The military has no plans to bring back conscription as the all-volunteer force has served the United States well for decades, said Air Force Gen. CQ Brown, Jr., chairman of the Joint Chiefs of Staff.
At the end of January 1973, then-Defense Secretary Melvin R. Laird announced the military would, going forward, fill its ranks exclusively with volunteers rather than draftees. Since then, Brown said the military has found the decision to be a good one.
There are challenges in building a force with volunteers only.
The COVID-19 pandemic, for instance, shut down many schools, creating new barriers for recruiters to meet with enlistment-aged students. Competition with the private sector for talent has also made it harder for the military to attract new service members. A decline in the number of veterans — about 18 percent of Americans in 1980 versus about 7 percent today — has meant there are fewer former service members who are able to talk about the value of military service.
During a Feb. 15, discussion at the Munich Security Forum in
Germany, Brown said the military is meeting its recruiting numbers despite those challenges. However, to continue being successful, the military must make itself more well-known to the civilian community, as many Americans have no connection to it.
“What we have to do is actually get out and be seen as a military,” Brown said. “As I came in as the chairman, one of the things I laid out as one of my expectations is that trust is the foundation of our profession, and that trust starts with what we do to support our service members, but it’s also how we engage with our communities.”
Service members come from across the nation, but there are pockets in the U.S. where military bases exist, for instance, that produce more new volunteers than other places. The department must work to encourage more young Americans from other parts of the country to volunteer, which means engagement and building trust.
“The connection with the community is something we have to strive to do so we can actually engage with young people,” he said. “But not just with young people, but their influencers. Whether it’s their parents, their coaches, their scout leaders, their
... church leaders, that can point them in the direction. But we also have to talk about the opportunities that are available by serving.”
Being seen, Brown said, provides perhaps the biggest boost to knowledge of military service and its value.
“We’ve got to be seen and engaged with our communities,” he said. “When our community gets a chance to meet our service members, they’re so impressed. We’ve got to make that opportunity happen. And so, part of that is making sure that our service members get off the base and engage in the communities so they can be seen as well.”

The Ramstein Air Base Visitor Control Center is set to permanently relocate to the Rhine Ordnance Barracks Medical Center Gate on March 10.
This move is aimed at improving efficiency, enhancing security and reducing wait times for visitors accessing both Ramstein AB and the upcoming Rhine Ordnance Barracks Medical Center.
According to U.S. Air Force Master Sgt. Cheri Boswell, 86th Security Forces Squadron plans and programs section chief, the new ROB-MC VCC will provide several benefits over the current West Gate location.
“The ROB-MC VCC will offer a larger parking area, seven inbound lanes instead of three and an indoor waiting area that can accommodate more personnel than the current West Gate VCC,” said Boswell. “Additionally, we gain more customer service counter space, allowing us to staff an additional service agent that we would not normally be able to staff at the West Gate VCC.”

tor processing, the relocation enhances base security. Moving the VCC to ROB-MC increases the distance between the park -
ing area and the ID checkpoint, strengthening force protection and improving overall safety.
Shifting visitor processing away
from the West Gate will also help reduce congestion in a high-traffic area, minimizing potential vulnerabilities and ensuring a
more controlled entry process.
Beyond security enhancements, the relocation also addresses the increasing demand for visitor services as base operations expand.
“With the upcoming opening of the Defense Health Agency hospital at ROB-MC, this relocation ensures that the growing number of visitors will be accommodated more efficiently without adding congestion to the West Gate,” Boswell explained.
Following the move, the operating hours will change with the new VCC now open daily from 6 a.m. to 9 p.m. With expanded capacity and enhanced service, the relocation aims to create a smoother, more secure experience for all personnel and guests. It will provide visitors with a more efficient check-in process, improved facilities and shorter wait times at the new location, while also improving traffic flow for daily commuters at the West Gate.

Ten U.S. Department of Agriculture Forest Service firefighters from two separate crews who spent much of January battling Southern California wildfires were given a tour of the Pentagon this afternoon as part of a four-day, USDA-hosted trip to Washington.
During the approximately one-hour tour, five members of the Forest Service’s Southern California-based Angeles National Forest firefighting crew and five members of the Missouri-based Mark Twain National Forest veteran crew were guided through the Pentagon’s multiple floors and corridors. During the tour, they learned about the Defense Department’s history.
“It’s an awesome opportunity. It’s nice to [be invited] out here and [be thanked] for the work we’ve been doing in California,” said Michael Miller, a two-year veteran of the Mark Twain firefighting crew and former U.S. Navy aviation mechanic who served from 2004 to 2013.
“Being a veteran, walking down these aisles, seeing the history of the Navy [and] the history of the other branches was a really cool opportunity. I think it’s really rewarding to myself and the vets
I’m with,” Miller added.
Composed entirely of U.S. military veterans and stood up in January 2023, “The Mark Twain veteran crew provides veterans of the U.S. Armed Forces with the training and experience needed to obtain meaningful employment in the wildland fire service,” the crew’s website reads.
This past January, the Mark Twain crew deployed to Southern California during the initial out-
break of that region’s wildfires.
At first taking on the role of initial attack and bolstering the numbers of firefighters already on scene, the crew members soon found themselves working 16- to 24-hour shifts while proactively going into harm’s way to prevent the fires from spreading.
“We’re a hand crew, so [we go] where the [fire] engines can’t go. We were hiking up about 2,000 vertical feet of elevation, up to
the most remote part of that fire every day … swinging hand tools and carrying chainsaws,” said Samuel Bowen, superintendent of the 25-man Mark Twain crew and an Iraq War veteran who served in Army infantry.
“It’s such a great honor; I don’t know how else to describe it, but it’s really cool,” Bowen said of touring the Pentagon.
Eduardo Cerna is a 13-year Forest Service veteran and engi-
neer with the Angeles National Forest firefighting crew who took on the Eaton and Hughes fires in January.
“The fires that happened, those were our backyard … and my engine company was one of the first units on scene [of] that fire,” Cerna said.
His team was initially tasked with doing all they could to save lives by evacuating as many people as possible before then moving on to trying to save structures.
Cerna said it feels good for the USDA to recognize him and his fellow firefighters with an invitation to Washington.
“Not that I’m doing this job to get the notoriety, but just knowing that, at higher levels above, they see what we’re doing at the ground level … it feels good,” he said, adding that he viewed the Pentagon and the amount of work that goes on within it “amazing.”
In addition to touring the Pentagon, the Forest Service firefighters toured other D.C. landmarks, including the White House and U.S. Capitol.
The Pentagon has offered public tours since 1976. Today, there are up to five tours daily, each with a capacity of 60 visitors. Tour hours are 10 a.m. to 2 p.m. Mondays through Fridays, except federal holidays.

U.S. Army Garrison RheinlandPfalz commander Col. Jeffery Higgins met with Col. Olaf Tuneke, commander of the Bundeswehr Artillery School and General of Artillery in Idar-Oberstein Feb. 12.
Colonel Tuneke and deputy, Lt. Col. Andreas Orth provided a tour of the modern training facilities to the USAG Rheinland-Pfalz commander, the Deputy Garrison Manager for Baumholder, Mark Colbrook and Directorate of Plans and Operations Officer, Rodney Harris, while the leaders discussed their respective missions and areas of responsibilities.
“USAG Rheinland-Pfalz provides the active tenant units with everything they need to fulfill their military missions,” Higgins explained. “That includes security, infrastructure, housing and schools, among other quality life services.”
The German hosts briefed the mission and training opportunities that the artillery school supports.
“Freedom, peace, security and responsibility are goals that Europe and the United States have shared for decades and characterize our transatlantic partnership. It is our task to carry these into the future,” said Tuneke.
Following initial briefings, the garrison commander and team
were able to try out two modern simulators demonstrated by Bundeswehr personnel.
“Multi-national cooperation between militaries is the key
to success these days,” Tuneke expressed. “Partnerships with our allies is very important to us.”
The leaders posed for a commemorative photo in front of
the historic gun on “Platz der Artillerie” before exchanging military tokens representative of continued partnerships.
“The information I received
today exceeded my expectations,” said Higgins, presenting Tuneke and Orth each with a garrison commander’s coin, “Thank you very much.”

ROCK ISLAND ARSENAL, Ill. —
Feeding hundreds of hungry Soldiers healthy, well-balanced meals every day takes planning. Operating costs, supplies, equipment, quality assurance, regulatory guidance, and keeping facilities up to Army standards are all the responsibility of the installation food program manager — a position on any Army base with dining facilities.
The U.S. Army Sustainment Command oversees about 185 “Warrior Restaurants” — also called dining facilities or DFACS — around the world. Fort Cavazos, Texas, is the home to 10 of those. ASC is responsible for providing Soldiers with the essentials including clothing, weapons, drones and food.
Chontrelle Sturdivant is the face behind the installation food program manager position at Fort Cavazos. She is part of the 407th Army Field Support BattalionCavazos, overseen by ASC. For more than two decades, Sturdivant has served in the culinary field for the Army — first as a Soldier, now a Civilian. Additionally, Sturdivant oversees the three culinary outpost food trucks and three culinary outpost kiosks at Fort Cavazos, known as “The Great Place.”
The sheer geographical size of Fort Cavazos can be overwhelming for newcomers. Spanning nearly 215,000 acres — that’s about the size of San Antonio, Texas — the geography presents a challenge for Sturdivant’s position and the number of people to feed. As of 2023, Fort Cavazos in Texas had nearly 39,000 active-duty military personnel.
“It definitely causes a strain in our ability to provide food service resources directly where the Soldiers are,” she said, adding that maintenance, serviceability and staffing of the dining facilities play a role into whether they’re open at any given time. Sturdivant said, on average, 500 Soldiers are fed at DFACs daily.
Sgt. Maj. Kresassidy McKinney works alongside Sturdivant as the chief culinary management sergeant major. Together, they support communications related to food services and collaborate for solutions and improvements for feeding Soldiers.
“Her role as the installation food program manager is crucial,” McKinney said. “She is the key driver of improvement, support and change. Her oversight is essential to ensure that food service programs and policies are followed, and she serves as
the voice at each level, advocating for the needs and resources necessary to achieve success.”
“Ms. Sturdivant and I have achieved a great deal over the past year,” McKinney said. “We started this journey around the same time, and as we work together to improve the food program, we aim to inspire change by encouraging those in leadership roles to embrace the care and passion needed for the craft. This will help ensure that our younger culinarians receive the training and guidance necessary to grow and succeed.”
In fact, they’ve been working hard to bring life to new ways for Soldiers to eat other than in the dining facilities.
“We implemented new initiatives within the last year that have been highly received from our diners, which are the headquarters DA (Department of the Army) action station and menus,”
Sturdivant said. “We incorporated a food court-like concept into the dining facilities.”
Sturdivant said it makes the space more welcoming and provides more options for diners, as well as helping them select their menu option faster than a traditional facility allows. Sturdivant says acrylic signs, graphic art, lighting and more make the space visually appealing and highlights menu selections within the serving area.
With the changes, they’ve also been able to add more variety to the menu, taking feedback from diners and adjusting offerings provide customer preferred menu options. The changes have skyrocketed utilization rates. For example,
Sturdivant said they’ve gone from a 37 percent to 100 percent utilization rate at the Black Jack dining facility and from 69 percent to 127 percent at the Theodore Roosevelt facility within the last year.
A Phantom Centralized Hub was also launched last year. It offers a fresh area, which is a “grab and go”-type concept where Soldiers can get freshly-made salads, subs, fruit, parfaits, cheese sticks, and yogurt if they don’t have time to sit down for a more formal meal or want to skip any lines.
“We also have Phantom Prep, which is our installation meal prep program,” Sturdivant explained. “It is our first time launching the program throughout Fort Cavazos.”
Phantom Prep allows Soldiers
to order their meal prep online and choose what options they want. The culinary specialists then receive the orders, prepare them, and get them ready for pickup. Pick up days are every Tuesday and Thursday, which gives time for prepping them on Mondays and Wednesdays. It’s a strategy to make sure food service resources are available to Soldiers outside of the traditional dining facility times, and so far, it’s been highly successful. Sturdivant said they originally started at about 150 meals per pick up, but that’s dramatically increased to 425.
Phantom Prep has beef, chicken, pork loin and tofu options for protein, whole grain brown rice, white rice, steamed noodles, and vegetables for the side, and 22 various sauces to pick
from. Sturdivant said she felt it was important to have vegetarian options, and that menu option has paid off.
“One of our highest sellers is actually one of our vegetarian entrees, which is the pad Thai tofu. It’s extremely popular with a lot of our vegetarian Soldiers.”
Sturdivant works tirelessly to make the food program and quality of life better for Soldiers at Fort Cavazos. She takes her job as an installation food program manager seriously, and it shines through when she proudly talks about the changes they’ve made. Her end goal is to improve the quality of life of Soldiers through the food program by promoting healthy and customer preferred food options, whether that’s in a DFAC or out in the field.
In today’s fast-moving world, working closely with allies is key to mission success. Agile Combat Employment focuses on being flexible, moving quickly, and working well with international partners. For that to happen, clear communication and cultural understanding are essential. The Language Enabled Airman Program helps bridge these gaps by giving U.S. Airmen the language skills and cultural knowledge they need to collaborate effectively. This was especially important during the Airfield Damage Repair Exercise at Morón Air Base, Spain, from Feb. 1–8.
Building bridges at Morón At Morón AB, U.S. Air Force engineers, U.S. Navy Seabees, and Spanish and Portuguese military engineers worked side-by-side to practice rapid airfield repairs. With personnel operating different machinery and following unique procedures, communication was critical to ensure safety and efficiency.
The presence of LEAP scholars helped bridge the language and cultural gaps, making sure that all teams were aligned in their approach. “The LEAP program is the link between our partner nations and the U.S. Air Force,” said Tech Sgt Camilo Guzman, a Spanish LEAP scholar stationed at Aviano Air Base, Italy. “The Spanish Air Force comes to us for information, and we have to make sure that they get clear instructions in their language. That’s the best way they’re going to learn.”
For many participants, the ability to communicate effectively was crucial, not only for train-
ing but also for safety. Captain Antonio Burgos of the Spanish Air Force emphasized how essential the translators were in ensuring smooth operations. “We’re operating different machinery and materials, and for safety, it was extremely necessary having them with us,” he explained. The LEAP scholars didn’t just translate words; they provided context, ensuring that procedures were well understood and executed properly.
The collaboration fostered a strong working relationship among the allied forces. By acting as both language and cultural liaisons, scholars created an environment where knowledge-sharing and trust could flourish. “Having the opportunity to speak their language allows them to open up to us,” Guzman added. “We can have a deeper conversation about how they do things and how we do things”
This integration of languageenabled Airmen also helped accelerate the learning process. “They were there every step of the way,” said Staff Sgt Thaddeus White from the 786th Civil Engineering Squadron. “They knew what we wanted our partners to do, but also how we wanted them to do it. Their help made everything much smoother.”
By the end of the exercise, the impact of LEAP was clear. The scholars played a vital role in breaking down barriers, making complex procedures more accessible, and enhancing the overall effectiveness of the multinational team. “Without them, this probably would have been a little more chaotic,” expressed Ensign Arizona Lenski of Naval Mobile Construction Battalion 1. “They helped us surpass an insurmountable wall and allowed us to form bonds with our NATO partners.”
Advancing careers, enhancing missions
LEAP is more than just a language program — it’s a careerenhancing opportunity for Airmen. It provides training and real-world application of language and cultural skills, opening doors for scholars to serve in unique roles across the Air Force.
Captain Adriana Amador, a Portuguese LEAP scholar stationed at Kapaun Air Station, highlighted how the program has provided her with valuable career growth opportunities. “Being part of LEAP has been amazing. They have given me opportunities to continuously develop my language and cultural skills.” She explained that the program not only helps scholars refine their language abilities but also enables them to apply those skills in practical settings. “I entered the Air Force with the intention of utilizing my language capabilities, and LEAP has allowed me to do exactly that.”
For Amador, participating in the exercise at Morón was particularly meaningful. “This is the first time we’re doing this, and I hope we can continue doing this in other areas,” she expressed.
Mr. Christopher Chesser, Chief of the Language Division at the Air Force Culture and Language Center, described the program as a vital tool for developing language and cultural expertise across the Air Force.
“LEAP provides structured opportunities for those selected and connects them to utilization opportunities,” he explained. “Some Airmen become foreign area officers, others work in international health specialist programs, and some continue serving throughout their entire careers in a wide range of fields. But when called upon, they’re ready to serve in exercises, mobile training teams, and conferences.”
The program’s structured approach ensures scholars receive extensive training. The three-week course at Morón AB, for example, began with an in-depth study of Spain
and Portugal’s history and culture, followed by a training in interpretation, translation, and mission-specific vocabulary. By the time the field exercise began, LEAP scholars were fully prepared to assist their Spanish and Portuguese counterparts in executing airfield damage repairs efficiently.
“One of our taglines at the AFCLC is Language plus Culture equals Speed,” Chesser added. When Airmen have both language skills and cultural understanding, they can quickly integrate into any mission, and the program makes that possible by providing not just education, but also real-world utilization opportunities.
With over 900 scholars integrated into operations in more than 50 countries across the world, LEAP continues to shape the careers of Airmen and enhance global partnerships. By investing in language and cultural expertise, the Air Force is not only strengthening its missions but also empowering Airmen with skills that will benefit them throughout their careers.

February 16-22 was National Engineers Week, and Army Field Support Battalion-Germany
General Engineer Ken Chang said he is proud to be the facilities engineer supporting the Coleman Army Prepositioned Stocks-2 worksite in Mannheim.
In fact, Chang was the first AFSBn-Germany employee to be permanently located at the APS-2 worksite. Weeks before his battalion took mission command of the site from Battalion Mannheim, which redesignated to Battalion Poland and moved to Powidz, Poland, Chang began working at Coleman.
As Coleman’s resident engineering expert, Chang was directly responsible for helping with that transition. Simultaneously he was working multiple facility engineering improvement projects and infrastructure upgrades at the site as well as at the Dülmen APS-2 worksite and his battalion headquarters in Vilseck, plus more.
Chang said it’s important to show how engineers are making a difference in Army units, organizations and installations across the globe, and National Engineers Week is a great way to do that.
National Engineers Week promotes educational and career opportunities in science, technology, engineering and math and celebrates how engineers make a difference. The Army marks the event by highlighting engineers’ achievements, engaging with educational and community groups and participating in various STEM outreach programs and events.
“The fact that we have an entire week dedicated to engineers is huge. It gives us an opportunity to talk about some of the engineering projects we are working on and what we do to support Army operations,” said Chang, who was commissioned into the Army in 1981.
Chang, a retired Army Reserve lieutenant colonel whose last active-duty assignment was in Iraq with the U.S. Army Corps of Engineers, spent over 20 years in the Indo-Pacific working as an Army civilian employee at garrisons in Hawaii, Korea and Japan before coming to Germany and the 405th Army Field Support Brigade’s Battalion Germany.
With this year also being the Army’s 250th birthday, Chang said he’s happy to be a part of such an important and prestigious organization all these years.
“I am so glad to be a part of the U.S. Army. My entire adulthood has been dedicated to this amazing institution. I received so
much during my service, all these years. At this point I’m just trying to pay it forward, little by little, every day. Happy Birthday U.S. Army!” he said.
Chang has accomplished much during his time with the 405th AFSB. The graduate of the Air Force War College and Purdue University, who holds a degree in mechanical engineering, was responsible for purchasing a vehicle exhaust extraction system for one of the maintenance facilities at Coleman. He said he expects it to be fully installed this spring.
In addition, Chang is leading an effort to purchase and install a new permanent lighting system
at the Dülmen APS-2 worksite. In the meantime, he helped purchase a portable system that’s doing the job. He also was responsible for purchasing a new climate control system for his battalion headquarters to keep the servers fully operational. He said he expects the climate control system to be installed before summer starts heating up.
“I came here with strong conviction,” said Chang. “I will continue to ensure my work is in line with the commander’s vision while supporting the headquarters and both APS-2 sites. I’m fully committed to providing all the general and facility engineering support needed, and I’m fully
committed to the APS-2 mission here in Europe.”
The 405th AFSB is assigned to U.S. Army Sustainment Command and headquartered in Kaiserslautern. Just two months ago, Jose Roman, a new Army veteran, traded in his combat boots for a keyboard, transitioning from activeduty Soldier to civilian Personnel Automation Systems specialist at U.S. Army Garrison RheinlandPfalz thanks to the Army’s Career Skills Program.
Offered through the Transition Assistance Program, CSP provides service members approaching the end of their active-duty service time with up to six months of internships in their chosen fields.
Eager to explore civilian career options while maintaining financial stability, Roman didn’t hesitate.
“An internship that allows for professional growth while ensuring financial stability was an opportunity I couldn’t pass up, so I worked with TAP CSP coordinators to find out what my options were,” Roman said.
Determined to stay in Germany after four years working for the 21st Theater Sustainment command’s Special Troops Battalion as a human resources specialist, Roman was able to secure an internship at the Military Personnel Division on Kleber Kaserne. In this role, he supports system users, troubleshoots technical issues, and develops human resources reports to improve MPD processes and data collection.
Transitioning from intern to full-time employee required
Roman to demonstrate his value and integrate into the organization. As an intern, though he qualified for Soldier training holidays, he chose to work alongside his civilian co-workers, treating the internship like a true civilian job.
“This decision proved my commitment to the organization and showed them I was serious about the position,” Roman said.
As a PAS specialist, he finds that many of his responsibilities mirror his military experience.
“The actual tasks are similar to what I did in the Army,” he said. “The biggest difference is definitely the workplace culture.”
One workplace culture shift was the way Roman communicated with customers and office mates.
“In the Army, we rely heavily
on acronyms, which doesn’t always translate well in a civilian work environment,” he said.

Command Sgt. Maj. Raymond Wrensch encourages all Soldiers to take advantage of the opportunities CSP offers to help ease the transition from military service to civilian careers.
“CSP is more than just a transition program; it’s a launchpad,” he said. “It empowers service members to bridge their military experience with civilian careers, ensuring a smooth landing into the civilian world.”

Landstuhl Regional Medical Center conducted a mock survey Jan. 27-31 to prepare for an upcoming Joint Commission accreditation visit led by Dr. Sam Sheth, Pharm.D. and chief operating officer and chief financial officer, Nash Healthcare Consulting. The assessment aimed to help LRMC and its outlying medical and dental clinics identify areas for improvement in patient and staff safety as well as regulatory compliance.
The Defense Health Agency arranges these mock surveys about one year before the official Joint Commission evaluation giving military treatment facilities time to address areas needing improvement.
The survey team also included a physician surveyor, an infection control nurse surveyor, behavioral health surveyor, and a life safety surveyor.
“Our goal is to assess the organization so that when the official survey happens, LRMC is in the best possible position to achieve maximum results,” Dr. Stephen Dorman, the LRMC physician surveyor said.
The Joint Commission survey evaluates medical facilities on a wide range of safety and quality standards, including environmental care, nursing practices, infection control, credentialing, and patient care. While military treatment facilities are not required to
comply with Centers for Medicare and Medicaid Services regulations, Joint Commission accreditation remains a recognized benchmark of excellence in healthcare.
“In the civilian world, the Joint Commission surveys on behalf of CMS, but for military hospitals, it serves as an advocate for patient safety,” Dorman said. “When we
conduct these surveys, our real goal is to focus on maximizing safe conditions for both patients and staff.”
LRMC partnered with Nash Healthcare Consulting to conduct the mock survey. The NHC team, made up of former Joint Commission and CMS surveyors, provided training, process execu-
tion assistance, recommendations for corrective actions, and full survey preparation.
“The Nash team works closely with our hospital leaders and frontline staff to help sustain compliance with Joint Commission standards,” said U.S. Army Lt. Col. Jennifer Miller, LRMC director of quality and safety. “Their expertise is invalu-
able in strengthening patient safety protocols, risk management, and overall quality of care.”
During the survey, individual tracing sessions and system-level reviews were conducted to evaluate LRMC’s compliance with more than 400 standards outlined in the Joint Commission’s accreditation manual. Each surveyor focused on a specialized area while also crossevaluating multiple standards for a comprehensive assessment.
Beyond regulatory preparation, the mock survey helped proactively identify and address any significant patient safety concerns well in advance of the official Joint Commission visit.
“The goal is twofold,” Dorman said. “First, to ensure LRMC is fully prepared for the Joint Commission survey, and second, to identify and correct any critical patient safety issues before they impact care.”
LRMC is the largest U.S. military hospital outside the continental United States and the only forward-stationed medical center for U.S. and coalition forces, and Department of State personnel. LRMC is a Level II Trauma Center verified by the American College of Surgeons, the only Level II trauma center overseas, and the only American Trauma Center associated with a foreign trauma system.

WIESBADEN — Following Germany-wide implementation of the Value-Added Tax App Jan. 1, the realized savings for customers soared to more in the initial month of availability than the combined total for the preceding 8-month pilot program.
The data shows that 2,950 households received a total refund of 230,000 euros in January. In dollars, that’s an average net saving of more than $70 per household after subtracting the cost of the VAT form, said officials with the U.S. Army Installation Management CommandEurope staff that oversee the program.
The micro-purchase app program allows all U.S. Forces VAT-refund program customers in Germany to consolidate and upload their smallpurchase receipts on one VAT form each month.
“The increase in savings is not only tied to the jump in the number of users with the program now available to all, but also with our garrison VAT offices educating customers how they can take advantage of the program,” said Jeffrey Wertz, IMCOM-E Assistant Chief of Staff for Family, Morale, Welfare and Recreation, and liaison to NOVAT GmbH, the company
that developed and manages the app, called Remonon.
The micro-purchase app allows customers to obtain easy tax relief on small, everyday purchases for which the current VAT system was not ideal for in the past. As an example, someone spending 15 or 20 euros for a purchase at a German vendor might not use a $10 VAT form to save a few dollars on that transaction. However, with the app, the monthly receipts for all small purchases can be uploaded individually into the app and com-
bined for cumulative tax savings using one VAT form.
The sponsor and family members can upload multiple receipts with a maximum individual value of 240 euros (to include the VAT they were charged at time of purchase) and not to exceed the form’s maximum value of 2,499.99 EUR per household per month without the VAT.
“At the beginning of each calendar month, customers upload a valid VAT form, that they have purchased at their local VAT office, to the Remonon
App,” explained Wertz. “Customers then pay full price for individual purchases at various German vendors and upload respective receipts. The app will capture these individual micro-purchases in a monthly summary invoice and reimburse customers the VAT minus trading margins.”
Customers will receive refunds of 14 and four percent for items with Value Added Tax of 19 and seven percent, respectively.
Existing VAT program restrictions and German customs laws still apply
to the process, added Wertz, referencing some of the most frequently asked questions that those using the app have.
“Restrictions include not purchasing goods or services for the benefit of ineligible persons, or using it for rationed items, like vehicle fuel, coffee, liquor or cigarettes,” he said. He clarified that wine, beer and tobacco products other than cigarettes (e.g. tobacco heat sticks, vape products, cigars) are not rationed items and can be procured tax-free with a VAT form and the micro-purchase app. In addition, liquor purchased and consumed at the vendor location, such as a restaurant or bar, is considered a gastronomic service and can be procured tax-free as well.
Another helpful hint that Wertz provided concerns paid parking: “Most payment machines have a button marked ‘Quittung.’ When pressed, the machine prints a receipt with VAT that the Remonon system can process.”

Airmen and Soldiers from the Kentucky National Guard evacuated 296 residents from two housing complexes surrounded by floodwaters in Martin County, Kentucky, Feb. 17.
The service members, including Airmen from the Kentucky Air Guard’s 123rd Special Tactics Squadron at the 123rd Airlift Wing, airlifted the residents to Big Sandy Regional Airport in Debord, aboard UH-60 Black Hawk helicopters from the Indiana Army National Guard and the Kentucky Army National Guard’s 63rd Theater Aviation Brigade.
A contingency response team from the Kentucky Air National Guard also stood up a passenger terminal to process evacuees as they arrived at the airport, and assisted Kentucky State Police with transporting them to a shelter in Inez.
in search-and-rescue and air traffic control; and eight Airmen from the 123rd Contingency Response Group who specialize in airfield operations.
Both Air Guard units are wellversed in emergency-response operations. The 123rd Special Tactics Squadron has deployed multiple times for natural disasters, including major flooding in Eastern Kentucky in 2022. That team of Airmen conducted dozens of missions responsible for evacuating scores of Kentuckians.
The 123rd CRG was instrumental in orchestrating the arrival of 11,000 refugees from Afghanistan in 2021 as part of Operations Allies Refuge/Allies Welcome.
“We have long had the best National Guard in the country, and today they proved it once again,” said Kentucky Governor Andy Beshear. “We are grateful for the Airmen and Soldiers, as well as the Kentucky State Police Troopers, who stepped up to rescue 296 Kentuckians.

Housed in Building 59 at Naval Support Activity Bethesda, the Uniformed Services University Medical Innovations Student Lab (MISL [pronounced “missile”]) is a hub of creativity and invention for medical students. Here, students aren’t just learning — they’re designing, building, and transforming ideas into tangible solutions. The lab serves as a think tank where students identify real-world problems and develop functional prototypes, making it a valuable resource for all health profession students.
“Not many people know of the lab,” says Dr. Rodrigo Mateo, director of the MISL and associate professor of surgery at USU. “It’s very new, student-run, and studentdriven. Currently, several studentinitiated projects are in progress with plans for completion.”
Originally known as the Medical Innovations Interest Group Lab, the MISL has grown from a concept on paper into a functional space.
“I was introduced to it about a year ago,” says Mateo. “I was very interested in the lab’s intentions. So, I dropped by for a visit, but it was merely a storage room with construction equipment, unused supplies, and a broken 3D printer. I got involved and, with the MI2G members, we were able to renovate the space a little and started
building the lab. Right now, it’s functional and still growing.”
Mateo plays an active role in guiding students through handson learning. “We have an incredible group of advisers and mentors who support us,” says Army 2nd Lt. Jameson Williams, current MI2G president. “Dr. Mateo helps us troubleshoot, refine ideas, and develop prototypes.”
Students can take their projects with them throughout their careers. Williams envisions the MISL Lab fostering longterm innovation. “We hope to establish continuity, allowing younger students to take over and build upon existing projects.”
Navy Ensign Robert Weishar, a fourth-year medical student, has been with the MISL Lab since its inception. “We want to expand our equipment and build our reputation on campus and at Walter Reed,” he says. “We want to be the

Dr. Martin Ottolini, professor of pediatrics and director of the Capstone Program, connects students to faculty advisers and research opportunities. With support from the Office of the Vice President for Research, Ottolini helps secure funding and resources for student projects, ensuring they receive national recognition.
The MISL Lab is equipped with CAD software, 3D printers, 3D scanners, resin molding and casting equipment, a laser cutter, and electronics. “Students collaborate with physicians to identify realworld medical challenges and develop innovative solutions,” says Williams.
Beyond prototyping, the lab is exploring artificial intelligence applications in medical education. “In the near future, I see the MISL Lab becoming the primary prototyping service for USU students and faculty,” says Weishar.
The lab empowers students to experiment and innovate without fear of failure. “The MISL Lab allows students to think creatively and develop solutions for healthcare challenges,” says Mateo. “Innovative projects lead to a new generation of physicians with diverse skills and experiences.”

KARNEVAL/FASTNACHT/FASCHING
STARTING FEB. 27, GERMANY WIDE
Thursday, Feb. 27. marked the beginning of the Karneval season in Germany. Thursday is referred to as “Altweiberfastnacht” (old wives’ Fastnacht), where witches steal the keys to the city hall and take over command for the weekend. There are celebrations throughout the weekend and the festival culminates on “Faschingsdienstag” (Shrove Tuesday), as Ash Wednesday marks the beginning of Lent. Kaiserslautern, March 4 at 2:11 p.m. - Open-air Fasching event at Stiftsplatz. Anyone interested is welcome to join the fun. The largest parades take place on Rose Monday, March 3 in the city centers: Köln/Cologne, 10 a.m., Düsseldorf, 12.30 a.m., Mainz, 11:11 a.m., Aachen, 11:11 a.m., Stuttgart, 12 a.m. Ramstein-Miesenbach, Westricher Fastnacht,Tuesday, March 4 , at 2 p.m., with 30,000 spectators and KMC participation expected.
Please note that roads in the city center of Ramstein will be blocked off for traffic 12 a.m.–7 p.m. Visitors are advised to come early, park out as far as possible and walk to the event. Set-up can start as early as 7 a.m./tear down until 7 p.m., residents be prepared for detours/roadblocks, please ensure clearance. Also see map on Page 4

The proceeds from this concert in cooperation with the NATO Music Festival Foundation will once again be used for a charitable cause. Decorating Easter eggs is a cherished tradition across Europe. But each country has its unique customs and styles, that may decisively vary.
According to a Lenten tradition, in Medieval Europe the consumption of eggs was forbidden during the 40-day period of fasting leading up to Easter. But since chickens continued to lay eggs, they were boiled or preserved to prevent them from spoiling. When Easter arrived, these eggs were then decorated and eaten as part of the celebration.
In Germany, the tradition of decorating Easter eggs is known as “Ostereier bemalen.” A common custom is that families come together and paint eggs with vibrant colors. Some techniques include dyeing, painting and using wax resistant methods to come up with astonishing patterns. Eggs are often used to decorate “Easter trees” or “Ostereierbäume” that can be found in village squares or private front yards.
A popular sport during the season is “Ostereierschiessen” (Easter egg shooting). But no worries, contestants shoot at paper goals marked with Easter figures or eggs with the aim of hitting as many “eggs” as possible. Each
successful shot brings about a real egg and the winner of a whole tournament is crowned as the “Schützenkönig” (archer king).
In France, Easter egg decoration is less elaborate but still significant. Eggs are hand-painted with various designs, often reflecting spring themes like flowers, animals, and cheerful colors.
Another technique is decoupage: Decorative paper or fabric pieces are glued onto the eggs to create beautiful, textured designs. This technique allows for a wide range of artistic expression.
Natural dyeing is also popular using materials such as onion skins, beetroot and spinach to achieve natural colors, often combined with leaf or flower imprints for additional decoration.
As in the United States and large parts of Europe, Easter egg hunts are a popular activity in England. Decorated real eggs or ones made from chocolate are hidden in gardens and parks. Some larger events take place in historic estates and contestants can win prizes for finding the most eggs.
Egg rolling is also a popular and fun tradition, played in some areas in England. Hardboiled eggs are rolled down a hill or across a field and the goal is to see whose egg rolls the farthest without breaking.
In Poland, decorated eggs are called “pisanki.” They are made using a wax-resist technique or by painting intricate designs directly onto the eggs. Traditional designs often include geometric patterns, flowers, and religious symbols.
In the Czech Republic and Slovakia, decorating Easter eggs is an important tradition known as “kraslice.” The eggs are often decorated using a variety of techniques, such as painting, dyeing, and using wax or straw to create intricate designs. Traditional kraslice designs include geometric patterns, floral motifs, and symbolic images.
A special technique using straw is common where thin pieces are cut into shapes and glued onto the egg to form patterns. This technique requires precision and patience to create intricate, symmetrical designs. Eggs can also be etched, where they are first dyed in a dark color and then designs are etched into the shell using a sharp tool. This method creates delicate, white patterns against the dyed background. The eggs are used in Easter celebrations and cherished as precious gifts.
Hungarian Easter eggs are known as “hímestojás” and are traditionally decorated using various techniques, including paint-
ing, dyeing, and etching. The designs often feature intricate floral patterns, religious symbols, and motifs inspired by Hungarian folk art. The eggs are sometimes given as gifts or used in Easter games and festivities.
In Greece, Easter eggs are typically dyed a deep red color to symbolize the blood of Christ. The eggs are then blessed during church services and used in the traditional game of “tsougrisma,” where participants tap their eggs against each other to see whose egg remains uncracked.
In the Ukraine, the art of decorating eggs, or “pysanky,” is a highly revered and intricate craft. Pysanky are created using a waxresistant method, where beeswax is applied to the egg in patterns, and then the egg is dyed multiple times in different colors. The wax is melted off to reveal the final, multicolored design. Each symbol and color used in pysanky has a specific meaning, often related to nature, faith, and folklore. Appliqué is a further tradition: In some regions, eggs are decorated by applying tiny pieces of fabric, lace, or other materials to the surface, creating a textured and colorful design.
In Russia, Easter egg decoration is a significant cultural practice, with some of the most elaborate and artistic techniques,
such as pysanky. Eggs are decorated with beeswax patterns, dyed in stages, and then the wax is melted off to reveal intricate designs. Russian pysanky often feature geometric patterns, religious symbols, and motifs from nature. This can include religious icons, floral motifs, and traditional Russian patterns. Some eggs are painted with detailed scenes from cultural stories.
Last, but not least: Fabergé Eggs. Though not a traditional Easter egg decoration technique, the luxurious Fabergé eggs are world-famous. Created by the House of Fabergé for the Russian Imperial family, these eggs were crafted from precious metals and gemstones, featuring exquisite craftsmanship and elaborate designs. Each Fabergé egg often contained hidden surprises or miniature scenes.
Each of these traditions reflect the cultural heritage and artistic expression of the region, making Easter egg decorating a vibrant and meaningful part of European celebrations.

Its old town is listed as a UNESCO World Heritage Site, mainly because of its authentic medieval appearance. For a great view overlooking the town, take a trip to Altenburg castle, which was built on Bamberg’s highest hill before 1109 and nowadays hosts a restaurant.
“Little Venice,” a colony of fishermen’s houses from the 19th century along the riverbank, is considered unique to Bamberg. Another thing Bamberg is known for is its beer, especially its smoked beer (Rauchbier). You can try it at one of Bamberg’s nine breweries, for example at Schlenkerla, the historic smoke beer brewery.

The Margravial Opera House is definitely a sight worth seeing, being the self-proclaimed “most beautiful preserved Baroque Theatre
in Europe” and part of UNESCO World Cultural Heritage since 2012.
The New Castle, built by the French architect St. Pierre in 1753, will stun you with its Rococo beauty. To take a closer look at the Old Palace with an inner cave, water games and a fabulous orangery, including a central sun temple, take a trip to the historical park Eremitage Museum on the outskirts of the city.
Bayreuth is also considered the global center of interest in composer Richard Wagner and his works, having operated the Richard Wagner Museum since its opening in 1976.
4. The historic Romantic Road
In post-war times, Germany was desperate to find a way to rebuild its tourism industry and created the idea for the formal route called Romantic Road in 1950. According to the official website, the first visitors were friends and families of the American soldiers stationed in the large bases in Bavaria and BadenWürttemberg.
The Romantic road combines the historic cities of Würzburg and Augsburg with the three medieval walled towns of Rothenburg ob der Tauber, Dinkelsbühl and Nördlingen, and then finishes off with the tourist highlights of Neuschwanstein Castle and the Alps.
You can either take a bus
tour along this beautiful route or explore parts of it on your own.
5. Neuschwanstein Castle
Neuschwanstein Castle is really one of those “can’t-miss places” in Bavaria. Fans of maximalist architecture and art will truly get their money’s worth here. Inspired by medieval art and operas, the castle features lots of dark wood, bright colors, intricate gold details, and swans, the king’s favorite animal.
The construction of this castle started in 1860 and was never finished due to King Ludwig II’s untimely death. Despite the king explicitly not wanting visitors at his castle during his lifetime, tens of millions of people have visited it since it was first opened as a museum only 6 weeks after his death.
6. Starnberg’s Five-Lakes-Region
The Starnberg Five-LakesRegion is located just 30 minutes south of Munich, which makes it the perfect spot to visit for some relaxing time away from the city. There’s lots of gorgeous lakes to hike around or even surf in. There are great walks and hikes in the region, as well as plenty of mountain biking opportunities.
If you’re looking for a more relaxed activity, visit Possenhofen Castle (Karl-Theodor-Straße 14, 82343 Pöcking), the once infamous Austrian Empress Elisabeth’s childhood home, which is now a private property. You can still get
a look at the gorgeous building when you’re strolling through the neighborhood.
Perhaps sporting less of a rich history but beautiful nonetheless is Ammerland Castle (Nördliche Seestraße 13, 82541 Münsing), located at the other side of Lake Starnberg. Honestly, if you want to enjoy a good look at some historically stunning buildings, just look up “castles near Starnberg” on Google Maps. The region is overflowing with them. You could even plan a fun day trip just looking at castles and stopping by cafés on your way!
7. Visit Nuremberg
Famous for culinary highlights like Nürnberger Lebkuchen (gingerbread), beautiful architecture and a fascinating history, Nürnberg is a popular dayor weekend-trip destinations amongst people living in or visiting Bavaria.
8. Würzburg
Würzburg on the romantic road is surrounded by vineyards. It also has both a fortress and a residency including gorgeous gardens and is just a very lovely city overall.
9. Augsburg
This quaint city is famous for the Augsburger Puppenkiste, a kids’ tv show about wooden puppets. It’s also a fantastic spot to visit for culinary treasures, great architecture, and shopping.
