Formally spoken, the European Union is relatively democratic, although it contains a few
flaws. Some elements are missing. Parliament does not have right to initiative for example.
The Commission has much influence or power at certain moments in the process. But the
realisation that when powers are extended, also the democratic value must be extended or
at least protected is now clear. Substantively, the representation of civilians by the interest
groups could be better. Questions that arise are whether the interest groups really represent
civilians or only the larger companies and industries. The civilian participation could be
boosted by extending the possibilities of the civil initiative.

But there is hope left. The European Union is developing into a system with democratic
levels fitting its powers. It lies in formal aspects but also in the more cultural aspects. Can
the European Union really involve the civilian? Can the European Union
