MAYOR GRE G WHITLOCK TA KES OFFICE Greg Whitlock was sworn in as Mayor on Monday, January 8, 2024. We asked a few questions to help you to get to know him and his goals as he continues to serve our community.

I would like to start a regular outreach to the community to hear what the residents and businesses feel is missing or is needed in the community. I would also like to focus resources on economic development to bring higher wage jobs to the community and to have the jobs located within walking distance to our downtown and to attract businesses to the Rivergreen business corridor. Additionally, I would like to evaluate walkability in our community and to make it more bike friendly as well.

I plan to start a neighborhood outreach program for Mayor and Council. I would like to incorporate visibility of the elected officials at City events and functions.

In 2024, I would like to work with Council to review the success of our City and look for areas of improvement or change to continue to make our City the #1 place to raise your family and have a business. I would like to have this vision finalized with the input of the community and the unity of Council. This will take some time, but it will be the vision that will lead us through the next 10 years.

As Mayor Nancy Harris concludes her 16-year tenure in Duluth, the City of Duluth wants to share gratitude for a leader who not only helped shape the city’s physical landscape but also nurtured a strong sense of community and creativity. As a lifelong resident of Duluth, Mayor Harris witnessed significant changes and growth in her beloved city, and her impact resonates in every corner. When Mayor Harris first entered office in 2007, she set out with a vision centered on preservation, a promise that would guide her through four terms of unwavering dedication to Duluth’s quality growth. Under her leadership, the city experienced transformative construction projects, including Parsons Alley, Sugarloaf Marketplace, District at Duluth, George Rogers Ave, Willbrooke Pocket Park, Courtyard by Marriott, Rogers Bridge Park with the new Pedestrian Bridge, the Davenport Intersection, and the new astroturf Activity Lawn, among others. These developments

reshaped Duluth and preserved its historic charm while embracing progress. Mayor Harris, an avid lover of the arts, championed creativity, fostering a vibrant artistic scene in Duluth. Under Nancy’s guidance, the city became home to various public art installations like “The Phoenix,” “Melody Lane,” “Dream Big,” “Ascension,” “Meet me on Main,” and “The Shape of Time & Water,” adding a touch of inspiration to the community’s visual landscape. She is also the mastermind behind the colorful crickets that you have spotted around Duluth. However, Mayor Harris’ impact extended far beyond physical development. Her enthusiastic connection with the community set her apart as a leader who genuinely cared. She was often found engaging with the community at local events, fostering the love of art through the establishment of the Duluth Fine Arts League (DFAL), supporting local businesses by being front and center at

countless groundbreakings, ribbon cuttings and grand openings, mentoring our youth through the Student L.E.A.D. program, and keeping the public informed through regular public meetings like the annual “Be Duluth Show” and the quarterly civic meeting “Connect Duluth”. Mayor Harris’ creative spirit is unmatched! Over the years, she found many unique ways to connect with her constituents. From the unforgettable “Carpool Karaoke,” where she harmonized with CBS Sports Broadcaster Brad Nessler, local musicians Banks & Shane, and Owner/Operator of EOP Presents, Eddie Owen, to the hilariously informative “Undercover Mayor” series, where Harris offered residents a behind-the-scenes peek into the city’s workings. And let us not forget that Harris was the first to introduce us to DeeDee, Duluth’s beloved “Chicken of Tomorrow” mascot! Duluth’s appreciation for Mayor Harris’ leadership extends beyond its borders.

Gwinnett County Board of Commissioners Chairwoman Nicole Love Hendrickson expresses her admiration, stating, “I find it both an honor and a privilege to pay tribute to a remarkable leader whose influence has left an indelible mark on not only my personal and professional journey but an entire city and future generations.” She emphasizes Mayor Harris’ transparency, inclusivity, and unwavering commitment to excellence. Owner/Operator of Eddie Owen Presents at the Red Clay Music Foundry, Eddie Owen, is often heard referring to our little corner of the world as “Undeniably Beautiful Downtown Duluth” and he attributes much of that to Nancy’s leadership. “In 2011, the Duluth Downtown Development Authority (DDA) approached me about the Main Street theatre. While my initial impression was that it needed a lot of love, meeting Mayor Nancy Harris, Ms. Katheryn Willis, and Chris McGahee convinced me they had a vision for the city’s growth. Nancy’s leadership, especially evident in the Town Green infrastructure, inspired my involvement,” said Owen. Principal at Duluth High School, Dr. Eric Davidson, describes Mayor Harris as a true friend and leader, highlighting her motivation to improve the experience of Duluth residents

and her role in developing the Duluth Student L.E.A.D program. “Mayor Harris’ visionary leadership has transformed Duluth into a vibrant model for a live-work-play city. This dedication ensures the continuity of the positive changes Mayor Harris has implemented. Her collaboration with Duluth High School, including the Duluth Student L.E.A.D program, reflects her commitment to developing leadership skills in students for the mutual benefit of the city and school. FEE-SIMPLE Fee-simple means the unit is individually owned, and the owner has title to the property and any building on which the unit is built.

BEXLEY (FORMERLY SODO) The 257-unit luxury multi-family complex at Davenport Road and Buford Highway was completed in 2023. Developed by TRG under the trade name SODO, the property was sold for $81 million to Weinstein Properties based out of Virginia and branded under the Bexley apartment group. The Virginia-based company is family-owned with properties in Georgia, North Carolina, Tennessee, Texas, and Virginia.

RIVERSONG Southvine Homes has nearly completed the 11-acre Rogers Bridge Road site, where 51 fee-simple townhome units 8 | DULUTH LIFE

are under development. Prices start in the $400,000 range, with three units remaining and two under contract.

RIVIÈRE McKinnley Homes has six units remaining of the 72 units being developed in the townhome community located off Chattahoochee Trace. Prices start in the mid $400,000’s. All units will be completed in 2024.

SHERWOOD CROSSING Century Communities has 7 out of 34 feesimple units remaining in Phase II of its Buford Highway townhome project. Prices are in the upper $400,000s. Phase I was comprised of 79 townhomes on 10 acres and was completed in 2021.

GARDENDALE DR Horton completed construction on the 55-unit Gardendale fee-simple townhome community on Howell Street just off Highway 120. This development Features a roundabout entrance and homes with starting prices in the $500,000s.

ENCORE BY ASHTON WOODS Located on Peachtree Industrial Blvd., this 145-acre Planned Unit Development of fee-simple attached and detached homes is located on what was once two golf course properties. The site is adjacent to the Chattahoochee River and Rogers Bridge Park. At the close of 2023, 382 units were purchased, with 82 units remaining to be constructed. Prices range from $450,000 to $834,000.

CHATTAHOOCHEE CORNERS Pennsylvania-based Somerset Properties purchased nine buildings totaling some 388,213 sq. ft. of flex, office, and administrative space. The $45 million acquisition of this group of buildings is known as Chattahoochee Corners and is the largest single property owner at River Green. The company has invested in façade improvements, landscaping, and updated signage


SALON BELLA DAMA DULUTH STATION This Sandy Springs salon is picking up shop and moving its operation to Duluth Station. The 1,400 sq. ft. unit is in tenant build-out now.

WING FI DULUTH STATION Wing Fi recently opened in the vacant 3,000 sq. ft. unit that was formerly Yummy Hibachi.

BENJAMIN MOORE PAINTS This nationally recognized paint store brand opened in 2,100 sq. ft. in January 2023 in Duluth Station.

MOORING PLAZA UPGRADE Evanshire

EVANSHIRE The Providence Group is well underway on this 25-acre fee-simple residential site off Highway 120. The development consists of 74 attached units and 66 detached units, with prices starting in the $ 600,000 range. Construction should be completed in late 2024 or early 2025.

DULUTH STATION The 95,000 sq. ft. Publix-anchored shopping center is headed toward full occupancy in 2024. Slate Grocery REIT, a grocery company with 118 cents in the U.S. and Canada, purchased the property in 2017. As a long-term holder, they have hired Ackerman & Co. to seek tenants that provide general services to residents, from shipping to paint stores.

COFFEE THAT MATTERS BY PHOENIX ROASTERS The long-time Duluth-based coffee roasting operation has opened a new retail shop in the Duluth Station retail center. The vibrant coffee shop is in what was the former Chase Bank end cap space. In addition to occupying vacant space in the strip center, Phoenix opened a drive-thru pick-up lane after being granted a special use permit by

the Planning Commission and Mayor and Council. The drive-thru is a walk-out to the car model like that used by Chick-Fil-A.

LITTLE CEASARS PIZZA DULUTH STATION The well-known pizza retailer is building out the former nutrition shop next to Phoenix Roasters in the Duluth Station shopping center.

UPS STORE DULUTH STATION Duluth Station has added UPS to its growing list of new service options. UPS is in what was once the Subway space near the endcap of the main strip center.

SPICE HOUSE DULUTH STATION Spice House has signed a lease for the vacant end cap restaurant space, which was most recently Boudreaux’s Cajun Café.

COMMUNITY CAT CLINIC DULUTH STATION St. Vicent DePaul Thrift Shop closed its doors at Duluth Station. The unit has since been divided into two spaces, and the Community Cat Clinic has signed a lease to take 5300 sq. ft. of this space.

PRETTY RESUMES DULUTH STATION Pretty Resumes is leasing 1,050 sq. ft. at Duluth Station.

Mayor and Council approved a Special Use Permit to allow Marathon service station to reopen - the Special Use approval called for upgrades to parking, stormwater, and striping. The 20,000 sq. ft. center was built in 1983 and is located next to Discount Cleaners on Buford Hwy.

SPACE SHOP SELF STORAGE Legacy Land Holding purchased 2.4 acres of vacant land adjacent to Express Car Wash to construct 104,768 climatecontrolled self-storage units. The facility opened in 2023 and is valued at $4,000,000. This site was part of the cleared land but was not developed during the recession and was subdivided for Express Car Wash and this project.

MARLOWE PUD Greystar Duluth sought and received Planned Unit Development (PUD) approval for a market rate multi-family project tentatively called Marlowe in the Fall of 2022 from the Planning Commission and Mayor and Council. The project consists of acquiring ten commercial properties, relocating two tenants, and a property swap and renovation for Hands of Christ to the former Chattahoochee Cabinets site on Rogers Bridge Road. The Marlowe site is adjacent to Bexley in the North and the District at Duluth in the South. Demolition is expected to begin in spring 2024, with the first occupancy in 2026. The PUD comprises 13.7 acres.

DULUTH AUTOS & TRUCKS In 2006, the Pleasant Hill Interchange at Buford HWY was created to remove the at-grade crossing and construct an overpass for the rail line. The transportation change shut down the adjacent gas station and Waffle House. The gas station was demolished and replaced with a parking lot. The Waffle House was converted to a landscape design center which closed after several years. It is now the home of Duluth Autos & Trucks.

KUNJ CONSTRUCTION GAS STATION

CO-HATCH DULUTH CRDV Duluth purchased the United Tool site at the corner of Burford Hwy and Hwy 120, next to Norfolk Southern RR, in January 2023. With co-working locations in major urban centers from Tampa to Pittsburgh to Cleveland, this is the company’s first push into Georgia and into suburbia. United Tool has been a downtown fixture since Wayne Shirey opened the tool rental company in 1984. Co-Hatch chose to keep the structure rather than demolish it. The project is slated to open in 2024. The company owns the adjacent parcel and is holding it for future development options.

DAVENPORT SIGNALIZATION AND RR CROSSING IMPROVEMENTS This project has been in the planning stage for more than 16 years. The completed four-way intersection will include left and right turning from all directions on Buford Hwy and Davenport.

The signal will open in early 2024 after the railroad has completed the crossing. The signal’s impact will be modulating traffic through the downtown portion of Buford Hwy and providing safe pedestrian crossings into downtown proper.

This site on Buford Hwy next to Advance Auto was purchased by NOA Bank in 2008. In 2016, the 1.25-acre tract was sold to the Korean American School of Atlanta. In late 2021, Kunj Construction USA purchased the site from Korean American School and is now constructing a gas station. The company specializes in apartments and gas stations.

CLIMATE CONTROLLED STORAGE PROJECT

SPA LAND BERKELEY INTERNATIONAL VILLAGE

Old Atlanta Commerce, LLC petitioned the Planning Commission and Mayor and Council for a Special Use Permit to build climate-controlled mini-warehouse units adjacent to Domino’s Pizza and Sherwood Crossing Phase l and Phase ll on Buford Hwy. The Special Use was approved in October 2023 with a time limit of 12 months to obtain a land disturbance permit.

The anchor store for Point Berkeley International Village on North Berkley Lake was programmed for H & Y Marketplace. The 80,000 sq. ft. grocery operator pulled out during the beginning of the recession in 2008. The anchor site remained vacant until Joseph Lee purchased the footprint and began the development of Spa Land & Sauna in 2016. Spa Land opened in October 2019. Amenities include exotic steam rooms, water features, massages, and a restaurant. Having an anchor has produced positive results for Point Berkeley and brought daily activity to what was once a large, empty parking lot.

CAR LAND AUTO SALES 3550 Buford Hwy is now Car Land Auto Sales. A fencing school previously utilized this one-acre site to teach classes.


VACANT OFFICE TOWER NORTH BERKELEY LAKE Duluth More Space, LLC purchased the 132,000 sq. ft. building and associated 15.9 acres. The property transaction occurred after the company received approval from the Planning Commission and Mayor and Council to amend the existing PUD in December 2021. The amended PUD allows for developing FLEX space, warehouse units, and climatecontrolled use in the seven-story tower.

FORGE COLD-FORMED STEEL O’Neal Steel sold its 11-acre site on North Berkley Lake Road to Stag Industrial Holdings in 2016. The Georgia Department of Economic Development targeted the building for an electric battery recycling plant in 2021. During due diligence, the 152,000 sq. ft building was noticed by FORGE, which specializes in cold-formed rolled steel. Georgia ended up getting two projects as the recycled battery plant located near the Rivian site in Covington and Duluth landed the very clean and efficient rolled steel company. FORGE immediately updated the administrative building and launched manufacturing in Duluth. The zip code is Norcross, but the company is in Duluth city limits.

NORTH BERKELEY LAKE ROAD Roadway improvements are currently underway to include milling, patching, paving, and striping.

LR BURGER The downtown burger joint with shakes and salads with a rooftop full-service bar was completed and opened in August 2023.

ACTIVITY LAWN The former paver lot next to Truck and Tap has been transformed into an activity lawn featuring shade sails and artificial turf grass. The public space was opened in March of 2023.

TAYLOR PARK PLAYGROUND & ACCESSIBILITY IMPROVEMENTS Alongside the improvements at the former paver lot site, the city has made

improvements to adjacent Taylor Park. This includes ADA-accessible walkways, picnic benches, new landscaping, and additional seating areas for visitors who want to observe Town Green or watch a concert.

THRIVE COWORKING The 27,000 sq. ft. retail and coworking building has completed its exterior construction across from City Hall. The public parking lot adds a total of 98 new spaces to the Downtown Parking roster, with 4 of those being handicapped. The extended lot also features expansive lighting and a circular pattern for those looking for parking at the trackside lot with three entry and exit points into the lots.

ROGERS BRIDGE PEDESTRIAN BRIDGE The long-awaited connection between Duluth-Johns Creek and Gwinnett-Fulton was opened in July 2023. The old bridge, which was closed and not passable, was removed from the river in 2021. Both Duluth and Johns Creek are constructing park amenities accessible to visitors to either park along with new parking and restrooms. It remains one of the few bridges not adjacent to vehicle traffic where the public can simply watch the Chattahoochee River pass by.

D U M PS T E R CAR D S To use our dumpster service, you’ll need a City of Duluth Dumpster Card, which must be renewed annually. Cards can be obtained Monday - Friday between 7:30 am and 4:30 pm at the Public Works facility (2450 Main Street).

ON E G I AN T Leap FO R DU LU TH! Duluth is offering more and more pedestrian connections to and from the downtown core, allowing our residents, businesses, and visitors to experience dining, shopping, theater, greenspace, and the library, without ever having to get into their cars. The most recent of these projects is the Main Street Enhanced Sidewalk, Phase I. This stretch of 10’ wide trail allows peds to walk along Main Street from Rogers Bridge Road to Peachtree Industrial Blvd (PIB) safely and comfortably, thus connecting more folks from the living/shopping/dining area at PIB and Sugarloaf to the one in downtown. And…it is open and ready for use right now. This stretch of the project boasts seating areas with doggie waste stations, nighttime lighting, and future public art. And guess what… we’re not done! In early 2024, the NEXT phase of the Main Street

Enhanced Sidewalk project will be under way. This section, that we call Phase II, will replace the narrow substandard sidewalk in place along Main Street between Brock Road and Rogers Bridge Road with the same 10’ wide trail that phase I offers, complete with seating, nighttime lighting, and future public art. While phase II is under construction (approximately 15 months), we expect pedestrian traffic to be temporarily diverted to Buford Highway. Just as soon as it is safe to bring our peds back to Main Street, we will! And we look forward to offering our citizens and visitors a safe and comfortable walk from downtown to PIB and back. You can hop onto the Western Gwinnett Pathway from PIB and continue north or south along PIB to additional destinations. So walk, bike, or roll your way along Main Street (Phase I for now, Phase II coming soon), and we will see you at our next event (sans motor vehicle)!

Here are three of the top code violations for 2023, in Duluth and how to avoid meeting a code compliance officer:

GRASS, W EEDS, A ND GROUND COVER 346 V IOLATI ONS Keep your grass and weeds at a height that doesn’t exceed eight (8) inches. Prevent bare soil in your front yard by applying mulch, straw, or rocks.

TREES A ND SHRUBS 2 62 V IOLATI ONS Remove dead or diseased trees from your property that pose a hazard. Trim the limbs so they don’t interfere with or obstruct streets and sidewalks. Trim your shrubs to prevent limbs and branches that extend more than eighteen (18) inches from the body of the plant.

OPEN A ND OUTDOOR ST ORAGE 349 V IOLATI ONS Properly dispose of used appliances, scrap materials, recyclables, and used containers. Take advantage of Duluth’s Community Clean-up day this summer (June 15) where residents can bring up to four vehicle tires, leftover paint from your home improvement project, debris from your home renovation project, cardboard, lawnmowers, appliances, grills, furniture, clothing, electronics, vehicle parts and fluids (motor oil, batteries, antifreeze), garden chemicals (pesticides, herbicides, fertilizer, and insecticides), household chemicals (toilet bowl cleaner, shower/tile cleaner, carpet cleaner, rust remover), tree limbs, grass clippings, leaves, etc.

Some residential properties have a required vegetation buffer related to their zoning district or stormwater features. Please check with your HOA, or your property’s plat before planting or removing areas of vegetation. For example, a Planned Unit Development (PUD) zoned property can have a required 25 foot vegetation buffer along the rear property boundary. The vegetation within this buffer cannot be removed as a condition of the property’s zoning. Also, many private properties have stormwater drainage easements and stream buffers that cannot be disturbed. Your best sources to determine if these buffers and easements will impact your landscaping plans are a survey and a plat. L.E.A.D.? The City of Duluth is an ideal suburban environment that offers a great place to live, work and play. We are excited to provide an avenue for citizens to learn about city operations, services and the city government’s essential functions. This program offers an interactive learning experience, including information about city services, programs and responsibilities. Additionally, citizens will casually interact with elected officials and city staff. Class participants have the opportunity to ask questions and gain a better understanding of Duluth’s local government and their role in local government. The 15th Annual L.E.A.D. (Learn, Engage, Advance Duluth) Academy will begin in the first quarter of 2024. Dates will be announced soon. The program runs for six (6) weeks and consists of six (6) sessions, one of which will be a regularly scheduled Council Work Session and Council Meeting. A graduation celebration will be held in the final week. To participate in this FREE program, you must be a city resident or business owner. The 2024 program, to provide a more in-depth look into City operations and combine staff efforts, has merged the former Citizens Budget Review Committee sessions into one of the L.E.A.D. sessions. So, if the city budget interests you, please sign up for the L.E.A.D. Academy. Citizens engage when they are armed with good information and L.E.A.D. provides that foundation. You will be empowered to help address community issues when you understand all the possible ways you can help. This program will spark your interest in local issues, provide insight into the decision-making process and provide an avenue for participants to help advance the community to a better future. Title 1 Reward School 2023-2024 •

The Georgia Department of Education (GaDOE) is honoring several Gwinnett County public schools for student performance on statewide assessments. Harris Elementary School, Partee Elementary School, Paul Duke STEM High School, and Pharr Elementary School are 2023 Title I Distinguished Schools. Title I Distinguished Schools are Title I schools that rank in the top 5% Schoolwide Program and top 5% Targeted Assistance Program schools in the state. They also have the highest absolute performance for the all-students group based on content mastery of the current statewide assessments. The four Gwinnett County schools are among a select group of 78 that earned the designation. In addition, Central Gwinnett High School, Duluth High School, Paul Duke STEM High, and Rosebud Elementary School are 2023 Title I Reward Schools. Title I Reward Schools rank in the top 5% of Title I schools in the state, making the most progress in improving the performance of the all-students subgroup by comparing content mastery scores from the two most recent years of reported data on the statewide assessments. These four Gwinnett County schools are among a select group of 75 that earned the designation.

The clean-up day is offered as a free service to our wonderful residents as part of the Duluth Neighborhood Outreach Work Program (N.O.W.). As an amnesty dump day, we will be accepting the following household items from City residents on this day only: • Up to 4 car tires •

MEDIC A RE C A N B E A MAZE ! LE ARN HOW T O N AVIGAT E MED ICAR E PLANS Is Medicare puzzling? For most people, the answer is yes. This course assists the attendee in understanding the many facets and particulars of Medicare. You will gain a foundation of Medicare Part A, Part B, Part C (Medicare Advantage) and Part D (Prescription Drug Plan) and Medigap plans (aka Medicare Supplement plans). Areas include: when and how to apply, how it interacts with private insurance, deductibles and what factors to consider in choosing the right plan. The course will also cover whether you should contribute to your HSA account after you move to Medicare. Additionally, we explore how to evaluate if you should stay on an employer plan at age 65 or move to Medicare and continue working at your employer (did you know this is a growing trend?) and how your Medicare choices/costs affect your retirement funds. We explore how drawing down your IRAs or 401ks (voluntarily or thru RMDs) creates taxable income, thus making your Social Security Benefits more taxable (aka The Social Security Tax Trap). You will learn how the Provisional Income calculation determines how much your Social Security benefits are taxable. We demonstrate the value of a ROTH IRA and how if used correctly can mitigate the taxation of your Social Security Benefits. Learn “Tax Bracket Harvesting” and how that is key to efficient ROTH IRA conversions. Also, we cover what happens when one spouse passes and the tax/financial implications for surviving spouse.
