You’ve likely been to the Champs-Élysées in Paris or seen the cathedrals at Strasbourg and Cologne. Perhaps you’ve been able to stand up close beside Big Ben in London. All those were indeed fabulous trips for you and your family. But have you ever seen the world’s tallest cathedral spire or the looked through the world’s oldest piece of stained glass? Have you sought out some not so popular destinations during your stay in Germany?

Illegal disposal of hazardous waste items
by Thomas Weber 86th Civil Engineer Squadron
Over the past few weeks, the base had four incidents of illegal disposal of hazardous waste in refuse containers on Ramstein Air Base that caused environmental damage resulting in a high cost to the Air Force. This is not only a violation of Air Force guidance; it is also an offence under host nation law.
Hazardous Waste, such as motor oil, paints, batteries or cleaning solvents require special disposal under Air Force regulation and host nation law. That applies to waste generated during Air Force operations as well as from private households.
If hazardous waste is improperly disposed of, and the individual at fault is identified, the cost of the clean-up will have to be paid by them as well as the fine imposed by the host nation.
For disposal of Hazardous waste from Air Force operations, please contact DSN 478-8407. Hazardous waste from private household can be disposed at the Ramstein Recycle Centers during operation hours Monday – Saturday from 7 a.m. – 6 p.m.
If you notice a spill, or illegal disposal, please contact the base fire department at 112. Or the base environmental office at DSN 480-7712.
For questions, please contact the 86th Civil Engineer Squadron Environmental Office at DSN 480-7712.

US Citizens will be required to apply online to enter Europe in 2025
by Joerg Moddelmog 21st Theater Sustainment Command Office of the Staff Judge Advocate
Europe will soon introduce a new electronic system that tourists will need to use before they travel to Europe. The United States already has such a system, called Electronic System for Travel Authorization and Korea recently introduced such a system, called Korean Electronic Travel Authorization.
The European Union will implement its own system, called European Travel Information and Authorization System. The new system is scheduled to become effective in 2025. The system will generally not apply to U.S. Forces personnel and their dependents stationed in Europe on orders, but will apply to family from the U.S. who come to Europe to visit.
This system is different from and in addition to the European Exit/Entry System, a computerized system to register travelers entering and leaving Europe at airports and other border crossings that will become effective in November.
What is an Electronic Travel Authorization? An ETA, whether issued by the U.S. (through ESTA), Korea (through K-ETA) or the European Union (through the new ETIAS), does not constitute
a visa. Quite the opposite, ETAs target visa-free travelers. Persons from a country who do not need a visa to visit Europe will soon need such an ETA. Whether the purpose of the short-term travel is for tourism, business or merely transit, the traveler will need to obtain an ETA before actual entry into Europe. The ETA process allows for data comparison and matching allowing the effected countries to do a security check.
Under ordinary circumstances the ETIAS authorization happens quickly. Travelers will be directed to a web site to obtain the authorization online. Once obtained, the authorization is valid for up to three years for multiple entries up to 90 days in a 180-day period. However, ETIAS clearance has to be obtained online BEFORE the travel happens (see, https://www. etiasvisa.com/etias-news/etiaseurope-similar-us-esta). A fee will be charged to obtain the clearance. What impact will ETIAS have on persons coming to Germany? ETIAS is for visitors. If you are already an ordinary legal resident of Germany (or German citizen), ETIAS does apply to you. A military retiree residing in Germany without SOFA status, returning to Germany after a visit to the U.S. will not need to go through the ETIAS process. ETIAS also does not apply to U.S. service members
and U.S. civilian personnel entering Europe on orders with a right to stay legally in the country where they are stationed. Family members of military personnel who enter the country where their sponsor is stationed are also exempt from the new rules if they have SOFA stamps in their passports. However, problems may arise if such family members enter Europe on a connecting flight through a third European country where the sponsor is NOT stationed. In addition, family members who do not have orders (such as parents traveling to Europe to visit military personnel) will clearly be covered by the new rules and need to obtain an ETIAS certificate before beginning any travel.
BOTTOM LINE: ETIAS clearance will have to be obtained by your friends and family who are not on your orders who come to visit you in Europe. ETIAS might also lead to complications for dependents if there is no direct flight to the country in which you have SOFA status. Once in Germany, concerned dependents can obtain a so-called “Schengen Travel Visa” to avoid the need for an ETIAS clearance. As 2025 approaches, there will likely be more information on this topic; you should watch for additional guidance.
European exit/entry system takes effect in fall
by Justin Evison U.S. Army Europe and Africa Office of the Judge Advocate
On November 10, the European Union is scheduled to implement a new automated system for entry and exit into Europe: the European Exit/Entry System. It replaces any entry stamps and operates digitally, allowing for better tracking of arrival and departure dates.
EES is a digital, on-arrival registration system and will be in operation in 30 countries. It will apply to all non-EU citizens, including Americans, unless they are ordinary residents with an alien resident permit, or long-term visa. However, U.S. military and civilian personnel and their dependents on orders should be exempt from the system. This system is in addition to the European Travel Information and Authorization System, a new pre-travel authorization system scheduled to become effective in 2025.
Travelers (non-permanent residents) may stay no more than 90 out of every 180 days inside the “Schengen” area, a border-free area that consists of most EU countries, except for Cyprus and Ireland. EES will register the person's name, type of travel document, biometric data (fingerprints and captured facial images), and the date and place of entry or exit. It will also record refusals of entry.
EES will replace the current system of manually stamping passports, which is time consuming, does not provide reliable data on border crossings and does not allow for systematic detection of those who
exceed the maximum duration of their authorized stay.
U.S. Forces, including military, civilian employees, contractors and family members, stationed in Europe will likely be exempt from EES for travel to the country where they are stationed. Due to variations in identification and orders for those accompanying the force, putting this exemption into practice will be difficult.
Furthermore, EU legislation, at this point, does not allow for leave travel to other countries inside or outside of the Schengen area without EES registration. No mechanism yet exists which provides an opportunity for registration in EES from inside one Schengen country to go to another. The EU’s position is that U.S. Forces personnel become visitors in another EU country if they travel there on leave. Without EES registration, they would then be out of compliance with EU and local law.
Additionally, traveling to a non-Schengen country in Europe could be problematic as the EES system does not provide a way to properly record entry/exit dates for U.S. Forces at this point. U.S. officials are currently working on a solution to ensure that personnel with NATO SOFA status will be able to take leave travel around, in and out of Europe without having to register in the new EES.
Note that regardless of exemptions for those stationed in Europe, your visiting family members (not on orders) will have to register in EES upon arrival and deregister when they depart.
Tactical Air Control Party 24-hour Memorial Run challenge
The 2nd Air Support Operations Squadron recently held its annual Tactical Air Control Party, otherwise known as TACP, 24-hour Memorial Run. The event was an occasion to honor the members of the TACP community who have made the ultimate sacrifice in the line of duty. Service members, families and NATO allies gathered in a demonstration of camaraderie, remembrance and resilience.
“We organized this event to honor the members of our team who have died in the line of duty,” said U.S. Air Force Maj. Nathan Thibault, 2nd ASOS assistant director of operations. “It’s a time for us to come together in remembrance and keep the fallen in our hearts as we move forward.”
The event featured participants running, walking or rucking around a designated course, carrying a TACP flag continuously for 24 hours. The flag symbolizes the enduring spirit and relentless dedication of the TACP community.
“The idea is to keep that flag moving non-stop,” said a TACP Airman. “For today, it’s a twoperson team effort involving our TACPs and members of the Special Warfare Mission Support team.”
“We are out here to remember our fallen comrades and the significant impact they had,” another
TACP participant said. “This job is dangerous, but events like this remind us of the importance of family and support. Being overseas, away from home, it’s crucial to build our own little family here in Germany. The camaraderie we share within the 2nd ASOS is something truly special.”
U.S. Air Force Col. Mack, 4th Air Support Operations Group commander, addressed the participants, highlighting the significance of the event.
“Today is not about any one individual but about the team coming together,” Mack said. “When you’ve worked, trained, and gone downrange with great human beings, losing them hurts deeply. It’s vital to remember them, share their stories, and keep their memories alive. This event is about honoring those who sacrificed their lives and ensuring that we continue their legacy through our actions and commitment.”
“One of the TACPs I remember fondly was an incredibly kind and tough individual who saved lives until his last breath,” Mack recalled. “These personal stories remind us of the selfless nature of our profession and the extraordinary people who embody it.”
The 24-hour Memorial Run not only serves as a tribute to those who have passed, but also reinforces the bonds within the TACP community and their com-
mitment to supporting each other. The 2nd ASOS also uses this as an opportunity to raise funds for the TACP Association, which supports TACP families and members with various needs.
“The TACP community is second to none in terms of team dynamics and brotherhood,” a TACP officer said. “It’s a great place to be, and events like this strengthen our resolve and remind us why we do what we do.”

US Air Force, Army medics team with Paraguay in first-ever active-duty led medical assistance mission at AMISTAD24
by Capt. Madeline Krpan 12th Air Force (Air Forces Southern)
Active-duty U.S. Air Force and U.S. Army personnel sourced from 15 locations around the globe arrived to Filadelfia, Paraguay, July 29, in support of Phase II of AMISTAD24, in the first ever active-duty-led U.S. military medical assistance mission in the country.
In an opening ceremony for Phase II, which took place at Hospital Materno Infantil Villa Choferes del Chaco in Filadelfia, July 31, U.S. Ambassador to Paraguay Marc Ostfield emphasized the critical need for medical support in the region, and highlighted the success of Phase I, which took place the previous two weeks across four medical facilities in the northern El Chaco region of Paraguay and concluded July 25.
“In the last two weeks, the AMISTAD24 team provided medical care to over 700 patients, gaining valuable experience working alongside the dedicated staff of the local hospitals and clinics,” Ostfield said. “My gratitude goes to the … staff for welcoming our teams.”
During Phase I of AMISTAD24, primarily U.S. Air Force Reserve Airmen and U.S. Army Massachusetts National Guard Soldiers provided direct medical care to 735 Paraguayan patients, many of whom belong to the local indigenous population of Guarani who call the region home, in a total force effort that set the stage for continued operations and the new team’s arrival.
“One of our main takeaways from the first two weeks of AMISTAD is how warmly we have been welcomed by our Paraguayan partners. The medical staff and interpreters we have worked with so far in our time here have been exceptional, and it’s inspiring to see our U.S. team work so closely with them in creative ways to address the needs of the local patient population,” said U.S. Air Force Col. Brittany Nutt, AMISTAD24 mission troop commander.
One of the main emphases for Phase II of AMISTAD24, which did not occur in Phase I, will be performing surgeries, ranging from small surgeries that are more superficial to large, complex abdominal surgeries that
require operating with more in-depth procedures and equipment.
Key to enabling these surgeries is the shipment of approximately $1 million in medical supplies and operating and intensive care unit equipment in a containerized unit, which arrived at Paraguay via commercial air and accompanied the 13-member U.S. Army 759th Forward Resuscitative Surgical Detachment (Airborne), assigned to the 44th Medical Brigade at Fort Liberty, North Carolina.
In typical operations, the surgical team deploys with the containerized unit of supplies and uses it in austere environments to aid Army paratroopers in airborne operations, said U.S. Army Capt. Connor Dial, 759th FRSD executive officer.
However, it is unique to send a container of medical equipment abroad to outfit operating rooms for a medical assistance mission.
“This equipment that we brought is critical because this is what we train on, this is what we know, our standard is to be able to … push the equipment out of a plane, jump out of the plane, and set it up in 30 minutes. Having it here [in Paraguay] and knowing the equipment here is important for us to get comfortable performing our mission in a different environment,” Dial said.
While providing surgeries in Filadelfia, the joint U.S. medical personnel participating in Phase II of AMISTAD24 will also provide optometry, primary care services, and emergency medical services.
The team will continue to focus on
both building partnership capacity with Paraguayan medical providers and providing mutually beneficial training which can ultimately increase the medical readiness of both countries and help address local health concerns.
The community has already benefited from Phase I of operations, said Paraguayan Dr. Lucia Figuerado, general director of Hospital Materno Infantil Villa Choferes del Chaco.
“We’ve even had questions from the community already, like, ‘When will they come back?’… [The community] has received the medical attention they’ve been waiting for and everyone has responded the same way, that they are very happy because they have been well cared for.”

21st TSC invests in personnel safety for mission readiness
by Brian Lamar 21st Theater Sustainment Command
The room was dark and nearly a dozen 21st Theater Sustainment Command personnel leaned forward with wide eyes in a room lit by the dull glow of a PowerPoint slide. Picture after picture was a grim reminder of how dangerous a construction zone can be.
“Who has a story from a past workplace where they identified a hazard? Did you know what to do to mitigate the hazard,” asked Stefanie Diaz, the 7th Mission Support Command safety director and instructor for the tenhour Occupational Safety and Health Administration construction safety course.
The 21st TSC personnel that comprised the class were from an assortment of career areas that ranged from medical, logistics, and military police. The students spent two days learning how to keep their colleagues safer during the command-sponsored course.
The course ties into several key priorities of the 21st TSC. “Safety is important in everything we do. Mission readiness is hard to maintain if a workplace is needlessly unsafe,” said Diaz. “The unit has a ‘People First’ focus. That includes keeping those people safe so they can do their jobs effectively and go home to their families safe and secure.”
The OSHA-based curriculum focuses on identifying hazards in construction-related work areas, as well as materials handling, storage, use and disposal.
“There are inherent dangers in all construction worksites. Recognizing these hazards and how to mitigate them is one of the most important things I can teach to set our people up for success,” said Diaz.
The PowerPoint-driven course was peppered with spirited discussions regarding equipment safety and employer and supervisor responsibilities in the realm of safety.
After the first day, students were tasked with an interactive exercise. “I wanted everyone to be more aware of the surroundings where they work and live,” said Diaz. “Everyone owed homework that identified and described a material hazard from their work or home. I asked each person to look up their item

in the material safety data sheet to find information such as the properties of each chemical, the physical health, and environmental health hazards and what protective measures and safety precautions are needed for handling,” Diaz explained.
U.S. Army 1st Lt. Michael Bordas, the 16th Sustainment Brigade’s Special Troops Battalion collateral duty safety officer, who has a background in safety from his prior civilian career, attended the class to get a refresher on several topics.
“This is something I have a passion for,” said Bordas. “This course was especially interesting because of the construction angle. I learned a lot about safety measures in commercial digging, like sloping, shielding and shoring. I’ve never really thought too much about those sorts of things before this class. I even drew diagrams in my notes to better understand the differences and benefits between the safety methods,” he said.
Bordas, who recently won the U.S. Army Europe and Africa’s Individual Excellence Award for Safety plans to go back to his unit with a list of five lessons learned that he has noticed that his unit should not do.
“Being able to go back with this new knowledge and educate the unit is important. We have a company that uses forklifts all the time. I am now empowered with new safety information to help them operate safer,” Bordas said.
According to Diaz, the 21st TSC funded the course. The cost for the training is averaged out to $10 per person. Even if each student only implements one best practice from what they have learned here, it could potentially save lives and the Army millions of dollars in the future, she said Diaz.
“Our top priority continues to be the safety of our people. By investing in comprehensive OSHA training, we not only comply with regulatory requirements, but more importantly, we empower our Soldiers and civilians with the knowledge and skills necessary to create a safer working environment,” said John Rice, the 21st TSC safety director.

African Swine Fever in Europe — what to know
by Kirk Frady Medical Readiness Command, Europe
Several cases of African Swine Fever have been confirmed in domestic pigs and wild boar across the European continent the past couple of years.
African Swine Fever is a contagious viral disease that is isolated to domestic and wild pigs. However, it is not a threat to human beings or household pets, including cats and dogs.
According to German Public Health officials, the current epidemic of African Swine Fever started in 2007 in the country of Georgia. It spread to neighboring countries and in 2014 entered the European Union. In 2018 it even spread across Asia to China. In 2020 the first case in wild pigs was found in Germany near Poland in the German state of Brandenburg. Until recently, control measures have generally kept it in those states that border
Poland. There have been outbreaks that have been resolved in other states since 2020.
“African Swine Fever is not, I repeat, is not a danger to humans and has never been found in other animals,” said Army Lt. Col. Shawn Basinger, Director, Veterinary Services Division Public Health Command Europe. “There is absolutely no reason for anyone living in western Europe to be worried about contracting African Swine Fever. Humans cannot get African Swine Fever, not even by eating pork from an infected pig or wild boar. Unrelated to African Swine Fever, when cooking pork, you should always ensure it is properly prepared/cooked to prevent other food born illness (145 degrees Fahrenheit for whole pork, 155 degrees Fahrenheit for ground pork products).”
Wildlife officials recommend that if someone comes across a dead, or sick,
wild boar on a U.S. military installation, they should immediately report it to their local garrison command or local U.S. Army military veterinary clinic on base.
“Whatever you do, please do not approach or touch the animal,” added Basinger. “While it won’t necessarily make you sick, it does, however, increase your chances of spreading the virus. Finding a sick boar in the wild is rare, more than likely, a dead carcass would be found. In either case, if a dead or sick wild boar is found off a military installation, you should call the local German District Administration Veterinary Authority in your area.”
According to animal disease experts, human behavior can play an important role in spreading the African Swine Fever into unaffected areas and across country borders.
“African Swine Fever survives very
well in the environment and the virus can survive on your clothes, shoes, car tires and other material,” Basinger added. “When the virus crosses country borders, however, it can have devastating economic consequences on the pork industry or domestic pig farms. As such, the most common form of virus transmission is directly between infected pigs.”
As a note of caution, Public Health officials recommend against shipping pork products outside areas where African Swine Fever is found.
“Please do not ship pork, or pork products, out of local affected areas, and especially, don’t ship it out of the affected country,” added Basinger. “As a side note, the German government requires dogs be on a leash when walking in affected areas. This is primarily to prevent wild boar from getting spooked and running into other areas that are free of disease.”

TRICARE coverage for children: What you need to know
by TRICARE Communications
Are you wondering if your child has TRICARE coverage? Most childrenOpens TRICARE. mil of service members and retirees can get TRICARE until they turn age 21 (or 23 if they’re in college).
“TRICARE is committed to ensuring our military families have access to quality health care,” said Shane Pham, an analyst with TRICARE Policy and Programs at the Defense Health Agency. “We encourage all service members and retirees to promptly register your children in the Defense Enrollment Eligibility Reporting System and understand what their TRICARE options are. Taking care of these steps early means uninterrupted health coverage for your kids.”
Who’s eligible?
TRICARE coverage for children is broad, but there are specific rules about who qualifies. All children qualified must be unmarried, and there are three main groups of children eligible for TRICARE:
• Biological children
• Adopted children
• Stepchildren
These children are eligible for TRICARE until they turn age 21.
Alternatively, if they’re in college full-time, they can keep TRICARE coverage until they’re 23 or out of school, whichever comes first. See Going to College on TRICARE.mil/ college for specific details on qualified student status. An exception is children with severe disabilities, who may be able to keep TRICARE beyond these age limits.
New child in the family? It’s a Qualifying Life Event
Adding a child to your family is a big change — and is a TRICARE Qualifying Life Event. According to the TRICARE Qualifying Life Events Fact Sheet, a QLE for one family member means all family members may make enrollment changes during the QLE period. Here’s what you need to know about QLEs and kids:
• Birth: Giving birth is a QLE. When your baby is born, you have 90 days (120 days if you live overseas) to register them in DEERS.
• Adoption: Adopting a child is also a QLE. Your 90-day window to add your child to a TRICARE plan starts on the day the adoption is final.
• Foster children: When you become a foster parent, it’s not automatically a QLE. However, if you’re named as the legal guardian, it becomes a QLE.
• Stepchildren: Marrying some-
one with children is a QLE. You can add your new stepchildren to your TRICARE plan within 90 days of the marriage.
• Legal guardianship: If you’re granted legal guardianship of a child, it’s a QLE. Your 90-day window starts when the guardianship becomes official.
During these 90-day periods, you can add the child to your current plan or change the new child’s coverage to a different TRICARE plan, if eligible.
Be sure to sign up on time. If you don’t sign up on time:
• Your child won’t show as TRICARE-eligible.
• TRICARE will deny claims for your child after 90 days (or 120 days if overseas).
How to get TRICARE for your child TRICARE makes it easy for you to start the process of getting coverage for your child.
First, register your child in the DEERS. You don’t need a Social Security number to register your child, but remember to update DEERS as soon as you have their SSN. Remember, registration in DEERS doesn’t mean your child is enrolled in TRICARE. After registration in DEERS, the next step is to choose a TRICARE health plan and enroll your child. You need to
do both steps to ensure your child is in a TRICARE health plan.
For some, enrollment might be automatic, depending on your status and where you live.
If you’re an active duty service member, your child will automatically get enrolled in a TRICARE plan when you sign them up in DEERS. In most cases, for stateside active duty families: Your child is automatically enrolled in TRICARE PrimeOpens TRICARE.mil if living in a Prime Service Area.
If living outside of a Prime Service Area, your child is automatically enrolled in TRICARE Select.
However, even if your child is automatically enrolled in a TRICARE plan, you can choose a different plan (if eligible) during the QLE period.
If you’re retired, you must choose a plan and enroll your child yourself.
Use the TRICARE Plan Finder tool to help yourself choose the right plan for you and your family. You can find more information about enrollment on TRICARE.mil.
Coverage for adult children
When your child turns age 21 (or 23 if they’re in college), they might still need health insurance.
That’s where TRICARE Young Adult comes in.
TYA lets adult children of TRICARE-eligible sponsors keep their TRICARE coverage until they turn age 26. It’s a premium-based plan that offers the same TRICARE coverage they’ve been used to with TRICARE PrimeOpens TRICARE. mil or TRICARE Select.
To get TYA, your child must not be married; not be eligible for their own employer-sponsored health coverage; and not be in the Uniformed Services themselves.
If your child is nearing the age limit for regular TRICARE, you may want to explore TRICARE Young Adult to keep them covered. Has your child recently graduated from college? They may still be eligible for TYA. To learn more, check out the TRICARE Newsroom article, “Recent Graduate? Learn How TRICARE Covers Young Adults.”
Don’t wait to get your young adult covered. Sign them up as soon as you can to make sure they have the health care they need.
Taking care of your child’s health should be a top priority. By understanding TRICARE’s rules for children, you can ensure your kids have the coverage they need as your family grows and changes.

Baumholder CYS chosen for BGCA’s ‘Innovate Program’ A game-changer
for USAG Rheinland-Pfalz Youth Services
by Linda Lambiotte U.S. Army Garrison Rheinland-Pfalz
In an exciting development for U.S. Army Garrison Rheinland-Pfalz, the Baumholder Child and Youth Services has been selected to participate in the prestigious 2024-2025 Boys and Girls Clubs of America’s ‘Innovate Program,’ in collaboration with Apple’s Community Education Initiative.
The news was delivered in a letter to Ryan Flynn, Youth Programs director, Baumholder CYS, USAG Rheinland-Pfalz. The congratulatory letter recognized the club's demonstrated ability and willingness to sustain the program, reach more youth, while sharing success stories both within and beyond the Club.
“As part of this recognition, the Club is set to receive $25,000 in programming support and an additional $5,000 to send at least two club facilitators to the prestigious Learning Summit scheduled to take place from Aug. 26-29 in Austin, Texas,” said Flynn.
Ryan explained that ‘BGCA Innovate’ is an initiative developed by their BGCA partners, aimed at empowering youth to develop technical skills through coding and creativity.
“Our youth center was privileged to be selected as one of the collaborating sites for this program, enabling us to bring this vision to life,” Flynn said.
In addition to the cash grant, Baumholder CYS was also the recipient of an Apple cart containing 17 iPads with Apple care and cases, 15 Logitech Crayons for iPads, 3 MacBooks Air, 1 Apple TV, and more, for a total value of over $18,000.
“With pass-through funding from BGCA, we received multiple iPads and Logitech crayons to support the program’s objectives,” said Flynn. “Beyond this support, our center has an additional goal: to cultivate an appreciation among our young learners for the accessibility and simplicity of coding and digital art creation.”
Command Sgt. Maj. Raymond Wrensch, USAG Rheinland-Pfalz, acknowledged the CYS team’s hard work.
“I know that the team put in the effort to secure this grant,” he said. “Their hard work and dedication played a key role in improving conditions and opportunities for the youth population in Baumholder.”
This is the third consecutive year that the Baumholder CYS has been selected to receive the BGCA grant, something that Flynn attributes to their track record of program completion and strong partnership with BGCA.
The grant comes with certain requirements that they are ready/eager/happy to support, said Flynn, to include: sending facilitators to the Learning Summit, attending monthly virtual learning sessions, designating a senior leader for strategic sessions, providing C0de/Cr8te in Club sites, engaging 100 learners, offering 15 hours of programming, hosting a local showcase, and creating a one-pager showcasing best practices in program development.
Flynn highlighted the importance of being selected for the BGCA grant for Baumholder CYS.
“We are thrilled to have the opportunity to send our staff to Austin, Texas, for training with the Apple team to further enhance our programs for the second time,” he said. “We will receive updated hardware and software from Apple at no cost to facilitate these programs in our School Age and Teen centers. The support from Apple and BGCA will be pivotal in the successful implementation of these programs.”
Flynn emphasized the importance of seizing opportunities to develop impactful programs within their centers.
“Empowering well-trained staff to effectively deliver these programs is crucial to the program’s success,” he said. “This opportunity marks a significant milestone for the Baumholder Youth Center, opening doors to enhanced programming and resources that benefit the youth of the Baumholder community.
“The USAG Rheinland-Pfalz Baumholder CYS is gearing up for an impactful year ahead as we set off on this innovative and exciting path with the backing of BGCA and Apple,” Flynn added.

GACO CORNER: How to combat odors, maggots in organic waste bin
by German American Community Office
When it is hot in midsummer, kitchen and garden waste starts to decompose in the organic waste garbage can. Annoying flies then like to gather on the lid and maggots cavort between potato peelings, grass cuttings and food waste. An unpleasant smell also spreads. Here are some tips on how to deal with these.
The higher the temperatures in the organic waste garbage can and the more humid the organic waste, the faster the plant waste and food waste begin to decompose and rot. The waste garbage can should therefore be placed in a shady location and not directly in the sun. Placement in closed rooms should also be avoided. Otherwise, fungal spores can increasingly accumulate in the room air due to the low air exchange.
To keep the moisture in the garbage can as low as possible, wrap the moist kitchen waste in newspaper or collect it in paper bags before disposing of it. This helps keeping the container clean for a longer time. Under no circumstances should compostable waste bags made of bioplastics be thrown into the brown garbage can to collect organic waste, as they do not decompose completely in the fermentation and composting plants and contaminate the compost.
In summer, the organic waste garbage can should be completely cleaned after emptying. Residues at the bottom of the bin can be rinsed out with a water hose.
If necessary, the inside of the bin can also be scrubbed with a toilet brush and a little vinegar. Important – let it dry before refilling.
Here is a solution to fighting maggots that have settled in your bio waste container by using some simple and inexpensive household remedies…
1. Using a refillable spray bottle, produce a vinegar-water-mix (1:1 ratio –vinegar essence works more efficient as it is concentrated), and spray the
interior walls and floor, let it settle for a few minutes
2. Generously spread the bin with sodium bicarbonate, aka. baking soda
3. SALT: each time, add an additional layer of salt over the newly disposed waste
4. LAVENDER: if you happen to have a garden that contains a lavender bush, you can also add a couple (2-3) of freshly cut lavender twigs.
5. Rock flour or algae lime can bind the moisture in the garbage can and
reduce the infestation. These additives are available from construction and garden stores.
Information on organic waste collection and other waste management questions for the City of Kaiserslautern can be found in the city’s online garbage guide with searching for “Garbage Guide for the City of Kaiserslautern.”
The Kaiserslautern County offers a Garbage Guide for Smartphones. Just look for “Garbage Guide KL County-App.”

MIDDLE MOSELLE WINE FESTIVAL
AUG. 29 – SEP. 2, BERNKASTEL-KUES
It’s not just in the Palatinate that people know how to properly celebrate the vine juice, the wine festivals are also a constant companion on the Moselle and attract you to the region in late summer. This was also the case at the end of August at the Middle Moselle Wine Festival in the charming wine town of Bernkastel-Kues, famous for its picturesque market square with ancient half-timbered houses. Thanks to the festival program with a parade, live acts, evening events and a fireworks festival, you can enjoy five days of festivities. In addition, countless fine or hearty dishes are served, while bands and music clubs create the right atmosphere with their traditional or modern soundsa real blast and the festival ends with fireworks.
WINE FESTIVAL BINGEN
AUG. 30 – SEP. 9, BINGEN/RHEIN
Another Rheinhessen-awarded event is the Bingen Wine Festival at the apex of the Rhein and Nahe Rivers, which offers you products from the local wineries at the beginning of September. For 11 days, the people of Bingen celebrate the artistry of their winemakers, making it the longest wine festival along the Rhein! The extensive program makes time fly: there is live music every day, several fireworks light up both Klopp Castle and the banks of the Nahe, the traditional parade rolls leisurely and yet sublimely through the city center, the amusement park near Hindenburg comples attracts fun and adventure. In addition to Rhein-Hessian specialties on the market, an excellent multi-course menu is also served at the wine festival wine tasting. It is one of the largest open-air wine tastings in Rheinhessen and you’ll have plenty of opportunities to discover your new favorite wine.

Spanish detachment continues NATO’s enhanced Air policing Mission in Romania
by Allied Air Command Public Affairs Office
Eight Spanish Air Force F-18 Hornet arrived at Mihail Kogalniceanu Air Base in Romania to commence their four-month NATO enhanced Air Policing mission.
The detachment of 150 military personnel from the Spanish Air and Space Forces will support NATO’s Air Policing missions, patrolling and training alongside the Romanian Air Force. The Spanish F-18 detachment replaced the Royal Air Force Eurofighter Typhoon’s, who return to the United Kingdom conclud-
ing their four-month rotation.
The certification ceremony was held on August, 6, attended by the Minister of National Defence, Angel Tîlvar, who emphasised the necessity for continuous adaptation to the evolving regional security environment. Stating “We must remain agile in the face of changes in the security landscape confronting the Alliance, and we must send a strong, unequivocal message to the public; we are united under the umbrella of the largest defence alliance, working together to protect the airspace
of NATO’s southeastern flank — a region with a complex security architecture, particularly following the outbreak of war in Ukraine in February 2022.”
The ceremony was also attended by the Chief of the Defence Staff, General Gheorghita Vlad, His Excellency José Antonio Pérez-Solórzano, the Ambassador of Spain to Romania, Lieutenant General Juan Pablo Sánchez de Lara, Commander of CAOC Torréjon and Major General Leonard Baraboi, Chief of Staff of the Romanian Air Force.
Enhanced Air Policing is part of NATO’s assurance measures introduced in 2014, after Russia’s illegal annexation of the Crimean Peninsula. The Alliance implemented these assurance measures to demonstrate the collective resolve of Allies, to demonstrate the defensive nature of NATO, and to deter Russia from aggression or the threat of aggression. Deployments under enhanced Air Policing are planned in advance and rotate among NATO Allies. They ensure collective deterrence and defence, protecting and securing the integrity of NATO’s airspace.

ABC IN KMC: DONNERSBERG
by Elke Sittel 86th Airlift Wing/Host Nation Office
We recently reported about the history of markets, today we’ll look at the location of another busy market, but far more back in time and on a much higher location. Do you know Donnersberg, 49° 37’ 28’’ N, 7° 55’ 8’’ O? It is located just north of Sembach.
Donnersberg, or literallly translated Thunderhill, was an important and busy place more than 2,000 years ago. Here are the facts: The dimensions of a huge city with several thousands of people, busy market days, crafts and trade are hard to imagine when you take a walk on top of Donnersberg today. It was only a few decades ago that archaeological research and excavations reveiled much of the remains.
A circular rampart complex that is still clearly visible today surrounds the main plateau of 687-meter-high Donnersberg, where a large Celtic city, the so-called oppidum, was located from about 130 to 60 or 50 B.C. The dominant location above the Rhein River valley made the oppidum a central location for the entire surrounding area and the city was one of largest Celtic settlements north of the Alps.
Only the remains of the impressive walls of the oppodium have been preserved, with a 8.5 meter long fortification, covering an area of 240 hectares. The walls were originally up to 4 meters high. Celts used a dry construction technique without mortar for the front wall made of rhyolite rock on the mountain and a rampart of earth and stones behind it, while a wooden bulwark crowned the wall at the top. A section of the wall has been reconstructed and is visible as a Celtic wall today and archaeologists
assume that the entire complex was cleared peacefully around 50 B.C.
Celtic Trail and Celtic Sculpture Trail
The 5-kilometer-long Celtic Trail starts at the parking lot on Donnersberg and leads along the former fortifications to various excavation sites and monuments of the oppodium still visible above ground.
Another Celtic Sculpture Trail is dedicated to the culture of the early Donnersberg inhabitants. Thirteen unique sculptures on the Pfälzer Höhenweg refer to Celtic mythology and point the way from the Donnersberg plateau to the Celtic village in Steinbach.
Today, Donnersberg is completely forested. Wild mammals include wild boar, deer, foxes and hares, and, if you are lucky to be at the right place at the right moment, you might even see European mouflon crossing your path.
The origin of the name Donnersberg is disputed. According to some linguists, the mountain massif, which is often covered in clouds from the west, may have been sacred to weather god Donar among the Germanic tribes, who settled from the 5th century onwards. Other linguists derive the name from the Celtic term dunum for mountain, hill or trace the name back to the Celtic god Taranis, who was the equivalent of Donar.
After 1797, Donnersberg gave its name to the French department of Donnersberg (Département du Mont-Tonnerre) and since 1969 to today’s Donnersberg County in Rheinland-Pfalz.
Ludwigsturm (Ludwig Tower)
The 26.9-meter-high Ludwigsturm is located about 860 meters east of the Königsstuhl at the peak. From the observation tower, the panoramic view extends over large parts of Rheinhessen, into the North
Palatinate hills and as far as the Palatinate Forest, Hunsrück, Taunus, Odenwald and Black Forest. Worms and Worms Cathedral can be seen to the east, about 31 kilometers away, and the skyline of Frankfurt am Main, around 77 kilometers to the northeast. The little kiosk next to the Ludwig Tower offers drinks and sweets to take away. You’ll be amazed at what other treats you can find there. The walk up the steps in the tower to enjoy a gorgeous view costs one Euro and can be paid at the kiosk, while the small fee is used to raise money for future restorations of the tower.
Adlerbogen (Eagle’s Arch)
The monument was erected in 1880 in honor of Field Marshal General von Moltke’s contribution (1800-1891) in securing the Palatinate borders in the Franco-Prussian War (1870/71). It consists of a steel arch crowned by a steel eagle (imperial eagle) and flanked by two statues of Moltke and Bismarck. After World War II, the eagle’s head was shot off by U.S. soldiers in 1945. In 1981, the restored eagle was delivered by helicopter and reinstalled. The Bismarck statue was subsequently perforated and decapitated, while the Moltke statue disappeared completely. As part of another restoration effort, true copies of the two statues were erected on the designated pedestals on June 18, 2016, again flown in by helicopter.
Sports
There is more to Donnersberg than just history. Every year in February, the Donnersberg Run is the first of several races in the Palatinate Mountain Running Cup, covering 7200 meters and a cumulative ascent of 418 meters. The Rockie Mountain Run has also been held at the beginning of April every year since 2010. It leads from
the market square in Rockenhausen over about 13 kilometers and 560 meters in altitude to the summit region. The mountain is also popular with mountain bikers. In winter, there are cross-country ski trails on the high elevations, which are groomed at an altitude of around 550 m and have lengths of either 5 or 10 kilometers.
Additionally, Donnersberg is used for paragliding and hang-gliding all year round. Gliders without a motor are launched from the slope. In summer, when the winds are favorable, it is possible to fly from Donnersberg to Saarland or France.
Now, after deeply indulging in history, culture and sports, you must be hungry. No worries, help is on its way in the form of a Celtic hut. The hut, operated by the Palatinate Forest Association, is open on weekends and public holidays, located near the Ludwig Tower parking lots, and offers cake and hearty food.

At a height of 204.82 meters it is operated by the Südwestrundfunk. It serves as a base network transmitter for FM radio and television and has become a landmark that can be seen from afar. A Defense Communications Station nearby was built for the U.S. Army after World War II, used especially during the Cold War, and played a key role in Germany’s broadcast of the 1969 moon landing, but was shut down 2011.
Fun fact: There is a square dance group with the name Thunderhill Dancers and they are always looking for new dancers. Whether you are a hiking or biking fan, more into leisurely walks with panoramic views, dance in squares on a round hill or are a history lover, Donnersberg has a lot to offer. Come out and discover for yourself: the mountain is calling!

Germany has so much to offer. Many exciting things close to us get overshadowed by all the must-do touristy trips. Each of the following spots is easily accessible, has lots of lodging opportunities, and is not too costly to undertake.
Putting the bam in Bamberg
Have you ever been to Bamberg? It’s a small town close to Nuremberg where the long-preserved St. Michel’s (Michelsberg) Monastery is currently undergoing revamping and improvements. Parts or all of the church are visible from outside but entrance might not be available depending on work schedules.
Instead, tap into a smoked beer or other refreshment at one of the old town pubs and decide what else suits your fancy. Bamberg, with its beer pubs, also is home to the often-overlooked Altenburg castle, several other free or inexpensive cultural buildings, and lots of baroque architec-
ture that gives an old-world feel to the city. Bamberg is less than 60 kilometers from Nuremberg, the site of the post-World War II criminal trials and makes for another destination while you are in the area.
Voelklinger Iron Works
Closer to home here in the KMC, the Voelklinger Iron Works tour near Saarbruecken is time well spent. The compound gives a glimpse as to what life was like as this region evolved away from an agrarian dependence and toward the Industrial Revolution. While there are older sites of this kind, the Voelklinger Works is surely the most well maintained because it was in operation until the 1980s.
Awesome Augsburg
The world’s oldest examples of stained glass date back to the 11th century and can be found inside the Augsburg Cathedral in southern Germany, just north of Munich. These “Prophet Windows” are extraordinary to see and give the visitor a sense of time and
place, considering all the people that have come and gone through those halls since they were built a millennium ago.
Also in Augsburg is the Fuggerei, a housing estate created by fabled Jakob the Rich and a community unto itself. Tour the maze of apartments and other dwellings that became a centerpiece for affordable living while all properties around it routinely escalated in price. Afterwards, visit the Riegele craft beer brewery. Family-owned for almost 200 years and with history tracing even further back, Riegele is a place to relax and take inventory of locally created as well as select imported beers that are popular in the region.
Regal Regensburg
The Gothic-themed town of Regensburg is also within an hour of Nuremberg and
rests peacefully on two sides of the Danube River. Many buildings and monuments in and around the city date back hundreds of years and the area has been given UNESCO Heritage status. The town resembles Kaiserslautern in that it has a university and population of over 150,000 but there is much more of a homey, laid-back feel to this city and the ones adjacent to it.
While in Regensburg, a memorable stopping point is the Historische Wurstkuchl. This is a sausage-themed restaurant that has been serving the regional delicacies for nearly 900 years. Ask the counter person for a suggestion of a well-known meaty menu item and several senf (mustard) offerings are sure to pique your tastebuds. Also, check out Neupfarrplatz — an underground discovery point boasting exhibits from Roman artifacts to war bunker hideaways.
