Three Items of Interest I have three topics that I would like to cover in this November editorial. I will start with the first of the three, the Celebration of Life for my longtime friend, Grant Lane. On October 13 and 14, Grant’s life was celebrated at Lane Airpark in Rosenberg, Texas. Friday, Grant’s ashes were spreading along the runway in his Super Cub flown by his son, Logan. This was the same procedure that Grant did for his father, George Lane. Saturday was an afternoon filled with Grant’s friends, both locally and business-wise. It was a beautiful service. Of the thirty-plus years I have had a very close relationship with Grant, I never envisioned his passing. That was something we did not dwell on except as a passing joke. Well, that was until March 19, 2021, when I had my stroke. At that time, we realized life was too short and precious. Grant got his wake-up call in April 2022 upon his return from one of our many trips to Latin America. He was diagnosed with cancer. Grant, being the man he was, fought a courageous battle against this evil disease. Thankfully, we could spend four nights and five days together in a Florida coastal town, tinkering on my boat and simply enjoying ourselves. He passed away six weeks later—Godspeed, my friend. Also, this October came the passing of Fred Ayres. I first met Fred while a first-year ag pilot in Dawson, Georgia, in 1974. Being a first-year ag-pilot, nobody could tell me much. I wanted to tell others! Fred had recently started his ag-pilot school in nearby Albany, Georgia. I “offered” to teach at the school. I had a flight instructor rating all of eight months, but had used it only for three months before I started to fly ag. In my mind, I thought that I could point out things to ag students that more seasoned ag pilot teachers had forgotten long ago. Boy, was I mistaken. Fred politely informed me that he had enough ag pilot instructors. However, that was not the end of our association. In 1980, I bought the first PT6A-11AG Thrush from Fred, i.e., Ayres 6 | agairupdate.com

Corporation. A few years later, in the mid to late ‘80s, Fred bought advertising in AgAir Update. We have always been friends, and his loss is a significant one. If you have not read his bio, you should. One of the things that Fred and I had in common, other than being Thrush pilots, was we both were inducted into the National Agricultural Aviation Hall of Fame and the Georgia Aviation Hall of Fame. I don’t know if Fred ever realized that point, as my induction into Georgia’s Hall of Fame occurred the same week Fred passed. Referring to my induction into the Georgia Aviation Hall of Fame, if you already don’t know, it is true, and I am honored by it. Although I have not been told anything about the “voting” statistics, I know many of you voted for me. You might say I had a distinct advantage with thousands of readers worldwide from whom I requested their support and vote. I thank each of you for taking the time to do so. I am humbled. The ceremony occurs in nearby Warner Robins at Robins Air Force Base’s Georgia Aviation Museum in April. I am told it is quite an affair, tuxedo level. I will have to rent one! In December, I will meet with a videographer for an interview. I am a bit nervous about that, but I suppose the videographer can edit out my mistakes. Hopefully, there will be enough video footage remaining after his edits! October has been an interesting month for me; some of it filled with sadness and some of it with joy. I am grateful to be able to write this editorial. Until next month, Keep Turning…

Agricultural aviation faces difficult times. As if the usual and now unprecedented economic hurdles weren’t enough, misinformed individuals often elect our highly visible airplanes as the main culprits and use any application drift incident as ammunition to push more and more restrictive regulations against us. That’s the main reason so many ag aviation associations are promoting application quality programs for their members. In addition to the added professionalism and the unwavering desire to make timely professional applications, calibration clinics are a very effective tool against unjust blame. 10 | agairupdate.com

ANEPA - the Asociación Nacional de Empresas Privadas Aeroagrícolas - the Uruguayan national agricultural aviation association, is no exception. But instead of “reinventing the wheel,” as often is done, ANEPA turned to its sister association in Argentina, FeArCA, the Federación Argentina de Cámaras Agroaéreas and adopted the same continuing improvement program, the Programa de Mejora Continua. Grupo APC, a private company, has been developing this calibration clinic with FeArCA for the last four years, with involvement from INTA, the National Institute for Agricultural and Cattle Technology. ➤

The first Uruguayan ag operator to adopt this Programa de Mejora Continua was Progreso Aeroservicios, owned by Néstor Santos, who also serves on the Executive Board of ANEPA as Secretary. As its name indicates, Progreso Aeroservicios is a very progressive operation with a central base in the city of Progreso, Department (county) of Canelones, not far from the country capital of Montevideo and the ritzy Punta del Este resort. Founded by Néstor in 1983 initially as a banner towing business, Progreso added aerial applications to its services in 1988 with a Cessna 180 and a Pawnee PA-25 and grew up steadily to its present ag fleet of one Air Tractor AT-502, two Air Tractor AT-402Bs and four Cessna C-188 Ag Trucks. Besides aerial applications, Progreso Aeroservicios still provides banner towing services, power line inspections, air taxi, and aerial photography. For those services, Progreso Aeroservicios uses two Cessnas 182s and a Taylorcraft, as well as three Robinson helicopters, two R-44s and one R-22. ➤

With aerial application being its primary business, Progreso Aeroservicios submitted its first evaluation in the Programa de Mejora Continua by Grupo APC in July 2023.

The Programa de Mejora Continua application begins with a survey made through questionnaires among all the personnel - pilots, loaders and support - to determine how knowledgeable they are concerning pesticide applications.

According to Juan Molina, president of Grupo APC, the Programa de Mejora Continua aims to reduce both the water and the carbon footprints of defensive applications, optimizing the use of natural resources like water and increasing the efficiency of pesticides to maximize results and protect the environment.

Next, a meeting is conducted with all the personnel involved to get everybody to commit to the process.

Finally, a calibration clinic is made with the operation’s ag planes. For this evaluation, Grupo APC prefers to use a line of water-sensitive cards placed on unique card holders, which keep the cards facing the wind and at a 45° angle with the ground. These cards are then placed on a table scanner or photographed with a cellphone, and commercial software evaluates the spray deposition in that pass. Grupo APC is developing proprietary software for this, using artificial intelligence.

One of the objectives of the Programa de Mejora Continua is to prepare aerial application professionals for this change. While Progreso Aeroservicios was the first ANEPA member to undergo the Programa de Mejora Continua, others followed. Juan and his Grupo APC team have already evaluated many FeArCA members. The Programa de Mejora Continua doesn’t apply only to ag aviation; ground applications and drone operations have been submitted to it, which gives Juan a unique perspective on the quality of these three ways to apply 16 | agairupdate.com

To survive, ag aviation must make every endeavor possible to avoid drift incidents and improve the quality and effectiveness of aerial applications. A New Dawn for Aviation Maintenance Training Editors Note: This article originally appeared in the November 2022 issue of FAASafety Breifing. Since publication, the new standards went into effect in August of 2023.

by Tom Hoffmann, FAA Safety Briefing Magazine Managing Editor By now you’ve likely heard about the FAA’s changes to part 147 regulations for aviation maintenance technician schools (AMTS). But do you know what exactly the rule changes and how that might affect you as either a prospective aviation maintenance technician candidate or training provider? Let’s take a look at the revised regulation and see what impact the new changes will have on the aviation maintenance industry. The new part 147 rule — save for a few amendatory instructions we’ll cover later — went into effect on Sep. 21, 2022. Although an FAA rulemaking effort was already underway, Congress directed the agency in December 2020 to publish interim final regulations for new AMTS requirements under Section 135 of the Aircraft Certification, Safety, and Accountability Act.

What is Part 147? In general, the part 147 regulations lay out specific requirements an AMTS must meet in order to provide aviation maintenance training that is designed to qualify someone for a mechanic (aka, AMT) certificate with airframe and/or powerplant rating. Those requirements cover four main areas: • The facilities, materials, and equipment appropriate to the AMTS • A provision for an adequate number of qualified instructors • Quality control procedures (attendance, records, etc.) • The curriculum We’ll first look at the curriculum since this was the focal point of the proposed regulation change. An AMTS curriculum shows what the school will train its students on, so they will have the knowledge and skills to be prepared to test for a mechanic certificate. Under the previous regulation, AMTSs needed to have their curriculums approved by the FAA and were required to include the subject areas and course content items found within the part 147 appendices. 18 | agairupdate.com

However, mechanic applicants were then tested using the Mechanic Practical Testing Standards (PTS). This resulted in differences between the curriculum standard and the testing standard, which was confusing to AMTS and mechanic applicants alike.

ACS Alignment Under the new rule, AMTSs can create their curriculum without the need for FAA approval, provided it still meets the regulatory requirements of subject areas and skill training. The guiding document for developing the curriculum is now the Mechanic Airmen Certification Standards (ACS). The ACS is the new and more comprehensive testing standard that has already replaced the Practical Test Standards (PTS) for several airmen certificates. The Mechanic ACS includes high-level subject areas and standards with which the curriculum must now align. The FAA developed the ACS in cooperation with an industry working group established under the Aviation Rulemaking Advisory Committee (ARAC). The goal in creating the ACS was to drive a systematic approach to the airmen certification process, including knowledge test question development and conduct of the practical test. Part 147 references the ACS and provides a link to where it can be found (see Learn More section below). Regarding those amendatory instructions mentioned earlier, the incorporation by reference of the mechanic ACS is echoed in 14 CFR part 65, which covers the knowledge, experience, and skill requirements for AMTs. However, to accommodate AMT applicants who prepared under the old curriculum requirements and the PTS, the FAA will not begin using the ACS as the testing standard until after July 31, 2023. Until then, the Mechanic PTS will continue to be used for anyone testing for a mechanic certificate or added rating. This schedule also provides time for AMTSs to begin preparing students using the ACS as the curriculum standard. So what exactly does all of this mean? Bottom line is that as of Sep. 21, 2022, AMTSs began using the ACS as the training standard, and beginning Aug. 1, 2023, the FAA will begin using the ACS as the testing standard for anyone who tests for a mechanic certificate. ➤

Customize and Optimize Another significant change is that the new regulation does away with the minimum time-based requirements (previously 1,900 hours for both an airframe and powerplant certificate). Instead, the new rule allows for a more flexible, performance-based standard. It also allows the AMTS to develop a curriculum that is more suited to that particular school and does not preclude the school from including additional course content beyond what’s in the ACS. Please note that a compliant AMTS curriculum still needs to include the high-level subject areas listed in the Mechanic ACS, as well as the broader course content items, concepts, and practical projects under each high-level subject. The AMTS community has applauded the new rule and believes it provides the opportunity to modernize and reorganize curriculum requirements with much needed flexibility in subject matter selection and instruction delivery methods. For example, an AMTS will no longer need to seek approval for a distance-learning training program; it would just need to be described in the school’s Operating Specifications (OpSpecs). While the FAA won’t approve an AMTS curriculum, schools will be held to what they develop in their OpSpecs and must adequately describe how they plan to develop and deliver their curriculum. Rather than the FAA telling the AMTS how to deliver the curriculum, the AMTS tells the FAA how it will deliver the curriculum to ensure the student has the knowledge and skills necessary for attaining a mechanic certificate and associated ratings. In addition, an AMTS must also provide a description of its facilities, equipment, and materials, as well as how it will provide the necessary qualified instructors.

Additional Changes It’s worth noting a few other changes to part 147 that provide some additional flexibility for an AMTS. For example, the change to section 147.15 allows an AMTS to provide training at any fixed location other than its primary location, including locations outside of the United States. This might be helpful for a school that is unable to teach a certain skill or subject, like welding, at its primary location, or allow an AMTS to partner with a high school to provide training as an additional location of the AMTS. The additional locations must meet all part 147 requirements and would need to have facilities, equipment, and materials appropriate to the curriculum and the number of students being taught at that location. Also, instead of quality of instruction being based on a nationwide norm, AMTSs need to maintain a pass rate of at least 70% of students who took a written, oral, or practical exam within 60 days of graduation during 20 | agairupdate.com

a three-year reporting period. This change provides a standard that does not vary over time or depend on the performance of other AMTS. The new 147 rule also requires that an AMTS have a quality control system by either being accredited, or by having an FAA-approved quality control system that contains specified procedures. However, accreditation must be by an accrediting agency that is recognized by the U.S. Department of Education. Since most AMTSs are accredited in this manner, this will relieve them from needing FAA approval of grading and attendance policies. There’s added flexibility with instructor requirements too. AMTS instructors may be an FAA-certificated mechanic or be a “specifically-qualified” individual to teach a portion of the school’s curriculum. An AMTS will need to demonstrate that any non-certificated instructors are qualified to teach their assigned content. The 25:1 student-to-instructor ratio in shop/lab classes is retained, but the requirement that the one instructor in that ratio be FAA certificated was removed.

A Good State of Repair With 187 FAA-certificated part 147 programs that enroll approximately 20,000 students across the country, the improvements and regulatory relief provided by the new part 147 regulations are likely to have a widespread and lasting impact on the aviation maintenance community. Under the new rule, AMTSs will have a greater say in how and what they teach, and as a result will be better suited to meet the demands of the evolving aviation community. And with the ability to make training available in more places, AMTSs may also be able to expand enrollments and foster a muchneeded growth of the aviation maintenance workforce.

Arthur Leland Shelton, 87, TX, Passes Arthur Leland Shelton, 87, of Hereford, passed away on Saturday, September 30, 2023. Memorial services were held Saturday, October 7, 2023 at Avenue Baptist Church in Hereford with Pastor Billy Joe Wall officiating. Born May 17, 1936 in Taft, California to Olin and Thelma Shelton. He was the 2nd of 5 children. Leland was a graduate of Dimmitt High School. He joined the Army after High School, where he became a paratrooper. In 1958, Leland moved to Hereford and began working for B&O Spraying Co. In 1960, he met Mary Patton, the love of his life, and they were married on July 30, 1961. Shortly after their marriage he started flying lessons and in 1964, he got the opportunity to become a partner in the company, and it became Whiteface Aviation. He was the managing partner until 1986, when he became the sole owner. During his time in the industry, he received many awards and recognition. He was proud of his service in the Texas Agricultural Aviation Association and the National Agricultural Aviation Association, where he served as president of both in 1983 and 1985. He was chairman of the committee that developed Operation SAFE, which has been instrumental in the industry concerning spray patterns and drift control. Leland was a great hard-working husband, father, and grandpa. Always proud of his family and loved having family get togethers. He also loved the times he spent in Ruidoso. He enjoyed his family, friends, working, playing golf, fishing, and many other things. Those left to cherish his memory are his wife, Mary, of Hereford; sons, Terry and his wife, Sandy of Hereford, Jeff and his wife, Kim of Crockett; grandchildren, Jessica and husband, Nathan, Tanner and wife, Whitney, Raegan and husband, Ryan, Peyton, Teagan and wife, Sydney and Macie; great grandchildren, Sonen, Cora, Wesley, and Lyla; brother, Jerry and wife, Beth of Tulia; and many nieces and nephews. Care, Types, and GSM Explained by Byron Yonder Microfiber towels have significantly impacted how we clean and maintain various substrates, from sunglasses and television to the paint on your aircraft. Microfibers provide a great deal of absorbency, durability, and versatility, and when paired correctly with different jobs, they can significantly reduce your workload. It can be confusing what towel to use, when, where, and why. In this article, we will cover various types, the importance and meaning of GSM (grams per square meter), and provide suggestions and tips on how we use them in our everyday business.

Care for Microfiber Towels: All items in this world require some care or maintenance. To ensure the longevity and effectiveness of microfiber towels, follow these guidelines to keep your towels clean and fresh and get the most bang for your buck.

Washing: Microfiber towels should be washed separately from other fabrics to avoid any transfer. There are solutions to cleaning your microfibers and getting the most out of them.

Option A: Look for neutral-scented, non-colored, zero phosphate wash soap, often natural or organic label. These can be purchased at your local supercenter or online. Option B: Look online for specialized microfiber cleaner packets. These come at a slightly higher cost per unit, provide guidelines for soiling level and dilution ratio, and provide the best opportunity to rejuvenate the towel. Pro tip: Check your towels after every drying cycle; look for twigs, dirt, and oil stains. You will be surprised at the number of debris you find. Suppose you see something; toss the towel or take the time to pluck the contamination out. If you are in question, dispose of the towel. For 25 cents, it can cost you a detail when repeated. If a towel is used to wipe oil/dirt, have a presoak bucket with water, a microfiber towel cleaner bucket, or a small amount of all-purpose cleaner mixed in, then transfer directly to the washing machine. A second rinse and deep-water wash on your washer set will help keep the washer clean for the following washes. Some prefer to operate another wash cycle after the towels to ensure no transfer or residue will occur. ➤

Drying: Air drying is the best method for microfiber towels. Excessive heat can damage the fibers, become stiff, and lead to scratches/marks in your paint and windows. If using a dryer, opt for low or no heat settings. Do not use dryer sheets as they can leave residue/protectant on the towel, making it lose its absorbency and may repel future protective coatings or dirt, leading to more scrubbing.

Storage: Fold or roll the microfiber towels neatly and store them in a clean, dry place like a clear plastic container or tub. Avoid keeping them with other materials and rags as the fibers, when placed with other fabrics, can absorb old chemicals that may be left in other rags; remember that fabrics have different hardness, and chemicals will consistently wick from hard to soft.

Dealing with Emergencies by Ted Delanghe In deciding to go flying, we implicitly accept some level of risk. Those unfamiliar with today’s ag aviation industry often ask me how dangerous it must be. My response reflects that adage about flying not being inherently dangerous but very unforgiving of acts of carelessness or neglect. I also add that part and parcel of the industry is learning how to successfully deal with critical emergencies, where success can be a literal lifesaver, and failure can mean a terrible day at the office. In modern terminology, risk management has become the blanket term used to answer the question of how to prepare for such an eventuality. The focus is on developing good judgment and decisionmaking skills while considering the aircraft, pilot, environment, and operation. Here are some reminders, suggestions, and tips to help you stay cool when the heat

Hitting the Books I know I’m preaching to the choir here, but an excellent first step is the obvious: educate yourself on what can go wrong and how to deal with the situation. That starts with digging into the Aircraft Flight Manual in depth, not only at the beginning of a season with recurrent training as most operators do, but with spot reviews during downtime due to a grumpy Mother Nature or other factors. Ensure you are well versed in the Limitations, Normal Procedures, and Performance sections, but also make sure you know the Emergency Procedures cold by practicing them repeatedly on a static airplane on the ground. I remember one pilot who told me he didn’t pay much attention to the Flight Manual because, in his view, all aircraft handle more or less the same, and the best way to get to know the airplane is to hop in and fly it.

When you first sit in the cockpit of a different type of aircraft than what you’ve previously flown, there is a learning period where you get used to different handling qualities, different instrument setups, and such. There is a feeling of awkwardness until the unfamiliar (where is that darn flap switch) becomes familiar, where your hands automatically reach for the right switch at the right time. This is particularly important when the heat gets cranked up.

There is some truth to that statement, but it misses the point that the finer details of each aircraft may have some coffin corners that are not immediately apparent. There is also a world of difference between what potential problems can arise with a fixed-pitch Pawnee and today’s much larger and considerably more complex turbine aircraft.

The Educated Hands Dealing with any emergency is not only a matter of academic knowledge of the aircraft systems, but it is also very much a function of what is known as muscle memory, the ability to reproduce a particular movement without conscious thought, acquired due to frequent repetition of that movement. Some common examples are tying a shoe, typing, or throwing a baseball, where practice reduces the act to 32 | agairupdate.com

Here’s one example of educated hands saving my bacon. I was working on a forestry spraying project with a group of Thrush S2Rs. The spray runs were often 15 or more miles long, and the terrain altitude varied considerably from the central blocks to sheer plateaus 800 feet higher. On one of the runs, I leaned out the engine upon reaching the plateau. On the return run, I reduced power in descent to the lower block and pushed the throttle ahead upon leveling off. The engine sputtered and coughed, and I immediately pulled up and activated the emergency fuel pump, to no avail. ➤

I remember thinking furiously what the problem could be! As my brain was wrestling with that situation, my left hand, seemingly of its own accord, pushed throttle and mixture full forward. I don’t recall actively thinking I should do that, but I had practiced simulated emergency engine failures on the ground that required the same throttle quadrant response. My ‘educated’ hand knew what to do, even if my brain panicked.

Maintain Control The first critical item to be followed in an emergency is to ensure you maintain positive control of the aircraft so that a bad situation doesn’t worsen. Remember that a zero-thrust aircraft slows down quickly, so any cranking or banking can get you really close to stalling before you know it. One incident I investigated involved an engine failure at spray height, followed by jettisoning a full load in response. The pilot wasn’t fast enough to counteract the extreme pitchup that came with such a procedure and had not practiced jettisons with a full water load. The aircraft subsequently stalled and dropped one wing, which contacted the ground, 34 | agairupdate.com

spinning the aircraft in a yaw so violently that the engine was found almost 100 feet from the main crash site. Had the pilot (who emerged from the incident unscathed) been familiar enough with the aircraft response to a load jettison, he would have most likely landed in the field without further ado.

Make it a Learning Experience After an emergency or abnormal situation, take the time to analyze what happened, and write down what you can remember about the entire situation from first indications to conclusion. And don’t sugarcoat things. It’s a time to be as objective as possible about how you handled the situation and what you wish you had done differently.

Is it an Inflight Shutdown? Clear communication can sometimes be challenging. What a person feels, senses, or perceives can challenge beliefs and reality. I am not trying to get philosophical; I am only trying to point out that perspective can significantly influence communication. I have had discussions about engines that have “shut down” in flight. Although this can happen, it is rare in my opinion and estimation. More likely, a power or prop change has altered the aircraft’s operations. The airplane has lost power for whatever reason, but the communication to us is that the engine shut down. I want to discuss here how the PT6A operates and why an actual in-flight shutdown is very rare. Operationally, you have heard me and others say many times during training classes and discussions that an engine will stay running as long as it has fuel. Let’s review how an engine functions and why that statement is true. When you start the PT6, you engage the starter/generator, turn on the igniters, and watch for an indication of oil pressure. This begins to spin the compressor, and we look for a rise in Ng (compressor speed). We want to obtain the maximum amount of Ng before we add fuel. The minimum Ng that must be obtained is 12%. If you cannot reach this level, you must abort the start and investigate. The most common problem found would be the batteries. To avoid battery issues, we use, and recommend using, a ground power source when starting. Starting is one of the most strenuous times for your batteries. Once Ng has accelerated past 12%, you can advance the fuel lever to the ground idle position. If you have an older service bulletin level engine that runs glow plugs rather than spark igniters, you must allow Ng to stabilize for about five seconds before adding the fuel. Once ground idle has been obtained, you can disconnect your ground power, switch the starter to generator mode, and turn off the igniters. Many of you are aware of this start sequence. Here is what is going on inside the engine. The air produced by the 36 | agairupdate.com

gas generator begins to go to work inside the engine. Air pressure closes drains and starts to flow through the engine for use. Air seals begin their function (that is another topic when we are talking about engine construction). The oil system begins to circulate the oil within the engine. Some portion of the now-warming oil flows through the fuel-to-oil heater, thus preheating the fuel for ignition. Once the fuel lever is moved to the ground idle position, the fuel control senses the requirement to provide fuel for the engine. Air pressure is used inside the fuel control to send the fuel to the fuel nozzles. Initially, the fuel is provided at a PSI that only supplies fuel to the primary portion of the nozzles. When air pressure increases, the fuel is delivered to the secondary portion of the nozzles, and ground idle speed is reached. With the compressor spinning and fuel burning, the compressor turbine takes over operations by driving the compressor. If it receives the hot compressed gasses from the compressor/fuel burning process, it will continue to drive the compressor. Therefore, we say that the engine will stay running as long as there is fuel. To complete the cycle of events, the hot gasses leave the compressor turbine blades and are directed to the power turbine blades. This spins the power turbine disk, which turns the reduction gears in the power section and, in turn, rotates the propeller. If you have an issue with something in the air system that controls the amount of fuel delivered, or if you have an issue with a fuel control, what is the result? The fuel control doesn’t stop sending fuel to the engine. It does, however, reduce the rate of fuel to a level that we reference as minimum (or min) flow. This amount of fuel is enough to keep the engine running. ➤

The most common cause that I have seen, however, is running the engine/airplane out of fuel. This has happened more than once. When the days get long and you are tired, remember all the training you have sat through. Remember to take a breath, take a moment, and take on fuel.

That is why many times, after having an issue and landing the airplane, the pilot still must pull the fuel lever back to cutoff and shut the engine down. This will be something that is less than ground idle, but it is enough to keep the engine running. In an emergency, this allows the aircraft to be landed safely. Keeping the engine running at minimum flow also allows the pilot to use the manual override, if equipped, to land safely. If you are flying around and suddenly, the engine rolls back to min flow, it may feel like the engine has quit. In most cases, however, it is still running. There have been instances where an in-flight shutdown has occurred. If you have a catastrophic failure of engine components, it could happen. 38 | agairupdate.com

In my many years on Earth, it has become apparent that communication is something we all struggle with but is vitally important. I also find it interesting that in the countries I have visited where I don’t speak the language, I can still communicate with other mechanics about enginerelated matters. If we work together to understand the points each of us is trying to get across, we will gain understanding and knowledge. The event hosted a wide range of aircraft, hot air balloons, an Aeroshell team performance, and many aerial applicators showed up to show off their aircraft and the aerial application industry.

Could A2 Milk be a Competitive Advantage From Plant Based Competitors? “A2” milk - Could this be coming to a school near you? Do you and your family consume a lot of dairy products? And are you or anyone you know sensitive to it? Although it’s a tiny percentage of the population, there’s nothing wrong with a traditional cow dairy trying to keep milk in the forefront while tweaking a few things. Look closely at the packaging of phase 42 | agairupdate.com

1 of this dairy sensitivities solution: “Lactose-free” and phase 2: both “A1 free protein and lactose-free.” How do we get kids fed more nutrition (like natural milk)? Well, for starters - make it a yummy flavor like strawberry! Secondly, if dairy products are free of lactose, almost everyone can enjoy them.


With the media’s food-concerned fear-mongering headlines, misinformation about the dairy industry, and rise in plantbased milk alternatives, we can choose to ignore or do something about it. That’s what M&B Dairy Products did (As one example.) When the industry bobs, they weave. It’s a myth that most people can’t have dairy, especially in the US. However, some dairies, like value-added products, help solve GI problems affecting this small population. The enzyme and equipment costs about .025 to .03 more to make milk lactose-free. This reduced sugar, lactosefree strawberry nonfat milk should be available by Thanksgiving 2023. Regular milk from an A1/A2 protein mixed herd is not a problem for most people, so people not bothered should continue doing what they have done forever. Don’t worry about it; continue to use regular milk, as it is the least expensive. However, the dairy industry needs to understand that the threats are genuine, and we can choose to ignore them or find ways to overcome them. Let’s learn more about phase two concerning dairy proteins and sensitivities: Milk has two proteins: A1, A2 or a combination of both. Most brands of regular milk are a combination of A1 and A2 protein. Research has shown that some people are sensitive to the A1 protein, so M&B Dairy slowly converted their entire herd to only A2 protein-producing cows, and some other dairies are as well. Additionally, at the appropriate time, they bred those cows with bulls or semen from certified A2 bulls only. It took about four years, but they hope this phase 2 transition helps overall. Farmers can test their cows for these proteins, and their herd started around 32% A2 (which is standard across the US) and is now 99.9% A2 only. Milk in US schools is required with meals, and A2 milk will cost the school system about .025 cents or more. However, milk can cost School systems about .65 or .70, which is .30 or 35 cents more than natural milk. This is a win for the students as they will have a more nutritious, natural product that saves taxpayers a lot of money. If the plant-based alternative companies ever develop a flavored product, the savings will be even more significant.

Happy Hour Doesn't Always End Happy by Ali Vincent It has been another long, tiring, and stressful day. How about a few drinks to blow off some steam? At times, a good cold beer after a long day of flying is just what the doctor ordered. Or is it? We should all know the consequences of a DWI: jail time, loss of a license, suspension or loss of a pilot's license, loss of income, loss of your business, loss of life, and injury. A public defender for a DWI costs anywhere between $8,000.00 to $10,000.00! An average funeral costs $13,000.00-$15,000.00! Is that enough for you? The reality of "let's have a few drinks" struck our family on Saturday, January 22, 2022. Our world was forever changed by that harmless afternoon drink and a drive home. Our daughter, Ramsie Kate, had turned 18 years old just nine days before. That Saturday night, she worked her shift at the local seafood restaurant, and she was on her way to pick up her cousin for a sleepover. A mile from her destination, Ramsie was struck head-on by a drunk driver heading the wrong way down the highway. That single action of a total stranger, and his after-work drinks, shattered so many lives. We arrived at the hospital where Ramsie was already in surgery. There, we waited for five long, stressful, and heartbreaking hours. We were finally able to see our Ramsie in her ICU room, where she lay on life support. As a mother, there is nothing that prepares you to see one of your children in the condition she was left in. All I could manage to think was HOW and WHY? On January 23, 2022, just ten days after her 18th birthday, we called in our family to say their final goodbyes. One by one, you watch your family walk into her room, all heartbroken and in shock. The priest arrives for the blessing of the sick. Finally, Louisiana Organ Procurement was called in. When Ramsie received her license, she made the decision to be a full organ donor. Our family was then dealt its final blow; the drunk driver who had a few drinks after work also took Ramsie's last dying wishes from her. All we could donate were her beautiful blue eyes. He also stole her high school prom, her high school graduation, my grandchildren; I could go on and on of endless possibilities 44 | agairupdate.com

he stole from her, and he stole from us. He was drunk. He was driving. He was selfish. This was no accident; this was completely preventable. His choices took her from us. We buried Ramsie 22 months ago, and the pain is something that never goes away. It does not get better; it is like living with a smothering blanket always draped across you. I continue to tell Ramsie's story to just change one person's mind about that happy hour and those few drinks after work and driving home. From this mother's broken heart, PLEASE drink responsibly and ALWAYS have a driver. Your life, your career, your family, and other families are all at risk when you drink and drive. Radial Engine Shortage Investors Wanted by D.P. Nobile, President of Sun Air Parts, Inc. www.sunairparts.com For the first time since the early 1970’s, it seems we are about to run out of overhauled engines. As of October, Sun Air Parts has two R-985s, one R-1830, one R-1340 geared-nose, and one R-2800CB3 in stock. We have 20 cores out for overhaul and seven engines that customers have paid for and are awaiting completion. Nine years ago, we had 39 overhauled engines on the floor. We usually have 20. When I started in the Pratt & Whitney business in high school, there were nine engine overhaul shops in L.A. County, California, about 20 in California as a whole, and probably 100 in the United States. We exported parts to another 50 shops worldwide. In the last few years, the following shops have closed: Aero Engines, Airborne Overhaul, Aircraft Cylinder & Turbine, Global Radials, Abbott, Dallas Aero, Precision Engines, Sea Air, Airmotive Inc, Rudy Blakey, Garside, Aircraft Engine Service, Kenmore, and others. Today, there are less than 10 in the USA. If you are thinking about restoring a WWII Airframe, prepare to wait in line for 8 to 14 months for an engine if you order today. Wait, and it will get worse. Ag Pilots have to convert from R-1340 engines to turbines because they cannot wait 8-12 months for an engine overhaul, and no one has outright engines available today; some will not sell outright engines. Aero Recip quit overhauling R-1340s and R-1830s. Tulsa and Younkin are backed up for 8-12 months.

If all goes well, they can expand into Curtis Wright Engines later. Russel and Chet Roberts of Chester Roberts Supply recently purchased Aircraft Cylinder Sales of Waco, Texas. CRS is in the process of moving the necessary shop tooling and fixtures to Yuba City. This week, we will move the test stand from Washington to Yuba City. It is a new, state-of-the-art test stand built by Precision Engines prior to closing shop. The reason for this letter is we are looking for an investor. The three of us have no interest in ownership. We just want another shop to support, overhaul our engines, and grow. The three of us can supply more cores than anyone could overhaul in one year. If anyone is interested, please contact me to discuss details. There is plenty of work out there, and with SAP, CRS, and Everts supply of engine parts and engine cores, California Aero Engines will be a winner.

Ag Aviation Industry Pioneer Fred Ayres Passes Fred Ayres, founder of Ayres Corporation (what would become Thrush Aircraft), and ag aviation pioneer passed away peacefully on October 6, 2023 in Albany, GA. Fred was inducted into the National Agricultural Aviation Hall of Fame in 1997, and the Georgia Aviation Hall of Fame in 2002. From spraying operations to ag flight schools, parts distribution, technological breakthroughs, ag and general aviation dealerships to a leading ag aircraft manufacturer, Mr. Ayres has worked diligently and persistently to make Ayers Corp. what it is today. In 1958, Fred started his own spray business in Blakely, GA, after flying for three years with Dothan Aviation in Dothan, AL. He was one of the first operators of the Grumman Ag Cat and operated a fleet of five by 1962. As the years continued, Ayres developed a relationship with Rockwell International, marketing their line of agricultural aircraft, including the A-9 Sparrow and A9-B Quail,


along with the S2R Thrush. In 1967, he formed Ag Aero Distributors, Inc. to handle the domestic and worldwide distribution of Rockwell ag aircraft in the world. Ag Aero rapidly became the largest distributor of Rockwell ag aircraft in the world. In 1969, Commander Air Service in Albany was acquired and all Ayres companies were moved to Albany. In 1974, Mr. Ayres started an ag pilot training school at Commander Air Service. The training curriculum began with 20 hours of dual in a 450 Stearman and progressed to 30 hours of supervised solo in all the major ag aircraft manufactured at that time. The school was an instant success, with students coming from around the world for the best agricultural aviation training available. Many of the pilots and operators here in this room today began their careers as “Ayres Aggies.“

In 1976, Fred negotiated with Rockwell International for the purchase of the Albany Plant and its general aviation assets and the transaction was completed in November 1977. During the past twenty years, Ayres Corporation has made many changes to the configurations available on the Thrush. The 510-gallon hopper was added, along with the dual cockpit, dual controls, extended wings and a variety of powerplant options from 500 to 1230 HP. The 660-gallon version is the latest off the drawing board and is powered by either P & W or Alled Signal turboprop engines. The Ayres Turbo Thrush is now flying in over 71 countries. In 1973, Ayres instituted technology that would revolutionize ag aircraft. This revolution was the marriage of the PT6A34 turbine to the basic Thrush airframe and included a centrifugal filter system that would permit the turbine to survive in the ag environment. In Dayton, Four Days, Tons Accomplished by NAAA/NAAREF Boards via NAAA The boards and committees of the National Agricultural Aviation Association (NAAA) and the National Agricultural Aviation Research and Education Foundation (NAAREF) met in Dayton, Ohio from October 4-7, 2023 and accomplished a multitude of benefits for the agricultural aviation industry. The meetings were preceded by the PAASS presenters training on the new aviation, environmental professionalism, and security curriculum for the 2023-2024 (26th season) PAASS program that will be presented at the state and regional agricultural aviation conventions this upcoming fall and winter of 2024. The meetings were led by 2023 NAAA President Craig Craft from North Carolina and on the NAAREF side, its president, Perry Hofer from South Dakota. Following precedent NAAA’s CEO Andrew Moore provided an overview of the industry and association starting with an economic overview of U.S. agriculture for 2023 based on USDA statistics. This year’s farm income is forecast to drop $41.7 billion from 2022 to $141.3 billion; a 22.8% drop. Yield declines due to drought conditions in the Midwest, particularly for corn and soybeans, are one factor attributed to this decline. Also, U.S. farm production expenses, which include aerial application services to farmers, are forecast to increase by $29.5 billion to $458 billion, or 6.9%, in 2023 compared to 2022. U.S. ag exports are forecast to decline in 2023 to $181 billion from $196 billion in 2022, a 7.7% decrease. This is due to the high price of the dollar versus other global currencies, and an anemic Biden administration trade policy that has not opened any new markets for agricultural trade. He then shifted gears to NAAA’s 2023 industry economic survey that is conducted each fall to gauge the industry’s health. The results show that the number of hours flown per aircraft this year was 324.5—a 1% decrease from the 327.6 hours flown in 2022, but a 3% increase from the ten-year average of 318 hours per aircraft. The average number of aircraft in use per operation decreased 4% from 2.51 aircraft per operation in 2022 to 2.39 aircraft per operation in 2023; however, that is 2.6% greater than the 2.32 aircraft per operation ten-year average. In terms of hours flown in 2023, of the 18% of U.S. agricultural aviation operators surveyed, 39% flew either significantly greater (8%), or somewhat greater (31%) ag hours in 2023 vs. 2022; whereas 28% flew about the same number of hours and 33% flew either somewhat fewer (22%) or 52 | agairupdate.com

significantly fewer (11%) hours in 2023 compared to 2022. Those California operators surveyed indicated that 88% treated significantly or somewhat greater acres in 2023 versus 2022, whereas in the Midwest where the drought dealt a blow to corn and soybean growers, 47% of operators surveyed treated somewhat fewer acres and 27% treated significantly fewer acres. In terms of those surveyed and their outlook for the upcoming aerial application season, 43% of 2023 operators were optimistic about the 2024 season, compared to 49% polled in 2022 about 2023’s prospects. The remaining 2023 operators were uncertain or shaky about 2024’s prospects. Moore then moved to policy issues focusing on (re) registering and labeling pesticide products for aerial use—NAAA’s biggest issue in terms of time and resources spent. Part of that is due to the Federal Insecticide Fungicide and Rodenticide Act (FIFRA) requiring that pesticides be retested for environmental, occupational, and dietary safety every 15 years. To ensure that aerial applications are labeled for use on pesticides and without unnecessary and burdensome restrictions NAAA continues to push that the agency use the more sophisticated version of the atmospheric drift model AgDRIFT, Tier 3, that includes consideration and calculation of additional drift reduction technologies, and techniques. NAAA is also having success in its efforts pushing wind directional buffer language, not just flat buffer zones. Since 2017 NAAA has commented on 267 EPA pesticide active ingredient and pesticide use policies. Moore also mentioned that NAAA has had success working with EPA, USDA, the Unmanned Aerial Pesticide Application System Task Force (UAPASTF) and other government agencies for support to modernize the AGDISP atmospheric model with a new version of computer coding. Updating the coding will help to augment the robustness of the atmospheric model to add additional drift reduction technologies from onboard meteorological systems and much more with the goal that down the road it could lead to real-time, site-specific risk assessments to calculate for each unique, individual application and not a one-size fits all approach. It also will aid in drift modeling for different drones that currently fall under an aerial label but aren’t evaluated for atmospheric drift. ➤

Moore then discussed the continued dialogue NAAA has been having with major pesticide manufacturers again this year, including Bayer, FMC and Corteva, to keep them abreast of NAAA’s use of the AgDRIFT Tier 3 model and its calculations showing mitigated aerial drift for them to use when negotiating registration of pesticides. NAAA also solicited the companies to continue to support NAAA’s advocacy, education, and safety programs. He also brought up field days NAAA has participated in to educate EPA, pesticide enforcement state lead agencies, national grower groups and major pesticide manufactures on the benefits and professionalism of the aerial application industry. Two sites in particular were at Justin and Ashley Houston’s operation, AirWorks, in Hall, Tennessee, accompanied by pilots and senior staff at JBI Helicopters, Louisiana branch, where NAAA demonstrated a swath analysis clinic to ensure an efficacious set up of the aircraft for JBI’s Jet Ranger helicopter and AirWorks’s AT 802. NAAA also participated in a field day with pesticide manufacturers and grower groups at a farm in Rock Hall, Maryland, educating EPA’s Office of Pesticide Programs staff with the help of a helicopter aerial application by Rasmus Hansen of Helicopter Applicators Incorporated in Gettysburg, Penn. Transportation policy in which NAAA is working, such as the safe integration of drones into the airspace was raised by Moore. The NAAA submitted comments per the FAA’s request determining aviation stakeholders’ thoughts about a recent aviation rulemaking committee’s (ARC) recommendation allowing drones to operating beyond visual line of site (BVLOS) without giving right-of way to manned aircraft and without detect and avoid technology. NAAA’s comments adamantly opposed this proposal. NAAA has also successfully worked to include language in the House of Representatives version of the FAA reauthorization bill on statutory language for protections to manned aircraft from UAS that are 55 pounds or greater and for drones operating BVLOS. The Senate has yet to pass their bill, but key Senators have shown support of this House language. In terms of tower marking/logging policy, NAAA was not successful in securing language in the FAA reauthorization that communications towers both mark and log towers in rural areas between 50-200 feet, both chambers of Congress require the FAA within a year to submit a report as to the reason for the delay, and to list the fatal aircraft accidents due to unmarked towers over past five years. Moore also reported some potential good news—that being that the Federal Motor Carrier Safety Administration (FMCSA) is expected to release this fall its notice of proposed rulemaking to allow states to approve the transportation of up to 1,000 gallons of Jet A without a CDL HazMat endorsement. 54 | agairupdate.com

Moore concluded the policy discussion by urging members to contribute to the AgAv PAC by visiting the website. The PAC is NAAA’s vehicle to contribute to the campaigns of candidates running for federal office that are supportive of the agricultural aviation industry’s policy issues. With the Farm Bill, FAA Reauthorization, federal aerial application research funding at ARS and other legislative issues that have come up this year, NAAA has been depleting the PAC and is in need of raising its funding levels. Moore then shifted gears to communication issues and discussed the positive ads that NAAA arranged in Farm Journal publications this year with the “Above All Forms of Crop Care” campaign that lists the benefits of aerial application and the link to our website’s search function that allows a prospective applicator to find an NAAA aerial applicator near them. The ads were in The Scoop magazine (circulation: 20,000 U.S. ag retailers and crop consultants); Top Producer (circulation: 100,000 U.S. farmers growing 1,000 acres or more); and AgWeb (circulation: 201,000 to mostly U.S. farmers). For seven years, including this year, NAAA sent out a press release to aviation, agricultural and news media sites at the season’s start informing drone operators that manned aircraft would be starting its season and to give right of way to them. Coverage was picked up by ag communication network RFD-TV’s Market Day Report that has an average viewership of 500,000 people per week and is one of RFD-TV’s top watched shows. It was also in multiple other ag and aviation sources. NAAA followed up with a press release in September informing about the environmental benefits and soil health attributes of aerial applied cover crops. The release expounded on aerial’s benefits due to the seeds ability to be applied pre-harvest for a longer growing period and due to aerial application not compacting the soil. The press release was picked up by CropLife magazine (circulation: 40,000 U.S. ag retailers), RFD-TV, and the American Ag Network that has nearly 1.65 million listeners tune in monthly and is heard on 40 U.S. radio stations including SiriusXM. Moore also stated that on numerous occasions this year NAAA has worked to set the record straight about either cynical or biased environmental or drone media coverage, such as responding to a distorted column in The Gazette of Cedar Rapids, Iowa that unfairly suggested the costs of aerial application outweigh its benefits to agriculture and society. NAAA’s biting response received its own column in the paper. NAAA also must play damage control to the media and policymakers in the rare occasion of an industry actor’s impropriety as was the case this summer of a reckless flying incident in the Midwest. ➤

Moore switched gears to safety and stewardship issues and reported on multiple communications NAAA received from aerial applicators throughout the country about illegal drone operations. NAAA initiated an awareness campaign to report illegal drone use by directing observers witnessing such activity to a list of U.S. FAA Flight Standards District Offices and state commercial pesticide application enforcement offices to report drone operations that don’t have all licenses to commercially operate drones for either imaging or application purposes. He also discussed NAAA’s aerial application professional certification program, C-PAASS, which certified 26 different ag pilots this inaugural year. The ag pilots participated in the PAASS program the past three years, an Operation S.A.F.E pattern testing clinic one of the past two years and were both NAAA and state and regional ag aviation association members. In 2024 more robust training and testing will be added to the current C-PAASS requirements, including on-line coursework that can be taken from NAAA’s website—AgAviation.org—about flying safely around wires and understanding droplet size and the best aerial spray system setup to mitigate drift. For the 2023-2024 PAASS season—its 26th year of original ag aviation safety and environmental professional curriculum—the training will focus on turning an ag aircraft safety, reiterate flying safely around wires, and impart avoiding normalization of unsafe aviation habits. The environmental professionalism module will use the atmospheric drift model AGDISP to show the importance of droplet size and boom length to mitigate drift and enhance efficacy. Accidents were then discussed of which there have been 54 total this year, ten of which, sadly, have been fatal. Eighteen of the total accidents were from controlled flight into terrain and 12 of those were from hitting power lines, six of which resulted in fatalities. In 2022 there were a total of 51 ag aviation accidents, nine of which were fatal. Moore stated that although one accident is too many there has been a 26.34% and 7.5% accident decrease in annual accidents and annual fatal accidents, respectively, since PAASS hit the stage in 1999 and drift claims have decreased by 26 percent. Moore then shifted gears to the 2023 NAAA convention (Ag Aviation Expo) that will be held in Palm Springs, California, December 4-7. The Kickoff Breakfast speaker on Dec. 4 will be aircraft engineer Burt Rutan, designer of the Voyager that circled the globe non-stop without refueling and SpaceShipOne the first private suborbital aircraft. Rutan was described by Newsweek as “the man responsible for more innovations in modern aviation than any living engineer.” The NAAA 56 | agairupdate.com

General Session on December 5 will include presentations by EPA’s Director of the Office of Pesticide Programs Ed Messina; President of the Council of Producers & Distributors of Agrotechnology Terry Kipley, who will discuss adjuvants; and ag aviation flight school instructor Fran De Kock of Battlefords Airspray in Canada who, along with a group of expert panelists will discuss turning and aircraft safely. The four-day event will include 26 educational sessions ranging from a full day wires course, the half day aerial application technology research session, and sessions on precision ag, chemicals, low-altitude safety, FAA policy, and much more. Thirty-four states and certified crop consultants will be offering continuing education units for attending educational events. The exhibit hall will include ten aircraft from Air Tractors to a Thrush to rotorcraft to drones, along with over 140 exhibitors of ag aviation parts, equipment, and services. The always entertaining NAAA auction will include Pratt & Whitney’s donation of a new PT6A-34, plus an additional special gift to celebrate the PT6’s 60th year and onebillionth hour in operation. Also, up for auction will be Air Tractor’s donation of a Can-Am Commander ATV, Turbine Conversion’s donation of their single point fueling system and much more. The event looks like it will be teaming with attendees as room night reservations are currently higher than they have been in three years. Moore also announced that the 2024 Ag Aviation Expo will be in Fort Worth, Texas followed by Reno, Nevada in 2025 and 2028, Savannah, Georgia in 2026, and Oklahoma City in 2027. The convention from 2024-2028 will be held in November the week prior to Thanksgiving.

Communications & Public Relations Committee Chairman Matt Regier successfully sought Board approval for moving ahead with a contract with Farm Journal for a onepage article and half page ad in four issues of The Scoop each year which has a circulation of 40,000 ag retailers and crop consultants nationwide. The article will also be published in AgWeb’s eNewsletter (circulation: 100,000 U.S. farmers and possibly other Farm Journal publications. The money saved from going to three from four Agricultural Aviation magazines a year will pay for this widely circulated external promotional information to potential agricultural aviation customers. Regier also announced that the NAAA eNewsletter will have a new look in 2024, that NAAA launched a new look and feel to its website: AgAviation.org, and that AgAir Update will continue to publish a monthly NAAA column in its magazine as it has so generously done since 2012. Also, NAAA is providing Flying Magazine a free booth in exchange for an ag aviation career based advertising in their magazine of 82,000 subscribers. Chairman Regier also announced that Syngenta has agreed to host another NAAA Leadership Training Program in 2024 with 14 attendees which takes us back to what the program was pre-pandemic in terms of aerial application participants.

He also mentioned that Pitch Perfect for PAASS will be held on Sunday, December 3rd in Palm Springs which is a karaoke fundraiser supporting NAAREF. The fee to attend is a donation directly to NAAREF in the amount of $110 in return for two drink tickets and appetizers for the opportunity to watch some of the ag aviation industry’s greatest singers, which could be you if you want to throw in your name to karaoke.

Government Relations Committee The committee, led by Chairman Damon Reabe, discussed in detail ADS-B collision avoidance technology. The general thought direction of the committee is that NAAA should promote ADS-B as a safety device, and that NAAA advocate that it not be used as an enforcement measuring technology. Due to fears that ADS-B signals are available to the public and government to identify specific aircraft and their owners that could lead to unwarranted, frivolous investigations. As such a full endorsement requiring its use was not advocated.

Insurance Committee Sam Rogge, Committee Chairman, reported on an NAAA survey where operators were asked if they would be interested in health and/or life insurance through NAAA. Seventy-nine percent (79%) reported interest in health insurance and 77% reported interest in life insurance. On the health insurance end, NAAA is working with a nationwide network—Decisely— to provide health insurance to NAAA members. For the program to be successful, it would need at least 1,000 participants to benefit everyone and reduce insurance costs. The committee supported moving forward to pay Decisely to conduct a larger survey of NAAA members and the industry and to develop a health insurance plan. This motion was approved by the board.

Museum Committee Chairman Matt Woolard announced that the Snow S-2 aircraft—one of the first aircraft built specifically for aerial application, will be delivered to the National Agricultural Aviation Museum and Hall of Fame in Jackson, Miss. in 2024. The engine will be removed, auctioned off and the proceeds will go to the museum. The committee also discussed a walkway at the location lined with bricks with the names of fallen pilots on each brick. Graham Lavender of AgAir Update has taken up obtaining names with some assistance from NAAA. It is a noble, honorable tribute to these men and women pilots that have given the ultimate sacrifice to the industry.

Matt Hovdenes of North Dakota, Committee Chairman stated that in conjunction with the Helicopter Association International a Flight Risk Assessment Tool (FRAT) specific for agricultural aviators has been developed. A FRAT is a tool used by aviators to access various sources of risks for the flight they are about to take. These include pilot health, experience, weather conditions, aircraft condition, distractions, safety equipment, landing conditions, and obstacles. The FRAT designed for ag operations is split between risks that should be assessed weekly, daily, and every flight. Not that the agricultural aviation FRAT has been developed it will not be beta tested by some ag pilots that are still flying this year. After that input is collected the Committee will determine the next steps in February which could include full deployment to the industry.

Matt Woolard with the Arkansas Ag Aviation Association generously presented NAAREF with a $5,000 check to continue its substantive, life-saving educational equipment. Glenn Holloway of Mississippi reported about wind tower legislation being considered in the state. He reported that companies are installing wind towers so quickly that the Mississippi Agricultural Aviation Association has contracted with a state lobbying group to enact legislation requiring that in the even a tower is erected between 50-200 feet, the tower sponsor be required to alert the association’s executive director about the tower’s geospatial location so that an alert may be sent to ag pilots in the state. In a gesture of great appreciation, before the NAAA Board meeting concluded its regular business on Saturday afternoon, October 7th, President Craft thanked those rotating off of the NAAA Board—Bruce Hubler (Oregon), Sam Rogge (Colorado), Lee Turnquist (Florida).

The Eternal Story of Jesus Christ, The Lord of Lords and King of Kings Jesus said, “You search the Scriptures, for in them you think you have eternal life; and these are they which testify of Me” (John 5:39). The entire Bible is about the coming of Jesus Christ to die for the sins of all humanity that will trust in Jesus Christ as their Lord and Savior. Jesus Christ will destroy Satan’s work (Genesis 3:15). All the nations of the earth will be blessed by Abram’s descendants (Genesis 12:3, 28:14). Jesus Christ will come through the tribe of Judah (Genesis 49:10). Jesus Christ will come through the linage of King David (2 Samuel 7:12-13). “A virgin will give birth, and He will be called Immanuel (God with us)” (Isaiah 7:14).

are other religions that say they believe in the same God of the Old Testament as Christians do. The difference between those other religions and Christianity is that Christianity believes that the God of the Old Testament put on a human body, and without ceasing to be God, He came and lived on this earth as a true man for approximately 33 years. Christianity’s conviction that God took on a human form in the man Jesus of Nazareth is central to the Christian faith. If this is not true, then there is no other adequate explanation of how the sin barrier that separates a holy God from sinful mankind can be taken away.

The eternal story of Jesus Christ began before the universe was created. “In the beginning was the Word, and the Word was with God, and the Word was God. He was in the beginning with God. All things were made through Him, and without Him nothing was made that was made. In Him was life, and the life was the light of men” (John 1:1-4). Jesus came to be the perfect sacrifice for the sins of the world (Psalm 40:6-8, John 1:29, Hebrews 10:5-11). Jesus was delivered to be crucified by the determined purpose and foreknowledge of God (Acts 2:22-24).

Christmas is the celebration of the Son of God coming into this world to show us by His death and resurrection that He has power over death, and can give us eternal life. Jesus said, “I lay down My life that I may take it again. No one takes it from Me, but I lay it down of Myself. I have power to lay it down, and I have power to take it again… My sheep hear My voice, and I know them, and they follow Me. And I give them eternal life, and they shall never perish; neither shall anyone snatch them out of My hand…I am the resurrection and the life. He who believes in Me, though he may die, he shall live. And whoever lives and believes in Me shall never die” (John 10:17-18, 27-28; John 11:25-26).

“For there is one God and one Mediator between God and men, the Man Christ Jesus” (1 Timothy 2:5). We stand in awe and wonder of the Son of God who covered up His heavenly glory with human flesh. The Son of God left the riches of heaven to live among poor earthly sinners to die on a Cross for our sins (Philippians 2:6-8). Jesus Christ gave up His will to do His Father’s will (John 5:30). “God made Jesus Christ, who had no sin, to be sin for us, so that in Him we might become the righteousness of God” (2 Corinthians 5:21). “God was manifested in the flesh, justified in the Spirit, seen by angels, preached among the Gentiles, believed on in the world, received up in glory” (1 Timothy 3:16). To demonstrate His absolute control over the events of Jesus Christ’s life, God sent an angel to tell Daniel the exact date when Jesus Christ would ride the donkey into Jerusalem, revealing to the world that He was the Messiah, the Savior of the world (Daniel 9:25-26). The decree by Caesar Augustus, who thought he controlled the Roman Government, to force Joseph and Mary to go from Nazareth to Bethlehem in order to be counted for a census (Luke 2:1-6). But Caesar Augustus didn’t know that he was being used as a servant of God to fulfill the prophecy that Jesus Christ would be born in Bethlehem (Micah 5:2).


The amazement of the shepherds when the angel appeared and told them about the birth of the Savior of the world (Luke 2;8-12). The wonder of the eternal God sending His Son into this world to redeem us from our sin and making possible our fellowship with God! John wrote, “That which was from the beginning, which we have heard, which we have seen with our eyes, which we have looked upon, and our hands have handled, concerning the Word of life—the life was manifested, and we have seen, and bear witness, and declare to you that eternal life which was with the Father and was manifested to us—that which we have seen and heard we declare to you, that you also may have fellowship with us; and truly our fellowship is with the Father and with His Son Jesus Christ” (1 John 1-4). God has given us the gift of eternal life in His heaven through faith in Jesus Christ as our Lord and Savior, and many people neglect it, toss it aside, and ignore it! The Lord of glory, the God of heaven, the Savior of this world, came to earth to save mankind from our sin, and there is no room for Him in the Inn. The tragedy of no place in the Inn for Jesus Christ is being repeated over and over again today. We see the worldly systems moving Jesus Christ out of sight in their Christmas displays. There is no room for Jesus Christ in most public schools. There is no room for Jesus Christ in most of the stores that sell Christmas presents. There are many people today who will.

As I mentioned last month, my position with Chem-Man requires me to do quite a bit of traveling. Although I miss my wife and dogs at home, I do enjoy where my work trips land me. Believe it or not, I am currently writing this article while awaiting my next flight. I am on my way home from attending the Michigan Ag Aviation Association Convention. 64 | agairupdate.com


My experience there was rather enjoyable. I had the opportunity to meet some of our current users for the first time and make the acquaintance of all the other pilots and operators that the MAAA consists of. I met some outstanding individuals, learned a good bit, swapped some stories, and had many a good laugh. I decided while I was there to take the opportunity to soak in all the information I could. I sat in all the classes that the attendees participated in to obtain their CEU credits. A representative from the Michigan Department of Agriculture and Rural Development (MDARD) informed us of many new updates and changes to their administration. One of the updates that stood out was some recent regulatory changes and record-keeping requirements. The burden of record-keeping can be a daunting task for operators, but it was an excellent opportunity for me to showcase a new report and some recent improvements we have made to the program. A few individuals I met discussed their operations with me. I found what they told me intriguing, and it made me think of all the other interesting operations and their workflows that I have encountered over this season.

Having spent most of my life around flying services whose primary focus was treating rice, for the longest time growing up, I was oblivious to what other operations looked like outside of the delta. Although Ag Pilots are similar in the sense of the type of work they do, they differ drastically from operation to operation. Spending time and working with operations across the United States and Canada has opened my eyes and allowed me to see how we can make improvements and make ChemMan even better. Every operation I visit, or operator I meet is a new chance for me to receive input, listen to feedback, and bring those suggestions and ideas back to Chem-Man. Regina and the Chem-Man team love to embrace new technologies and implement new features into our program to make the work of our customers easier and more efficient. Within the last 24 hours, we released a new report, a new location sort feature and made improvements to how our reports can be generated. You can expect to see more improvements and features available as we near the end of the year. Convention season is just now beginning, and I look forward to traveling to all the various places we are scheduled to be. I hope to see you all at your local convention!

AeroSoluciones, Supporting Uruguay’s Beef Industry

by Ernesto Franzen Yes, you read it right - beef. Usually, the operations we feature are situated in countries that significantly produce grains and fibers. Uruguay, a small but progressive country in South America, mainly has grains, rice and soybeans, but the country’s main export commodity is beef. Over 70% of this country’s 3.5 million inhabitants is covered by pastures, where 12 million cattle heads graze. This affects the whole ag aviation industry in the country, including a fascinating operation we found in the small town of Vichadero in northeastern Uruguay. AeroSo uciones SRL, a new but fast-growing operation, was created by two ag pilot partners, Hernán Benzano and Martín Ramos, in 2020. Hernán Benzano is the son of a farmer who grew up watching ag planes flying and longed to be there. With this goal in mind, he went to the Instituto de Adiestramiento Aeronáutico (IAA) in Montevideo, a Uruguayan government agency that provides ground school training for aviation professionals. After that, he went to the Aero Club del Uruguay, where he got his private and commercial pilot licenses. To learn the tricks of the trade in the ag aviation business, Hernán went to Brazil in 2002, where he worked as a 66 | agairupdate.com

loader for an operation in São Gabriel, Rio Grande do Sul. While in Brazil, Hernán also jumped with a parachute and enjoyed a taste of aerobatic flight. In 2020, he returned to Uruguay and obtained his ag pilot rating. At that time, there was no ag school in Uruguay; all you had to do was attend a ground school course at IAA and pass a checkride after getting some training from an ag operation. Hernán then flew as a hired pilot, accumulating experience in the Grumman, Pawnee and Turbo Kruk until he met Martín Ramos. Martín also grew up in a rural environment, seeing ag planes operating and wishing to fly them. Like Hernán, he attended ground school at the Instituto de Adiestramiento Aeronáutico and progressed quickly, earning his private pilot license in 2012, his commercial in 2014 and his aerial applicator license in 2015. Flying for the same operator as Hernán, Martín also got experience in the Pawnee and the Grumman. In February 2020, Hernán and Martín decided to work independently and started AeroSoluciones with a leased Pawnee. They took turns; while one flew, the other one loaded. Then, in March 2020, they bought a 1996 Weatherly 620B, already registered in Uruguay. ➤

While Hernán prefers the Weatherly, Martín has the Ag Cat as his favorite.

In May 2021, the Weatherly had an engine failure, and Hernán had to land on a pasture. He didn’t hit any obstacles, but the main gear collapsed, writing off the prop and requiring a complete engine inspection. Fortunately, the airplane was insured, and in October 2021, AeroSoluciones got another Weatherly 620B, imported from the United States, because it would take too long to fix their first Weatherly. In February 2022, AeroSoluciones bought its second aircraft, a Grumman G-164B Ag Cat; this model was chosen for having the same Pratt & Whitney R-985 450 HP radial as the Weatherly, facilitating maintenance through parts commonality. Hernán and Martín have definite preferences for airplanes. Martín prefers the Ag Cat, while Hernán prefers the Weatherly. He says its cockpit is roomier and that the Weatherly flies very well thanks to its light weight, being “almost as fast as a 600 HP airplane”. Hernán and Martín agree that both airplanes are very similar in performance, as they’ve operated them from the same runway, with the same productivity. 68 | agairupdate.com

Hernán and Martín admit they could finish their jobs with smaller aircraft. But they prefer the bigger ag planes for their more powerful radials and the safety that extra power provides - they say their main idea when creating AeroSoluciones was to work safely and without worries. This flight safety philosophy is extended to the runways AeroSoluciones operates from. In 2022, AeroSoluciones got a permit from DINACIA, the Uruguayan FAA, to operate the then-closed Vichadero Airport. Hernán and Martín hired heavy earth-moving equipment to reopen the airport and graded the grass runway. They built a hangar and an office facility for the company and brought electricity and an internet connection to the airport. With this, the Uruguayan government is considering the installation of an automated weather station at the airport to support the civilian and military flights now operating there. AeroSoluciones flies out of only twelve satellite strips, all within 50 miles of their base. Of the twelve, the four most strategic are also maintained by AeroSoluciones. They used the same heavy equipment to grade the strips and built wire fences around them to keep those prized cows from invading them. ➤

Hernán tells us that until 2009, rice was the main crop treated by ag operators in Uruguay. After that, soybean areas started to grow exponentially until 2015-16, when most of the soybean crops were turned into pastures as the country turned heavily into beef production, and today, 70% of AeroSoluciones works is seeding and fertilizing pastures, while rice makes most of the 30% left. Thanks to that, AeroSoluciones flies all year round, not just in the rice summer season as before 2009. Most of AeroSolucione’s applications are seeds and dry fertilizers, and Transland Swathmasters are a must to be productive. The Swathmaster had to be adapted for the Ag

The Early Days Down South — Chapter One continued… Prestigious Experiment Station To the west of Leland are the lands and buildings of the Stoneville Delta Branch Experimental Station, one of the most prestigious Agricultural Department stations in existence. Capably run by USDA and Mississippi State University's Cooperative Extension Service, its lands run virtually to within the city limits of Leland. Every acre of its fields has a neat garden-like appearance and from this station have come some of modem farming's greatest breakthroughs. Stoneville has long been a pioneer of new and even radical approaches to crop production, including a lifelong, continuing interest in agricultural aviation. From our vantage point in front of the old hotel, two ag planes could be seen working; one an Ag Wagon, whining away to the west, the flat Continental giving out a reassuring sound each time the pilot pulled up over the trees that border the town. Down to the south, a big lumbering Ag Cat was turning lazily over a rice field and, from where we sat, we could see his progress across the huge field, losing him only occasionally in the trees. By using a little imagination, it was not hard at all for me to close my eyes, tum the clock back almost exactly 50 years and imagine that the Ag Wagon was a Hisso-Eaglerock, laying out calcium arsenate in a rolling swath across a 1931 cotton field. The big Ag Cat down to the south might just as well be one of those legendary "Bull" Stearmans of the 1930s, sporting a big, deep-talking 169 Whirlwind of 330 HP or maybe even the upgraded model that produced 440 HP. Leland, Mississippi was the home of one of the earliest, most colorful and most controversial ag flying operations of all time, the legendary Finklea Brothers "Dawn Patrol." By 1931, the company was running full blast, sometimes operating as many as 50 airplanes and using virtually every unattached pilot available! The old landing field is gone today, a grass-sodded pasture lying well within the present city limits of Leland. It has been swallowed up by a modem housing development. All that remains of the Finklea Brothers Dusting Service are the 72 | agairupdate.com

memories of a few veteran pilots and faded photographs that can never really tell their story. The Finklea brothers, Aubrey, Jimmy, Ray, and Buck, were successful operators of a large machine shop and garage in Leland and first became intrigued with airplanes in the early 1920s. Jimmy Finklea had owned various aircraft since 1923, including a Risso-Standard and a Jenny. He never became a skilled pilot, although he was instructed by Jimmy Barwick in Arkansas. However, his interest in airplanes continued and, as early as 1926, he permitted J.O. Dockery and Allen Scott to install a hopper in the Standard and do some dusting at Scott, Mississippi. From that time on, the Finklea brothers kept an airplane or two available for occasional dusting attempts. Around 1929, Aubrey and Jimmy Finklea evidently saw the untapped potential of agricultural aviation and began systematically purchasing all available aircraft and converting them to dusters. A landing field and a large sheet metal hangar and shop were built on the northeast side of town. The field had one 1,600 foot runway and another 800 feet in length. The Finkleas, particularly Aubrey and Jimmy, were talented mechanics and employed other exceptionally good men, including two legendary black mechanics known as "Snooks" and "Slim." These skillful men built and installed dusting equipment in all of the aircraft purchased. Early pilots recollect that, even in those days, dust hoppers built by Finklea were built of sheet aluminum, neatly riveted, with smooth working agitators driven by conventional gear boxes and fans. The airplanes were primarily Waco 9s, some Alexander Eaglerocks with Risso engines, and a number of fine old C3B Stearmans. During the life of the firm, numerous other aircraft were acquired, but the operation seemed to specialize in the Wacos. The Finklea Brothers' pilot roster, reads like an early "Who's Who" in agricultural aviation. ➤

We sat there and watched until he turned in and landed, and washed out and loaded the aircraft, unassisted! We then shook hands and he invited us into his air-conditioned trailer office for a coke and a chat.

Some of these veterans are still alive today. Edgar Hobbs and I, (Edgar being an old ag pilot and chief field inspector for the Mississippi Agricultural Aviation Board), drove down to Tchula, Mississippi to visit with one of them, Bobb Gunn, who soloed in 1928 and began flying for the Finkleas in 1934.

We pulled in and parked under a big oak tree at the edge of his strip and watched a Pawnee slide down over the cypress brake to the west and flatten out over the big cotton field that ran eastward. A maze of power lines criss­cross the field and the Pawnee slipped gracefully under them and began laying a spray swath down those long green rows. Never have I seen a lovelier display of ag flying; the Pawnee sailed along exactly as if it were hung on a string. With never a foot's variation in altitude or heading, the plane's flight seemed almost mechanical and its tum at the end of the run was fast, unspectacular, and safe. "Bob," I inquired, "how old are you?" My manners forsook me, but I had to know.

"When I went to work for the Finkleas in 1934," Gunn recounts, "they were working all over the Delta, in Mississippi, Arkansas, and part of Louisiana. Aubrey and Jimmy would set up an operation and send one or two planes into the area to stay and work. The main outfit was at Leland, of course, but we worked all over.

We fiddled around a little with fertilizer on small grain, but it didn’t amount to much. The farmer would furnish the labor to load the plane so you didn’t need much ground crew. Basic pilot pay at the time was $50 a week for experienced pilots and $25 for beginners, with a “bonus” of one cent per pound for dust applied. Dusting was generally charged at four cents per pound, which is perhaps how the “25 percent of gross” pilot pay formula got started. Calcium arsenate was applied to cotton at very low rates, as little as five pounds per acre, so the money did not roll in. A scan of a Finklea sales book reveals many jobs ranging from l 00 to 500 pounds. Several pages had $6 jobs, where the dust was applied for three cents a pound!

Master Mechanic Aubrey and Jimmy Finklea were “characters” in every sense of the word. Aubrey was a very small man, measuring about five feet, six inches, and very slightly built. He was a master mechanic and, during working hours, wore a huge pair of baggy, loose fitting overalls. Into the pockets of these pants were crammed the tools of his trade: wrenches, pliers, calipers, files, handsaws, safety wire, nuts and boltseverything required to maintain an airplane, including lots of cash for emergencies. 76 | agairupdate.com

Bob Gunn recalls the time he and another pilot sneaked Aubrey’s overalls out of the locker, complete with tools, and weighed them for curiosity. Fully equipped, they weighed 35 pounds! “During non-working hours,” Gunn remembers, “Aubrey wore a shiny, blue serge suit, complete with shirt and tie. Summer or winter, hot or cold, he wore it. “One summer, I flew him out to Texas to talk with the Kings Ranch people about giving us some work. We landed and hired a jitney to take us to the ranch and, on the way out there, the old bus was sputtering and popping and just about ready to give up. ‘Bud,’ said Aubrey, (he called everybody Bud), ‘if you’ll pull over and stop this thing, I’ll fix it.’ The driver stopped, Aubrey pulled a handful of tools out of his blue serge coat, got out and, in 15 or 20 minutes, he had that old car purring like a kitten.” The Finklea operation had plenty of capital, all of it earned in its machine shop and flying business. Aubrey believed


in paying cash as he went and, on numerous occasions, startled bystanders with fantastic displays of cash, laboriously dug from pockets of his greasy overalls. Once, according to J.O. Dockery, Aubrey went to Alabama to purchase eight Wacos and TravelAirs that were for sale. After a brief inspection, he was told that the entire lot would go for $40,000. Aubrey agreed to the price and when the seller asked about terms of payment, he replied, “I believe I’ll pay cash.” He then began digging $500 and $1,000 bills out of those voluminous pockets until he had come up with the total required amount of $40,000! Lee Abide, who flew for Finkleas in the 1930s and now operates one of the finest aircraft supply houses in the country at Greenville, Mississippi, loves to tell of his days with the firm. “Once,” recounts Lee, “we were up around Wilson, Arkansas dusting for the big R.E. Lee Wilson Plantation and, on Friday afternoon, Aubrey and I went down to the local bank to get some change to pay off the pilots. Aubrey walked up to the cage and dug out a greasy $1,000 bill and asked the young lady to change it. Undoubtedly she had never seen a $1,000 bill before, so she told us she’d have to talce it back and let the bank president look at it. ‘” A good idea, young lady,’ said Aubrey, ‘and as long as you’re going back there, take along two or three more and get him to initial them.
