Justin B. Castro Accountant I Financial Affairs Division Guam Department of Education

Justin B. Castro is an accountant for the Financial Affairs Division of the Guam Department of Education (GDOE). As an accountant, Justin is responsible for all cash disbursement functions, monthly financial statement preparation, and the monitoring and analysis of utility consumption of all school districts and divisions of GDOE. He is also a fiscal member of the Education Financial Supervisory Commission (EFSC).

Justin holds the professional designation of Certified Fraud Examiner (CFE). He received his Bachelor of Business Administration in Accounting and Economics from the University of Guam in 2015. He was active in multiple student organizations while pursuing his degrees. During his final semesters at UOG, he was the Vice President of Finance for the American Marketing Association - UOG Collegiate Chapter, Vice President of Publicities for the Junior Accounting Society, and Vice President of Activities for the Student Investment Club. In 2014, Justin was part of the UOG team that ranked 11th place in the Inter-Collegiate Finance Competition hosted by the Financial Executives Institute of the Philippines. He also presented in the 2014 International Conference on Business, Economics and Information Technology (ICBEIT) in Taipei, Taiwan.

Justin is an active member of the Association of Government Accountants. He is currently serving as the Awards Committee chair (2019-2021) and Historian (2020-2021). He previously served as the Secretary (2018-2019) and assists in sub-committees such as the chapter’s annual 5K run. In 2018, he was awarded the AGA National Young Professional PDT Scholarship. Justin is also a member of the Association of Certified Fraud Examiners (ACFE) and Government Finance Officers Association (GFOA).
