “stops” were installed that ➤

The federal government, backed to the hilt by President Roosevelt’s New Deal, instituted land reclamation programs throughout America’s farm areas and actually taught farmers how to improve and care for their land.

Government-sponsored soil building programs were initiated where nitrogen-fixing legumes such as hairy vetch, wild winter peas, Austrian peas, and burr clover were sowed on the worn out land to increase fertility and to build up humus. With the exception of burr clover, these crops were a natural for the crop dusting industry, and the pilots of the 1930s quickly learned to seed by air.

Learning who performed the first of these seeding jobs is impossible, but, by the mid-l 930s, every crop duster in the country was planting such seed by air. This was convenient for both farmer and pilot, since it was usually done in early autumn after the growing season was over. It was fast, efficient, and economicalperhaps too economical, because the flying firms B 26 | agairupdate.com
undercharged for this work and it was never really profitable. Most seeding of this nature was charged at only two or three cents a pound. 20 to 40 pounds were required per acre. It did, however, give the operators something to do and helped increase their gross revenues slightly. Perhaps the most significant advance in the area of chemical farming by air that occurred before World War II was the “discovery” of “Black Annie,” the world’s first, and for many years only, cotton defoliant. Properly, “Black Annie” was known as calcium cyanamid, a 16 percent, nonacid forming nitrogen fertilizer, produced in large quantities by American Cyanamid Corporation. Calcium cyanamid was a dirty black material, sold in great volume to the farming community in pelletized form. It was, and is, an excellent fertilizer. Diligent research and numerous inquiries directly to American Cyanamid Corporation have failed to turn up exactly when this material was discovered to be a cotton defoliant, but pilot interviews prove conclusively that it was being used a few years before World War II. Cotton Carnahan, a veteran Mississippi operator, who flew for Raymond Brezeale at Natchitoches, Louisiana, applied Black Annie to cotton in Louisiana and Mississippi as early as 1941. Like most far-reaching discoveries, awareness of calcium cyanamid’s ability to defoliate cotton came about by accident. A trailer of the pelletized material was being applied to lands adjoining a large cotton field during late September, when the cotton was naturally maturing. In opening and handling the 50-pound bags of Black Annie, a great deal of “dust” was released and spread by a light wind across the cotton field where it settled on the broad, green

A few days later, farm personnel returned to the area and immediately noticed that the bulk of the leaves had been shed from the cotton, leaving the limbs and unopened bolls clean and well-exposed to the sunlight. The bolls opened quickly and harvesting was made much easier by this defoliating process. Naturally, American Cyanamid Corporation was advised and the firm quickly went to work grinding a large amount of this material into dust form. Experiments were carried out, using both ground and aerial applicators. It was found that application of 25 to 40 pounds of this dust would nicely defoliate most cotton. Within a very short time, calcium cyanamid was being supplied in quantity to a tremendous market under the name Aero Cyanamid Special Grade. This was undoubtedly the first time that a product was named especially for the aircraft industry that would apply it! Crop dusters loved Black Annie, but they also hated it. It produced much-needed revenue and it did a good job, but it was unquestionably the messiest, nastiest material ever developed for aircraft use! The finely ground black powder could seek out and find every crevice that an aircraft had. After one day defoliating, a brand new airplane looked 10 years old! With pilots, it was just as bad. The stuff was light, fluffy, very black, and it turned pilots black! After three or four swaths, pilots were unrecognizable and washing it off was a chore. Ordinary soap hardly fazed it at all. One day, some unsung genius showered, using his wife’s Dove beauty soap, a delicate, perfumed soap containing a high percentage of cold cream. It worked like a charm. The Black Annie disappeared like magic under its lather. In cotton growing regions during B 28 | agairupdate.com
defoliating season, the suppliers of Dove soap couldn’t meet the demand. Black Annie, besides being messy, had one other inconvenient drawback. For reasons not clearly understood, some individuals could not expose themselves to Black Annie and then have a couple of convivial beers. Although not every pilot was affected, many were. The results were astonishing. A cold-sober pilot could consume one or two beers and almost immediately sink into a complete daze! Not technically drunk, just badly addled. Sometimes skin reactions would occur, the victim would turn beet red, appear to be on the verge of apoplexy, and have no idea at all where he was or what he was doing. Most duster pilots soon learned to avoid alcohol, especially beer, during defoliation season. Smart aleck old-timers would often insist that a new man have a few beers with them at the local tavern after being exposed to Black Annie. The results were often hilarious. Good clean fun, typical of the times and the dusting fraternity. This all occurred before the advent of EPA and other consumer protection agencies, and nothing was ever done about this phenomenon. Today, a congressional investigation would be instituted immediately. Aero Cyanamid Special Grade held a virtual monopoly insofar as defoliants were concerned until the early 1950s. By that time, liquid spraying was taking over from dry materials and numerous new products began entering the market. This development will be discussed in some detail later on. During the 1930s, fertilizing by air also developed, more or less, on its own. Farmers all over the country, especially in regions where winter cereal crops were grown, began experimenting with aircraft
application, or top dressing, especially during wet spring weather when turf conditions prevented the use of ground distributors. For the most part, this fertilizing consisted of the application of pelletized nitrogen, broadcast at rates of 100 to 200 pounds per acre. The unvaned spreaders or venturis of this era were not particularly well-adapted to even distribution, but skillful pilots using great care could do an adequate job. Again, however, operators undercharged for their fertilizer work at one cent per pound or less. Mechanical loaders had not appeared, so all materials were loaded by hand. The resulting gross revenue per hour under these conditions was ridiculously low. And then World War II came along. This event disrupted the small agricultural flying business tremendously. However, in some ways the war paved the way for the greatest boom imaginable for a fledgling industry. Every pilot who could fly was needed by the military and a great many duster pilots entered the services, either as instructors or as pilots for the Ferry Command. This situation closed many small operations completely. As the war progressed, the Washington hierarchy began to realize that the agricultural flying business was badly needed to help increase food and fiber production. Consequently, a program was enacted that exempted ag flying people from direct military service. Many pilots were returned to their former positions, and the industry was determined to be essential. When the war ended, the stage was set for remarkable expansion. Thousands of surplus aircraft, some well-suited to the ag flying industry, were immediately and economically available. Also, hundreds of abandoned air fields and strips, complete with hangars, became available, especially in the South and Southeast.

Jesus Christ— The Perfect Image Of God
Even though we are made in God’s image we’re all natural born sinners and can make the choice to sin.
Speaking of Jesus, Paul said, “He is the image of the invisible God, the firstborn over all creation” (Colossians 1:15). Jesus said, “If you had known Me, you would have known My Father also; and from now on you know Him and have seen Him…He who has seen Me has seen the Father” (John 14:7, 9). Jesus Christ has all of God’s characteristics of omniscience (all knowing), omnipotence (all powerful), immutability (never changing), or omnipresence (everywhere at once). God cannot sin, He cannot violate His holy nature. Humans are not like God in many ways. Even though we are made in God’s image we’re all natural born sinners and can make the choice to sin, and we will all eventually die physically. “It is appointed for men to die once” (Hebrews 9:27). “He is the image of the invisible God.” Jesus Christ is the perfect, exact, complete, and absolute image of God. In human terms we would say, “He is just like His Father.” The apostle John wrote, “And the Word became flesh and dwelt among us, and we beheld His glory, the glory as of the only begotten of the Father, full of grace and truth” (John 1:14). The apostle Paul wrote, “For in Him dwells all the fullness of the Godhead bodily…And without controversy great is the mystery of godliness: God was manifested in the flesh, justified in the Spirit, seen by angels, preached among the Gentiles, believed on in the world, received up in glory” (Colossians 2:9, 1 Timothy 3:16). Even though Jesus was equal with God in every way, He made Himself of no reputation, taking the form of a bondservant,

and came to this earth in the likeness of men (Philippians 2:6-7). “The firstborn over all creation.” Some argue that “first born” means that Jesus was a created being, but that’s not the case here. The Greek word “prototokos” that’s translated into “first born” is used in other places in the Bible speaking of rank or position. Jesus is God’s only begotten Son, and He has the right to the full inheritance of all God’s creation. Jesus existed before anything was ever created (Micah 5:2). There are many cults in this world who deny the deity of Jesus Christ. Some believe He was an angel and some believe that the angel Michael was an Old Testament manifestation of Jesus. This kind of thinking puts a person under the curse of God and John tells Christians not to bring them into your house or even greet them (Galatians 1:1-7, 2 John 10-11). When we study the Bible we must always consider who the writer is talking to, what he is talking about, and the reason for writing the message. Teaching the Bible in its context is extremely important. “For by Him all things were created that are in heaven and that are on earth, visible and invisible, whether thrones or dominions or principalities or powers” (Colossians 1:16). Jesus was there with God in the creation of this universe. John wrote, “In the beginning was the Word, and the Word was with God, and the Word was God. He was in the beginning with God. All things were made through Him, and without Him nothing was made that was made” (John 1:1-4). The writer of the book of Hebrews tells us that Jesus is not only the

heir of God, but He also made the worlds (Hebrews 1:2). Jesus controlled the weather (Matthew 8:23-27). Jesus controlled the fish of the sea (Luke 5:1-9). Jesus raised the dead (John 11:1-44). Jesus did these and other miracles to prove that He was God in the flesh. Jesus is the creator of the universe and the Savior of anyone who believes in Him as their Lord and Savior. The apostle John wrote, “That which was from the beginning, which we have heard, which we have seen with our eyes, which we have looked upon, and our hands have handled, concerning the Word of life—the life was manifested, and we have seen, and bear witness, and declare to you that eternal life which was with the Father and was manifested to us” (1 John 1:1-2). Jesus said that before Abraham was born “I am” not “I was.” Indicating that He is the eternal God (John 8:58). There never was a time when Jesus didn’t exist. Jesus Christ holds this universe together and maintains the balance of natural forces necessary for life to exist on this earth. He keeps the galaxies, stars and planets in their proper place in the heavens and controls their motion. Jesus Christ controls all the energy of the universe; He controls gravity, centrifugal and centripetal force. Jesus Christ controls every law of nature. The miracles He did while He was on this earth prove that! Someday He is going to release this force and the whole universe will literally explode. Peter tells us, “But the day of the Lord will come like a thief. The heavens will disappear with a roar; the elements will be destroyed by fire, and the earth and everything in it will be laid bare” (2 Peter 3:10). Jesus is the creator and sustainer of this universe. We can thank Jesus for “upholding all things by the word of His power” (Hebrews 1:3).

Humans like to think that they control most of the circumstances of their life, but that’s just wishful thinking. A person doesn’t choose the time they are born, or the city, state or nation they are born in. No person can choose who their parents will be, or how many brothers and sisters they will have. No person can choose whether they will be a man or woman. No person can choose the color of their skin before they are born. No person can choose whether they will have high intellectual abilities or not. The lives of all God’s children are ordained by God (Jeremiah 1:5). Every breath a person takes is controlled by Jesus Christ (Daniel 5:23). Jesus Christ rules supreme over every circumstance of humanity. Since Jesus Christ controls the beginning and the end of our life on this earth, doesn’t it make sense to allow Him to be the Lord of our life for all eternity? It’s your choice!

Like so many ag pilots, my first spray season in 1974 was flown in a Pawnee. My particular type Pawnee was known as a Hutcherson Pawnee with metal wings and fuselage, spring steel gear and a 250-horsepower engine (O-540 Lycoming with high compression pistons requiring 100 octane av gas). To me, the “metal” Pawnee flew better than the rag wing of that day. This was before the fuel cells were in the wings, but
instead were installed in the fuselage between the hopper and the engine. These early model Pawnees’ nose bowl was painted red. We used to make jokes (not very funny if it was you) that the red nose of the Pawnee was nothing more than the end of a match stick! Of course, this was because of the danger of the fuel bladder so close to the engine, with the red nose bowl striking the ground causing many times the aircraft to burst into flames, and the demise of the pilot, a widow maker. Later in my ag aviation career (1980), one of the ag planes the company I owned (ironically ➤

called Ag Air) operated a Pawnee. So, I had several logbook pages recorded flying this aircraft. I basically knew what to expect from it. The last time I had flown a Pawnee was almost exactly a year ago when I was in Tucson, Arizona to make an evaluation flight of the Goddard Lift Kit mounted on a rag wing Pawnee.
well it was trimmed in flight and not to evaluate its characteristics loaded. That is to be regretted, because most ag aircraft will fly well empty. It is when they are loaded that their handling characteristics are the most important. It was winter time and Garcia’s loading facilities had been disassembled for off-season maintenance.
Ernesto Franzen (AAU Latinoamerica’s Brazilian representative) and I arrived at Ribeirao Preto late in the afternoon. Garcia kindly picked us up at the airport. By the time we were at the airstrip, the sun was setting. During the evening Garcia made the awaited invitation to fly his Pawnee. I am always humbled when a long distance friend, one I’ve never even met, so graciously extends to me an invitation to fly his aircraft. Garcia only advised me that I would see an “ocean” of sugar cane once I was in the air. No precautions from Garcia about being careful, or any particularities to the aircraft.
Typical of an ag plane with winglets installed, the pilot will feel how yaw is kept to a minimum. Although this is not usually a problem with single engine ag planes, it is the feel of stability that this lack of yaw gives to the pilot. In the turns, the rudder is more responsive and the aircraft has a “tracking” feeling on its way back to the field.
The next morning, upon careful preflight of the D-model Pawnee, I found it to be in perfect condition. It had a SATLOC unit and a winglet system designed by Dr. Marcos Vileala and Garcia installed.
To me, the Pawnee has always been a fun ag plane to fly. It handles well empty. Questioning Garcia, he told me the winglets were designed through a trial-and-error method. A local fabrication shop built the molds for the fiberglass winglets. The installation is like other winglets that I’ve seen on U.S. ag aircraft, basically replacing the wing tip using screws to secure it. That these winglets looked like the Brazilian Ipanema should come as no surprise — Garcia and Dr. Vilela gave the design to Neiva due to the red tape involved in certification. To me, the Pawnee has always been a fun ag plane to fly. It handles well empty. This morning I flew the aircraft empty, simply to determine how B 34 | agairupdate.com
The slower an ag plane becomes in the turns, the more rudder movement is required. If the turn is a climbing, nose falling through, turning back toward the field-type turn, the pilot can literally have the rudder pedals pressed to the floor. With winglets, this doesn’t seem to happen as readily. Without an accurate way of measuring the difference, it is a sensation of feeling that the aircraft has more capability to be pulled harder on the elevators and literally pointed back to the field. In less words, the winglet Pawnee turns even better than before winglets. I did not witness a swath from this winglet Pawnee. However, I saw pictures showing a visible reduction of vortices. Admittedly, a better evaluation flight would have been with the aircraft loaded and a video taken of the swath, examining its make up. This particular flight was made without intention of such intense evaluation, only a simple early morning fun flight. I don’t know if Garcia will pursue marketing the Pawnee winglets. Undoubtedly, they are an improvement to the aircraft. Garcia is a busy and successful ag aviation operator. He may just keep this luxury to himself!

NTSB Identification: WPR21LA130 Date: March 13, 2021, Location: Laton, CA Aircraft: Bell 206B Injuries: Minor The pilot reported that, while conducting an aerial application on a field, he overflew one set of powerlines, however, struck the second set of powerlines shortly after. Subsequently, the helicopter impacted terrain and came to rest on its left side substantially damaging the fuselage. The pilot reported that there were no preaccident mechanical malfunctions or failures with the helicopter that would have precluded normal operation. Probable Cause and Findings— The National Transportation Safety Board determines the probable cause(s) of this accident to be: The pilot’s failure to maintain clearance from powerlines during low-altitude maneuvering.

Before the load was completely dispersed, the airplane ran out of fuel and the engine lost all power. During the forced landing in a flooded rice field, the airplane flipped over, resulting in substantial damage to the forward right lift strut. The pilot stated that there were no mechanical anomalies with the airplane that would have precluded normal operations. Probable Cause and Findings—The National Transportation Safety Board determines the probable cause(s) of this accident to be: The pilot’s failure to ensure an adequate fuel supply for the intended flight.
NTSB Identification: CEN21LA313 Date: July 11, 2021 Location: Newell, IA Aircraft: Air Tractor AT802 Injuries: Minor The pilot reported that he was in the process of spraying a corn field and climbed to avoid trees that were in his path. When he descended back toward the field, the airplane settled more than expected and the landing gear and bottom of the airplane hit the corn. The pilot was unable to climb the airplane out of the corn and the left wing hit the ground. The airplane rotated about 180°, bounced, then impacted the ground on the right wing and engine, before it came to rest upright. The pilot was not injured and he stated that there were no mechanical malfunctions that would have precluded normal operation. The airplane sustained substantial damage to the engine mounts, both wings, and empennage. Top Six Ways to Know if What You’re Reading is Factually Accurate In the aerial application industry - or modern farming in general - people have questions. Sometimes they have misperceptions. In a world where misinformation swirls the internet, what are the facts and how do we combat the information that’s not true? We all probably have that one friend or relative that seems to always fall for the latest conspiracy or fake news story - here are some ways to know if what we’re reading is correct or not. • Look up the author. If you’re reading something that makes you feel skeptical, look up their name and their background. If they’re writing an article about animal agriculture, are they a livestock farmer from a small town or are they a vegan animals rights activist from New York City? Understanding their educational background helps a lot to know if they’re knowledgeable

in their field. You can also Google their name with keywords like “organic” “nonGMO” or “vegan” to see if they’re extremists or tied to food corporations or activist groups with an agenda. • Google it “debunked.” Let’s say you’re reading an article that’s gone somewhat viral. For example, I was reading one that was talking about how wheat is “drenched” in glyphosate and that it’s Roundup - not gluten - causing all sorts of medical issues. The article seemed suspect, so I googled “roundup wheat debunked” and all sorts of articles showed up debunking this fake news story. The original viral article was written by some Mommy blogger with no credible evidence. The articles out there that debunked this story were written by professionals, like wheat farmers, the ➤

wheat board, and so many others who have firsthand experience growing wheat and who are the real experts on the topic. • Is it on the news? Has the FDA covered it, have the products been recalled? Let’s say, for example, there is a legitimate reason to avoid a certain food - like an e.coli outbreak in lettuce. If this is the case, it will be all over the news and reputable expert outlets like the USDA or FDA will make announcements that there is a serious reason to avoid a food product. • Are they selling something? “Fear” is the new “sex” when it comes to making a sale. Especially in agriculture, the marketing behind food can sometimes be quite ugly. Some authors may also be selling a book or ideology. Asking for donations? Don’t fall for misinformation as a sales tactic. Is “organic” or “Non-GMO” really that pure or are food corporations creating false health halos to sell a product? Is it really beneficial to give up meat? Likely not, but follow the money trail behind the anti-meat movement for example and you find that animal rights activist groups extremists are usually the ones behind the funding of all of this to solicit donations and push a “go vegan” agenda full of misinformation. • Try fact-checking websites. Although it isn’t always perfect, I do recommend checking out www.snopes.com which does a pretty good job fact-checking the hot topics. If you’re reading something that’s gone viral and not sure what to make of it, there’s a good chance that Snopes has already contacted the experts and has done their due diligence to post the real facts. • Look for peer-reviewed evidence. Fear is easy, science is hard. Sometimes people just need to do a better job reading into topics and not be intellectually lazy. Often times you’ll read or hear a story that says, “studies show,” but where are the studies? Extraordinary claims require extraordinary

evidence. Look deeper into the topic, read the actual study, connect with legitimate credible experts on a certain topic and don’t believe everything you read right off the bat. Evidence, evidence, evidence.
At the end of the day, we have to think about who the real experts are and apply critical thinking and common sense. If you have a problem with your teeth, you go to the dentist. It’s important that we raise awareness and showcase transparency with the agrochemical industry. We all care about the planet and our health, but if anyone can explain safety, rate, application, training, physics, equipment, weather and so much more, it’s the applicators - professional applicators, farmers and agronomists that have the power to advocate. Improve public perception and have a real positive impact on just how fortunate we are to have such a safe and abundant food supply.

Hypoxia The scenery is often spectacular when flying close to the ground, but there are many advantages gained by flying at higher altitudes. Communication improves, as does navigation (other than GPS). Convective activity often decreases. Flight visibility (if out of the clouds) and true airspeed both benefit from higher altitudes. But these benefits come at a cost. As one ascends, the ambient pressure decreases. On average, it decreases one inch Hg for every 1,000 feet up to 18,000 feet. The rate of decrease is not linear, although close. From sea level (at 29.92 inches Hg on a standard day), pressure decreases by half to about 14.9 inches Hg at 18,000 feet. As pressure decreases, gas expands. That includes the gas in your intestinal tract, sinuses, and ears.
Remember that hypoxia impairs your ability to recognize that you are impaired.
This is not an issue if the pressure can be relieved. If blocked, though, incapacitating pain can result. We therefore recommend not flying with a cold or congestion, even if you’re asymptomatic on medications. Gas introduced from medical procedures, even dental work, will also expand and might not have an escape route. I highly encourage discussing these issues with your treating physician (or, even better, your AME) before getting into an aircraft (personal or commercial).
Oxygen is carried in the blood primarily on the hemoglobin molecule (98%) with some directly absorbed into the blood (as it is in water). Each hemoglobin molecule carries four oxygen molecules, each progressively bound more tightly. The whole dissociation curve is nonlinear and can shift from more tightly bound to less tightly. Factors that favor the latter include increased carbon dioxide, acidity, an increase in 2,3 DPG (an organic compound involved in O2 movement), and heat. Of interest, these factors increase with exercise, which makes sense as that’s when O2 demand is highest.
In addition to pressure, the amount of available oxygen also decreases when you ascend. Even though the percentage of oxygen in the atmosphere is nearly constant at 21%, the amount of pressure is less, resulting in one half the amount of oxygen at 18,000 feet than at sea level. This is typically not a problem for someone young and fit, but most risk factors for A 36 | agairupdate.com
decompression sickness (DCS) also increase the risk of hypoxia (below). Use of supplemental oxygen is highly recommended above 5,000 feet, especially at night. 14 CFR section 91.211 outlines the legal requirements, but these are minima. Note also that the nasal cannula, preferred by many pilots, is inadequate for the higher altitudes.
Factors that adversely affect the oxygen carrying capacity of blood include: smoking, anemia (even though the pulse oximeter can remain normal), abnormal hemoglobin (sickle cell disease, thalassemia), etc. Prolonged sitting can also lead to impaired oxygen delivery (stagnant hypoxia).

For those pilots who SCUBA dive or snorkel, we recommend no flying after SCUBA for at least 24 hours, whether there was a mandated decompression stop or not. The risk of DCS increases with the depth, bottom time, and number of dives. Other risk factors include age, fitness, obesity, smoking, sleep loss, dehydration, alcohol and other drugs, some heart defects, cold water diving, and lung disease. Flying at low altitude or in a pressurized cabin does not eliminate the risk. I personally have seen divers develop DCS after driving over a 3,200-foot pass following several dives at sea level. When diving, consider safety stops even when not mandatory, stay hydrated, and maximize the surface interval. Note that skin diving, while safer than SCUBA, is not risk free. Repetitive deep dives while holding your breath can increase nitrogen build up in blood and tissues; DCS can result. Remember that hypoxia impairs your ability to recognize that you are impaired. The best defense, other than supplemental oxygen, is to know your personal symptoms. In this issue’s Aeromedical Advisory, Dr. Northrup addresses some of the available training. Leo M.
