Frederico Cardigos é licenciado em Biologia Marinha e Pescas pela Universidade do Algarve e obteve o grau de Mestre em Gestão e Conservação da Natureza pela Universidade dos Açores. No X Governo Regional foi Director Regional do Ambiente até 30 de Setembro de 2010, data em que iniciou as funções de Director Regional dos Assuntos do Mar. É Assistente de Investigação e desde 1994 que trabalha no Departamento de Oceanografia e Pescas (DOP) e no Centro do Instituto do Mar da Universidade dos Açores, enquadrado por projectos financiados pela União Europeia, Fundação para a Ciência e Tecnologia de Portugal e Governo Regional dos Açores. Participou em dezenas de congressos científicos e reuniões de trabalho. Dirigiu diversas expedições científicas marinhas. Desenvolveu uma intensa actividade na área da divulgação científica e educação ambiental marinha.Realiza fotografia subaquática, tendo publicado fotografias em livros, revistas, jornais e outros. Foi considerado um dos “Cem Nomes do Mergulho em Portugal” pela revista de actividades subaquáticas Mundo Submerso. É membro da Ordem dos Biólogos e faz parte de organizações ambientais (Observatório do Mar dos Açores e Sociedade Portuguesa para o Estudo das Aves) e Clube Naval da Horta. Frederico Cardigos is a degree in Marine Biology and Fisheries from the University of Algarve and obtained a Master degree in Management and Nature Conservation at the University of the Azores. As ilhas Graciosa e Corvo foram distinguidas como reserva da Biosfera em 2007 e , posteriormente,a ilha das Flores em 2009. Com esta distinção a Unesco permitiu à Região ficar na vanguarda nacional da preocupação com a Natureza. Estamos a aproveitar todas as potencialidades das reservas? As ilhas são projectadas como “boa imagem” ou “mais-valias económicas”? Não. De facto, ainda estamos longe da fase em que aproveitamos todo o potencial que as ilhas têm e as mais-valias que são dadas pelo galardão. No entanto, há passos muito importantes, como o registo do logótipo e a criação de um regulamento para a sua utilização. Mas, certamente, os passos mais importantes são aqueles que valorizam o próprio ambiente ou alicerçam o seu usufruto. Dentro do primeiro ponto, realço a luta contra as espécies invasoras e a criação dos Centros de Processamento de Resíduos. Estas duas acções irão tentar dar a melhor resposta aos dois grandes pontos fracos identificados nas próprias candidaturas. Para ser consequente quanto ao usufruto do Ambiente, foram criados nove Parques Naturais de Ilha (um por cada ilha dos Açores). Através destas estruturas, foram criados percursos interpretativos, centros de interpretação, diverso material de promoção e estão a ser criados Guias específicos de cada Parque. Tenho que salientar que auxiliei, enquanto responsável pela temática, na certificação destas ilhas, mas, hoje, com funções diferentes, não estou a dirigir as acções que estão a ser implementadas. De certa forma, tenho pena porque o trabalho está a ser intenso, consequente e muitíssimo competente.

Quais os principais problemas das reservas em conjunto e separadamente? Os principais problemas já foram referidos atrás: organismos invasores e má gestão de resíduos. Dada a baixa pluviosidade, esta é uma ilha em que a gestão da água merece particular atenção. No caso do Corvo, deverá haver especial atenção à capacidade de carga e à criação de zonas de reserva com alguma dimensão. Num projecto de cooperação com o Governo dos Açores, a Sociedade Portuguesa para o Estudo das Aves está a fazer isso mesmo, com a criação de uma reserva de altitude e uma outra bem perto da Vila.Na minha opinião, no caso das Flores, o principal problema específico é a falta de soluções para a utilização de magnífico ambiente que têm. Apenas um Centro de Interpretação (no Boqueirão) é pouco, sendo urgente editar o Guia do Parque Natural das Flores.

As reservas da Biosfera dos Açores promovem a utilização da World Network of Biospheres Reserves (WNBR)? Não apenas a Rede Mundial, mas também a subrede específica para a nossa área (RedBios). Neste momento, dada a crise que nos assola, é impossível estar em todos os fóruns, mas já participamos numa reunião mundial, em Madrid, e organizámos uma reunião da RedBios na ilha das Flores. Em ambos os eventos, penso que fizemos uma boa promoção do nosso território e das suas potencialidades e partilhámos algumas das nossas boas práticas para que sejam consideradas por outros.

Caso não o tivéssemos feito, poderíamos ter tido grandes problemas de aceitação de uma proposta que não reflectia a compreensão local. Outro dos ensinamentos que nos deram foi o de sermos estritamente honestos nos cadernos de candidatura. Disseram-nos os nossos colegas para não apresentarmos candidaturas panfletárias que facilitassem em relação aos nossos pontos fracos. Para além da questão moral, deram-nos uma razão que faz sentido “se forem honestos, na próxima avaliação [que decorre de cinco em cinco anos] podem facilmente demonstrar progressos”. No entanto, graças a termos sido estritamente honestos, já pudemos ultrapassar alguns problemas políticos…

De acordo com o artigo ‘Perspectivas para a sustentabilidade: Um Desafio na Região Autónoma dos Açores’, publicado em 2006, ‘o património natural é aquilo que os Açores têm de mais precioso e como tal deve ser salvaguardado e valorizado.’ Mesmo com uma implementação de uma forte política ambiental no governo açoriano, a própria comunidade do arquipélado tem a consciência da importância das reservas da Biosfera? Infelizmente, como no mundo inteiro, há muitas pessoas que não estão interessadas. Não estão interessadas no ambiente, na cultura e na solidariedade. É um verdadeiro desafio chegar a todas as pessoas e sensibilizá-las. No entanto, também entendo que enquanto faltarem alguns confortos básicos como alimentação, educação, saúde, habitação, entre outros, é difícil chegar às questões mais abrangentes. Felizmente, nos Açores a grande maioria das pessoas tem essas necessidades básicas preenchidas e estão conscientes da importância das Reservas da Biosfera, das Áreas Ramsar, Áreas Rede Natura 2000, Áreas OSPAR, Áreas Património da Humanidade, etc. Estão conscientes e pouco tolerantes em relação a falhas na sua gestão. Quais foram/são as expectativas para a distinção das Reservas da Biosfera dos Açores? Dada a excelência ambiental das ilhas em conjunto com a competência das equipas que prepararam as candidaturas, o período entre o início de preparação e a classificação foi muito curto. Isto teve a vantagem adicional de não se geraram grandes expectativas. Quando o cidadão comum tomou consciência do enorme prestígio que ganharia com a classificação, já ela tinha sido atribuída. Neste momento, já não é assim. As pessoas querem consequências e não estão dispostas a esperar muito tempo para que, por exemplo, os problemas relacionados com a gestão de resíduos sejam resolvidos.

Penso que o principal problema é transmitir a informação de modo sucinto e claro, visto que a própria leitura das candidaturas das reservas pelo público, dado que está alicerçada num conhecimento científico elevado, não é facilmente compreensível para um cidadão menos informado. Durante o desenvolvimente das candidaturas das Reservas, quais foram as estratégias utilizadas para sensibilizar as comunidades locais e quais foram os resultados? Durante o período de preparação das candidaturas fizemos diversas reuniões plenárias nas três ilhas. Como em todas essas reuniões estiveram presentes a televisão regional e os jornais locais, a mensagem passou. Para além disso, convidámos diversos peritos e entusiastas nas diferentes questões para reverem os cadernos de candidatura. Foi excelente. Para além de diversas lições de humildade, esmagados pelo conhecimento e brilhantismo de quem nos ajudou, enriquecemos e divulgamos as candidaturas.

Houve um contributo/ interesse por parte das comunidades locais na altura da distinção das reserva?Actualmente, como é que as populações locais reagem? Sim, houve um envolvimento, mas não havia a consciência da boa visibilidade acrescida que seria dada. Custa-me distinguir alguém em particular, até porque seria injusto para os restantes, mas em todas as ilhas recebemos contributos através dos processos de consulta específica e dos momentos de consulta pública formais e mais gerais. Agora é ainda mais intenso. As pessoas querem consequências, querem os problemas resolvidos e querem usufruir de benefícios económicos e sociais consequentes ao bom ambiente que está agora internacionalmente reconhecido. Presentemente, as reservas da Biosfera incitam a um desenvolvimento sustentável e a uma maior consciencialização ecológica? Sim, o próprio programa do Governo Regional destaca isso mesmo. Não é uma estratégia limitada às Reservas da Biosfera, mas espalhada, com diferentes estratégias, por todas as ilhas dos Açores. A abordagem específica terá também de ser feita pelas Câmaras Municipais, Juntas de Freguesia, empresas, associações… É uma tarefa de sensibilização abrangente e generalizada.

The specific approach will also be made by local councils, parish councils, companies, associations ... It is a comprehensive task of awareness and widespread.

Esta é uma questão que muito depende da perspectiva em que se está. No meu caso em particular, tenho de identificar as maisvalias, compreender as limitações ou capacidades de carga e sugerir as utilizações. De uma forma mais geral, há que olhar, interpretar, planear, sugerir, exigir e participar!
