Today's Fun Fact: Record-breaking snowfall that fell directly onto the Lake's surface has added almost 40 billion gallons to Lake Tahoe since February 1st. The Lake level has risen a foot in that time period.
Paula Peterson: Submitted 3/6/2019 LAKE TAHOE, Calif. - The Sierra Nevada has seen epic amounts of snowfall this winter and recent measurements at both Phillips and Mt. Rose show water content of the snowpack well above normal. Mountains around the Lake Tahoe Basin are currently holding 168 percent of the median amount of water. On March 1, 2019, the 16 measuring stations around the lake recorded a low of 36" of snow (176 percent of the median) at the Upper Truckee River to a high of 211" at Lake Lucille (178 percent of the median). When the snow melts, or it rains as it has been over the last couple of weeks, the lake gets more runoff than perhaps it can legally hold. As of Wednesday, March 6, 2019, the gauge height of Lake Tahoe at Tahoe City is at 6,228.10 feet above sea level. The legal limit of the lake is 6229.10 feet and the natural rim rests at 6,223 feet. While the lake is only about one foot from the legal limit, the Federal Water Master office in Reno keeps a close eye on the situation. They can start spilling water from Lake Tahoe when two variables are analyzed: The water is at a height of 6228 feet and the forecast runoff shows them the lake would exceed the maximum legal limit when the snow melts or heavy rain is on the horizon. Chief Deputy Federal Water Master Dave Wathen said they opened the dam gates at Tahoe City on February 23 and began spilling water from the lake into the Truckee River. He said they expect 2.1 feet of water to hit Lake Tahoe during the spring (April through the high, usually July) snowmelt runoff which would put more water into the lake than legally allowed. Out of the 17 gates, 11 are open. The water at the dam has been running at a rate of 1200 cubic feet per second (cfs) which is equal to two-hundredths of a foot of water from the lake. 1200 cfs is equal to 2380 acre feet per day. Why a legal limit? Federal law prohibits storage of water in Lake Tahoe above 6,229.1 feet, which is the limit decreed in the 1935 Truckee River Agreement. The same agreement appointed a Federal Water Master to manage storage and diversions on the Truckee River and established certain minimum and maximum flows at the Farad gaging station near the state line.

GUILD MORTGAGE CORNER Can I Use Future Rental Income to Qualify for a Mortgage? Are you interested in buying an investment property, but don’t think you will qualify? Great news! You can structure the new purchase as an investment property to use the expected rental income to offset the monthly mortgage payment of the property you are buying. This is called non-owner or investment property financing. You can expect it to cost a bit more in two ways: first, most lenders require more of a down payment (20% minimum) right out the gate. Second, you can expect slightly higher rates. If you really love the home this might be worth it to you! The future rental income is determined by the appraiser, not by the amount on a lease; you don't even need a lease or renter in place. Typically, industry standard allows you to use 75% of the market rent amount to calculate the subject property's net cash flow. Just think…if the market rent is 25% higher than your mortgage, taxes and insurance payment, the lender can exclude the entire monthly mortgage payment when qualifying. Federal Reserve keeps rates static, predicts no hikes in 2019 Static rates could lead to steady or declining mortgage rates, economists say BY: PATRICK KEARNS, STAFF WRITER THE INMAN REPORT MARCH 2019
The Federal Reserve held interest rates steady at 2.25 to 2.50 percent as was widely expected. The board also signaled it expects no increases in 2019 – after four in 2018 – which could mean mortgage rates will continue to hold steady or even dip, according to economists. “It’s no surprise that the Fed decided to hold rates steady today, given its January pledge of taking a patient approach to reviewing data and making interest rate decisions,” Danielle Hale, the chief economist at realtor.com said, in a statement. The Fed projections indicated an expected economic growth of 2.1 percent in 2019, down from December’s projection of 2.3 percent. Next year, the Fed is projecting growth to slow to 1.9 percent and 1.8 percent in 2021. “In our interpretation, the Fed may be overreacting to market volatility that occurred in December and distortions to economic activity and data from the government shutdown,” LendingTree Chief Economist Tendayi Kapfidze said in a statement. “While many measures of economic growth have slowed, sentiment data which is more timely has rebounded from those declines.” “There are also seasonal distortions that have been occurring in the first quarter, with the economy often accelerating in the second and third quarter,” Kapfidze added. Kapfidze believes that, despite the Fed signaling it won’t raise interest rates this year, there still remains the possibility of one or two rate hikes later in the year, perhaps beginning in September. Those hikes would occur if growth accelerates back above potential, unemployment remains low and inflation is pushed back towards 2 percent, perhaps by wage inflation, Kapfidze said. While interest rates aren’t directly tied to mortgage borrowing rates – which have remained under 5 percent on 30-year fixed-rate mortgages for most consumers in 2019 – the Fed keeping interest rates static could mean that mortgage rates stay the same or even dip. “Today’s meeting also gives us clues about the road ahead for mortgage rates, which are influenced by both shortterm rates and the longer-term economic outlook,” Hale said. “Despite current short-term rate increases, recent economic forecasts have been less certain, which has caused mortgage rates to slip recently.” Kapfidze noted that lower interest rates could support the slowing housing market. For consumers, the pause in rate hikes will directly result in a break in rising interest rates on borrowing for credit cards and personal loans.

As we’ve all seen, the fire danger in California has continued to increase and the Truckee area is no exception. California has seen 9 of the 20 most destructive fires in California’s recorded history in the last 5 years!

The build-up of dry fuels, a significant drought and more people moving to and visiting the wildland urban interface have led to this extreme fire danger that threatens our community. Many of the visitors to our region don’t understand the danger, adding to the risk of an escaped campfire. Each year the Fire District responds to unattended or improperly extinguished residential campfires that escape the fire ring and start a wildfire. If this happens on a windy day a wildfire could be devastating to our community. That is why the Truckee Fire Protection District is implementing a District-wide ordinance to ban backyard type campfires during fire season. EFFECTIVE THIS FIRE SEASON (Starting in June)

Can people use a briquette fuel-based smoker? No, the issue being that there are briquettes being used and there still exists a risk of improper disposal of charcoal remnants. Can people use a wood pellet fuel-based BBQ/smoker? Yes, pellet burning devices are well contained and fully consumed to ash with no super-heated particles remaining that could start a fire after disposal.

Can people add wood shavings, like apple wood and other types you can buy for added flavoring, to a smoker or gas grill? No, the addition of wood shavings will present a similar risk of incomplete combustion and improper disposal that can start a wildfire. Would the district consider issuing briquette BBQ permits to individual residents? No, with over 15,000 residential structures in the district, there is no logistical/financial way we could inspect, issue, or enforce permits of that magnitude. Will permits be issued for picnic areas and special events/commercial cooking operations that use briquette/wood BBQ’s? Yes, these operations will be inspected for safe practices and issued a permit with specific operating guidelines.

KEEP YOUR PROPERTY LEAN AND GREEN TO HELP PROTECT YOUR FAMILY AND HOME Creating defensible space is essential to improve your home’s chance of surviving a wildfire. It’s the buffer you create between a building on your property and the grass, trees, shrubs, or any wildland area that surround it. This space is needed to slow or stop the spread of wildfire and it protects your home from catching fire—either from direct flame contact or radiant heat. Defensible space is also important for the protection of the firefighters defending your home. Defensible Space Zones Two zones make up the required 100 feet of defensible space.
Zone 1 Zone 1 extends 30 feet* out from buildings, structures, decks, etc. • Remove all dead plants, grass and weeds (vegetation). • Remove dead or dry leaves and pine needles from your yard, roof and rain gutters. • Trim trees regularly to keep branches a minimum of 10 feet from other trees. • Remove branches that hang over your roof and keep dead branches 10 feet away from your chimney. • Relocate wood piles into Zone 2. • Remove or prune flammable plants and shrubs near windows. • Remove vegetation and items that could catch fire from around and under decks. • Create a separation between trees, shrubs and items that could catch fire, such as patio furniture, wood piles, swing sets, etc. Zone 2 Zone 2 extends 100 feet out from buildings, structures, decks, etc. • Cut or mow annual grass down to a maximum height of 4 inches. • Create horizontal spacing between shrubs and trees. (See diagram) • Create vertical spacing between grass, shrubs and trees. (See diagram) • Remove fallen leaves, needles, twigs, bark, cones, and small branches. However, they may be permitted to a depth of 3 inches.

The daughter of an American Civil War veteran, Sonora Smart Dodd led the efforts for fathers to be recognized after hearing a Mother’s Day sermon at her church. Her father had cared for his six children after their mother passed away while giving birth to the sixth child.
