Henry M. Cruz Procurement Administrator A.B. Won Pat International Airport Authority, Guam

Henry M. Cruz is the Procurement Administrator at the Antonio B. Won Pat International Airport Authority, Guam (GIAA). Henry began his career in public service fairly recently, joining GIAA in August 2016 as a Business Management Analyst. Since joining the airport organization, Henry has proven to be a versatile, evolving team contributor within the autonomous agency. In a span of three (3) years, Henry was promoted to Management Analyst III, Buyer Supervisor, Supervisor of the GIAA Procurement Section and most recently to his current role as Procurement Administrator of GIAA.

As the Procurement Administrator, Henry oversees all agency contract facilitation, procurement and supply distribution programs, competitive sealed solicitations, warehouse and asset management programs and vendor/contractor relations, while also serving as GIAA’s chief procurement and contract internal advisor to the airport’s executive management.

Prior to his tenure at the airport, Henry built his career in the private sector, obtaining invaluable project management skillsets and managerial experience via roles such as Operations Marine Coordinator at Matson Navigation Guam, Brand Partnerships Manager at Zappos, Inc. and Director of Marketing at Lotte Duty Free.

In 2015, Henry was featured on the Guam Business Magazine’s “40 under Forty” list, recognizing the most innovative and influential businesspeople in Guam and the Northern Mariana Islands under the age of 40. Since transitioning to the public sector in 2016, Henry has received the following notable distinctions: 2016 Executive Manager’s Award, 2017 Employee of the Year Award, 2019 Supervisor of the Year Award, and a finalist for the Airport Council International’s renowned Young Airport Executive Award. He also obtained the highest Certificate of Enrichment (Administration) for his successful completion of all four (4) procurement training modules in GCC’s Procurement Program.

Henry obtained his Bachelor of Science in Business Administration in 2009 from the University of Nevada – Las Vegas where he graduated cum laude. He is also a proud alumnus of Father Duenas Memorial School, graduating in the top ten of his class of 2004.

Henry is the son of Catherine M. Cruz and Henry M. Cruz, Sr. of Maina. He attributes his work ethic and commitment to continually progress in his evolving career to his parents, his grandfather, Lorenzo C. Cruz, his sister, Nicole A. Cruz, and his partner, attorney Vanessa L. Williams, Esq. In his free time, Henry is an avid golfer and active member of the local golfing community. He is a Board Member of the Hui Aikane Golf Club and President and Founding Member of the BackNine Golf Club.
