Press Release PDF
April 28, 2021
Federal Reserve issues FOMC statement For release at 2:00 p.m. EDT The Federal Reserve is committed to using its full range of tools to support the U.S. economy in this challenging time, thereby promoting its maximum employment and price stability goals. The COVID-19 pandemic is causing tremendous human and economic hardship across the United States and around the world. Amid progress on vaccinations and strong policy support, indicators of economic activity and employment have strengthened. The sectors most adversely affected by the pandemic remain weak but have shown improvement. Inflation has risen, largely reflecting transitory factors. Overall financial conditions remain accommodative, in part reflecting policy measures to support the economy and the flow of credit to U.S. households and businesses. The path of the economy will depend significantly on the course of the virus, including progress on vaccinations. The ongoing public health crisis continues to weigh on the economy, and risks to the economic outlook remain. The Committee seeks to achieve maximum employment and inflation at the rate of 2 percent over the longer run. With inflation running persistently below this longer-run goal, the Committee will aim to achieve inflation moderately above 2 percent for some time so that inflation averages 2 percent over time and longer-term inflation expectations remain well anchored at 2 percent. The Committee expects to maintain an accommodative stance of monetary policy until these outcomes are achieved. The Committee decided to keep the target range for the federal funds rate at 0 to 1/4 percent and expects it will be appropriate to maintain this target range until labor market conditions have reached levels consistent with the Committee's assessments of maximum employment and inflation has risen to 2 percent and is on track to moderately exceed 2 percent for some time. In addition, the Federal Reserve will continue to increase its holdings of Treasury securities by at least $80 billion per month and of agency mortgage-backed securities by at least $40 billion per month until substantial further progress has been made toward the Committee's maximum employment and price stability goals. These asset purchases help foster smooth market functioning and accommodative financial conditions, thereby supporting the flow of credit to households and businesses. In assessing the appropriate stance of monetary policy, the Committee will continue to monitor the implications of incoming information for the economic outlook. The Committee would be prepared to adjust the stance of monetary policy as appropriate if risks emerge that could impede the attainment of the Committee's goals. The Committee's assessments will take into account a wide range of information, including readings on public health, labor market conditions, inflation pressures and inflation expectations, and financial and international developments. Voting for the monetary policy action were Jerome H. Powell, Chair; John C. Williams, Vice Chair; Thomas I. Barkin; Raphael W. Bostic; Michelle W. Bowman; Lael Brainard; Richard H. Clarida; Mary C. Daly; Charles L. Evans; Randal K. Quarles; and Christopher J. Waller. Implementation Note issued April 28, 2021 Last Update: April 28, 2021

4 Ways to Strengthen Your Home’s Refinance Appraisal Value Refinancing your home involves several important steps, but the property appraisal may be the most crucial. When a real estate appraiser hands down an opinion on the value of your house, it can make — or break — your ability to qualify for the new loan you want. Naturally, you want that value to match your refinancing goals. Simply put, a property appraisal is an assessment of your home’s market value based on several factors, including its size, age, condition, location, amenities and previous sales prices, according to the Appraisal Institute, a global professional association for appraisers. Professional appraisers have specialized training and experience in property valuation, and their opinion carries a lot of weight with lenders. Because market conditions change rapidly and property values in your neighborhood might be much higher (or lower) than when you bought your home, you need to have your property’s value appraised when refinancing. Any upgrades or improvements you’ve made won’t be reflected in your original valuation; it benefits you to have an appraiser see those in person. If you’ve let your home fall into disrepair, though, an appraiser will take note of that, too. How to increase your property’s value To learn simple, cost-effective ways you can pump up your home’s appraised value, NerdWallet talked to real estate experts. While their suggestions might take some time and elbow grease on your part, the results (and value added to your home) will likely pay off in the end. Here are four suggested projects that will give the best bang for your buck:
1. Refresh paint, remove clutter. The quickest, easiest way to increase your chances of a higher appraisal is to paint, which can take years off an outdated home. If there are crayon marks on your walls and clutter on the floors, a fresh coat of paint and some simple organizing will make a good impression when an appraiser comes to call, paint is also inexpensive. 2. Replace worn carpet and flooring. This is another upgrade that will stand out to property appraisers. New carpet or flooring that mimics the look of hardwood can add several thousand dollars in value to your home. If you don’t have the money to replace all of your flooring, focus on fixing damaged sections and getting carpets professionally cleaned before an appraisal. 3. Update elements of the kitchen and bathrooms. Touching up these rooms remains the gold standard for netting you the best return on your home-improvement dollars. Keeping them clean certainly goes a long way, but you can do low-cost upgrades that add value, too, such as removing wallpaper, refinishing laminate countertops, painting cabinets and hanging new light fixtures. You don’t have to do a complete renovation or spend a lot of money to gain value in these rooms for a refi appraisal, but making a few updates will earn value adjustments in your favor. 4. Create curb appeal. A property appraiser isn’t going to spend much time judging your home’s exterior, but a good first impression doesn’t hurt. Cleaning up flower beds and redoing the mulch are inexpensive, loweffort ways to make your home easy on the eyes. These options will give you the best chance of scoring a higher appraisal value that will, in turn, help you get the mortgage refinance that meets your real estate goals.

Make Summer Maintenance Simple In summer, it’s easy to take a relaxed approach to everything—even home maintenance. So, start tackling your summer home maintenance today. This checklist makes it simple.
Naturally, you may not want to spend a large chunk of your free time this summer doing home maintenance. But you don’t want to put it off till it’s too late either. Below is a list of common items to consider. Decide which are priorities for you and tackle those first. Then divvy up the responsibilities or hire professionals to make the best use of your time. • Inspect your house exterior for loose or rotted siding. Power wash siding or brick. This will help get rid of any dust, dirt, tree sap, bird droppings, etc., that leave your home looking less than its best. • Repair and repaint any chipped, cracking or faded exterior paint. Besides improving your home’s curb appeal, it will also help protect it from the elements. • Wash windows inside and out. You’ll be amazed how much more light will stream in and how much clearer your view will be. • Check brick tuckpointing. Also, inspect foundation for cracks or leaks. Foundation cracks can create an entry point for groundwater, insects and radon gas. Repair as needed. • Have air conditioner checked and serviced. Regular A/C maintenance can extend tlife of your unit and may reduce the need for costly A/C repairs. • Check windows for leaks. Recaulk seals on doors and windows. This can help increase your home’s energy efficiency. • Power wash and reseal your deck. This will help prevent any wood from splitting, graying or cracking.
• Clean out gutters and downspouts. Summer storms and high winds can deposit debris in your gutters. Even though this is generally considered a job for spring and fall, summer is also recommended. • Clean out the faucet traps (the small screen on the end of your faucet) to eliminate clogging mineral deposits and other debris. Simply unscrew the end of the faucet with a pair of pliers, remove the trap, flush out the debris and replace. • Clean the dryer vent and exhaust duct. Without some maintenance, clogged lint and dust in your dryer vents could cause a house fire. • Inspect outdoor play equipment. Reinforce, tighten and re-stain, reseal or repaint as needed. • Inspect fencing. Reinforce, re-stain, reseal or repaint as needed. • Refill cracks on cement walkway or driveway. Concrete is strong, but it can be easily damaged by standing water and freezing water that seeps in through the cracks. Summer’s mild weather means it’s also the ideal season to take on projects like these: • Replacing old windows or front doors • Replacing your roof • Replacing a chimney cap • Refinishing flooring • Adding skylights • Building a deck or • Service your snow blower before first snowfall Compliments of:

Campground and Recreation Update: April 2021 Article Re-Print Compliments of Sierra Booster 4/29/2021
Nevada City, Calif. —Warm temperatures and blue skies means it’s time to visit the Tahoe National Forest, right? Well, sort of. There is still plenty of snow in the Tahoe National Forest high country and many recreation sites are still closed or inaccessible in April. For a list of open campground and recreation sites, please see below. Recreation managers and wildland firefighters are preparing for a busy summer season in 2021 –one that is already beginning with the early warm temperatures. This year, the Tahoe National Forest is again asking visitors to please recreate responsibly so we all can enjoy the beautiful landscape of the Tahoe National Forest for years to come. Responsible recreation means: ü Make sure your campfire is out before you leave: douse with water, stir, and feel for warmth. Repeat the steps above as necessary. ü Campfires must be attended at all times; California Campfire Permits are required. ü No trashcan? It’s your responsibility to pack out all trash when you leave, including toilet paper when no restroom facilities exist. ü Most campsites are booked in advance –you may not secure a campground without a reservation. ü To reserve a Tahoe National Forest campsite, please visit recreation.gov. ü During the spring, roads may be passable in the morning but muddy and impassable as temperatures warm during the day. ü Don’t get stuck or damage roads. ü Rivers and lakes are cold this time of year and flows are high. Cold, high flows can kill. In October 2012, the Truckee Donner Land Trust acquired the 3,000 acre property from its longtime owners, Clif and Barbara Johnson. Webber Lake had been in the Johnson Family since the 1870s. Until the Land Trust's acquisition, the property had been closed to the public for decades. The property consists of Webber Lake and two large meadows, Lower Lacey Meadow and Upper Lacey Meadow. Lacey Creek meanders through both meadows and feeds Webber Lake. Dr. David Webber’s hotel, built in 1860, is the last standing stagecoach hotel (out of about 30) on the historic Henness Pass Road.

Flag Day is a celebration of the American flag that occurs each year on the anniversary of the flag’s official adoption, June 14. What we know fondly as the “Stars and Stripes” was adopted by the Continental Congress as the official American flag on June 14, 1777, in the midst of the Revolutionary War. Colonial troops fought under many different flags with various symbols— rattlesnakes, pine trees, and eagles—and slogans—”Don’t Tread on Me,” “Liberty or Death,” and “Conquer or Die,” to name a few. The Declaration of Independence made the adoption of an American flag necessary. Previously, each colony or special interest had its own flag. On the 14th of June, Congress made the following resolution: “The flag of the United States shall be thirteen stripes, alternate red and white, with a union of thirteen stars of white on a blue field …” The first American flag was designed to represent the 13 original colonies with 13 white stars on a blue field and 13 alternating red and white stripes. One of the first flag designs had the stars arranged in a circle, based on the idea that all colonies were equal. In 1818, after a few design changes, the United States Congress decided to retain the flag’s original 13 stripes and add new stars to reflect each new state that entered the union. Today, there are 50 stars, one for each state in the union, but the 13 stripes remain. Dickson Portola Team 289 Commercial Street | Portola, CA 96122 | 530.832.1700

It’s the buffer you create between a building on your property and the grass, trees, shrubs, or any wildland area that surround it. This space is needed to slow or stop the spread of wildfire and it protects your home from catching fire—either from direct flame contact or radiant heat. Defensible space is also important for the protection of the firefighters defending your home. Defensible Space Zones Two zones make up the required 100 feet of defensible space.
Zone 1 Zone 1 extends 30 feet* out from buildings, structures, decks, etc. § Remove all dead plants, grass and weeds (vegetation). § Remove dead or dry leaves and pine needles from your yard, roof and rain gutters. § Trim trees regularly to keep branches a minimum of 10 feet from other trees. § Remove branches that hang over your roof and keep dead branches 10 feet away from your chimney. § Relocate wood piles into Zone 2. § Remove or prune flammable plants and shrubs near windows. § Remove vegetation and items that could catch fire from around and under decks. § Create a separation between trees, shrubs and items that could catch fire, such as patio furniture, wood piles, swing sets, etc. Zone 2 Zone 2 extends 100 feet out from buildings, structures, decks, etc. § Cut or mow annual grass down to a maximum height of 4 inches. § Create horizontal spacing between shrubs and trees. (See diagram) § Create vertical spacing between grass, shrubs and trees. (See diagram) § Remove fallen leaves, needles, twigs, bark, cones, and small branches. However, they may be permitted to a depth of 3 inches.
