hat is NATO Staff Centre Magazine if not our way to make your life easier by bringing you the most accurate information on the Staff Centre’s activities?

In this perspective, this issue contains articles about the biggest summit in NATO’s history, held last month in Chicago which involved many departments of NATO working together such as Public Diplomacy Division (p.6) and Mrs Rasmussen’s Summer Charity Ball for Afghan women, which will take place on 16 June (p.12).

CHICAGO WAS THE BIGGEST SUMMIT IN NATO’S HISTORY PDD

I

t is the job of the Public Diplomacy Division (PDD) to communicate NATO to the public; to translate and relate NATO’s policies and priorities to a variety of audiences. Whether through direct engagement, press briefings and backgrounders, through NATO’s official website, social media, or NATO Channel TV, the Division is responsible for communicating all aspects of NATO’s work. On a daily basis, this means that there are people in the division working on everything from transition in Afghanistan to cyber security, reflecting the work done throughout other divisions.

Pour le Sommet de Chicago, l’accent a été mis sur une Alliance engagée, capable, et connectée: sur la bonne voie vers la transition en Afghanistan. L’Alliance s’est engagée envers ce pays pour le long terme et travaille à demeurer capable de contrer les menaces d’aujourd’hui et de demain, et à élargir et approfondir ses partenariats avec les pays et les organisations à travers le monde.

Sensibiliser le public à ces messages est crucial, car si celui-ci est favorable à l’OTAN, celle-ci peut continuer à jouer un rôle unique et essentiel dans la sécurité de tous ses membres. La DDP est le lien entre l’OTAN et le public. Elle délivre les messages de l’Alliance de plusieurs façons.

For the Chicago Summit, the focus has been on a committed, capable, and connected Alliance: on track toward transition in Afghanistan and committed to that country for the long-term, working to ensure that the Alliance continues to be capable of countering the threats of today and tomorrow, and broadening and deepening its partnerships with countries and organisations across the globe.

Raising public awareness of these messages is crucial, because only if publics are supportive can NATO continue to play the unique and essential role that it does in the security of all its members. PDD is the link between NATO and the public and delivers the messages of the Alliance in a variety of ways.

MORE THAN WORDS It’s not enough to say that you’re committed; commitment has to be demonstrated and communicated in a way that makes it real to audiences.

One way in which this was done in Chicago was at a local professional

NATO LIFE baseball game that carried a NATO theme; to recognise the contributions of all who have served in NATO missions. A ceremony at the start of the game included the flags from all ISAF-contributing nations. General John Allen, COMISAF, threw out the first ceremonial pitch. And several veterans of ISAF were recognised for their service. The visual representation of 50 nations standing together, working shoulder-to-shoulder in Afghanistan, was a powerful sight, and one that is not soon forgotten. Chicago locals were overheard talking about the event days later, illustrating the value of engaging less-than-traditional audiences. While many sports enthusiasts may not follow security debates, they do vote, and now they have a positive reference point for NATO. Another non-traditional but highly visible project for Chicago highlighted the Afghan tradition of kite flying at Chicago’s annual kite festival.

Hundreds of people stopped by the NATO booth and learned not only about how Afghan kites are made and flown but about the importance of the work NATO and its partners are doing there and many more learned about the event from the media.

THE MOST CAPABLE ALLIANCE IN THE WORLD A capable NATO has a deterrent effect on those who might threaten any of its members, and yet if the only messages the public receives are of declining defence budgets and a US pivot to the Pacific, the deterrent loses its credibility. Through its Smart Defence approach, NATO is not only developing the capabilities it needs to deliver security but is also delivering savings at the same time. An Alliance that can not only deter and defend against threats but that can do so while attending to the economic realities of its members is truly an Alliance for the 21st century. In order to highlight NATO’s framework for capabilities development, a series of conferences on Smart Defence were held this spring in countries across the Alliance.

And to illustrate one of its key projects, a Missile Defence Exhibition was designed, built, and on-display in the Summit media centre, explaining NATO’s anti-missile shield and why it is so important.

ARE YOU CONNECTED? Often when we talk about NATO as connected, we are talking about NATO’s partnerships. Chicago was the biggest Summit in NATO’s history, and an important aspect of this Summit was a commitment to strengthening NATO’s global network of partners. Yet the notion of a connected Alliance goes well beyond partners. In today’s world, security knows no borders, and neither does information. Citizens of the world demand a level of engagement well beyond what we saw even a decade ago. And while this new environment presents certain challenges, it also provides many opportunities. One of PDD’s projects for the Summit was a contest that invited participants to submit short videos on what peace and security mean to them. Twenty winners from around the world attended the Summit as citizen reporters, dividing their time in Chicago between the Young Atlanticist Summit and the media centre. Not only did these young people blog, tweet and post to Facebook™ throughout their time in Chicago, reaching their thousands of friends and followers, but the fact of their being at the Summit had a profound impact on their view of NATO. According to one of the participants, “Rather than creating a window into the Summit generated solely by news organisations, press releases and video clips, the NATO iReps and other youth outreach programmes launched by the Alliance represent the epitome of citizen journalism and participation.” More posts from NATO’s iReps can be found on NATO’s interactive social media platform at we-nato.org

Au début du match, une cérémonie incluant les drapeaux de tous les pays contributeurs de la FIAS a eu lieu. Le général John Allen, COMISAF, a lancé la première balle. Plusieurs anciens combattants de la FIAS ont été reconnus pour leur service. La représentation visuelle de 50 nations debout, ensemble, travaillant coude à coude en Afghanistan, était un spectacle impressionnant, un spectacle que l’on n’est pas près d’oublier. Les habitants de Chicago en ont parlé pendant des jours, illustrant la valeur de l’engagement avec une audience nontraditionnelle. Alors que de nombreux amateurs de sport ne suivront pas les débats de sécurité, il demeure qu’ils votent, et ont maintenant un point de référence positif sur l’OTAN. L’ALLIANCE LA PLUS CAPABLE AU MONDE Une OTAN capable a un effet dissuasif sur ceux qui pourraient menacer l’un de ses membres, et pourtant, si les seuls messages que le public reçoit sont la baisse des budgets de défense et un pivot américain vers le Pacifique, la force de dissuasion perd de sa crédibilité.

Grâce à son approche Smart Défense, l’OTAN est non seulement en train de développer les capacités dont

Et pour illustrer l’un de ses principaux projets, une exposition de défense antimissile a été conçue et affichée dans le centre des médias du Sommet. Cette exposition expliquait en détail le bouclier anti-missile de l’OTAN et les raisons de son importance.

As much work as went into preparing for the Chicago Summit will now follow it in delivering on the projects that were agreed and communicating the messages that accompany. The successes of Chicago provide a solid basis on which PDD will continue to build, delivering NATO to the public so that NATO can continue to deliver for them.

Souvent, lorsque nous parlons de l’OTAN comme connectée, nous parlons des partenariats de l’OTAN. Chicago était le plus grand sommet dans l’histoire de l’OTAN, et un aspect important de ce sommet était un engagement à renforcer le réseau mondial de partenaires de l’OTAN. Cependant, la notion d’une Alliance connectée va bien au-delà des partenaires.

Dans le monde d’aujourd’hui, ni la sécurité ni l’information ne connaissent de frontières. Les citoyens du monde exigent un niveau d’engagement bien au-delà ce que nous avons vu il y a une décennie.

Et tandis que ce nouvel environnement présente des défis certains, il fournit également de nombreuses opportunités. Un des projets de la DDP pour le Sommet a été un concours qui a invité les participants à soumettre des vidéos de courte durée sur le sujet de la paix et la sécurité. Vingt gagnants du monde entier ont participé au Sommet en tant que journalistes citoyens, partageant leur temps à Chicago entre le sommet des jeunes atlantistes et le centre des médias.

Ces jeunes ont bloggé, tweeté, et chatté sur Facebook™ tout au long de leur temps à Chicago, atteignant des milliers de leurs amis et contacts. Leur présence au sommet a eu un impact profond sur leur point de vue de l’OTAN. Selon un des participants, «Plutôt que de créer une fenêtre sur le sommet générée uniquement par les organes de presse, communiqués et clips vidéo les iReps de l’OTAN et d’autres jeunes des programmes de sensibilisation lancés par l’Alliance représentent la quintessence du journalisme citoyen et la participation citoyenne.» Les messages des iReps peuvent être trouvés sur la plate-forme interactive we-nato.org

ALLIANZ FRANCE APPOINTED ALLIANZ WORLDWIDE CARE SERVICES AS ADMINISTRATORS OF THE EMPLOYEE BENEFIT SCHEME FOR NATO CIVILIAN STAFF FROM 1st JANUARY 2012 AND THE LAST FEW MONTHS HAVE CERTAINLY BEEN BUSY ONES WITH THE PLANNING AND IMPLEMENTATION OF THIS LARGE PROJECT. GILLES DUBOS, NATO’S CLIENT RELATIONSHIP MANAGER, EXPLAINS THE CHANGES. AUDREY: In practical terms, what changed from 1st January 2012?

GILLES: For active staff members and retirees, the benefits and level of cover remain exactly the same – NATO was adamant that it wanted continuity in this regard. The most fundamental change is in how and where to submit medical expense claims. Previously, members could only submit their claims by post. Now they have two additional options: to either scan and email or fax their claims to Allianz Worldwide Care Services.

Another key change is that members based in the US now have a Pharmacy card from UnitedHealthcare (one of the biggest American healthcare companies). The benefit of this is that members do not have to pay upfront for costs that are covered by their healthcare plan. This is handled by direct settlement for the vast majority of pharmacies.

AUDREY: What challenges did Allianz face during the transition?

GILLES: NATO’s health cover is very comprehensive, plus it has a complex structure due to the fact that it has to cater for the different

GILLES: La couverture et le niveau de couverture des membres actifs et retraités restent identiques, l’OTAN voulant maintenir cette continuité. Le changement le plus important est la soumission des demandes de remboursement de frais médicaux. Dans le passé, les membres pouvaient uniquement envoyer leurs demandes par la poste. Ils ont maintenant deux autres options : par email ou par fax à Allianz Worldwide Care Services.

Un autre changement important : les membres basés aux États-Unis ont désormais une carte de pharmacie de UnitedHealthcare (l’une des plus grandes compagnies américaines de soins de santé).

Grâce à cette carte, les membres n’ont pas à payer au pharmacien les frais couverts par leur assurance santé.

Le règlement des frais est effectué directement à une vaste majorité de pharmacies.

AUDREY: Quels ont été les défis rencontrés par Allianz?

GILLES: La couverture de l’OTAN est très complète, et le fait qu’elle doive satisfaire les différentes pratiques médicales d’un certain nombre de pays rend sa structure complexe. Cela ajouté à des délais d’exécution très serrés a représenté un défi de taille, mais nous aimons relever de tels défis!

Une transition de ce type nécessite beaucoup de planification, d’organisation et d’adaptation. Envoyer la communication de ces changements et les packs d’adhésion à 24.000 assurés n’était pas non plus une mince affaire si l’on prend en considération la répartition des agences dans le monde. Nous avons également dû ouvrir une succursale à Bruxelles pour fournir un support local, et ce bureau est maintenant pleinement opérationnel.

Tout s’est bien passé en général, et nous avons fait tout ce que nous pouvions pour que la transition se déroule en douceur pour les membres. Les remarques et le support que nous avons reçu de la part des RH de l’OTAN, des retraités et associations du personnel nous ont beaucoup aidé pendant cette période.

WE ARE DELIGHTED TO HAVE THE OPPORTUNITY TO LOOK AFTER THE EMPLOYEE BENEFIT SCHEME OF NATO CIVILIAN STAFF. GILLES DUBOS

healthcare practices of a number of countries. This, combined with a tight implementation timescale was certainly challenging, however we love a challenge! A transition such as this requires a lot of planning, organisation and flexibility. Communicating the change and issuing a Welcome Pack to 24,000 insured members was no mean feat considering the combined global spread of the various agencies. Plus we had to establish a branch office in Brussels, to provide a local support point. This office is now fully operational.

Things have generally gone well and we have done our best to make the transition as smooth as possible for members. We received a lot of helpful feedback and support from NATO HR as well as input from groups such as the retiree and personnel associations, during the transition process.

AUDREY: Did members voice any concerns about the transition?

GILLES: Some members were concerned by news of the change. They were worried that their level of cover and benefits might be affected. This is where our 24/7 Helpline really came into its own. They were available to respond to members’ queries and to confirm that the level of cover and benefits would remain the same, which went a long way in addressing any initial concerns.

AUDREY: What are your objectives at the moment?

GILLES: Our aim is to process claims within two working days (from the day the fully completed claim form is received). It has been around four days until recently, however I’m delighted to say that we will be able to offer our normal, market leading 48 hour claims processing service from June onwards. The only exception to this will be a minority of situations where we require some additional information.

The next important step for us is to expand the network of independent doctors/assessors who assess the level of disability of insured members following an accident. These doctors should be geographically close and this will reduce the amount of travel required by members.

AUDREY: Any last thoughts or points you wish to highlight?

GILLES: We are delighted to have the opportunity to look after the employee benefit scheme of NATO civilian staff and I would like to thank the members for their patience during this transition period. The staff at Allianz Worldwide Care Services pride themselves on the speed, accuracy and quality of the support they provide to members. Our corporate clients tend to stay with us long term because we genuinely care about how happy they are with the quality of services we’re providing. We know that we can’t ever rest on our laurels in this regard.

AUDREY: Les membres du personnel ont-ils exprimés des préoccupations sur cette transition?

GILLES: Certains membres ont en effet exprimé une certaine inquiétude suite à l’annonce de ce changement, notamment concernant le niveau de couverture et les prestations. C’est à ce moment que notre service téléphonique a joué un rôle important. Notre personnel était disponible pour répondre aux questions des membres, et ainsi leur confirmer que le niveau de couverture et les prestations couvertes resteraient les mêmes. Ils ont su répondre à la majorité de leurs questions.

AUDREY: Quels sont vos objectifs à l’heure actuelle?

GILLES: Nous avons pour but d’en arriver à un remboursement en deux jours ouvrables (à partir de la réception de la demande dûment complétée).

Jusqu’à encore très récemment il s’agissait de quatre jours, mais je suis ravi d’annoncer que nous pourrons assurer notre service normal, et leader sur le marché, de remboursement en 48 heures à partir du mois de juin.

Les seules exceptions à cela seront une minorité de cas où nous aurons besoin de plus d’information.

AUDREY: Commençons par le commencement.

Comment vous êtes-vous retrouvée à organiser cet événement?

MRS RASMUSSEN: In August 2009 my husband and I arrived in Brussels where my husband began his job as the NATO Secretary General.

I was invited to see the NATO Staff Centre, where I met Alun Morris who gave me a “tour”. I could see that there were a lot of activities. At once I got the idea to arrange a ball for all people working at NATO. It should be a social event but at the same time a charity evening to raise money for women in Afghanistan. In 2008, I participated to the Danish version of “Dancing with the stars” and since then I had done several dancing shows in Denmark together with my dance-partner, Thomas Evers Poulsen. So that is why I got the idea to arrange Charity balls.

MME RASMUSSEN: En août 2009 mon mari et moi sommes arrivés à Bruxelles. Mon mari a commencé son emploi comme Secrétaire Général de l’OTAN. J’ai été invitée à voir le Centre du Personnel de l’OTAN, et j’y ai rencontré Alun Morris, qui m’a fait faire le tour du Centre du Personnel. J’ai pu constater qu’il y avait beaucoup d’activités. J’ai alors eu l’idée d’organiser un bal pour toutes les personnes qui travaillent à l’OTAN. Ce devait être un événement social, mais en même temps une soirée de charité pour recueillir des fonds pour les femmes en Afghanistan. En 2008, j’ai participé à la version danoise de «Dancing with the stars» et depuis lors, j’ai fait plusieurs spectacles de danse au Danemark avec mon partenaire de danse, Thomas Evers Poulsen.

C’est pourquoi j’ai eu l’idée d’organiser des bals de charité.

AUDREY: Now, what can we expect to see on 16 June?

AUDREY: À quoi doit-on s’attendre le 16 juin?

MRS RASMUSSEN: On 16 June, we will have our sixth Charity Ball in NATO. We will have a lovely dinner. Thomas and I will do dance performances, and my husband and Alun Morris will take care of the lottery draw. And of course all of us will enjoy the wonderful band “Shape”.

I hope again to raise a lot of money for charity.

NATO IS DEEPLY INVOLVED IN AFGHANISTAN SO I THINK IT IS NATURAL FOR ME TO SUPPORT THE WOMEN THERE. ANNE-METTE RASMUSSEN

MRS RASMUSSEN: I have decided that the money from these balls always will go the women in Afghanistan. I know there are a lot of things you could support. But we do that through NATO Charity Bazaar.

AUDREY: Why, of all causes, that of Afghan women?

MRS RASMUSSEN: NATO is deeply involved in Afghanistan so I think it is natural for me to support the women here. It is so important to support their freedom to go to school and other things.

AUDREY: How much money did you manage to raise until now and can you give examples of how it was used?

MRS RASMUSSEN: Since 2009, I think we have raised around €75,000.

Some of the money has been used for schools for girls and young women.

AUDREY: Is it still possible to book a table and how?

MRS RASMUSSEN: If you would like to come to the next Charity Ball 16 June it would be a good idea to book at once to have a table.

MME RASMUSSEN: L’OTAN est profondément impliqué en Afghanistan donc je pense que c’est naturel pour moi de soutenir les femmes. Il est important de soutenir leur liberté d’aller à l’école et d’autres choses.

AUDREY: Combien argent avez-vous réussi à amasser jusqu’à maintenant et pouvez-vous donner des exemples de la façon dont il a été utilisé?

MME RASMUSSEN: Depuis 2009 je pense que nous avons recueilli environ 75.000€. Une partie de l’argent a été investi dans des écoles pour filles et jeunes femmes.

AUDREY: Est-ce encore possible de réserver une table et comment?

MME RASMUSSEN: Si vous désirez venir au Bal de Charité le 16 juin prochain, il serait préférable de réserver afin d’avoir une table.

AUDREY: Existe-t-il quelqu’un que vous désirez remercier ou quoi que ce soit vous désiriez ajouter?

MME RASMUSSEN: Toutes ces dispositions n’auraient pas pu être prises sans l’aide d’Alun Morris et de ses collaborateurs. Dès le début, Alun et moi avons travaillé ensemble. C’est toujours un plaisir de lui soumettre une idée, parce qu’Alun est toujours positif et je n’aurais pas pu faire tout cela sans lui.

he charming Slovak capital excels in disparity. There, the new complements the old, rivers alternate with hills… The brutal contrast of the picturesque architecture and narrow streets of the Old Town and the less exciting concrete housing schemes reminiscent of the socialist era flaunt the numerous rises and falls of Bratislava. Nowadays, the recent provinciality has been blown away by a cosmopolitan wind, and the actual “Little Big City” allows its visitors to witness architectonic contrasts with every step. Here, a relaxed and friendly atmosphere dominates, brought to life by the enjoyment of people from various countries meeting each other. In the compact, supremely workable historic centre, admire the many cobblestoned roads, pedestrian squares, pastel 18th century rococo buildings and street cafés in abundance. Wander around the mystifying alleys, stop for a coffee, and then expand your gaze to the institutional housing blocks and bizarre communist constructions beyond. Et derrière le béton, découvrez la richesse des forêts et des prés et l’eau vert bleu du Danube.

RICHESSES NATURELLES Mère Nature a doté la Slovaquie d’un sol riche et fertile, que sa population a rapidement su utiliser à son avantage. Dans les villes minières médiévales comme Kremnica ou Banská Štiavnica demeurent encore aujourd’hui des kilomètres de tunnels souterrains, rappelant aux quelques villageois restant comment leurs ancêtres exploitèrent l’or et les minéraux du sol pour produire les pièces de monnaie utilisées par l’Empire austro-hongrois pendant des siècles. Aujourd’hui, l’hôtel de monnaie de Kremnica demeure la plus ancienne entreprise du monde, fonctionnant sans interruption depuis 1328 et poinçonnant actuellement les euros slovaques, même si les activités d’exploitation minière de la région ont cessé. Une visite du Musée à proximité vous apprendra, entre autres choses, que la première université technique au monde fut l’Académie Minière, fondée en 1762 par Marie-Thérèse. Cette université, située dans la ville pittoresque de Banská Štiavnica, devint alors le centre des sciences, de l’exploitation minière et du développement technique dans toute l’Europe. De nos jours, la ville compte moins de 7.000 habitants, mais n’a pas perdu son âme, et vaut certainement les 180 km de trajet depuis Bratislava. Pendant que vous y êtes, arrêtez-vous dans un restaurant local et essayez le plat national, bryndzové halušky, quenelles de pommes de terre au fromage de brebis, garnies de lardons frits. Une délicieuse variante locale du carbonara italien.

the Austro-Hungarian Empire for centuries. Today, the Kremnica mint remains the oldest enterprise in the world, operating without break since 1328 and currently punching the Slovak Euro coins, even though the region’s mining activities have stopped. A visit to the nearby Mint Museum will teach you, among other things, that the first technical university in the world was the Mining Academy, which was founded by Maria Theresa in 1762. This university, located in the picturesque town of Banská Štiavnica, became the centre of mining science and technical development in the whole of Europe. Nowadays, the town might count less than 7,000 inhabitants, but it has not lost its soul and certainly remains worth the 180 km ride from Bratislava. While you are there, stop in a local restaurant and try the national dish, bryndzové halušky, potato dumplings with sheep cheese, topped with fried bacon. A delicious local variant of the Italian carbonara.

While some extracted minerals, others took advantage of their numerous benefits by cultivating grapes to produce various wine varieties, among which Riesling certainly is the most popular. A visit to the city of Bojnice, its vineyards and its beautiful castle shall please the epicureans. For those who enjoy wellbeing just as much as wine tasting, some hotels such as the four-star Bojnický vínny dom (Bojnice Wine House) offer vinotherapy treatments (various procedures and application of cosmetics made from grapes and grape seeds) to complement their restaurant’s impressive wine menu and cellar including no less than 400 Slovak and foreign wines, some of which made by the owners themselves. Furthermore, in the Small Carpathians, the Red Stone Castle hides a cellar considered to be the largest one in Central Europe. Its visit is the final part of an attractive castle sightseeing tour. Nowadays, the cellar is an unusual venue for social events, including, eight years ago, one which gathered 300 NATO employees for a cocktail party as Slovakia joined the European Union. The place has also been used to film various movies.

Par ailleurs, alors que certains ont extrait les minéraux, d’autres ont profité de leurs nombreux avantages en cultivant le raisin pour produire diverses variétés de vin, parmi lesquelles le Riesling est certainement le plus populaire. Une visite de la ville de Bojnice, ses vignobles et son magnifique château plaira certainement aux épicuriens. En outre, dans les Petites Carpates, le Château de Pierre Rouge cache une cave considérée comme la plus grande en Europe Centrale. Sa visite constitue la partie finale d’un circuit touristique de l’attrayant château. De nos jours, la cave est un lieu insolite pour l’organisation d’événements sociaux, y compris, il y a huit ans, une qui réunit 300 employés de l’OTAN pour un cocktail, lors du rattachement de la Slovaquie à l’Union européenne. Le lieu a également servi au tournage de divers films.

Enfin, les 1.500 sources d’eau minérales naturelles parsemées à travers le pays bénéficient d’une reconnaissance mondiale pour leurs effets médicinaux.

Des touristes du monde entier y viennent pour des cures de plusieurs semaines dans le but d’améliorer leur santé, espérant parfois même une récupération totale. Tel que mentionné à l’hôtel cinq étoiles Thermia Palace et Spa, les dépôts de boue médicinale, phénomène remarquable et unique résultant de l’activité conjointe des sources d’eau minérales et des sédiments de la rivière Váh, auraient un effet thérapeutique exceptionnel sur troubles rhumatismaux et neurologiques. La sculpture de Robert Kühmayer «Le briseur de béquilles», surplombant la porte du spa, le rappelle aux visiteurs en quête de guérison. Si vous pouvez supporter l’odeur sulfurique, cela vaut certainement le détour, tel qu’attesté par le peintre art nouveau Alfons Mucha dans une peinture impressionnante appelée «Sois le bienvenu, printemps béni de la santé», qui peut être admirée au Grand Restaurant du Thermia Palace.

Last but not least, the 1,500 natural mineral springs across the country enjoy worldwide recognition for their medicinal effects. Many of these springs gave rise to spas and some of them became important international therapeutic centres with the most recent and modern equipment treating varied diseases and health problems. The renowned spa town of Piešťany, at the foothills of the Považský Inovec Mts, owes its fame to the medicinal geothermal mineral water and medicinal sulphuric mud which have remarkable therapeutic effects on locomotion disorders. Tourists from all over the world come there for weeks-long cures, seeking improvement of their health and sometimes even total recovery. As we were told at Thermia Palace five-star hotel and spa, the self-reproducing deposits of the medicinal mud, remarkable and unique phenomenon, resulting of the joint activity of mineral springs and river sediments of the Váh River, would have an exceptional therapeutic effect on rheumatic and neurological disorders, as symbolised by Robert Kühmayer’s sculpture “The Crutchbreaker”, overlooking the spa’s gate. If you can bear the sulphuric smell, it is definitely worth a try, as attested art nouveau painter Alphonse Mucha in an impressive painting called ‘Be greeted, the Blessed Spring of Health’ which can be admired in Thermia Palace’s Grand Restaurant.

orsqu’il s’agit d’articles de luxe ou de vacances, les français peuvent se montrer très sérieux et organisés. Ainsi ont-ils développé le concept de «village vacances»; une sorte de petit groupe d’appartements avec tout ce dont vous avez besoin en vacances avec votre famille. Bien qu’un peu kitsch à l’époque de leur conception, la plupart d’entre eux ont réussi à trouver la bonne combinaison d’hébergements conviviaux et d’activités familiales, le tout dans une variété d’endroits pittoresques. Ce qui différencie ces lieux d’autres maisons de vacances ou hôtels, c’est leur côté familial et leur coût, très raisonnable. Chez Belambra, pour un dixième du prix d’une nuitée à l’hôtel, vous pouvez facilement louer un appartement pendant trois jours. Avec ou sans repas, et activités incluses.

Le club «Golfe de Lozari», que nous avons eu le loisir de tester, illustre bien le positionnement du groupe.

Tout d’abord, l’emplacement choisi n’usurpe pas son nom: l’Île de Beauté renferme une multitude de merveilles naturelles. Non loin du club, le village perché de Belgodère, dominé par un vieux fort, offre une vue vertigineuse sur la vallée du Prato. Toute la Balagne, région sauvage et accueillante, baignée par un soleil généreux, regorge ainsi d’authentiques villages corses où l’on découvre chapelles pisanes, églises baroques,

hen it comes to luxury items or vacation, the French are very serious and organised. Thus, they have come up with “village vacances”. It is a sort of small group of apartments with everything you need to vacation with your family. Although somewhat cheesy when they started, most of them managed to find the right combination of family friendly accommodations and often activities in a variety of scenic locations. What differentiates these places from other vacation homes or hotels is that, first; they are tailored to families, and second; the cost is incredibly reasonable. At Belambra, for a tenth of the price of staying in any of the hotels, you can easily rent a flat for three days. With or without meals and kid activities included.

The “Gulf of Lozari” club, which we had the opportunity to test, illustrates well the positioning of the group. First, the selected site did not usurp its name: the Beauty Island contains a multitude of natural wonders. Not far from the club, the perched village of Belgodère, dominated by an old fort, offers a dizzying view on the Valley of the Prato. All the Balagne region, wild and welcoming, bathed by a generous sun, is full of authentic Corsicans villages where one can discover pisanes chapels, baroque churches, small streets and granite houses. From the Île Rousse and its red rocks and small fishing harbour, to Calvi, Genoese Citadel with a rich architectural heritage enchanting kids and grownups alike; everywhere, cultural wealth, craft fairs, music and live performances brighten vacationers stay.

In this beautiful region, the club floating the colours of the Mediterranean is set aside a beautiful beach of fine sand, for the joy of children and parents alike. Swimming enthusiasts will also enjoy a heated pool of 450 m² with paddling pool, lawn-solarium and pergola. Among the activities offered, new fitness classes choreographed by Les Mills™, fun and family end-of-day and evening animation, sports and poker tournament, karaoke, cinema, animated aperitifs, exclusive shows and interactive “Belambra Games”, etc. Children also have their special animations; every afternoon, cinema, clowns or puppet shows, and at the end of the week, a show played by children themselves.

For the duration of the French school holidays, three children clubs welcome kids from three to seventeen years old during the day. For a little extra, the family may also schedule, nearby, a wide range of complementary activities, including horseback riding, golf, scuba diving, and many water sports.

OUR ADVICES - Avoid very high season, when temperatures and occupancy reach their summit.

- Chose an apartment close to the sea and avoid the heart of the village, for animations can last until midnight and the noise might be a bit disturbing.

- Do not hesitate to warn the staff if you notice anything unusual in your apartment.

Ants for instance can a problem if you leave some food on the table…

- Although the buffet is quite adapted to all family members and waiting time isn’t too long, you might want to consider grocery shopping or neighbouring restaurants if you feel like eating fresh, local produces and/or gastronomic meals.

HOW TO GET THERE The cheapest way for a family is probably to drive to Nice or Marseille, then board on a boat to Ile Rousse (we chose SNCM). It also gives more freedom, especially if you want to discover the surroundings and do your own groceries.

ooking for a creative and exciting concept, the owner has entrusted Spanish designer Patricia Urquiola to create the interior of the hotel.

The linear simplicity of the building, drawn in the fifties in a rational and symmetric way to house the head offices of a bank, contrasts with the balanced and resolutely female decoration signed by the furniture designer. Any furniture not 100% designed by the artist was adapted in conjunction with famous names like B & B Italia, DePadova, Flos and Moroso. From the Scandinavian style armchairs of the restaurant to the lobby sofa adapted from a traditional Chesterfield; from the tartan carpet reminiscent of the Gentleman’s Clubs of

la recherche d’un concept créatif et excitant, la propriétaire des lieux a sélectionné la designer espagnole Patricia Urquiola pour concevoir la décoration intérieure de l’hôtel. La simplicité linéaire de l’édifice, dessiné dans les années cinquante de manière rationnelle et symétrique afin d’y abriter le siège d’une banque, contraste avec la décoration intérieure équilibrée et résolument féminine de la designer de meubles. Les pièces de mobilier qui n’ont pas été 100% conçues par l’artiste ont été adaptées en conjonction avec des noms célèbres comme Italia B & B, DePadova, Flos et Moroso. Depuis fauteuils de style scandinave du restaurant jusqu’au canapé du hall d’entrée, adapté dans d’un Chesterfield traditionnel; du tapis tartan rappelant les clubs de gentlemen des jours révolus qui orne le bar de l’étage à la table de repassage française entièrement restaurée au début du 20e siècle qui constitue une pièce maîtresse du lounge, chaque pièce a été soit méticuleusement choisie ou carrément conçue pour donner à chaque lieu son caractère propre.

À l’étage inférieur, la lumière de l’atrium filtrée à travers de grands puits placés au-dessus du resto lounge constitue l’un des éléments les plus spectaculaires de la conception de l’hôtel, tout comme l’imposante grille métallique rectangulaire accrochée au-dessus des tables du restaurant. Au-dessus de cette structure, l’addition d’un certain nombre de plantes donne un effet surprenant de jardin suspendu. De part et d’autre du lounge; le bar et le restaurant, situés au niveau de la mezzanine. Le premier, l’un des lieux plus emblématiques et les plus originaux de l’hôtel, a vu ses murs ornés des coffres forts en acier de la banque d’autrefois; testaments de l’histoire du bâtiment. Dans le second, des teintes d’or et d’ambre prédominent.

On the lower floor, the light filterd in from the atrium and through large skylights positioned over the lounge restaurant resulting in of the most spectacular design elements of the hotel, along with the imposing rectangular metallic grid hanging above the tables of restaurant. Above this structure, the addition of a number of plants gives a surprising effect of “hanging garden”. On both sides of the lounge, we find the bar and the restaurant, on a mezzanine.

The first, one of the most iconic and original venue of the hotel, saw its walls adorned with the original safes of the former bank’s vault, reminiscent of the building’s history. In the latter, gold and amber hues predominate.

EYE FOR DETAIL As in the 1,000 m2 spa, each of the 98 rooms and suites show subtle reflections of the Oriental heritage of the group. The largest of the three suites, located on the last floor and covering an extensive 236 m2, consists of two bedrooms, a living room with a HD projector and Bang & Olufsen home cinema, two outdoor terraces, elegant dining room that seats eight and a 24/7 butler service.

Combination of noble materials (leather, velvet, wool carpets, exquisite silks and wood), the “Penthouse” boasts a rich palette of green, black and gold bringing dynamism and sophistication to living spaces. Designed for a high level of protection of personal information, a long corridor leads to the private areas, including the master’s bedroom, with its own set of rooms; a private lounge and terrace, a dressing room and an impressive bathroom featuring unique pieces of tailor-made furniture. The second bedroom with its own bathroom is along the middle of the corridor and enjoys the same view on Passeig de Gràcia.

In the Penthouse’s main bathroom, the large KOS bathtub has nothing to envy to its congeners of the spa.

Everywhere, indirect lighting adds a touch of sweetness and creates a relaxing atmosphere.

arc est fonctionnaire de haut niveau, retraité depuis peu. Il y a quelques temps, il a réalisé un vieux rêve: s’offrir une maison dans le sud de la France. De manière très rationnelle cependant: «J’ai regardé comment être sûr de pouvoir m’y rendre rapidement, simplement et à peu de frais.

J’ai pris un ticket low cost sur un vol Ryanair Brussels South (Charleroi) – Carcassonne; et je suis parti faire mes courses sur place…» Assez rapidement, avec l’aide d’une agence locale triée sur le tas, Marc débusque une petite maison de ville à Narbonne, côté côte. Il l’aménagera à son aise, avec un rythme d’aller-retour entre la Belgique et la France que lui permet son nouveau statut et qui ne grève pas son budget: des billets à prix cassés achetés longtemps à l’avance et, sur place, une vieille Citroën C4 juste pour faire la navette Carcassonne-Narbonne. La quille au soleil et à peu de frais: si l’envie ou l’âge lui passe, il pourra, à tout moment, louer son bien ou le revendre avec une solide plus-value. «Si je n’étais pas fonctionnaire, je pourrais faire de ce pied-à-terre ma première résidence et toucher ma pension là-bas. Mais avec mon statut, je perdrais trop d’argent. Dommage…», peste-t-il.

En outre, quand le premier vol depuis Londres à destination du petit aéroport de Murcia (San Javier, Costa Blanca) a ouvert ses portes, les retraités anglais ont commencé à débarquer dans la région. Rapidement, ils ont acheté en nombre des appartements ou maisons ‘clé sur porte’ dans les projets immobiliers qui ont bourgeonné aux alentours, comme celui, imposant, de La Manga Resort. arc is a recently retired, high-level official. Some time ago, he realised an old dream: to afford a house in the South of the France. He did this very rationally: “I looked to make sure there was a quick, simple and cheap way to get there. I booked a low cost plane ticket from Brussels South (Charleroi) to Carcassonnne with Ryanair and I did my shopping on the spot...” Fairly quickly, with the help of a hand-picked local agency, Marc uncovered a small town house at Narbonne, coast side.

He’ll fit it up easily, with a rhythm of back and forth between Belgium and France that enables his new status and which doesn’t strike his budget: slashed price tickets bought in advance and, on the spot, an old Citroën C4 just for commuting between Carcassonne and Narbonne. Retirement at low cost: If the envy or age passes, he may, at any time, rent his property or sell it with a solid added value. “If I was not an employee, I could make this home my primary home and cash my pension over there. But with my status, I would lose too much money. Too bad…” he complains.

(San Javier, Costa Blanca) opened its doors, English pensioners started arriving in the region. Quickly, they bought in a mass apartments or turnkey houses in real estate projects that have blossomed in the neighbourhood, such as the imposing La Manga Resort. The strong sterling helping, they quickly became the preferred target of the present international promoters in the area... and airline companies (Ryanair, Easyjet, Norwegian.no). This scenario has, since then, been reproduced everywhere, from Essaouira to Dubrovnik, where sun and airports can be found. In this regard, Morocco and its Azure plan are seducing number of operators (air and real estate) and international investors for the moment.

ACCESSIBILITY AS A KEYSTONE Even when distances are shorter and a low cost airline guarantees setting foot on the ground under the sun within three hours, better think about transport alternatives affordable in time and price: recently, the Belgian owners of second residences in the country of the Calanques (Marseille) made a sad experience: following a heavy trade union and political conflict, Ryanair threatened to withdraw from Marseille airport early 2011, which would have left on the tarmac no less than 750,000 passengers a year and cut the wings to number of owners-investors unsuccessfully seeking transport alternatives.

Some people then turned to the TGV to travel between Brussels and Paris. But travel time and price are easily multiplied by two. Fortunately for local owners, a month later, the Irish company was coming back on the momentarily neglected Provencal airport. But this episode has shown how, today, the sustainable success of a region or a tourism project is directly dependent on its accessibility in time and at a given cost.

Candidates for the purchase of a second family home or an apart-hotel room made profitable through a rental pool attached to a hotel infrastructure (MGM, Pierre & Vacances, etc.) should think even before seeing their banker: to achieve a critical mass of tenants and owners in these new infrastructures under the sun or snow, currently blooming, the key remains, even more with the crisis, the extent of the catchment area. Like for shopping centres.

L’ACCESSIBILITÉ COMME CLÉ DE VOÛTE Et même quand les distances sont moins longues et qu’une ligne aérienne low cost garantit de pouvoir atteindre le pied–à-terre au soleil en moins de trois heures, mieux vaut penser à des alternatives de transport jouables dans le temps et le prix: récemment, les propriétaires belges de secondes résidences au pays des Calanques (Marseille) en ont fait la triste expérience: suite à un lourd conflit syndical et politique, Ryanair a menacé, début 2011, de se retirer de l’aéroport de Marseille, décision qui aurait ainsi laissé sur le tarmac pas moins de 750.000 passagers annuels en rade et coupant ainsi au passage les ailes à nombre de propriétaires-investisseurs cherchant vainement des moyens de transport alternatifs.

D’aucuns se sont alors repliés sur le TGV depuis Bruxelles et Paris. Mais le temps de trajet et le prix sont facilement multipliés par deux. Heureusement pour les propriétaires locaux, un mois plus tard, la compagnie irlandaise revenait en force sur l’aéroport provençal momentanément délaissé. Mais cet épisode a montré combien, aujourd’hui, le succès durable d’une région ou d’un projet touristique est directement dépendant de son accessibilité en un temps et à un coût impartis.

Les candidats à l’achat d’une seconde résidence familiale ou d’une chambre en apart-hôtel rentabilisée en pool locatif rattaché à une infrastructure hôtelière (MGM, Pierre & Vacances, etc.) devraient y penser avant même de voir leur banquier: pour atteindre une masse critique de locataires et de propriétaires dans ces nouvelles infrastructures au soleil ou à la neige qui fleurissent actuellement comme des fleurs des prés, la clé de voûte reste, davantage encore avec la crise, l’étendue de la zone de chalandise. L’OPÉRA We are in Waterloo, just ten minutes from Brussels, but when the weather is nice, you could be mistaken for thinking you were in the South of Italy as the terrace, with its great red umbrellas and its garden is fabulous. If the setting is exceptional, it is the quality of the cuisine that comes first. Aside from the suggestions (regularly changing according to the seasons), owner Amérigo Serfilippi proposes, amongst other wonders, an amazing truffle beef Carpaccio (€25) and green asparagus, fried eggs and parmigiano shavings (€18). CACCIUCCO ALLA LIVORNESE

PREPARATION TIME: 2 HOURS INGREDIENTS 1.5 kg of varied fishes (sole, red mullet, halibut, mackerel, monkfish) 250 g of small squid or cuttlefish 500 g of mussels 2 branches of white celery 600 g of tomatoes 1 bouquet of flat parsley 1 carrot 1 large onion 5 cloves of garlic 250 ml dry white wine (of the region if possible) 100 ml olive oil A few slices of baguette for to make the croutons Salt and ground black pepper

PREPARATION 1 Remove the sole fillets or ask the fishmonger to do so and keep the trimmings (fins, head, etc.)

Cut the other fishes into pieces, keeping the trimmings.

2 Place fish in a saucepan with 1/2 litre of water and let simmer 15 minutes.

3 Cut the squids into small pieces. Wash and scrape the mussels.

4 Cut the carrot, the onion and two cloves of garlic into small pieces, add the fish broth and let simmer 15 more minutes, then strain through a sieve and reserve for later.

5 Plunge the tomatoes ten seconds in boiling water and then directly in cold water to remove the skin.

6 In a large saucepan, heat six tablespoons of olive oil, brown 1/2 chopped onion and two cloves of garlic; add the squids and tomatoes cut into pieces.

7 Add the white wine and let simmer 15 minutes.

8 Add the pieces of fish and the fish stock and let simmer gently for ten minutes.

9 Add the mussels and continue cooking ten minutes, season with salt and pepper. Sprinkle with chopped parsley before serving.

Grill bread slices and sprinkle a few drops of olive oil as a side dish.

6 SERVES

PRÉPARATION 1 Lever les filets de sole ou demander au poissonnier de le faire et conserver les parures (nageoires, tête, etc). Tailler les autres poissons en morceaux en conservant également les parures.

2 Mettre celles-ci dans une casserole contenant 1/2 litre d’eau et laisser frémir 15 minutes.

3 Tailler les calamars en petits morceaux.

Laver et gratter les moules.

4 Couper la carotte, l’oignon et deux gousses d’ail en petits morceaux, ajouter au bouillon de poisson et laisser frémir 15 minutes de plus, puis passer au chinois et réserver pour plus tard.

5 Plonger les tomates dix secondes dans de l’eau bouillante puis directement dans l’eau froide afin d’enlever la peau.

6 Dans une grande casserole, chauffer six cuillères à soupe d’huile d’olive, y faire revenir 1/2 oignon haché et deux gousses d’ail, y ajouter les calamars et les tomates en morceaux.

7 Ajouter le vin blanc et laisser frémir 15 minutes.

8 Ajouter les morceaux de poissons ainsi que le bouillon mis de côté et laisser frémir doucement dix minutes.

9 Ajouter ensuite les moules et poursuivre la cuisson dix minutes, saler et poivrer. Parsemer de persil haché avant de servir.

En accompagnement, griller les tranches de pain et arroser de quelques gouttes d’huile d’olive.

GELATO AL LIMONE

PREPARATION TIME: 10 MINUTES + 11 DAYS 1 SERVE

INGREDIENTS 350 g sugar 350 ml 90° alcohol 400 ml water 10 non-treated and especially well fragrant lemons Lemon sorbet

PREPARATION

1 Remove the bark (without the white) of previously washed and dried lemons.

2 Cut the bark into small pieces and put in a saucepan with a lid with the alcohol.

3 Store in a tempered place for ten days.

4 Make sugar syrup with water, sugar and half the lemon juice. Let cool completely and add to the alcohol.

5 The next day, filter the limoncello and put in a bottle (can be kept one year).

6 In a bowl, put two sorbet balls, pour over a little of the limoncello and serve.

1 Enlever l’écorce (sans le blanc) des citrons préalablement lavés et bien essuyés.

2 Couper l’écorce en petits morceaux et mettre avec l’alcool dans une casserole avec couvercle.

3 Conserver dans un endroit tempéré dix jours.

4 Réaliser un sirop de sucre avec l’eau, le sucre et la moitié des citrons en jus. Laisser refroidir complètement et ajouter celui-ci dans la casserole d’alcool.

5 Le lendemain, filtrer le limoncello et le mettre en bouteille (se conserve un an).

6 Dans un ravier, mettre deux boules de sorbet, verser par-dessus un peu du limoncello et servir.

AUDREY: Pouvez-vous expliquer aux lecteurs quelle est la particularité de votre formation?

DR DIKRANIAN: Je suis diplômé de la faculté de médecine de l’UCL et j’ai terminé ma formation de spécialiste en cardiologie en 2002. Je suis spécialisé en imagerie cardiaque et scanner cardiaque, qui est une technique d’imagerie non-invasive (sans introduction de cathéter). J’ai été en 2002 un des pionniers dans l’introduction de cette technique dans la pratique cardiologique quotidienne. Actuellement cette technique fait partie des examens de routine dans la clinique où j’exerce mon activité hospitalière (Clinique de l’Europe, site d’Uccle).

AUDREY: Quels sont les principaux facteurs de risques cardio-vasculaires pour les employés de l’OTAN? DR DIKRANIAN: Les employés de l’OTAN n’échappent pas aux facteurs de risque cardiovasculaires classiques: le stress, le cholestérol, l’hypertension artérielle, le diabète et les antécédents familiaux bien sûr. Par contre, il y a moins de fumeurs et moins de sédentarité. Je suis agréablement surpris de voir qu’en général, les employés de l’OTAN font énormément d’heures de sport, ce qui est excellent pour diminuer le risque, mais je suis parfois effrayé de voir que très peu font un bilan cardiologique pour exclure les risques cardiaques dus au sport.

AUDREY: En quoi consistent les symptômes les plus fréquents d’atteinte cardiologique?

DR DIKRANIAN: D’abord, il y a les symptômes typiques: douleurs à la poitrine, qui surviennent lors d’efforts modérés (monter les escaliers, courir...) et qui irradient éventuellement vers la mâchoire ou vers les épaules, ainsi que tout essoufflement d’apparition récente et inexpliquée. Puis, il y a les atypiques: malaise

AUDREY: Can you explain your background to the readers?

DR DIKRANIAN: I am a graduate of the Faculty of Medicine of UCL and I finished my specialisation in cardiology in 2002. I am specialised in cardiac imaging and heart scan, which is a non-invasive imaging technique (without catheter). I was, in 2002, one of the pioneers in the introduction of this technique in everyday cardiologic practice. Currently, this technique is part of routine examinations in the clinic where I do my hospital activity (Clinique de L’Europe, Uccle site).

AUDREY: What are the main factors of cardiovascular risks for the employees of NATO? DR DIKRANIAN: NATO employees cannot escape conventional cardiovascular risk factors; stress, cholesterol, high blood pressure, diabetes and family history, of course. However, there is less smoking and less sedentarily. I am pleasantly surprised to see that, in general, NATO employees do a lot of sport, which is excellent to reduce the risk, but I am sometimes scared to see that very few do check-ups to exclude the cardiovascular risks linked to sport.

AUDREY: What are the most common symptoms of cardiac impairment?

DR DIKRANIAN: First, there are the typical symptoms: chest pain occurring during moderate effort (climb stairs, run...) and possibly radiating to the jaw or shoulders, and any shortness of breath of recent and unexplained appearance. Then, there are the atypical symptoms: discomfort or syncope during effort, nausea (most often without vomiting), shortness of breath at rest with unexplained sweating and arrhythmias (palpitations) at rest.

AUDREY: When should someone see a cardiologist?

DR DIKRANIAN: Cardiovascular diseases are the leading cause of death in adults in industrialised countries. It is proved that the screening and prevention save lives and avoid heavy interventions. Outside of any symptoms, it is therefore important to do a cardiac check-up for men over 40 years old, and for women over 45-50. A few questions are asked about the personal and family history, the type of physical activity done on a weekly basis, the diet, and then we run a blood test mainly monitoring blood sugar and cholesterol. Ultrasound detects cardiac anomalies, and the effort test assesses physical ability and the presence of strictures of the cardiac arteries.

By combining all this, we can accurately assess the overall risk and determine whether to follow the patient regularly or not, what advice or care to give and so on.

Among regular athletes (more than four or five hours of sport per week), the test depends on the patient’s age. Even under 35 years old, an electrocardiogram, an ultrasound and a clinical examination are recommended. Over 35 years old, an effort test is added to the previous exams. NATO employees are an average two to three times more active than the Belgian average! It is impressive. But this does not mean that there is no risk; it is important to keep in mind the fact that fatalities occur regularly, even in young athletes. Several incidents occurred which prove this, including on football fields.

In addition, any patient with chest pain, arrhythmia, palpitations, shortness of breath, malaise or syncope should see a physician and seek the advice of a cardiologist.

DR DIKRANIAN: Les maladies cardio-vasculaires constituent la première cause de mortalité chez l’adulte dans les pays industrialisés. Il est avéré que le dépistage et la prévention sauvent des vies et évitent des interventions lourdes. En dehors de toute symptomatologie, il est donc important de faire un check-up cardiologique à 40 ans pour un homme, et 45-50 ans pour une femme.

En quelques questions, on s’informe sur les antécédents personnels et familiaux, sur le type d’activité physique réalisé de manière hebdomadaire, sur l’alimentation, puis on réalise une prise de sang où l’on surveille principalement la glycémie et le taux de cholestérol.

Grâce à une échographie, on détecte les anomalies cardiaques, et le test d’effort évalue la capacité physique et la présence de rétrécissements au niveau des artères du cœur. En combinant tout cela, on peut évaluer avec précision le risque global et déterminer s’il faut suivre le patient régulièrement ou pas, quels conseils ou soins prodiguer, etc.

Chez les sportifs réguliers (plus de quatre à cinq heures de sport par semaine), c’est en fonction de l’âge. Même en-dessous de 35 ans, un électrocardiogramme, une échographie et un examen clinique sont recommandés.

Au-delà de 35 ans, on ajoute aux examens précédents un test d’effort. Les employés de l’OTAN font en moyenne deux à trois fois plus de sport que la moyenne des Belges! C’est impressionnant. Mais cela ne veut pas dire pour autant qu’il n’existe pas de risques; on doit garder à l’esprit le fait que des accidents mortels surviennent régulièrement, même chez des jeunes sportifs. Plusieurs incidents sont notamment survenus sur les terrains de football.

Par ailleurs, tout patient avec des douleurs thoraciques, une arythmie, des palpitations, un essoufflement, malaise ou syncope devrait consulter son médecin généraliste et demander l’avis d’un cardiologue.

AUDREY: What is your background?

AUDREY: Quelle est votre formation?

FATIH: Initially, I did a license in economics! But after school, I understood that I was not made for this kind of work and decided to study at the Academy of sport. I am also a graduate of the IFBB (International Federation of Bodybuilding and Fitness, Editor’s note) as a coach specialised in fitness and nutrition, and I have a TRX coach diploma and a first aid certificate.

FATIH: À la base, je suis licencié en économie!

Mais après l’école, j’ai compris que je n’étais pas fait pour ce genre de travail. J’ai donc décidé d’étudier à l’académie de sport. Je suis également diplômé de l’IFBB (International Federation of Bodybuilding and Fitness, ndlr) comme coach spécialisé en fitness et nutrition, et je possède un diplôme de coach TRX ainsi qu’un certificat de premier secours.

AUDREY: How do you establish a training programme?

FATIH: All our clients can request free coaching. They just need to make an appointment, at least the day before, with one of our instructors. We will explain how to perform the exercises and follow a programme and, of course, we correct them if necessary.

For a price of €30 per hour, personalised coaching allows to measure your levels of fat, muscles and water, to make the necessary fitness tests (force, muscle type, etc.) and to establish a tailor-made programme according to specific needs, accompanied by nutrition advices (weight gain or loss).

Then a professional coach accompanies you, monitors you, you measures and corrects you if necessary.

AUDREY: Comment établit-on un programme d’entraînement?

FATIH: Tous nos clients peuvent demander gratuitement un programme d’entraînement. Il faut simplement prendre rendez-vous, au plus tard la veille, avec un de nos instructeurs. Nous expliquons à nos clients comment exécuter les exercices et suivre un programme et, bien sûr, nous les corrigeons si nécessaire.

Pour un prix de 30€ de l’heure, le coaching personnalisé permet de mesurer votre taux de graisse, muscles et eau, de faire les tests de fitness nécessaires (force, type de musculature, etc.) et d’établir en fonction des besoins un programme sur-mesure accompagné de conseils en nutrition (perte de poids, prise de masse). AUDREY: Comment s’inscrit-on au club de sport?

Quelles sont les conditions et le coût annuel?

AUDREY: How can people subscribe to the fitness club? What are the conditions and the annual cost?

FATIH: To get access to the gym, you must be in possession of a valid Staff Centre card. Subscription to the gym costs €165 per year. It is also possible to get a daily access for €5.75 or buy a card of 10 sessions at a cost of €46, always under the condition of holding a valid Staff Centre card.

AUDREY: Can you give some advice on how to get the most benefits from sport?

FATIH: Of course. First, you must have a good hygiene. To obtain good results, you need to pay attention to what you eat and what you drink and control your health regularly. Granting enough time to recovery also helps to progress, because we are not machines. Then, regularity is a key element: there is no point in doing sport for a season or just to look good on the beach. Having a goal helps to keep consistency and motivation.

Finally, we must choose a sport that we enjoy and that do sport for ourselves, not for others.

AUDREY: And in general, any advice with the summer approaching?

FATIH: Eat balanced avoiding sugar and fat. Think vegetables and fruits for your energy inputs and privilege slow sugars instead of rapid. Drink plenty of water and as little alcohol as possible. Eat white rather than red meat; fish, chicken... avoid carbohydrates in the evenings. To eliminate fat, move more. Even walking can be enough.

Fatih has an IFBB diploma in specialised coaching of fitness and nutrition, as well as a TRX coach diploma and a first aids certificate.

FATIH: Pour accéder à la salle, vous devez détenir une carte du Centre du Personnel. L’abonnement à la salle de fitness est de 165€ par an. AUDREY: Pouvez-vous donner quelques conseils pour pouvoir tirer un maximum de bénéfices de son activité sportive?

FATIH: Bien sûr. D’abord, il faut avoir une bonne hygiène de vie. Pour obtenir de bons résultats, il faut faire attention à ce que l’on mange et ce que l’on boit et contrôler sa santé régulièrement. S’accorder suffisamment de temps pour récupérer aide aussi à progresser, car nous ne sommes pas des machines.

Ensuite, la régularité est un élément clé: faire du sport pour une saison ou pour aller à la plage n’a pas de sens. Avoir un but aide à garder constance et motivation. Enfin, il faut choisir un sport que l’on affectionne et qui soit à sa mesure et faire du sport pour soi, pas pour les autres.

AUDREY: Et en règle générale, des conseils à l’approche de l’été?

FATIH: Mangez équilibré en évitant sucres et grasses. Pensez légumes et fruits, pour vos apports énergétiques et privilégiez les sucres lents aux rapides.

Buvez beaucoup d’eau et le moins d’alcool possible.

Consommez plutôt de la viande blanche que rouge; du poisson, du poulet... Le soir, évitez les hydrates de carbone. Pour éliminer les graisses, bougez plus.

Même marcher peut suffire.

arely did we see so much proactivity on the side of manufacturers to revamp cars, sometimes superficially, sometimes in-depth. To an extent that there is now one for every taste, age… and even wallet. We tried four for you, varying both pleasures and genres.

arement a-t-on vu autant de proactivité de la part des constructeurs à les rhabiller au goût du jour, tantôt de manière légère, tantôt très profondément. À tel point qu’il y en a pour le moment pour tous les goûts, tous les âges… et même toutes les bourses. Nous en avons effeuillé quatre pour vous, en variant les plaisirs et les genres.

TEST DRIVE

Malgré ses deux portes, la Volvo C70 (deux litres, cinq cylindres, turbo diesel) est de loin le plus familial et le plus économique –tant à l’usage qu’à l’achat– des quatre cabriolets testés. Il offre quatre vraies places confortables, aisément modulables sans être nez et genoux dans le pare-brise. Autre argument de taille pour lequel la C70 ne supporte aucune concurrence de la part des trois autres rivales testées: son hard top automatisé, quasi comparable à un toit fixe pour l’insonorisation. Seul bémol: une fois celui-ci rentré, il condamne la quasi-totalité du volume de coffre arrière. On ajoutera qu’il s’agit ici d’un modèle présentant encore les caractéristiques esthétiques de l’ancienne gamme, remises au goût du jour, avec sa console centrale et ses écrans parfois peu conviviaux.

Au final, on compte bien davantage que l’essentiel, y compris GPS, Bluetooth® et équipement « mains libres ».

Sans oublier la panoplie suédoise «sécurité» archicomplète. Ces multiples systèmes de sécurité embarqués font de la Volvo une des décapotables les plus sûres au monde aujourd’hui. La version D3 à transmission manuelle (150 CV, six rapports) testée offrait, pour une consommation moyenne proche des sept litres / 100 km, un confort de conduite globalement très satisfaisant, le système de freinage et la visibilité, de jour comme de nuit, étant parmi les atouts non négligeables. * All prices are mentioned without VAT.

Despite its two doors, the Volvo C70 (two-litre, five-cylinder turbo diesel) is by far the most family oriented and economical – both to use and to purchase – of the four convertibles we tested. It offers four real comfortable seats, easily adjustable without ending up with nose and knees in the windshield. Another important argument for which the C70 beats all competition is its automated hard top, almost comparable to a fixed roof for noise. A single flaw though: once back in, the entire boot will be filled. Additionally, this model has the aesthetic characteristics of the old range, revamped to today’s taste with a central console and screens sometimes not so user friendly.

In the end, you’ll find more than the bare necessities, including GPS, Bluetooth® and “hands-free” equipment. Not to mention the super complete Swedish “security” toolbox. These multiple embedded security systems make the Volvo one of the safest convertible cars in the world today. Tested with manual transmission (150 HP, six speeds), the D3 version offered an average consumption close to seven litres / 100 km, very satisfactory overall driver comfort, braking system and day and night visibility, among other significant advantages.

TEST DRIVE MINI COOPER S ROADSTER: FUN AND FRIENDLY (From €23,347 / €29,384 for the tested version*) The Roadster, first convertible two-seater of the Mini saga, is not just pleasant to look at: once behind the wheel, pleasure explodes far beyond expectations. The sensations that provide its sharp mechanical and its short overhangs can be compared to karting, with added comfort. More than just sitting there, the driver melts in the seat. And the whole cockpit is designed for driver and passenger to become one with this pair of hand-sewn leather gloves. The positioning and stylish design of the wide range of embedded commands are far from being only aesthetic; the ergonomics is functional; handling naturally adds to the unique, ovoid and cocoon look of the range.

The only requested effort is required for the manual opening and closing of the textile roof; a manoeuvre that does not require more than a little four seconds, while the car is parked for more safety.

Once the Roadster uncovered, driving pleasure takes your breath away. And if the prices have the same effect on those who still assimilate the Mini to a “small” car, trying it quickly takes this impression away: the mechanical performances, the advanced driver assistance systems, the finishes, the interior design and the offered options - including Harman-Kardon speakers, automatic lights and Sart&Stop - justify the sale price. The tested model (1598 cc petrol, four-cylinder, 184 HP, six-speed manual) was just stocky enough to provide a driving pleasure worth the upper class, given its weight (1200 kg) and dimensions, the torque (with overboost) displaying a solid 260 Nm. Consumption displayed by BMW Group is of six litres per 100 km on average, but better count seven and a half in non-restricted conduct. Last good surprise: the capacity of the trunk. If it’s smaller than that of its rivals, it remains, with its 240 litres, far from ridiculous.

Le Roadster, première biplace décapotable de la saga Mini, n’est pas agréable qu’à l’œil: une fois au volant, le plaisir explose bien au-delà de ce que l’on s’attend à goûter. Les sensations que procurent sa mécanique pointue et ses porte-à-faux courts peuvent être apparentées, confort en prime, à celle du karting.

Davantage que simplement s’y asseoir, on se moule dans le siège. Et tout l’habitacle est conçu pour que pilote et passager fassent corps avec cette paire de gants de cuir cousus main. Le positionnement et le design stylé de la large palette de commandes embarquées sont loin de n’être qu’esthétiques; l’ergonomie est fonctionnelle; la maniabilité s’ajoute tout naturellement au look désormais unique de la gamme, ovoïde et cocoon. Le seul effort demandé est celui exigé par l’ouverture et la fermeture manuelles de la capote textile; une manœuvre qui ne prend guère plus de quatre secondes, véhicule à l’arrêt pour plus de sécurité.

Une fois le Roadster décoiffé, le plaisir de conduite est à l’avenant, doublement décoiffant. Et si le prix peut l’être également pour ceux qui assimilent encore la Mini à une «petite» voiture, l’essayer permet de dépasser rapidement cette impression: les performances mécaniques, les systèmes d’aide à la conduite, les finitions, l’aménagement intérieur et les options offertes –dont les enceintes Harman-Kardon, l’allumage des phares ou la fonction Sart&Stop automatiques– justifient le montant demandé. Le modèle (1598 cc essence, quatre cylindres, 184 CV, boîte manuelle à six rapports) testé était juste râblé à souhait pour offrir un plaisir de conduite digne de la classe supérieure, vu son poids (1200 kg) et ses dimensions, le couple (avec overboost) affichant un solide 260 Nm. La consommation est à l’avenant: affichée par BMW Group à six litres aux 100 km en moyenne, mieux vaut tabler sur sept et demi en conduite non bridée.

TEST DRIVE Confortable et sportive à la fois, la nouvelle Jaguar XK bénéficie d’évolutions stylistiques loin d’être superficielles qui dépassent largement sa ligne, particulièrement racée. Les nouveaux packs optionnels rehaussent d’ailleurs à la carte son double trait de caractère. Une fois compris les réglages du siège tant passager que conducteur (16 directions, comme sur la Porsche Carrera S), le plaisir de conduite est vraiment complet. Et vraiment puissant à surprendre sans pour autant faire peur: la dernière évolution (trois) du moteur cinq litres AJ-V8 est un véritable bijou qu’il faut avoir au bout du doigt pour en apprécier tout le panache. L’injection directe orientée multijets et une double distribution couplent puissance et rendement. Partout, comme chez sa rivale allemande, l’aluminium est exploité pour alléger la masse à mettre en mouvement. La suspension à double triangulation, revue et heureusement corrigée, contribue à préserver sur toute surface plaisir de conduite et confort.

JAGUAR XK PORTFOLIO CONVERTIBLE: WELCOMING AND OVER BOOSTED (From €90,247 / €97,467 for the tested version*) Both comfortable and sporty, the new Jaguar XK enjoys far from superficial stylistic developments overtaking its particularly elegant line. New optional packages enhance its dual character trait à la carte. Once the settings of both passenger’s and driver’s seats (16 directions, as on the Porsche Carrera S) are understood, the driving pleasure is really complete. And really powerful enough to surprise, yet without fear: the latest evolution (three) of the five-litre AJ-V8 engine is a real jewel that must be at reach to appreciate its panache. Spray-guided direct injection and a dual distribution couple power and performance. Everywhere, as in its German rival, aluminium is used to alleviate the mass in motion. The suspension in double triangulation, reviewed and happily corrected, helps preserve driving pleasure and comfort on any surface.

Celui que nous avons testé, plus sobre et plus discret, était doté d’un équipement de série remarquable, dont une sellerie et des enceintes Bowers & Wilkins à oublier son salon. Not surprising that this 2012 vintage has earned the historic English brand (now flying under the Indian flag) a plethora of awards. Moreover, the XK range welcomes a newcomer to its summit, the XKR-S. This series model, which is the most powerful of Jaguar’s history, is able to reach 300 km/h and do the zero to 100 km/h in 4.2 seconds. The model we tested, more sober and discreet, was equipped with remarkable standard equipment, including an upholstery and Bowers & Wilkins speakers that will put your f living room to shame. The basic SL version, of “only” 385 HP, and its automatic six-speed transmission have everything to satisfy a wide range of fairly demanding drivers.

PORSCHE 911 CARRERA 2S CONVERTIBLE: SHARP AND MULTI-FACETED (From €96,400 / €120,745 for the tested version*) The seventh generation of this mythical model has nothing in common with its ancestors of 30 years ago. Both in comfort and mechanical sophistication, there is a world of difference. Indeed, the German manufacturer ensures that 90% of the last avatar’s parts are new, sometimes almost undetectably way, such as magnesium sheets inserted in the top. And if the comfort of the cockpit is available exclusively to two, it is now completely individualised, with a central console like the Panamera’s. On the “comfort” menu, let’s mention heated seats - very useful during the uncovered test - and refreshing by aspiration for the too few warm days in our latitudes. A single flaw about these seats: they clog, in certain positions, the accessibility to the rear, which is already reduced, and the closure of the soft top, which closes at up to 50 km/h in a record nine seconds.

From the perspective of the engine, the new generation’s quadruple option of management, programmed or not, of the seven-gear automatic transmission is worth the detour… or at least when the driver masters all its potential: to the three automated programs available (soft/sport/ super sport) is added a semi-manual gear via the classic knob; at any time, the driver can regain control via aluminium pallets housed on both sides of the steering wheel, not to harm either right or left-handed. Two six cylinder gasoline engines, 3.4 litres (350 HP), and 3.8 litres (400 HP) – this latest version being the one we were lucky enough to test–, make the last generation less greedy without decreasing the final performance, to the contrary. Start&Stop, boarded aluminium taking off 40 kg and further work on the rolling resistance make the difference. Final details to pin: the automated rear shield (which condemns the rear seats) and the “sport exhaust” key manually activated… for those who prefer the sound of the engine to the music coming from the Bose speakers.

Cette septième génération de ce modèle mythique n’a plus rien à voir avec ses aïeux de 30 ans. Tant en confort qu’en sophistication mécanique, il y a un monde de différence. D’ailleurs, le constructeur allemand assure que 90% des pièces de ce dernier avatar sont neuves.

Parfois de manière quasi indétectable, comme les feuilles de magnésium insérées dans la capote. Et si le confort de l’habitacle se décline exclusivement à deux, il est désormais totalement individualisé, avec une console centrale comme dans la Panamera. Au menu « confort », on mentionnera les sièges chauffants – bien utiles lors de l’essai à découvert – et ventilants par aspiration pour les trop rares grandes chaleurs sous nos latitudes. Seul bémol concernant ces sièges : ils encombrent, dans certaines positions, l’accessibilité à l’arrière, déjà réduite, ainsi que la fermeture automatisée de la capote souple. Particulièrement insonorisante, celle-ci se ferme jusqu’à 50 km/h en un temps record de neuf secondes.

Côté moteur, la quadruple option de gestion, programmée ou non, de la boîte automatique à sept rapports de nouvelle génération vaut le détour. Du moins lorsqu’on en maîtrise toutes les potentialités: aux trois programmes automatisés disponibles (soft/sport/ super sport) s’ajoute une conduite semi-manuelle via le pommeau classique; à tout moment, le conducteur peut reprendre la main via les palettes en aluminium logées de part ou d’autre du volant, pour ne léser ni droitier ni gaucher. Deux motorisations six cylindres à essence, 3.4 litres (350 CV) et 3.8 litres (400 CV) – c’est cette dernière version que nous avons eu la chance de tester –, rendent la nouvelle génération moins gourmande sans brider les performances finales, que du contraire.

Sart&Stop, aluminium embarqué garantissant un allègement de 40 kg et travail poussé sur la résistance au roulement font notamment la différence. DAVID: Certains croient que les écoles européennes, sont des usines de production de descendants de la vision européenne. Que signifie réellement de faire partie de cette communauté d’apprentissage?

K A R I : Les écoles européennes offrent un environnement d’apprentissage unique, expérimentant avec la langue maternelle, l’enseignement, le plurilinguisme, l’éducation multiculturelle et un programme d’études européen harmonisé jusqu’au niveau du Baccalauréat Européen. Aujourd’hui, les écoles européennes de Bruxelles et du Luxembourg sont de gros campus d’éducation complexes. Pour un étranger et parfois même pour nous, les parents, cela peut paraître écrasant. Les élèves eux-mêmes, semblent cependant voir et sentir cela différemment. Notre objectif est que nos étudiants apprennent à apprécier et à être fiers de leur propre culture, tout en apprenant à apprécier d’autres langues et d’autres cultures.

DAVID: Vous êtes un universitaire et éducateur venant de Finlande, pays largement connu pour avoir le meilleur système d’éducation dans le monde.

Comment votre expérience a-t-elle influencé votre compréhension de ce à quoi doit ressembler une bonne éducation?

EDUCATION MATTERS

DAVID: When people think about a European School, they might be forgiven for thinking that these are factories for producing descendants of the European vision. What does it really mean to be part of this learning community?

KARI: The European Schools offer a unique learning lab, experimenting with mother tongue teaching, multilinguism, multicultural education, and harmonised European curriculum from early education up to European Baccalaureate level. Today, the European Schools in Brussels and Luxembourg are big and complex educational campuses. For an outsider, and sometimes even for us parents, this can be overwhelming. The pupils themselves, however, seem to see and feel it differently. Our goal is that our students learn to appreciate and become proud of their own culture, while learning to appreciate other languages and cultures around them.

DAVID: You are an academic and educator coming from Finland, widely reported to have the best educational system in the world. How has your background influenced your understanding of what makes good learning ?

KARI: As a Finn, I am really proud of the Finnish school system. Our politicians made good decisions 30 years ago when they decided to re-create a uniform, comprehensive, and free national school system. Critically, they also decided to invest heavily in teacher education and gave great autonomy to schools and local communes, allowing them to organise schooling according to local needs. Today, there is a strong and positive culture of trust, co-operation, and responsibility between stakeholders and, not surprisingly, the learning outcomes are excellent.

Good teaching, I believe, is always focused on student development.

Effective and caring teachers consider the needs and skills of their students and are able to differentiate their lessons in a reflective way. It is also important to foster a constructive and encouraging interactive atmosphere in the classroom, where students can express their ideas, are allowed to make mistakes, and dare to ask help and support when needed.

Students’ capacities should not be underestimated and students should be sufficiently challenged and motivated to grow to be autonomous, critical and independent learners.

DAVID: The Brussels European Schools are growing fast, as they are in other European cities. What is the reason for this? Are they a viable alternative to state-run schools or international schools?

Kari Kivinen is currently Secretary General of the European School Network.

KARI: En tant que Finlandais, je suis vraiment fier de notre système scolaire national. Nos politiciens ont pris les bonnes décisions il y a 30 ans, quand ils ont décidé de recréer un système scolaire national uniforme, complet et gratuit. Objectivement, ils ont décidé d’investir massivement dans la formation des enseignants et ont donné une grande autonomie aux écoles et aux communes locales, leur permettant d’organiser l’enseignement selon les besoins locaux.

Aujourd’hui, il y a une culture forte et positive basée sur la confiance, la responsabilité et la coopération entre les intervenants et, sans surprise, les résultats d’apprentissage sont excellents.

Un enseignement de qualité, je crois, met toujours l’accent sur le développement de l’élève. Des enseignants efficaces et bienveillants doivent prendre en considération les besoins et les compétences de leurs élèves, et être capables de différencier leurs leçons de façon réfléchie. Il est également important de favoriser une atmosphère interactive encourageante et constructive en classe, où les étudiants peuvent exprimer leurs idées, sont autorisés à faire des erreurs et osent demander l’aide et le soutien lorsqu’ils en ont besoin. Il ne faut pas sous-estimer les capacités des élèves et ils doivent être suffisamment questionnés et motivés à devenir autonomes, critiques et indépendants.

DAVID: Les écoles européennes de Bruxelles connaissent une croissance rapide, comme c’est le cas dans d’autres villes européennes. Pour quelle raison, selon vous? Sont-elles une alternative viable aux écoles publiques ou aux écoles internationales?

KARI: Ces dernières années, le système scolaire européen s’est ouvert rapidement. Il y a déjà six écoles Européennes accréditées dans six pays. En septembre prochain, une nouvelle école accréditée ouvrira à Den Haag et une autre à Bad Vilbel, Allemagne. En septembre 2013, de nouvelles écoles accréditées seront ouvertes à Copenhague et Tallinn. Il y a plusieurs autres nouveaux projets d’écoles dans le pipeline. Peutêtre la raison de cette croissance est-elle simplement due au fait que le système scolaire européen offre une solution intéressante et compacte pour les villes européennes qui cherchent à relever les défis de l’éducation multilingue.

EDUCATION MATTERS KARI: Over recent years the European School system has opened up rapidly.

There are already six accredited European Schools in six countries. Next September, a new accredited school will open in Den Haag and another in Bad Vilbel, Germany. In September 2013, new accredited schools will be opened in Copenhagen and Tallinn. There are several other new school projects in the pipeline. Perhaps the reason for this growth is the simple fact that the European School system offers an interesting and compact solution for European cities looking to meet the challenges of the multilingual education.

DAVID: There are rumours of cutbacks and depletion of services across the European school network. Is this really the case?

KARI: The recent economic crises across Europe have undoubtedly hit the educational systems in most member states and we have not avoided the resulting austerity measures. The salaries of our future seconded and locally recruited teachers have been cut drastically and we have been obliged to rationalise the organisation of lessons. The simple fact is that we have to do more with less, and this situation is likely to continue for the foreseeable future.

DAVID: Perhaps the critical question for many NATO families, particularly those moving to Brussels and looking at educational options for their children, is whether the European School is really an option. Has the European School system closed its doors to NATO families?

KARI: For the time being, due to overcrowding in each of the Brussels schools, we have a very restrictive enrolment policy and have to say ‘no’ to the majority of NATO families. According to our current agreement with NATO, we can only enrol pupils whose parents are members of the civilian staff of NATO. It is also important to say that NATO has its own SHAPE School, not so far away from Brussels, and we are not in any sense competing with them for students.

DAVID: As you begin your tenure as Secretary General of the European Schools, what do you hope to achieve during your time in office? What will the future of the network look like in five years?

KARI: We are currently reforming our Baccalaureate, which will further enhance this end-of-school qualification. We have also set ourselves an ambitious goal to revise our language and science syllabuses. Looking further ahead, I expect that the number of European Schools will continue to grow and that, in fact, we will soon have more accredited schools than traditional European Schools. And, yes, I have to believe that by 2017 we will have solved the space problems in Brussels and will be welcoming expatriate pupils from NATO, as well as from other international organisations into our school system.

DAVID: Il y a des rumeurs de coupures budgétaires et de réduction des services à travers le réseau des écoles européennes. Est-ce vraiment le cas?

KARI: Les récentes crises économiques à travers l’Europe ont sans doute frappé les systèmes éducatifs dans la plupart des États membres, et nous n’avons pas pu éviter les mesures d’austérité qui en découlent. Les salaires de nos futurs enseignants détachés et recrutés localement ont été réduits de façon drastique, et nous avons été obligés de rationaliser l’organisation des cours. Le fait est que nous en sommes encore à faire plus avec moins et cette situation est susceptible de se poursuivre à l’avenir.

DAVID: La question cruciale pour de nombreuses familles de l’OTAN, notamment celles qui s’installent à Bruxelles et considèrent les options d’éducation de leurs enfants, est sans doute de savoir si l’école européenne est vraiment une option. Le système d’écoles européennes a-t-il fermé ses portes aux familles de l’OTAN? KARI: Pour l’instant, en raison de la surpopulation dans chacune des écoles de Bruxelles, nous avons une politique d’inscription très restrictive et devons dire «non» à la majorité des familles de l’OTAN. Conformément à notre accord actuel avec l’OTAN, nous pouvons seulement inscrire les élèves dont les parents sont membres du personnel civil. Il est également important de mentionner que l’OTAN possède sa propre école au SHAPE, non loin de Bruxelles, et que nous ne sommes en aucun cas en concurrence avec eux pour le recrutement d’étudiants.

DAVID: Puisque vous débutez votre mandat comme Secrétaire Général des écoles européennes, qu’espérezvous accomplir au cours de votre mandat? À quoi ressemblera l’avenir du réseau dans cinq ans?

KARI: Nous sommes en train de réformer notre baccalauréat, ce qui améliorera encore davantage cette qualification de fin d’études. Nous avons également l’objectif ambitieux de revoir nos programmes de langues et de sciences. À plus long terme, je m’attends que le nombre d’écoles européennes continue de croître et que nous ayons bientôt plus d’écoles accréditées que d’écoles européennes traditionnelles. Et, oui, je dois croire que d’ici 2017 nous auront résolu les problèmes d’espace à Bruxelles et que nous pourrons accueillir des élèves expatriés de l’OTAN, ainsi que d’autres organisations internationales.

As to Néron’s friend Jan Spier’s French fries shack, it welcomes known and less known characters. This comic books hero has even created its own beer, the Néron.

As part of the year of gastronomy in Brussels (Brusselicious 2012), the Marc Sleen Museum has reproduced the feat and offers to taste the famous beer, brewed for the occasion.

14 JUNE TO 16 SEPTEMBER SENSE OF PLACES Every second year, Brussels hosts the Summer of Photography, an international biennale, as part of which BOZAR will be hosting Sense Of Place, an exhibition on contemporary European landscape photography from the 27 European Union nations.

Through visual investigation and storytelling landscapes, photographers offer critical insight into the characteristics of particular places, using a range of aesthetic strategies.

EXHIBITIONS UNTIL 2 SEPTEMBER IN & OUT – LIGHT & LOUD The Porte de Hal, fortified building built in the 14th century, once protected Brussels while providing an access to the city. This was a building that, simultaneously, protected, enclosed, opened and unveiled. For an exhibition, artists have recreated their own vision of closing and opening, withdrawal, unveiling, shadow and light. Until 2 September.

La Porte de Hal, bâtiment fortifié construit au 14e siècle, protégeait jadis Bruxelles tout en permettant l’accès à la ville. Ce fut un édifice qui, tout à la fois, protégeait, enfermait, ouvrait et dévoilait. Le temps d’une exposition, des artistes ont recréé leur propre vision de la fermeture et de l’ouverture, du repli sur soi et du dévoilement, de l’ombre et de la lumière. UNTIL 15 SEPTEMBER BITS AND PIECES BETWEEN LIFE AND DEATH To survive the war, a soldier needs more than a mere weapon. Simple objects such as binoculars, a tin of food, a shovel or a phrase book can also make a difference. Until 15 September, the Royal Military Museum welcomes Bits and Pieces between Life and Death, an exhibition

by Torbjörn Lenskog. The exhibition presents more than 1,000 military objects from different countries, from the 18th century to today.

Separated from the rest of the herd, they are forced to use an iceberg as a ship, which launches them on an epic seafaring quest. They are challenged like never before to become heroes and do the impossible, as they encounter exotic sea creatures and explore a brave new world. THE DARK KNIGHT RISES RELEASED ON 11 JULY 2012 DIRECTOR: CHRISTOPHER NOLAN STARRING: CHRISTIAN BALE, TOM HARDY, ANNE HATHAWAY Based on DC Comics character Batman, the film is the third instalment in Nolan’s Batman film series and a sequel to Batman Begins (2005) and The Dark Knight (2008). Eight years after the events of The Dark Knight, Gotham has recovered from the Joker’s killing spree, and is enjoying a time of peace. A warning from the enigmatic Selina Kyle foreshadows a coming cataclysm, prompting Batman to return to the city where he must stop the villain Bane and his evil plans to destroy Gotham.

Basée sur les personnages de Batman de DC Comics, le film sera le troisième volet de la série Batman de Christopher Nolan, après Batman Begins (2005) et The Dark Knight (2008). Après la mort du procureur Harvey Dent, Batman assume l’entière responsabilité pour les crimes de Dent afin de protéger la réputation de celui-ci, se retrouvant ainsi chassé par le service de Police de Gotham City. Huit ans après les événements de The Dark Knight, Gotham a récupéré de la tuerie du Joker et connaît un temps de paix. Mais un avertissement de l’énigmatique Selina Kyle laisse présager un cataclysme, incitant Batman à retourner à la ville où il doit arrêter le méchant Bane et ses plans de destruction de la ville de Gotham.

Dans ce quatrième volet de la série Ice Age, la poursuite de Scrat du gland maudit a des conséquences cataclysmiques sur le monde, forçant Manny, Sid et Diego à se lancer dans une nouvelle aventure après que leur continent parte à la dérive. Séparés du reste du troupeau, ils sont forcés d’utiliser un iceberg comme navire, qui les lance dans une quête épique. Ils sont mis au défi comme jamais auparavant, rencontrent des créatures marines exotiques et explorent un nouveau monde. Sid retrouve sa grand-mère acariâtre, Diego trouve l’amour en Shira, et le troupeau doit faire face à un gang de pirates sans pitié, déterminé à les empêcher de rentrer chez eux.
