Among the man)¡ controversies in Hong Kong recently, the decision by the Education and À,Ianpower Bureau (EIVIB) in

awarding the contract to educate school teachers on human rights to the Society for Truth and Light (the Sociery), a group rvhich opposes anti-discrimination legislation on sexual orientation and apparentìy dislike legislation promoting the equal rights of all members in Hong Kong, has attracted protests lrom human rights groups and activists. Amnesty Inte¡national Hong Kong has written an open letter to Professor Arthur Li, Secretary for Education and Manpower, calling for an explanation for the decision-making process and inquiring the measures that EMB rvould tal<e to ensure that the Society wouìd

deìiver to the classroom the rights enshrined in intemational standards, co\¡enants and

Society. Allow me to do a bit of lecturing here: Human Rights are inherent to human beings. They are ilherent entitlements n'hich come to every person as a consequence of being human. Human rights are universal, meaning that they are applied without discrimination to all people regardless of race, sex, religion, ethnicity,

political or other opinion, national or social origin, or other status. Human rights are inalienable, in that they cannot be tal<en away, i.e. no one has the right to deprive another person oftheir rights. Human rights are indivisible, interrelated and interdependent, lor the reason that it is insufÊcient to respect some human rights or not others. To live in dignity, human beings are entitìed to flreedom, security and decent standards

ofliving. In practice, the violation of

one right wiìl often afnect the respect ofseveral other rights. All human rights should therelore be seen as having equal importance and ofbeing equally essential to respect for the dignity and every person. Even

As a result, police officers have resorted primarily on obtaining so-called 'confessions" in order to achieve these targets, relying on the use of force to obtain the 'confessions". There is no comprehensive official information to give a clear picture of the extent of torture and ill-treatment in police custody in Ukraine. However, a study carried out by the Kharkiv lnstitute for Social Research found that 62.4 per cent of those interviewed who had been in police detention were subjected to illtreatment on arrest: 44.6 per cent had their arms, legs or necks twisted:'32.8 per cent were punched or kicked; and 3. I per cent claimed to have been tortured and ill-treated using special equipment. The cases that have come to Amnesty lnternational's attention in the period of 2001 to June 2005 contain allegations that detainees have been suspended from metal bars (a method known as "lom" or "the crowbar"), forced to wear gas masks so that they partially

suffocate (a very common form of torture in all countries of the former Soviet Union, known

as "slonik" or "little

elephant"), beaten with fists or kicked, or beaten with other items such as heavy books, for example, the Code of Criminal Procedure, or filled water bottles, that do not leave marks on the body. ln other cases psychological pressure has reportedly been used, such as threats of rape, threats of convictions for other crimes, or, as in one case - separating a mother from her sick baby. "Many victims do not lodge complaints because they are scared or don't trust the system. Those who are persistent and brave enough to seek justice may find themselves once more victims of intimidation and reprisals. They rarely receive compensation," Heather McGill said.
