FROM THE MAYOR

The days are getting longer and warmer. People are getting outdoors and children will be out playing without the stress of school for a while. Duluth’s downtown will be active with everyone enjoying the green space, restaurants and events. Our parks will have sports, children at play, walkers, runners, bikers, and as our multi-use trails are being completed, you will have the option to be more mobile and active in more areas of the City. It is our goal to make the City more walkable and bikeable overall and I am excited to see the City become more active during this time of year and hopefully get to meet more of you face to face.

We are planning to reactivate a Mayor and Council outreach program that stopped occurring during COVID. Since 2020, Council members have changed, and we basically have a new group of leaders. I believe it is important that the citizens of our community have a personal relationship with the elected officials in place to represent them. As we confirm the new HOA board members for our neighborhoods, we plan to schedule Meet & Greets. We are also looking at options for Meet & Greets in neighborhoods without amenities and without HOAs. During some events we will host a Mayor and Council tent to get to know our community and answer questions. We are in the process of getting organized, but please reach out to me if you want to help plan something in your community.

There are a lot of new things happening and planned. We will have an Economic Development Strategic Planning Session that will incorporate many topics including jobs & economic development, experiential entertainment, housing, walkability, public safety, sustainability, transportation, and reliable City infrastructure. Of course, these topics will be addressed while continuing the inclusion and unity of all our communities and people.

Our City Council and I are eager to engage with you and to build upon the success the City has experienced from prior leadership.

DULUTH POLICE DEPARTMENT UNVEILS CUTTING EDGE REAL TIME CRIME CENTER

The Duluth Police Department is thrilled to announce the completion of its state-of-the-art Real Time Crime Center, marking a significant milestone in the City’s commitment to public safety. From its humble beginnings in 2017, with fewer than 20 cameras and a single desk, the Real Time Crime Center has undergone a remarkable transformation. Today, it is a fully operational hub equipped with the latest technology, boasting 400 cameras strategically positioned throughout the city. This upgrade provides our dedicated team of three full-time and one parttime analyst with nearly 24/7 coverage, ensuring swift and accurate assistance to officers and detectives in solving crimes and managing active situations. It serves as a vital resource during city events, providing an invaluable “eye in the sky” for our officers and ensuring the safety and security of residents and visitors alike.

The new state-of-the-art software and monitor upgrades offer enhanced clarity and precision, enabling our analysts to generate a more accurate picture of unfolding events in real-time. This transformation allows for seamless integration with other law enforcement agencies, fostering greater collaboration and efficiency in our mission to fight crime.

RECEIVES THE GWINNETT CHAMBER LIFE-SAVING AWARD

Each year, the Gwinnett Chamber hosts a VALOR Public Safety Awards Banquet to honor and recognize the exceptional dedication of Gwinnett County First Responders. On March 14, at the Chamber Awards Banquet, the Duluth Police Department’s Officer Andrew Bray was presented with the Life-Saving Award.

The incident Officer Bray was recognized for happened on May 15, 2023 at about 5:30 PM. Officer Bray was driving to work in his personal vehicle in heavy traffic outside of his jurisdiction when he noticed a woman

The parents later came to the police department to thank Officer Bray, making the statement, “We are incredibly grateful for Officer Bray and the heroic actions he took. He clearly prevented a bad situation from becoming a tragedy and saved her life. We thank him from the bottom of our hearts.”

on the side of the road frantically attempting the Heimlich maneuver on a young girl. Without hesitation, Officer Bray immediately pulled over, exited his vehicle and rushed to the child’s aid. Despite the adult’s attempts at dislodging the piece of candy from the child’s throat, she was unsuccessful and was panicking. The 8-year-old child was not breathing. Officer Bray grabbed the choking child from the adult and was able to use enough force to successfully dislodge the piece of candy from the young lady’s airway.

This incident was extraordinary because Officer Bray was taking a route to work that he did not usually take. He was running late because he was assisting an elderly neighbor with obtaining groceries before leaving for work. This speaks to the kind of person Officer Bray is both on and off duty.

Chief Carruth provided the following statement about Officer Bray’s courageous actions: “When you have the heart to serve others, as most police officers do, it does not matter whether you are on or off-duty-you will continue to protect and serve. He was in the right place at the right time to help this young lady and her family. I am very proud of Officer Bray and his life-saving actions.”

Electric Vehicles

DULUTH POLICE ADDS TO THE FLEET

This past year, the Duluth Police Department has added four more Electric Vehicles to their fleet. The electric vehicle program originally started off with two Zero Electric motorcycles used to patrol parks and the downtown area. The advantages to these motorcycles was that they were very low maintenance, were quiet enough to ride through parks and they were easily maneuverable. The success of this program prompted the department to examine the advantages of adding vehicles to the fleet. After researching and considering the advantages of electric vehicles, the police department has recently added four Chevrolet Bolts to its fleet. Detectives currently use these vehicles daily. Along with the four vehicles, the department purchased a solar charging station for the officers to charge their vehicles, which is located at the police department. Additionally, as part of their "Make Ready" Program, Georgia Power has installed infrastructure at the police department, allowing additional fast-charging stations to be used by both the public and the detectives.

Capt. Robert Montgomery, Support Services Commander, explains that the initial vehicle cost is about the same as the gas-powered ones he purchases for the patrol division. However, the cost savings come in with the reduced fuel and maintenance costs. Plus, they have the added benefit of producing zero emissions! Feedback from the detectives is that having to charge the vehicles, rather than gas up, took a bit of getting used to, but with the added charging stations, it has been an easy process. The vehicles drive smoothly, accelerate quickly, are very quiet, and are roomy enough to transport any of the equipment the detectives regularly use.

Looking ahead, the department is considering the addition of more electric vehicles to the fleet, particularly for patrol purposes. The prospect is even more promising with the development of vehicles like the electric Chevrolet Blazer, designed as a "pursuit-rated" vehicle, a crucial credential for patrol use. The only challenge is ensuring the vehicles remain charged during the officers' 12-hour shifts, given the amount of driving involved. However, as the technology and infrastructure for electric vehicles continue to improve and the cost-savings become more apparent, the department remains optimistic about the future of its electric fleet.

DULUTH’S NEW PUBLIC SAFETY AMBASSADOR PROGRAM UNDERWAY

In January, the Duluth Police Department introduced its Public Safety Ambassador (PSA) Program - the first program of its kind in Gwinnett County. The police department hired two civilian employees to supplement the police force by handling calls for service such as traffic direction, closing roads, assisting disabled vehicles, and taking some types of reports. The idea is to enhance the efficiency and effectiveness of the police department by cutting down on the amount of time police officers spend on non-emergency types of calls. It is estimated that the two Ambassadors will be able to address about 22% of the calls that police officers typically handle. This will help us free up our officers’ valuable time, enabling them to focus on more pressing matters, particularly criminal incidents. The program allows the police department to have more “eyes and ears” out on the streets, and there is also a community outreach benefit. The Ambassadors are here to help make our City safer for everyone. So far, the community response has been very favorable. If you see one of our Public Safety Ambassadors out and about, please feel free to stop and say “hi.”

COMMUNITY CLEAN-UP DAY ANNUAL

The City of Duluth is happy to announce that the annual Citywide Community Clean-Up Day will be hosted at the Duluth Public Works facility located at 2450 Main Street, Duluth, GA 30097, on Saturday, June 15, from 8:00 am-4:00 pm. The clean-up day is offered as a free service to our wonderful residents as part of the Duluth Neighborhood Outreach Work Program (N.O.W.).

As an amnesty dump day, we will be accepting the following household items from City residents on this day only:

• Up to 4 car tires

• Leftover paint from your home improvement project

• Debris from your home renovation project (tile, lumber, carpet, sinks, toilets, etc.)

• Vehicle parts and fluids (motor oil, batteries, antifreeze)

• Garden chemicals (pesticides, herbicides, fertilizer, and insecticides)

• Household chemicals (toilet bowl cleaner, shower/tile cleaner, carpet cleaner, rust remover)

• Items stored in your garage or basement (lawnmowers, appliances, grills, furniture, mattress, electronics, cardboard, etc.)

• Yard debris (tree limbs, grass clippings, leaves, etc.)

• E-Waste recycling (monitors, laptops, desktops, smartphones, tablets, keyboards, scanners, printers, TVs, etc.)

• Paper Shredding

This free event is only for residents who live within Duluth City Limits:

• All residents must bring a current utility bill and driver’s license to enter the event.

• This event is not open to contractors, builders or other construction trades.

• No commercial materials will be accepted.

• No vehicles larger than a standard-size pick-up truck will be admitted into the event.

BUT WAIT, WHY WAIT UNTIL JUNE 15?

Did you know...Many household items can be disposed of at your curbside or dropped off at the Public Works facility year-round.

Republic Services (your garbage company) will take mattresses, furniture, appliances and other household items at the curb. You must call Republic Services at 678.963.2873 to request a bulk item pickup. The cost is $65 for each bulk pickup request (requests are limited to two items per service week).

Duluth residents benefit from having year-round dumpsters located at the Public Works Facility. Throughout the year, residents can dump appliances, sofas, furniture, cardboard, lawnmowers, grills, old clothing, electronics (TV’s, VCR’s, stereo/computer equipment, etc.), vehicle parts and fluids (motor oil, batteries, antifreeze), old children’s toys, tree limbs, grass clippings, leaves, etc.

Residents may also recycle glass and cardboard at the Public Works complex during regular dumpster hours.

International Night

March 1st was the 10th Annual International Night at Duluth High School. The event brought hundreds of Duluth students, staff, and community members together to celebrate the rich cultural backgrounds of our Duluth Family with food, fellowship, and performances.

March 15th, 2024 Duluth celebrated our 65 Anniversary highlighting both how much DHS has changed over time and celebrating our continued dedication to this community.

The Awards are named in honor of actor/singer and Georgia native, Shuler Hensley, winner of the prestigious Tony Award, Outer Critics Circle Award and Drama Desk Award.

TINY BALLERINA AND ME BALLET (AGE 2 WITH PARENT PARTICIPATION)

This class is designed for the youngest ballerina to become accustomed to the structure of a ballet class while having the comfort of a parent present. YOGA 101 (AGES 18+)

New to yoga? Our 4-week Yoga 101 series is designed to help you safely start a yoga practice and understand more about incorporating yoga into your daily life. Classes will focus on safety and alignment, using props, coordinating breath with movement, and practicing mindful relaxation.

POWER YOGA (AGES 18+)

Power Yoga focuses on building strength, endurance and burning calories! With an emphasis on flowing from one pose to the next, power yoga moves at a more challenging pace while linking your breathing to the different motions of your body. A power yoga class may seem more like an aerobics or dance class and less like a relaxed one. Power yoga still requires mindfulness and focus on the breathing patterns of traditional vinyasa flow yoga.

Increase your flexibility, mobility and balance using poses, breathing techniques and props in this class for adults 50+. Chairs will be available for support while sitting or standing. You can choose between Tuesday or Thursday or you can take both the Tuesday and Thursday classes.

LONG TERM CARE 101 "MYTHS VS FACTS"

The need of Long Term Care (LTC) for you or a loved one can be extremely expensive, potentially depleting family retirement assets and placing a hardship on the patient’s children. By understanding the potential LTC expenses (both traditional and non-traditional) and exploring different ways of “assembling a plan” to pay for LTC, you can gain a sense of financial security and control over your future.

Under the guidance of Robert Cox, RICP, CFF, a Retirement Strategies Specialist/Certified Financial Fiduciary, you will learn the basics of Long Term Care coverage and how to evaluate it to determine if it’s a proper fit for you. The seminar examines home health care, assisted living, nursing home care and how to build a funding plan to fit an individual’s needs. You will also learn how to evaluate LTC coverage proposals, whether traditional or hybrid. Rest assured, this is an education-only course of the highest quality.

MINIMIZING TAXES IN RETIREMENT

Taxes will likely be one of your highest yearly expenses for middle-income and higher-income households. We explore how drawing down your IRAs or 401ks (voluntarily or through RMDs) creates taxable income, thus making your Social Security Benefits more taxable (aka The Social Security Tax Trap).

You will learn how the Provisional Income calculation determines how much your Social Security benefits are taxable. We demonstrate the value of a ROTH IRA and how, if used correctly, it can mitigate the taxation of your Social Security Benefits. Learn “Tax Bracket Harvesting” and how that is key to efficient ROTH IRA conversions. Also, we cover what happens when one spouse passes and the tax/financial implications for the surviving spouse.

Our highly organized program promotes skill development related to flag football, soccer, wiffle ball, various low-key dodgeball games and more. Our focus is on leadership, hustle, self-confidence, good sportsmanship and, most of all FUN!
