COVID projects come out on top IX COVID-19 related projects were announced winners at the annual Western Sydney Local Health District (WSLHD) Quality Awards ceremony on Wednesday, September 23. For the first time, community members were able to watch as Seven News presenter Samantha Brett and actor-comedian Rob Shehadie hosted the live broadcast to thousands of viewers. The annual recognition of staff innovations and achievements took on extra significance this year in light of the catastrophic summer bushfire season followed by the COVID-19 pandemic. Teams from areas including mental health, youth health, physiotherapy and many more were recognised, and for the first time four staff members were recognised as Employees of the Year. WSLHD chief executive Graeme Loy congratulated each of the 52 teams who entered projects and thanked every employee for their hard work this year. “I have been constantly amazed by the actions and efforts of all of our staff. You have done an incredible job coming to work every day to support our patients, and equally as importantly to support each other,” Graeme said. Michelle Garrard sets a record MICHELLE Garrard has set a record by being re-elected to her fourth term as deputy Lord Mayor of Parramatta. No other councillor has served a full term of council in that position, Cr Garrard said. While the deputy comes up for election by fellow councillors every year, the Lord Mayor serves a two-year term. Lord Mayor Bob Dwyer’s term ends at the local government election next September. The council elections were due this September, but Covid-19 pushed it to next year. Cr Garrard was elected as part of the Our Local Community (OLC) team on council in 2017. The only other nominee for the deputy’s position was Labor’s Patricia Prociv.

Parramatta’s heritage buildings saved  ELIZABETH FRIAS HE State Government has formally backed down on its decision to demolish two heritage buildings in the heart of Parramatta CBD to build a $780M Powerhouse Museum and create thousands of local jobs. The decision to preserve the more than a century-old-buildings, Willow Grove and St George Terrace, both located on Phillip Street, was confirmed this week by Arts Minister Don Harwin saying “the decisions were the best outcomes for the Western Sydney community as well as the broader arts industry across the State.” Under the new plans, Willow Grove will be relocated to a new site in North Parramatta and restored to its original 19th century charm as an Italianate villa that had many uses including a maternity hospital after World War 1. Only a portion of the rundown St George Terrace built in 1881 by one of Sydney's earliest master builders, George Coates, will be retained to make way for public walking path and access to the new museum which construction begins once Willow Grove has been completely relocated. “We’ve listened to the community tell us of their connection to Willow Grove,” Mr Harwin said. “With this decision we will deliver vastly improved access to Willow Grove on a better site, and Western Sydney gets its long awaited and much deserved first cultural institution.”

Parramatta MP, Dr Geoff Lee said the community is excited about Powerhouse Parramatta being a “transformational project that will put our city on the global stage as well as providing over four thousand much-needed jobs during this challenging time for our community.” “It is critical shovel-ready projects like Powerhouse Parramatta proceed and we are powering ahead with this once in a generation project for Western Sydney,” said Dr Lee.

More than anything, we want the Government to get on with the job of building, what we consider to be one of Western Sydney’s most iconic developments.” Mr Brown said the alliance strongly believed the relocation of Willow Grove to North Parramatta is a winwin solution for the community and a new lease of life for Willow Grove. Mr Brown said the historic Linden House was successfully relocated into the Lancer Barracks site in 1963 while the old Kings School chapel was moved in the 1970s from the banks of the Parramatta River to its current site in North Parramatta.

This is a rare BREED of business HEN PM Scott Morrison first mentioned the word 'pandemic' in February this year, many of us were overcome with feelings of dread and some with panic, but the Consultant General Manager of BREED Business Centre (BBC) revealed his reaction was a rare one of excitement. “I was excited when I heard the term pandemic,” said Emmanuel Martin who manages the Centre located in Nirimba Education Precinct in Quakers Hill. Telehealth is fast gaining traction  ELIZABETH FRIAS F you thought of using Telehealth to consult with a GP or specialist via phone or video call in the fight against COVID-19, now is the best time to do so. As COVID-19 remains a threat Telehealth has become an option for those in hotspots, at greater risk of infection, too frail to attend hospital or unable to travel to see a doctor. Telehealth is a medical service via phone or video call accessible to patients in regional NSW prior to the onset of the pandemic, and it was experimented at the Western Sydney Local Health District (WSLHD) to save the lives of people with acute diabetes. It is also the digital platform used by the WSLHD Public Health Unit to check in daily with COVID-19 patients recovering at home.

The ideal pandemic response The phone or video consultations have been found effective in managing the health of some 72,000 people diagnosed with diabetes in Western Sydney, with up to 18% of them currently using Telehealth from the security of their own homes during the pandemic. Western Sydney Diabetes director, Professor Glen Maberly said Telehealth was being increasingly taken up by diabetes patients, including those with other types of life-threatening illnesses. “We are still not running outpatients because we must keep social distancing, therefore we find telehealth works in response to the pandemic,” said Prof Maberly.

“When COVID-19 came along, people with diabetes or at-risk of developing diabetes were coming to the emergency units in reduced numbers, staying away because their chances of having a bad outcome or dying is at least twice as much as the normal population. “Diabetes is a disease that needs early detection and proper management [because] if left unmanaged it can lead to serious complications including heart attack, vision problems and kidney damage.” Western Sydney is considered a hotspot for diabetes with many at-risk people being diagnosed with either Type 1 or Type 2 at doctor’s clinics and hospitals, according to Professor Maberly. Even when the COVID-19 lockdown rules were relaxed, up to 14% drop in GP

Story of Ross, Royce and Coffee  GENELL DUNN OSS Dobson, a local chef who grew up in South Penrith is best known for iconic dining spots; Vincent in Glenbrook; Café at Lewers and The Union Restaurant, in addition to creating fantastic cookbooks. Now, Dobson has started a new venture at the contemporary and luxurious retirement living development – The Royce. I caught up with the chef to find out more about his decision to change direction and open Café Royce, and to get his thoughts on the connection between food and happiness. Ross, after Vincent, Café at Lewers, The Union Restaurant and writing several award-winning cookbooks, why Café Royce? “I took a break and some time out to focus on what was next. I was very fortunate and was given the opportunity to work on a large cooking book project, which I am just putting the final touches to now. I can’t tell you any more than that but it’s all very exciting. The plan is to launch this special project at Café Royce early next year. When I was approached to operate Café Royce, I felt an immediate connection and positive energy coming from the Tulich family. They are very motivated to improve the whole retirement living and aged care experience and it was a pleasure to be a part of it. What inspired you to become a chef? “It was a little unusual back then, but my Dad was the cook in our house. He was passionate about his veggie patch and

grew a lot of the food we ate; all the fresh vegetables. Also, we were lucky to be surrounded by neighbours from all over the world. However, it was our neighbours from Hong Kong, who had the most influence on my decision to become a chef. The exciting food they ate blew me away.” There is so much in the media now about eating nutritious health food. Has that had an impact on your cooking? “Trends haven’t really affected what to cook and eat. But I can definitely see the influence. There are so many healthy cuisines without finding a new trend. Japanese, Thai, and Vietnamese all come to mind. I look to these traditional cuisines for inspiration.” I’ve been very fortunate to sample quite a few of your culinary delights myself, but what’s your personal favourite? “I really am all for the homemade classics, a roast dinner, fish and chips and a good salad sandwich. I am also fond of the exciting and fresh flavours of

Thai food, the comfort of Italian cooking or hearty Middle Eastern dishes. And I love baking and eating cake. Very simple cakes, nothing too adorned. I think it’s all about simplicity.” What are your most crowd- pleasing dishes? “I find that people love a good pie; chicken and leek is a winner. Soup, too. People seem to really like fresh vegetable soups; maybe with some small pasta, scattered with parmesan and crusty bread on the side.” What kind of dishes are on the menu at Café Royce? “I’m inspired by Middle Eastern flavours combined with good local and seasonal produce. I like poached salmon or thai beef noodle salad and lots of fresh herbs and crisp greens. We have crispy corn fritters with rice flour on a bed of fresh salad and ripe avocado and a homemade chicken and leek pie which are very popular items. I like the idea of sharing so on request also offer a grazing plate for a couple and families to share.”

The NSW Government is investing $154M to transform TAFE NSW Meadowbank into the first digital technol-

ogy-focused campus – and university and industry partnerships will play a key role in aligning the Centre of Excellence to current and future skills needs. Centres of Excellence will establish an innovative training environment that can support collaborative learning models, including the co-design and co-delivery of skills training with TAFE, industry and universities, and provide practical, relevant training

for students in modern, purpose-built facilities and simulated workplace environments. New research reveals the ugly truth about worker attitudes

Job security tops COVID symptoms  DALLAS SHERRINGHAM LARMING new figures show 70% of Aussies admit they would still present to work with cold or flu symptoms despite the COVID-19 crisis. The eye opening new research has revealed that, as more people head back to the workplace, the COVID-19 pandemic may surge again in Western Sydney. The findings come from an independent survey of a nationally representative panel of 1000 Australian employees, commissioned by Cleancorp (cleancorp. com) – a specialist Australian anti-viral cleaning company that has helped hundreds of organisations keep their workplaces and communities safe during the pandemic. The Australian Government has told Australians to stay home and get tested for COVID-19 if they feel unwell with COVID-19 symptoms, even mild ones. Even so, research from Cleancorp found that more than half of Aussies would present to work with a headache. Although a stuff y nose, runny nose, sore throat, tingly throat, or fatigue could be early symptoms of COVID-19 or the flu, an equal 38% of respondents said they would still go into the office with these symptoms. And 32% would present to work with a cough, 22% would do so with a stomach ache, and a fifth would go in with muscle or body aches and chills. It seems that under-30s would be more likely to present to work with cold or flu symptoms. Half would do so with a sore or tingly throat, 46% with a runny or stuff y nose, 40% with a cough, 27% with a stomach ache, and 18% with nausea – all higher proportions than the total respondent average. When asked to reveal why they would present to work with these symptoms, the most common answer was that the symptoms were not serious enough to justify taking time off work. Almost half said it was because they would have too much on at work, with no one else available to do their job. And 29% think their employer won’t regard their symptoms as serious enough,

while an equal 24% don’t want to use up their sick leave or say they will have pressure from their employer to present to work. The survey results highlight an issue concerning casual and contract workers, who do not receive payment for sick or annual leave. More than a fifth of survey respondents admit they would present to work with cold or flu symptoms because they cannot afford to not get paid. With more than 2.6 million casual workers in Australia, this indicates that 546,000 casual workers would present to work with symptoms. Casual workers are predominantly employed in retail, social assistance services, construction, health, education and road transport – workplaces that, especially in the current coronavirus climate, are generally difficult to operate with workers in self-isolation.

Minister for Transport Andrew Constance said more than 1,400 extra cleaners have been employed to support the delivery of a COVID safe public transport system. “Six months ago we pledged to keep our customers and staff as safe as possible on public transport and support the

War chest to restart events sector HE Federal Government will inject $50M to help restart Australia’s vital business events sector. Businesses will be encouraged to attend events, trade shows and conferences within Australia through grants to help cover the costs associated with exhibiting such as the hire of exhibition spaces, the design and manufacture of displays, travel and accommodation. Prime Minister Scott Morrison said Australia’s lucrative $36B business events sector had virtually ground to a halt during the COVID-19 crisis. “Getting business events up and running again will be a critical part of the recovery of our tourism industry but will also have huge flow-on effects through the entire economy,” Prime Minister Morrison said. “This is not only about supporting events companies and venues, but will also be a shot in the arm for a broad range of businesses and the people they employ - whether it’s accommodation providers, those who build exhibitions, caterers, cleaners or those offering audio-visual services.” Deputy Prime Minister and Minister for Infrastructure, Transport and Regional Development Michael McCormack said the program would provide opportunities and encourage businesses from regional Australia to attend events in their own backyard. “With many international trade shows out of reach for the time being, making it less expensive and easier for regional businesses to attend events in Australia will also present new opportunities to connect with and secure new

customers,” the Deputy Prime Minister said. “Business events encourage domestic travel and the more events we can lock in, the more people we can get flowing through our airports, on planes and staying in hotels around the country.” Federal Tourism Minister Simon Birmingham said the sector had been hit hard during the COVID-19 pandemic with around 95 per cent of business events for 2020 either cancelled or postponed.

help this key part of our tourism industry which supports around 230 000 jobs turn the corner,” Minister Birmingham said. “By incentivising attendance by exhibitors this should give event companies and organisers across Australia the confidence they need to move ahead with the planning of business events.” Minister for Industry, Science and Technology Karen Andrews said the investment would also make businesses more resilient. “Many Australian businesses are looking to each other to strengthen their supply chains, to prevent the shocks they experienced at the start of the COVID-19 pandemic,” Minister Andrews said.

Under the Business Events Exhibitor Grants program, Australian businesses exhibiting at an approved business meeting, convention, conference and incentives event in 2021 will be able to apply for upfront grants to cover up to 50 per cent of their costs ($10,000 $250,000). This initiative is part of the Morrison-McCormack Government’s $1B COVID-19 Relief and Recovery Fund, which is supporting regions, communities and industry sectors severely affected by the COVID-19 pandemic. Supermarket trading regulations extended UPERMARKETS and pharmacies can continue to trade and receive deliveries 24 hours a day as rules introduced by the NSW Government have been extended until next year. The Government responded to the COVID-19 pandemic in March by amending the Environmental Planning and Assessment Act 1979 and the State Environmental Planning Policy (Exempt and Complying Development Codes) 2008 to allow around-the-clock trading and delivery hours as well as the extension of café and restaurant take away capabilities. Minister for Planning and Public Spaces Rob Stokes said the orders will be

extend-ed for another six months until March 25, 2021. “Our quick response to the immediate challenges of the pandemic ensured every-one had access to essential household goods, businesses remained viable and the economy kept ticking,” Mr Stokes said. “Six months down the track it’s obvious we still need this flexibility. The pandemic has taught us that we can be nimble and reduce red tape where necessary. “We have to live with the virus for a little while yet, so we’ve extended these orders and will review them before the new expiry date in March next year.”

Mr Stokes added that extended operating hours for the construction industry, intro-duced to ensure COVID Safe working conditions, will also continue. “The construction industry is a key driver for jobs growth during the recession so we needed to find ways to support it while keeping workers safe from the virus,” he said. Since March, the NSW Government has issued eight Ministerial orders under the Environmental Planning and Assessment Act 1979 to: - Extend retail trading, delivery and waste removal hours; - Allow home businesses to operate 24 hours a day;

- Provide more flexible conditions for takeaway food and beverage facilities, food trucks and ‘dark kitchens’; - Allow construction sites to operate the same hours on weekends and public holi-days as they would on weekdays; - Permit temporary pop up cycleways within the City of Sydney; and - Allow temporary vehicle sanitisation stations to be built to provide professional cleaning for taxis, Ubers and community transport vehicles. School, sport, music restrictions relaxed ORE families can attend community sports, music ensembles and school camps can proceed, and a modest increase dancing at weddings is allowed under new COVID-19 safety rules. Health Minister Brad Hazzard and Education Minister Sarah Mitchell said the latest easing of restrictions around school and community life is due to lower case numbers. “While we are by no means out of the woods, low case numbers give health authorities the confidence to allow mums and dads back onto the sideline,” Mr Hazzard said. “NSW Health has also given the green light for up to 20 people in the official Wedding Party to take to the dance floor, where previously only the happy couple were permitted.” Education Minister Sarah Mitchell

said the updated health advice comes as NSW schools prepare for a two-week break before returning for the final term of 2020. “Everyone is committed to providing a safe environment for children, students and staff and these changes will ensure COVID-safe celebrations can happen,” she said. “Schools have done an incredible job, and it’s exciting to see things returning closer to normal. However, we need to stay vigilant.” Changes to Term 4 school guidelines include: • Community Languages Schools Program will recommence face to face learning; • Interschool activities can recommence on September 26 where there is a COVID-19 Safety Plan in place;

• Playing wind instruments, singing and chanting is permitted with strict restrictions; • Year 6 formals and graduations are permitted; • High school formals are permitted from 12 November to limit any HSC disruption; and • Kindergarten orientation, Year 7 transition, excursions and camps can resume with strict guidelines. Musical ensembles can also resume, as long as players keep a 1.5 metre distance from one another, or three metres for players of non-reeded woodwind instruments. Acting Minister for Sport Geoff Lee said the changes to community sport will be a welcome relief for parents. “From this weekend, more than one parent may now attend community

sporting activities if physical distancing of at least 1.5 metres can be maintained between people that are not from the same household,” Mr Lee said. “We know the last few months has been hard on families who want to see their kids score a try or kick a goal on the weekend. “I would like to thank all the parents and volunteers in community sport for their commitment to following the guidelines to help keep our community safe.” Accommodation facilities and overnight event organisers should develop and implement a COVID-19 Safety Plan. All carpooling should continue to be avoided. There is no restriction on school holiday travel within NSW for people who live within the State however, anyone who is unwell should defer travel plans and get tested.

Betting on private sector revival  DAVID PRING REASURER Frydenberg has put the challenge to the private sector to pull the flailing economy up by its bootstraps. He has done this through a broad suite of policy initiatives, including brought-forward personal income tax cuts, full expensing for depreciable business investments, wage subsidies to encourage the employment of new staff and reforming insolvency arrangements to aid businesses to continue to trade. Overall, this a Budget with plenty of useful measures for business. The tax loss carry-back rules are a great initiative which will benefit many companies which are still operating well during this crisis and deserve support. This is a smart policy decision which can unlock cash quickly for businesses that have shown they can be profitable. It would be ideal if the carry-back went back further than 2019 but it is still a very substantial act of assistance to companies who have been made profits in previous years but have been battling through the Covid-19 era. It means that companies which suffer tax losses in the 2020, 21 and 22 tax years can carry those losses back and reclaim the tax on the profits they made in 2019 or carry it forward to later years. The expensing of capital assets acquired and installed before June 2022 – an extension of the instant asset write-

Companies with turnover up to $5B will be able to deduct the full cost of eligible depreciable assets of any value in the year they are first used or installed, and the cost of improvements made during this period to existing eligible depreciable assets can also be fully deducted. This will certainly help with the cost of purchasing capital equipment although, given it is temporary, it is mostly a timing advantage in bringing forward business investment, rather than an investment allowance would have brought a higher cost to the Budget. companies to have sufficient confidence to invest in the next two years. There are also some other tax measures of note. For groups with international operations there is an important, and much-needed change to the company tax residence rules. Going forward, foreign subsidiaries will only be Australian tax resident where they have a significant economic connection with Australia. This will prevent international subsidiaries from being tax resident on technical grounds and will simplify international tax. The Government will introduce a Fringe Benefits Tax (FBT) exemption for retraining benefits provided to redundant or soon to be redundant employees. Without this measure, FBT would apply at a rate of 47 percent effectively doubling the cost of providing retraining

benefits. In addition, there is a potentially significant win for the reduction of FBT administration costs. The ATO will gain increased powers to allow employers to rely on existing records rather than the current prescribed declarations and other records employers and employees must maintain. This measure will apply from the FBT year commencing April 1 after the enabling legislation is enacted. At the smaller end of the market, there is also an extension of several small business tax concessions to entities with a turnover up to $50M, which should benefit an additional 20,000 businesses. From a business perspective, the bringing forward of the personal tax cuts will also be welcome as they will stimulate economic growth. Overall, it is Continued on page 13

Council endorses Penrith’s rising strong recovery plan ENRITH City has taken another step towards economic and social recovery, with the adoption of the Penrith Rising Strong Recovery Plan. Over the next 12 months, the plan will steer proactive efforts to recover from the impacts of the COVID-19 pandemic, shaping the future of Penrith city and the communities who live, work, invest, study and visit there. The plan continues to provide support where it is needed most, building on the initial package for communities and businesses released by Council over March and June 2020. Newly elected Mayor, Karen McKeown OAM, said the Penrith Rising Strong Recovery Plan was her top priority. “The Plan has been developed in collaboration with local businesses and community organisations, who are at the coalface of dealing with the fallout of the pandemic. Their experiences and their particular needs going forward are built into the foundation of the Penrith Rising Strong Recovery Plan,” Cr McKeown said. Since May, Council has been leading two taskforces dedicated to guiding Penrith City’s recovery from the economic and social impacts of the COVID-19 pandemic. The experience and input from key local stakeholders are critical to a targeted recovery, so the taskforces were built as a coalition between Council and local businesses, educational institutions and sporting groups, economic representatives like the City Centre Corporations and the Chamber of Commerce.

A consequence of the government-induced boost to private consumption and investment spending is an increase in inflation of 1.75 percent for this financial year and 1.5 percent for the next. It is highly likely we will see price increases in investment goods as businesses take advantage of the concessions offered in the Budget. What is conspicuously missing from the Budget is any certainty around the outlook for Newstart payments beyond the end of this calendar year. “We strongly believe the government should be looking to next year's Budget to roll out serious economic reforms, many of which can be readily found in the Productivity Commission's 2017 "Shifting the Dial" report”, Dr Rynne said.

AIRPORT STATIONS NAMED  DALLAS SHERRINGHAM HE station locations for the new Western Sydney Airport and Aerotropolis line have been named. The stations for the new Sydney Metro project will service Greater Western Sydney and will provide a multitude of new business opportunities for the region. The project also set to deliver a multi-billion dollar boost to the region’s economy. NSW Premier Gladys Berejiklian, Minister for Transport Andrew Constance and Minister for Western Sydney Stuart Ayres announced the station locations at the site of the future Western Sydney Aerotropolis Station. “The Sydney Metro – Western Sydney Airport project will support 14,000 jobs, including 250 apprentices and inject billions of dollars to the NSW and Australian economies,” Ms Berejiklian said. “Where we are standing today will become a major new transport interchange, right in the heart of the future central business district for the Western Parkland City.” Federal Minister for Population, Cities and Urban Infrastructure Alan Tudge said construction would start this year on the around $11bn mega-project that would deliver economic support and local jobs. “This city-shaping investment is being

Long tender process NSW Minister for Transport and Roads Andrew Constance said the tender process had also started to deliver 10km of twin Metro railway tunnels, with the call for registrations of interest. “Construction starts later this year on a project that will become the transport spine for the Western Parkland City,” Mr Constance said. “The new railway will link residential areas with jobs hubs, and connect travellers from the new airport with the rest of Sydney’s public transport network.” NSW Minister for Jobs, Investment, Tourism and Western Sydney Stuart Ayres said the project would be a game changer for the region. “This will provide the backbone for the economic and broader development

of the Western Parkland City,” Mr Ayres said. Federal Member for Lindsay Melissa McIntosh said the Australian and NSW Governments were working together in preparation for the airport opening for passenger services. “The huge investment in Western Sydney Infrastructure projects is creating an interconnected city that will enable innovation, support growth and create jobs to build an exciting future for Western Sydney,” Mrs McIntosh said. Supporting the airport and Aerotropolis is a key part of the Western Sydney City Deal – a 20-year agreement signed in March 2018 by the Commonwealth Government, NSW Government and eight Western Sydney councils.

Land parcel holds the key to jobs boom

LANDMARK rezoning will see 6,500 hectares of land rezoned to provide for employment, residential and environmental uses in the Western Sydney Aerotropolis, setting up NSW for a strong economic recovery and paving the way for land to be developed before the first plane takes off in 2026. Minister for Planning and Public Spaces Rob Stokes said the rezoning of the Aerotropolis Core, Badgerys Creek, Northern Gateway, Agribusiness and Wianamatta-South Creek was the catalyst for the creation of Sydney’s

third city centred on a new global airport. “These first five precincts will deliver much-needed jobs growth to Western Sydney, providing the potential for 100,000 new jobs, as well as homes for 30,000 residents once fully devel-oped,” Mr Stokes said. Mr Stokes added that the Aerotropolis would be supported by the Wianamatta-South Creek pre-cinct, which sets up a central green spine to protect the environment and provide open space for future residents and visitors to enjoy.

“This 1,300-hectare precinct will include walking and cycling trails that connect open space along the creek as well as cafes and restaurants.” Minister for Jobs, Investment, Tourism and Western Sydney Stuart Ayres said the Aerotropolis will be a major contributor to the 200,000 future jobs that will be created across the Western Parkland City over the next 20 years. “This high-skill jobs hub is set to become the most dynamic economic development precinct in Australia with jobs in aerospace and defence, manufacturing, healthcare, freight and

At JumpStart 4 Kids Long Day Care Centre we were w ecstatic to receive the Blacktown City Council 2020 Sustainability Award category at the Blacktown Local Business Awards This awards signiďŹ es collaboration between educators, children and families who continue to support sustainability daily throughout our service. Our vegetable garden offers children daily hands on experiences, as they water and discover an array of fruits, vegetable, herbs and at times some very friendly insects to investigate. Our compost bin allows children to reduce waste which is then used as fertilisers for our garden. Our very active worm farms are a highlight for the children as they feed, touch and care for some very wriggly friends. Families and children visit our vegetable garden to explore and to harvest vegetables and fruits for home and centre based cooking experiences. We are always excited to see photos of fantastic dishes served at home with our fresh garden ingredients. Switching off lights, solar panels, water saving initiatives and using donated recyclable materials from families and exploring play through loose parts all contributes to children’s awareness of sustainability. Children learn through play, investigation, active questioning, and exploration. Being sustainably conscious supports not only our centre environment but our broader community as we support all children and families to become active and responsible citizens.

Facing the rise of cyber crime in the COVID era  GORDON ARCHIBALD he COVID-19 pandemic caused the mass relocation of workers from the relative safety of their corporate network to studies, bedrooms and kitchen tables all over the world –expanding the attack surface of organisations exponentially. So, what changes has the office exodus brought to our cyber threat environment. In addition to the cyber-crime challenges before the crisis, more than four in ten organisations (41 percent) have experienced an increase in cyber-security incidents according to the 2020 Harvey Nash/KPMG CIO Survey. Last year’s edition of this research, the largest global survey of technology leaders, suggested a positive trend when it came to cyber-crime. It showed that as the board’s attention to cyber-security grew and investment increased, cyber-attacks had topped out and even started to decrease. In responses collated before the pandemic, major attacks had fallen yet again. Unfortunately, no amount of board attention could have predicted or compensated for the unexpected mass relocation of office workers from corporate networks to home networks. Eighty-six percent of survey respondents moved a significant percentage of their workforce to remote working. The attack surface of organisations expanded exponentially, with IT departments struggling to support and secure the myriad of new, personal devices accessing networks. Overall, three-quarters of respondents indicated the importance and role of cyber-security increased as a result of COVID-19. But how has the attack landscape changed? Globally, the biggest rise was in spear phishing (83 percent) and malware (62 percent), followed by denial-of-service attacks (21 percent). The jump in phishing and malware indicates the growth in risk has come mainly through cyber criminals targeting newly remote-working employees. Perhaps unsurprisingly, security is now the top technology investment pri-

ority, listed by 47 percent of respondents. And, for the first time in this survey’s history, cyber-security expertise has become the most in-demand skill set. As well as remote access from personal devices, the rapid scaling of cloud-based software and the management of vast amounts of data and documents across a complex technology environment all represent new pressures on security and privacy. Customer experience and engagement, the second highest priority tech investment, will rely heavily on a cloud-based digital infrastructure, so cloud security becomes paramount. There are some core activities that organisations can undertake to protect themselves from increased threats:

• Dynamically evaluate risk including the context of the changing operating environment. For example, threats and risks deemed low in a pre-COVID world, may now be high. • Strengthen education and awareness of staff, who may be prone to increased phishing and malware attacks. • Reassess the effectiveness of cyber controls protecting critical systems and data and new delivery platforms. • Re-evaluate controls with your third parties. There have been recent cases of infiltration occurring via third parties, who have had weaker security controls in place.

• Update and test Business Continuity processes and programs and have confidence in the ability to recover from an incident. With cyber risks increasing, companies will turn to outsourced or managed services to help keep their systems robust against attacks. With every home router now a potential weak point, a security rethink is needed for the new ‘hybrid work’ environment, where significant numbers of workers will remain outside traditional workplaces, part or all the time. Increasing childcare affordability would boost economy and society  ALISON KITCHEN  GRANT WARDELL-JOHNSON USTRALIA needs a rebound in economic activity, and productivity gains to bring us out of the recession – and a major impediment to driving our economy is unequal gender workforce participa-

tion. The COVID lockdown has highlighted just how important childcare provision is to working parents, particularly mothers, who have wrestled with trying to work at home, while looking after pre-school children. KPMG’s own Victoria office has seen an 84 percent rise in carers leave requests during the period of Stage 4 lockdown – a proof point if any were needed on the importance of childcare. Today we publish a report recommending some changes to the funding of the childcare system and we have found that short-term investment now will pay rich economic and social dividends in years to come. The Child Care Subsidy: options for increasing support for caregivers who want to work is the fifth paper in our series examining gender issues in the workforce but is the first since the COVID pandemic – which has added extra urgency to the need for reform, given the economic slowdown has hit lower earners, mostly women, hardest. We have identified two options – a preferred longer-term plan and an interim stage to get there, given the difficult financial position the federal government now faces. The first option outlined is raising the Federal Government’s Child Care Subsidy (CCS) to a nearly fully-funded 95 percent, from its current 85 percent, which the study shows would boost the economy annually by up to $7.4bn, at a cost of $5.4bn in additional CCS expenditure (net of additional income tax receipts that would flow from the increased workforce participation). This, we believe, should be our long-term goal.

An additional cumulative benefit to GDP would arise from this option, as parents increased their career-long productivity by being able to strengthen their engagement with work and professional development while their children are very young. Our modelling estimates that over 20 years this could add up to $10bn to GDP. The second option – and a more realistic interim measure given its lower cost – involves the elimination of per-child subsidy caps, and an increase in the maximum subsidy for the lowest income families. We estimate the annual GDP benefit of this policy option is $5.4bn, at a cost of $2.5bn (again, net of additional income tax receipts). Helping the worst-off must be the immediate priority.

A major issue explored in the report is how the CCS interacts with the income tax and family tax benefit (FTB) systems – and it highlights how the progressive withdrawal of CCS and FTB and the subsequent increase in marginal tax rates can combine to create large disincentives to a parent working more hours. This issue we have defined as the Workforce Disincentive Rate (WDR) – and our modelling confirms that while the current CCS has improved the financial position of many families, others continue to face WDRs topping 100 percent – meaning a family can actually be worse off if a parent works additional hours. The WDR problem affects people across the income scale. The interim option we recommend will see the CCS modified to eliminate the ‘cliffs’ inherent in the current system – where just one extra dollar earned could cause a household to lose up to $5,000 of subsidy. Childcare is a barrier we have imposed on our economy and society – we firmly believe that Australia could cross a productivity frontier if we could remove that barrier. The study shows that annually an estimated additional 200,000 extra workdays per week could be unleashed by a near-fully-funded childcare system. This is why it must be our long-term goal, even if we have to get there in stages. We have to start seeing childcare subsidy not so much in the prism of costs (as difficult as that is in the immediate circumstances) but as an investment in the ability of parents, especially mothers – given Australia’s historic ‘1.5 model’, where men work full-time and many women part-time – to maximise their contribution to the economy, according to their needs and preferences. Australia is currently considering various stimulus measures to boost our COVID-impacted economy. Increasing productivity by boosting childcare support should be right up there. Time to look at strategies for repurposing  PETER LIDDELL ITH closed borders and the resultant fall in demand for Australian fresh produce normally destined for overseas Asian markets now is the time to look at how our national supply chain can be repurposed to address the disruption. The supply chain is a business-to-business story (B2B) starting on the farm, or in the sea, with produce freighted into markets and food outlets. The last mile is a business-to-consumer story (B2C), right into people’s homes using e-commerce/last mile delivery platforms. In response to the COVID-19 crisis, we’re seeing vital supply chain work being done with partners like Foodbank, and the utilisation of government care packages. But there’s also the opportunity for businesses to rethink domestic delivery capacity. Fleets of vehicles currently delivering supply of fresh products such as bread for four hours each morning, could have their capacity reutilised in other key parts of the supply chain.We could think of this as the ‘uberisation’ of transport and logistics. Right now, the market wants fresh fruit and vegetables, seafoods and proteins. Yet at the same time there’s a slowdown of transport as domestic borders limit speed of delivery and the return of assets like trucks and containers. There is also the rising cost of freight. Exports are experiencing limited access to airfreight (and even shipping containers) for fresh produce and excessive prices from <$1k

W

up to as high as $25/kg. These prices don’t realistically support exports into Asian markets. On the domestic front, the high demand surge for B2B-filling of retailer’s shelves and B2C-home deliveries for food, sporting and entertainment equipment is changing transport patterns rapidly. That means pivoting and repurposing transport fleets at the same time building in management of the vital aspects of OH&S and regulatory for food handling and dangerous goods. What is the specific solution for the domestic supply chain right now? We need to analyse current failures and choke points driven by the COVID-19 pandemic and build new business continuity planning models. The aim is to put supply chain front and centre in reshaping activities. In other words, identify by critical industry what must change to support Australia as a self-sustaining country. Whilst certain businesses can defer activity like fishing for lobster and other seafoods, other commodities like fruit and vegetables must be harvested or they go to waste. For these commodities, it is time to pivot and re-purpose – moving fresh into frozen products, extracting key properties as inputs into vitamins and supplements or as ingredients into food and beverage manufacturing. These are just a few examples of how businesses must think differently during times when borders and access to traditional markets remain closed. Additionally, we can also look at the flow of inbound and outbound products

through the lens of regional and local supply chain flows. Wherever possible we must seek to utilise alternative modes of transportation and conduct tradeoffs according to criticality, needs, cost, service, and risk scenario analysis of all viable options. How can we understand ‘criticality’? The answer is firstly on type (fresh, perishable) and then supply criticality. We need to create inventory and supply visibility across the end-to-end chain – identifying those critical choke points and reconfiguring flows, storage, and domestic supply chain structures. Supply risk management is based on four key factors: item classification; supplier location (local, interstate, off-shore); alternate supply options, alternatives; available transport routes and lead-times (potential delays across state lines, access to road and rail freight, access to food containers). Pivoting and repurposing also involves mapping the supply chain. That is about enabling better visibility of several tiers of suppliers, as well as the logistics between those suppliers. We need to know where the alternative routes and access points are to be ready when disruption (eg. no freight or container access) hits the supply chain. Businesses need to conduct a value chain assessment of other risk factors that may escalate costs. This includes knowing that transportation shortages may increase cost (as transport companies see an opportunity to raise margins) and impact service and inventory capabilities. It’s essential to take proactive

action to address anticipated shortages, such as possibly pre-booking/consolidating freight for charters with others – even competitors! Another intelligent approach is to identify additional supply sources even across other industries, near-shore options and/or identify collaboration opportunities with competitors in the same geographical area. By shifting production closer to the end customer, organisations can offer faster fulfillment at a lower cost and with a smaller carbon footprint. Micro supply chains also mitigate the impact of reverse logistics, the annual cost of which in the U.S. alone is expected to reach $550 billion by 2023. Working within rather than across borders means micro supply chains are far less vulnerable to changes in regulation, interest and exchange rates, wage inflation or tariffs. The ability to manufacture in smaller batches keeps inventory costs and waste to a minimum. Supply chains of the future won’t be driven by products and processes, but by customer needs. They won’t depend on capital-intensive fixed assets and linear flows but on an ecosystem of modular capabilities, delivered through a network of trusted third-parties that can be scaled and recombined as needed. It’s likely too that operators will become managers – and that means new skills will be required and new job roles created. That’s the evolution we’re seeing; pivoting and repurposing now will help us get there. Keep Up to Date on Cyber Security News In early August of this year, the Prime Minister of Australia announced the country's 2020 Cyber Security Strategy. This includes an investment of AU$1.67 billion to build new cybersecurity and law enforcement capabilities. The strategy also stresses that “cyber security is a fundamental part of everyday life.â€? This is an example of the types of industry news and events related to IT security that we keep track of so we can better inform and service our clients. Indeed, we're a registered Partner of the Australian Cyber Security Centre (ACSC), a department within the Australian Signals Directorate. A few of the features of this new Government strategy are: • Expand efforts to raise awareness of cybersecurity threats and drive uptake of safe and secure online behaviors across the community. • Expand 24/7 cyber security advice hotline for families and older Australians.

• Increase funding for victim support. • Introduce a voluntary Internet of Things Code of Practice to help consumers make informed purchasing decisions.

Implement NIST Cybersecurity Best Practices The NIST Cybersecurity Framework is our primary security focus in our NetCare Technology Success process. This includes following the guidelines of the US National Cybersecurity Center of Excellence (NCCoE) at the National Institute of Standards and Technology (NIST). These guidelines are designed for Security-First IT Service Providers to improve their own cybersecurity as well as the cybersecurity of their customers. The NIST Cybersecurity Framework incorporates a set of core IT security functions with categories and sub-categories of activities to follow for each one. It takes a layered approach to reduce risk by implementing multiple protections together. The five core areas of the NIST Cybersecurity Framework include: • Identify: Activities in this area include developing an understanding of organisational risk and creating systems to mitigate the risk and prioritise IT security strategies. • Protect: This includes the development of protective safeguards, including things like data security, awareness training, identity management, and more. • Detect: The detect area of the NIST Framework includes activities designed to identify the occurrence of a cybersecurity event. This can include continuous monitoring and software that is designed to seek out anomalies.

• Respond: Functions such as disaster recovery, communications, and response planning are included in this area of the Framework. • Recover: The recovery area includes the ability to remain resilient in the aftermath of a cyberattack and can include recovery planning and ongoing improvements. By basing our own IT security as well as that of our customers on the NIST Cybersecurity Framework, we ensure that no stone is left unturned when it comes to continually improving our cybersecurity defence strategy on behalf of our customers.

A tunnel to the Emerald City  DALLAS SHERRINGHAM F you know where to look on the Great Western Hwy between Orange and Bathurst there is a crossroads lying in a sleepy hollow near the Beekeepers Inn hotel. Not many stop for a beer or to quickly stretch the legs. If you listen, you might hear the sounds of the currawongs on a crisp morning, but things could have been oh so different if Vittoria had become the CBD for a brand new super city unveiled in the 1970s. You see, Australia was a different place back in 1975. We looked outward, not inward. I went there to report on the new “wonder centre of Australia” for a daily newspaper and dubbed it the Emerald City because of the green fields and trees. An inter-city rapid transit rail line was planned between Orange and Bathurst via the new city at Vittoria, when planners in 1975 envisioned the Central West as the first Super City region

I

It would feature Orange with a population of 60,000 people, Bathurst with 50,000 and Blayney with 10,000 but all were dwarfed by super city in the middle at Vittoria with 110,000 residents. That is what State Government planners in 1975 saw how the Central West would look today. The Bathurst/Orange Growth Area plan was created in the 1970s as part of a major decentralisation plan, along with the Albury/Wodonga region, to settle people away from Sydney. Prime Minister Gough Whitlam grew up in Canberra and understood the need to build great new cities in inland Australia; cities that would be planned by the government from the first shovel of dirt onwards. Originally it was proposed the whole region would be home to 300,000 people but that was later reduced to 240,000. Today the population is about 100,000. It was proposed to create a road network similar to the one operating in Canberra.

A report into the project said the region was selected to be the first growth centre in NSW because of its proximity to Sydney, a central location, excellent road and rail links, plenty of natural resources for construction work, access to natural gas and land that stretched on forever.

Gough Whitlam's outlook on the planning and development of Australia's cities was shaped by his experience of having grown up in Canberra – the only Australian city whose development was guided by a single level of government. This instilled in him a firm belief in the capacity of the Federal government to provide the resources and organising authority to resolve the urban problems that affected the living standards and opportunities of Australians most severely. Later, raising a family in Sydney's rapidly growing western suburbs gave Mr Whitlam direct experience of the consequences of poor investment in the infrastructure and services people needed in these new residential areas. How it all came about and then didn’t come about is the stuff of legends. Continued on page 35

Flash Forward 50 years Flash forward almost 50 years and Government is again looking at opportunities to extend Western Sydney into the Bathurst area and beyond. The State's Regional Roads and Transport Minister Paul Toole floated the idea of "looking at costings" for a tunnel or series of tunnels under the Blue Mountains, connecting Penrith and Lithgow. The Coalition Government has committed to a $2.5billion, 31km duplication of the Great Western Hwy between Lithgow and Katoomba. But the Member for Bathurst Mr Toole said he would also use the next three years to start planning the next stage of upgrades to the pivotal Orange-to-Sydney route. ‘It's a big job but, who knows, if the Feds come on board and give us some real money then maybe we can expedite it even faster than that,” Mr Toole said. "What I want is a safe and fast road from Lithgow to Penrith where you can travel at 100km/h because one of the real frustrations at the moment are all the speed limit changes," he said. "When you get to towns like Blackheath, though, you really can't go around so the only way is to go under so we want to start looking at costings for tunnels in the next four years.” The call came after a big win at the state election when he defied a statewide swing against the Nationals and just days after he became Deputy Leader of the NSW Nationals. The upgrade of the highway through the Blue Mountains hit a speed bump as local politicians and residents condemned the state government's proposal for a bypass around Blackheath.

The upgrade of the Great Western Highway is intended to improve safety and remove congestion from Blue Mountains towns such as Blackheath. However, Blue Mountains City Council went so far as to call on the State Government to abandon plans to duplicate the highway because of "grave concerns" about the destruction of native bushland, acquisition of homes and impacts on towns. Blackheath is just one of several mountains towns and villages worried about their future. Juliet Bourke, chairwoman of community-based Save Centennial Glen, said residents supported the upgrade of the highway to improve road safety but did not want it to destroy the environment and ruin the town's village atmosphere. Ms Bourke is a supporter of the long tunnels plan and said there was strong support for a long tunnel under Blackheath. "No homes would be destroyed and stacks would not be required because the portals would be outside the main area of Blackheath," she said. "It would enhance safety and livability and have minimal impact on the environment."

Removing traffic congestion Transport for NSW western region director Alistair Lunn said the plan was designed to improve safety and remove congestion. "The upgrade will remove through and heavy traffic from bypassed villages, return local roads to the community and create growth opportunities for businesses and tourism as well as significant jobs during construction," he said. “One of the key sticking points is how to preserve the character of Blackheath and other mountain villages. Removing through and heavy traffic as much as possible is at the heart of this plan,

Mr Lunn said. "The road upgrade will not impact on the Blue Mountains World Heritage area." But Ms Bourke does not agree. "This is an area of sanctuary for wildlife, especially after the fires on the eastern side of Blackheath in summer and is home to vulnerable and endangered flora and fauna." said. Mr Lunn said a committee of community representatives, emergency services and transport bureaucrats had formed to inform the best road design through Blackheath. But Ms Bourke, who sits on the committee, said: "It would make a mockery of this 'co-design' process if the minister were to ignore our preference and implement something we are categorically against." Whatever happens, NSW holds the record for the world’s longest road tunnel with Westconnex at 23km. If a tunnel was built under the mountains it would be twice that length but we have the expertise and machines to do it

quite quickly through the sandstone base of the mountains.. And when its finished, a Bathurst resident could drive to work in Western Sydney in less than 1.5hours. The tunnel would also do wonders for struggling towns further west such as Wellington, Dubbo Parkes and Mudgee who all suffer from the tyranny of the shocking 19th century style roads over the Great Divide. No doubt the tunnel will happen one day as Sydney bursts at the seams, but it should also include an adjacent rapid transport rail system operating “bullet trains”. This would connect with the Brisbane to Melbourne line near Dubbo. On that system, a commuter from Dubbo would be in Western Sydney in just over an hour. Until then, the Emerald City, will be but a dream gathering dust on a shelf somewhere. And the currawong’s morning chorus will be the only sound you hear.

Mazda’s new BT-50 starts $3,390 upstream of D-Max sibling but has a cheaper flagship  CALLUM HUNTER AZDA Australia has revealed the pricing for its all-new BT-50 off-road pick-up truck, with the Isuzu D-Max-based ute due to hit showrooms from October 1 priced from $44,090 plus on-road costs for the XT Dual-Cab Chassis 4x2. That entry price places the new BT-50 more than $3300 upstream of the equivalent D-Max, despite the two sharing the same architecture, underpinnings and powertrain however the Mazda gets its own back at the top of the range, with the flagship GT Dual-Cab 4x4 (automatic) topping out at $59,990 compared to the $62,900 D-Max X-Terrain. The BT-50 range is spread across three trim grades, two body styles and two drive types. The most affordable of the trim levels is XT with prices ranging between $44,090 and $53,260 depending on the body style – dual-cab chassis vs dual-cab pick-up – and drive configuration – 4x2 vs 4x4. Despite being the entry-level trim, Mazda has far from skimped in terms of standard equipment on the XT with 17-inch alloy wheels, LED headlamps, power-adjustable exterior mirrors, black cloth seat trim, air-conditioning, power windows, carpeted floors, cruise control (automatics score adaptive cruise control with stop and go function), 7.0-inch touchscreen infotainment system with wireless Apple Carplay, USB Android Auto, Bluetooth, DAB+ digital radio and a reversing camera all included as standard while rear-seat occupants also score a USB charging point. Above the XTs are the XTR variants which range from $49,470 to $57,210 depending on body style and drive configuration. Compared to the XT, the XTRs up the ante with 18-inch alloy wheels, power-folding exterior mirrors, self-levelling LED headlights, LED fog lamps,

The new BT-50 shares all of its underpinnings, including its engine and running gear, with the new Isuzu D-Max.” side steps, LED daytime running lights, dual-zone climate control, 9.0-inch infotainment touchscreen, satellite navigation, leather-wrapped steering wheel and gear knob, auto-dimming rear-view mirror, centre armrest for rear occupants and advanced keyless entry in addition to all of the kit included on the base model. At the top of the BT-50 tree, the GT is available exclusively as a dual-cab pick-up 4x4 with just two variants being offered – manual or automatic.

Standard equipment Priced from $56,990, the GT one-ups the XTR with heated chrome exterior mirrors, brown leather upholstery, eight-way power-adjustable driver’s seat, heated front seats, remote engine-start on automatics and front parking sensors. While the standard equipment list may be generous, it pales in comparison to the list of standard safety gear included on all BT-50s, the same gear that helped the D-Max become the first off-road ute in Australia to achieve a five-star ANCAP safety rating. Eight airbags, anti-lock brakes, attention assist, automatic high beam, autonomous emergency braking, blind spot monitoring, traction control, dynamic

stability control, emergency lane keeping, emergency stop signal, hill descent control, hill launch assist, lane departure warning, lane departure prevention, lane-keep assist (automatic only), rear cross-traffic alert, rollover protection, secondary collision reduction, speed assist system and turn assist are included as standard on all variants, regardless of trim or body style. As previously reported by GoAuto, the new BT-50 shares all its underpinnings, including its engine and running gear, with the new Isuzu D-Max. This means that it sheds the previous Ford-sourced 3.2-litre turbo-diesel five-cylinder engine in favour of the proven albeit updated 3.0-litre four-cylinder Isuzu unit developing 140kW and 450Nm. Drive is sent to either the rear or all four wheels via either a six-speed manual transmission or six-speed automatic, with 4x4 variants scoring a switchable locking rear differential to boost their off-road ability. On the subject of off-road capability, all variants share the same 800mm wading depth while the maximum approach

angle is pegged at 30.4 degrees (XTR 4x4/GT). The XT Dual-Cab Chassis 4x4 – marginally – takes the gong for the best rampover angle at 23.9 degrees while the XT Dual-Cab Chassis twins boast the best departure angle of 25.3 degrees. Maximum braked towing capacity is rated at the industry standard 3500kg while payload capacity varies from 1065kg-1106kg depending on the variant. According to Mazda Australia managing director Vinesh Bhindi, stock has started arriving at dealerships around the country and the brand is “very excited to showcase this new Ute to the local market”. “With cutting-edge safety technology, impressive all-terrain performance and a smooth and efficient drivetrain, brandnew BT-50 offers exceptional value across the range, while meeting the demands of the modern customer,” he said. With the new model set and ready to be launched next month, Mazda has sold 1967 4x2 BT-50s and 4914 4x4 units, accounting for 11.9 per cent and 5.1 per cent of their respective segments.
