Principal Sandra Barrios is being honored as one of the nation’s best school leaders. Barrios serves at Jack Lowe Sr. Elementary and was among 10 principals selected from across the country to receive the Terrel H. Bell Award for Outstanding School Leadership from U.S. Secretary of Education Betsy DeVos.
n NETWORK AIDED 100 RISD STUDENTS WHO LOST ALL IN NEIGHBORHOOD: The recent tornado hit Preston Hollow and Lake Highlands, then turned northeast toward Richardson, where it devastated homes, businesses and schools. More than 100 RISD students and their families walked out of their homes with nothing but the clothes on their backs. They lost everything, including clothing, food, medication and school supplies. RISD is working with Network of Community Ministries to provide a full range of services, including a mobile food pantry and trauma counseling. They also need volunteers. One of our fierce females, Christie Myers, was a top five finalist for the Dallas Foundation’s Good Works Under 40, an award dedicated to up-and-coming and inspiring leaders who are making a better Dallas. As a finalist, she received $2,500 for Imagine Dallas Inc.
DREDGING. Good news for the White Rock Lake community, bad news for silt. The City Council approved the White Rock Lake dredging feasibility study in a meeting in October. The proposal pulled $99,300 from the White Rock Lake Beautification Fund and $176,345 in FEMA grant money.

GOFORTH FAMILY LAND BECOMES FLAG POLE HILL
Before it was Flag Pole Hill, the land was acquired from the Goforth family. From the Pioneers of Dallas County Facebook page: This 1899 photo shows Samuel Church and Alice Gualt Goforth with their older children. The city of Dallas acquired over 400 acres of land from the Goforth family during the construction of White Rock Lake. Flag Pole Hill area was part of this purchase. “If I recall correctly, Church Road was named in honor of Church Goforth,” says Jim Foster, member of the Pioneers of Dallas County Facebook page.

Ezekiel Tyson started practicing law in 2002, working for small firms and as a prosecutor for the city of Houston. He moved to Dallas and opened a practice in Oak Cliff, where he consistently does criminal defense work and personal injury. Tyson represents District 10 on the recently restructured Community Police Oversight Board. Created in the ’80s due to excessive force and police brutality, Dallas has used the board to stay progressive on current issues. “I think that’s what we’re trying to bridge with this board,” Tyson says.
What is the Community Police Oversight Board?
We have a new staff now. Before we were the Citizens Police Review Board, and that entity had no budget. It had no staff, and basically, if a person made a complaint to IAD [Internal Affairs Division], if that person wasn’t satisfied, they could then appeal it to our board. We could review it and then pass on a recommendation. We really couldn’t affect anything, but we could take a second look at it and say, “Hey we agree with what you did, or we disagree.” The new board has a little more oomph to it. We actually have a budget for a staff of three, including a director, administrative assistant and investigator. The director is a link between our board, the DPD and city manager’s office. We could launch our investigator to do a simultaneous investigation along with IAD. They don’t interfere with what IAD does, IAD is still in charge of everything, but our investigator can be there, can ask questions, will suggest questions for the detectives to ask. If we aren’t satisfied with their ultimate recommendation, then our investigator can launch their own investigation.
What kinds of complaints do you get?
Typically it’s something dealing with interactions with the Dallas Police Department, where a citizen felt like an officer either took incorrect action or was rude or disrespectful in some way shape or form. We had everything from one lady who said she was assaulted in the police station when she was supposed to be giving a statement, and I believe her allegations bordered on sexual as well as physical inappropriate actions. Then on the other hand, we’ve had stuff that’s as simple as people who said, “Well I went to file a police report for missing checks and instead of walking me through the process, the officer on duty shrugged me off because I was homeless.” A lot of complaints I saw were mainly customer service type issues.
More so than more serious police brutality or things where civil rights were violated. More than anything, it was really interesting to see there was such a disconnect between DPD, the agency and the citizen’s point of view of what should have happened.
What is the ultimate goal for this committee?
I think the ultimate goal is to add another set of eyes to the police department and a voice to the people who feel like they’ve been wronged or neglected by the police department. I think during the process of changing things, there was a lot of misinformation going back and forth and then some people took it as that we’re out to get police or something like that. That’s no one’s goal who’s on the board. I think everyone was trying to get to a point where we can just strengthen the system of oversight. Let’s be more proactive about seeing if there’s a problem on the front end; if someone makes a complaint, let’s make sure it’s fully investigated.
How do you interact with the community?
One of the new mandates is to do community outreach with the board and just try and get out there more and explain ourselves to the public. We should be available to the public to answer any questions so we can build that trust back and get where we need to be as far as citizens and police being on the same page.
What can our readers do to help?
I think showing up to meetings would be good, just so that the police officers can know there’s a presence there for citizens who are concerned. The citizens can actually voice their opinions and make public remarks now, so I think that helps as well because you have upper level internal affairs officers who attend the meetings, and I think it helps for them to hear what every citizen has to say.

You have the complainant who comes in and makes their complaint, then we have the DPD representative who makes the responses of, “This is why we did what we did.” The complainant can then follow up and say their final piece. Then the board typically asks questions of the complainant or the DPD representative and I think that sometimes throughout our questioning, DPD gets a better idea of how a citizen thinks. When you’re involved in an agency like the police department, you tend to think a certain way. Not saying that’s good or bad, right or wrong, but I think just being almost isolated within that entity, you kind of tend to think like the people around you. This interview has been edited for clarity and brevity.

50 years of the Lake Highlands Women’s League
When Barbara Hunt, the original president of Lake Highlands Women’s League, attended the funeral of league co-founder Nell Guest in 2007, she approached Guest’s son, David Atwood, to reintroduce herself and express condolences.
“I know you,” he said. “You’re the Queen of Lake Highlands.”
Hunt lives in a Lake Highlands retirement home, and the league is celebrating its 50th anniversary. The organization has donated $1,965,000 in college scholarships to hundreds of graduating Lake Highlands High School seniors and $1,128,000 to support projects, schools and agencies in Lake Highlands. The group has 100 members, and now there’s a wait list.
Hunt’s idea to form the league began simply. She had one child at home, one at Wallace Elementary, one at Lake Highlands Junior High and one at Lake

Highlands High School. A neighborhood meeting was called because some kids were roller skating in the shopping center at Audelia and Kingsley [now Walnut Hill]. Nobody knew who to contact to complain. Suddenly, Hunt was in charge.
She called a few friends, and charter members Betsy Dryden, Nancy Goebel, Jane Hamilton, Marilyn Hogan, Peg Koelling, Mary Nell Royer and Martha Scott joined.
“We had garden clubs, we had book clubs, we had PTAs, but we didn’t have a central civic group to look after the neighborhood and promote it,” Hunt says.
The priority from the beginning was to fundraise for scholarships. The first event also raised money to furnish the proposed Skyline Recreation Center, later renamed the Lake Highlands North Recreation Center.

“These women who started Lake Highlands Women’s League wanted a place to meet and cultivate a closeknit community,” says president Heather Haskins.
The women drew up bylaws limiting membership to 50 and requiring a sponsor to vouch that each member had pride in the community and was willing to work hard. They also developed civic and cultural goals and planned museum visits and overnight trips to historic places.
Members hosted a casino party, complete with Las Vegas-style gambling.
“At the end of the night, someone took the roulette wheel,” recalls Hunt with a smile. “It was a toy, but we had to pay $50 to the company we rented it from. A couple of weeks later, a man called to confess and return it. I told him I was leaving the house, but he could drop it on my porch. I didn’t want to know who it was. When I returned it to the league, my friends gave me a hard time. They said I was the thief.”

In 1978, member Nancy England proposed the home tour, a fundraiser which celebrated its 40th anniversary last year. This year’s “Holiday in the Highlands” tour, held annually the first Friday in December, requires almost 200 volunteers to prepare meals for 1,000 luncheon visitors, sell homemade baked goods and host a bazaar.
Carol Baker, president in 2006 and 2007, recalls what became known to some as “the wedding curse” and others as “the wedding bonus.” After committing to serve as the organization’s president, their children announced their engagement.
“My son got married in 2006, and my daughter wed in 2007,” Baker says. “The joke became, ‘If you want your kid to get married, just be president of Women’s League.’”
Husbands were enlisted to set up tables and serve as waiters during the home tour. One husband, a dentist,
dressed up as Santa and sat on a commode at a home tour house. “They went to all extremes to help us be successful,” Hunt says.
“The contributions we have made to the scholarship recipients have changed generations in our community,” says former president Sharon Worthy. “That is one thing I am most proud of in our work.”
Current president Heather Haskins says almost 90% of current members work full or part time, a big change from 1969. Looking back, Hunt is proud of following through on her idea to form the league, but she’s not surprised by what the group has accomplished.
“We intentionally chose women who hadn’t sat at home knitting. We chose active, organized women who were doers in the community,” Hunt says. “We wanted members to be proud to say we’d given scholarships to kids or a piano to the rec center or art to the library.”

Hunt thrilled about the spray park at the rec center and many other projects. “Women’s League founders were visionary,” Haskins says. “There were other organizations in the city they could have joined, and did, but wanted to impact where they lived. They wanted their kids to grow up in a vibrant community.”

HERE’S EVERYTHING YOU NEED TO KNOW ABOUT WHITE ROCK LAKE’S SILT
SAIL ACROSS WHITE ROCK LAKE, and you’ll see wildlife, lush vegetation and stunning sunsets, but the beauty of the lake and the health of its ecosystems are in danger of what lurks beneath the surface.
Up to 8 feet of sediment is hidden under the water, and without a dredge, the lake could fill with silt by 2034, officials from the Park and Recreation Department say. The degradation of the lake is already evident in some areas. When water levels dropped this summer because of a broken stoplog at the spillway, debris wallowing in
shallow bays showed that a dredge is long overdue.
In late October, the Dallas City Council approved a more than $99,000 dredging feasibility study, kicking off a yearslong project to remove sediment and restore the health of the lake.
What is dredging? Why is it so expensive? Is there an alternative solution? We talked with Park and Recreation Department senior engineer Richard Stauffer and asked him everything you need to know about dredging White Rock Lake.

What is dredging?
Dredging is the accumulation of silt and debris that reduces water depth. In 2014, the latest study from the Texas Water Development Board found that the lake contained 10,230 acre-feet of water, down from its original volume of 18,000 acre-feet when it was built in 1911. The sediment buildup also affects the lake’s ecosystems when materials, such as logs and leaves, take the oxygen as they decompose, Stauffer says. The purpose of dredging is to remove those materials and restore the lake to an appropriate depth for recreational use.
Has the lake been dredged before?
White Rock Lake is dredged approximately every 18-24 years. Since its construction, it has been dredged four times: 1937, 1955, 1974 and 1998.
When silt removal began in 1937, 588,000 cubic yards of sediment were removed, and 90 acres of land were reclaimed during the threeand-a-half-year project. In 1955, more than 15,000 cubic yards of sediment were removed, followed by 1.35 million cubic yards during the third dredging.
The final dredge removed 3 million cubic yards of sediment. It was completed in 1998 after a study found that silt affected oxygen levels in the summer, threatening the fish population. The dredge cost $18 million, half of which came from bond funds. A fortuitous connection reduced the cost of the project when a landowner in Hutchins needed his gravel pit filled. Over nine months, a dredging pump inhaled a mixture of water and silt from the bottom of the lake and sent it through 24-inch pipes to the pit.
What causes sediment buildup?
Nine tributaries feed into White Rock Lake, and much of the lake’s sediment is from the natural erosion of those streams, Stauffer says. However, as booming construction and upstream development replace farms and forests that once straddled White Rock Creek, more sediment flows into the lake.

Which areas have the most sediment?
Sediment accumulation is greatest northwest of the Arboretum near Sunset Bay where Dixon Branch, a natural stream that runs through Old Lake Highlands and parts of East Dallas, drains into the east side of the lake. The northern part of the lake also has significant accumulation where White Rock Creek empties into the water body. Those areas are the most likely to be dredged, Stauffer says.
What is the purpose of the feasibility study?
The feasibility study will analyze dredging approaches, regulatory requirements, costs and potential funding sources, according to City of Dallas documents. It will also look at where to dispose the silt. The park department may break it up into various locations or use the material to reclaim marshy land that was once part of the lake — as it did with Mockingbird Point in 1974.
What are the dredging approaches?
One approach is mechanical dredging, which would require the lake to be drained so heavy equipment could pass along the lakebed. “That [approach] will get shot down,” Stauffer says. “There’s a lot more regulations that go into that, and it would shut down recreational activities. Plus, what would you do with all the fish?” A more likely option is hydraulic dredging, which was used in 1998. Barges suck up silt with pipes and move it to the shoreline. It would allow recreational activities to continue in other areas of the lake.
When might dredging start, and how long would it take?
It could take up to four years before dredging begins, Stauffer says. Before the project can start, the feasibility study must be completed, and a dredging approach must be selected. Construction permits and funding must also be acquired.
In 1998, dredging took just a few months because sediment was pumped to the disposal area, Stauffer says. This time around, it could take a year because the silt would have to be dried using de-watering techniques and taken via truck to a final resting place. “You can’t pump wet sludge into the back of a truck because it would spill out,” Stauffer says.
Are there more permanent options besides dredging?
Sediment forebays could be installed upstream to catch debris before it enters the lake, Stauffer says. However, the heavily wooded area north of White Rock Lake would need to be excavated. “Unfortunately, we would basically have to excavate the same volume as White Rock to have a sediment forebay,” Stauffer says. “That’s a tough sell.”
What will it cost, and where will the funds come from?
An estimated cost has not yet been determined, Stauffer says. City officials are exploring state and federal grants or another bond program to pay for the project.
What are some of the environmental concerns? Environmental standards have become more rigorous since the 1998 dredging. Now, sediment must be tested to ensure it’s not contaminated with hazardous metals and chemicals. If it tests positive, it must be deposited in special locations.
Protecting the habitat and vegetation around the lake is another priority. Dredging would likely start in the spring after the pelican migration, and engineers would take special care in choosing where to dry sediment and load it into the trucks, Stauffer says. “We can’t be driving equipment over the Blackland Prairie around the lake,” he says. “We have to make sure we’re proceeding in an environmentally conscious methodology.”

Jen Johnson was on a plane just after celebrating her 30th birthday on 9/11. The national tragedy inspired her to reach out to her brother, who was her yoga buddy back when they used VHS tapes to practice.
“My brother and I connected again and said, ‘Let’s quit our jobs and go open a yoga studio.’”
They opened a studio, Whole Life, at Greenville and Lovers with reiki, acupuncture, massage and 40 yoga classes a week.
“We were maybe the third or fourth studio in Dallas at that time,” Jen says. “Our slogan was ‘We’re nice.’ We were trying to make yoga very unintimidating, especially in 2001. People
are like, ‘What the heck is that? Is it religious? Do you have to be vegetarian?’”
Jen and her brother soon created American Power Yoga and certified the program through the Yoga Alliance. Yoga teachers could go through a 200-hour training program, and to this day, there are American Power Yoga teachers teaching throughout Dallas.
Then in 2006, Jen started to shift away from yoga.
“I had a child that was about a year and a half. I was teaching finance at night, yoga in the morning, doing the books during the day, and I was just kind of getting burnt out, so I took a corporate job,” she says.

Jen Johnson owned one of the first yoga studios in Dallas, and Trey Johnson owns State Fair Records, which curated music for the State Fair of Texas.
Jen and Trey Johnson met in high school and attended the University of North Texas together. They always had a love for art but visiting galleries in college increased their interest as a couple.
Currently at Y.A.M., artists’ works line the walls so that yogis can view the pieces while holding downward dog with the chance to purchase them.
“The art that’s in there right now, it’s pretty notable. If you walk in and looked at the art and aren’t moved, you might not be that into art,” Trey says.
The most recent featured artist is Abebe Zelelew. An artist born in Addis Ababa, Ethiopia, with works hanging in several private collections around the world as well as at the National Museum of Ethiopia in Addis Ababa and the Chateau de la Court d’Aron Saint-Cyr en Talmondais in France. In 1996, some of his works were selected to represent Ethiopian art in the “Aethiopia” exhibit that traveled across Europe.
“It’s pretty powerful stuff, and I love when a piece of art can generate a visceral response from somebody,” Trey says.
MUSIC
Having studied music in college, Trey is the M in Y.A.M.
His band Sorta received praise from the Dallas Observer, Rolling Stone and was even featured on an episode of “Grey’s Anatomy.” After the band, he went on to teach music at Zounds Sounds and soon began his own label, State Fair Records.
“That was my first time I’d ever taught music before, and that was pretty interesting and eyeopening on lots of different levels and I think that’s what kind of led me to the record label thing,” Trey says. “Some people are very ambitious musicians, and some people just kind of want to play music because it’s fun, and some people don’t even want to play music and they’re being forced to.”
His record label has spawned stars like Joshua Ray Walker, the Vandoliers and Ottoman Turks. State Fair Records was also approached by the State Fair of Texas to curate the live music at the 2019 event.
“They contacted us because we’ve been pretty active as an artist development label and that means also in tune with what’s happening in the music scene,” Trey says. “[They] came to us because we had our finger on the pulse, really, if you get right down to it. And once we sat down it was pretty clear that we were compatible.”
While the duo focused on this project, they say Y.A.M. will return with live performances including music and stand-up comedy.

John 1:5 says, “The light shines in the darkness, and the darkness did not overcome it.” Two religious holidays coincide this year, featuring the symbolism of light defeating darkness. Jews will celebrate Hanukkah for eight days beginning Dec. 22. Christians will celebrate Christmas for 12 days beginning with Christmas Day on Dec. 25 and ending Jan. 5 before the Day of Epiphany.
The Jewish Festival of Lights commemorates the cleansing of the temple in Jerusalem after the Maccabean Revolt succeeded in conquering the occupying Seleucid, or Greek, powers in 165 B.C. The foreign ruler, Antiochus IV, who called himself Epiphanes, meaning God manifest, had sacrificed a pig to the god Zeus on an altar in the Jewish temple.
Judas Maccabeus and his band of brothers came out of the Judean hills to liberate the people, reconsecrate the temple and set up the Second Jewish Commonwealth that lasted a hundred years.
When the Jews cleansed the temple, they found only enough oil to keep the lamps burning for a day. The oil lasted eight days.
Although it’s not a major festival, Hanukkah is popular in Jewish households because it generally falls around the time Christians prepare to celebrate Christmas. Each day, a gift is opened, and another candle is lit on the menorah, an eight-candle candelabra. Games are played with children, often featuring a dreidel.
Hanukkah calls attention to the moral light of a pure heart and an enlightened society that has liberty and justice for all. It’s not hard to see the connection to Jesus, who is called the Light of the World. He was born to a Jewish family in a stable in Bethlehem under a bright star.
Christians began celebrating the birth of Christ on Dec. 25, 336 A.D. Christmas wasn’t a major Christian feast for the
first 300 years, but after Emperor Constantine converted to the faith, pagan holidays around the winter solstice were commandeered.
The Roman festival of the unconquered sun occurred Dec. 25 just days after the longest day of darkness on Dec. 21 gave way to renewing light. Similarly, the birthday of the Persian god of light, Mithras, also known as the Sun of Righteousness, was celebrated at that time.
