What did the bald man say when he got a comb for Christmas? I will never part with it!

I personally love this time of year. Even though the days get shorter, there is a reason to celebrate every month from October to January. Not only celebrating, but also decorating. These holidays are reasons people get together with family and friends and focus on fellowship. It is a social time of year. I personally like to walk my dogs at night to see the homes decorated – I never seem to tire of seeing how people choose to express themselves through decorating their homes and yards. It is also a time to reflect on the past and coming years.

The vision for Duluth is to be a health community. This term has different meanings to people, but there are plenty of overlaps. We are thankful to have a diverse and loving community that live peacefully together in a thriving City. Duluth has a great school system, expanding medical services, safe neighborhoods, connectivity for walking & biking, a growing economy, and our own unique personality that continues to attract people to our City. We do know that there is hardship within our community as well, but we are blessed to have strong nonprofits and religious organizations that are working to lift our citizens that are in need.

I encourage you to tell us what a healthy community means to you. Please take the time to fill out our Community Satisfaction survey that asks a few questions aimed at helping us determine areas we can improve.

QUIET ZONE... WHAT IS A AND WHAT IS IT NOT?

A “quiet zone” also called a “reduced whistle zone” is a series of at-grade railroad crossings in close proximity (within a half mile along the track) where trains will not sound their horns/whistles as they come through.

Per federal law, train horns must be sounded in a standardized pattern of two long, one short, and one long as a train approaches an at-grade crossing. Under most circumstances, horns must sound for at least 15 seconds and a maximum of 20 seconds and must continue until the lead locomotive occupies the grade crossing. These horns sound at a decibel level of 96 – 110 dB.

To give you a sense of comparison, the average leaf blower is about 70 dB at 50 feet away (louder up close). And a Boeing 747 is 120-140 dB (from the outside) at takeoff. So, a train horn is somewhere in between. Anyone who lives or works in downtown Duluth would have said it’s closer to the Boeing!

Over the past decade, many of you have witnessed the growth and redevelopment of our downtown. The City’s goal of having 2500 residential units of varying size and type within a half mile walk of downtown is within reach. This will create a more sustainable environment for our citizens. Knowing so many people would be sleeping within earshot of the rail line, it became necessary to seek a quiet zone.

After many years of planning, design, and coordination with Norfolk Southern and the Federal RR Administration, the City was finally successful in establishing a quiet zone. It formally took effect on August 27th at 12:01pm. And while this means you will not hear the train horn most of the time, there are circumstances under which the train engineer will continue to sound the horn.

If a train is stopped on a siding track waiting for another train to pass, the passing train will sound its horn as it approaches a crossing from behind the stopped train. This will alert anyone sitting at the crossing to the presence of the oncoming train (just in case it is not visible from their vantage point).

If anyone is walking on or near the track (which, by the way, is trespassing, and very much illegal, as well as very dangerous), the engineer will sound the horn to alert them to get out of the way.

If anything is stuck on the track or there is an emergency, the train engineer will sound the horn.

In addition, each crossing was outfitted with additional safety measures. All three affected crossings (Davenport Rd., SR 120, and Brock Rd.) have bells, signage, pavement marking, flashing lights, and gates. Brock Road now has four-quadrant gates to keep drivers from going around the gates when they don’t hear a train coming and they are decidedly impatient. Both SR 120 and Davenport Rd. have raised medians on each side of the crossing, accomplishing the same end as the four-quad gates.

Look for the pedestrian “Z-gates” at the new Davenport Rd. crossing. In the general shape of the letter “Z”, the gate forces the pedestrian to look down both directions of the track before entering the crossing. As we know, trains come from both directions at any time of day.

So what is a quiet zone? It’s a qualityof-life improvement for the folks living and working in close proximity to the crossings. What is it not? It is not silent all the time. In an emergency, or if safety is potentially at risk, the train will sound its horn. You, as the driver or pedestrian need to be aware all the time at every grade crossing, whether in Duluth or not, and whether part of a quiet zone or not. In the battle between cars and trains (or people and trains), the train will always win. And that is a huge loss all around.

REMEMBER – DO NOT STOP OR STAND ON THE TRACKS.

If you are stopped on the track when a train approaches, please note the gates (if present) are breakaway. Simply pull forward (or backward if necessary) and move off of the crossing. If you cannot move your vehicle, get out of it and get far away from the collision. A train is a very heavy vehicle, and even in the best of circumstances, can take upwards of a mile or more to stop (depending on speed, number and weight of train cars).

TRAIN FANATIC?

Lastly, if you are a train horn fanatic, you can get your fill at the Southeastern Railway Museum, just up the road on Buford Highway near Pleasant Hill Road. That crossing is not part of the quiet zone so trains will continue to sound their horns as they pass through. And, it’s a really neat place to visit.

2024 PROPERTY TAX PAYMENTS ARE DUE IN FULL BY DECEMBER 16, 2024.

Tax bills were mailed directly to homeowners on September 3rd. If you have an escrow account through your mortgage lender, contact them to ensure payment is scheduled.

Current amounts due can be found online at www.duluthga.net/payonline by using only the parcel number OR last name to look up your account. Cash or check payments are accepted during regular City Hall business hours, Monday-Friday 8:00 am - 4:30 pm. A night payment drop box is also located on the Main Street side of City Hall at 3167 Main Street for your convenience. Online payments by debit or credit card are also available via the above link (convenience fees apply to all online transactions).

This fall, the City of Duluth is changing software for occupational taxes to provide an online portal environment that is simpler to use and requires fewer steps to renew. Look for an in-depth explanation of the changes which will be emailed to business owners and posted on the website in mid-November.

The renewal season runs from January to April of each year. Notices of renewal will still be mailed via USPS for the 2025 season but will transition to email notifications beyond that.

Melissa started her career in Duluth working for the Municipal Court in 2012 and transferred to the Police Records division in 2017. Upon retirement of a former employee, she then became part of the business office staff in City Hall in July of this year. Melissa has three children, and her husband also works in the government sector. As a very active member of her church and cub scout families, she brings a wealth of experience and passion for serving others, as well as the technical innovation skills to facilitate the almost “paperless” environment we are rolling out for 2025!

A Tree City Duluth:

DID YOU KNOW DULUTH WAS NAMED A TREE CITY IN 1989?

This status shows just how dedicated the City is to maintaining a healthy and growing canopy. The Tree City USA program is one of Arbor Day Foundation’s oldest programs. Today the program includes more than 3,600 communities from all 50 states, Washington D.C., and Puerto Rico.

We love our trees so much we want to avoid the indiscriminate removal of trees as much as possible. There are certain laws in place to protect our canopy. While most single-family homes are exempt from these laws, as they are less than 1-acre, there are still things to consider if you own a home. Does your home have zoning or riparian buffers? There are a few neighborhoods in Duluth zoned PUD (Planned Unit Development), which require a buffer from surrounding uses. The City of Duluth also has an undisturbed buffer of 50’ from the bank of a river, stream or creek. No tree within these buffers should be cut. Also, reach out to your HOA as they may have rules about cutting trees as well.

Trees are the workhorses of our community. Trees assist with air quality, water quality, soil health, and wildlife habitat. Trees reduce the amount of stormwater runoff. Trees not only keep us cooler on those hot summer days and help block the wind on those (few) cold winter nights, but they also raise property values in residential areas! Trees are also known to reduce stress!

Another fun tree related fact: While National Arbor Day is always celebrated on the last Friday in April, the state of Georgia celebrates Arbor Day each year on the third Friday in February. The winter months are the best time to plant trees. In fact, the ultimate time to plant a tree in Georgia is between November and March. This is due in part to the tree (if it is deciduous) being dormant from late fall until the end of winter. The soil is cooler creating a more comfortable transplant for the roots of the tree. The winter months also require less watering since there is less heat making the water evaporate.

The optimal time to plant is between November and March in Georgia.

Don’t dig too deep! The flare of the trunk should not be buried.

Add mulch at the base of the tree. Mulch improves soil health, assists in retaining water, suppresses nutrient competition from grass, and helps prevent soil erosion around the base. Just remember to keep the trunk of the tree clear of any mulch!

Water your tree! Newly planted trees need more water than established trees. Call 811 before you dig! They will mark any underground utilities, so you don’t accidentally hit any when you dig!

POWER YOGA (AGES 18+)

Power Yoga focuses on building strength, endurance and burning calories! With an emphasis on flowing from one pose to the next, power yoga moves at a more challenging pace while linking your breathing to the different motions of your body. A power yoga class may seem more like an aerobics or dance class and less like a relaxed one. Power yoga still requires mindfulness and focus on the breathing patterns of traditional vinyasa flow yoga.

MINIMIZING TAXES IN RETIREMENT

For middle income and higher income households, taxes are likely to be one of your highest yearly expenses. We explore how drawing down your IRAs or 401ks (voluntarily or thru RMDs) creates taxable income thus making your Social Security Benefits more taxable (aka The Social Security Tax Trap).

You will learn how the Provisional Income calculation will determine how much of your Social Security benefits are taxable. If you have 1 dollar in Provisional Income over a set amount, then 50% of your Household Social Security benefits are now taxable for that tax calendar year. We demonstrate the value of a ROTH IRA and how if used correctly can mitigate the taxation of your Social Security Benefits. Learn “Tax Bracket Harvesting” and how that is key to efficient ROTH IRA conversions. Also what happens when one spouse passes, and the tax/financial implications for surviving spouse.

A structured, fun class to learn basic strokes, rules and scoring through a program of demonstrations, drills, and practice. Learn key fundamentals and develop basic skills so you're ready to participate in the sport. Please wear tennis shoes or court shoes. Paddles and Balls will be provided. (Little to no experience required.)

This Skills & Drills (Level 2 Pickleball Class) is for Advanced Beginners to Intermediate players. This class can be repeated as often as the player would like. The format of the clinics will be warmups, play situation, skill development and the topic for that week's class (listed below), concluding with game play in front of the pro.

If you are privileged to be 50+ and someone who enjoys game play competition, this is for you! Join us at the W.P. Jones Lodge every Wednesday and Thursday from 10am-2pm. On Wednesdays, we will host a variety of games including Mahjong/ Checkers/ Backgammon/ Scrabble, etc. Thursdays we will host Social Bridge games.*

The fee every six months, for both days is $20 for City Residents and $25 for Non-City Residents.

Our tax preparation service at Bunten Road Park is getting ready for the 2024 tax year. We will again be an appointment- based service.
