In 2012 the provincial councils of Groningen, Drenthe and Friesland asked the public and professionals to pitch in in the development of a vision on how to handle the diminishing population and the challenges that would arise with it, they wrote out a contest to write a white paper for the future policy agenda of the provinces. Horizon for the north was our input and it focussed on the social hubs concentrating public and private services within biking distance of the villages, bringing services to the people so they wouldn't be forced to relocate. The hubs would be build from recyclable materials and placed according to development and density of the area's. It would fit in a decentralised view of government.
