Aaron T.L. Quitugua Administrative Services Officer Judiciary of Guam

Aaron Thomas Linnell Quitugua is currently the Administrative Services Officer of the Supreme Court of Guam. Born and raised in Guam, he graduated in 2012 from St. Thomas Aquinas Catholic High School, where his interest in law-related work was sparked by his participation in mock trial. Aaron started as a Data Entry Clerk for the Superior Court of Guam, diligently and quickly working his way up to Deputy Clerk for the Supreme Court before assuming his current position. He earned his Bachelor of Science in Criminal Justice from Penn Foster College, graduating magna cum laude in 2019. He completed his undergraduate degree while simultaneously working full-time as a Deputy Clerk of the Supreme Court of Guam. Aaron aspires to begin a Master’s degree program within the next year.

Aaron’s court-focused certifications include Effective Supervision from the National Center for State Courts and Mindful Leadership for Court Managers from the Pacific Judicial Council, and he is currently enrolled in the Judiciary of Guam’s Leadership Development Academy. Aaron has served on the Judiciary of Guam’s Grievance Review Committee, Continuity of Operations Plan Committee, and Strategic Plan Focus Group on Technology. Additionally, he has attended the FBI’s outreach program on improvised explosives and weapons of mass destruction, and training from the U.S. Marshals on VIP and personal security.

Aaron’s current work duties include drafting court orders and notices for the Justices and Clerk of Court of the Supreme Court of Guam; conducting scrub reviews of Supreme Court opinions; conducting case research; serving as representative of the Board of Law Examiners to applicants of the Guam Bar; serving as the Supreme Court’s liaison to the Guam Bar Association; and serving as the Supreme Court’s procurement officer.
