FROM THE MAYOR

Fall is my favorite time of year. The weather cools, the humidity decreases, and the leaves turn new colors of orange, red and yellow. Duluth's Town Green gets more energized as people start to get out more. We have 2 large events, the Duluth Fall Festival and Howl on The Green.

This past Summer, Mayor and Council were out at the Summer events at the Duluth tent to hear from you. This Fall, you will see us in your neighborhoods. Be on the lookout for a neighborhood meeting with Mayor and Council. If your neighborhood doesn't have an HOA, we will try to host off-site meetings specifically for your neighborhoods. It is our goal to hear from the citizens of Duluth and to represent you correctly.

I encourage everyone to get on the new blasts for Duluth to learn about events, but also for trash service changes during holidays, road closures, and any other special announcements.

Duluth is a great City full of amazing people. It is our goal that everyone in the City thrive and be resilient and we know this looks different for everyone. It is important that we hear from you. You can find all of our contact information on the City's website at www.duluthga.net.

BUILDING A DECK? PLANNING ON IN THE KNOW

Prior to beginning a deck construction project, whether you intend to do it yourself or hire a professional contractor, obtaining a building permit is essential. This permit guarantees that your new deck adheres to code standards for structural strength and safety. To obtain the permit, you must submit detailed deck plans.

The great news is that we don't always require an architecture degree to design deck plans for a building permit. In reality, numerous homeowners opt to craft their own plans. A fantastic deck begins with a wellthought-out plan. Your plan can range from a simple sketch drawn with a pencil, measuring tape, and graph paper to a more detailed design created with computer-aided design (CAD) tools. Whichever method you choose, it's crucial to ensure that your plan is accurately detailed.

In the end, regarding deck drawings for permits, here's what Community Development & Engineering Department is seeking.

A completed Building Permit Application

If your home is on a septic tank lot, you will need to contact the Gwinnett County Environmental Health Department prior to your permit submittal to the City of Duluth.

A site plan illustrating the proposed location with distances from the side and rear property lines, buffers, easements and building setback lines (if applicable).

A copy of the contractor’s State of Georgia contractor’s license and local business license issued in the State of Georgia (if the homeowner proposes to complete the work, a completed homeowner’s affidavit will be required).

A drawing providing construction details which illustrate the following:

• Footing dimensions

• Column dimensions

• Attachment details of beams, columns and floor joists

• Beam size and span

• Floor joist size and span

• Required handrails and guard rails if more than 30” inches above grade

• Ledger attachment (if proposed to be attached to the primary structure dimension measured from grade to the top of the floor joist (decks), measurement from grade to the highest elevation of the roof (for open porches with a proposed constructed roof).

DULUTH RECEIVES BUILD GEORGIA AWARD FOR DOWNTOWN PROJECT

Showcasing the best of the best in construction performance in the state, the Associated General Contractors of Georgia, Inc. (AGC Georgia) recently announced Build Georgia Awards to projects completed in our state. Duluth’s Jewel Box project developed by Lusk Commercial Contractors was a recipient.

The Jewel Box project was the redevelopment of the former “paver lot” downtown to the beautiful activity lawn and new location for LR Burger. This was a critical project in the downtown development plans for the City and is now a crown jewel space.

COMMUNITY CLEAN UP DAY

Our Annual Community Clean Up Day was held on June 15. We had almost 600 people come through.

COLLECTION NUMBERS

• Over 5500lbs of E-waste (CRT monitors/TV’s and other mixed electronics) were collected and recycled.

• Nine 30-yard waste dumpsters filled.

• Over 100 tires were collected and taken for recycling.

• Approximately 7800lbs of metal recycled.

• 27 containers of paint collected = 2,854 gallons. (Latex: 2,605 gallons, Oil: 249 gallons)

Keep it Clean, DULUTH!

Did you know that rainwater collected by storm drains is not treated or cleaned before it is released into nearby streams and rivers? This means that the dirt, trash, pet waste and other pollutants that get picked up by stormwater runoff are on a fast track to the waterways that support our local aquatic ecosystem and diverse wildlife. These are also the same rivers and streams that we like to fish and swim in, and that provide us with drinking water!

We can all do our part to protect our water resources and prevent stormwater pollution. Small changes go a long way! Pick up after your pet, fix vehicle leaks immediately, and consider using a commercial car wash rather than washing your car in the driveway. Commercial car washes discharge wastewater to a treatment facility so the contaminants can be removed.

Things like paint, automotive fluid, yard debris and pet waste should never enter a storm drain. These are considered illicit discharges. Sometimes they are unintentional and indirect (for example, excess fertilizer on a lawn can wash away and become a stormwater pollutant), and other times they are more deliberate, like disposing of excess paint down a storm drain.

If you see or suspect an illicit discharge, we want to know about it! Report your concerns by calling the Stormwater Department at 770.497.5311. You can also report your observations online at: www.duluthga.net/report.

BLOOD DRIVE WITH THE RED CROSS

Join the City of Duluth Wellness Committee for our inaugural blood drive with the Red Cross on Thursday, October 10, 2024, from 9:00am to 1:00pm at the Festival Center (3142 Hill St)! This drive was inspired by member Shelley Shepphard who has donated over 40 pints of blood since 1996. Shelley’s contributions have positively impacted many lives, including patients with conditions like Sickle Cell Anemia.

City staff along with members of the Wellness Committee will be there, ready to roll up their sleeves alongside you. Together, we can make a difference and save lives!

PROPERTY TAX BILLS

The City of Duluth is responsible for billing and collecting City Property Taxes. Property includes real estate, personal property, boats, airplanes, business equipment and inventory. City property taxes are billed and levied in the fall of each tax year for the period of January 1 through December 31 of that year. Annual property tax bills are mailed out at the beginning of September to the owner on record as of January 1, 2024, and payments are due to the City on or before 5:00 p.m. on December 15, 2024. Refer to the back of the tax bill for a glossary of terms, explanation of charges and payments options.

For online look up on the status of your account go to duluthga.net/payonline or email taxes@duluthga.net. Business hours are 8:00 am to 4:30 pm., Monday through Friday.

The Stormwater Utility User Fee is a charge billed to all properties with greater than 500 square feet of impervious surfaces. All revenue from the stormwater utility fee is used only for stormwater management purposes and services, such as storm drain maintenance and repair.

DO SHOPPING CENTERS STILL MATTER?

You might ask yourself this question if you prefer one of the many delivery services that bring consumer goods to your door. In Duluth, much real estate is dedicated to strip center land use. Travel in any direction and you will quickly come across small ones or large grocery anchored shopping centers or strip centers. Strip centers are technically defined as a complex of stores with adjacent parking.

Duluth supports at least 37 of these centers with most located along our major transportation corridors. Peachtree Industrial Boulevard leads the way with the most. It is a very new road in the history of Duluth and was quickly developed to support the booming population growth of the 90’s and early 2000’s. The pace of new center construction has dropped dramatically since 2010. This is a reflection of the market and planning practices which tend to focus these complexes near residential population centers which can provide a base system of support.

Historically Duluth’s first shopping center was established in 1940. It was located in downtown on what is now the site of Parsons Alley. It took 36 years to get another one. The real boom began in 1983 and between then and 2008 the city approved 31 centers. Duluth is surrounded by communities with the same variety and assortment of centers. In fact, very few regions of the state have the staggering array of center choices in literally any direction.

So, what are they really and how do we keep them healthy, relevant, and vibrant, especially as they age? More importantly, when does the market indicate it is time to change the land use to something else, especially if a center has spanned its apparent useful life?

First and foremost, shopping centers are revenue generating real estate ventures for their owners. Owners can be individuals or giant worldwide corporations. Each center should have a property manager. The

property manager looks after the structures and facilities like parking and landscaping. They do not manage tenants typically. This falls on the leasing agents or tenant managers. In some cases, an owner may conduct all three of these tasks.

Regardless of this situation, visitors and residents of Duluth expect a certain standard of property maintenance. Our goal is for each property to look cared for even if a space is vacant. Appearance does matter for continued and future investments and more importantly, centers provide the necessities of life. Grocery anchored centers are highly coveted by investors regardless of age.

Other centers will demonstrate by lack of consumer support that there are other options to be supported by the market. The market rate multi-family complex, District at Duluth, is such an example. It was once the site of Proctor Square in downtown Duluth. Many store fronts were vacant. Big Lots vacated the space and Family Dollar did not reopen after a fire at the site. In 2015, the construction of Parsons Alley spurred the interest of residential developers in the mostly vacant center. The Residential Group purchased the site and developed 371 units of one and two-bedroom  apartments.

Keep in mind the most important ingredient for cared for and thriving centers is you the consumer. Your choices matter.  A recent example of this support is Duluth Station on Buford Highway and Old Peachtree Road. This center is anchored by Publix and its store fronts will be 100% leased in 2024 for the first time since 2006. Your choices have led to many healthy centers in Duluth. Most are 100% percent leased though not fully occupied. The relationship between centers and the city is a constant one as it takes monitoring to encourage property maintenance, waste management, and parking lot compliance. Your patronage will remain the most important factor in keeping these vital resource suppliers nearby and convenient.

Power Yoga focuses on building strength, endurance and burning calories! With an emphasis on flowing from one pose to the next, power yoga moves at a more challenging pace while linking your breathing to the different motions of your body. A power yoga class may seem more like an aerobics or dance class and less like a relaxed one. Power yoga still requires mindfulness and focus on the breathing patterns of traditional vinyasa flow yoga.

MINIMIZING TAXES IN RETIREMENT

For middle income and higher income households, taxes are likely to be one of your highest yearly expenses. We explore how drawing down your IRAs or 401ks (voluntarily or thru RMDs) creates taxable income thus making your Social Security Benefits more taxable (aka The Social Security Tax Trap).

You will learn how the Provisional Income calculation will determine how much of your Social Security benefits are taxable. If you have 1 dollar in Provisional Income over a set amount, then 50% of your Household Social Security benefits are now taxable for that tax calendar year. We demonstrate the value of a ROTH IRA and how if used correctly can mitigate the taxation of your Social Security Benefits. Balanced Kids Atlanta bike riding clinics teach kids how to confidently ride on two wheels in a fun and supportive environment! ANNUITIES 101 – PERSONAL PENSION OR SAFE GROWTH

PICKLEBALL 101 (AGES 18+)

Intro to Pickleball is a structured, fun class to learn basic strokes, rules and scoring through demonstrations, drills and practice. Learn key fundamentals and develop basic skills, so you’re ready to participate in the sport. Please wear tennis shoes or court shoes. Paddles and balls will be provided. Little to no experience is required!

This skills & drills level 2 pickleball class is for advanced beginners to intermediate players. This class can be repeated as often as the player would like. Clinics will start with warmups and then move on to play situations, skill development and the topic for that week's class, concluding with gameplay in front of the pro.

Come out and enjoy pickleball open gameplay! This is for all skill levels but will not include training time. Players will play round-robin games of pickleball.

If you are privileged to be 50+ and someone who enjoys gameplay competition, this is for you! Join us at the W.P. Jones Lodge every Wednesday and Thursday from 10am-2pm. On Wednesdays, we host various games, including Mahjong, Checkers, Backgammon and Scrabble, to name a few. On Thursdays, we host Social Bridge games.

Fall Fee: Residents: $10, Non-residents: $20

BOOK CLUB (AGES 50+)

Join us on the 4th Wednesday of each month for Book Club at W.P. Jones Lodge. Catering to those 50+, Book Club will meet at 2:00pm. There is no charge to join the book club, but a reservation is required. Call 770.814.6981 to register and get more information on what we are reading.

BRIDGE LESSONS (AGES 50+)

Join the exciting game of Bridge! The 6-week course will teach you gameplay vocabulary, gameplay and strategy.
