The NHR grants preferential tax treatment for a period of 10 years to individuals (foreigners or citizens) who haven’t been taxed as a Portuguese tax resident during the preceding five years. You can apply for NHR status from the moment you register as a tax resident of Portugal. Benefits include tax exemptions from non Portuguese sourced income in most categories, including foreign dividends, salary, real estate income and capital gains on property.

NHR status also gives you a flat rate of 20% tax on most Portuguese-sourced income if it comes from one of the eligible professions. NHR is extremely beneficial for those moving to Portugal with EU citizenship as their end goal. The NHR timeline extends far beyond the citizenship timeline, allowing you to work towards Portuguese citizenship while still benefiting from preferential tax treatment.

1. AFFORDABLE STATE HEALTHCARE Europe has long been known for its state healthcare, and Portugal’s no exception. When you move to Portugal and become a resident, you’ll be eligible to access good quality healthcare anywhere in the country – free or low cost (depending on the treatment).

All you need to do is get an SNS number to join the Portuguese healthcare system. If you still prefer to go private (to get faster treatment), then health insurance in Portugal is very affordable.

Let’s now look at what’s on offer in terms of tax benefits when moving to Portugal. Portugal isn’t a tax haven or even a low tax country. It uses a progressive income tax scheme with a top threshold of 48%. But one of the main attractions for foreigners who move to Portugal is the Non-Habitual Residency (NHR) tax scheme. This name is misleading, because it’s full-time tax residents of Portugal who typically use the NHR scheme.

Real estate tax in Portugal: What will you have to pay for your house?

Stamp duty If you are going to buy a house in Portugal, there are more real estate taxes in Portugal. One of them is the stamp duty. This tax is based on the amount stated on the deed. The buyer must pay a transaction tax of 0.8% at the signing of the deed.

If you resorted to a bank loan to pay for the house you will also have to pay stamp duty of 0.6% on the amount of loans payable in over 5 years, or 0.5% of the total amount of the loan if payable in under 5 years.

Municipal Tax on Onerous Real Estate Transactions (IMT)

Property tax

Lisbon charged the minimum 0.3% rate in 2021. Further North, Porto opted for a 0.324% minimum rate, and in Braga the IMI rate varies between 0.3% and 0.375%, depending on which council you are in. Further south, in the Algarve, the highest rate is levied by the council of Vila Real de Santo António, with 0.5%.

IMT is due to the state whenever a house is bought. This is calculated based either on the value of the property for tax purposes, or the amount, which is declared at the time of the purchase, depending on which is higher.

Besides the taxes you pay at the time of the purchase, there is a tax you will have to pay every year for as long as you own the property, which is the municipal property tax (IMI). The IMI rates are set annually by the council where the real estate is located. In cases of urban buildings, the rate can vary between 0.3 and 0.45%. The rate can climb to 0.5% in the case of municipalities which are included in the local economy support programme, whereas with rustic buildings the rate is 0.8%.
