Fed Holds the Course at September 2021 Meeting
Federal Reserve Chair Jerome Powell announced that the FOMC, at its meeting that concluded on Sept. 22, 2021, has decided to "keep interest rates at zero and continue the current pace of asset purchases." More specifically, the FOMC will continue to target the benchmark federal funds rate at a range of 0% to 0.25%. Powell reiterated the Fed's commitment to its dual mandate of promoting maximum employment while also fostering price stability. He noted that economic indicators point to progress on both fronts. However, he warned that "the path of the economy continues to rely on the path of the [COVID-19] virus." KEY TAKEAWAYS • • • • •

'Still Foresee Rapid Growth' Powell noted that U.S. real gross domestic product (GDP) grew by 6.4% in the first half of 2021. While commenting that members of the FOMC "still foresee rapid growth" ahead, he cautioned that rising COVID-19 cases have slowed the pace of recovery recently. While "demand for labor is very strong," job growth slowed markedly in August, especially in sectors most sensitive to the pandemic such as the leisure and travel industries. However, the FOMC believes that negative factors should diminish and projects that the unemployment rate will continue to fall through the rest of 2021 and into 2022. Nevertheless, Powell observed that unemployment has been "disproportionately" high in services
industries and among minorities. He also noted, in response to a question, that the emergence of the Delta variant may be discouraging some potential job seekers. Declining Inflation Powell said that supply bottlenecks have been "larger and longer lasting than expected" and that supply constraints are particularly acute in autos, where a worldwide shortage of semiconductors is a major issue. That said, the sense of the FOMC is that the inflation rate in the U.S. will drop from about 4.2% currently to about 2.2% by the end of 2022.1 He did warn that, as re-openings of the economy proceed, new bottlenecks could appear. Nonetheless, he said that "long-run [inflation] expectations are in line with the goal of 2%." Asset Purchases "If progress continues, a moderation of the pace of asset purchases can be warranted," Powell said. He added, "Policy will remain accommodative until we achieve maximum employment and price stability goals." While nothing was decided at this meeting, he indicated that "a gradual tapering process that concludes around the middle of next year can be appropriate."1 Not Worried About U.S. Corporate Debt In response to a question about the Evergrande situation, Powell said that this is strictly an issue for China, which, he added, has exceptionally high levels of debt in its economy. "I would not draw parallels with the U.S. corporate sector," he remarked.1 Central Bank Digital Currency Initiative In response to a question, Powell said that the Fed is actively assessing whether it should create a central bank digital currency (CBDC) and that a study paper on this topic should be upcoming soon. "It is important to do it right, rather than fast," Powell added, noting that such an initiative would only be undertaken with broad support from both the Congress and the Executive Branch of the federal government. Assuming that the COVID situation will continue to improve, the economy and the housing market should remain solid in 2022. While the statewide home sales are expected to dip slightly next year according to our latest forecast, housing demand will remain solid and post the second highest level of sales in the past five years. Interest rates will remain low by historical standards, but the market will stay competitive in 2022. As the market normalization continues, structural challenges will reassert themselves, and home prices will remain elevated. C.A.R. Forecast Expects Lower Sales but Higher Price in 2022 - Supply constraints and higher home prices will bring California home sales down slightly in 2022, but transactions will still post their second highest level in the past five years, according to the latest C.A.R. housing and economic forecast released last Thursday. The 2022 California Housing Market Forecast sees a decline in existing single-family home sales of 5.2 percent next year to reach 416,800 units, down from the projected 2021 sales figure of 439,800. The 2021 figure is 6.8 percent higher compared with the pace of 411,900 homes sold in 2020. The statewide median home price is forecast to rise 5.2 percent to $834,400 in 2022, following a projected 20.3 percent increase to $793,100 in 2021 from $659,400 in 2020. Another Good Year for Home Sellers - Results from C.A.R. Annual Housing Market Survey suggest that home sellers typically pocket a net cash gain of $322,500 from the sale of their homes in 2021, a 53.6 percent jump from last year. For those home sellers who had lived in their house for five or more years, their typical net cash gain from the sale of their house was $381,000, an increase of 31.4 percent from 2020. Less than one percent of all home sellers had a net loss from their home sale in 2021, a number that is well below the longrun average of 9.9 percent, and it is the lowest level since 2005. COVID Cases Continue to Ease: Average daily COVID cases last Thursday dipped below 100,000 in the U.S. for the first time since early August and the number continued to improve in the last few days. At the state level, the 7-day average in California is currently slightly below 6,100, less than half as many cases as that in late August. While there is no guarantee that the dip will continue as we move into the winter flu season, the latest decline in cases is an encouraging sign that the pandemic situation is moving in the right direction. Weekly Mortgage Rates Stay Put but Treasury Yield Suggest Rising Trend: The latest improvement in the pandemic situation and the lack of labor supply have been putting some upward pressure on rates in the past couple days. While the average 30 year fixed-rate mortgage was down slightly from the prior week in the latest Freddie Mac’s report released last Thursday, the 10-year Treasury yield rose 6 basis points on Friday to top 1.6%, a level last reached on June 4. Despite the disappointing job numbers, investors still expect the central bank to stick to its tapering plans, which could spark a rise in rates before the end of the year. September Job Growth Underwhelms: The Delta variant and the labor supply shortage continued to weigh on the economy, as the U.S. job growth fell to the slowest pace of the year. With 194,000 jobs created in September, the economy had the smallest gain since December 2020, down from 366,000 jobs added in August. Despite the slowdown in hiring, the unemployment rate dropped to 4.8% last month from 5.2% in August. The decline was directly due to the shrinking of the pool of labor as many workers gave up the job search and exited from the labor force in September. Fewer Expect Prices to Rise Next Week: Supply, demand, and home prices are all expected to cool as we approach the end of the year. Closed sales for the first full week of October, indeed, dropped to the lowest level since late February, while new active listings declined to the lowest level since the end of January. REALTORS’® expectations on home prices also have been adjusted, as only 24.2% of our survey respondents last week believed prices were going to go up in the upcoming week, as compared to the peak of 73.7% reached at end of April. If the market continues to follow its season pattern, it will likely moderate further but remain solid from this point forward.

Where to Turn When a Natural Disaster Upends Your Finances
Natural disasters can upend lives in an instant, but unwinding the financial damage can take many months. Still, those affected have many sources of help. Here’s how you can get help and be strategic with your resources as you begin to rebuild after a disaster. Deal with immediate needs first First things first: Contact the Federal Emergency Management Agency to get help via a disaster recovery center by texting your ZIP code and “DRC” to 43362. Texting “Apple” or “Android” to that same number will give you a download link for a mobile app from FEMA with additional resources, such as shelter locations. Local and state agencies and nongovernmental groups such as the Red Cross also can also help; call 211 from any phone or visit 211.org to get information. Check your credit card or hotel loyalty accounts as well. You might have points or a free night certificate. Most hotel loyalty programs have offered generous expiration date extensions for certificates that have gone unused due to the pandemic. And some general rewards credit cards allow you to use points to book hotels directly through their own travel portals or let you transfer points to a specific hotel loyalty program. Next, tend to financial issues As soon as possible, turn to handling your finances. FEMA offers unemployment assistance, rental assistance, legal services and much more. You have several ways to register, including online at DisasterAssistance.gov, via the FEMA app, at a disaster recovery center or by phone at 800-621-3362. Nonprofit credit counseling agency Money Management International has a free program called Project Porchlight that offers disaster victims support for up to a year. The program helps people navigate an unfamiliar process, stay on top of deadlines and address the trauma that makes handling tasks harder. And you do have several tasks to handle: Contact insurers as soon as possible Act quickly so you can get the most out of your home insurance, renters coverage or auto insurance. Review your policies for types of damage covered, coverage limits and deductibles. Home and renters insurance policies typically do not cover flood damage, so check for flood insurance as well. Flood and wind damage to your car are covered as long as you have comprehensive insurance on your auto policy. Report damage to your agent or insurance company as soon as possible, said Mark Friedlander, director of corporate communications for the Insurance Information Institute, in an email. Insurers will face a glut of claims, so the sooner you file, the better. Ask about your coverage, the time frame for filing and processing a claim, whether the claim will exceed your deductible and if you’ll need estimates for repairs to structural damage, Friedlander said. You should ask about coverage of living expenses if you are displaced and reimbursement for a car rental. Some insurers will also cover the loss of spoiled food. When you talk to your insurer, ask what you can throw out and what you should document for your claim. Take photos and video of the damage, then do what you can to protect your property, Friedlander said. Take detailed notes about every interaction you have with the insurance company. Call your mortgage company and other creditors If you’re worried about your ability to make monthly mortgage payments, contact your mortgage servicer as soon as possible — before missing a payment — to discuss mortgage forbearance options. Forbearance is a way to avoid foreclosure, and may allow you to make partial payments or pause payments entirely for an agreed-upon period of time. Communicate proactively with creditors, said Bruce McClary, spokesman for the National Foundation for Credit Counseling, in an email. Impassable roads and outages to power, internet access and phone service are all factors that can hinder paying on time. “Once your creditor is aware of these things, they may be able to offer some temporary payment relief,” McClary said. Hardship programs may waive fees or lower your interest rate for a time. Because cash is king in areas where power and communication are disrupted, you might have to use your credit card to get cash from an ATM. Just be aware that typically carries a higher interest rate, McClary said. Seek a pause in student loans, contact your college for aid Federal student loan payments remain paused through January. But several private student loan lenders have natural disaster forbearances for these situations. If you or your family’s finances were affected, contact your school’s financial aid office. Ask about a professional judgment, which will reassess financial aid eligibility due to changed circumstances. You may also want to apply for more immediate money through your school’s emergency financial aid fund. If you’re displaced, notify the financial aid office of your change in residence. Let your teachers and advisor know about changes to your ability to attend classes or complete coursework. Be strategic with aid, credit and debt as you dig out “Rebuilding and repairing after a disaster can be incredibly expensive, even for those with insurance,” says Kate Bulger, senior director of business development for MMI. “Applying for as much aid as possible and preserving cash today means that consumers will have more funds left when they are ready to rebuild.” When you exhaust aid and your emergency fund, you’ll likely need to rely on credit to afford necessities or repair damage. Lately, some major card issuers are making it easier (and cheaper) to turn your available credit line into an installment loan, often at a lower ongoing interest rate. Or you might be allowed to break up a large emergency purchase into predictable monthly payments. When your debt picture becomes clearer, consider strategies for paying balances back down. The debt snowball, where you focus your efforts on the smallest debt first while maintaining minimum payments on others, can give you some quick wins and motivation. Countdown to a perfectly clean guest-ready home no matter how much — or little — time you have.
It feels great to have a clean, organized, well-functioning home when you've got guests coming. Especially around the holidays. It's like your gift to you. Here's how to get that satisfying feeling — no matter how much time you have. Just choose your starting point on this checklist:
Three (or More) Weeks to Go
Think big picture. Get anything that requires a pro or installation out of the way now. No one wants calamity to strike when guests are pulling into the driveway. þ þ

Get your HVAC maintained if it's overdue. If you have a self-cleaning oven, clean it now. An oven is most likely to break down during the cleaning cycle, so don't save this task for last. Replace any appliance on its last legs. You don't want your hot water to go out or fridge on the fritz with a houseful of guests. Steam-clean upholstery. (Or hire a pro. It's a big job) Hire a handyman for those repairs you've been putting off. Check outdoor lighting. Replace old bulbs and call an electrician to address any bigger issues.
Two Weeks to Go
It's not panic time yet. Focus on decluttering and a few deepcleaning tasks now, and you'll have a more manageable to-do list when the clock really starts ticking down. þ Do a deep declutter. It'll make things easier to keep clean. þ Dust ceiling fans, light fixtures, and high-up shelves. þ Wipe down baseboards. þ Clean out and organize the fridge. þ Wash windows to make the entire house feel brighter and cleaner. þ Toss washable shower curtains and drapes in the washing machine and re-hang. One Week to Go It's strategic cleaning time. Here's what to tackle now — things your family won't easily undo before your guests arrive. þ Declutter again. þ Vacuum and dust guest rooms. If they're low-traffic, the cleanliness should hold with just a quick wipedown right before they arrive. þ Wipe down walls. þ Wipe down kitchen and dining room chairs and tables, including the legs. You'd be surprised how grimy they get. þ Deep clean the entryway — and make room for your guests' stuff.
72 Hours to Go The final cleaning stretch is on the horizon. þ Do another declutter. þ In the kitchen, toss stove burners, drip pans, and knobs into the dishwasher for an easy deep clean. þ Wash kitchen cabinet fronts. þ Scrub the kitchen floor. þ Clean and shine appliances.
Now it's time to get serious. þ Clean and sanitize garbage cans to banish mystery smells. þ Wipe down doorknobs, faceplates, and light switches. They're germ magnets. þ Clean the front door. þ Deep clean the bathroom your guests will use, and close it off if possible. þ Wash guest towels and linens.
24 Hours to Go Your guests' bags are packed. Time for final touches. þ Do a final declutter - by now it shouldn't take more than five minutes. þ Give one final wipe-down to toilets, tubs, and bathroom sinks. þ And another final wipe-down in the kitchen. þ Do all the floors: mop, vacuum, sweep, etc. þ Make guest beds and set out clean towels. þ Plug in nightlights in guest baths. þ Put out guest toiletries so they're easy to find. þ Add a coffee or tea station in the guest room or kitchen. þ Get your favorite smell going, whether it's a scented candle, spices in water on the stove, or essential oils. þ Use rubber gloves to wipe off pet hair and dust from furniture. It works. þ Do the full red carpet: Sweep or shovel porch, steps, and outdoor walkways.

TIPS ON DRIVING IN SNOWY CONDITIONS
It’s Practically a Whiteout Before you venture out, refill windshield washer fluid, clear snow from the roof, windows, windshield wipers, and front and back lights, and turn on low-beam headlights (high beams reflect off the snow and into your eyes). Once you’re on the road, don’t tailgate. “It can take up to nine times as long to stop in ice and snow, compared with ideal weather,” says Robert Sinclair, media relations manager at AAA. Your rule of thumb: When the car ahead of you passes a road sign, start counting; if you reach that sign before you get to 8, you’re too close.

Whether you’re facing engine trouble or treacherous weather, pull over onto the right shoulder, as far off the road as possible while remaining on level ground, and turn your hazards on. So you don’t freeze or waste fuel, run the heat for 10 minutes every hour—first check that the exhaust pipe is clear of drifting snow to prevent carbon monoxide poisoning. Stock the trunk with a collapsible shovel, an ice scraper, water, kitty litter, granola bars, and a windup flashlight for situations like this.

The Car Is Skidding! The old rule to “turn into a skid” is from the days when most vehicles were rear-wheel drive. Today, new advice applies to all: Look where you want the car to go and steer in that direction. To avoid scary skids and spinouts in the future, never stomp on the gas or brake pedal, and slow down dramatically well before making a turn or heading down a hill. To prevent fishtailing when you know you’re about to go downhill, instead of braking, select a lower gear and let the engine manage the speed for you.
I’m Worried About Black Ice That notoriously slippery stuff usually forms when the temperature fluctuates above, then below, 32 degrees Fahrenheit, allowing snow to melt and refreeze to a clear glaze on the road. Be extra careful on bridges, at the bottom of hills, and in shady areas, where ice tends to accumulate. If you encounter a patch, ease off the gas pedal to reduce your speed, and maintain smooth, steady steering.” Fair warning: Driving an SUV doesn’t give you license to be a hot shot. “All- or four-wheel drive isn’t a magic technology that allows you to have traction no matter what,” says Sinclair.
